Start
with
Michael
Eisenhower,
please
state
your
name
and
address
for
the
record,
and
you
have
five
minutes.
D
Good
evening
my
name
is
Michael
Eisenhower.
My
address
is
132
Cleveland
Avenue
in
Doylestown.
Sorry
I
was
just
stopping
in
just
to
hand
out
some
flyers
and
I'll.
Give
them
to
you
guys
as
well.
The
Norton
firefighters
associations
have
our
annual
pancake
breakfast
again:
Saturday
October
29th
from
7
to
11.,
we're
doing
dining
and
carryout
this
year,
so
pancake
sausage,
milk,
orange
juice
Etc.
So.
E
D
E
Name
is
Pete
Gonzalez
I
live
in
Denver,
Colorado
and
I
am
here
again
regarding
the
rezone
proposal
of
the
14
acres
on
Cleveland,
Massillon,
Road
and
again
I'm
just
here,
making
myself
available
to
answer,
questions
respond
to
council
questions
or
public
questions
or
anything
relating
to
that
site,
and
that
request.
E
A
A
Then
those
minutes
are
officially
approved
as
submitted
now
the
minutes
of
committee
work
session
of
September
19
2022.
Are
there
any
additions
or
Corrections
seeing
none?
Those
minutes
are
officially
approved
as
submitted
the
minutes
of
special
council
meeting
on
September
22nd
2022.
Are
there
any
additions
or
Corrections
seeing
none?
Those
minutes
are
approved
as
submitted
and
the
minutes
of
the
regular
council
meeting
of
September
26
2022.
A
B
Just
wanted
to
bring
Council
up
to
speed,
there's
a
project
that
Dominion
has
undertaken
south
of
Norton
Avenue
east
of
Cleveland
Massillon
to
the
corporate
limits,
it'll
pretty
much
Encompass
that
entire
neighborhood
each
resident
should
have
received
a
letter
from
Dominion
on
the
project
limits.
We
will
be
posting
a
public
information
number
for
residents
who
have
concerns
or
issues
for
that
project
on
the
website.
So
if
anybody
has
any
questions
about
that,
they
should
contact
Dominion
directly.
F
A
G
G
This
is
some
property,
that's
located
21,
North
and
585
for
l
m
tree.
The
only
thing
I'd
like
to
add
to
this
for
for
first
reading
is
that
the
buyer
would
need
an
agreement
to
vacate
paper
streets
or
to
have
an
easement
for
access
to
this
property.
So
that'll
come
before
Council.
If
this
zoning
is
approved
so
first
reading
only.
H
J
A
J
J
J
H
And
this
time,
I'd
like
to
make
a
motion
to
vote
on
resolution
80,
20
22..
No
second,.
A
J
A
H
You
Mr
President
for
ordinance
number
81-2022
for
its
first
reading
and
ask
the
clerk
to
read
it.
Please
an.
H
J
J
President,
this
is
an
ordinance
we
talked
about
this.
J
A
C
A
I
A
H
H
A
A
I
Before
we
move
on
to
the
prior
legislation,
I
had
an
oversight
here
back
on
resolution
80
for
the
the
fiscal
officer
language.
A
I
I
Sorry
again
for
this
particular
ordinance:
it's
not
going
to
cost
us
any
I,
don't
see
any
reason
to
continue
having
another
reading
on
that
either
and
I
always
likes
to
get
wavy.
So
we
can
move
on
with
it.
A
J
J
K
I
A
C
A
J
G
G
This
is
36.75
Cleveland,
Massillon
Road,
it's
the
14
acres
next
to
BP
I
know
there
has
been
some
talk.
This
is
just
the
rezoning,
but
moving
forward
just
for
public
record
I.
Think
all
the
council
can
agree
that
the
access
point
to
this
property
is
going
to
have
to
be
off.
Cleveland
Massillon,
Road
and
I
just
wanted
to
add
that
so
at
this
time,
I'd
like
to
make
a
motion
to
adopt
ordinance
number
74-2022.
I
Yes,
Mr
President
I
agree
with
Mr
D
Harper
I'll
go
along
with
doing
the
rezoning,
but
if
the
street
issue
isn't
taken
care
of,
it's
not
going
to
go
any
further
than
that.
