Description
Regular Council Meeting
B
D
D
F
B
B
F
F
F
We
did
get
a
bid
of
1
million
two
hundred
ninety
three
thousand
one:
ninety
seven
from
Primal,
Corporation,
plus
a
contingency
of
129
319.70
cents,
so
the
legislation
total
will
be
1
million.
Four
hundred
twenty
two
thousand
five
hundred
sixteen
and
seventy
cents.
F
I
F
J
President
quick
question:
do
we
know
timing
wise
I
mean
I
realize
it's
not
going
to
happen
in
the
next
month,
but
timing
wise
once
it's
awarded
how
long
it'll
take
before
they
get
started
on
the
work
as.
D
Thanks
we're
going
to
have
another
piece
of
legislation
to
go
with
this
anyway.
Aren't
we
for
the
the
overseers
correct.
F
F
G
A
F
A
You
Mr
President,
so
this
is
the
ordinance
involving
the
easement
for
the
execution
and
delivery
of
our
water
tower
construction
in
Brookside
allotment.
Obviously,
there's
a
lot
in
here.
It's
I,
think
23
pages
in
our
agenda.
H
A
Just
two
right:
yes,
okay,
anybody
have
any
other
questions
or
concerns
involving
this
I.
D
Do
Mr
Lukens,
I
I
noticed
this
does
contain
emergency
language
with
it
and
I
had
scan
through
this
I
hadn't.
Read
it
as
good
as
what
I'd
like,
but
I,
don't
recall,
seeing
anything
about
talking
about
putting
a
gate
up
just
to
make
sure
there
wasn't
any
access
from
anywhere.
H
D
There's
so
many
other
things
in
here:
that's
if,
if
there's
another
access,
this
would
be
ended,
blah
blah
blah
I
would
just
think
it
would
be
beneficial
to
have
something
in
there.
Just
in
case
I
mean
we
know
how
some
you
know,
other
things
could
come
up
through
there,
even
if
there
wasn't
a
driveway.
E
H
B
I
A
H
B
D
H
We
have
a
yeah.
I
D
Yeah
now
that
he
said
that,
thank
you.
Thank
you.
If
I
just
understood
that
right,
you
said
they
were
kind
enough
to
give
our
contractor
access
to
the
property,
and
we
have
to
have
this
done
before
March
31st,
so
they're
going
to
have
to
lay
some
kind
of
a
road
and
get
in
there
and
do
all
the
tree
cutting
beforehand
or
they
don't
have
to
have
anything
done.
D
Yeah
and
doing
doing
a
little
differently
than
what
Barberton
tree
would
have.
I
We
actually
have
a
call
set
up
on
Thursday
with
Mr
van
curen
to
get
that
schedule
and
get
everything
done.
It
went
to
boc
tonight,
I
didn't
send
it
I
messed
that
up
I
didn't
send
it
to
boc
before
Council,
so
it
got
approved
by
council
tonight
or
boc
tonight.
So
now
we
can
get
the
PO
and
we
can
get
all
that
done.
Save.
A
G
D
J
D
D
J
You
Mr
President
this
resolution,
15
2023,
Mr
tursky,
touched
on
this
last
week.
This
would
be
for
a
thirty
thousand
dollar
estimated.
What
do
you
call
a
reimbursement,
Grant
so
to
speak?
U.S
Congress
has
set
aside
some
monies
for
safe
routes
to
school
projects
to
look
at
putting
in
some
sidewalks.
So
this
wouldn't
be
no
money
out
of
the
city's
pocket.
This
would
just
be
grant
money.
J
I
did
have
a
question.
We
had
a
resident
former
council
member
in
choir.
There
was
a
resolution
from
four
years
ago
in
2019,
where
we'd
passed
thirty
thousand
dollars
to
to
engage
in
something
like
this
I
didn't
know.
If
that
project
was
ever
done
and
was
that
I
didn't
know
if
that
was
City
money
or
grant
money,
I
couldn't
figure
that
part
out.
I
So
back
in
2019,
the
city
approved
I
had
the
ordinance
here
in
front
of
a
committee.
It's
twenty
nine
thousand
seven
hundred
dollars
to
be
spent
for
gdpd
to
design
sidewalk
improvements
on
Easton
Road.
