Description
09-06-2022 Committee Work Session
A
It's
joe
joining
us.
B
E

G
G
G
Norton
is
a
small
city
with
limited
resources,
yet
our
administration
can
justify
the
delay
in
repairing
a
road
for
years,
while
it
debates
jurisdictional
liability
with
with
its
neighbor,
despite
the
detrimental
effect.
This
causes
norton
residents
every
day.
How,
then,
does
it
justify
railroading
through
this
costly
project?
G
Norton,
meaning
any
money
spent
should
be
used
to
directly
benefit
norton
residents
as
the
mother
of
a
combat
veteran,
I
take
no
issue
with
the
construction
of
a
city
monument
honoring
veterans,
which
has
been
thoughtfully
investigated,
with
all
options
considered,
but
to
greenlight.
This
expense
in
such
a
precipitous
manner
is
fiscally
irresponsible.
I
Sheila
nowacki
10,
millmore
paynesville
ohio
jamie
x,
asked
me
to
come
here
to
speak
on
behalf
of
the
gold
star
family
monument
and
give
you
maybe
a
better
understanding
of
what
it
means.
I'm
a
gold
star
parent,
my
husband
dennis
a
gold
star
father.
We
lost
our
son,
andy
in
february
of
2005,
and
he
was
a
marine
and
a
peace
officer.
I
So
with
that
being
said,
we
have
come
in
contact
with
a
lot
of
people
through
andy,
and
one
of
them
was
woody
williams,
and
you
have
to
know
a
little
bit
about
his
story
to
understand
why
this
monument
can
be
important
to
a
lot
of
people.
Woody
hadn't
enlisted
yet
and
woody
drove
a
taxi
in
west
virginia
and
one
of
the
jobs
of
the
taxi
driver
at
that
time
was
to
deliver
the
telegrams
to
the
families
of
those
who
had
lost
somebody
in
combat,
and
it
made
a
huge
impression
on
woody
who
I
don't
know.
I
I
I
The
memorial
itself
has
what
they
call
pillars
of
foundation
and
the
pillars
are
homeland,
family,
patriot
and
sacrifice,
and
each
monument
is
different
for
every
community,
because
you
can
select
what
you
want
on
those
panels
and
dennis,
and
I
have
both
seen
the
impact
that
these
monuments
have
not
on
gold,
star
families,
but
on
veterans
and
on
people
in
general,
because
it
it
turns
out
to
be
a
place
that
is
a
place
of
solitude
and
a
place
of
peacefulness
and
it's
a
place
where
people
can
remember
their
loved
ones,
be
it
someone
was
lost
in
combat
or
not.
I
C
C
I
know
there's
nothing
that
we
can
say
to
lessen
the
the
loss
and
the
impact
of
what
you
and
your
family
have
been
through,
but
we
strive
to
be
a
city
here
in
norton
that
that
gets
it
that
understands
that
freedom
is
not
free
that
they're,
you
know
when
we
took
when
we
spoke
on
the
phone
the
other
day,
that
you
know
we
discussed
that
there's
always
a
price
to
freedom.
C
J
J
I
think
mrs
know
I
could
cover
90
of
what
I
was
going
to
say
as
far
as
it
being
not
only
for
the
gold
star
parents
and
gold
star
family.
This
monument
would
be
a
a
memorial
for
all
veterans
and
especially
those
that
have
fallen
wounded,
fallen
purple,
heart
recipients,
each
and
every
one.
J
J
As
mrs
mullins
has
stated,
I
I
would
hope
that
it
would
be
for
all
veterans
and
I'm
sure
it
will
be.
I
I
don't
have
any
distinction
between
the
gold
star
families
other
than
what
they
have
lost
and
the
regular
veterans
that
made
it
back
this.
J
This
memorial
was
no
different
than
others
that
I've
seen
around
the
country
other
than
the
fact
that
it
has
this
name
to
it
of
woody
williams
and
and
people
have
spoken
about
the
fact
that
it's
mainly
for
gold,
star
families,
and
it's
not
it's
for
all
veterans.
As
I
said
before,
and
there
are,
there
are
places
on
these
granite
pieces
that
would
be
placed
to
where
any
veteran's
name
or
any
information
concerning
that
veteran
can
be
placed.
J
K
J
I
I
just
I
don't
see
the
the
argument
that
it
won't
be
paid
for,
or
it's
the
city's
money
or
whatever
I
think
before
before
this
was
completed,
even
I
think
it
would
be
paid
for.
That's
my
own,
my
only
my
own
opinion,
it
may
not
happen.
I
can't
guarantee
it,
but
I'd.
J
J
Gravestones
and
markers
and
such
and
I've
been
told
when
I
was
on
city
council,
that
it
would
be
illegal
to
spend
money
to
repair
those
headstones,
and
I
I
don't
agree
with
that.
I
I
think
if
we
look
far
enough,
we'd
find
some
type
of
a
legal
opinion
that
would
allow
the
city
to
expend
those
funds
to
repair
the
headstones.
I
think
it's
a
disgrace
to
allow
that
cemetery,
especially
the
city
center,
one
go
to
hell
like
it
has
next
thing.
J
D
Thank
you,
mr
president,
as
all
of
you
have
just
heard,
you
know,
I
guess
my
perception
of
the
memorial
is
that
it
does
honor
any
service
member.
D
Whether
they
gave
their
life,
whether
they
gave
an
arm
leg,
came
back
healthy
or
mentally
kind
of
challenged
at
this
point
because
of
what
they
endured
overseas
or
wherever
it
may
have
been.
D
But
to
me
to
get
something
moving
to
honor
the
veterans
I
mean,
I
am
definitely
in
favor
of
it.
What
the
final
design
should
be.
I
I
don't
know,
but
I
definitely
believe
that
it
should
honor
all
branches,
all
the
veterans,
whether
they
were
fortunate
enough
to
come
back
unscathed
or
or
not.
So
that's
kind
of
my
thoughts
on
it.
C
Yeah,
I
had
a
couple
things
to
add.
Mr
president,
so
one
of
the
biggest
you
know
things
that
we've
been
hearing
is
about
that.
This
is
not
necessarily
for
all
veterans,
and
you
know,
as
we've
already
heard
here
tonight,
I
could
not
disagree
more
now.
We've
talked
about
different
ways
of
personalizing
this
monument
to
our
community,
and
it
was
in
the
agenda
for
night
like
on
page
12
and
13
and
14..
C
We
really
have
three
different
ways
that
we
can
personalize
this
to
our
community,
specifically
so
the
backs
of
these
panels.
We
have
different
designs,
like
I
really
kind
of
like
the
one
in
the
middle
to
the
far
right,
where
it's
got
all
the
different
logos
for
the
different
armed
forces.
It's
got
the
pow
mia
and
then
the
panel
to
the
left,
like
the
main
panel
on
the
left
side,
where
the
soldier
is
saluting.
C
I've
already
spoke
with
the
director
for
the
woody
williams
foundation,
and
you
know
the
back
of
the
of
the
side
of
this
monument
on
these
panels.
It
is
up
for
some
minor
adjustments
like,
if
maybe
we
could
possibly
add
something
like
dedicated
to
all
the
the
military
veterans
of
norton
ohio
or
something
to
that
extent,
and
that's
just
on
the
backs
of
the
panels
and
on
the
description
marker,
like
we
see
on
page
13
on
that
bottom
bullet
point.
Other
options
are
available
on
upon
request
the
panel.
C
C
There's
another
option
for
you
know
personalizing,
I
don't.
I
don't
think
it
would
even
cost
any
more
money
if
we
were
to
add
on
the
panel
also
dedicated
to
all
military
veterans
in
the
city
of
norton
army
navy
air
force.
You
know
everything
we
wanted
to
list
and
then
we
also
part
of
this.
We
have
the
four
benches
the
same
thing
you
see
how
they
have
different
writings
on
the
front.
C
C
Mrs
mullen
spoke
out
about
a
couple
things
I
was
taking
notes
the
financial
logistics
of
this.
I
know
that
the
administration
has
said
that
we
do
have
money
in
the
parks
funds
to
cover
this,
and
that's
that's
not
even
considering
fundraising.
