B
I
now
call
to
order
the
rig
the
norton
city
council,
regular
council
meeting
for
monday
june
27
2022..
Please
stand
for
pledge
allegiance
in
a
moment
of
silent
prayer.
B
I
I
I've
seen,
excuse
me
cement
trucks,
semi-trailers
up
and
down
higgins
going
into
the
allotment.
Why
are
they
not
using
cleveland
maslin
or
the
designated
allotment
road?
I
know
it's
not
paved,
but
that's
not.
It's
not
my
problem
that
shouldn't
be
your
problem
should
be
the
developers
I
mean
you've
seen
the
size
of
higgins
on
our
scale.
It's
it's
not
made
for
those
vehicles.
It's
just
not,
and
you
know,
there's
children.
There's
I
mean
I
I
don't.
Why
are
we
allowing
that?
I
It's
I
mean
I.
I
don't
understand
that
and
believe
me.
I
live
on
valley.
My
drive
is
off
of
higgins,
so
I
see
those
trucks,
those
those
cement
trucks
and
the
semi
trailers,
the
moving
vans.
There's
three
families
living
down
there
now
their
their
moving
vans
are
coming
down
higgins
and
which
brings
me
back
to-
and
I
know
we
discussed
this
a
couple
months
ago,
I've
asked
several
times
for
sunshine
law,
requests
to
the
mayor
and
the
administration
and
copies
to
the
council
for
details.
I
I
So
is
anything
going
to
be
done
about
that.
Is
that
really
going
to
be
a
right
turn?
I
I
requested
that
information,
don't
have
it
and
I
just
have
to
say
you
know-
and
I've
heard
this
on
several
meetings
that
I've
been
to.
I
Many
of
you
have
said
this,
that
you
request
information
from
one
another
and
you
don't
get
it
and
if
you
can't
communicate
with
one
another,
then
how
do
you
expect
the
residents
to
communicate
or
have
the
respect
for
what
what
you
tell
us?
I
I
don't
understand
that
I
truly
don't
I
mean,
is
there
a
right
turn
only
doesn't.
Does
anybody
have
a
comment?
F
I
I
C
So
I
mean
either
they're
allowed
to
be
on
the
road
or
they're.
Not
then
they're,
not
so
I
don't.
I
don't
know
offhand,
I
think
it's
worth
researching
and
seeing
what
the
legal
weight
limit
is
for
those
secondary
roads
like
that
any
of
those
vehicles
are
too
heavy
and
should
not
be
on
the
road
or
they
have
the
right
to
go
down
the
road.
C
I
I
H
I
H
H
We
have
been
making
the
sacrifice
for
the
past
three
years
and
we
open
and
roll
my
husband
and
I
we
open
and
rolled
our
kids
to
norton
city
schools
three
years
ago,
so
we've
been
making
the
trip
twice
a
day
for
the
last
three
years.
I
love
everything
about
the
district.
Like
I
just
can't
say
I
just
love
it.
I
everything
about
it.
It's
been
more
work
when
we
purchased
this
house
than
what
I
would
have
ever
imagined.
H
We
can
talk
about
septic
systems
that
you
know
the
county
should
have
done
their
due
diligence
and
that's
a
whole
other
issue.
But
I'm
coming
to
you
today
because
we
have
a,
I
guess,
a
little
bridge
that
goes
over
our
driveway
and
as
soon
as
the
house
closed,
you
know
we're
real
wanting
to
meet
our
neighbors.
So
we
went
right
over
and
introduced
ourselves
to
everyone.
H
If
you
go
to
the
top
of
my
driveway,
there's
a
I
don't
know
piping,
that's
coming
down
off
of
the
street,
I
guess
there
was
a
dirt
road
or
whatever
before
you
guys,
filled
it
in
and
repaired
it.
Well
now
all
of
this
water
is
coming
into
my
creek
or
whatever,
from
the
diversion
from
the
nash
project,
and
you
have
all
of
this
clay
material.
That's
there
and
it's
eroding
the
base
of
my
drive
or
whatever,
and
I
just
need
some
help
to
get
it
fixed.