That
was
I,
can't
speak
to
the
intent
of
the
previous
administrator,
but
the
thought
is
that
he
was
going
to
use
that
to
apply
for
the
safe
routes
of
school.
It
never
did
only
22
000
of
that
was
spent
on
them.
They
still
have
the
plans
we
spoke
to
GPD
about
you
know
what
does
that?
What
happened?
I
I
This
is
going
to
give
us
ideas
of
where
sidewalks
could
be,
where
crosswalks
need
to
be
improved,
where
you
know
just
general
transportation
or
general
walk-in
Transportation
needs
to
be
looked
at
once
that's
approved,
the
bigger
Grant
will
include
the
design,
so
we
have
a
little
bit
of
the
leg.
Work
done
already
for
that.
So
that's
that's
where
that
you
know
that
2019
ordinance,
15
2019,
comes
into
play,
so
it'll
actually
save
us
time
down
the
line.
Okay,.
J
I
Correct
and
we
can
utilize
everything
that
was
done,
so
it's
not
like
we're
double
dipping
or
we're
spending
that
money
again.
That's
all
GPD
has
those
plans
and
they're
like
we're
going
to
use
this
for
the
actual
safe
routes
of
school
application,
which
is
that
bigger
pot
of
money
that
we
will
go
for
once
we
have
a
school
travel
plane,
complete.
I
So
it's
not
the
desire,
it's
a
school
travel
plan,
it's
not
actual
trying
to
think
of
the
best
way.
To
put
this,
it's
the
school
travel
plan
is
just
going
to
be
more
of
recommendations
of
where
stuff
needs
to
be
of
what
needs
to
be
included
working
with
the
school
to
determine
how
many
students
access
which
roads
which
walkways
stuff
like
that
once.
D
I
Done
it's
submitted
to
the
state,
the
state
is
going
to
take
a
look
at
it
and
see
rank
it
on
priority
of
criteria
of
whatever
is
on
their
books.
Once
we
get
funding,
then
we
will
be
able
to
go
and
design
everything.
That's
in
that
safety
plan,
which
we
have
twenty
two
thousand
dollars
worth
already
done.
So
it's
not
like
we're
wasting
that.
F
B
J
J
So
the
other
I
just
had
one
other
question,
so
this
does
have
emergency
language
and
it
looks
like
we're
we're
looking
to
waive
second
and
third
readings
and
and
make
a
vote
on
this
tonight.
Timing.
Wise,
is
it.
Is
this
how
the
grants
availability
the
monies
or,
what's
the
time?
What's
the
rush?
It's.
I
F
C
F
F
D
F
L
Thank
you,
Mr
President,
before
you,
the
clerk
has
passed
out
a
a
flyer
and
it
was
brought
to
our
staff
meeting
last
Wednesday,
the
Chiefs
Association
a
at
this
at
the
Chiefs
Association
I.
L
Think,
if
you
look
through
it,
what
it
is
is
it's
paperwork
for
that
gets
sent
to
the
Dispatch
Center
and
it's
filled
out
by
a
loved
one
or
a
caretaker
of
individuals
that
live
in
the
city.
That
should
there
be
a
call
in
the
computer-aided
Dispatch
Center.
This
information
will
be
put
into
the
system
so
that,
when
that
address
is
populated
through
the
Dispatch
Center.
This
information,
then,
will
drop
it'll,
be
another
drop
down
box
that
will
give
the
police
or
fire
any
of
the
information.
That
is
pertinent
to
the
call.
L
So
if
it's
a
somebody,
let's
first,
for
instance,
if
they're
blind
or
hard
of
hearing,
if
they're,
if
they've
got,
if
you
know
whether
they're
learning
disabled
or
whatever
it
will,
the
police
or
the
fire
will
know
before
they
get
to
the
house,
what
they've
got
ahead
of
them
so
that
it's
it's
not
waiting
till
they
get
there
to
find
out
that
there's
a
I
won't
say
issues,
but
there
will
be
things
that
will
be
put
in
front
of
them
before
they
can
find
out
what
they
need
to
actually
take
care
of
the
emergency
that
they're
called
out.
L
For
so
like
I,
said,
there's
there's
about
seven
pages,
but
like
we
talked
in
the
in
our
meeting
that
we
think
that
if
it's
a
medical
condition
or
if
it
is
a
family
member
or
a
loved
one,
that
has
Ada
history
and
disability
of
some
sort
that
would
like
to
fill
out
the
forms.