You
know,
like
we've
already
discussed,
we
we're
not
doing
any
fundraising
active
fundraising
because
we
don't
know
for
sure
if
this
this
is
going
to
be
in
our
city.
So
as
soon
as
we
make
up
our
mind
and
whether
it's
yes
or
no,
then
we
can
start
to
fundraise.
C
Can
we
raise
enough
money
to
to
cover
the
entire
cost
of
this
monument?
Maybe
we
can.
We
won't
know
until
we
try,
but
we
certainly
are
going
to
offset
the
cost.
I
know
miss
mullens.
I
heard
her,
so
I
I
hope
I
didn't
hear
her
say
that
she
thought
that
this
monument
was
generic,
but
I'm
pretty
sure
that's
what
I
heard.
I
don't
agree
with
her
at
all
on
that
we
already
covered.
You
know
not
for
all
veterans.
C
I
I
feel
like
anyone
who
served
in
the
military
and
has
any
any
kind
of
familiar
familiarity
with
military
like
there
is
no
higher
calling
and
honor
than
to
to
give
honor
to
someone
else
that
the
family
has
paid
ultimate
sacrifice
like
every
military
veteran
gets
that
and
then
the
last
little
note
I
heard
here
was
a
question
about
you
know
having
material
donations
and
things
like
that.
Why
haven't
we
looked
into
like
the
masonry
program?
We've
already
been
discussing
all
that
we
just.
C
G
C
Well,
I
mean,
if
we
reach
our
goal,
then
we'll
just
stop
fundraising
I
mean
like.
I
think
it
would
be
a
pretty
amazing
problem
if
we
had
so
much
money
donated
that
we're
going
above
but
beyond
and
now
the
money's
going
to
the
foundation.
I
you
know
if
we,
if
we
reach
our
goal
and
we've
we
generated
all
the
funds
for
this
project
first
off.
That
would
be
amazing.
C
A
Yes,
I've
asked
a
lot
of
questions
about
this.
I've
gotten
some
answers
like
the
size
of
the
benches
and
the
size
of
the
of
the
one
little
memorial
stand
that
had
been
called
the
description
marker.
I
have
gotten
no
size
of
what
the
gold
star
memorial
would
actually
be.
Yeah
I
mean.
Is
it
going
to
cost
any
difference?
If
we
go,
I
mean
you
said
you
really
can't
say
it
would
cost
us
any
more
or
not
to
have
it
personalized
in
a
manner.
A
A
I
don't
even
think
we
would
have
to
get
four
benches.
We
do
have
the
gazebo
there
and
the
way
I
understood
it
when
we're
talking
about
the
money.
Oh
I'll
actu.
Let's
go
back
to
the
placement
of
I'd
asked
about
where
these
things
were
going
to
be
placed.
What
about
the
gazebo-
and
I
was-
we
were
informed
that
mr
fowler
stated
he
had
sent
a
map
to
council
once
and
would
do
it
again.
A
A
But
actually
it
sounds
like
the
donations
are
going
to
come
in
on
the
other,
34
000,
and
if
it
goes
above
that
then
they'll
keep
it.
So
we
won't
be
getting
any
of
that
money.
Back
unless
they
donate
it
right
to
the
city
that
again,
that's
still
something
that
needs
to
be
presented
more
and
as
much
as
I
I
do
appreciate
the
price
your
family
has
paid.
A
I
also
appreciate
all
the
other
veterans.
As
a
matter
of
fact,
I
was
just
back
out
to
western
reserve
this
past
couple
weekends
ago,
myself,
both
my
mother
and
father
are
buried
there,
my
father's
retired
out
of
the
military,
although
it
wasn't,
he
wasn't
boots
on
the
ground.
A
A
So
we
do
understand
this,
but
everything
on
woody
williams
page
goes
directly
to
the
gold
star
people
and
I
feel
equally
as
bad,
perhaps
even
more
so
for
those
that
have
come
back
and
they
will
never
be
whole
and
they're
always
going
to
be
going
through
some
kind
of
a
trauma
and
all
the
rest
of
them
that's
here,
and
they
are
still
going
through
mental
problems
and
mental
traumas
from
what
they
have
been
through.
These
people
all
deserve
to
be
recognized.
A
We've
got
people
that
are
veterans
laying
up
in
western
star.
We
have
them
down
here
at
the
acme
cemetery.
They
all
deserve
the
same
recognition
and
when
you
say
we're
looking
at
these
other
things
when
we're
making
and
making
up
legislation
that
says
for
the
woody
williams
foundation
and
we've
got
to
give
them
34
000.
That
tells
me
we're
not
looking
at
anything
else
we're
looking
at
specifically
at
woody
williams,
and
I
had
read
about
mr
williams
matter
of
fact:
I'd
sent
an
email
out
to
mr
lukens
informing
him
of
his
death
when
it
happened.
A
I
believe
that
was
last
month
while
we
were
on
leave,
fear
ourselves,
but
no
there's
still
questions
that
are
unanswered
and
I'm
all
for
a
memorial,
this
particular
memorial.
No
and
not
at
these
prices.
We
can
collect
our
own
money
and
get
donations
for
something
I
mean
it
was
stated
that
the
last
one
it
was
what
2017,
when
it
was
being
presented
through
the
parks
to
have
a
veterans
memorial
and
was
kind
of
downplayed
that
well
well.
That
was
nothing
basically
and
shoved
off
to
the
side.
A
C
Can
I
make
a
comment
real,
quick,
because
I
I
know
that
you've
said
that,
and
we've
also
explained
that
that
that's
an
option?
That's
more,
you
know,
that's
doable
like
I
that's
even
exactly
what
I
said
that
the
monument
can
even
say
like
dedicated
to
all
the
military
veterans
of
the
city
of
norton.
A
I
don't
see
where
you
don't
can't
register
the
fact
we
want
it
specifically
all
veterans
to
begin
with,
and
not
just
like.
I
said
we
went
through,
we
pulled
this.
It
was
pulled
up
on
the
national
registry
for
the
gold
star
families
and
they
only
come
up
with
20
for
the
44203
zip
codes,
and
that
was
from,
I
think,
world
war
ii.
A
If
I
recall
correctly-
and
they
couldn't
say
any
of
them-
was
from
norton
and
it's
not
like,
we
don't
have
really
nice
monuments
all
around
us
for
specific
things
and
for
all
of
them
and
I'm
not
getting
the
feedback
from
veterans
or
just
many
of
the
residents
here
that
they're
willing
to
say.
Yes,
we
want
to
give
70
000
to
the
woody
williams
foundation
for
this
particular
monument.
A
C
Mr
president,
so
just
I'll,
just
in
closing
with
my
comments,
I
would
just
say
I
feel,
like
I've,
been
able
to
address
every
concern
that
we've
heard
as
far
as
the
finances
as
far
as
like
even
the
fundraising
as
far
as
getting
items
donated,
you
know
volunteering
for
like
the
masonry
program.
These
are
all
things
that
have
already
been
considered.
We
just
have
to
move
in
steps.
C
This
veterans
park
is
just
the
very
beginning
of
what
we
like
to
see
as
a
bigger
monument
for
the
city
of
northern
every
every
design
and
every
idea
has
to
start
somewhere,
and
this
was
a
fitting
place
that
we
felt
to
start
to
honor
these
gold
star
families
that
have
paid
the
ultimate
price.
You
know.
Would
we
like
to
have
multiple
monuments?
A
No
three
people
decided
and
three
people
moved
forward
enough
to
get
us
on
the
list
as
being
one
of
the
cities
it
was
coming
to,
it
wasn't
brought
to
council,
it
wasn't
brought
to
the
parks,
it
wasn't
brought
forward
to
the
public,
we're
talking
about
making
this
a
bigger
thing.
Well,
I
like
williams
peace
park,
and
I
would
like
to
see
a
mine
put
there,
but
when
we're
trying
to
say
that
it's
going
to
be
a
bigger
thing
and
if
people's
going
to
go
visit
it,
I
think
it's
brought
up
before.
