Before
we
go
into
communications
from
the
public
tonight,
we
mourn
the
passing
of
robert
copen,
who
passed
away
on
june.
15Th
he's
a
former
firefighter
in
the
city
of
norton.
He
was
also
a
military
veteran
and
he
was
also
a
firefighter
in
the
city
of
copley,
from
my
understanding,
our
deepest
condolences
to
his
family,
and
I
just
want
to
open
the
floor
up
to
anybody
else
who
had
something
anything
to
say.
F
F
H
Mr
president,
I'd
like
to
express
my
condolences
to
the
family
as
well.
Bob
was
always
a
huge
supporter
of
the
city
of
norton
and
the
thing
I
really
admired
about
him.
The
most
was
he
was
a
straight
shooter
he'd
tell
you
the
way
it
was
if
he
didn't
like
something
or
if
he
disagreed,
he
was
gonna,
let
you
know,
but
that's
as
far
as
it
went
same
with.
If,
if
he
agreed
with
you
on
things
I
mean
he
was
just
a
very
straight
shooter.
H
You
could
always
count
on
him
to
support
the
fire
department
here
in
the
city
and
just
a
really
a
good
guy
he's
going
to
be
missed.
D
B
Thank
you,
mr
president.
This
ems
billing
services
is
coming
before
us
again
tonight.
This
would
be
a
change
from
our
current
provider.
B
I
know
we
talked
about
it
here
a
couple
weeks
ago
and
I
know
pam
you'd
reached
out
to
me
and
I
I
did
come
across
another
question
I
had
for
you
tonight.
I
couldn't
know
if
we'd
answered
it
do
we
know
the
length
of
the
contract.
Five.
J
B
F
I
do
thank
you,
we're
not
having
we're
not
having
a
presentation.
F
F
Yeah,
I
realized
we're
on
a
month
to
month
and
then
way.
I
understand
it
also
they're
actually
only
beating
the
price
of
life
force
half
by
percent,
because
life
forces
said
they'd
come
down
to
6.5,
so
there's
a
little
difference.
I
I
just
don't
understand
why
we're
wanting
to.
I
know
that
the
windfall
which
that's
a
group,
that
I
guess
we
hired
to
give
us
advice
as
to
how
we
could
increase
our
revenue
when
we
say
revenue
are
we
just
saying
covering
costs
or
we
say
and
actually
making
money.
F
Well,
I
know
that
they're
we're
talking
we're
talking
even
raising
the
prices
on
stuff,
which
I
understand
that
our
residents
wouldn't
have
to
pay
the
difference.
They
don't
they're.
Staying
the
same,
you
don't
if
you're
not
covered
on
medicare
medicaid,
then
there
would
be
no
charge
for
our
residents.
It
would
be
for
outside
people
that
had
to
use
the
services,
but
I
was
just
kind
of
confused
about
when
it
says
revenue
that
generally
demand
means
making
money
not
so
much
it's
just
bringing
in
the
money
to
cover
the
cost.
K
K
What
what
are
your
we
are
we'll
I
figured
it
will
be
over
2
000
runs
this
year.
K
F
Okay,
correct,
then,
I
also
read
in
here
that
said:
we
were
going
to
make
monthly
installments
to
them
on
the
money.
If
they're
collecting
it,
why
would
we
be
paying
them
when
they
collect
it
and
give
it
to
us.
K
No,
no
we've
been
working
on
this
for
about
a
year
and
a
half
we've
talked
to
multiple
companies.
We
narrowed
it
down
to
two
and
that
actually
turned
out
to
be
the
best
deal.
H
K
F
I
I
do
believe
there
could
be
a
charge,
isn't
there
if
we
were
to
quit
them
early,
isn't
there
some
kind
of.
I
could
be
wrong
on
that,
but
see
since
I
didn't
write
it
down
here,
but
it
seemed
like
it
was
some
kind
of
a
charge
if
we
did
not
want
to
stay
with
them
for
the
five
years.
H
K
A
I
have
a
question
too:
did
they
when
they
were
doing
the
presentation
to
you
guys
did
they
say
you
know
the
percentage
that
they
they
gather
on
average
is
x?
Did
they
give
you
a
number?
Do
they
collect
50
60
percent?
