mourn
the
passing
of
robert
copen,
who
passed
away
on
june.

he's
a
former
firefighter
in
the
city
of
norton.
He
was
also
a
military
veteran
and
he
was
also
a
firefighter
in
the
city
of
copley,
from
my
understanding,
our
deepest
condolences
to
his
family,
and
I
just
want
to
open
the
floor
up
to
anybody
else
who
had
something
anything
to
say.

I'd

to
express

condolences
to
the
family
as

Bob
was
always
a
huge
supporter
of
the
city
of
norton
and
the
thing
I
really
admired
about
him.
The
most
was
he
was
a
straight
shooter
he'd
tell
you
the
way
it
was
if
he
didn't
like
something
or
if
he
disagreed,
he
was
gonna,
let
you
know,
but
that's
as
far
as
it
went
same
with.
If,
if
he
agreed
with
you
on
things
I
mean
he
was
just
a
very
straight
shooter.

Yeah,
I
realized
we're
on
a
month
to
month
and
then
way.
I
understand
it
also
they're
actually
only
beating
the
price
of
life
force
half
by
percent,
because
life
forces
said
they'd
come
down
to
6.5,
so
there's

little
difference.

I
just
don't
understand
why
we're
wanting
to.
I
know
that
the
windfall
which
that's
a
group,
that
I
guess
we
hired
to
give
us
advice
as
to
how
we
could
increase
our
revenue
when
we
say
revenue
are
we
just
saying
covering
costs
or
we
say
and
actually
making
money.

that
they're

talking

even
raising
the
prices
on
stuff,
which
I
understand
that
our
residents
wouldn't
have
to
pay
the
difference.
They
don't
they're.
Staying
the
same,
you
don't
if
you're

covered

medicare
medicaid,
then
there
would
be
no
charge
for
our
residents.
It
would
be
for
outside
people
that
had
to
use
the
services,
but
I
was
just
kind
of
confused
about
when
it
says
revenue
that
generally
demand
means
making
money
not
so
much
it's
just
bringing
in
the
money
to
cover
the
cost.

Maybe

we

major

tail

I

mention
one
more
thing,
while
I'm
standing
here,
I
just
want
everybody
out
there
to
know
who,
where
we've
ran
a
new
water
line
down
johnson
road
hometown
road,
whatever
road,
if
it
is
by
your
house
or
close
to
your
house,
contact
your
insurance
agent.
Let
them
know
that
if
you
were
within
a
thousand
feet
of
a
fire
hydrant,
let
them
know
that
if
you're
unsure,
whether
it's
a
thousand
feet
call
the
station
we'll
come
out
with
a
measuring
wheel
and
we
will
measure
it
for
you.

It
would
be
one
the
other,
only
reason
that
I
was
opposed
to
actually
making
it
a
charter.
Amendment
is
if,
for
any
reason,
if
there's
a
technical
issue,

can't

meeting
correct
and
some
of
the
times
there's
certain
things
that
are
time
sensitive,
and
you
know
we
have
no
issue
televising
these
putting
them
out
there
on
the
internet
whatever,
but
we
shouldn't
handcuff
ourselves
by
making
it
absolutely
mandatory,
where
there's
a
something
beyond
our
control,
that
we
can't
have
the
meeting.

know
they
are,

if
we
had

technical
issue
say
for
whatever
reason
the
internet's
down,
if
we
still
are
able
to

you
don't
need
the
internet

a
meeting.

But
as
far
as
saying
that,
well,
if
they're
on
a
time
thing-
and
they
won't
be
able
to
have
a
meeting
so
then
they
would
lose
out
on
the
time
element
and
that
they
had
passed,
something
that
happens
anyway.

just
sat
and
watched
one
about
a
month
and
a
half
two
months
ago
and
the
quorum
didn't
show
up
and
the
one
was
for
the
garage
and
the
other
one
was
for
the
kda.

