Mr
thousand,
here
before
we
get
into
the
communications
of
the
public,
we
don't
really
have
an
audience
tonight,
but
I
just
wanted
to
remind
the
audience
and
ask
the
audience.
If
you
have
discussions,
you
feel
are
necessary
amongst
yourselves
to
please
take
those
discussions
out
of
the
chambers,
just
so
the
rest
of
the
audience,
and
the
council
can
hear
the
conversation
moving
forward
on
the
communications
from
the
public
jack
gainer.
G
G
I
think
some
of
the
people-
that's
on
council
today
remembers
for
sure
why
this
was
put
into
place
and
it's
a
a
really
good
tool.
G
Just
just
about
everything,
and
I
mean
that's
multi-use
district-
is
what
it
says,
what
it
means:
we've
we've
in
the
past
four
or
five
years,
with
the
help
of
mr
fowler
and
the
mayor
and
the
whole
administration.
Really,
we've
done
a
lot
of
increases
in
housing
and
businesses
and
taxes
to
come
to
the
city,
and
my
in
my
opinion,
I
think
it's
ridiculous
to
try
to
take
away
one
of
the
tools
that
they
have
to
attract
business
to
our
city.
G
One
of
the
main
tools
matter
of
fact.
We
never,
even
though
a
lot
of
people
do
not
like
the
fact
that
brookside
golf
course
is
a
housing
development.
Now
it
wouldn't
have
been
anything
if
that
mud
district
hadn't,
enticed
some
people
to
look
at
it,
and
even
though
they
changed
their
mind
and
decided
that
the
senior
citizen,
housing
and
the
businesses
in
the
front
and
such
was
not
the
economical
way
to
make
their
make
the
company's
money.
G
G
In
case
anyone
has
has
not
seen
the
type
of
housing
that
those
apartments
will
be,
they
can
go
to
wadsworth
and
look
behind
the
walmart,
and
you
see
that
they're
excellent
apartment
buildings
they're,
not
cheap
they're,
not
enticements,
for
poor
people
to
move
into
the
neighborhood
they're
they're
a
mid-income
to
high-income
apartment
project.
That's
going
to
be
in
there.
The
houses
now
I
see
are
high
200
thousands
on
up.
G
G
The
businesses
that
were
enticed
to
come
to
norton
up
on
eastern
road
because
of
the
property
that
was
purchased
from
the
park
district
was
a
good
thing
for
norton.
All
all
of
these
things
the
parks
place
over
here.
Everything
that's
came
here
in
the
last
four
or
five
years
has
has
been
because
the
city
has
had
a
council
and
an
administration
that
worked
together.
I
think
to
to
bring
these
businesses
to
the
city
and
I'd
hate,
to
think.
H
G
Type
of
thing
that
we
need
to
increase
our
tax
base,
look
at
the
roads
that
we've
done
here
lately
the
roads
have
have
got
so
much
better.
All
you
have
to
do
is
drive
outside
of
norton
and
see
that
that
the
city
of
norton
has
done
an
excellent
job
with
the
roads
with
just
about
everything.
They've
been
working
on
ever
you
can't
please
everyone
with
everything
and
you
didn't.
Please
me.
G
I've
got
a
lot
of
things
that
I
didn't
get
done,
that
I
wanted
to
get
done,
but
but
this
mud
moratorium
is
not
a
good
thing.
It's
it's
not
a
good
thing
for
the
city,
it's
it's
brought
about
by
personal
feelings.
It's
it's!
It's
something
similar
to
the
fact
that
we
we
had
a
moratorium
on
ditches
in
the
city
and,
of
course,
now
we're
redoing
them
we're
covering
the
ditches.
G
G
G
A
I
Well,
there
were
some
questions
asked
last
week
in
case
nobody's
noticed
as
far
as
the
public
goes.
This
has
been
amended
for
the
cost
has
went
up
to
eighty
thousand
two
hundred
and
fifty
dollars
now
for
the
24
moss.
All
I
mean
months
and
also
reading
through
the
the
information
on
in
order.
If
we
changed
our
minds
in
order
to
get
rid
of
these,
it
would
cost
us
like
500
per
camera,
to
do
so
if
we
entered
it
before
the
period
was
up.
I
I
None
whatsoever
we
don't
have
any
state,
has
none
feds,
don't
have
any
and
that
right
there
ought
to
be
a
red
light
going
off
in
everybody's
heads.