We
will
have
the
forms
available
on
where
it
could
be
downloaded.
L
On
our
City
website,
they
could
be
we'll
have
forms
available
that
they
could
be
picked
up
at
here
at
City,
Hall
and
I
know
I
talked
to
Chief
today
and
he
will
put
a
press
release
out
on
their
end
as
early
as
tomorrow,
but
we
wanted.
We
were
going
to
bring
this
forward
this
evening.
Actually
we
were
hoping
that
to
have
Miss
wheelchair
Ohio
be
with
us
this
evening.
I
talked
to
her
mother
and
she
was
unable
to
due
to
she
had
she
was
hospitalized
so,
but
I
told
her.
L
We
would
go
ahead
and
move
this
forward
even
without
them,
but
I
was
sure
that
it
was
something
that
I
feel
that
our
city
would
benefit
our
Police
Department
safety
forces,
fire
department
and
so
forth
would
benefit
by
having
this
information
readily
available
prior
to
going
on
a
on
a
call.
So
if
you
any
questions.
L
A
So
I
we
just
got
this
before
the
meeting,
so
I
was
kind
of
looking
through
this
I'm
wondering.
Can
we
add
something
in
here
for
PTSD,
like
military
veterans,
I
think
that's
I,
think
I
mean
we
have
more
combat
veterans
in
our
country
now
than
we
probably
have
in
decades.
You
know
and
I
think
that
that's
something
that
first
off
it's
worth,
you
know
a
responding
person,
whether
it's
a
medical
or
even
a
police
issue
of
knowing
like
okay,
we're
going
to
a
house
that
maybe
we
have
a
combat
veteran.
A
They
they
deal
with
things
differently.
They
they,
you
know,
been
through
a
lot
right.
You
know
and
if,
if
ahead
of
time,
if
someone
wants
to
make
it
known
and
puts
it
on
here-
hey
yeah,
we
have
a
combat
veteran
here,
that's
disabled
or
has
you
know
PTSD,
and
you
know
it's
a
sensitive
nature
that
I
think
that's
something
that
the
police
would
probably
greatly
appreciate
knowing
ahead
of
time
and
knowing
how
to
you
know
what
they're
going
to
be
dealing
with.
A
You
know
in
respect,
especially
like
say
around
Fourth
of
July
or
issues
like
that,
where
we
already
have
combat
veterans
that
are
dealing
with
fireworks
and
things
of
that
nature.
That
may
be
upsets.
A
L
And
then
there's
other
so
there's
boxes
like
down
below
that.
Basically
PTSD
could
be
included
there.
Sure
I
mean
basically,
you
know
if
a
child
is
Autistic
or
something
along
that.
L
A
Family
itself,
it
seems
to
me,
like
it's
a
good
idea,
anything
that
can
help
the
the
response
of
our
police
and
fire
I'm
all
for
I
haven't
really
had
a
chance
to
reach
out
to
them
and
see
what
they
think
of
it.
But
it
seems
to
me
like
this.
This
would
be
a
good,
a
good
move
in
the
right
direction.
All.
L
Right
well
and
like
I
said
My.
Hope
too,
is
that
while
console
people
are
out
in
neighborhoods
and
so
forth,
talking
with
people,
if
you
know,
carry
some
of
these
extra
on
hand
and
if
you
know
somebody
that
could
benefit
from
it
share
one
with
them
and
so
forth.
B
L
They
could
fill
it
out
and,
like
I
said,
it
gets
turned
into
the
Dispatch
Center
and
then
gets
implemented
into
our
computer-aided
Dispatch.
D
L
E
Mr
President,
if
I
can
too
so
is,
is
this
information
covered
under
HIPAA
loss?
Like
the
you
know,
the
information
is
not
public
information.
It's
going
to
protect
the
residents
and
for
residence
information.
It's
a
voluntary
program
correct.
So
it's
not
saying
that
somebody
can
sign
you
up
if.
L
H
L
Welcome-
and
that
is
all
I
have
on
that
one,
and
then
I
would
also
like
to
just
announced
that
we
have
received
from
the
state
of
Ohio
Ohio
auditor
of
the
Ohio
Auditor
of
State
Award,
presented
to
the
city
of
Norton.
