Thank
you
very
much.
H
Brandon
ramirez
3338
summit
road-
I
just
I
just
got
a
couple
questions.
I
had
a
guy
from
a
service
department
called
me
a
couple
days
ago
or
something
it
was
friday
friday.
Maybe
he
probably,
but
he
said
that
they
were
going
to
do
something
the
pipe
was
on
order
and
then
he
also
said
that
there
would
be
a
small
fee
which
you
know
whatever
that's
cool,
I
guess.
H
H
But
the
people's
private
driveway
you
fixed
behind
me
on
silver
springs
with
three
families
go
to
it.
Did
they
have
the
same
agreement?
Did
they
pay
for
their
culvert
and
did
they
sign
that
paperwork
that
says
next
time
we're
liable?
I
just
want
to
know
I
want
the
same
treatment.
They've
got.
It's
all
my
support
to
be
treated
fairly.
That's
it.
B
H
I'm
just
asking
to
be:
I
mean,
like
I
said,
that's
what
they
did.
That's
what
I'll
do,
but
I'm
pretty
sure
that
they
didn't
do
that,
because
I
talked
to
corey
that
lives
there.
He
said
they
didn't
pay
nothing
and
I'm
pretty
sure
they
didn't
sign
up,
and
it
says
next
time
they're
liable,
because
I
mean
that
doesn't
sound
like
a
smart
idea
to
me.
H
H
For
a
couple
hundred
bucks
for
a
pipe,
that's
possible,
maybe
you
know
maybe
to
him.
That's
you
know
basically
free
you
know,
but
they
may
have
signed
an
agreement
like
that,
but
I
I
I
don't.
I
don't
believe
they
would
sign
that.
I
don't
think
so
and
if
they
don't
have
to
sign
something
like
that,
I
mean
I
don't
know.
Why
I'm
why
I'm
being
asked
to
sign
something
like
that.
H
B
H
You
could
say
if
there's
an
easement,
then
correct,
then
it
wouldn't,
then
it
wouldn't
be
that,
but
I'm
just
I
mean
I
just
know
there
wasn't
needs
more
on
there.
It's
either.
I
don't
think
because
that's
what
they
were,
that's
they
were
going
through.
The
same
thing
I
was
going
through.
You
know
so
and
I'm
sure.
I
H
I
guess
I
don't
know,
that's
that's
what
it
is
you
know,
but
I
would
like
to
I
would
like
to
know.
I
mean
it's
got
to
be
somewhere,
it's
got
to
be
written
somewhere
or
something.
If
that's
what
they
did
right.
You
know,
so
that's
what
they
did.
That's
what
I'll
do,
but
if
that's
not
what
happened
to
them.
I
would
like
to
have
this.
J
J
You
know
I've
actually
went
back
and
looked
at
the
past
minutes.
I've
researched
the
titles.
There
are
no
easements
on
any
of
those
properties.
There
was
to
the
best
of
my
knowledge
and
I'm
sure
there
was
no
charge
to
any
of
those
residents
and
they
came
to
us
wanting
that
fixed.
It's
not
that
we
went
to
them.
It's
not
that
they
didn't
have
access
to
their
homes.
J
It
wasn't
due
to
the
fact
of
the
water
we
had
put
on
everybody
due
to
the
fact
that
it
just
wore
out
and
that
I
guess
maybe
our
trucks
had
went
up
and
down
their
street
and
plowed
some
of
the
snow,
but
I
don't
think
he
ought
to
pay.
I
agree
with
mr
ramirez.
He
shouldn't
have
to
pay
anything.
J
We
sent
the
water
there
we
sit
more
down,
regardless
of
what
has
been
stated.
We've
had
more
rains
likely
to
be
in
for
more.
We
took
the
water
that
would
have
been
going
underneath
the
road
and
destroying
it
more
and
sending
it
down
to
that
creek
and
the
creek
went
directly
down
his
way.
As
far
as
I'm
concerned,
we
need
to
fix
it
asap.