H
H
I
can't
even
count
we
stopped
counting
after,
like
50
water
hose
pipes
that
they
were
just
hooking
up
to
this
old
trailer
that
they
were
just
literally
living
in
the
front
of
their
yard.
I
mean
the
house
is
beautiful
when
we
get
it
back
to
that
state,
but
our
house
really
is
the
only
one.
That's
left
that
has
a
wooded
area.
So
I
don't
know
if
it
was
just
an
oversight
or
if
the
people
that
was
living
there,
if
you
guys,
saw
that
how
they
were
living.
H
I
can't
remember
her
name
because
I
only
met
her
once,
but
she
said
that
the
embankment
is
even
getting
wider
and
wider
and
wider,
and
she
said
that
she's
been
there
since
she
was
a
child.
So
she
told
me
the
history
about
how
there
was
a
doctor
that
lived
into
our
lived
in
our
home.
You
know
back
in
the
day
and
so
she's
they're
just
really
excited
that
we're
there
and
we're
actually
taking
it
under
our
wings
because
we
want
to
have
a
beautiful
home
for
our
children.
H
H
He
said
that
he
would
have
someone
to
to
reach
out
with
me,
and
I
waited
three
weeks
and
nobody
called
me,
and
I
was
just
a
little
bit
disappointed
because
I
was
waiting
for
several
of
you
guys
on
the
panel
to
reach
out
to
me
to
make
arrangements
to
come
out
to
the
home.
So
I
could
show
you
exactly
what's
happening,
I've
reached
out
to
the
city
before
and
I
had
a
city
person
come
out
and
they
said.
H
Well,
we
don't
know
if
those
were
our
pipes
or
not
I'm
just
going
by
what
the
neighbors
are
telling
me
next
door.
She
said
before
the
nash
project,
or
whenever
that
happened.
All
of
those
pipes
rushed
down
into
the
little
creek
area
or
whatever,
and
so
they're
just
sitting
there,
and
I
just
need
some
help.
H
H
H
I
don't
know
if
it
was
because
of
the
current
condition
of
the
property
if
it
was
just
not
addressed
as
being
needed
to
be
addressed
right
away,
but
I'm
here
now
and
the
water.
Just
I
mean
you
get
a
good
rain
and
it's
coming
down
off
of
the
side
of
the
road
and
that
pipe
is
coming
off
of
the
side
of
the
road
they're
standing
water
at
the
top
of
the
road
and
it's
coming
into
our
our
whatever
it
is.
H
H
Absolutely
yes,
I
I
don't
see
anything
wrong
with
that,
if
you're
not
home
and
if
someone
is
coming
to
be
on
your
property.
Yes,
I
I
want
to
be
there.
I
want
to
be
involved,
I'm
not
saying
you
know,
I'm
not
going
to
show
up.
I
mean
me
and
my
husband,
our
whole
family
we've
been
out
there
for
the
past
60
days
like
diligent,
I'm
tired,
it's
a
lot
and
I
understand
buying
it
as
is,
but
I'm
just
asking
for
some
help.
B
She
has
three
culverts
that
empty
into
her
drainage.
I
guess
you
might
call
it
pretty
much
from
easton
road
on
this
side
of
greenwich.
Everything
goes
downhill
and
empties
into
that,
and
then
two
I'm
gonna
guess
20-inch
culverts
come
right
under
valley,
they're,
they're,
deep
down
in
there
like
10-12
feet
under
the
road.
F
Have
been
there
all
this
time,
it's
not
like
it
was
something
that
we'd
done
over
at
nash
heights,
because
I
don't
remember
doing
anything
with
the
the
storm
sewer
water
over
there,
redirecting
it
where
it
would
have
put
anymore
onto
them.
If
there's
piping
over
there,
I
would
say
that
that
would
be
upon
the
construction
people
that
would
have
put
if,
if
it's
even
from
the
project
where
they
put
in
the
water
line
or
something
that
would
be
on
them
and
not
on
us.