It
says
this
award
is
presented
for
excellence
in
financial
reporting,
in
accordance
with
generally
accepted
accounting,
principles,
which
is
Gap
financing
and
in
compliance
with
applicable
laws
for
the
fiscal
year
ended
in
2021..
L
This
was
given
to
us
here
just
recently.
We
have
recently
started
2022.
The
2022
audit
is
just
now
getting
underway,
but
this
was
presented
to
us
this
week
and,
like
I
said,
I
would
like
to
congratulate
Pam
Keith.
Excuse
me,
Pam,
Keener,
on
such
a
great
job
that
she
has
done
here
in
the
city
and
in
obtaining
this
award
on
behalf
of
the
city
of
Norton,
so
that
is
all
I
have
at
this
time.
For
you.
L
F
L
Like
I
said
we
do
have,
you
know
we
are
audited
every
year
and
sometimes
as
we're
audited
by
the
state
and
sometimes
the
the
state
themselves
Farm
out
our
our
audit
and
they
do
that.
It's
their
decision,
whether
they
do
it
where
they
Farm
it
out.
But
at
the
end
of
the
day,
all
the
information
is
collected
and
turned
back
into
the
state
and
then
they
they
set
the
criteria
to
to
give
the
awards.
L
I
First,
off
on
the
award
for
Cherrywood
and
Driftwood,
we
won't
know
their
time
schedule
until
it's
actually
a
signed
agreement
with
them.
I
just
got
word
back
from
the
engineer.
So
as
soon
as
I,
it's
not
going
to
be
as
quick
as
a
week,
so
as
soon
as
I
have
that
I'll
get
it
back
and
get
it
out
to
the
public.
So
everyone
knows
we
were
able
to
place
the
order
for.
B
I
Scheduled
for
payment
purchase,
orders
and
all
that
the
mayor
and
I
were
able
to
meet
with
no
pack
last
week
to
discuss
some
of
the
concerns
that
Council
has
brought
forth
and
Sunday
citizens
has
all
have
also
brought
forth.
We
are
talking
amongst
ourselves
to
figure
out
a
date
that
would
work
to
have
them
come
to
give
some
kind
of
presentation,
educational
thing
to
council,
and
then
we
threw
out
the
potential
of
doing
something
for
the
citizens
as
well.
I
So
there
are
options
within
nopec
of
how,
or
which
rate
you
have,
there's
the
the
standard
rate,
which
is
the
729
there's.
Also
what
they
do
is
they
have
a
market
rate
which
I
think
some
of
the
council
members
brought
up
that
there
was
like
the
utility
rate
coming
from
Dominion
was
like
as
low
as
four
four
I.
Think
no
pack
has
a
program
where
they
discount
that
utility
rate,
so
you
can
go,
you
can
call
notepack
the
only
way
to
do
it.
I
We've
been
trying
to
work
with
them
if
there's
any
way
easier,
but
right
now
you
can
call
no
pack
and
see
what
the
utility
rate
is
and
because
you're,
a
no
pack
member
you'll
get
a
discount
off
that
utility
rate.
I,
don't
know
what
that
discount
is,
but
it's
lower
than
the
actual
utility
rate.
So
there's.
I
And
then
the
third
option
is
actually
you
can
get
into
a
fixed
price
program
a
one
year
or
two
year
through
no
pack,
as
well
kind
of
like
what
you
see.
A
lot
of
the
aggregators.
Do
they'll
go
out
and
they'll
sign
up
one
year,
two
years,
sometimes
three
years,
no
Peck
only
has
one
in
two
years,
but
those
are
options.
So,
if,
if
anyone,
if
someone
wants
to
call
into
Village
Hall,
if
someone
wants
to
call
into
City
Hall
and
talk
more
about
it,
I
don't
want
to
take
up.
I
I
could
talk
for
a
while
on
this,
but
if
you're
looking
at
your
rates
and
you're
paying
high,
we
can
call
no
pack
and
and
help
you
for
right
now
to
get
down
to
that
discounted
utility
rate.
Because
I
spoke
last
week
you
could
leave
notepack
and
on
the
utility
rate.
But
after
talking
with
Jose
Delgado,
our
representative,
he
said
they.