As
far
as
when
there's
nothing
to
be
able
to
outside
of
the
company
saying
this
is
what
we'll
do
or
what
we
want
to
do,
but
anybody
I've
I
mean
I've
talked
to
a
couple,
people
they're
all
for
them,
because
but
then
they
don't
care
who's
watching
them
from
where
or
when
or
anything
else.
But
I've
heard
from
a
lot
more
people
that
is
totally
against
it.
I
I
don't
think
it's
something
necessary
and
we
don't
have
to
I've
always
said
we
don't
have
to
do
what
the
other
next
city
is
doing,
or
the
city
down
the
road
or
anything
else.
I
don't
believe
it's
going
to
be
the
aid.
I
think
it's
more
of
an
invasion
of
privacy
and
I
truly
don't
trust
what
would
be
done
with
it.
A
A
I'm
driving
down
the
road
everybody
can
see
my
license
plate.
I
pull
into
the
store,
they've
got
cameras,
they
can
see
my
license
plate.
I
pull
into
the
post
office.
They've
got
cameras
that
pull
into
the
bank.
They've
got
cameras,
everybody's
got
camera.
Who
cares
if
they
see
my
license
plate?
I
don't
care.
I.
A
Going
through
the
town,
then
I
would
care,
but
I
really
don't
care.
You
know
I,
and-
and
this
is
a
tool-
and
I
think
that
this
is
a
tool
that
can
be
used
to
protect
people.
I.
K
Had
a
couple
of
people,
I
didn't
want
to
cut
you
off.
That's
okay!
Oh
so
I
had
a
couple
comments.
First
off,
I
did
have
a
lot
of
my
constituents
reach
out
to
me
that
were
not
in
favor
of
this
program.
K
K
So
I
feel
like
we
would
also
anytime
you
have
technology
can
be
used
for
good.
It
can
be
used
for
bad.
I
mean,
I
think
everyone
knows
that,
and
you
know
we've
talked
about
like
kind
of
the
big
brother
aspect
of
something
like
this
and
I'm
not
saying
that
would
be
abused
by
anyone.
I'm
just
saying
that
for
for
the
residents
in
my
ward,
a
lot
of
them
have
reached
out
to
me
and
said
they
do
not
want
this
in
our
city.
They
feel
like
it's
a
violation
of
their
privacy.
K
It's
a
it's
an
overreach
to
have
this
in
our
city
and
I
don't
think
it's
necessary
either.
I
think
I
think,
for
the
cost
for
as
much
money
as
we're
going
to
spend
that
we
have
things
in
the
police
department
that
are
need
to
be
addressed
before
we
spend
money
like
this
on
something
else.
We
have
a
leaking
roof.
We
tried
to
pass
the
levy
that
didn't
work.
You
know,
so
we
have
things
that
are,
I
believe,
are
more
important
right
now
than
additional
equipment
that
is
not
necessary.
D
Last
week
I
left
with
more
questions
and
answers
or
more
concerns,
and
I
had
big
concerns
to
start,
and
particularly
the
lack
of
regulations
and
laws
and
just
like
any
tool
or
anything
in
life.
There's
great
inventions
that
can
be
great
and
they
can
be
abused.
D
J
I'd
have
to
agree
with
you,
mr
president,
that
I
reached
out
to
a
lot
of
constituents,
asked
them
their
opinions
on
it,
and
you
know
the
truth.
Is
the
people
don't
want
it?
I
think
it
could
be
a
great
tool.
I
think
joe's
got
some
great
points,
but
I
you
know
the
people
don't
want
it
and
I
think
that
that
speaks
for
itself.
If
the
people
don't
want
it,
then
then
it's
a
then
it's
a
no
that's
my
opinion.
A
Well,
I
you
know
council,
obviously,
council
people
can
vote.
However
they
want
to.
I
will
go
on
the
record
to
say
that
I
would
support
this
because
if
something
happens
in
a
city
and
there's
an
amber
alert
that
we
can't
respond
to
because
we
don't
have
this
tool,
I
can
look
that
resident
in
the
face
and
say
I
tried.
C
F
D
D
So
letter
b,
videotaping
and
auto
recording
of
board
and
commission
meetings.
Mr
lukens
thank.
K
You,
mr
president,
so
we've
been
discussing
this
for
several
weeks
now
about
recording
of
the
all
the
boards
and
commissions
meetings.
Did
anybody
have
any
questions
in
particular
concerning
this.
C
I
apologize
last
week,
I
said
on
council's
next
agenda.