Do
they
have
a
higher
average
than
40
percent.
K
A
B
K
I
I
did,
I
talked
to
chief
swiger
and
he
seems
to
be
very
happy
with
them.
K
J
K
L
D
D
I
M
Thank
you,
mr
president.
This
is
an
ordinance
we
had
passed
an
ordinance
last.
I
think
it's
october
to
purchase
a
vehicle
for
the
fire
department.
Since
that
time,
I
think
the
cost
of
the
vehicle
has
gone
up.
I
figured
it
was
7.55
755.
K
M
This
last
year
to
to
buy
this
vehicle
chiefs
here,
if
anyone
has
any
questions
regarding
this
one.
K
Yeah,
it's
actually
sitting
out
in
the
parking
lot.
Okay,.
D
K
Have
it
that's
good?
The
reason
why
is
because
of
all
the
backlog
of
vehicles,
there's
no
chips,
and
all
of
that
chrysler
has
taken
away
some
of
the
incentives
that
they
were
giving
to
us.
K
I
believe
the
initial
amount
was
in
excess
of
excess
of
fifteen
hundred
dollars,
had
several
phone
conversations
with
them,
explaining
to
them
that
that
just
wasn't
gonna
fly
and
they
needed
to
make
something
different
happen.
K
K
K
Do
away
with
that
and
ford
has
done
the
same
thing,
because
our
all
of
our
ambulance,
cabs
and
chassis
are
fords
and
they
have
also
pretty
much
wiped
out
the
any
incentives
for
the
purchase
of
those.
D
D
D
K
K
The
new
one
is
actually
has
it
is
the
police
pursuit
package
just
like
the
one
we
bought
a
couple
years
ago,
so
it
is
built
for
what
we
use
it
for
it
will
it
will
hold
up
longer.
The
suspension
won't
start
getting
all
wobbly
and.
K
K
Maybe
thousand
dollars
with
lighting
and
install,
and
we
we
have
the
major
light
components:
it's
the
small
lights
that
go
in
the
front
grill
and
in
the
back
tail
lights,
and
we
have
when
you
open,
the
hatch
on
those
mine
has
two
flashing
red
lights
in
either
corner.
So
when
the
hatch
is
up,
people
can
see
it
so
we're
talking
little
bitty
led
lights.
Yeah
we
have
the
big
bar
and
everything
for
it
already.
C
K
H
B
How
long,
how
long
is
this
quote
good
for
before
we
have
to
worry
about
it,
maybe
going
up
or.
E
D
And
just
a
reminder
that
we
had
the
agreement
last
october
or
november,
so
it's
been
a
long
time
coming.
We
really
do
need
the
vehicle.
M
K
K
K
K
Am
I
could
I
mention
one
more
thing,
while
I'm
standing
here,
I
just
want
everybody
out
there
to
know
who,
where
we've
ran
a
new
water
line
down
johnson
road
hometown
road,
whatever
road,
if
it
is
by
your
house
or
close
to
your
house,
contact
your
insurance
agent.
Let
them
know
that
if
you
were
within
a
thousand
feet
of
a
fire
hydrant,
let
them
know
that
if
you're
unsure,
whether
it's
a
thousand
feet
call
the
station
we'll
come
out
with
a
measuring
wheel
and
we
will
measure
it
for
you.
K
E
D
And
some
email
correspondence
a
month
and
a
half
ago,
or
so
you
said
you
had
you
wanted
to
make
the
public
well
aware
of
the
fireworks.
Yes.
K
K
Yes,
the
cha
state
changed
the
rules
on
fireworks
starting
july
1st.
K
You
will
be
able
to
purchase
and
set
off
fireworks
in
the
state
of
ohio
they're,
not
like
the
big
commercial
bombs,
they're
more
like
the
cakes.
K
So
I
believe
you
guys
are
looking
at
an
ordinance
to
cut
that
off
at
midnight,
we've
passed
that
that
did
pass
okay,
so
just
so,
everyone
is
aware,
when
fourth
of
july
rolls
around
this
year,
when
you
call
our
dispatch
center
they're
not
going
to
be
able
to
help
you.
K
K
H
E
D
All
right
letter
c
video
recordings
of
all
boards
and
commissions
meetings.
Mr
lukens
thank.