I
I
So
no
pack,
I,
don't
know
how
many
council
members
have
gotten
calls,
but
we
have
received
a
couple:
complaints
of
ponding
issues
out
at
cider,
Ridge
phase,
three
Summit
soil
water
has
issued
a
notice
of
violation
to
that
site
and
our
Engineers
currently
dealing
with
that.
So
if
anyone
received
councilman
Lucas
yeah
about
that
earlier
today,
the
notification
came
in
this
morning,
shortly
after
we
talked
that
it
has
been
issued.
Our
engineer
is
working
on
that
it
deals
with
the
storm
water
prevention.
A
No,
just
if
you
can
keep
me
updated,
you
know
like
I
the
the
residents
that
reached
out
to
me.
They
were
just
really
concerned.
You
know
that,
okay,
how
high
up
is
this
water
going
to
come
like
what's
going
on
back
here
and
it
looked
like
a
significant
amount
of
water,
so
I
don't
know
how
much
it
was
back
here,
but
it
looked
like
more
like
a
foot
or
two
back
there.
A
Me
updated
so
I
can
keep
my
my
constituents
updated
as
well.
A
It's
down
in
it's
kind
of
the
valley
in
between
where
Brooks
or
I'm
sorry,
Cedar
Ridge
comes
back
and
then
Brookfield,
it's
it's
just
it's.
A
I
Can
I
can
include
all
the
pictures
that
we
have
in
one
of
my
updates.
A
I
Able
to
meet
with
sa
commu
now
to
discuss
you
know:
I
haven't
stepped
foot
in
there,
so
it
was
nice
to
do
a
business
visit
and
we
did
mention
the
new
Park
Drive.
We
are
working
on
an
agreement
for
some
kind
of
compensation
once
I.
Have
that
we'll
bring
it
to
council
I
just
want
to
give
you
guys
an
update
of
what
was
happening
with
that
I
know.
We
spoke
about
it,
one
of
the
first
meetings.
I
was
here
and
we
were
on
a
you
know.
I
We
had
to
schedule
it
out
almost
a
month,
so
that
did
take
place.
It
was
a
productive
conversation
and
I'll
have
an
update
to
council
as
soon
as
I
have
it
other
than
that.
That's
that's
all
I
have
everything
else
can
wait
till
the
agenda
items.
D
Excuse
me
before
we
go
on
I
actually
had
somebody
contact
me
from
down
on
in
that
area,
one
of
the
businesses
inquiring
as
if
there's
some
kind
of
construction
going
or
going
planning
on
me
and
going
Broad
and
back
there.
So
there
must
be
something
happening
behind.
I
Park
is
there
something
being
planned
to
be
put
in
it's
there,
they're
moving
some
of
their
storage
they're
shifting
some
stuff
out.
They
have
a.
They
have
a
couple
more
things
that
are
going
to
be
going
on
in
there
I
don't
want
to
openly
disclose
that
without
them,
but
I
mean
they
are
going
to
be
doing
some
transitions
here
in
the
next
couple
months
and
they've
already
started
essentially.
F
A
A
Thank
you
so
yeah.
This
is
pretty
pretty
straightforward.
We've
already
discussed
this
last
meeting
National
developmental
disabilities
awareness
month.
I
would
like
to
make
a
motion
to
waive
the
second
and
third
readings.
F
D
L
It
yeah
I
talked
to
her
even
as
late
as
this
two
o'clock
today
and
she
they
were
still
trying
to
put
somebody
together
said
she
wasn't
sure
that
was
going
to
happen,
but
I
was
hoping
that
we
could.
We
would
move
this
forward
and
when
we
did,
if
we
would
send
it
all
to
off
to
them,
they
would
surely
appreciate
it,
and
she
said
thank
you
for
looking
into
the
matter
and
and
giving
the
support.
C
G
C
C
A
A
Thank
you.
Obviously,
this
is
to
establish
the
rate
for
our
Council
clerk
rate
of
144.80
for
bi-weekly
salary,
beginning
February
13th
up
until
our
Council
clerk
has
trained
the
new
Administrative
Assistant
to
take
over.
So
I
would
like
him
to
make
a
motion
to
adopt.
I'm
sorry
I
like
to
make
a
motion
to
waive
the
second
and
third
readings
of
resolution.
Number
10-2023,
I'll.
C
G
E
First
first
reading
I'd
like
to
ask
the
clerk
to
read
it.
Please
an.