I
should
have
stated
council's
next
work
session.
Okay,
it
was
just
more
just
to
keep
it
going,
so
we
could
discuss
it
further
to
see
if
the
ordinance
was
a
better
avenue
to
go
down.
I
L
L
This
is
something
ms
keener
emailed
out
to
us
that
this
would
be
something
that's
submitted
to
the
county
budget
commission
and
which
authorizes
them
to
assess
and
collect
the
city's
property
taxes.
Based
on
this
budget,
we
don't
need
to
have
an
actual
ordinance
for
it.
We
just
have
to
have
a
voice
vote
on
it
tonight,
so
I
don't
know
if
it's
any
discussion
before
I
make
a
motion
or.
I
I
had
I
just
wanted
to
make
myself
clear
where
I
was
trying
to
go
when
I
was
asking
questions
on
this.
Is
I'm
gonna
try
and
do
this
redo
it
when
this
gets
turned
in,
and
I
basically
understand
what
you're
saying
what
I
want
to
know
is
like
for
the
levees.
Is
there
any
thing
that
it
will
relate
to
that
like
if
I
think
it's
10
mils
and
it
has
to
go
to
ballot?
Would
that
be
correct?
I
E
Yeah,
there's
there's
what
they
call
it's
like
pretty
technical
inside
millage,
it's
non-voted
millage.
It
gets
allocated
to
the
different
taxing
districts,
so
the
schools
get
a
portion.
The
city
gets
a
portion,
the
county
gets
a
portion
and
that's
already
done
and
reflected
in
the
city
of
norton's
the
inside
village,
but
there's
no
there's
no
room
left
there.
There's
no
inside
millage
unaccounted
for.
So
all
levies
going
forward
would
require
a
vote.
There's
no
room
for
unvoted
levies.
E
There's
no
yeah,
the
10
mils
are
already
accounted
for
by
the
by
the
inside
millage
allocation.
We
can
get
that
we
report
every
year.
I
think
it's
in.
Is
it
in
the
cafe
or
is
it
just
in
the
okay?
So
it's
in
the
cafe
that
gets
done
every
year,
for
the
city
shows
how
that
10
mills
is
allocated
again
between
the
schools,
the
city
and
the
county,
and
it's
been
that
yeah
in
school
district,
and
it's
been
that
way
for
a
long
time
number
of
years.
I
The
reason
I'm
going
through
this
is
because,
over
and
over
I
responded
to
residents,
we
don't
set
the
taxes,
the
property
taxes.
We
don't
have
anything.
So
I
wanted
to
make
sure
that
this
had
nothing
to
do
with
us
having
a
hand
in
raising
their
taxes,
that
your
property
taxes
are
strictly
done
by
the
county
and
the
state
right.
A
E
Right
if
there,
if
there's
an
increase,
yeah,
there's
an
increase
in
a
levy,
it
would
have
to
be
voter
approved
and
that
could
come
from
the
county
agencies
that
can
come
from
the
city.
It
can
come
from
the
schools,
but
all
of
them
have
to
be
voter,
approved,
there's
no
room
for
non-voter
approved
levies
anymore,
so
they
got
it.
They
have
to
be
voter
approved.
Thank
you.
Yep.
L
All
right,
I'd
like
to
make
a
motion
to
approve
and
take
a
vote
on
accepting
this.
C
Thank
you,
mr
president.
I'll
just
turn
this
over
to
administration
or
open
it
to
the
floor
for
discussion.
D
Basically,
we're
just
acknowledging
that
mr
crawford,
the
former
mayor
of
norton,
sent
all
of
council
a
letter
asking
us
to
consider
and
keep
an
eye
on
the
the
school
property
of
the
old
cornerstone
school
to
protect
that
area
for
future
development,
and
I
just
want
to
acknowledge
the
receipt
of
the
letter.
I
don't
know
if
anybody
else
had
anything
they
want.
D
C
E
D
I
Else,
I'm
sorry
thank
you,
mr
johnson.
In
essence,
he
was
trying
to
get
us
to
go
to
schools,
to
buy
it,
to
resell
or
whatever
or
push
it
to
be
put
out
there
for
sale
and,
as
others
have
stated,
the
school
hasn't
been
interested.
I
do
remember
that
they
had
been
approached
and
they
weren't
interested
it's
their
property
and
if
I
recall
correctly,
when
we
got
the
the
property
off
of
odot
down
there
on
barber
road
down
by
the
excellent
entrance
where
the
old
bar
and
stuff
had
been
odot
owned
it.