C
D
G
Yes,
sir,
and
I
apologize
we're
going
through
the
draft
ordinance
right
now,
we
will
have
it
we're
circulating
it
now.
We
will
have
the
draft
ordinance
for
committee
of
the
whole
at
the
next
meeting.
G
We
did
not
have
it
done
before
your
meeting
here,
but
we
are
circulating
a
draft
and
try,
I
told
justin
our
our
goal
administratively
is
to
get
him
anything
edit
wise
by
the
end
of
this
week,
so
that
we
can
at
least
get
it
to
you
all
early
next
week.
D
I
think
mr
markey
has
taken
it
that
council
is
leaning
toward
an
ordinance
at
this
point.
That's
where
I'm
leaving.
C
H
It
would
be
one
the
other,
only
reason
that
I
was
opposed
to
actually
making
it
a
charter.
Amendment
is
if,
for
any
reason,
if
there's
a
technical
issue,
you
can't
have
the
meeting
correct
and
some
of
the
times
there's
certain
things
that
are
time
sensitive,
and
you
know
we
have
no
issue
televising
these
putting
them
out
there
on
the
internet
whatever,
but
we
shouldn't
handcuff
ourselves
by
making
it
absolutely
mandatory,
where
there's
a
something
beyond
our
control,
that
we
can't
have
the
meeting.
C
C
Ability
to
I
know
they
are,
but
if
we
had
a
technical
issue
say
for
whatever
reason
the
internet's
down,
if
we
still
are
able
to
record,
you
don't
need
the
internet
to
record
a
meeting.
You
record
the
meeting.
You
still
have
the
meeting
this
way,
we're
not
getting
held
up
by
technology
or
lack
thereof
and
still
can
accomplish
what
our
you
know.
Our
meeting
and
just
do
a
live
feed
the
next
day
or
as
soon
as
we
get
the
internet
back
correct.
C
C
C
E
D
C
M
C
N
F
But
as
far
as
saying
that,
well,
if
they're
on
a
time
thing-
and
they
won't
be
able
to
have
a
meeting
so
then
they
would
lose
out
on
the
time
element
and
that
they
had
passed,
something
that
happens
anyway.
I
just
sat
and
watched
one
about
a
month
and
a
half
two
months
ago
and
the
quorum
didn't
show
up
and
the
one
was
for
the
garage
and
the
other
one
was
for
the
kda.
F
The
one
for
the
garage
was
up
the
next
day.
They
both
got
passed
by
default
because
there
was
no
effort
made
to
schedule
another
one
hearing
for
the
kda
which
still
had
a
week
to
go
for
10
days.
Something
like
that.
But
there
was
no
effort
to
even
schedule
it,
so
he
got
it
by
default.
So
to
me,
it's
kind
of
a
slap
in
the
face
to
say
that,
because
the
recording
doesn't
work,
then
they
have
to
cancel
when
that's
not
the
only
thing
that
comes
into
play
and
ordinances
can
be
changed
really
easily.
F
All
we
have
to
do
is
vote
and
say
we're
getting
rid
of
it.
Charter
amendment,
that's
a
vote
by
the
people
and
then
that
way
they
can't
be
edited.
How
are
you
going
to
enforce?
How
are
you
going
to
enforce
the
an
ordinance
saying
that
they
can't
be
edited
well.
M
H
Our
deadline
or
timeline
on
if
something
we're
going
to
go
to.
D
G
H
H
H
And
how
big
is
our
server
any
idea,
how
many,
how
much
memory.
F
Well,
I
think
that
was
addressed
by
mr
patrick
they've
got
hard
drives
out
there
that
are
plenty
big
enough
to
build
and
hold.
Oh.
D
H
Thank
you,
mr
president.
I
see
miss
neva
gibson
out
here.
This
is
basically
the
proposal
from
the
parks
and
cemetery
board.
H
They
are
proposing
a
couple
different
items
here,
directing
like
a
cemetery
board
with
names
and
dates
and
stuff
engraved
on
them
for
the
individuals
within
rather
than
replacing
headstones.
I
think
you're
exactly
right
on.
