Description
Regular Council Meeting
A
A
He
has
it
no,
but
I'm
just
saying
I
needed
to
use
it.
Yeah.
A
C
C
A
E
A
A
G
G
They
don't
get
a
paper
or
just
not
typical,
nothing.
Okay,
that's
this.
That
was
one
of
the
questions.
The
other
question
is
two
Council
meetings
ago
you
were
talking
about
the
roof
estimate.
The
roofer
said
the
roof
was
only
10
years
old.
Couldn't
find
the
leaks.
You
have
you
heard
anything
back
on
that
project.
G
G
H
G
I
gave
Council
well
it'd,
be
one
year
short
pictures
of
the
solar
panels
where
the
screws
were
removed.
I
got
pictures
here,
too
I
brought
tonight
in
case.
You
wanted
to
see
them
again,
but
I
thought.
Maybe
your
contractor
would
want
to
see
them
pictures
because
nobody
ever
answered
me
then
did
you
ever
have
anybody
come
back
and
silicone
them
screws
in
the
washers?
G
G
G
G
Better,
but
it
seems
like
the
company
that
did
Norton
it's
just.
They
took
the
wood.
They
wanted
shredded.
What
they
wanted
to
shred,
but
they're
still
the
city
will
never
be
able
to
mow
that
or
nothing
even
down
to
the
burn.
Now,
there's
tree
logs
I
mean
there's
good
three
inch
pieces
of
wood
floating.
You
know
right
at
the
edge
of
the
road.
So
now,
when
City
goes
to
mow,
it
they're
going
to
hit
that
with
the
bush
hog
and
break
it
up.
Do
we
really
want
them?
I?
G
C
A
A
B
B
Basically,
recognizing
the
city
of
Norton
will
be
recognizing
March
2023
as
developmental
disabilities
awareness
month,
and
it's
been
developed
to
support
and
maximize
the
independence
of
people
with
developmental
disabilities
to
create
a
more
inclusive
society
as
part
of
the
wording
in
here
I'm
wondering
even
it
says
first
reading
only
me
do
you
know:
do
we
really
even
need
to
stretched
out
two
or
three
readings
for
something
like
this
yeah.
B
A
B
J
A
A
B
You
Mr
President.
This
is
resolution
number
10-2023,
as
Mr
President
said,
there
simply
is
developing,
establish
a
bi-weekly
salary
rate
for
the
council
clerk
as
the
acting
boards
and
commission
secretary
and
declaring
emergency.
We
don't
have
an
administrative
assistant
right
now,
so
we
kind
of
in
a
little
bit
of
a
situation
where
we
we
don't
have
anyone
to
keep
the
the
minutes
for
the
different
meetings
so
that
bi-weekly
salary
rate
was
144
.80,
so
144.80
per
week
until
we
are
able
to
hire
our
new
Administrative
Assistant.
B
B
K
E
I
had
some
questions
begin
with
the
emergency
language,
and
this
is
incorrect.
It
states
the
ordinance
will
shall
be
in
full
force
and
affect
it
immediately
upon
its
adoption.
Approval
by
the
council,
Clerk
I,
don't
think.
We've
changed
policy
here
as
yet
I.
E
And
then
we
had
agreed,
the
amount
was
going
to
be
313.73
a
month.
So
how
did
we
get
to
144.80
bi-weekly
when
it
should
have
been
150?
Some.
L
L
E
L
E
L
E
C
E
B
L
Yeah
but
again
it's
the
same
amount.
Annual
amount
is
just
stated
differently.
It's
the
same
hourly
rate.
It's
just
stated
differently,
so
you
know
I,
guess
you
could
do
the
hourly
rate
times.
80
hours
would
give
you.
The
same
amount
is
another
way
of
saying
it.
E
F
F
F
B
E
F
E
F
E
A
D
You
Mr
President.
This
is
PC
resolution,
spr
2-2023
states,
its
sublots
98
99,
100
101,
as
Mr
President
said.
Partial
number,
46-09083
I
know
that
the
Davie
Representatives
here
I
would
like
him
to
talk
just
for
a
second
to
explain
on
the
council
floor
why
the
changes
are
needed
just
so,
people
can
hear
it
one
more
time.