A
A
C
There
is
going
to
be
handicap
accessible
walkways
at
this
monument.
I
know
that
that's
been
discussed
as
well
and-
and
I
feel
like
there's
more
than
enough
parking
over
at
acme
there's
parking
over
at
the
middle
school.
There's
there's
parking
behind
the
old
insurance
building.
C
C
Every
seems
like
just
about
every
memorial
day
service.
I've
ever
been
to
I've
had
to
park,
and
I've
had
to
walk.
I've
had
to
walk
to
a
funeral
or
a
cemetery.
I've
had
to
walk,
I've
been
to
clinton
veterans
memorial
park
you
park
and
you
walk.
I
mean
it's
we're
mindful
of
that
as
well,
but
there
is
going
to
be
handicap
accessible,
walkways
included
in
this
to
where
people
can
get
in
there
that
are
either
handicapped
or
have
trouble
walking.
C
C
Sure-
and
I
can't
control-
what's
happened
when
I
was
before
I
was
here
and
elected.
I
can't
I
have
zero
control
over.
What's
happened
in
the
past,
all
I
can
do
is
work
towards
the
future.
We
feel
like
this
is
a
great
start
for
the
city
of
norton
to
honor
the
all
veterans.
This
isn't
just
about
gold
star.
You
know
you
keep
saying
that,
keep
repeating
that
and
I'm
going
to
keep
repeating
it
back
to
you.
This
is
not
just
a
monument
simply
for
gold,
star
families.
It's.
D
C
Day
itself,
you
know
if
it's
it's
a
day
of
remembering
those
that
lost
their
life,
that's
what
memorial
day
is
for.
So
it's
only
fitting
for
memorial
day
to
celebrate,
not
to
celebrate
but
to
remember
and
honor
those
that
have
lost
their
life
in
in
memory
of
them.
That's
what
memorial
day
is
for
that's
what
the
holiday
is
about.
C
C
C
H
Yeah,
well,
I
did
want
to
ask:
I
know
ms
whippke
brought
up
the
do
we
do.
We
know
if
that,
if
you
know
we
put
the
deposit
of
34
000
down,
do
we
know
if
we
raise
the
entire
68?
If
that
does
come
back
or
how
that
how
that
works?
So
we
pay
the
balance
or
we
pay
the
50
deposit
right.
We
raise
all
68
000.
Do
we
get
that
34
000
back?
I
know
that's
kind
of.
H
E
C
C
And-
and
you
know
we
keep
bringing
up-
you
know
like.
Oh
you
know.
If
we,
if
we
raise
so
much
funds,
I
mean
if
we
totally
covered
the
cost
of
this
I
mean,
wouldn't
we
be
celebrating
that
that
we
just
we
just
totally
covered
the
cost
of
this
monument,
like
you
know,
I'm
sure
that
if,
unless
we
get
like
a
huge
donation
overnight,
I'm
sure
you
could
see
it
coming
and
like
hey
we're
we're.
You
know,
we
got
this
much
more
we're
a
couple
thousand
away
from
our
goal
and
then
stop
the
fundraising.
D
H
C
C
A
C
K
C
And
and
like
we
talked
about
already
so
say,
if
it's
up
to
us
to
have
the
concrete
foundation
put
in
like,
I
can't
see
the
high
school
saying.
Well,
no,
we're
not
interested
in
that
we're
not!
You
know
that
would
probably
be
a
great
great
patriotic
thing
that
they
would
love
to
do
to
come
in
and
do
that
as
a
part
of
their
masonry
program.
We
could
probably
get
that
donated
and
you
could
even.
C
C
Just
searched
it
up
was
looking
out.
You
know,
monuments.
This
is
something
that
was
part
of
what
I
wanted
to
accomplish
when
I
started
my
term
on
council
that
I
felt
like
it's,
it's
a
worthwhile
cause
for
our
city
to
have
a
a
monument
for
soldiers,
so
we
just
came
across
it
on
the
internet
and
the
more
I
looked
into
it,
the
more
it
we
really
liked
it.
D
Go
ahead,
oh,
I
was
just
gonna,
say
carrie.
If
you
could
follow
up
with
administration
and
request
the
map
or
layout
whatever
they
may
have,.
E
L
My
name
is
dennis
milwaukee.
I
live
at
10,
no
more
drive
in
pennsylvania,
township,
ohio.
I've
been
the
advisor
for
four
of
these
gold
star
monuments
so
far,
and
I
can
tell
you
for
a
fact
that
every
single
one
of
them
has
been
built
by
donations
and
a
lot
of
times
all
the
con.
All
the
construction
work
has
been
donated.
So
all
that
happens
is
the
the
panels
come
in
and
they're
simply
set
in
place,
and
so
a
lot
of
the
work
and
a
lot
of
time
and
everything
else
is
done
locally.
L
You
know,
so
I
don't
know
why
we're
worried
about
spending
all
this
money
on
concrete,
that's
being
provided
by
west
virginia
somewhere.
It
doesn't
work
like
that
and
if
you
want
to
you,
can
look
at
the
one
that
we've
built
in
mansfield.
It's
not
that
far
from
here
also
to
the
one.
L
That's
by
the
va
in
in
cleveland
is
probably
equidistant
from
here
and
they're,
both
excellent
choices
to
go
and
take
a
look
at
and
I've
I've
been
the
advisor
for
both
of
those
right
now,
I'm
working
on
one
in
in
columbus
and
we
initially
started
in
dayton
at
the
right
patterson
air
force
base.
So
basically,
for
the
most
part,
a
community
will
donate
the
land
that
this
is
going
to
sit
on
and
and
aside
from,
actually
buying
the
the
stones
themselves.
L
C
L
D
M
Sure,
susan
ebert
2784
brookfield
drive.
Thank
you
a
couple
questions.
Is
there
any
place
that
actual
residents
can
see
other
all
the
pictures
of
these
of
this
monument,
because
the
one
that
I
saw
really
when
you
look
at
it
from
the
front
is
just
dedicated
to
gold
star
families?
M
Yes,
can
you
put
plaques
on
the
back
of
it
probably,
but
I
think
the
feeling
of
the
people
here
that
are,
you
may
be
labeling
them
as
naysayers,
isn't
that
they
don't
appreciate
the
gold
star
families
and
certainly
these
folks,
that
came
down
from
paynesville,
but
we
all
have
veterans
in
our
family
that
we
would
like
a
monument
that
goes
to
all
veterans
from
the
front.
It
goes
to
all
veterans,
and
I
I
just
am
having
a
hard
time
wrapping
myself
around,
why
we
can't
build
this
ourselves.
M
Why
we
can't
have
a
committee
maybe
set
forth
that
would
look
into
this
project
and
and
price
it
out
and
get
pricing
from
different
things.
If,
if
you
go
to
green
and
you
go
down,
you
turn
down
steve's
road,
there
is
an
amazing
veterans
park
there
and
all
it
is,
is
it's
basically
flags
to
all
four
branches
of
the
service
plus
the
american
flag
in
the
middle
and
a
flame,
and
it
is
so
inspiring
with
lights
on
it
at
night
and
every
time
I
drive
by
it,
I
get
goosebumps.
M
M
Through
this
I've
looked
around
and
the
white
wood
on
the
gazebo
isn't
painted
it's
peeling
off.
There's
chips
in
it.
There's
I
spoke
with
mayor
a
few
weeks
ago
because
all
the
trees
that
are
there
have
nothing
around
them.
They
don't
even
have
any
mulch.
They
have
nothing.
I
offered
out
of
my
own
pocket,
which
is
where
those
flowers
came
from
out
of
my
own
pocket
offered
to
plant
plantings
around
there.
I
offered
I
I
told
the
mayor,
I
said:
there's
trees
there
that
need
to
be
cut
down
because
there's
supposed
to
be
a
light.
N
You,
mr
president,
this
was
something
that
we
began
to
discuss
a
few
weeks
ago
in
regards
to
a
rental
registration
program,
and
I
just
highlighted
some
notes
that
were
off
of
modeled
off
of
the
city
of
north
canton,
and
it
says
why
does
the
city
have
rental
registration,
the
city,
the
city
created
a
rental
registration
program
to
ensure
a
safe
and
sanitary
environment
for
city
residents
and
rented
dwelling
units
landlords
receive
approved
documents
that
their
units
are
safe,
clean
and
all
major
appliances
are
in
working
order
to
help
them
attract
and
retain
quality
tenants.