I
E
Have
to
go
to
there's
a
statutory
process
that
the
school
has
to
follow
in
order
to
sell
property
and
there's
again
gets
there's
technical
rules
about
it,
but
one
of
the
things
is
they
have
to
first
offer
it
to
community
schools,
so
charter
schools
before
they
sell
it
at
public
auction,
but
schools
are
very
limited
on
how
they
dispose
of
property.
That's
correct.
D
Anybody
else
on
that
subject:
okay,
we'll
move
on
to
consideration
of
minutes.
I'd
like
to
acknowledge
a
correction
in
the
minutes
of
may
2nd
2022.
There
was
a
minor
discrepancy
that
we
fixed
and
you've
all
got
a
copy
to
see
what
that
was,
and
just
acknowledging
that
that's
been
corrected.
The
line's
been
taken
out
minutes
of
the
regular
council
meeting
of
may
23
2022.
Are
there
any
additions
or
corrections
seeing
none?
The
minutes
are
approved
as
submitted
minutes
of
the
committee
work
session
of
june
6
2022.
D
C
Mr
president,
do
you
still
have
to
accept
the
minutes
from
the
may
2nd,
even
though
you
acknowledged
the
correction.
D
So
I
guess
I'll
ask
the
question
again:
are
there
any
additions
or
corrections
on
the
may
2nd
and
there
being
none?
Those
minutes
are
now
approved
as
submitted.
Thank
you,
mr
palat
reports
from
officers
boards
and
commissions,
we'll
start
with
marzita.
B
Thank
you,
mr
president.
I
just
want
to
announce,
though,
with
the
fact
that
the
trash
contra
the
contract
for
the
trash
is
due
to
expire
on
june
30th,
with
current
market
conditions.
This
year,
administration
has
opted
to
extend
the
contract
with
republic
services
for
a
two-year
extension.
B
B
That's
a
in
that
third
year
or
actually
the
second
year
of
this
con
of
the
extension
it'll
go
up
about
3.5
for
about
65
cents
so
and
with
doing
a
two-year
contract,
they
waived
fuel
charges.
So
there's
no
fuel
surcharge
for
the
next
two
years.
B
B
Basically,
you
can
have
the
republic
can
and
then
there's
additional
cans
what
they
do
a
couple
times
a
year,
or
at
least
once
a
year
they
do
a
like
a
bulk
pickup
and
basically
what
you
or
I
think,
still
if
you
have
like
a
large
chair
I'll
meet
you
back
up
upload
if
you
have
like
a
large
chair
or
furniture
or
a
mattress,
if
you
like,
the
mattresses
need
to
be
wrapped
in
a
plastic
or
put
back
into
a
mattress
bag
that
then
like
the
new
mattress
was
purchased
from.
B
But
if
you
call
them,
they
will
come
and
pick
it
up
at
your
curb
and
they'll
do
that
on.
You
know
on,
I
think
any
particular
week,
but
as
far
as
big
stuff,
I
think
there's
a
couple
times
throughout
the
year
that
they
will
do
a
like
a
big
bulk,
pickup
type
of
thing,
whereas
if
you've
got
big
stuff
to
put
out
on
your
curb,
you
do
so,
but
I
still
believe
you
have
to
call
them
and
make
them
aware
that
you
have
something
out
there,
but
unlimited
is
multiple
bags
or
boxes.
B
Limited
is
just
what
fits
inside
your
your
roll
out
can
and
then,
if
you're,
a
senior
citizen,
then
they
give
you
a
little
senior
citizens
discount,
as
well
as
your
bag
service.
Okay,
all
right!
Thank
you.
B
Yeah,
I
didn't
believe
it's
like
a,
I
want
to
say
a
dollar
40
cents
to
go
from
where
we
are
today
to
july,
and
then
that's
that'll
be
the
price
for
the
next
year
and
then,
after
that,
for
the
next
july,
it'll
go
up
3.5
or
about,
I
think,
65
cents,
I
believe,
is
what
I
figured
65
cents
for
that
second
year
of
the
contract.
I
And
just
for
the
public's
information,
you
have
to
contact
them
and
let
them
know
when
you
become
eligible
age-wise
for
the
discounts
that
just
doesn't
automatically
happen
for
those
out
there
who
may
be
paying
attention
and
also
not.
You
can
also
get
another
an
additional
large
trash.