Please
state
your
name
and
address.
N
Davey
Resource
Group
professional
surveyor,
5473
River,
Summit,
North
Royalton,
first
off
just
for
the
record.
This
is
it's
actually
only
Lots
99
and
100
that
are
being
replanted.
The
other
two
are
not
affected
and
when
the
subdivision
was
first
conceived,
the
Lots
were
running
in
the
north-south
Direction.
N
N
D
N
Up
into
lots
of
different
directions,
exactly
all
laterals
have
already
been
installed
in
the
proper
orientation,
because
that
change
happened
early
in
the
process
and
for
from
the
platting.
The
platting
had
already
started,
but
the
engineering
and
infrastructure
was
already
planning
the
East-West
orientation.
A
D
D
A
N
A
D
So
yeah
so
I'd
like
to
add
the
emergency
language
for
the
reading
as
well.
D
E
Yeah
Mr
President
well,
this
just
fills
me
with
all
kinds
of
enthusiasm
and
confidence
within
this
whole
little
mess
that
we've
got
going
on
over.
There
I
thought
they
said
something
about
an
issue
with
gas
lines
as
well.
At.
E
Remember,
I
I,
don't
have
it
here
with
me:
I
don't
have
those
minutes,
but
that's
what
I
thought,
but
I
don't
I
don't
know.
Like
I
said
it
doesn't
instill
me
with
any
confidence
with
this
group
at
all.
They
don't
know
which
plants
that
are
until
they
get
in
front
of
us
and
in
fact
they
don't
know
which
way
they
were
supposed
to
be
planting
and
then
how
they
were
going
to
have
to
tie
them
into
the
the
storm
sewer.
Is
that
the
actual
sewer
now.
E
Okay,
so
it
won't,
it
won't
affect
any
of
the
drainage
going
on
there,
but
it
just
kind
of
makes
me
wonder
what
else
has
been
missed
or
is
going
to
get
fixed
as
we
go
along
here
in
case
you
haven't,
figured
it
out,
I'll
be
voting
no.
As
usual.
J
A
On
the
agenda
was
the
Barberton
Norton
mosquito
District
abatement
District
board
appointment.
That
is
actually
not
council's
appointment,
that
is
the
mosquito
abatements
the
Dax,
so
Council
will
not
be
dealing
with
that.
However,
Mr
fordanko
is
here.
Who
is
the
nominee
for
that?
If
you
want
to
just
introduce
yourself
so
Council
can
meet,
you
I'd
appreciate
that,
if
you
don't
mind
sure
Matthew.
A
E
No
I
read
his
letter.
It
sounds
really
good
and
he'll
be
answering
a
lot
of
those
questions
for
the
deck
when
they
meet
anyway.
Any
questions
that
come
up
or
the
Mad
people
might
have
that
prompt.
The
DAC
along
as
well
I'd
say
that
welcome
aboard
it
took
long
enough.
Take.
M
E
M
B
Wanted
to
say
thank
you
also
for
stepping
up
it's
nice
to
see
someone
Step
Up
I
serve
with
Mr
swedenko
way
back
as
when
we
were
both
Cub
Scout
leaders.
I
won't
say
how
many
years
ago
we
were
talking
about
that
a
minute
ago,
but
an
effective
leader
and
I'm
looking
forward
to
him
having
the
opportunity.
D
And
and
I'll
just
add
too
I've
known
Matthew
for
for
many
many
years,
we've
done
some
some
Ministry
work
together
too
and
I
think
it's
a
great
fit
for
you
and
I
think
you'll
be
a
great
asset
to
the
community.
So
thank
you.
M
Thank
you,
Mr
President.
This
is
an
ordinance
ordinance
13
to
purchase
a
new
breathalyzer
for
the
police
department.
We
would
be
putting
this
on
the
next
agenda
for
first
reading.
I
know
that
I
didn't
have
a
chance
to
call
Chief.
Do
you
have?
Could
you
come
up
for
just
a
minute?
I
I
meant
to
call
you
today
and
I
got
tied
up
in
some
other
things.
M
O
I
believe
we
are
okay,
I
can
go
ahead
and
reach
out
to
them
and
ask
them.