H
If
we
started
trying
to
fix
the
headstones,
it
would
be
an
endless
battle,
so
I
I
would
agree
with
that,
but
if
we
did
something
in
granite
or
something
along
that
lines,
that's
going
to
withstand
the
elements
better
where
just
had
people's
names
and
dates
of
their
death,
and
things
like
that,
then
obviously
that's
going
to
withstand
over
time
far
better
than
if
we
try
to
repair
headstones.
So
I
will
open
it
up
to
the
floor
for
anybody
that
wants
to
add
anything
to
this.
D
Both
of
our
cemeteries-
I
believe
I
know
western
star-
I'm
not
100
sure
here
in
town,
but
are
still,
I
don't
know
the
right
terminology,
they're
active
they're,
still
accepting
new
things,
and
so,
if,
if
this
would
be
done,
I
just
want
to
make
sure
that
we
would
provide
room
that
new
names
could
be
added.
Yes,.
N
Neva
gibson
3301
higgins,
drive
norton
ohio.
One
thing
I
can
tell
you
is:
they
are
not
accepting
any
applications
for
the
norton
center
cemetery,
which
is
the
one
behind
acme
that
actually
has
people
buried
in
it
with
no
gravestones.
At
this
point
I
talked
with
one
of
our
former
park
and
cemetery
board
members
lisa
merrick,
and
she
has
names
of
people
that
there
are
no
headstones
but
has
been
provided
that
they
are
buried
in
that
cemetery.
So
at
that
point
they
stopped
accepting
any
more
burials
there.
N
Western
star,
on
the
other
hand,
does
accept
burials
so,
but
I
think
the
most
critical
one
that
we
need
to
focus
on
at
this
point
is
the
norton
center,
which
is
by
acme.
I
think,
since
the
fence
came
down-
and
it's
more-
you
know
it's
it.
People
can
observe
it
more
and
see
it
more.
I
think
it's
it's
really
important
and
that
we
get
something
done
there
in
a
timely
manner.
N
Know
it's
a
funny
question.
I
was
just
talking
about
that.
I
have
records
of
the
ones
that
I
think
are
buried
there.
I
was
talking
to
lisa
merrick
recently
and
our
estimate
is
at
least
200
people
wow.
C
N
N
There's
an
area
just
for
the
black
plague
people,
so
it's
been
around
a
while
wow.
M
Is
is
the,
has
anyone
looked
at
any
any
costs,
or
are
you
waiting
to
hear
from
us
to
look
at
cause.
N
E
N
E
N
There
it's
the
same-
I
I
don't
know
the
material
right
offhand,
but
I
can
check
on
that,
but
they
come
in
pretty
handy
so,
but
and
it's
something
that
I
have
looked
into
because
of
the
service
department
mowing.
E
N
B
N
That's
what's
going
to
cost
the
most
and
the
engravement
so,
but
I
don't
think
it
would
cost
over
that,
and
I
think
that
some
of
the
companies
and,
like
I
said
in
my
letter
to
you
guys,
I
think
I
I
think
we
can
get
some
donations
if
we,
if
we
work
hard
at
it
from.
H
H
My
where
I
work
oh.
H
N
Know
I
drive
by
it
every
day,
pretty
tight
get
back
with
me,
but
I
can
check
on
that.
I
I
think
the
monument
companies
are
very
generous.
They
really
are.
I
think
we
can
work
with
them,
and
one
in
dayton
I
know
specifically,
is
that
he
would
definitely
work
with
the
city,
but
I
would
rather
stay
kind
of
local
if
we
could
so
because
I
believe
in
supporting
local
businesses
so,
but
I'm
pretty
sure
they
would
work
with
us
just
like
some
memorial,
they
they
were
very
generous.
The
last
time
they
worked
with
us.
C
N
N
L
Grave
graveyard
in
akron
ellen
area
called
the
memory
lane
cemetery
I'm.
L
And
when
they
were
it's
an
old
potter
field,
what
it
is
summit
county.
You
know
I
used
to
bury
him
there
well
when
they
were
building
the
new
acme
store
over
there
in
the
ellen
area
years
ago.
They
hit
graves.
So
what
they
did
is
they
they
put
a
big.
L
I
gotta
give
you
a
picture,
a
monument
with
all
the
names
on
it
and
they
removed
what
headstones
there
were
there,
so
they
were
all
like
from
the
1920s
to
1930s
so
and
of
course,
in
the
source
summit
county,
this
old
summit
county
home,
they
removed
every
one
of
their
at
the
cemetery.