H
I
can
just
tell
you
what
the
neighborhood
next
door
told
me,
and
she
told
me
that
it's
been
an
ongoing
problem.
They
were
even
scared
to
even
come
to
the
city
to
even
complain
about
the
neighbors.
I
mean
they
have
dog
chains
that
are
just
like
matted
inside
of
so
many
trees.
We
spent
over
four
thousand
dollars
just
taking
trees
down
that
were
just
they
were
eventually
gonna
die.
H
I
mean
beer
bottles
trash,
I
mean,
and
I
get
all
that
but
from
the
direction
that
the
neighbors
have
told
me
was
that
it
came
from
the
nash
project.
Now,
I'm
not
sure
how
many
years
ago,
that
project
either
started
or
the
completion
date.
But
if
you
live
next
door,
you
know
if
it's
coming
from
a
particular
project
or
not
I'm
just
asking
for
someone
to
to
even
come
out
to
even
look
at
it
and
nobody
even
called
nobody
even
called
me
to
say.
H
D
B
C
It
certainly
sounds
like
there
could
be
a
dialogue.
At
least
you
know
we
can.
Someone
can
go
out
whether
it's
mr
towsley
or
someone
in
the
city
go
down
and
at
least
take
a
look
and
give
it
a
serious
consideration
of
what's
going
on
in
the
property
and
get
some
answers,
whether
it's
you
know
whether
we're
able
to
help
or
whether
it's
something
that
you're
responsible
for
at
least
someone
should
come
out,
take
a
look
at
it.
H
It
looks
like
they
took
like
a
big
slab
of
concrete
and
covered
over
what
was
there
and
then
they
took
a
big
pipe
about
like
this
wide
and
now
it's
the
water
to
me,
in
my
opinion,
is
being
diverted
going
into
my
property.
H
H
H
Okay,
I,
like
you,
let's
see
I
have
to
take
lawson
to
practice.
I
can
be
there
at
9,
30.
F
H
H
There's
no
running
water
at
that
particular
time
of
the
season
and
you
have
to
physically
go
all
the
way
up
to
the
top
of
the
driveway
walk
down.
I
mean
I
did
this
myself.
You
know
just
trying
to
give
my
little
two
cents
in
for
the
project
to
see
exactly.
You
know
what
was
going
on
with
the
property
when
the
winter
broke,
and
then
I
explained
to
him.
He
was
wondering
where
all
this
water
came
from.
I'm
like
I
don't
know
so
then
that's
when
we
found
out
that
it
wasn't.
H
So
it
wasn't
that
you
know
it
wasn't
that
it
wasn't
done
due
diligence
wasn't
done
because
that's
that's
what
he
does
for
a
living.
So.

C
B
Well,
I
think
we
you
might
want
to
give
the
details
that,
for
the
part-time
sure,.
B
Raise
this
year,
three
percent
next
year
and
2.75
and
24
and
the
part-time
police
will
be
receiving
a
750
dollar
bonus
for
covin
for
serving
during
during
covert.
C
B
G
B
B
C
F
C
B
Yes,
okay,
consideration
of
minutes
the
minutes
for
the
regular
council
meeting
of
june
13
2022.
Are
there
any
additions
or
corrections
seeing
none?
Those
minutes
are
approved
as
submitted
the
minutes
of
the
committee
work
session
of
june
20th
2022.
Are
there
any
additions
or
corrections
seeing
none?
Those
minutes
are
approved
as
submitted
as
well
reports
from
officers
boards
and
commissions,
we'll
start
with
mr
fowler.
K
Yes,
sir,
I
just
have
sorry
four
quick
items
in
case
you
didn't
notice.
The
greenwich
road
sewer
is
currently
under
construction.
We
hope
the
physical
construction
will
be
done
in
15
days,
which
would
be
three
weeks
again.
That's
weather
dependent
the
barber
road
resurfacing
project
is
complete,
except
for
striping,
some
other
minor
manhole
adjustments
and
some
finishing
final
punch
list
items,
but
that
should
be
done
in
the
next
few
weeks.
K
I
want
to
let
council
know
that
the
city
of
barberton
led
let
their
paving
contract
and
part
of
their
paving
contract
included.