N
This
would
be
a
way
that
the
city
can
maintain
rental
units
to
a
certain
standard.
If
we
move
forward
with
doing
this
would
also
be
a
way
to
generate
monies
for
the
city
to
hire
a
person
that
would
oversee
these
rental
properties
to
to
help
the
aesthetics
you
know.
I
know
a
couple
places
that
there
are.
You
know,
couple
hundred
thousand
dollar
houses
on
on
on
one
side
of
each
of
these.
This
house
and
the
house
in
the
middle
in
between
is
just
overgrown
grass.
N
Cars
parked
in
the
front
yard
empty
tires
in
the
front
yard,
numerous
complaints
and
and
nothing's
gotten
done.
I
don't
know
if
it's
because
of
manpower
to
enforce
things,
but
this
would
be
a
way
to
have
a
full-time
person
to
to
do
that.
So
this
was
something
that
was
near
and
dear
to
my
heart.
As
I
said
last
week,
the
fees
are
very
minimal
if
we,
if
we
choose
to
go
with
the
fees,
if
you
guys
have
copies
of
this,
the
fees,
one
rental
unit's
a
hundred
dollars.
N
Two
rental
units
is
a
hundred
and
fifty
dollars.
Three
rental
units
is
two
hundred
dollars,
four
or
more
units.
So
if
it
was
a
multi-unit
like
an
apartment,
complex
it'd
be
fifty
dollars
per
unit
and
that's
just
going
off
of
the
the
legislation
from
the
city
of
north
canton.
So
I
just
kind
of
wanted
to
open
it
up
for
discussion
and
and
to
see
what
the
other
council
members
thought.
N
I
think
this
is
a
great
way
just
to
ensure
that
the
quality
you
know
here
and
also
with
redwood
going
in
too
it
would
be
a
way
to
to
hold
those
you
know
to
to
a
standard
as
well.
So
anybody
has
anything
they'd
like
to
add
or
discuss.
E
I
I
do
that's
you
mentioned
redwood
and
that's
something
that's
very
important
in
the
sample
register
legislation
that
we
were
given.
E
If
I'm
reading
it
right,
it's
saying
that
this
would
apply
to
any
building
containing
eight
or
fewer
rental
units
so
like.
If
I'm
reading
this
right
columbia,
woods
would
be
exempt
and
so
would
redwood
so
and
I
get
the
idea
is
to
clean
up
homes,
but
my
math
tells
me
we
would
need
at
least
to
generate
80
000
to
hire
somebody.
We
would
need
at
least
800
rentals.
Is
there
really
800
homes
in
norton
being
rented?
I
don't
know
the
answer
that,
but
I
don't
think
it's
close
yeah.
N
A
A
N
G
N
C
So
I
think
the
premise
of
this
is
obviously
a
good
idea
anytime.
We
can
at
least
have
a
dialogue.
You
know
for
for
rental
properties
that
maybe
are
not
being
maintained
or
or
whatever
issues
might
come
up.
At
least
we
have
a
dialogue.
Like
mr
towsley
said
I
don't
know,
would
we
would
have
enough
generated
income
to
create
a
whole
another
position,
I'm
not
sure
we'd
have
to
really
look
at
that
and
see,
but
I
think
could
this
fall
under
like
a
a
zoning,
you
know
person
or
something
like
that.
C
D
Several
times
15
years
ago,
maybe
yeah
and
it
got
shot
down
hard.
So
we
would
have
to
pass
something
to
give
them
some
type
of
criteria
of
what
do
the
landlords
have
to
meet?
What
criteria?
A
I
think
there
was
also
something
here
if
I
recall
reading
it,
that
okay,
I've
rented
out
a
unit,
these
people
leave
and
it
has
to
be
reinspected
upon
the
next
person.
Well,
that's
somebody
could
be
there.
You
know
just
a
couple
months
or
not
even
that
long,
but
yet
the
landlord
would
have
to
pay
another
inspection
fee
because
he
had
a
changeover.
N
N
They
had
some
some
some
issues
with
it,
so
we
can.
You
know
we
can
definitely
bring
that
to
the
table
too
and
look
at
it
and
it's
just
simply
a
way
to
protect
the
residents.
Our
investments
and
our
our
you
know.
Our
biggest
investment
in
life
is
our
home
and
you
know
growing
up
in
in
akron,
where
I
grew
up.
I
go
see
my
mom
and
dad's
house
and
think
wow
man.
A
A
A
Yeah,
well
definitely
that,
because
I
know
it's
happening
more
and
more
and
more
yeah
I
mean
we
read
about
it
all
the
time
on
the
internet
and
probably
in
the
papers
too,
that
they
come
in
and
they
start
blowing
up
the
neighborhood
and
raising
all
the
rates
people
can't
afford
to
live.
There.
That's
been
there
forever.
A
H
H
N
Probably
I
mean,
are
you
going
to
get
all
100
of
them?
Probably
not,
but
there
are
even
clauses
in
here
that
says
you
know
if
the
if
the
officers
go
out
to
this
house,
you
know
say
it's
owned
by
mr
smith
and
the
jones
has
lived
there
and
the
joneses
are,
are
you
know
crazy
people
and
they
got
music,
blaring
and
they're
having
all
kinds
of
issues
maybe
selling
drugs
on
their
house
or
whatever
it
is,
and
the
police
continue
to
go
out
there.
E
N
Mr
president,
I
did
talk
to
mr
markey
because
he
kind
of
knew
what
this
was
and
he
said
that
they
were
working
on
some
legislation
to
have
something
written
up.
So
I'd
rather
have
something
written
up
that
we
can
all
look
at
and
agree
and
tweak
and
twist
how
is
best
for
obviously
for
the
constituents
and
that
works
well.
For
for
what
we're
trying
to
accomplish.
D
Program
or
an
office
that
protects
the
tenants
if,
if
their
landlord
isn't
living
up
to
what
they
should
be
providing,
you
know
a
building,
housing
or
health
safety
that
isn't
adequate.
Then
they
can
actually
report
those
landlords
to
this
agency
and
they'll
help
deal
with
it.
A
tenant
can
actually
sue
their
landlord
for
failure
to
maintain
the
property.
Even
if
it's
you
know
all
the
paints
chipping
off
the
walls
inside
or
whatever
the
case
may
be,
they
would
still
have
to
make
their
rent
payment,
but
it
wouldn't
go
to
the
owner.
D
It
would
go
to
into
an
escrow
fund
until
the
case
was
resolved.
So
there
are
avenues
for
these
for
individuals
who
rent
to
make
sure
that
their
landlords
are
are
doing
what
they're
supposed
to
be.
N
And
I
have
heard
about
those
mr
pilot
and
from
my
understanding,
they're
very
backed
up
with
complaints
from
a
lot
of
different
areas.
So
obviously,
during
the
pandemic
and
all
the
different
things
you
know
so.
J
Just
briefly,
I
got
to
ask
you.
J
J
Jack
gator,
3920
watchworth
road,
just
briefly
on
the
summit
county
tax
duplicates,
it
says
whether
it's
a
rental
unit
or
not.
I
mean
it's
supposed
to.
If
you
own
a
home
and
you
rent
it,
you
don't
tell
them
that
you're
breaking
the
law,
literally
you're
breaking
the
law
by
falsifying
documents.
J
So
if,
if
you
wanted
to
know
if
a
particular
unit
was
rental,
it's
very
simple,
you
just
run
the
address
and
it'll
tell
you
rental
or
home
occupied
owner
occupied
or
rental
yeah.
It
tells
you
right
on
there
and
I'm
sure
if
you
called
the
summit
county
records
the
auditor's
office,
she
can
tell
you
how
many
rental
units
is
in
the
city
in
oregon.
E
D
F
F
My
original
letter
to
you
folks
was
also
indicating
that
money
could
be
used
from
the
cable
franchise
fees.
