Real quick before we go into communications from the public. I just wanted to make mention. We had some feedback from the public last week and from miss whitby as well that our microphones were having some trouble. So we did have every microphone tested today and we've got some a little bit more equipment on the way that will hopefully help so for anybody up. Here's sake. Please lean into your microphone when you speak to see if that might help.

My concerns are trying to face everybody.

You can hold that okay, however you're comfortable okay, my concerns are, I think it was two council meetings ago when we had the bad snow. Somebody said you guys don't use full-size snow plows to do the dead-end streets.

You know like little street brookside extension, but yet on facebook you can clearly see.

It's a full size truck doing little.

D

And this was at 1 34 friday afternoon, but yet higgins, a main artery that goes clear down to the golf course and all these other streets in nash, heights, weren't plowed, but this little court street got plowed and the truck backed up didn't make one swipe, as you can see in the picture, I'll pass it around there's much more on facebook, but some somebody sent me this picture and you, as this guy pointed out, if you look further on the street, he's parked on eight inches of snow, but yet they did this little house this street, that has four houses on it.

Now granted we had a snow storm, but I heard we don't do little dead end caldi sacks, but for some reason this got done at 1, 30 or 134 higgins drive got done at 7 30..

I pulled a couple cars out that down higgins the snow was eight inches deep, crushed and packed, but yet- and we all know who lives on this street- I'm not blaming the snow guys, they did work, they did a great job.

I mean they worked their butts off to get the roads clear, but if you guys are letting little court streets with a big dump truck that he didn't make one swipe in this picture they did three or four swipes.

It's not like the truck just went one down. One way and came back. Higgins has hills on it. People kept getting stuck at valley in the stop sign and I'm not you look at facebook. You'll see all complaints, some were goods, some people said: oh, they did a great job. They must live on the mayor's street because they didn't do higgins, they didn't do valleyville down at the hill.

I mean, if that's your road program, we got to get it together. We've got another storm coming. We got nurses that live on our street and there's other people that got to get to work.

One thing I think that might help with what you're saying is in the near future. I've talked to mr fowler and the city is working on getting gps tractors, so the city will will be able to say exactly where every truck's been and what time they've been, and that should solve any controversy as soon as we get that up and running.

Well, don't you agree that doing a little cold sack with four houses on it before you do main cross streets main artery? I mean it's not rocket scientists, four houses, first to say higgins, probably 20 houses and hills.

I thought road crew would do hill areas first, on the secondary roads, main arteries mean we've got another snowstorm coming I'm curious what will happen? Maybe this will bring some light to some people's eyes.

Moving on to committee of the whole barberton road reconstruction- that is mine, we've kind of been talking about this, the last several weeks where we are reconstructing barbara road this coming year, and we had five bids on that project. The lowest bid is chagrin valley, paving at just over a million dollars.

Is that anything the administration would like to add to that.

Maybe if the microphone would sit still the chagrin valley, there's no reason not to award to them. They are the lowest and best bit.

Item b johnson road reconstruction- again, that is mine under service um again we've. This has been a discussion in the last couple weeks, but uh johnson road will be being done again this spring.

On that we had seven bids the lowest bid being superior, paving at just over three hundred ninety three thousand dollars um again as administration have anything they need to add to that.

Again, they are the lowest and best bid and there's no reason not to accept the lowest and best.

Thank you. I would just like to mention I'm glad to see that we're getting more bids in for the road projects and the bids are much closer in value where, as before I mean they were quite extreme from one to the other.

Another thing I just thought of both of these projects are heavily funded through grants, and I just want to express appreciation to the administration for getting those grants as well.

That being said, I'd like to make a motion to add ordinance number 27 2022 to council's next agenda.

Letter c henderson snow plow, mr bates.

Thank you, mr president. um This ordinance would be to purchase a henderson snow plow uh says for just over 16 thousand dollars. I I was curious. I didn't. I was trying to understand the timing of the order date being back in november. We have a sell date of and a ship date. It looks like maybe of december, and we it looks like it's already been paid, so I'm trying to figure out the timing of how we got from there to paying for it.

Do they have a what sort of net 30 days does that cause us a problem? If we've it's been shipped on december or I'm just timing-wise we're in february, you know.

Well, I think the yeah, I think the the vendor is going to want payment as quickly as possible um on on the invoice, so isn't that 30 as they want, they want 30 payments. You know vendors get paid when they get paid, but that as accuracy of them, it makes sense to move it along.

With regards to the shipping on it four grand coming from illinois to me, that is ridiculous, that they charge that much it's 2 000 pounds, there's no way it should have cost that granted it's 11 feet, long, throw it in a crater box.

Whatever I mean 12 feet long, it's just, I think, in the future, we should maybe beat them up a little bit on their freight costs, because that is well outside of what it should have been.

Yes, mr president, is this the only proposal we had then was from henderson.

Is there a reason for that?

I believe this is the same snow plow uh with all the vehicles. It was already the way I understood it from mr hess was. This is a replacement plow for the highway highway track truck and they were just replacing that plow, so it needed to be a henderson for that purpose. Otherwise, you have to reconfigure the the components that move the plow.

Letter d, 2022 2023 fighter fighter agreement, mr lukens.

Thank you, mr president. um So this is the uh local firefighters contract, their collective bargaining agreement.

I reached out to the fire chief and also the union representative and just getting their opinions on this agreement, and I I couldn't find any real negatives from anybody.

I did my best to give everybody a chance to uh voice their opinion on what they, what they thought of the contract and um seems like it's a good contract for them and they're going to be happy with it.

This is the same thing we voice voted last last monday as well.

Just so everybody understands the process, so what happens the city and union negotiate? They come up with a tentative agreement. You all voted in affirmative for the tentative agreement. Then we translate that into the collective bargaining agreement the union did call me.

I apologize what day it was, it might have been yesterday saying there may be some minor edits to the wages um and I'll get those to the clerk as soon as we make sure we're confirming all those there may have been some addition errors that may have occurred so, but the terms of agreement are the same, but there may be some adjustments by a penny here or there on a few of the wages.

My goal is to have it for you by the end of the week: okay great, it may be as early as tomorrow, but I don't want to promise tomorrow, but by the end of the ring for certain.

Thank you topics for next work session, cleveland maslin, road, eastern road, along those lines- I am I mentioned a couple weeks ago how I would be announcing a town hall meeting, so I am now announcing that, on tuesday april 26th from 7 p.m, to 8 30 p.m. We will have a town hall meeting on the eastern road project, which does include congo road bridge, that's at the community center. Thank you, mr fowler.

um And I had I'd like to see something be put on the agenda too. I've been asked by several residents and uh I agree with them with the with what they're wanting to.

Know the total of the funds that we were either we've already received, or we have allotted to come to the city from the county, state and federal funds due to the covig and it'd, be nice if we even knew how those were actually spent. If those could be broke down and presented publicly.
