addressing
you
guys.
We
had
wrote.
I
wrote
in
this
in
advance
of
being
made
aware
that
this
was
all
being
moved
to
the
side,
but
my
brothers
and
sisters
behind
me
here
and
myself
are
here
to
show
their
support
for
this
community
and
the
continuity
of
professional
service
and
safety
that
has
been
provided
by
the
men
and
women
of
the
norton
firefighters.

similar
amendment
proposal
in
2016
failed
by
a
4-3
council
vote
as
it
currently
stands
under
civil
service
as
a
classified
position.
If
less
than
three
internal
candidates
are
eligible
for
promotional
examination,
who
are
immediately
below
that
class
being
tested,
the
mayor
and
or
city
administrator
may
request
to
include
the
next
lower
class
and
or
external
candidates
to
expand
the
potential
candidate
grouping.
This
is
a
competitive
process
to
find
the
best
candidate
for
the
position.

served
on
the
civil
service
commission
since
2006
and
I
I
didn't
know
this
matter
was
set
aside
and
I
still
wanted
to
address
the
council
and
let
you
know
that
we
do
have
home
rules
for
the
norton
civil
service
commission,
which
mr
eisenhower
just
talked
about,
and
I
would
also
like
to
let
you
know
some
of
my
other
credentials.
I've
been
in
the
hr
field
since
1994..

I
currently
serve
as
the
hr
business
partner
for
a
very
large
corporation
and
I
support
over
1500
employees.
I
hold
two
certifications
and
I
would
like
to
know
if
any
of
the
council
members
are
qualified
to
pick
a
fire
chief
or
a
police
chief,
and
you
know
the
civil
service
commission,
an
important
point
is
we
do
not
hire
or
terminate
anybody,
and
the
civil
service
commission
is
put
in
place
to
have
rules
that
are
fair
and
equal.

obviously,
if
the
charter
change
comes
up
in
the
future,
it
wouldn't
be
necessary
because
there
are
already
rules
in
place
and
if
candidates
are
a
concern,
we
can
expand.
That
just
like
michael
has
expressed
it's
in
the
rules
and
if
council
wants
to
be
part
of
that
that
choosing
they
can
be,
they
just
need
to
work
with
the
city
administrator
and
the
mayor.

We
have
been
without
a
quorum
and
we
have
had
no
communication
and
no
transparency.
Our
meetings
have
been
suddenly
halted
and
we
have
had
no
information
as
to
why
I
would
like
to
know
how
many
classified
jobs
have
been
filled
with
no
civil
service
process
at
all.
In
the
past
few
years.
I
would
like
to
know
how
many
classified
positions
have
resigned
or
retired.
I
would
like
to
know
how
many
entrance
exams
were
given
to
replace
these
positions.
I'd
like
to
know
how
many
classified
promotional
exams
there
have
been.

get
a
list
of
classified
payroll
certification
we
have
repeatedly
requested
and
have
not
received.
When
was
the
last
time
the
city
sent
in
the
state
personnel
board
of
review,
also
known
as

is
mandated
by

state

reporting
has
been
timely,
where
are
our
copies?

have
our

secretary

back
into
place
under

nearly
as

concerned
about

quorum,

haven't,

asked
constantly

least

or
three
weeks

a
row.

think
that
that
was

right
thing
to
do

service

men

women

the
norton
fire
department
served
proudly,
and
they
should
all

opportunity
that
every
norton
firefighter
has
had
to
one
day
aspire
to
lead
the
division
of
fire

norton
and
for
safety.

think
that
I've
heard
things
about
mandating
for
overtime,
some
issues
with
that.
I
think
that
your
your
focus
should
be
on
hiring
more
firefighters,
making
sure
that
as
norton
grows,
the
citizens
are
provided
with
the
safety
and
the
service
that
they
deserve.
So
I'll
keep
my
comments
short.

the
school

schooling

They

thousand
dollars
for
every
school
this
year,
just
for
safety.

okayed
this
back
in
2015,
there's
incidents
that
took
place
up
there
that,
regardless
of
how
they
try
and
keep
them
quiet
they
get
out
there,
people's
got
their
videos
and
stuff.