G
E
Is
just
simply
turning
the
Lots
the
different
direction
to
meet
with
the
with
the
the
Water
and
Sewer?
That's
there
oversight
from
the
Planner
on
that,
but
this
is
first
reading
the
only.
K
Dan
angle,
yeah.
F
K
Yeah
sorry
5473
River
Summit
North
Royalton
Ohio
44133.
E
I
think
for
what
it
is
just
to
get
it
done
and
they
can
start
having
access
to
it.
So
I
make
a
motion
to
wave
the
second
and
third
reading
and
pass
it
with
emergency
language.
F
A
D
F
F
A
E
C
C
C
J
C
Think
it
said
so
there
is
that
the
time
to
to
accept
the
the
bid
has
been
extended
to
like
April
23rd
or
something
like
that.
I
can't
remember
it's
April
sometime,
but
the
actual
price
of
the
breathalyzer
actually
went
down
by
a
couple
hundred
dollars,
but
the
lead
time
went
out
some.
So
just
like
everything
you
know,
I
I
think
it's
probably
better
if
we
get
this
thing
rolling
as
opposed
to
waiting
and
so
having
said
that
I
would
move
to
wave.
The
second
third
readings.
D
I'd
just
like
to
point
out
for
the
Public's
behalf
that,
even
though
the
price
went
down,
it
still
fixed
the
parameters
of
our
ordinance
because
we're
not
to
exceed
that
amount.
So
we
don't
have
to
amend
anything
great.
F
G
C
E
F
F
J
Discussed
a
little
bit
ago,
this
is,
has
a
has
a
hard
due
date
here
of
this
Friday,
so
we're
gonna
look
to
wave
second
to
third
readings,
but
again
this
is
for
a
grant
that
we
will
have
to
pay
for
up
front
will
be
reimbursed.
J
This
is
for
the
for
the
for
the
planning
of
this.
This
is
not
the
design
or
the
construction
of
sidewalks.
C
F
A
A
So
basically,
this
is
just
a
annually
format
of
updating
our
codified
ordinances.
I
would
like
to
make
a
motion
to
adopt
ordinance
number
4-2023.
C
C
D
I
did
have
a
question,
however.
Has
the
renewal
part
in
there
actually
been
corrected
yet.
H
Yeah
it's
on
the
the
second
page.
If
you
look
at
the
order
invoice.
The
second
page
of
the
attachment,
there's
there's
the
agreement
will
terminate
Mr
Bates
had
asked
me
about
that
last
week
as
well.
D
If
we
can
include
that
with
the
next
next
week's
packet,
I,
don't
think
it's
in
here
in
this
week's
and
then
just
for
the
Public's
sake.
Any
of
the
public
wanting
to
address
this
issue.
You'll
have
a
better
opportunity
next
week
since
we're
having
the
work
session
and
then
the
fourth
reading
will
be
held
the
week
after
that,
at
the
regular
meeting,
correct,
correct.
E
And
just
to
add
to
that
I've
had
a
lot
of
people,
ask
me
about
the
flight
cameras
going
up
all
over
the
city.
This
is
just
for
Barber,
Road
and
Mr.
Towson
and
I
were
talking
today.
I
think
we'd
even
like
to
see
the
language
in
the
ordinance
that
that
contract
expires
written
into
the
ordinance
okay
after
two
years.
If
we
could
sure
maybe
do
that,
I
would
be
a
little
more
comfortable
yeah.
A
J
F
F
F
G
F
F
J
J
J
C
E
I
have
one
thing:
Mr
President
I've
got
a
lot
of
people
calling
and
even
stopping
by
about
the
intersection
at
Easton
in
261,
where
they're
working
on
the
gas
lines
do
I
have
an
update
on
when
that's
going
to
be
done.
I
L
E
F
D
Mr
President,
you
got
away
with
not
having
one
little
hand
slap
there,
but
getting
another
one.
You
guys
just
had
it
on
the
border
control
tonight
for
the
ordinance
6
2023
for
the
fire
department
safety
gear.
Now
we
passed
that
February
13th,
of
which
we
waived
the
second
and
third
readings,
so
we
could
get
on
with
it,
since
it's
a
long
wait
in
getting
them
as
it.
D
This
contract
couldn't
been
sent
out
awarded
that's
what
the
border
control
would
be
doing.
We
approve
it.