F
So
if
we
do
go
over
a
little
bit,
I
would
hope
that
some
of
the
money
from
the
cable
franchise
fees
would
be
a
added
to
the
cemetery
fund,
because
I
know
that
that's
up
to
you
folks
to
do
that
so,
and
I
did
talk
to
mr
beggar,
that
don
beggar,
who
is
the
masonry
guy
at
the
at
the
norton
schools,
and
he
said
he
would
be
very
happy
to
be
able
to
put
in
the
base
for
the
monument
that
I'm
proposing
to
do
so.
That's
another
thing
that
I
I'm
pretty
excited
about.
F
He
said
you
know
he.
He
would
be
more
than
happy
to
do
that.
In
fact,
the
sooner
the
better.
The
only
thing
that
I
and
the
only
thing
that
I
would
just
like
to
ask
is
I
talked
to
your
financial
advisor.
She
didn't
have
the
records
handy
when
I
did
talk
to
her,
but
she
told
me
about
the
fencing
and
my
main
thing
was
that
I
changed
the
order
of
the
prop
of
the
resolution.
I
changed
the
order.
F
I
want
to
put
fencing
first,
okay,
because
I
really
think
that's
important
that
we
secure
that
area
boundary
wise,
I'm
very
excited
to
say:
I've
got
the
names
of
the
residents
that
we
are
going
to
be
putting
on
the
monument
or
the
plaque.
I
should
say,
and
I
think
things
are
moving
right
along
I'm
just
waiting
for
this-
you
guys
to
approve
it
before
I
continue
going
forward.
F
That's
basically,
all
I
have
to
say
I'm
hoping
that
you
approve
my
proposal,
the
resolution
of
the
parks
board
tonight,
because
I
want
to
get
that
cemetery
looking
better,
oh
and
the
one
last
thing,
something
that
I
think
is
pretty
interesting.
I
stopped
and
took
some
pictures
in
fact
today,
up
at
the
fairlawn
cemetery,
there's
a
small
cemetery
in
fairlawn
over
by
the
aldi's
that
they
have
headstones,
and
this
is
the
broken
pieces
and
parts
of
the
headstones.
F
I
know
we
are
not
allowed
to
really
do
much
with
those,
because
it
belongs
to
the
families,
but
what
other
cities
have
done,
and
I
think
we
should
consider
doing
this-
is
they
have
taken
the
broken
pieces
of
the
headstone
and
actually
laid
them
beside
the
grave
or
put
them
all
together
at
the
gravesite
in
cement
flat
laying
flat
on
the
ground?
So
I
think
that
is
very.
F
It
would
solve
a
problem
with
the
sandstone
because
otherwise
it's
just
going
to
keep
deteriorating,
so
we
could
literally
place
the
broken
pieces
and
parts
of
the
headstone
level
with
the
ground
and
just
put
it
in
cement
and
it's
it
really
looked
pretty
good.
Actually,
the
way
I
saw
it,
I've
got
pictures
and
I
can
share
them
with
you
as
well.
So
I
thought
it
was
a
pretty
good
suggestion,
rather
than
trying
to
put
them
on
and
cementing
them
on
and
having
them
just
completely
deteriorate
in
a
year
or
two.
D
Kind
of
curious
how
that
would
hold
up,
especially
if
they're
flat,
the
rain
pounding
away
on
the
sandstone.
F
D
They
are
these
older
yeah.
I
mean
this
has
been
done
for
a
while.
F
F
You
can
see
where
it's
cracking
just
put
it
right
in
cement
and
that's
that
was
at
the
airline.
I
don't
know
if
you
guys
had
a
chance
to
see
that's
just
an
example
of
one
wow,
and
it
just
makes
sense,
because
these
are
sandstone.
F
I'm
not
sure
I
gotta
call
the
city
of
fairlawn,
but
they
just
put
you
know,
but
I
mean
to
me
that
makes
more
sense
to
put
them
instead
of
pieces
and
parts
laying
all
around
it
put
them
in
cement.
So
that's
another
thing
you
can
consider.
C
F
I
do
not,
I
do
not
have
a
quote,
and
this
is
why
I
needed
to
talk
to
your
financial
director.
She
said
that
last
she
she
went
back
approximately
several
years
and
she
she
got
a
quote.
She
gave
me
a
quote
for
the
fencing
at
that
point
in
time,
but
I'm
sure
it
was
it
seems
to
me
it
was
around
eight
thousand
dollars
for
the
fencing
around
western
star.
F
I'm
sure
the
cost
has
gone
up,
but
my
thinking
is,
if
I
can
get
volunteers
to
put
the
fencing
in,
I
don't
think
it
would
be
that
hard
of
a
project.
I
think
we
could
get
boy
scouts
their
family.
You
know,
I
really
think
we
could
get
volunteers
to
put
the
fencing
in
and
we
wouldn't
have
to.
We
would
just
have
to
pay
for
the
cost
of
the
fencing.
So
I'm
sure
the
pricing
has
gone
up.
F
I
just
kind
of
wanted
to
see
and
as
far
as
moving
forward,
if
this
would
be
approved,
the
cost
of
the
laser,
the
lasered
monum
or
memorial,
which
is
going
to
be,
I
think
it
was
40,
42
or
48
by
36
inches,
which
is
it's
going
to
be
very
large.
It's
going
to
have
all
the
names
of
the
people
at
the
cemetery
norton
center
cemetery
on
it.
F
F
K
C
G
G
C
N
D
F
I
don't
know
if
I'd
want
a
black
fence,
though
I
kind
of
like
white,
they
had
a
really
nice
white
fence.
I
don't
really
care.
It
would
be
up
to
the
parks
board
to
determine
that
and
you
folks
as
well,
but
I
they
have
a
white
fence
around
the
cemetery
that
I
was
at
today
and
I
thought
it
looked
very
nice
was.
N
F
D
Blaming
covet
brain.
E
D
Miss
gibson
would
that
also
include
on
with
the
names
like
we
had
discussed
the
actual
locations
like
row,
I'm
working.
F
It
was
like
5700
and
that's
going
to
include
some
other
additional
things
that
I'd
like
him
to
add
to
like,
like
the
veterans,
is
they're
gonna,
they're
they're,
going
to
have
something
put
by
their
names,
which
is
and
which
is
indicating
that
they
were
veterans
or
whatever
or
something.
E
F
It's
just
really
having
the
time
to
go
around
and
figure
out
where
things
are
at
and
who's
there
and
what's
there.
So
it
is
very
time
consuming
for
sure
so,
but
I
I
think
that
would
be
a
good
eagle
project
too.
F
I
have
records,
I
should
show
you
my
record
I'll,
send
my
records
to
carrie
as
well,
and
that
way
you
can
see
what
I'm
dealing
with
okay.
So.
L
N
Thank
you,
mr
president.
This
is
for
pc
application
r6-2022.
N
This
is
for
the
14
acres
on
cleveland,
maslin,
road
parcel
number
46,
050,
905
and
46.
Nope,
look
look
at
the
wrong
one:
46
0
8,
3,
7
7..
They
want
to
change
that
from
a
b1
to
a
c1.
N
N
I
know
that
there
were
some
residents
at
the
pc
meeting
that
had
a
lot
of
concerns
about
what
was
going.
Gonna
go
in
there
also
about
road
access.
I
understand
that
this
needs
to
get
changed
from
a
b1
to
a
c1.
I'm
not
totally
opposed
to
that,
because
it
gives
council
more
control.
N
C
Yes,
absolutely,
mr
president,
yeah,
so
this
is
in
my
ward
and.
J
N
C
Yes,
so
this
is
in
my
ward
and
I've
had
a
lot
of
my
constituents
residents
reach
out
to
me
and
say
we
don't
want
this.
We
don't
want,
especially
you
know,
they're
talking
about
an
access
road
coming
in
off
of
fair
oaks.
It's
been
expressed
that
this
is
a
major
safety
concern
for
my
residents
over
there.
They
have
no
sidewalks,
there's
lots
of
kids
in
that
area.