J
J
We
I
think
they
used
the
lower
person's
driveway
and
we
even
gave
them
golf
courts
built
golf
carts
ability
drive
from
their
house
up
to
their
houses
up
to
where
they
would
have
been
across
the
bridge.
He
washes
out
that
little
dab
that
he's
got
left
before
we
get
something
done.
He
can't
even
access
his
house
and
nobody
else
is
going
to
access
it
easily
either.
J
As
far
as
that
goes,
and
I
believe
I
stated
that
in
the
email,
I
believe
we
need
to
do
something
about
deepening
up
where
it
would
have
been
a
pond
there,
or
at
least
a
ponding
area,
to
where
it's
overflowed.
It's
quite
obvious.
It's
overflowed
where
the
bank
of
that
has
went
down
so
that
we
don't
run
into
the
same
problem
and
it's
washing
out
his
lower
driveway.
H
Yeah,
it's
not
much
of
a
retention,
it
was
a
retention
pond,
but
now
it's
just
you
know
it's
just
just
going
straight
through
there's
no
retention
there.
You
know
that's
only
because
what
they
filled
up
above
me
all
that
junk
started
washing
their
mind,
because
it
just
flowed
so
hard
that
when
they
fell
dozen,
then
it
just
destroyed
mine.
So
now
it's
not
even
a
retention
body
or
like
it
was
like
it
was
like
it
was
designed
to
be.
You
know,
for
the
water
flow
you
know
so.
H
Said
by
the
end
of
the
month
I
should
have,
I
should
have
a
driveway
okay,
I
mean
he
said,
he's
going
to
try
to
squeeze
it
in
between,
like,
like
maybe
paving
and
some
other
projects
that
are
going
on,
which
I.
H
H
My
condo,
we
would
establish
that
so
you
know,
but
I
would
like
to
find
out.
There's
got
to
be
some
something
somewhere
whatever
those
people
did
has
to.
There
has
to
be
something
somewhere.
You
know
well.
B
B
B
This
was
not
400
feet
away
from
the
roadway
in
the
city
when
we
replace
a
culvert
at
anybody's
driveway,
we
charge
them
for
the
pipe,
and
I
think
the
city
has
to
be
cautious.
B
To
not
start
a
new
trend
where
every
culvert
gets
replaced
by
the
city
is
is
all
so.
We
have
to
be
careful
as
all,
but
we've
definitely
heard
what
you
said
and
and
will
take
that
into
account
and
I'll
speak
to
mr
fowler
about
it
further.
H
Okay,
well,
like
I
said,
I
know
it's
400
feet
off
the
road
or
whatever
it
is,
but
unfortunately,
your
design
waterway
comes
through
my
property
and
that's
that's
just
what
it
is.
I
mean
I
designed
it,
but
unfortunately
that's
just
the
way
it
is,
and
your
design
waterways,
on
other
people's
properties,
all
the
people
behind
me.
So
I
mean.
H
It
you
didn't
design
it,
but
someone
who's
right
down
the
line
designed
it
that
way,
and
unfortunately
that's
just
what
it
is.
You
know
so,
but
hopefully
you
can
find
out
whatever
whatever
happened
to
people
on
silver
spring,
because
I
could
talk
to
people
they'll
tell
me
exactly
what
went
on
but
sure
somewhere,
it's
got
to
be
stated
what
happened,
because
that
was
clearly
a
private
drive,
clearly
a
private
driveway.
So
I'm
not
sure
what
the
difference
is,
because
you
know
those
people
and
me
there
must
be
a
difference.
H
If
you're
not
going
to
do
whatever
you
offer
them,
there
must
be
a
difference
between
me
and
them
has
to
be.
I
don't
know,
I'm
not
sure
what
quite
that
would
be,
but
if
I
don't
get
the
same
treatment
they
got,
there
must
be
a
difference
between
me
and
them.
That's
all
I'm
saying
and
that's
pretty
I
mean.
H
I
I
don't
remember
the
reasons
other
than
they
had
contacted
me.
I
contacted,
I
think
it
was
mr
ryland
at
the
time
him
and
I
talked
about
it.