Can,
if
one
isn't
enough
for
you
and
you
don't
have
the
extras
and
you
use
it
regularly,
you
can't
actually
get
for.
D
Thank
you,
mr
mayor,
mrs
kaner.
I
Miss
mr
tosley
one
more
thing:
anybody
on
them.
They
also
come
because
I've
talked
to
a
lot
of
people
and
they
didn't
know
about
it
before,
and
I
know
two
or
three
in
particular:
they
weren't
aware
you
have
a
disability,
if
you're
a
senior
citizen
they
will
do
at.
You,
don't
have
to
put
your
stuff
off
the
curb.
I
I
D
Well,
this
week
I've
added
non-agenda
items,
so
if
we
could
cover
that
under
generalization.
I
D
Okay,
so
we'll
cover
that
in
just
a
little
bit
there
are
no
public
hearings,
introduction
introduction
of
new
legislation,
ordinance
number
55
2022,
mr
lukens.
K
Thank
you,
mr
president,
so
this
is
an
ordinance
submitting
to
the
electors
of
the
city
for
a
proposal
to
sec,
amend,
section
505
of
the
charter
of
the
city
for
the
first
reading.
Only
we've
already
been
discussing
this
for
a
little
while
I
missed
last
week,
so
I
didn't
really
get
to
add
a
whole
lot
of
comments.
I
know
there
was
a
lot
of
discussion
on
this
last
week.
K
K
I
think
that
just
for
the
fact
that
it
gives
us
more
applicants
for
our
our
police
and
fire
positions
that
become
available
just
for
that
reason
alone,
I
think,
is
a
good
thing,
and
then
it
just
gives
us
the
oversight
to
deal
with
any
issues
that
would
arise
down
the
road
so-
and
this
was
a
first
reading
only.
I
believe.
H
F
An
ordinance
authorizing
me,
I'm
sorry,
an
ordinance
submitting
to
the
electors
of
the
city
of
norton,
a
proposal
to
amend
section
5.05
of
the
charter
of
the
city.
I
I
So
I
don't
know
how
you
can
get
any
better
people
just
because
they
come
down
and
filled
in
an
application,
and
you
can
get
when
your
peers,
basically
or
would
be
peers,
are
sitting
there.
Grading
you
and
saying
that
this
is
if
they
do
an
excellent
job
at
responding
to
this
or
that
and
as
far
as
the
oversight.
I
I
I
would
not
this
all.
This
does
is
give
the
administration
the
option
to
say.
Well,
we
want
this
winner.
We
want
that
one
and
for
all
I
know
they're
based
on
where
they
used
to
work
or
past
people
that
they
know
they
will
be
taken
out
of
the
classified
or
unclassified.
I'd
have
to
double
check
that,
but
I
think
we're
just
as
we
are
now
and
there
are
options
if
they
are
really
not
doing
their
job,
they
can
be
gotten
rid
of
it's
just
like
anybody
else.
K
So
that's
my
main,
that's
my
main
point
that
not
only
also
do
we
have
more
applicants
to
choose
from
which
is
not
saying
that
we
have
to
choose
anybody
from
outside
of
the
department.
Maybe
the
best
applicant
is
in
the
department,
but
maybe
not,
and
I'm
just
saying
it
gives
us
more
options
and
then,
as
far
as
the
oversight
I
mean
it
could
just
be
a
difference
of
opinion,
and
you
know
that's
fine.
K
We
have
a
different
opinion
but
to
be
able
to
be
a
part
of
both
the
hiring
process
and
any
other
process
as
far
as
removal
or
a
disciplinary
type
situation.
That's
a
lot
of
oversight.
I
mean
that
this
body
is
more
than
capable
of
handling
a
situation
like
that.
As
far
as
I'm
concerned-
and
I
think
that's
a
good
option
for
us.
I
K
But
I
would
that
would
be
one
of
the
expectations
that
I
would
have
that
would
have
to
come
to
us.
You
know
you
can
say
that
it
could
or
it
should,
but
I
would
say
that
if
that
would
have
to
be
part
of
the
ordinance
that
not
only
do
we
have
our
say
so
with
the
application,
but
also
removal,
if,
if
and
or
not
needed,.
D
H
I
Absolutely
yeah:
this
is
a
charter
management
right.
Currently,
it's
not
in
the
charter.
As
far
as
this
being
civil
service
and
as
I
stated
last
week,
I
was
at
that
civil
service
meeting
and
they
were
not
happy
about
hearing
this,
and
I
would
think
that
they
would
be
better
ones
to
know
what
belonged
in
civil
service
and
and
how
it
ought
to
be
classified
or
unclassified
than
any
of
us.