They
have
really
kind
of
another
choice
if
they
then
ride
the
bikes
along
the
edge
of
the
road
skateboarding
along
the
road.
C
C
They
don't
they
don't
want
a
resident
or
a
commercial
business
right
outside
their
on
their
property
line,
with
lights
and
noise
and
trucks
coming
through,
and
I'm
going
to
have
a
hard
time
supporting
that's
just
based
upon
the
what
my
residents
are
expressing
to
me,
especially
with
the
road
coming,
if
there's
an
access
road.
I
know
that
was
brought
up
during
the
planning
meeting,
that
that
might
that
would
be
possibly
an
issue
or
possibly
something
they
would
want
to
do.
I
certainly
can't
support
that
at
all.
N
C
E
A
A
I
would
just
stress
that
there
shouldn't
be
any
way
that
they
should
use.
They
should
be
able
to
use
those
residential
road
in
norton
acres.
This
is
the
old
hospital
property
by
the
way.
Unfortunately,
nobody
from
administration
is
here,
because
I've
been
it's
my
understanding
that
that
could
have
been
made
into
park
property
year
and
a
half
two
years
ago
and
for
some
reason
we
didn't
pursue
that
and
now
they're
looking
at
putting
the
the
flex
units
in
there
for
a
little
bit
for
the
people's
sake
paying
attention
a
flex
unit
is
they're.
A
Looking
at
businesses,
individuals
going
in
and
not
a
storage
unit
per
se
like
you
would
store
your
furniture,
but
for
a
business
to
come
in
and
actually
work
out
of.
I
specifically
asked
at
that
meeting.
If
it
was
the
same
type
of
units,
they
were
looking
to
put
in
down
on
akron
wadsworth
road
back
at
the
end
of
that
avenue
there,
and
they
said
yes,
so
this
would
be
where
they
would
be
actually
operating
a
business
out
of
there.
A
So
there
could
be
a
lot
more
traffic
than
what
there
would
be
just
as
a
storage
unit
per
se,
so
but
they
were
kind
of
concerned
about
it
being
able
to
use
cleveland
madison
has
an
access
area.
I
would
also
like
to
know
about.
There
was
a
gentleman
there
that
said
that
it
had
been
stated
that
if
the
hospital
went
to
did
not
use
it,
the
way
it
was
supposed
to
go
back
to
a
residential
yeah.
I
would
like
to
have
that.
A
Have
that
looked
into
and
know
the
following
on
that,
because
he
seemed
to
be
quite
adamant
that
that
should
have
been
returned
over
to
a
residential
and
it's
unfortunate
if
they
couldn't
get
as
many
houses
in
it
as
they
would
like.
But
as
far
as
I'm
concerned,
that's
a
residential
area
there
and
I'm
not
sure
how
much
impact
that
would
that
would
have.
A
It's
got
to
be
right,
a
budding
up
to
where
we
had
the
the
community
septic
system.
It's.
A
C
Yeah
yeah
minor
question:
what
were
you
done?
Sorry
yeah.
My
question
I
had
was:
is
it
would
it
be
too
late
for
any
kind
of
a
deed
restriction
on
on
like
a
property
like
this,
where,
when
I
say
deed
restriction
may
be
restricting
the
amount
of
like
artificial
light
or
noise
or
vehicle
size
like?
Is
it
too
late
for
that
discussion?
C
Or
is
that
something
that
needs
to
happen
when
the
when
the
property
is
sold?
I
I
was
doing
some
reading
on
that,
the
other
day
where
that
gives
us
a
little
bit
of
control
over,
say
the
amount
of
light.
Like
you
know,
you
have
huge
commercial
lights
that
are
basically
lighting
up
the
whole
side
of
the
residential
neighborhood.
Maybe
that's
some.
You
know
points
that
we
could.
C
N
I
know
where
I
live.
If
we
didn't
have
the
trees,
you
know
when
the
leaves
fall
off,
you
really
hear
them.
There
was
actually
a
resident
at
the
pc
meeting
that
talked
about
when
the
leaves
come
off
the
trees.
How
loud
the
highway
is.
So
you
know
how
is
this
if
it
gets
developed?
How
is
it
going
to
impact
the
residents
who
live
there.
N
That's
my
thing
and
going
on
the
other
side
of
that
is
that
it's
14
acres,
that's
for
sale
that
an
investor
wants
to
buy
and
he
wants
to
do
with
what
he
wants.
So
if
we
approve
it
to
go
to
the
c1
zoning,
then
council
would
have
a
say
in
what
can
or
can't
happen
to
the
property.
So
it's
kind
of
one
of
those
necessary
evils.
C
I'm
sorry
one
last
question
sure
honestly.
So
when
it
comes
back
as
the
c1,
we
then
approve
it
based
upon
what
plans
are
submitted
at
that
point.
Time
like
this
is
kind
of
like
what
we
went
through
with
brookside
greens.
Right
like
I
want
to
make
sure
that
I'm
learning
as
we
go
with
this,
to
make
sure
that
we
would
know
all
the
details
and
then
it
doesn't
come
out
after
the
fact
that,
oh
by
the
way
after
the
fact,
yes,
we
are
going
to
do
that
road.
C
C
We
got
some
time
this
is
discussion
only
this
is
the
time
to
get
these
kinds
of
questions
out
so
just
doing
our
due
diligence
because
yeah
we
need
to
be
mindful,
but
how
will
impact
the
residents
over
there
for
sure
and
they've
expressed
that
to
me
multiple
times
already?
So
that's
that's
where
I'm
at.
E
D
And
I
would
echo
somebody's
statement
earlier
any
access
out
onto
fair
oaks
and
as
a
disclaimer,
I
live
on
fair
oaks,
but
I
live
at
the
other
end
of
pharaoh,
so
it
would
not
impact
me
directly.
This
is
speaking
for
the
residents
through
there.
There
would
be
no
reason
to
have
heavy
trucks
back
through
there.
That
would
be
taking
pallets
skids
of
material
whatever
in
and
out
of
the
warehousing
or
businesses
that
we
are
being
proposed
through
there.
They.
D
No
business
in
a
a
residential
neighborhood
like
that,
not
to
mention
the
the
damage
to
the
road.
Those
roads
were
not
designed
or
intended
to
be
able
to
handle
weight
like
that.
There's
weight
restrictions
on
those
roads,
as
it
is
so
anything
coming
out
into
the
neighborhood
there.
I
would
definitely
be
opposed
to
it
now
if
they
haven't
already
looked.
I
don't
know
how
far
it
is
from
the
back
of
that
property
down
the
barber
down
to
the
clark
mill.
Thank
you
to
the
rock
quarry
there
that
area.
D
If
they
could
gain
access
through
there
or
something
I
don't
know,
but
I
think
you
have
to
have
an
entrance
to
entrances
two
exits
and
you
know
if
they
try
to
bring
it
out
into
the
residence
residential
neighborhood
right
there.
I'd
definitely
vote
against
it.
D
I'm
fairly
confident
in
that
statement,
but
it
would
definitely
be
worth
something
looking
into
to
ensure
that
that
is
the
case.
E
N
So
with
that
said,
I'd
like
to
move
to
add
ordinance
74-2022
to
council's
next
agenda
for
first
reading.
Only
with
the
public
hearing
scheduled
for
september
26,
2022.
E
E
B
N
Thank
you,
mr
president.
This
is
for
the
r
7-2022.
N
N
These
are
where
that
that
pyramid
casino
was
located
and
they're
looking
to
change
from
a
b1
to
a
c1
as
well.
There's
a
drawing
in
your
paperwork
that
kind
of
shows
what
the
what
that
looks
like.
So
I
don't
know
if
there's
any
discussion
on
that
or
not.
A
G
A
To
where,
if
I
recall
correctly,
that's
where
they
start
redoing
anything
up
there
they're
going
to
have
to
conform
to
where
I
haven't
seen
it
happen
anywhere.
Yet,
where
we've
had
the
overlay
but
they're
supposed
to
be
conforming
to
where
they're
all
supposed
to
be
looking,
basically
the
same
using
the
type
of
same
scenario
and
having
open
windows
in
the
front
and
all
this,
and
all
that,
so
this
is
laying
the
groundwork
for
the
actual
overlay
system
that
they
were
looking
to
put
in.