Yeah.
J
The
same
thing
I
mean
that's
the
biggest
concern
here.
I
think
the
rezoning
isn't
necessarily
a
concern,
but
Council
will
have
an
opportunity
to
take
a
look
at
this
plan
when
it
comes
back
to
council
and
if
there's
an
entrance
Point
anywhere
other
than
on
Cleveland
Massillon
Road
I'll
vote
against
it.
K
Same
here
you
know
large
trucks
and
stuff
have
no
business
in
the
residential
neighborhoods
on
a
regular
basis
and
I
mean
from
a
safety
standpoint,
impact
to
the
roads
and
everything
else.
These
roads,
weren't
designed
to
be
able
to
handle
the
weight
of
18
wheelers.
That's
why
we
implemented
the
restricted
truck
access
in
the
neighborhoods
to
begin
with.
A
H
G
G
This
is
just
adjusting
the
changing
this
from
a
B1
to
a
C1
to
match
the
rest
of
the
Town
Center
overlay
District.
This
is
something
standard
that
that
we've
tried
to
do
to
to
match
that
zoning.
So
if
anybody
has
anything
to
add
to
that,
then
I'd
like
to
make
a
motion
to
adapt
ordinance
number
75-2022.
A
A
H
H
G
G
This
is
for
the
Turk.
This
is
Turk
annually
suggests
the
continuation
or
modification
or
termination
of
agreements
for
tax
exemptions
here
in
the
city
of
Norton
I,
don't
know
if
anybody
has
anything
they
want
to
add
or
discuss
in
regards
to
this.
A
I
Mr
D
Harper
Mr
President,
as
you
know,
I'm
against
having
that
ongoing
abatement
for
KDA
I
still
have
received
no
documentation
as
to
what's
actually
going
on
down.
I
There
is
if
coyote
is
meeting
the
standard
of
employment
going
back
to
the
March
23rd
2021
housing
council
meeting
the
attorney
from
rights
on
ants,
Anderson,
Andres,
sorry,
Mr,
Dodson
I
believe
his
name
was
stated,
then
that
not
fulfilling
the
employment
would
be
enough
to
be
able
to
terminate
that
and
the
Housing
Council
could
make
the
recommendation
Turk
can
make
the
recommendation
or
even
council
could
decide
upon
itself
that
we
didn't
want
to
go
forward
with
it.
Looking
further
and
other
things
and
I
could
read
some
of
this.
I
If
you
wanted
I
mean
there
are
no
minutes
on
it,
but
I
did
make
my
own
transcript
of
that
particular
meeting
for
all
the
further
information.
Actually,
what
is
this
called
and
Ohio
development
Service
Agency
for
the
reinvestment
area
program
and
for
those
exemptions,
and
we've
actually
have
two
issues
on
this
now
so
I'm
curious
as
to
because
planting
aluminum
they
actually
bought
the
property
from
us
they're.
The
ones
at
the
the
abatement
would
be
adhering
to
as
Mr
Mrs
klausner
of
KDA.
I
Whatever
were
the
ones
that
actually
put
up
the
building
and
they
were
supposed
to
be
adhering
to
the
agreement
for
the
abatements.
Is
it
the
same
situation
so
I'm
just
throwing
them
in
there
in
case
it
needs
to
be
addressed,
but
stating
on
on
number
eight.
The
agreement
is
executed
by
all
the
relevant
parties,
best
practices
to
have
both
the
owner
of
the
real
estate
and
the
entity
that
will
create
the
jobs
if
different
sign
the
document
as
parties
to
the
agreement,
and
then
that
gives
the
benefits
of
aiding
the
collection
of
required.
I
Annual
reporting
information
protects
the
community
against
inadvertent
violations
of
relocation.
Provisions
provides
a
contractual
remedy
to
recapture
commonly
referred
to
as
clawback
incentive
dollars.
Should
an
applicant
not
meet
their
contractual
commitments
and
informs
the
public
about
which
entities
are
actually
receiving
the
benefit
of
the
CRA
exemption?