He
sent
somebody
from
the
service
department
out
took
a
look
at
it
and
they
re
repaired
it
at
that
point
in
time,
but
I
don't
remember
what
the
determination
was
of
why
we
were
fixing
it
well.
H
I
told
you
it
was
ever
gone
there
I
told
them
I
was
like.
Did
you
fix
theirs?
Well,
you
better
get
over
and
fix
mine,
because
that
ain't,
how
it
works.
You
don't
fix
someone
else's,
not
mine.
I
got
the
same
problem,
I'm
just
I'm
just
not
online
for
it.
You
know,
but,
like
I
said
it's
just
what
it
is
you
know
I
just
want
to
be
treated
fairly.
H
A
H
J
I
don't
want
to
find
out
that
it
got
lost
or
along
the
lines
and
then
suddenly
got
signed
with
the
2022
date
on
it
either.
C
C
A
C
Started
this
is
pertaining
to
the
solar
panels
on
the
police,
department
and
administration.
Building
that
I
asked
about
because
they
were,
the
screws
were
backed
out
at
the
bottom
of
the
roof
and
the
top
of
the
roof
on
that
saturday,
the
19th
and
then
I
at
the
monday
council
meeting.
I
mentioned
that
all
of
a
sudden
the
screws
were
put
back
in,
but
they
missed
some
and
then
I
did
request
the
maintenance
to
who
did
that,
and
the
paper
she's
passing
out
is
what
I
don't.
I
think
it
was
murky.
I
think.
C
C
You
know
what
I
mean:
it's
almost
like
somebody
back
the
screws
out
at
the
bottom
of
the
roof
and
on
top
of
the
from
the
flat
roof,
and
now
I
don't
know
who
ray
is.
Is
he
is
here?
It's
not
a
roofing
company.
He
looked
like
it
must
have
just
been
a
city
guy
because
he
cleaned
up
the
christmas
tree
stuff
correct.
This
was
just
okay.
He
put
the
screws
back
in
on
his
paperwork.
C
C
C
I
I
went
through
through
there
and
I
I
counted
the
tile.
I
know
exactly
you
know
you
can
count
the
ceiling
tail
they're,
two
foot
by
four
foot
you
go
outside
and
some
of
them
leaks
are
right
where
the
screws
were
out.
I
just
like
to
know
how
to
get
out.
He
didn't
put
new
screws
in
it
doesn't
say-
and
I
know
by
going
and
looking
at
the
screws,
the
mold
still
on
the
screws
he
put
back
in
so
he
didn't
put
bigger
screws
in
they
weren't
stripped.
C
I
mean
something
ain't
dry
of,
and
I
just
wondered.
I
wanted
the
council
members
to
see
the
pictures
and
screw
see
the
washers,
and
you
want
you,
you
shouldn't
just
put
the
screw
back
in.
He
should
have
went
at
least
put
some
silicone
on
the
threads
and
around
the
washers,
because
if
it
it's
sticking
up
an
inch
and
a
half
water's
going
to
run
right
back
in
you're,
not
sealing
it.
You
know
what
I
mean
it's
just
it.
C
J
Thank
you,
mr
president.
Of
course
we
might
be
moving
to
add
this
ordinance
on
for
the
agenda
next
week,
since
my
two
fellow
committee
members
aren't
here
to
to
push
on
it,
but
just
for
the
public's
clarification,
this
is
actually
amending
section,
1040.
J
C
J
C
J
J
Everybody
gets
confused,
they're,
calling
it
a
benefit
of
which
you're
paying
an
assessment
charge
the
same
charge.
It
would
be
for
an
assessment,
but
it's
suppose
either
you
pay
it
up
front,
but
it's
never
going
to
go
on
your
taxes.
It's
going
to
go
on
your
utility
bill,
your
water
bill,
if
you
tie
in
the
only
time,
you're
going
to
see
it
on
your
taxes,
if
you
don't
pay
that
water
bill
and
then
it
will
be
assessed
to
your
taxes
as
a
lien,
but
I
know
people's
confused
about
that.
