plate
reading
cameras
that
take
a
picture
of
the
rear
end
of
the
vehicle,
and
it's
going
to
pick
up

license
plate.
It's
also
going
to
pick
up
the
main
shell
and
color
of
the
vehicle,
and
it's
also
going
to
run
it
through
a
national
crime
database,
which
is
the
ncic.
It's
the
national
crime
information
center.

things
that
it's
looking
for
are
stolen
vehicles,
stolen,
license,
plates
fake
license
plates
warrants
missing
people,
whether
that's
a
silver
alert,
amber
alert
things
like
that
and
then
wanted
pounds
as
well.
Okay,
so
I
think
it's
important
to
jump
into
our
founding
stories,
so
our
company
was
started
in
2017
by
ceo
garrett,
and
so
before
the
company
was
started.
He
was
actually
the
head
of
his
hla.

They
were
having
a
bunch
of
home,
burglaries
cars
being
broken
into
cars
being
stolen
things
like
that
going
around
in
their
community
and
they
wanted
to
do
something
about
it,
so
they
had
put
together
a
lot
of
the
community's
rainy
doorbell
camera
footage
a
lot
of
those.
You
know
people
in
the
community
nowadays
have
those
green
doorbell
cameras
and
things
like
that
in
the
video,
so
they
they
compiled
it
and
they
found
that
there
was
this
person
in
a
black
truck
kept.

entering
exiting
the

community
and
the
person
didn't
live
there,
and
so
they
were
able
to
find
out.
You
know
they
saw
him
breaking
into
homes
breaking
into
vehicles.
Things
like
that
going
on,
and
so
they
basically
compiled
all
of
the
data
and
all
the
video
players
and
things
like
that
and
they
gave
it
to
law
enforcement
and
the
police
officer
said
you
do
know
this
person.

our

about

he
said
short
of
having
that
person's
first

last

you're
going
to
need
a

Plate
number

so
garen's
work

he

out

got
a
quote
for
a
license
plate
reading
readers
and
it
was
going
to
cost
for
just
seven
cameras
for
the
community
was
going
to
cost
200
000
so
that
wasn't
in
the
community's
budget.

probably
guess,
and
so
he
did
something
about
it
himself.

he
bought
a
bunch
of
iphones
and
he
built
a
software
program
into
these
iphones
that
could
read
license
plates
and
then
what
he
did
was
he
took
these
phones
put
them
in
waterproof
boxes
and
placed
them
around
the
community,
and
then,
when
that
person,
in
that
black
truck
came
back
two
weeks
later
to
commit
whatever
crime
that
it
was,
they
actually
caught
that
person
and
they
were
able
to
make
that
arrest.
So
that's
kind
of
how
our
company
really
got
started
since.

actually
in
over
100
departments
in
the
state
of
ohio
and
to
be
kind
of
specific
over
50
in
the
greater
cleveland
area,
so
kind
of
how
it
works.
Is
it's
proactively,
alerting
law
enforcement
any
time
there's
one
felon's
fake
plate
stolen
vehicles
that
enter
your
community,
but
then
it's
also
being
used
on
the
back
end
for
investigative
purposes
right.
So
you
know,
for
example,
a
lot
of
times
you
see
you
know,
police
departments
will
have
a
facebook
page
and
they'll
post.

hey,
you
know
be
on
the
lookout
for
this
white
dodge
charger
that
you
know
did
xyz
crime,
whatever
it
might
be,
and
it's
just
kind
of
like
a
be
on
the
lookout.
Facebook
post,
those
are
kind

you

difficult,
whereas
with
the
clock
system
now
with
the
user
interface
you're
able
to
search,
you
know,
let's
say
it
was
on
may
1st,
if
you're
looking
for
a
white
dodge
charger,
and
maybe
they
committed
that
crime
around
you
know

you
could
search
between.
You

nine

one
on

first,

you
can
see
any
vehicles
that
have
passed
that
camera
within
that
time
frame
and
then

you

kind
of
narrow
down

search

a
car

a
truck

whatever
the
type
of
vehicle
is,
so
you
can
type
in
like
cars,
only
search
those,

you

kind

narrow
it
down

thousands

maybe

couple

dodge
vehicle

and

you

got
decals
or
bumper
stickers,

kind

narrow
it
down

the
hours

it
might

Now
you
probably
have
just
either

and
maybe
a
couple
white
dodge
characters
that
are
going

was
months
ago.
They
had
a
hit-and-run
incident
where
there
was
a
lady
in
the
blue
suv
and
she
had
hit
a
child
at
a
four-way
stop
and
then
she
sped
off
so
that
child
was
on
a
bike.
She
hit
the
child
and
then
fed
off
without
the
clock
system.
You
know
that
the
officers
in
there
in
the
lake
would
have
you
know,
spent
hundreds
of
hours
and
probably
thousands
and
thousands
of
dollars
of
investigative
work
trying
to
figure
out.