L
F
A
F
D
K
Just
very
quickly,
since
I
missed
last
week,
this
is
a
breathing
apparatus
for
the
firefighters,
correct.
Yes,
okay,.
F
D
D
D
K
J
J
I
I
would
like
to
urge
that
we
waived
the
second
and
third
readings
on
edge
for
the
plain,
simple
reason,
as
I
stated
before,
there's
areas
where
developments
are
already
being
looked
at
being
done,
and
if
we
don't
stop
it,
if
we
let
it
go
the
full
readings,
then
anybody
can
come
in
here
and
once
they
file,
then
we're
going
to
be
stuck
with
going
along
with
them.
Just
like
what
happened
with
the
last
one.
I
I
don't
share
mr
gainer's
belief
that
that
did
a
great
deal
for
our
city,
the
business,
the
parkland
we
got
and
the
businesses
went
in.
I
don't
think
that
that
was
suede
one
iota
by
our
mixed
use
district
and
I
think
it
means
definitely
needs
at
least
more
stipulations
put
into
it
and
be
made
stricter
to
be
able
to
fit
into
neighborhoods.
I
A
A
K
Was
going
to
be,
in
my
opinion,
also,
I
think,
there's
a
lot
of
questions
to
be
had
here
I
mean
if
it
comes
down
to
a
personal
opinion
of
whether
or
not
we
should
have
this.
I
mean
I
don't
see
the
the
big
rush
of
it
has
to
be
voted
on
tonight
I
mean
I
have
a
lot
of
questions
concerning
this,
not
necessarily
a
bunch
for
tonight,
but
I'd
like
to
learn
a
little
bit
more
about
this.
I
don't.
K
K
I
Suggest
that
you
go
back,
and
you
read
the
old
planning
meetings
from
before
when
this
did
go
through.
Okay,
as
well
as
the
council
meetings
that
this
applied
to
yeah,
we
can
always
bring
it
back.
It's
kind
of
like
you
want
to
make
an
ordinance
for
a
charter
amendment
that
I
would
like
to
see
get
put
out
there,
but
you
can
bring
this
any
time,
but
the
longer
you
wait
like
I
said
somebody
comes
in
and
they
applies
for
this
we're
stuck
with
it.
Just
like
we
got
stuck
with
the
last
one.
I
You
can
always
appeal
or
repeal
an
ordinance.
It's
a
lot
easier.
It's
not
like
it's
a
charter
amendment,
it's
not
going
out
there
to
vote,
but
the
longer
you
wait,
the
more
chance
you're
taking
on
somebody
coming
in
and
actually
taking
advantage
of
the
way
it
is
now
just
like
we're
told
can't
repeal
it,
because
if
we
do,
we
have
no
control
over
the
mud
districts.
It's
currently
there.
So
we
have
to
keep
it
in
place
for
that,
but
the
longer
we
wait,
the
more
chance
there
is
somebody
come
in
and
do
it.
I
I
So
that's
that's
why
I
don't
think
we
have
the
time
to
wait,
you're,
saying
let
it
go
on
you're
talking
what
another
week,
two
weeks
three
weeks
another
month
next
thing
you
know
we
have
more
of
them
so.
A
One
of
the
reasons
that
I
think
that
we
need
to
take
our
time
is,
I
don't
think
that,
just
because
someone
applies
for
a
mud
district,
we're
stuck
with
it,
as
I
recall,
part
of
the
whole
purpose
of
the
mud
district
is
that
council
has
control
over
what
goes
in
and
what
doesn't
go
in
so
to
say
that
somebody
comes
in
and
applies
for
what
we're
stuck
with
it.
Just
isn't
true.
Well,.
A
I
H
A
K
C
And
if
you
really
want
to
put
something
in
place,
so
nothing
goes
through
tomorrow.
For
example,
I
mean
it
still
has
to
go
through
the
process,
but
change
it
put
24
or
I
mean
put
two
months.
C
D
D
You
know
what
I
I
want
to
go
back.
Council
rules
say
that
we
don't
have
discussion.
The
public
doesn't
have
discussion,
but
I
do
have
the
ability
to
make
a
motion,
and
I
will
make
a
motion
for
mrs
mclaren
to
speak
I'll.