I
So
what
I'm
wondering
is,
if
we
have
anything
in
place
for
either
one
or
both
of
these
companies
applying
to
that,
because,
as
I
said,
Clinton
Aluminum
sold
the
property
and
they're
just
leasing
it
back
to
make
it
so
that
one's
well
KDA
they
still
have
control
so
to
speak
of
the
property.
But
it's
supposed
to
be
coyoted.
I
It's
supposed
to
be
making
their
contractual
agreement
as
far
as
the
employees
go
and
again,
I'll
repeat,
still
haven't
seen
anything
that
they
have
I've
just
heard
a
lot
of
jaw,
music
saying
that
they
are
so
if
there's
anything
else,
I'd
like
this
to
be
put
to
go
for
a
third
fourth
reading.
Until
those
questions
are
answered.
K
One
thing
that
we
might
want
to
consider
in
the
future
is
any
company
that
has
tax
abatements,
maybe
there's
an
annual
meeting
with
those
companies
set
down
discuss
where
they
stand,
what
parameters
they
have
met
and
what
parameters
they
have
not
met
with
within
the
agreement.
J
J
K
I
Then
I
would
I
would
urge
to
remove
KDA
off
the
approval
until
it's
KDA
kyota,
whoever
it
is
that
you
want
to
be
calling
it
KDA
is
who
we
have
the
agreement
with
off
of
the
list
until
it's
been
shown
that
they
have
made
it
or
have
the
steps
have
been
put
in
place
to
make
sure
it's
going
to
continue.
That
way,
doesn't
do
any
good
if
that
property's
been.
J
I
Well,
who
was
president
at
that
at
that
meeting?
At
the
the
last
meeting,
the
Turk
I
don't
know,
I
know,
Mr
Gainer
was
but
then
Mr
gainer's,
also
on
Housing
Council
and
recommended
it
from
that
point
as
well,
and
then
Mr
speaker
he's
supposed
to
be
up
as
far
as
Danny.
You
know,
who
else
was
there
that
would
have
had
any
input
was
the
county
actually
present
or
any
of
the
other
entities
that
could
or
would
be
like
the
school.
I
I
mean
there
there
was
a
notice
put
on
the
website
for
the
Turk.
That
said,
they
were
having
a
meeting
and
somewhere
here.
I'd
probably
have
that
copy
unless
I,
let
that
at
home,
where
they
actually,
it
called
the
meeting.
But
you
didn't
know
until
it's
north,
it
was
even
for
Norton
until
you
got
to
The
Bitter
End
of
it
and
nothing
was
ever
put
out
for
us
specifically
to
let
us
know.
Matt
asked
if
it
was
a
public
meeting
didn't
get
any
response
on
that
either.
I
G
My
one
question
would
be:
maybe
Mr
Marky
can
answer
this
for
me.
If,
if
we
give
a
tax
abatement
to
somebody
like
Clinton
Aluminum
based
off
their
property,
their
investment,
and
then
they
take
that
property
and
they
sell
it
to
somebody
else,
are
we
still
receiving
are
getting
our
end
of
the
deal
because
they
that
property
is
really
not
theirs
anymore?.
L
So
what
you're
really
bargaining
for
is
Improvement
to
land
value
and
job
creation
and
if
they're,
still
there
and
they're
still
operating
the
property
tax
value
still
gone
up.
Jobs
are
still
created,
no
they're,
not
the
owner,
but
that's
that's
really.
What
a
community
is
bargaining
for
when
they're,
when
they're
negotiating
an
abatement
are
those
two
things
yeah.
G
G
L
So,
typically
and
I-
don't
remember
I,
just
don't
remember
offhand
with
Clinton
Aluminum,
typically
there's
an
assignment
of
that
CRA
agreement
to
the
new
owner,
the
new
property
owner
I.
Don't
remember
what
was
done
Clinton
just
because
I
just
don't
know
offhand,
but
that's
that's
typically
What's
Done
in
the
Kyoto
and
the
KDA
example
they're.
Still
the
owner
of
the
property,
they're
leasing,
the
property
of
Kyoto,
so
they're,
still
the
owner
they're
still
right.
L
Quite
I
mean
from
a
council
perspective
and
you
guys
vote.