had
no
idea
there
wasn't
an
officer
there,
yet
our
contract.
Clearly
the
memorandum
of
understanding
clearly
states
on
the
last
section
that,
if
it's
going
to
end
in
some
way
that
we
should
be
the
other
entity
has
to
tell
that
entity.
I
don't
think
anybody
on
council
was
aware
of
that,
so
that
little
ditty
was
about
useless.
I
As
far
as
I'm
concerned,
I
went
something
stronger
in
there
for
that,
because
I
was,
I
said
I
was
one
of
the
ones
that
fought
long
and
hard
to
try
and
get
them
up
there.
I
believe
they
have
a
place
up
there.
They
they're
needed
up
there.
The
kids
need
that
extra
guidance
and
to
be
able
to
establish
the
bond,
and
I
don't
for
whatever
reason
that
they
stopped
having
an
officer
in
there.
All
of
us
should
be
made
aware
of
it,
instead
of
finding
out
years
after
the
fact
that
that
really
really
really
sucked.

agree
with
mr
d
harpard.
I
believe
he
was
stating
that
if
we've
got
their
pace
to
be
paying
for
40
hours,
I
get
that.
But
if
we've
got
an
officer
up
in
court
I
mean
we're
not
setting
them
up
there.
Just
so
we
can.
They
can
get
a
paycheck
and
be
in
school
all
day.
There's
reasons
why
those
officers
are
there
and
justifiably
so.

to
be
somebody
there
and
if
we
only
have
one
officer,
how
are
we
going

states
anywheres

that
one
at
I'm
just
kind
of
I'm
not
going
like.

not
following
my
little

only

one
officer,

officer

to
be
expected
to

watching

unloading
and
the
loading
of
the

for
each

need

repair
ever
since

brand
new
road
when

damage
happened

administration
reached
out

quotes.

but
the
the
lowest
and
best
was
perrin
asphalt
at

hundred
dollars
to
fix
it.

move
forward

be
a

reconstruction

in
new,
concrete
panels,
so
as
that
road
will
remain
new,
as
it
was
two
years
prior.

was
created
by
a
man

was

medal
of
honor
recipient

have

changed

foundation
and

not
rules
per

that's

vision

They've
created
this
woody
williams
foundation

helps

monuments

the

up

inner
city

akron

watched
neighborhoods
turn

older
residents

akron,
where

grew
up

away
and
those
houses
became
rentals
and
some
of
the
houses
stayed
beautiful.

houses
turned

big
major
eye
sores
and
I've
seen
some
of
that
start
to
happen
in
norton,
and
you
know

I've
kind
of
come
up
and
I
want
to
start
the
process
of
discussion
of
a
rental
registration
program
here

norton,
and
I
certainly
don't
want
to
put
a
constraint
on
anybody
or

any
more
laws
on
anybody,
but
I

want
to
hold
property
owners
that
rent
houses
out
accountable
for
what
they
look
like
right.

people

residents
here
that
have

dilapidating

falling
down
around

it
really

drives
the
values

our
homes

passed
out
a
copy
of
legislation
from
the
city
of
north
canton,
ohio.

generate
monies
to
it's
like
a
hundred
dollars
for

one
unit
and

it's

very
feasible,
and
then
they
take
those
fees
and
they
hire
a
full-time
person
that
goes
around
and
make
sure
that
not
only
are
the
units
maintained,
but
you
have
a
good
quality
of
a
rental
for
people
to
move
into:
that's,
not
a
dump
and
and
so
with
these
fees.

would
like
to
see
happen,

this

a
discussion
is-
I
would
like
to
see-
that
money
go
into
a
fund
that
we
can
take
if
we
have
elderly
people
that
have
been
residents
in
the
city
for

a
long
time,

can
take
those
fees
if
somebody
needs
their
house
painted
and
we
can
go
to
the
widow
down
the
road
who's
on
a
very
low
income,
who's
who's
struggling
and
wants
her
house
to
be
beautiful
again
that
we
can
donate
funds
to
to
make
that
resident's
house
nice
again.