Wilbur
avenue
and
wilbur
avenue
is
half
in
barberton
half
in
norton
and
as
part
of
that
project
we
still
have
some
money
available
in
our
paving
program
and
we
are
going
to
pave
wilbur
along
with
the
city
of
barberton.
K
It
just
didn't
make
sense
to
end
that
pavement
right
at
wilbur
or
I'm
sorry
right
at
the
corporate
limit,
and
so
we're
going
to
continue
that
on
to
barber
or
I'm
sorry
gardner.
It
goes
to
gardner
and
that'll,
be
our
portion.
The
city
will
cover
that
portion
and
then
just
want
to
let
you
know
we're
already
looking
at
the
2023
road
program.
K
We
hope
to
have
something
for
council
to
opine
before
the
before
the
end
of
the
year.
B
K
K
Doing
a
portion
I
will
confirm,
but
it's
supposed
to
go
from
the
intersection,
the
northerly
boundary,
so
we
and
then
to
south.
We
want
to
make
almost
a
gardener.
We
want
to
get
a
really
nice
patch
in
there
to
finish
that
up.
No,
that
may
not
happen
this
year,
but
it
will
happen
next
year,
but
but
it
is
set
to
be
repaired
properly.
Great.
K
K
But
in
the
meantime,
we're
going
to
do
a
portion
of
that
where
the
cleveland
maslin
road
we're
going
to
do
a
portion
on
cleveland
masala
road
from
the
intersection
south
to
gardner.
Okay,.
K
They're
cutting
where
they're
the
big
trench
but
right,
but
I
don't
want
to
just
fix
the
trench.
I
mean
we
see
the
issues
with
that
over
on
norton
avenue.
We
we
want
to
solid
that
road
was
done
very
well.
We
want
one
solid
piece
of
road
and
I
I
hope
I
don't
misspeak,
but
I
felt
that
that
was
council's
will
that
they
would
prefer
to
have
really
good
seams.
F
F
E
K
I
want
to
say
it's
under
it's:
it's
it's
under
what
we
have
encumbered,
so
it's
45
to
50
000
somewhere
there.
It's
probably
a
high
estimate,
but
I
I
can
get
you
that's
fine.
It
takes
a
minute
from
everybody
and
to
your
point,
mr
tiles.
When
we're
looking
at
next
year's
pavement
program,
one
of
the
areas
we've
identified
and
I
think
some
of
you,
mr
bates,
and
I
have
spoken.
K
I
know
you
and
I
have
spoken
that
we
will,
where
we
have
communicated
with
barberton
our
intent
to
do
streets
that
are
half
in
barbed
and
half
in
norton,
so
that
they
can
plan
and
advance
great.
A
Thank
you.
I
just
have
a
couple
just
want
to
announce
that
we
did
have
our
first
concert
this
past
friday
night
down
here
at
the
park
just
and
I
I
since
then
I've
heard
a
couple
statements
that
some
people
didn't
know
it
was
going
on
and
so
forth.
So
I
just
want
to
put
out
there
that
on
the
month
of
july,
we
have
a
car
show.
A
A
Tribute
band
as
well,
we
also
have
the
the
touch
of
truck
that
will
be
on
saturday
from
12
to
three
that'll
be
service
department,
fire
and
police,
and
I
know
in
the
past
we've
used
some
other
other
agencies
have
also
come
in
and
participated
in
that
as
well.
A
B
L
J
B
L
G
P,
ms
whipkey,
yes,
mr
towsley.
B
B
C
L
Thank
you,
mr
president,
for
ordinance
number
59
2022
for
its
second
reading
and
ask
the
clerk
to
read
it.
Please
an.
E
G
G
F
President,
since
we're
on
on
this
subject,
mr
pilot
had
actually
mentioned
moving
that
back
to
less
months
than
what
is
it.
I
believe
it's
still
written
down
for
the
24
months,
and
I
don't
know
if
anybody
is
really
paying
any
attention.
I
would
be
more
than
happy
to
shorten
that
in
order
to
get
something
done.