who
that
blue
suv
was
what
they
could
do
is
they
can
go
at?
Maybe
you
know
cement
on
the
lake,
so
it's
lake
county,
you
know,
maybe
they
want
to
look
at.
You
know
all
blue
suvs
in
lake
county

there's
going
to
be
probably
100
of
them
or
maybe
67,
and
that
doesn't
exactly
solve
it
for
you,
because
who
knows
if
that
person
was
registered
in
lake
county
so
you've
got.

that
person
returned
the
vehicle
three
hours
later
after
getting
that
child,
and
you
know
that
case
was
solved
same
day,
so
those
are
just
kind
of
the
you
know
five
six
minutes
of
how
I
would
explain
flock
safety

a
nutshell.

gated

vehicle,
fingerprint
technology

machine

thing
learns
as
it
grows

cameras
are,

think,

weird

cameras
are

worst
on
day,
one
when
they're
first
installed,

better

As
time
goes

terms

the
vehicle
fingerprint
technology,

unpack
that
for
you
a
little
bit.
So
what
that
means
is
the
cameras
are
able
to
not
just
pick
up
the
license
plate
number,
but
also
the
make
build
and
color
right.

new

get

their

really
no
bias

way

the
camera
is

pictures

they're
motion-based

vehicles

going
to
go
by
and
that
camera's

picture,
whether
it's
midnight.

keep
it
longer,
but
we
believe
that
after
30
days
and
it's
on
amazon's
web
service
data
certified
cloud.
So
it's
just
our
role
in
30
days.

down
to

lot

departments

keep
it

selling

first

didn't
even
realize

it's
the
law
enforcement
tool

kept

really
to
be
able
to
provide
hoa
and
local
residents
data.
They
can
provide
their
law
enforcement
that
can
help
them
solve
some
of
these
crimes.

So
we
had
a
bunch
of
cameras
in
the
hoas
and
memorial
villages
out
of
texas.
The
chief
gives
a
call
and
said:
hey
we're
clearing
tons
of
crimes
with
these
cameras
and
just
kind
of
like
these
offshoots,
but
we
add
some
of
these
to
our
entry
points,
so
that
was,
I
think,
the
first
department
reached
out
to
us-
and
I
think
our
ceos
thought
I'd
rather
sell
15
to
20
cameras
than
one
or
two
at
a
time.

replace
a
police

was
that
this
is
a
proprietary
software
who
has
access
to
the
input
of
what
place

business

a
kidnapping
happens
right
somebody
jumped
into
your
car
and
took
off
somewhere.
They
would
know
you're
playing
they'd
be
able
to
enter
that
plate,
and
so
they
can
be
alerted.

that's

it's
proprietary
on
daring,
but
it's
open
to
whoever
ties
into
it
that
you
could
put
input
somebody's
license
plate
locally
for
whatever
reason
to
follow
it.
So
every
time
that
there's

cameras
around
the
city,

time
that
person
passes
it
can
paint
it.
So
what's
the
safeguards
and
what's
the
limitations
of
what
you
can
do.

talk
about
a
warrant,
so
if
somebody
has
a
warrant
out
for
their
arrest,
whether
it's
a
warrant
for
service
and
it's
signed
by
the
judge,
that
paperwork
goes
to
our
dispatch
center.
Our
dispatchers
enter
it
into
the
ncic
lead
system.
Okay,
so
their
cameras
see
the
license
plate
that
is
attached
to
the
person
who
has
a
warrant.

an
example
of
where
we
are
so
down
in
that
was
going
through.
They've
arrested
him
a
number
of
times
for
domestic
assault.
He
then
said
he
was
gonna,
come
back

calling
her
saying.
I'm
gonna
come
shoot.
You
sending
you
her
text
messages
of
the
gun
he
was
gonna
use
his
shooter
with.
She
obviously
do
his
license
plate.
They
were
able
to
put
in
his
license
plate.