The
one
for
the
garage
was
up
the
next
day.
They
both
got
passed
by
default
because
there
was
no
effort
made
to
schedule
another
one
hearing
for
the
kda
which
still
had
a
week
to
go
for
10
days.
Something
like
that.
But
there
was
no
effort
to
even
schedule
it,
so
he
got
it
by
default.
So
to
me,
it's
kind
of
a
slap
in
the
face
to
say
that,
because
the
recording
doesn't
work,
then
they
have
to
cancel
when
that's
not
the
only
thing
that
comes
into
play
and
ordinances
can
be
changed
really
easily.

If
we
started
trying
to
fix
the
headstones,
it
would
be
an
endless
battle,
so
I
I
would
agree
with
that,
but
if
we
did
something
in
granite
or
something
along
that
lines,
that's
going
to
withstand

elements
better
where
just
had
people's
names
and
dates
of
their
death,
and
things
like
that,
then
obviously
that's
going
to
withstand
over
time
far
better
than
if
we
try
to
repair
headstones.
So
I
will
open
it
up
to
the
floor

anybody
that
wants

add
anything
to
this.

our
cemeteries-
I
believe
I
know
western
star-
I'm
not
100
sure
here
in
town,
but
are
still,
I
don't
know
the
right
terminology,
they're
active
they're,
still
accepting
new
things,
and
so,
if,
if
this
would
be
done,

just
want
to
make
sure
that
we
would
provide
room
that
new
names
could
be
added.

One
thing
I
can
tell
you
is:
they
are
not
accepting
any
applications
for
the
norton
center
cemetery,
which
is
the
one
behind
acme
that
actually
has
people
buried
in
it
with
no
gravestones.
At
this
point
I
talked
with
one
of
our
former
park
and
cemetery
board
members
lisa
merrick,
and
she
has
names
of
people
that
there
are
no
headstones
but
has
been
provided
that
they
are
buried
in
that
cemetery.
So
at
that
point
they
stopped
accepting
any
more
burials
there.

Western
star,
on
the
other
hand,
does
accept
burials
so,
but
I
think
the
most
critical
one
that
we
need
to
focus
on
at
this
point
is
the
norton
center,
which
is
by
acme.
I
think,
since
the
fence
came
down-
and
it's
more-
you
know
it's
it.
People
can
observe
it
more
and
see
it
more.
I
think
it's
it's
really
important
and
that
we
get
something
done
there
in
a
timely
manner.

monument
companies
are
very
generous.
They
really
are.

one

dayton

he
would
definitely
work

the
city,
but

would
rather
stay
kind

local

could
so
because
I
believe
in
supporting
local
businesses
so,
but
I'm
pretty
sure
they
would
work
with
us
just
like
some
memorial,
they
they
were
very
generous.

last
time
they
worked
with
us.

monument
with
all
the
names
on
it

they
removed
what
headstones
there
were
there,
so
they
were
all
like
from
the
1920s
to
1930s
so
and
of
course,
in
the
source
summit
county,

old
summit
county
home,
they
removed
every
one
of
their
at
the
cemetery.

there
they
got
a
big
monument
out
front,
985
people
buried
there.

city-owned

care
of
city-owned
cemeteries,

the

families

a
property
down
on

road
and
they've
been
told
that
their
water
problem
from
the
ditch
here

we've

hearing
this,

they
came
here

beginning
of
the
year,
almost
they
kind
of
put
themselves
on
hold
when
we
were
dealing
with
with
mr
ramirez's
problem,
because

felt
that
he
had
the
bigger
need
for
it
and
they've
waited
patiently
and

keep
getting
told
it's
going
to
get
something
done.

it
nothing's
been
done
yet
no
explanation
as
to
why
I
don't
believe
these
people
had
the
people
that's
been
taken
care
of
on
hometown
and
every
where
we've
worked
on
the
ditches.

believe
anybody
down
there

flooding
issue

there's
also
road
damages
being
created
at
this
particular
area,
where
the
it's
eating
away,
the
road
as
well,

we've
done
easton
road-
oh
at
least
twice.