If
that'll
give
us
some
time
to
be
able
to
get
this
taken
care
of
sooner
yeah,
I
do
believe
it's
still
up
for
the
24.
C
C
How
this
would
benefit
the
city
overall
to
restrict
I
mean
we
don't
know
what
could
be
coming
in
the
future,
what
kind
of
development,
or
maybe
some
kind
of
a
a
really
interesting
mud,
district
idea
or
some
kind
of
opportunity.
I
just
I
don't
see
how
that
it
kind
of
undermines
even
our
council,
that
we
our
vote,
that
we
would
have
to
say
yes
or
no.
I
just
I
don't
think
I
can
support
this
ordinance.
J
I
mean
we
can
talk
about
it
some
more
next
week,
but
at
this
point
I
you
know,
after
looking
back
at
the
ordinance
and
the
authority
that
we
actually
already
have
as
a
council
to
approve
things
and
not
approve
things,
I
don't
see
the
need
for
moratorium.
I
mean
we
can
certainly
look
at
the
ordinance
and
see
if
there
are
some
changes
or
things
we
want
to
tweak
with
it.
But
I
don't
know
that
moratorium
helps
towards
that
end.
So
I
probably
will
not
be
will
not
be
supporting
this
either.
F
J
J
So
I
mean
if
there
had
been
four
people
to
vote
against
it.
That
would
have
happened
that
way,
but
we,
but
more
than
four
people
voted
for
it.
So
that's
why
it's
there
I
mean
you
know
we
may
or
may
not
like
it
now,
but
the
fact
of
the
matter
is
the
council
approved
it,
and
I
mean
I'm
not
going
to
run
from
that
fact.
I
mean
you
know,
that's
that's
the
way
it
is.
C
F
C
B
Well
perhaps
this
is
something
we
should
put
on
the
work
section
for
next
week.
I
mean
we're
gonna
go
for
a
third
reading
and
a
vote
anyhow,
but
I
don't
see
any
reason
we
can't
discuss
it
more.
B
So
ordinance
number
36
2022,
mr
lukens
thank.
C
C
I
feel
like
we
know
this
by
hard
already,
but
that's
eighth
reading
only
thank.
C
C
Employees
were
14.50
to
18
an
hour
and
college
interns
were
15
to
20
an
hour
originally
before
we
amended
it,
and
then
it's
gone
down
from
for
the
seasonal
employees,
to
9,
30
to
16
hour
range
and
then
college
interns
10
to
15,
50,
hourly
wage
weight
rate,
and
we
felt
like
at
the
time
least
I
felt
like
at
the
time
that
was
a
little
bit
a
little
bit
high
for
a
comparative
wage
based
upon
some
of
our
other
employees
in
the
city.
So
we
did
get
that
amended
and
reduced.
D
F
F
D
B
C
C
F
Yes,
mr
president,
yes
thank
this,
for
the
administration,
where
are
we
standing
on?
Have
we've
been
looking
for
the
third
board
member
for
the
civil
service?
Has
that
been
publicized
or
anything.
F
F
F
And
then
I
was
still
wondering
about
the
water
line
if
we're
still
pursuing
that
for
going
down
to
odot
and
assessment
tie-in
fees
on
brookside,
I've
heard
nothing
more
about
it
all
outside
of
the
complaints
that's
coming
in
due
to
the
development
and
I'm
still
waiting
for
the
the
turk
information
I've
been
asking
for,
for
it
seems
like
a
lifetime.
Now.
E
I
have
something,
mr
president,
3378
easton
road,
mr
and
mrs
bakers.
E
I
know
that
mr
hess
has
been
in
communication
with
the
gas
company
they're
trying
to
locate
the
lines
in
front
of
the
house,
so
they
can
do
the
the
digging
and
they've
had
problems
getting
people
lined
up
for
that,
but
everything
is
in
place
to
get
that
done
and
that
thing's
that
situation
handled
for
the
bakers
I
just
want
to
let
miss
whippy
know
what
was
going
on
with
that
and
everybody
else.
So.