So
we
were
notified
by
the
state
that
our
current
data
Master
will
no
longer
be
accepted.
Okay,
so
they're
getting
they're,
giving
the
Departments
until
January
of
2025
to
order
the
new
I
believe
it's
an
intoxilizer
9000.,
we're
being
told
that
there's
at
least
a
nine
month
lag
time
in
in
getting
those
units
once
we
order
them,
plus
we're
going.
E
M
M
O
M
Right
and
then
oh
until
2025,
yeah,
okay,
so
we're
good
with
that
and
then
Note
2
on
this
said
as
of
January
of
this
year,
this
particular
unit
had
not
yet
been
approved,
as
evidentiary
use
in
Ohio.
O
M
Yeah
we're
well
aware
of
that.
Could
you
check
on
the
March
11th
thing
and
let
us
know,
and
in
the
meantime
you
know,
I
I
think
we
can
go
ahead
and
put
it
on
for
a
first
reading,
any
other
questions
or
concerns
I.
B
B
Right
but
the
you
were
saying
from
the
Department
of
Health
they're
saying
that
they
don't
know
if
it's
actually
can
be
used
for
evidence.
Yet
it.
D
A
E
C
C
O
E
M
A
M
F
D
B
A
Moving
on
to
volunteer
firefighters,
dependent
fund,
Mr
Lukens,
thank.
B
You
Mr
President,
so
this
is
a
a
board
that
we
are
going
to
be.
We
need
to
create
that
will
have
two
members
governed
by
Ohio,
Revised
Code,
chapter
146,
volunteer,
firefighter
dependent
dependents
fund
boards
function
is
to
prepare
and
submit
an
application
upon
the
line
of
duty,
death
or
injury
of
a
firefighter.
So
obviously
that's
something
that
we
hope
we
never
have
to
deal
with,
but
it
is
still
something
that
we
need
to
do.
Mrs
Keener
did
you
have
something
you
wanted
to
add
on
this
thing
to
add.
B
B
I
know
that
I
was
interested
in
it.
Mr
harpart
was
as
well,
so
we
had
two
people
come
forward
so.
E
M
A
E
C
F
C
C
B
C
A
I,
don't
ever
remember
moving
on
to
consideration
of
minutes
the
minutes
of
the
regular
council
meeting
of
February
13
2023.
Are
there
any
additions
or
Corrections
seeing
none?
Those
minutes
are
approved.
They're
submitted
reports
from
officers
boards
and
commissions,
we'll
start
with
mayor
Zita.
Thank.
H
I
All
right
a
couple
things
for
Council:
we
do
have
a
signed
proposal
for
the
PD
roof
inspection
to
figure
out,
what's
actually
going
on
there
if
it's
the
roof.
If
it's
something
else,
if
it's
the
solar
panels,
I
wanted
to
counsel
the
black
Council
know,
that's
been
signed,
we're
looking
to
get
that
scheduled
as
soon
as
possible,
so
we
can
get
that
taken
care
of
last
week
we
spoke
about
Driftwood
and
Cherrywood
I
mentioned
that
the
engineer
told
us
that
the
bids
were
overestimate.
I
I
K
I
B
I
And
we'll
have
the
bid
tab
with
all
the
documents
next
week
for
Council.
The
chief
is
here:
I,
don't
know
if
he
wants
to
speak
any
on
this
as
well,
but
last
week
it
was
asked
about.
Where
do
the
tickets
for
speeding
go?
He
sent
an
email
to
all
of
council
when
a
traffic
citation
is
written
under
our
codified
ordinance.
The
final
mountains
given
back
to
us
the
only
amount
that
the
courts
take.
Is
the
court
cost.
So
hopefully
that
satisfies
that
question.
I
The
fencing
company
we
were
it
could
have
been
done
last
week
if
I
wasn't
out
sick.
Today,
I
was
able
to
confirm
exactly
what
material
they're
working
on
getting
us
the
lead
time
as
soon
as
we
have
that
we'll
put
the
50
deposit
down
and
we'll
get
everything
ordered
and
get
that
set
up.
