Mr
president,
council
and
administration
appreciate
your
giving
me
some
time
to
develop
this
there's
a
little
bit
longer
than
I
had
wanted,
but
there's
a
lot
going
on
right
now
in
health,
and
I
wanted
to
share
this
in
person
so
to
preface
I
am
here
as
your
representative
to
summit
county
board
of
health
to
give
you
updates
on
several
current
issues
in
health,
possibly
affecting
our
community.

When
I
was
elected
to
council
five
years
ago,
I
requested
copies
of
the
norton
report
done
monthly
to
be
distributed
to
all
of
council.
I
assume
that
is
continuing.
I
see
it
is
good.
My
presence
tonight
is
to
have
a
bit
of
human
interaction
with
council
administration
and
the
public
whom
I
represent.

I
believe
public
health
remains
perhaps
the
greatest
misunderstood
service
of
not
just
our
community,
but
every
community
in
the
world.
A
lot
of
people
just
don't
understand
what
we
do
until
they
need
us
public
health
updates,
so
this
was
written
on
8
19.
So
if
it's
dated
by
a
few
days,
that's
why
overall
summit
county
public
health
is
continuing
to
normalize
all
functions
as
much
as
possible.

So
first
coveted
19.
as
of
august
2022
covet
19
continues
to
have
a
high
community
transmission
rates
in
ohio
and
throughout
the
county
of
summit,
so
we're
at
that
highest
level.
Right
now,
the
virus
has
continued
to
mutate
from
the
ancestral
strain,
which
was
the
delta,
causing
much
less
severe
disease,
fewer
deaths
and
hospitalizations.

Hopefully,
this
fills
the
need
of
individuals
that
do
not
want
to
use
the
mrna
vaccine.
Moderna,
pfizer
and
j
j
all
have
booster
shots
available.
Novavax
is
completely
new
entity
and
therefore
it's
a
two
dose
regimen
and
it's
not
interchangeable
with
the
other
three
in
the
fall,
both
moderna
and
pfizer
will
have
a
bivalent
available
which
will
be
updated
to
include
the
ancestral
strain.

So
this
is
the
what
I
one
of
the
things
I
think
are
kind
of
confusing,
even
if
you
look
at
the
cdc
website.
So
I
wanted
to
clarify
this.
If
you
suspect
that
you
have
covet,
you
may
test
using
a
rapid
antigen
test
at
your
own
home.
They
are
available
from
many
sources,
but
you
may
order
them
directly
from
your
home
via
the
government
on
the
united
states
postal
website.

If
you
suspect
that
you
have
cove
test
using
the
rapid
antigen
tests,
if
negative
test
again
in
two
days,
if
negative
test
a
third
time.
So
that's
one
of
the
things
I
think
is
kind
of
confusing
as
you
go
down
that
road.
But
if
three
tests
are
all
negative,
it
is
most
likely
you
did
not
have
covid
if
you
have
been
vaccinated
or
had
a
prior
infection,
the
likelihood
of
having
a
negative
test
is
greater
because
you
will
not
produce
as
large
a
viral
load
and
may
have
a
false
negative
result.

That's
the
reason
for
testing
multiple
times
over
six
days,
so
on
to
monkey
pox.

Now,
I'm
going
to
insert
a
few
of
my
own
thoughts
over
here,
so
I
I'm
shooting
this
from
what
I've
read
from
conversations
I've
had
with
other
health
professionals.
So
this
is
not
necessarily
what
summit
county
public
health
would
broadcast.
So
I'm
trying
to
give
you
the
extra
currently.
This
is
predominantly
a
disease
being
spread
by
gay
men.

They
have
disproportionately
been
affected
by
this
virus.
The
current
infections,
as
of
friday
august
19th,
are
approximately
ninety
seven
point:
five
gay
men,
two
percent
female
and
about
eight
percent
point:
eight
percent
children.
So
don't
total
100,
that's
why
set?
Approximately
transmission
has
been
primarily
skin-to-skin
contact
with
an
infected
individual
via
mucous
tissue,
both
anal
and
oral.
This
is
not
to
say
that
it
will
always
be
confined
to
the
gay
community.
I
would
remind
everyone
that
we
assumed
this
early
on
with
aids
and
eventually
it
spread
to
the
heterosexual
community.