C
D
I
D
M
E
E
I
A
D
Okay,
so
amended
ordinance,
number
50
2022,
mr
kernan.
A
D
D
D
F
C
F
D
I
D
L
D
I
will
second
there's
a
motion
in
a
second
on
the
floor.
Is
there
any
further
discussion?
Will
clerk
please
call
the
role?
Mr.
L
You,
mr
president,
for
ordinance
number
54
2022
for
its
third
reading
and
ask
the
clerk
to
read
it.
Please.
D
L
F
D
D
L
L
The
administration
has
asked
us
to
waive
the
third
reading
and
vote
tonight
just
timeline
in
order
to
get
ahead
of
the
paving
schedule.
So
I'd
like
to
make
a
motion
to
waive
the
third
reading
I'll.
D
H
D
D
K
K
D
F
A
D
L
I
A
Move
to
adopt
ordinance
number
58,
2022.
I
I
I
I
never
received
such
an
email
and
I
would
like
my
copy
explaining
that,
since
I
was
kind
of
called
out
about
it,
but
I
I
think
there's
a
lot
of
that
going
on
sorry.
The
problem
is,
and
just
to
clarify
this
is
I've
noticed
mr
fowler
has
a
habit
of
he.
The
council
president
might
get
a
copy
and
it'll
go
to
administration
and
it'll
come
to
me
with
no
further
council
people
on
it.
I
C
I
I
I
Excuse
me,
fred,
martin,
so
we
went
with
four,
but
we
still
bought
two
well
actually,
we
bought.
We
tried
to
get
three
and
we
got
the
one
for
the
fire
department.
We
didn't
get
ours,
but
we
did
get
those
two.
I
don't
know
if
the
second
one
has
came
yet
or
not.
If
it
hasn't,
it
should
be
arriving
any
time
and
then
we're
getting.
There
was
two
vehicles
involved,
one
was
the
charger
and
it
was
totaled
that
was
one
we
were
going
to
get
14
000
for
from
fred
martin.
I
He
was
still
going
to
buy
it
from
us,
so
we
didn't
at
least
we
get
some
of
the
money
back
and
get
closer
to
the
range
that
we're
accustomed
to
paying
the
other
one
is
being
repaired,
is
going
to
be
returned.
That
was
a
durango,
so
I'm
under
I
don't
understand
why
we're
buying
a
third
vehicle
when
the
fleet
isn't
going
to
be
down
any.
I
D
I
L
L
D
Okay,
next
is
non-agenda
items.
This
is
a
new
subject.
I've
put
on
here,
for
if
council
has
or
anybody
else
up
here,
has
something
that
didn't
get
included
in
the
agenda
and
you
need
to
discuss
it
or
want
it
discussed.
So
at
this
time,
is
there
any
of
those?
I.
K
H
A
K
Yeah,
that's
not
what
I'm
looking
for
yeah,
I'm
not
looking
for.
Like
a
you
know,
opportunity
to
miss
a
meeting
or
not
have
a
meeting.
I
was
just
curious
next
year.
Is
that
going
to
be
considered
because
it
is
a
national
holiday,
correct
or
no.
K
I
I
would
still
like
to
get
an
actual
answer
about
driftwood
and
cherrywood,
since
all
I
ever
hear
is
it's
no
update
if
we
put
the
bids
out
and
when
did
we
put
those
bids
out,
I
mean
I
never
saw
it
not
that
I
look
all
the
time
at
what
our
calendar
is
as
far
as
bidding
goes,
but
it
just
seems
odd.
If
there's
no
update
on
those
those
people
down
there
have
been
waiting
for
quite
some
time
and
I've
asked
and
asked
last
week.
I
I
think
it
was
that
I
asked
about
the
tax
incentive
review
committee,
but
whenever
it
was,
I
was
told
that
the
last
time
mr
fowler
wasn't
on
it.
It
was
a
county
thing,
so
he
didn't
know
so
justin.
Now
I'm
going
to
address
you
since
it's
one
of
rouletso
and
andrus's
attorneys
that
is
involved
with
the
housing
council,
which
is
kind
of
attached
to
the
turk.
I
We
keep
getting
told
that
well,
I
keep
getting
told
that
that
was
supposed.
The
church
is
supposed
to
have
a
meeting
next
year
anyway,
to
review
these
things,
and
I
have
not
been
able
to
find
any
type
of
a
meeting
that
we've
been
involved
in
yet-
and
I
talked
to
mr
gainer
and
he
couldn't
actually
tell
me
that
they
you'd
had
an
actual
terp
meeting
and
he's
on
that
council
committee,
whatever
they
call
a
committee
as
well
as
mr
speck.