However,
you
feel
about
it.
Do
you
feel
you
got
the
benefit
of
the
property
investment
and
the
job
creation
right?
I
know
how
Miss
whipkey
feels
that
the
job
creation
is
not
there.
The
agreement
is
what
it
is,
and
those
are
the
two
things
we're
really
looking
for
from
the
city
side.
When
you
enter
into
the
agreement.
I
It's
not
just
it's
not
there
now.
Well,
we
don't
know
what
it
is
now
with
guyota
and
that's
never
been
actually
proven,
but
it
never
was
under
KDA,
never
how
they
managed
to
pull
it
out
of
the
flames
and
not
lose
our
property
altogether.
I
I,
don't
know,
don't
really
care
how
they
managed
to
do
it,
but
they've
been
on
edge
and
I.
I
Just
think
that
that
one
needs
I
mean
we
sat
here
last
year
and
we
talked
about
the
access
road
and
it
went
to
turn
two
acres
over
to
a
different
over
rezone
it
there,
and
we
discussed
that
quite
long
and
then
after
the
elections
we
came
back
and
it
got
approved
anyway,
but
and
then
they
did
nothing,
they
didn't
do
it.
They
forgot
about
doing
the
road
and
went
on
about
their
business
elsewhere
so
like.
J
Well,
I
mean
I
think
that
we
have
seen
the
Improvement
the
value
of
the
property.
That
care,
though,
holds
so
I
mean
I,
I,
wouldn't
I
would
not
suggest
we
take
it
out
and
I
think
we
all
know
exactly
how
we
all
feel
so.
There's
no
reason
to
read
it
another
time.
Just
somebody
should
make
a
motion
and
we
can
vote
on
it
if
it
passes
it
passes.
If
it
doesn't,
it
doesn't.
I
J
K
Think
if
KDA
or
any
other
company
isn't
living
up
to
the
agreement,
then
that's
where
the
city
should
have
that
meeting
with
them
to
let
them
know.
What's
going
on
prior
to
just
canceling
it,
you
know
we're
trying
to
become
more
business
friendly
within
the
city
and
trying
to
work
with
businesses
as
much
as
we
can
to
just
go
ahead
and
remove
them
at
this
point,
that's
not
good
business
practice
to
set
them
down.
Have
a
meeting
with
them
see.
What's
going
on
exactly
what's
going
on
see
what
their
plans
are.
K
Let
them
know
what
pieces
they're
not
meeting
and
basically
kind
of
put
them
on
probation
and
if
they
don't
put
act,
an
action
plan
in
place
to
live
up
to
their
agreement.
Then.
G
K
K
G
I
think
that
we
have
this
review
Council
for
a
reason
and
I
know,
there's
going
to
be
disputes
on
the
KDA
thing.
But
clearly
this
board
of
council
has
approved
moving
forward
and
given
this
these,
these
this
tax
exemption
to
these
businesses,
because
because
they've
met
or
exceeded
in
some
way
shape
or
form
via
employees
or
monies
invested
in
properties,
to
make
it
worth
more
money.
So
I'd
like
to
make
a
motion
to
vote
for
the
77-2022
one.
I
G
J
A
A
I
Thank
you,
Mr
President,
again,
I
think
it's
really
important
that
we
get
the
amounts
for
the
repairs
for
the
police
department.
So
if
we
can
take
in
some
steps
it's
middle
of
October,
we
don't
wait.
The
weather's
been
going.
We
don't
have
any
idea
when
the
snow
might
start
flying.
So
we
need
to
get
that,
so
we
can
get
something
done
on
it
and
for
I,
don't
know
how
many
it
seems
like
my
entire
life
I've
been
asking
where's
the
Civil
Service
third
form
third
board
member
a
new
one.
I
Two
weeks
ago
we
passed
legislation
to
get
the
four
speed
limit,
displays
to
educate
the
public
as
to
the
speed
limits
and
hopefully
slow
them
down
in
areas,
and
it's
quite
disturbing
Saturday,
a
little
fun
was
hit
right
out
in
front
of
the
fire
department
and
killed
it
and
not.
You
know,
I'm
not
gonna.