J
The
other
thing
is,
I
want
people
to
be
aware
that
if
they
don't
tie
in
in
2022,
then
2023
is
going
to
be
at
500.
So
instead
of
11
000,
it's
gonna
be
11.5
up
until
2032,
which
at
that
point
is
going
to
be
16
000
to
tie
in,
along
with
the
other
charges
associated
with
tying
into
a
feed
or
tying
into
a
water
or
sewer.
This
just
happens
to
be
water.
J
J
You
look
at
this
and
I'm
sitting
here.
I
could
go
through
how
many
of
these
I
have
to
go
actually
in
search
of
as
opposed
to
having
it
in
the
actual
ordinance
language
just
like.
If
we're
spending
money,
I
think
that
the
money
being
spent
should
be
in
the
language
itself,
as
opposed
to
me
having
to
go
and
try
and
find
an
appendix
to
go
with
it
to
find
out
what
it
is.
I'd
like
to
see
this
be
more
specific
if
we
could
start
doing
that
from
now
on,
as
opposed
to
thinking
about
okay.
J
A
E
J
E
Yes,
she
wants
a
specific
paragraph
reference
into
the
actual
ordinance,
so
that
people
know
what
was
amended,
because
this
is
going
to
be
amended
more
than
once
going
forward
as
new
projects
come
online.
So
you
know
which
project
is
which,
by
looking
back
at
the
ordinance.
So
I
understand
what
she's
asking
for.
B
I
B
B
Charter
changes
that
were
suggested
last
year
last
summer.
If
anybody
had
anything,
so
I
guess
at
this
point
I
also
had
mentioned
that
there
was
four,
in
my
opinion,
just
my
opinion.
There
was
four
major
changes
and
then
there's
a
a
bunch
of
minor
changes.
The
main
major
changes,
in
my
opinion,
were
2.09.
B
The
mayor's
compensation,
3.08
council,
compensation,
5.02,
competitive
bidding
and
8.02
was
the
primary
election
which
we
dealt
with
already
that's
already
in
the
works.
A
couple
examples
of
the
simple
ones
were
executive
session.
It
was
just
equaling
it
to
ohio,
revised
code,
which
it
does
now
correct,
correct
yeah
to
me
that
was
kind
of
simple,
but
made
it
a
little
easier
and
then
like
one,
I
saw
was
public
notice.
We
have
to
put
our
agendas
in
the
library
every
week
and
it
was.
E
Know
mr
towson,
the
other
issue
with
that
one.
Just
when
the
charter
review
commission
was
discussing
it,
one
of
the
recommendations
was
made
because
you
know
during
during
pandemic
the
library
closed
right.
So
then
we
couldn't
physically
get
in
the
building
so
that
we
have.
You
know
it
creates
issues.
So
there's
a
health
emergency,
so
you
assume
that
it
all
works
out,
but
it
just
wasn't
a
good
way
to
publish
information.
B
So
I
guess
the
question
is
at
this
point
and
we
have
time
to
still
look
over
this.
Is
there
any
one
of
these
that
anybody
felt
important
to
move
forward
tonight.
J
I
don't,
mr
president,
I
don't
have
anything
that
I
think
we
have
to
move
forward
for
tonight,
but
looking
at
3.20
televised
meetings,
there
was
some
some
minor
changes.
I
don't
have
a
problem
with,
but
I
was
it's
also
states
in
3.02.
Such
televised
broadcast
shall
further
be
offered
twice
weekly
during
repeat
airings,
for
the
public
exist
accessibility.
J
J
E
J
I
3.20
bottom
of
page
11.,
yeah.
E
Yeah,
so
I
think
those
changes
we,
you
know,
I
have
the
authority
to
make
what
they
call
scrivener
changes,
and
I
think
that
would
be
one
because
the
provisions
in
place
saying
you
have
up
to
60
days
to
begin
streaming
or
televising
your
meetings
right.
I
think
that
can
be
changed
without
a
vote.
It
was
the
other
change.