council

help

know

twice:
we've
worked
on
that
road,
we're
going
to
end
up
working
on
it
again,
but
in
the
meantime
they're
getting
a
lot
of
flooding
in
their
yard.

they've

very
patient
and
waited
and
still
nobody's
been
out
there
and
they've
been
told
they're
going
to
start
it.

believe
there
needs
to
be
even
a
cat
kit,
a
catch
base
in
there
there's
just
no
place
for
the
water.

have
been
talking

getting
this

It
did
get
delayed
a
little
bit
because
of
that
hametown
road
thing.

six
of
the

city
crew

it

delayed,
but
miss
baker,
and
I
have
been
communicating
about
getting
this
done
and
the
city's
ready
to
get
it
done,
get
their
problem
solved.

just
didn't
happen
exactly
when
the
city
said
it
was
going
to
happen,
but
I
guarantee
you.

I'd
like
to
see
that,
happily,
I
said
I
don't
think
there
was
a
real
issue
down
on
hometown
other
than
somebody
was
didn't
like
the
deepness
of
the
ditches
down
there.
While
they
have
an
issue

have
problems
done,
you

damages
their
house
and
they
can't
do
what
they
want
with
their
yard
at
the
time
being.
So
as
soon
as
we
can
get
to
that
better,
it
would
be
now
there's
been
a
lot
of
it
was
said,
there's
been
a
lot

things
coming
forward.

I've
asked
before
I'm

again

we
haven't
had
a
border
control
meeting
since
may
11th
and
before
that
it
was
march
28th.
I'd
like
to
know
why?
Because
we
keep
having
monetary
items
come

us
and
we're
even
passing
them,
but
they
haven't
been
to
the
border
control
they're
supposed
to
go
to
border
control,
and
then
they
come
to
council.

answer

got
an
answer
on
a
driftwood
cherry
wood
road
bid.
Today,
an
email
and
apparently
the
bid
that
came
in
was
17
over
the
engineering
estimate,

we're

waiting
there.
The
administration
and
engineer
is
going
to
try
and
work
with
opwc
to
see
if
the
ohio
public
works
commission
to
see
if
something
can't
be
done
to
get
started
on
that
earlier,
and
mr
fowler
stated
that
he'll
give
us
an
update
once
a
decision
has
been
on
the
modification
of
scope.

I
think
I
brought
up
before
I
know
I
did
about
our
civil
service
commission
there's
an
empty
seat.
There
has
any
movement
been
made,
put
a
put

member
in
that
place
or
get
a
member
on
there
they're
having
a
hard
time
coping
with
only
two
members.
They
don't
have
a
lot
to
play
with.
If
somebody
doesn't
show
up,
then
they're
not
having
their
meeting
or
if
you
know,
two
people
have
different
views
on
things.

asking
about
the

norton
impound
lot
still
haven't
received
no
response
on
that

I'd
like
to
know
where
we

at

full-time,
part-time
police
and
part-time
fire
contracts.

assessment
and
tie-in
fees
from
brookside?
They
keep
selling
houses,
but
I
haven't
heard
anything
about
having
any
type
of
monetary
things
tied
to
that
yet
and
then
justin
isn't
here
and
I
started
re-addressing.

him,
since
mr
fowler
is
no
longer
on
the
board.
As
I
understand
it,
so
I'll
wait
for
him
to
come
back
on
that.

I've
had
a
couple
residents
come
to
me
and
ask
if
the
city
of
norton
would
consider
putting
a
splash
pad
in
in
the
local
parks.
Barberton
has
some
it's
quite
an
attraction
for
the
kids
over
the
summer
time
to
keep
them
out
of
trouble.
So
that's
something
I
kind
of
like
to
dig
into
you
know,
get
the
kids
away
from
their
video
games,
get
them
outside
and
join
enjoying
the
the
parks
that
we
have
here
in
norton
just
to
see.