They
would
have
awarded
it
so
we're
two
weeks
behind
on
what
could
have
been
put
out
there
and
asked
for
which
is
exactly
why
things
should
go
to
border
control
before
they
come
to
council
and
then,
if
you've
already
approved,
you've
approved
it
that
it's
went
through
that,
but
it
has
according
to
the
Charter,
it
has
to
have
go
to
be
awarded
to
the
border
control
before
the
contract
can
actually
be
awarded.
D
That's
not
your
fault,
he's
doing
this
long
before
he's
ever
heard
of
so
that
that's
not
your
fault,
it
just
happens
to
fall
under
your
watch
a
little
there
too,
back
at
the
beginning
of
no,
it
was
the
end
of
March
had
to
be
I'd
asked
about
the
developer.
You
know
it
was
going
up
on
Akron
Wadsworth
road,
where
all
the
trees
were
getting
cut
down
and
you
guys
were
supposed
to
meet
with
the
developer
on
February
1st.
Do
we
have
any
kind
of
an
update
on
that.
D
A
D
D
Now
we
don't
hear
about
this,
one
either
couldn't
help,
but
not
going
down
east
and
at
that
Hoop
Building
down
there
had
been
contentious
before
I.
Believe
it's
gone
now.
It.
L
D
D
Now
I
think
we
gave
them
third
notice
that
went
that
was
actually
filed
with
the
court
on
December
7th
for
the
first
time
and
it's
done
and
gone
and
I'm
assuming
or
guessing
that
that's
basically
taken
care
of
or
us
he'd
still
be.
There
yeah.
H
H
Not
been
part
of
it
yet
so
that
I
guess
worked
itself
out.
D
And
I
kind
of
know
that,
but
it
helps
make
my
next
point
that
rightmer
road
still
hasn't
been
dealt
with
and
the
courtesy
and
we
don't
want
to
litigate
because
it
costs
money,
but
that's
been
going
on
since
2021
and
the
fact
that
this
just
got
filed
at
the
beginning
of
December,
and
it's
already
made
some
Headway
well
nothing's
been
filed
on
this
one,
which
is
absolutely
a
problem.
It's
a
problem
with
soil
and
water.
H
I
No,
we
I
mean
we
were
on
site
last
Friday
with
the
attorneys
and
the
engineer
to
look
at
the
issue
at
hand.
The
engineers
looking
into
some
things
with
the
exactly
where
the
riparian
is
because
there
seems
to
be
a
little
bit
of
disagreement
of
the
drawings
versus
where
it
actually
lies.
So
until
we
have
more
information
on
that
we're
not
gonna.
It's.
D
Well,
you
know,
what's
not
complicated
the
fact
that
the
man
dug
a
stinking
big
hole
there
and
took
that
dirt
and
put
it
up
there
where
he
built
the
house
after
he
dug
the
hole
and
redid
All
the
water
and
put
more
going
into
it.
That's
going
right
on
to
the
next
door,
neighbor's
property,
even
without
the
riparian,
he's
still
too
close
to
the
neighbor's
property
infringing
upon
it,
and
we
may
have
had
that
taken
care
of
if
we'd
actually
jumped
on
it
back.
H
D
D
He
just
went
ahead
and
put
it
in,
even
though
the
neighbor
had
tried
to
tell
him
that
this
had
to
happen,
and
he
just
went
ahead
and
did
it
anyway
and
Soil
and
Water
contacted
us,
September
2021
and
we
didn't
do
our
due
diligence
back
then
is
what
boils
down
to
him.
I'm
just
pointing
out
the
time
frame.
This
one
goes
to
court.
It's
got
something
done
with
it,
other
one.
Nothing
gets
sad
that
doesn't
go
to
court,
even
though
they've
had
their
30
days
and
much
more
and
nothing's
happening.
D
Well
meantime,
the
neighbor
gets
to
watch
what's
going
on
with
his
properties
and
it
could
be
costing
him
part
of
his
property
due
to
that
Creek
running
through
the
on
his
property.
So
that's
two
sides
of
the
creek
riparian
or
not
just
getting
washed
out
better
and
I
saw
the
water
flushing
through
there
I
know
darn.
Well
what
erosion
is
created
by
water?
D
That's
got
to
have
some
problems
there,
so
I
strongly
urge
it
have
a
little
less,
be
less
courteous
and
get
something
done
get
to
urge
up
the
paperwork
on
that
and
okay.