A
That
would
be
going,
I
believe,
both
north
and
south
and
east
and
west.
A
N
N
H
N
All
right,
well,
I'd
like
to
make
a
motion
to
move
this
to
next
week's
agenda
for
a
first
reading
with
a
public
hearing
scheduled
september,
26th
2022.
E
E
E
Letter
fpc
application,
r9
2022,
mr
de
harper,.
N
There
there
is
layout
plans
in
the
clerk's
office
and
you
got
anybody
that
wants
to
come
and
view
those
can
can
come
in
and
find
that
information
in
the
clerk's
office
during
normal
city
operating
hours.
I
encourage
you
if
you
have
any
questions
or
you
want
to
look
at
those
plans
to
come
check
them
out.
N
A
When
you
say
that
the
plans
are
in
there,
this
is
just
basically
how
they're
going
to
build
out,
because
I'd
asked
at
the
planning
committee
meeting
on
the
mounding
and
the
buffering
and
what
was
going
to
be
on,
and
I
had
no
answer,
no
response.
Nobody
knew
and
mr
friedman
refused
to
respond
him
and
his
engineer,
so
you
do,
you
know:
do
those
plants
offer
that.
A
A
I
can
read
it
all
back
if
you'd
like,
I
don't
see
where
I
would
need
to
but
ordinance
number
52,
2022
may
23rd
council
meeting
anybody
and
everybody
can
go.
Look
it
up
and
it
is
stated
administration
assured
mr
d
harp
that
the
phase
three
will
have
the
paperwork
as
to
what
the
mounting
will
look
like
before.
We
are
asked
to
vote
on
it
or
to
move
on
to
any
other
phases.
A
Mr
lukens
agreed
that
it
needs
to
be
clearly
defined
and
the
residents
have
a
right
to
know,
and
this
is
a
process
and
we
need
to
get
better
at
it.
So
we
don't
have
to
deal
with
it
at
this
level,
but
it's
just
going
to
be
another
fairy
tale
that
okay,
now
we're
at
this
point
that
we
have
all
this
control
and
we
find
out.
In
the
end,
we
really
don't.
N
N
That
was
the
last
I
heard
I
did
ask
mr
markey
about
it,
and
he
said
that
you
know
we
needed
to
get
this
going
along
and
that
they
were
working
on
on
the
mounding.
N
I
mean
I
I'd
rather
push
it
out.
If
the
administration
is
not
here
to
answer
any
questions,
then
I
don't
think
it
needs
to
get
moved
on.
If
we
can't
get
get
questions
answered,
what
good
is
it
to
move?
It.
N
You,
mr
president,
this
is
for
turk
recommendations
for
this
ordinance
here
and
it
just
goes
through
and
shows,
if
you
guys,
all
have
the
the
readout
shows
and
the
paperwork,
the
contributors
who
have
met
requirements
or
haven't
met
requirements
on
the
amount
of
monies
they
they've
spent
to
invest
back
through
this
tax
review
commission.
A
As
you
all
know,
I've
asked
over
and
over
again
for
the
information
on
the
turk
since
before
last
year,
even
as
where
and
I'm
seeing
a
kda
is
once
again
they're
going
to
continue
the
abatement
which
I
still
contend,
kda
and
it's
been
documented
that
they
have
never
met
the
criteria
for
getting
abatement,
which
the
turk
was
a
backup
to
our
housing
council,
which
okayed
him
getting
the
abatement
the
turk
could
have
come
in
and
recommended
like
they
did
here
that
the
trk
legacy
holdings,
which
what
was
the
name
of
that
condor.
A
That
was
condor,
I
think,
from
down
on
akron
wadsworth
road.
I
think,
going
to
move
over
to
barbara
road.
I
guess
that's
because
they
didn't
build
anything,
but
I
asked
over
and
over
again
about
tax
and
city
review
commission
when
they
were
going
to
have
a
meeting.
Nobody
knew
nobody
knew
nobody
knew
that
did
find
it
where
they
had
it
august.
I
think
23rd.
It
was
down
in
akron
and
I
don't
know
mr
gainer.
I
realized
you're
on
the
turk.
Now
I.
J
J
Got
to
ask
you
yeah
jack
gainer,
39,
20
wadsworth.
We
they
held
that
meeting.
I
asked
why
they
chose
to
hold
the
meeting
at
that
particular
location.
I
was
told
that,
and
it
was
true
when
all
the
people
showed
up
at
the
meeting
there
was,
I
don't
know
there
was
12,
maybe
or
14
people.
Most
of
them
were
counting
people,
legalese
people-
and
just
I
I
don't
even
know
their
titles,
but
there
were
a
lot
of.
J
There
was
a
lot
of
people
there
from
the
county
itself
to
verify
these
facts
and
figures
that
you
have
on
that
paperwork.
I
have
a
copy
of
that
paperwork
and
you'll
notice
that
there
are
on
the
bottom
left-hand
corners,
there's
a
eight
or
ten
that
was
cancelled
because
there
was
nothing
built
there
I
mean
they
didn't
want
to
go
forward
with
those
particular
ones
and
the
ones
that
were
approved
were
approved
like
you're
speaking
of
kda,
on
the
basis
that
the
amount
of
employees
that
were
originally
intended
to
be.
J
There
was
never
there
like
charlotte
said,
but
they
did
bring
in
the
other
company
and
they
generated
enough
employees,
tax,
wise
and
and
legal
wise
to
make
up
the
difference
or
close
enough
to
it,
to
where
everybody
felt
that
it
was
justifiable
to
continue
their
pif
on
it
so
and
and
that
applied
to
two
or
three
of
the
different.
There
was
only
three
I
think.
G
K
J
J
J
J
As
charlotte
said,
they
never
did
get
the
amount
of
employees.
But
there
was
a
reason
also
for
that.
The
covet
came
along
the
contract
government
contracts
that
kdd
had
to
build
large
equipment,
top
security
equipment
and
everything
fell
through
because
the
government
couldn't
do
it
during
this
covey
period.
J
N
J
There
are
plans,
they're,
they're,
building
a
new
facility
and
I'm
hoping
at
least
that
not
only
will
the
new
plastics
place
come
in
there
and
justify
the
water
and
sewage
and
everything
it's
it's
either
ran
or
being
run,
I'm
not
up
on
that
now,
but
I
noticed
that
it
was
dug
up
down
through
there
behind
the
church
going
up
in
that
direction.
So
I
think
that
might
already
begin.
N
N
J
A
A
J
A
But
they
don't,
they
don't
have
have
the
abatement
on
that
other
building.
They've
got
it
on
the
one
that's
already
built
where
kyoto's
at,
and
I
would
like
to
see
the
numbers
on
kyoto,
because
I've
seen
nothing.
That
said
that
kyoto
was
meeting
any
of
the
criteria.
That
kda
was
supposed
to
be
doing.
Those
numbers.
N
It
was
25
and
the
projected
agreement
was
a
million
dollars
and
they
retained
says,
retain
zero.
Actual
new
is
two
with
actual
investment
of
one
million
nine
hundred
and
fifty
four
thousand
dollars
yeah
yeah.
So
so
the
numbers
down
on
the
people
side,
but
the
investment
side's
twice
of
what
they
projected
so.
N
Well,
I
don't
know
if
there's
any
more
discussion
on
that
miss
whitkey
or
anybody
else.
E
E
D
I
would
agree
with
that.
However,
I
recall
a
number
of
complaints
from
various
neighbors
around
there
and
I
don't
know
if
all
those
were
resolved
or
not
as
far
as
what
kda
was
supposed
to
be
doing
with
the
driveway
and
the
property
of
budding
their
I'm
not
sure
if
they
took
care
of
all
those
issues
or
not.
But
I
would
like
to
make
sure
that
those
issues
are
addressed
before
this
would.
E
Go
forward
the
the
28th
street,
I
don't,
I
don't
know
if
you
call
it
extension
or
what
you
want
to
call
it
that
expired.
So
that's
not.