You're
saying
change.
The
title
of
it
is
that
the
other
thing.
J
E
Yeah,
so
that
one
would
probably
be
a
voter,
I
mean,
if
you're
going
to
say,
ongoing
access.
I
think
that's
something
we're
doing
anyways
but
that'd
probably
be
a
voter
change.
That
probably
wouldn't
be
something
I'd
be
comfortable,
just
changing
on
my
own.
So
if
you
want
to
make
that
type
of
change,
there's.
J
B
J
B
B
Okay,
so
we'll
we'll
look
at
this
again
at
the
next
work
session.
I'll
have
to
look
at
the
calendar,
but
I
do
want
to
move
on
these
so
that
we
don't
end
up
having
to
skip
readings
before
august.
I
know
we
have
plenty
of
time,
but
just
keep
an
eye
on
the
calendar
on
that.
I
The
reason
for
the
increase
was
that,
because
of
timing,
was
that,
because
of
the
expense
of
posting
it
waiting
for
things
to
come
back,
raising
from
10
to
20..
That
is
at
the
bottom
of
page.
E
Yeah,
I
think
it
was
the
number
of
contracts
that,
because
this
really
had
to
do
with
the
threshold
for
council
approval
right
and
I
think
the
number
of
contracts
that
were
over,
that
10
000
right.
We're
going
to
border
control
for
5
000.
The
number
of
contracts
that
were
in
that
10,
the
12
000
range,
which
seemed
to
have
a
lot
of
them
in
the
past
couple
years.
So
the
thought
was
to
increase
the
20.
So
not
all
those
have
to
go
to
council,
because
it's
a
pretty
minor
expenditure
within
the
city's
budget
of.
G
G
E
That
that
was
that
was
the
thinking,
but
again
that's
council's
discretion,
whether
or
not
to
put
something
like
that
forward.
Okay,
all
right.
J
J
J
and
they've
been
trying
to
raise
this.
For
years
years
it
used
to
be
5
000
that
it
had
to
come
to
council,
and
that
was
way
back
when
my
first
charter
plate
amendment
review
I
ever
went
to,
and
I
could
let
it
go
up
to
10.
I
didn't
fight
for
the
10,
but
up
since
the
10,
I
fought
every
step
of
the
way
and
will
continue
to
do
so
that
we
don't
even
need
to
think
about
that
one
far
as
I'm
concerned.
F
J
B
B
Did
you
want
to
hit
that
mrs
kennedy?
Do
you
want
to
speak
on
that
or
I.
B
A
B
I
B
Now
we
are
being
asked
to
acknowledge
the
plan
and
vote
for
it
as
council
of
host
voice
vote.
I
feel
because
this
is
mr
bates
committee.
I
think
he
has
some
questions
and
I
would
like
all
of
council
to
participate
on
that
vote,
so
I
think
we'll
forego
a
vote
tonight
and
maybe
we'll
look
at
it
again.
On
monday.
B
B
What
ms
whitby
suggested
tonight,
mr
markey,
can
you
kind
of
put
together
a
little
bit
what
she
asked
for.
E
Yeah,
I
think
the
so
I
think
3.20
I'm
not
going
to
touch,
but
I
think
we
can
or
if
I
do
I'll
I'll,
think
about
whether
we
have
committee
meetings
to
3.20
or
that
goes
into
the
committee
section
of
the
charter.
That
they'll
also
be
televised
and
aired.
But
I
understand
what
you're
looking
for
continuous
availability
and
then
adding
committees
to
the
mix.
Okay,.
J
Thank
you.
I'd
asked
some
questions.
Last
week
I've
been
asking
a
question
about
the
greenwich
road
sewer
line
bid
and
I
haven't
really
gotten
any
responses
to
those
yet,
but
also
when
did
we
put
in
that
sewer
line
the
original
sewer
line?
I
know
mr
fowler
in
here
about
to
answer
anything,
but
I'd
like
to
know
that
too,
before
this
actually.
J
I
A
J
B
Any
other
topics
for
next
work
session.