Those
engaging
in
sexual
activity
with
multiple
partners
will
be
more
at
risk.
It's
essential
that
we
vaccinate
those
at
highest
risk
asap
and
stop
the
spread
if
at
all
possible,
immunity
is
considered
maximal
after
the
second
dose.
So
it's
a
two
dose
regimen
and
that's
after
14
days
after
the
second
vaccination
infections,
usually
clear
up
in
two
to
four
weeks,
it
can
cause
some
permanent
scarring.

going
to

you'll

anyone
has

public
health,
so
going

polio
in
june,
2022
poliovirus
was
confirmed
in
an
unvaccinated
immunocompetent
adult
resident
of
new
york
hospitalized
with
flaccid,
lower
limb
weakness.

Immunocompetent
just
means
that
you
do
have
all
your
immune
system
functioning.
It's
not
like.
You
have
a
an
impairment
like
aids
or
you're,
your
cancer
patient
with
immunosuppression,
so
just
to
kind
of
explain
that
the
findings
of
this
report
represent
only
the
second
community
transmission
of
poliovirus
identified
in
the
united
states
since
1979,
and
if
you
look
it
up
you're
going
to
see
somebody
had
it
in
2014,
and
that
was
somebody
who
was
traveling
to
another
country.

didn't
really
know
how
I
felt
about
it.

people

norton

opinion
about
it,
and
this
is
kind
of
what
I
heard
what
memorial
in
williams
park,
and
so
I
told
them
well
most
likely
tonight
you're
going
to
toss
the
second
and
third
readings,
because
that's
what
you
wanted
to
do
at
the
at
the
previous
meeting
and
approve
the
money
for
this.
Their
next
question
was
why
the
rush
and
then
how
big?
Will
it
be?
Well,
you
guys
couldn't.

I
got
online
to
their
website
to
see
if
I
could
find
that
out,
but
I
couldn't,
but
I
did
find
out
that
norton's
name
is
already
on
the
list
there.

chat
with
one
person
from
norton
who
ended
up
being
on
the
parks
board
and
I
found
out
you
didn't
even
ask
the
parks
board
for
input.
So
people
ask
me
well
they
want
to
know
why
norton
there's
a
beautiful
memorial
just
down
the
road
in
clinton,
and
then
it
was
y
in
williams
park.
Why
not
columbia,
woods
more
people
kind
of
gravitate
to
columbia,
woods?
Why
just
honoring
gold,
star
families,
why
not
all
the
service
branches
and
then
it
was
what
happens
to
the
gazebo?

Where
will
people
park
and
my
question
to
you
is
because
you
know
I'm
the
accountant
I'm.
I
would
like
an
idea
of
the
entire
project
cost.
What
exactly
does
the
administration
have
plan
for
that
whole
area?
I
saw
the
the
price
tag
in
the
with
the
agenda,
but
there
are
a
lot
more
costs
that
would
be
associated
with
that.

looked
for
the
drawings
in
the
agenda,
but
there
were
none
and
people
actually
would
like
to
see
what
is
planned
if
there
is
a
drawing
they'd
like
to
see
the
plans
for
the
park,
so
I
have
to
make
some
assumptions.

assume

will
have
to
add
parking
since
the
only
space
available
near
williams
park
is
behind
crawford's
place
of
business
or
have
you
already
made
those
arrangements
with
them
or
are
people
going
to
have
to
park
at
the
school?

That's
just
my
ballpark
guess
and
also
people
wanted
to
know,
because
I
asked
them,
you
know:
are
you
guys
going
to
be
willing
to
donate
it
and
to
donate
to
it
and
they
wanted
to
know
if
there
are
some
big
donors
already
lined
up
according
to
some
of
the
people?
I
talk
with
some
think
that
a
hundred
thousand
is
a
lot
of
money
to
spend
right
now
they
asked
if
it
was
the
right
time
to
be
spending.