So
when
he
pulled
into
the
community
they
got
an
alert
that
this
guy
pulled
in.
They
wrestled
her
arrest
in
a
quarter
mile
from
her
house
with
a
loaded
gun
right
so
being
able
to
add
in
a
plate.
That's
not
necessarily
an
nci
seat
does
come
in
handy
same
if
the
cars
stole
them.
Let's
say
you
know,
I
walk
outside
my
car
is
stolen.
It'll,
take
about
eight
eight
to
twelve
hours
to
even
get
into
ncic,
so
they
can
then
add
my
plate
immediately.

and
be
able
to
locate
my
vehicle
again,
that's
something
a
little
more
egregious
what
I'm
talking
about
something
innocuous.
You
know
one
of
the
officers
says
he
wants
to
know
when
his
buddy
has
gone
by
just
for
some
weird
reason,
so
that
kind
of
safeguard
of
misuse
that
goes
back
into
the
30-day
thing
versus
just

hours,.

cameras,
you're
really
just
going
to
make
your
department
more
efficient
from
one

onset

able

stop

lot

crimes

People
are
pulling
here
in
stolen
vehicles
and
wanted
felons
and
stealing
and
stolen
license
plates
they're
looking
to
mask
their
identity,
they're-
probably
closing
here
and
committed
crime.
So
if
your
officers
could
be
notified
that
you
know
two
in
the
morning
that
a
stolen
vehicle
pulled
in
chances,
are
they
they're,
probably
gonna,
be
able
to
stop
anything
before
it
happens,
and
I'm
not
injured
enough
to
think
everybody's
gonna
pull
over
they're,
probably
not
they're,
probably
going
to
hightail
it
back
to
the
to
the
freeway
and
go
back
into
accurate.

At
least
your
department
knew
that
car
was
here
and
stopped
it
before
it
happened
before
they
were
able
to
break
into
the
cars
yank
it
on
car
handles
things
like
that,
but
then,
on
the
back
end
I'll
just
be
able
to
clear
more
cases
and
clear
them,
a
lot
quicker.
So
it's
a
huge
time
saver
on
the
back
end
for
investing
for
their
investigators.

plate
number

random
car

have

watched

person
would
have
to
have

basically
a
log
into

system

would
show
who
entered
that
plate
to

tracked
correct.

there

be
accountability
on
the
other
side,
correct.

of
the
time,
that's
everybody
most
of
the
time
doesn't
even
have
access
to
that.
Just
from
an
administrative
aspect
from
the
police
department,
you
wouldn't
want
a
bunch
of
guys.

it's
a
suspect
vehicle.
All
of
a
sudden
things
are
dinging,
nobody
understands
anything
so,
most
of
the
time,
the
only
people
that
could
even
add
in
a
plate
tends
to
be
chief
lieutenant
supervisor
on

like
that,
it's
not
just
every
officer.

tied

same
state

federal
mandates

enters

plate,

tracked

there's
only
specific
reasons

to
give
them

somewhat
disenchanted

bring
up

reasons.
Why?
Collectively,
members
have
repeatedly
asked
for
the
past
several
years
to
please
keep
us
up
to
date
and
enterprise
when
there
are
changes,
updates
improvements,
various
events
etc
taking
place
at
our
parks.
Members
get
frustrated
when
we
get
a
call
from
a
citizen
who
asks
the
question
regarding
the
parks,
and
none
of
us
can
answer
that.

The
resolution
you
have
on
your
agenda
this
evening
has
been
the
end
result
of
four
years
of
frustration,
especially,
and
particularly
for
me.
I
personally
spent
countless
hours
researching
the
cemeteries
and
meeting
with
monument
companies
who
can
restore
the
weather,
worn
crack
from
broken
head
storms
headstones
in
our
city,
cemeteries.

I
want
to
wait
till
our
next
meeting
so
that
I
can
get
a
vote
on
another
resolution
that
you
will
be
receiving,
but
I
do
believe
that
we
have
come
up
with
a
solution
that
will
be
workable
with
not
only
the
city,
crew
and
the
city
and
the
administration.
So
I'm
really
excited
about
that
and
then
the
other
reason
I'm
here
is
because
I
found
it
extremely
interesting.

positive

war
memorial

been
a
wonderful
idea
since

prater
introduced
him

2017,
and
I'm
very
thankful

has
revisited
this
project,
and
I
want
council
and
the
administration
to
know
that
the
parks
and
cemetery
board
members
support
the
war
memorial

called
the

shannon

asked
her
about
this,

she
also
had
the
knowledge

what
was
the
barbecue.

don't
know
if
there's
a
lack
of
communication

miscommunication

I
don't
fault
shannon
at
all,
and
I
want
that
to
be
stated
for
the
record.

was
not.

didn't
know
anything
that
I

asking

also
asked
about
trees
being
cut
down.

need

aware