I
So
I'd
like
to
know
about
that.
When
was
it?
How
was
it?
Is
that
a
public
meeting?
I
would
think
that
it
would
be,
but
nothing's
been
said
about
it,
and
I
think
mr
gainer
would
like
to
be
updated
if
there
was
anything
that
came
out
of
it
as
well,
and
then
again,
I'm
going
to
ask
about
the
odot
property
that
I
keep
hearing
that
norton's
looking
into
leasing
off
of
down
there
by
the
76
21
loop
for
an
impound
lot.
I
I
did
try
to
call
some
county
several
times
this
past
week.
I
didn't
get
in
touch
with
anybody,
but
I
could
I'm
going
to
be
pursuing
that
a
lot
harder
this
week
to
get
in
touch
things.
I
can't
get
any
answers
here.
See
what
they'll
tell
me
and
then
sorry
it
just
goes
on
and
on,
but
the
rainy
day
fund
had
been
asked
about.
I
Mrs
keener,
I
should
have
seen
it
on
our
paperwork,
but
a
constituent
had
asked
about
the
rainy
day
fund
and
she
actually
responded
again
today,
even
though
we
had
the
information
there's
five
hundred
thousand
dollars
in
that
account,
the
person
that
asked
isn't
here
tonight,
but
I
imagine
they're
listening
somewhere
and
then
the
other
thing
I
had
was.
It
was
stated
that
our
roof
wasn't
leaking
and
when
I
was
bringing
up
repairing
the
fire
department
or
the
police
department
down
there.
I
So
since
they
was
wondering
where
those
comments
came
from,
that's
where
the
comments
came
from
and
there
was
more
than
me
standing
there
and
heard
the
answer
down
in
the
police
department
and
it's
in
our
minutes
for
january,
I
was
second.
I
do
believe
the
date
is
stating
that
he
stated
then
that
we
had
a
roughly
rook
leaking
and
it
needed
to
be
taken
care
of
I'm
done.
Thank
you.
L
Yeah
I
want
to
I
want
to
make
a
quick
comment
on
the
cherrywood
driftwood.
I
believe
I
was
told
I
believe
the
bids
went
out
early
may
sometime.
I
know
I
raised
a
concern.
You
know,
I
know
we
kind
of
held
off
on
doing
that
because
of
the
way
prices
were
out
in
the
market
right
now
I
mean,
if
we're
watching
gas
and
hearing
rumors,
I'm
just
afraid
the
prices
aren't
going
to
be
coming
down.
L
A
I
I
D
B
B
We
are
also
still
looking
for
additional
caretakers
if
anybody's
out
there
interested
please
contact
city
hall,
and
we
appreciate
the
help.
Second
of
all,
just
want
to
announce
the
norton
city
of
norton
present
summer
concert
series.
We've
got
several
concerts
coming
up
here
through
the
summer
months.
On
friday
june
24th,
we
have
a
concert
tom
davis,
as
as
garth
brooks
and
toby
keith
tribute
on
friday
july
29th.
B
We
have
a
rolling
stones,
tribute
band,
it's
called
satisfaction
on
saturday
june
july
30th
we
have
journey
tribute
band,
it's
a
called
escape
and
then
fireworks,
and
we
also
have
on
friday,
night
august
26th
cleveland
breakfast
club.
It's
another
concert
in
the
park.
They
all
all
the
car
concerts,
begin
at
7
pm
and
hope
to
see
you
there
also.
I
would
like
to
add
on
that
saturday
july
30th.
We
have
a
touch
a
truck
event
last
year.
I
believe
last
year
was
one
of
the
first
years
that
they
actually
put
on.
B
Maybe
it
was
a
second,
but
I
believe
it
was
one
of
the
first,
but
it
is
a
free
event
sponsored
by
norton
safety
forces,
it'll
be
saturday
july
30th
from
12.
Until
three
there
will
be
vehicles,
bounce
houses,
food
hoping
to
get
the
helicopter
in
weather,
permitting
and
more
bring
your
family
out
to
this
free
event,
get
close
up
and
personal
with
safety
and
construction
vehicles,
but
they're
asking
please
no
pets
train
service
animals
will
be
permitted.
B
This
will
be
here
at
the
norton
columbia
woods
park.
That
is
all
I
have.
Thank
you
very
much.
Thank.