E
A
Yeah,
but
that's
when
it
happened
was
2020
and
this
has
been
since
2017.,
but
they
weren't
ever
held
accountable
for
the
three
years
prior,
nor
were
there
any
housing
council
meetings,
nor
were
there
any
turk,
meetings
or
whatsoever
for
the
prior
three
or
four
years
that
this
was
going
on.
But
yet
we
still
keep
steve
handed
it
over
to
him.
But
I'd
like
to
see
the
reports
and
it's
just
instead
of
this
little
piece
of
paper,
I
got
like
I
said,
I'd
like
to
see
the
numbers
on
coyote
as
well.
N
D
D
E
N
C
E
A
I've
been
hearing
some
complaints
from
it's
been
going
ongoing,
but
then
brought
to
my
attention
again
about
some
of
the
vehicles
that
were
damaged
on
barber
road
and
I
haven't
talked
recently
to
the
people,
but
they
seem
to
think
that
they
were
supposed
to
be
reimbursed
or
had
their
stuff
taken
care
of
from
when
chagrin
was
down
there
and
they
left
the
the
manholes
or
whatever
they
were
way
up
and
they
were
getting
damages
to
the
cars
through
there.
A
This
is
what
we
paid
home,
for
they
were.
The
chagrin
valley
did
the
actual
work
on
barber
road,
but
we
actually
contracted
with
own
ohm.
For
those
who
would
are
interested.
I
have
no
idea
what
it
stands
for.
I
couldn't
find
it
easily,
but
I
questioned
that
when
we
hired
them
to
do
that
work
because
they
are
the
same
people
that
did
the
parkland
the
park
study.
A
That
did
not
do
that
correctly,
never
did
from
the
get-go
and
then
what
we're
presented
with,
which
is
never
come
forth
on
council
formally,
but
again
I'll
say
that
this
thing
that
we
have
there's
park
study
says
that
we
have
approved
it.
We've
proved
everything
I
never
proved
what
they've
got
in
there.
I
don't.
I
know
it
hasn't
come
before
us
and
I
definitely
was
on
no
stinking
committee.
A
The
man
approached
us
wanting
to
get
people
to
be
on
their
committee
at
a
parks
meeting
which
mr
gainer
was
there.
I
was
there
and
mr
mrs
mullins
was
there.
Mrs
mullins
was
actually
on
a
commission.
Mr
mullins
was
in
on
the
floor
observing,
and
so
they
tried
to
say
well,
you're
our
committee.
Well,
no,
I'm
not
on
their
committee.
A
They
did
not
do
the
part
that
they
should
have,
but
I'm
just
kind
of
concerned,
because
on
the
paperwork
that
I
was
going
over
for
these
people
is
said
that
they
were
supposed
to
be
inspected
that
daily.
So
if
there
was
something
going
on
down
there,
shouldn't
have
been
handled
by
home
as
well.
I
mean
if,
if,
if
there,
if
it
is
due
to
what
the
work
that
chagrin
valley
was
doing,
somebody
ought
to
be
reimbursing
these
people
and
taking
care
of
their
losses.
A
If
there
are
any
actual
complaints
turned
in,
say
man,
I
still
feel
the
same
way
down
on
shell
heart.
I
haven't
heard
anything
about
anything
being
done
for
mr
carruther's
yard.
A
But
I
don't
think
none
of
those
people
were
treated
fairly
either,
and
I
don't
think
that
the
city
has
stood
up
for
them
or
made
sure
that
they
would
be
when
you
have
a
giant
tree
like
the
guy
had
in
his
yard,
and
they
take
out
four
of
them
and
then
oh
well,
we're
sorry,
we
didn't
have
to
cut
him
down.
After
all,
we
don't
have
to
go
that
far.
There's
an
issue
there
and
he
shouldn't
get
1400
with
the
trees
put
in
his
yard.
A
When
the
reality
of
it
is,
he
could
get
three
times
the
amount
for
each
of
those
trees
as
to
what
its
actual
dollar
value
would
be,
and
the
fact
that
he
has
a
big
bare
spot
that
they
seem
to
think
is
all
fixed
and
good.
Mr
bates,
would
you
be
disagreeing
with
anything
that
I
had
to
say
on
describing
this
and
he's
not
the
only
one.
There.
A
Well,
yeah,
but
the
city
should
be
backing
them
up
as
well.
I
agree
we
paid
three
million
dollars
to
this
company
and
then
to
have
and
a
lot
of
these
people
are
elderly
people.
They
can't
really
get
out
there
and
do
that
and
they
shouldn't
be
expected
to
the
sad
truth
is
even
if
they
give
him
these
little
trees
to
grow
up
he's,
never
going
to
see
him.
A
You
know
something
needs
to
be
done
with
that.
So
that's
two.
I
think
there's
more
to
come.
Sorry,
but
this
is
the
only
chance
I
get
to
get
out
here
and
get
this
stuff
out
there.
But
yeah
I'd
like
to
have
ohm's
report
on
that
too.
How
come
they
didn't?
Do
anything
to
take
care
of
what's
happening
down
on
barber
road
and
if
we
had
somebody
watching
lockhart
over
here,
which
we
did
have
locked,
we
did
have
some
troubles
with
lockhart.
Oh
gosh,
it's
been
14
18
years
that
we've
been.
A
We
wouldn't
even
use
them
again
because
of
something
down
on
wooster
road,
okay.
But
I'd
like
to
know
what
they're
still
going
to
do
about.
Mr
carruthers,
after
you
know
it's
not
my
fault
they're,
not
here,
I'd,
be
saying
it
anyway
after
they
told
him
that
they
would
the
city.
You
know
the
mayor
and
mr
fowler
was
out
there
and
told
him:
don't
do
anything
with
this
yard.
A
Did
it
be
taken
care
of,
and
I
still
haven't
gotten
an
answer
about
the
property
done
on
easton
my
panther
way
and
on
the
assessment
amount
on
that.
I
hope
somebody
from
norton
actually
put
in
for
this
mosquito
abatement.
They
have
to
be
in
by
tomorrow
at
4
pm
september.
7Th.
The
deadline
for
letters
of
interest
haven't
heard
anything
more
about
that.
E
Conclude
what
you've
got
I've
got
just
one
thing:
we
were
fully
expecting
that
eastern
road
and
congo
road
would
be
under
construction.
By
now,
the
engineers
found
another
large
culvert
that
needs
replaced
so
that
had
to
go
back
out
for
engineering.
I
expect
like
in
the
next
month
that
to
be
coming
before
council,
and
it
would
be
my
opinion
when
that
comes
before
council
to
wave
readings.
Just
because
it's
as
everybody
knows
it's
been
far
too
long.
E
C
D
D
There
wasn't
anything
that
they
could
do
that
had
to
be
proven
before
the
city
of
norton
could
spend
any
of
city
of
norton
tax
dollars
towards
that
project.
They
can't
do
it
any
other
way
without
knowing
who
has
ownership,
then
they
can't
spend
our
tax
dollars
if
it's
new
franklin
or
county
or
whatever.
So
that's
why
they
had
to
go
through
that
whole
process
and
there
was
certain
entities
that
said:
oh
well,
we'll
drag
our
feet
as
long
as
we
need
to.
Basically
so
they
weren't,
not
norton.
D
That
was
outside,
so
they
weren't
gonna
move
on
it.
I
said:
take
us
court,
you
know
we
don't
care
by
the
time
it
gets
settled
there.
You
know
maybe
five
years
down
the
road,
so
norton
wasn't
necessarily
dragging
their
feet,
trying
to
determine
who
was
had.
H
H
E
B
E
Yeah
I
I've
misspoke.
I
said
I
said
I
read
r9
but
then
I
said
yeah
I
got
you,
I
meant
brookside.
I
apologize.
K
E
H
I
don't
remember
where
we
stood
with
the
mud
district
conversation.
Do
we
need
to
do
anything
in
our
discussion,
or
does
that
need
to
be?
Is
our
next
step?
I
know
we
talked
about
emailing
our
suggestions
administration
from
there
going
to
the
planning
commission,
but
do
we
need
to
discuss
that
on
our
end.