So
much
aren't
there
greater
needs
in
norton,
where
we
should
be
spending
that
kind
of
money,
and
lately
it
seems
like
there's.
Always
this
big
push
in
norton
for
revenue
revenue,
you
know
and
and
the
reason
I
say
that
is
you're
contemplating
adding
a
flex
warehousing
area
along

against
norton
acres,
where
it's
possible
you're,
going
to
be
running
business
traffic
through
that
community.

still
think
that
norton
should
revisit
some
of
the
requirements
for
the
mud
developers
will
always
do
whatever
they
can
to
maximize
profits,
and
that
is
their
job.
They
will
take
every
inch.
We
give
them
because
that
is
their
job.
After
all,
they
won't
be
living
here,
but
it
is
our
job
to
provide
parameters
to
them
before
they
submit
plans
to
us
instead
of
asking
council
members
to
veto
them
after
it's
been
approved
by
the
planning
commission.

After
all,
the
developers
have
already
spent
large
sums
of
money
by
that
time,
drawing
them
up
testing
out
the
sites
and
so
to
me,
open-ended
mud
codes
puts
council
in
a
really
precarious
position.
Mr
kurant
found
himself
in
that
exact
position.
He
had
over
a
hundred
families
from
nash
heights
and
the
surrounding
area
come
forward
and
ask
him
not
to
change
the
character
of
the
neighborhood,
but
he
had
to
choose.
He
had
to
choose
between
a
plan
that
gee.

If
he
voted,
no,
they
might
reject
and
not
come
back
or
us,
and
regrettably
he
chose
against
us.
So
we
have
it.
Is
we
have
it
the
way
it
is.
The
moratorium
is
only
for
six
months
and
it
will
give
council,
through
the
planning
commission
an
opportunity
to
re-look
at
issues
and
maybe
set
some
local
workable
parameters.
That
would
be
good
for
all
of
us.
So
maybe
you

you
guys
might
want
to
rethink
that.

nice

to
want
to

and
visit

do

get
people
in

out

that
area
safely

come
visit?

are

want

behind
acme
into
an
old
cemetery
to
pay
tribute
to
you

and
hang
out
in
a

a
cemetery,
I'd
love
to
see
a
destination
that
we
can.

gather
and

pay
tribute
to
the
families
that
served
and
start
with
the
veterans.
You

those
that
you
know
lived
in
norton
that
served
and
moving
forward,
adding
more
people
to
it
to
a
named
list.
Just
some
ideas
that
I
have
so

to
want
to
like
the
other
cities,
and
I
did
go
to
a
lot
of
them-
that's
on
the
site
just
for
ohio,
of
which
ohio
currently
has
more
cities
than
any
other
state.

listed
there
with
these
monuments,
but
they
all
had
presentations.

where
the

The
people
was
there,
there's
no
way,

could
do
it
up
to
williams
park
and
we
would
have
the
same
issue
with
any
type
of

difficulty

there
unless
we
set

rest

debate
is

go

appealing

very
necessary-

those
people

know
that

be
thinking

not

the

revenue

going
to
make

coming

get

adding
people
in

keep
adding
streets
in,

need
more
fire,
we're
going
to
need
more
police,
we're
going
to
need
more
service
people
to
take
care
of
these
roads.

going
to
need
more
of
the
equipment
needed
to
do
so.
That
means
more
vehicles
of
all
types.

So
I'm
not
so
sure
that
if
you're
looking
at
revenue
from
a
point
of
building
houses
that
that's
the
way
to
go,
I
get
why
we
did
the
abatements
to
the
companies
and
and
drew
them
in
the
parkland
as
much
as
I
hate
to
see
greenland
go,
get
developed
in
any
way,
shape
or
form.
I
prefer
to
see
the
the
hills
and
dills
and
the
green
grass,
but
that
was
one
of
the
best
things
that
we
could
have
done
for
norton.
That
was
something
positive
for
norton,
but
a
lot
of
people
weren't
happy
with
that.

They
would
have
rather
have
had
a
development
there,
but
that's
going
to
be
bringing
in
revenue
at
least
some
of
them
will
some
others

don't
think
are
quite
up
to
par,
but
we
have

ability
there
to
be
bringing
in

money

more
so
after
the
abatements
that
are
going
on.

them,

think,
are
for

it