We
already
have
our
easement
with
redwood.
We
had
that
discussion,
one
more
question
and
that
will
be
on
the
Brookside
greens
HOA.
There
was
one
and
I
missed
it
last
week.
Did
you
figure
out
if
the
HOA
is
actually
in
effect
now
for
any
of
those
homes?
H
H
J
Mr
President
I
had
a
couple
quick
things
sure
I
just
want
to,
though,
do
we
have
any
quick
update,
I
figured
we
would
have
heard
by
now,
but
the
grandfall
road,
the
junkyard
that's
over.
There.
I
H
H
J
There,
no
movement,
okay,
the
other.
The
only
thing
was
I
just
want
to
thank
Mr
tursky
last
year
before
well,
we
haven't
had
a
really
bad
snow.
This
year,
thankfully,
but
before
the
snow
started,
flying
I'd
had
reached
out
to
the
prior
administrator
about
a
senior
snow
plow
program
for
some
of
our
elderly
or
disabled
Mr
trusky
has
already
looked
into
it.
We
were
looking
at
potential
voucher
program.
It's
not
going
to
work
out
that
way,
but
he's
going
to
continue
to
look
into
it.
J
A
D
H
J
I
F

Have

thank
you.

calling
City
Hall
825-7815
extension
310
and,
like
I
said
it's
Saturday,
April,
22nd
and
I
briefly
went
touched
on
it.
Last
week,
City
in
Norton
presents
upcoming
events
for
2023.
It's
our
concert
and
movie
series.
L
We've
got
at
Columbia
Woods
Park
summer
nights
concerts
will
consist
of
Teddy
Robb,
which
is
a
HomeTown
country.
Recording
artist.
We've
got.
Let
me
see
here:
we've
got
live
music
on
July
14th,
That's,
Mike,
Albert,
the
it's
an
Elvis
tribute.
We've
got
a
concert
night.
L
Okay,
music
live
music,
July,
14th,
July,
28th
and
August
11th
is
live,
music
movie,
Nights
is
June,
20th,
July,
18th
and
August
15th,
and
the
movies
will
be
kid
oriented
movies.
We're
working
right
now,
I
think
with
the
library
trying
to
get
movies
put
together
for
to
show
movies
here
at
the
at
the
stage,
we'll
have
a
inflatable
screen
and
hoping
that
we
get
kids
out
to
watch
our
watch.
Our
movies.
L
L
Have
them
on
my
page
as
well,
but
we'll
make
sure
they're
on
City
website.
A
And
I
think
it
was
councilman,
deharpart
I
think
had
brought
up
a
couple
weeks
ago,
where
he
had
seen
Wadsworth
when
they
do
their
events
like
down
on
the
Square.
They
have
a
flyer
they
make
and
it's
all
the
events
for
the
whole
summer
and
I
I
thought
about
that.
Every
time.
Usually,
when
you
give
those
events
that
maybe
that's
something
we
could
look
into,
you
know
we
could
do
it
pretty
affordably
and
pass
them
out
or
have
them
available
even
out
front
here.
L
We're
working
on
we're
getting
we're
kind
of
heading
that
direction.
The
only
thing
is
I
talked
to
Mr
de
harpheart
as
well,
and
my
understanding
is
it's
not
the
city
city,
councilman
or
the
mayor
that
puts
that
on
it's
the.
A
H
H
L
You
do
the
First,
Fridays
and
so
forth.
K
L
It's,
actually,
an
organization
that
actually
heads
that
up
so
but
we're
we're
working
on
trying
to
do.
I
won't,
say
something
similar,
but
we're
trying
to
get
information
out.
B
D
L
Yeah,
well,
they
call
it's
called
side
Wadsworth
or
something
like
that.
The
only
thing
is
I
found
that
out
last
year,
because
I
called
looking
for
information
on
their
Christmas
program
and
what
is
it
Main,
Street
Wadsworth,
Main,
Street
Wadsworth.
Thank
you
from
the
from
the
guy
who
lives
in
Wadsworth,
but
I
appreciate
that.
But,
like
I
said,
basically
it's
it's
the
group.
It's
the
organization
that
that
Affiliates
themselves,
with
with
the
with
the
businesses
downtown.