It
laid
there
for
a
while,
but
a
lot
of
people
got
to
see
it.
I
I,
wasn't
the
only
one
that
was
upset
with
it,
but
for
quite
some
time,
I
myself,
I'm
sure
many
of
you,
if
not
all
of
you
and
many
other
citizens,
have
watched
people
flying
up
and
down
our
roads
well
past
the
speed
limits
that
are
clearly
posted
in
all
areas
of
the
city
I've
had
them.
On
my
bumper
fly
past
me,
angrily
beeping,
their
horns
and
other
residents
have
also
like
we're
the
ones
that's
in
the
wrong
for
doing
the
speed
limit.
I
Now,
we've
spent
the
money
to
get
the
the
displays.
I
don't
have
a
problem
with
that.
What
I
do
have
problem
with
is
how
many
of
these
people
are
getting
ticketed
or
and
I
had
sent
out
an
email
earlier
requesting
tabulation
how
many
speeding
tickets
were
actually
given
within
the
city
and
that's
the
actual
reason.
Why
doesn't
do
any
good?
We
can
put
a
sign
on
every
block,
but
if
we're
not
enforcing
it
nobody's
going
to
pay
any
attention
to
it.
I
I
I
I
I
If
ever
it
took
to
be
able
to
get
it
remedied
and
I
did
get
the
information
for
the
property
for
the
assessment
on
Easton
for
the
sewer
that
was
put
in
not
too
long
ago,
and
just
for
The
public's
information
that
property
didn't
have
an
assessment
put
on
it
per
se.
They
went
under
the
utility
plan
that
Council
passed
last
year,
late.
I
Hoping
we've
heard
some
better
news
about
the
landscaping
for
Brook
Sky
Brookside
and
have
we
heard
any
more
about
Newport
getting
fixed
the
last
time,
I
didn't
see
anything
being
done.
Almost
looked
like
somebody
tried
to
pour
their
own
Concrete
in
a
couple
places,
it
didn't
work
very
well,
but
it
still
looked
pretty
badly
damaged.
I
Last
week
when
I
was
down
there,
looking
at
it
as
well
as
drip
wood
and
cherry
wood,
I
mean
if
we're
going
to
wait
for
the
prices
to
go
down,
we're
liable
not
to
see
that
for
quite
some
time
and
I
couldn't
tell
if
anybody
had
been
up
at
Williams
Park
and
had
actually
done
anything
there
or
not
it
almost.
Maybe
it's
just
because
the
leaves
are
starting
to
go.
Maybe
that
big
bush
it's
right
in
front
of
the
flagpole,
had
been
a
little
trimmed,
if
not
I,
think
there's
a
light
back
there.
I
I
Oh
I,
don't
think
I've
got
anything
else.
Well,
yeah
I
did
have
a
question
that
I've
been
asked,
and
maybe
we
can
get
the
answer
for
a
general
question.
I've
had
several
people
ask
me
they
live
where
sewer
Line's
been
put
in
and
if
they
go
to
sell
their
house,
you
know
probably
these
most
likely
these
latest
ones
in
the
last
several
years
when
they
sell
the
houses
the
sewer.
Does
the
house
then
have
to
be
tied
into
the
sewer?
G
I
I
did
have
one
thing:
I
had
a
resident
and
a
bus
driver
both
reach
out
to
me
about
the
bridge
over
21
on
Reimer
Road,
the
the
bridge
is
either
sunk
or
the
road's
heaved
up,
but
the
the
bus
driver
told
me
that
when
she
drives
over
the
road
there
that
she
can
see,
all
the
kids
butts
come
off
the
seats
because
the
road's
so
bad
there,
so
Reimer
Road
and
the
21
Bridge.

Yes,
I'd
like
to
invite
the
mayor,
Mr,
Fowler,
Mrs,
Keener
and
Mr
Markey.
There
will
be
no
legislative
action
taken
as
a
course
of
the
executive
session
and
just
a
reminder.
While
council
is
in
executive
session,
the
audio
and
video
will
continue
recording
if
you
do
not
want
your
conversation
recorded.
Please
exit

council
chambers

adjourned.