Still
there
they
got
a
big
monument
out
front,
985
people
buried
there.
M
H
So,
rather
than
doing
four
by
six
plates,
did
you
guys
look
at,
and
I
I
don't
know
the
layout
like
a2
so
row,
a
the
second
plot
over
beside
the
person's
name
engraved?
Yes,.
M
M
Because
this
is
a
city-owned
cemetery,
though,
could
we
and
maybe
we
need
to
ask
justin
this
and
he
can
you
could
let
him
know,
and
he
can
answer
this
question,
what
we
can,
what
we
can
spend
city
money
on?
Can
we
can
we
spend,
I
I
would
think
we
can
on
a
fence.
I
would
think
we
can
on
the
big
monument.
M
M
N
From
what
I
was
told,
ohio
was
one
of
the
worst.
It
doesn't
really
have
any
ordinances
or
anything,
because
I've
talked
to
people
that
are
monument
companies
and
they've,
told
me
that
ohio
has
some.
They
don't
really
have
any
laws
or
ordinances
to
take
care
of
city-owned
cemeteries,
it's
up
to
the
families.
Unfortunately,
a
lot
of
those
families
are
probably.
N
L
I
L
N
N
N
A
B
N
I
wanted
to
appreciate
that
I
wanted
to
tell
you
thank
you
so,
but
if
you
want
to
do
that,
that
would
be
great.
She.
N
D
B
J
B
L
H
I
would
ask
that
we
move
this
over
to
council's
next
committee
work
session,
not
the
regular
meeting
but
the
committee,
and
so
that
be
two
weeks
well
holidays.
Coming
up
so
somewhere
right.
There
no.
B
F
F
D
F
Nobody
else:
okay,
there's
a
property
down
on
33,
78
eastern
road
and
they've
been
told
that
their
water
problem
from
the
ditch
here
is
going
to
be
taken.
Care
of
we've
been
hearing
this,
for,
I
think
they
came
here
before,
but
I
know
since
the
beginning
of
the
year,
almost
they
kind
of
put
themselves
on
hold
when
we
were
dealing
with
with
mr
ramirez's
problem,
because
they
felt
that
he
had
the
bigger
need
for
it
and
they've
waited
patiently
and
they
keep
getting
told
it's
going
to
get
something
done.
F
F
And
it
nothing's
been
done
yet
no
explanation
as
to
why
I
don't
believe
these
people
had
the
people
that's
been
taken
care
of
on
hometown
and
every
where
we've
worked
on
the
ditches.
I
don't
believe
anybody
down
there
had
a
flooding
issue
and
there's
also
road
damages
being
created
at
this
particular
area,
where
the
it's
eating
away,
the
road
as
well,
and
we've
done
easton
road-
oh
at
least
twice.
F
I
think-
maybe
other
council
members
can
help
me,
but
I
know
at
least
twice:
we've
worked
on
that
road,
we're
going
to
end
up
working
on
it
again,
but
in
the
meantime
they're
getting
a
lot
of
flooding
in
their
yard.
Like
I
said,
they've
been
very
patient
and
waited
and
still
nobody's
been
out
there
and
they've
been
told
they're
going
to
start
it.
I
believe
there
needs
to
be
even
a
cat
kit,
a
catch
base
in
there
there's
just
no
place
for
the
water.
F
H
A
Now
miss
whitkey.
I
know
that
mrs
baker
and
mr
baker-
and
I
have
been
talking
about
getting
this
done.
It
did
get
delayed
a
little
bit
because
of
that
hametown
road
thing.
All
six
of
the
the
city
crew
was
working
on
that,
so
it
did
get
delayed,
but
miss
baker,
and
I
have
been
communicating
about
getting
this
done
and
the
city's
ready
to
get
it
done,
get
their
problem
solved.
It
just
didn't
happen
exactly
when
the
city
said
it
was
going
to
happen,
but
I
guarantee
you.
F
Well,
anyway,
I'd
like
to
see
that,
happily,
I
said
I
don't
think
there
was
a
real
issue
down
on
hometown
other
than
somebody
was
didn't
like
the
deepness
of
the
ditches
down
there.
While
they
have
an
issue
and
can
have
problems
done,
you
know,
damages
their
house
and
they
can't
do
what
they
want
with
their
yard
at
the
time
being.
So
as
soon
as
we
can
get
to
that
better,
it
would
be
now
there's
been
a
lot
of
it
was
said,
there's
been
a
lot
of
things
coming
forward.
F
F
G
F
And
then
I've
asked
before
I'm
going
to
ask
again
uh-huh
we
haven't
had
a
border
control
meeting
since
may
11th
and
before
that
it
was
march
28th.
I'd
like
to
know
why?
Because
we
keep
having
monetary
items
come
before
us
and
we're
even
passing
them,
but
they
haven't
been
to
the
border
control
they're
supposed
to
go
to
border
control,
and
then
they
come
to
council.
F
But
yet
we've
been
sitting
here,
taking
them
and
approving
monies
to
be
spent,
and
it
just
hasn't
happened.
F
And
we
got
an
answer
today.
This
is
for
mr
arvay
out
there.
We
got
an
answer
on
a
driftwood
cherry
wood
road
bid.
Today,
an
email
and
apparently
the
bid
that
came
in
was
17
over
the
engineering
estimate,
so
we're
still
waiting
there.
The
administration
and
engineer
is
going
to
try
and
work
with
opwc
to
see
if
the
ohio
public
works
commission
to
see
if
something
can't
be
done
to
get
started
on
that
earlier,
and
mr
fowler
stated
that
he'll
give
us
an
update
once
a
decision
has
been
on
the
modification
of
scope.
F
F
F
And
then
I
think
I
brought
up
before
I
know
I
did
about
our
civil
service
commission
there's
an
empty
seat.
There
has
any
movement
been
made,
put
a
put
a
member
in
that
place
or
get
a
member
on
there
they're
having
a
hard
time
coping
with
only
two
members.
They
don't
have
a
lot
to
play
with.
If
somebody
doesn't
show
up,
then
they're
not
having
their
meeting
or
if
you
know,
two
people
have
different
views
on
things.
F
I'll
send
you
all
a
list
of
this
so
it'll
help
you
better
as
well,
then
I
was
asked
about
the
water
line
going
down
akron
wadsworth
road.
Are
we
still
looking
at
put
going
down
to
the
odot
property?
Last
time
I
asked,
I
hadn't
had
any
response
on
that,
even
though
we're
working
on
water
lines
everywhere
else
and
I'm
still
asking
about
the
looking
at
the
odot
property
for
a
norton
impound
lot
still
haven't
received
no
response
on
that
and
I'd
like
to
know
where
we
at
at
the
full-time,
part-time
police
and
part-time
fire
contracts.
F
Mrs
keener
had
stated
that
they
were
going
into
fact-finding.
Have
we
made
any
progress
on
that.
F
F
What
about
the
assessment
and
tie-in
fees
from
brookside?
They
keep
selling
houses,
but
I
haven't
heard
anything
about
having
any
type
of
monetary
things
tied
to
that
yet
and
then
justin
isn't
here
and
I
started
re-addressing.
My
turk
questions
to
him,
since
mr
fowler
is
no
longer
on
the
board.
As
I
understand
it,
so
I'll
wait
for
him
to
come
back
on
that.
D
Okay,
anybody
else
topics
for
next
work
session.
A
Yes,
mr
president,
I've
had
a
couple
residents
come
to
me
and
ask
if
the
city
of
norton
would
consider
putting
a
splash
pad
in
in
the
local
parks.
Barberton
has
some
it's
quite
an
attraction
for
the
kids
over
the
summer
time
to
keep
them
out
of
trouble.
So
that's
something
I
kind
of
like
to
dig
into
you
know,
get
the
kids
away
from
their
video
games,
get
them
outside
and
join
enjoying
the
the
parks
that
we
have
here
in
norton
just
to
see.
If
that's
something
that
we
could
take
a
look
at.
A
D
A
C
Chelsea,
I
did
have
it's
not
exactly
a
topic
for
the
next
work
session,
but
do
we
have
a
grand
opening
date
for
the
chipotle?
Yet
do
we
know
when
that
is
kind
of
a
tentative
time.