We
have
them
set
up
as
a
vendor,
so
I
wanted
to
give
Council
an
update
on
that
I
think
mayor's.
You
know
you
updated
parks
and
the
park
board
on.
I
Thing
I
wanted
to
bring
it
up
with
for
discussion.
Our
engineer
brought
to
us
that
there
is
safe
routes
to
school
funding
that
is
open,
I
believe
the
date
is
March
3rd.
If
that's
a
Friday
I
pull
up
the
calendar,
but
it's
coming
up
real,
quick.
The
initial
the
initial
process.
How
it
works
is
we
apply
for
funding
for
the
design.
I
So
what
the
safe
routes
of
school
program
is
it
puts
in
sidewalks
along
going
to
the
schools,
whatever
schools
you
have,
the
initial
design
is
what
we
are
considering
now,
so
we
don't
have
an
exact
idea
of
where
these
sidewalks
would
go
could
go.
This
is
just
for
the
engineering
cost.
So
what
happens
is
there's
a
trunk
of
money
for
the
design,
and
once
you
have
the
plan
done,
then
you
go
back
to
the
state
for
the
bigger
pot
of
money.
That's
a
separate
application,
so
I
was
just
we
wanted
to
bring
in
the
council.
I
Is
that
something
you
all
would
consider,
unfortunately,
with
the
time
constraints
of
the
I
think
March
3rd
to
Friday
with
those
time
constraints,
it
would
have
to
be
something
that
would
be
an
emergency
and
something
that
would
have
to
be
waived
for
the
readings
for
us
to
do.
I
hate
doing
that,
but
they
brought
it
to
us
saying
that
this
funding
is
available
and
I
wanted
to
at
least
have
you
all
consider
it
as
an
option.
I,
don't
know
yeah.
L
And
just
just
before,
Council
reaction,
just
wanted
to
add
Mr
tursky
is
able
to
work
with
the
superintendent
and
the
school
district
had
to
provide
a
letter
of
support
and
they're
very
supportive
of
the
concept
of
lease
going
out
and
getting
this
plan
designed
up
to
30
000
of
Grant
funds,
I
believe
for
the
design,
March.
M
D
D
Would
Crossing
Walks
Like
lit
up
Crossing
Walks
Like
Fred
Martin
has
a
nice
one,
they
push
a
button
and
they
can
safely
Cross
Roads
and
how
many
times
I've
I've
been
down
through
Norton
when
school's,
letting
out,
there's
kids
running
all
over
the
place
to
Cross
Cleveland,
Massillon,
Road
and
and
Greenwich
down
here
like?
Can
we
use
any
kind
of
that
grant
money
or
maybe
apply
for
another
Grant
in
conjunction
with
the
schools,
to
get
safe
places
for
kids
to
cross
the
road
down?
D
A
L
L
M
E
I
E
A
M
A
B
M
F
M
A
second
reading
only
tonight,
Mr
President
I,
would
ask
that
we
go
four
readings
on
this,
because
we're
actually
kind
of
off
schedule.
Since
we
had
a
reading
last
week
and
there's
then
comment
and
people
got
been
getting
comments
about
this,
so
I
think
it'd
be
good
just
to
go
for
readings
on
it,
get
it
back
on
schedule.
A
E
Okay,
I
understand
and
I
agree
that
it
should
go
further
since
we've
not
a
lot.
A
lot
of
public
input
on
this
next
week
is
a
regular
council
meeting,
so
that'd
be
the
third
reading.
So
then
we're
going
to
go
a
work
session,
correct
and
talk
about
it
and
then
come
back
then
do
oncast
wanted
to
clarify
that.
E
A
A
J
You
Mr
President
for
ordinance
number
seven
2023
for
its
second
reading
and
ask
the
clerk
to
read
it.
Please
an.
B
M
E
Mr
President
I'd
ask
before
about
the
easement
that
we're
getting
from
Redwood
for
the
road
to
go
over
to
the
water
tower.
That's
going
to
be
permanent.
Do
we
know
anything
more
about
that?
Do
you
have
that
finished
up.
L
E
D
Way
to
get
to
all
of
it,
oh,
you
don't
really
have
a
way
to
even
get
to
the
property
legally
safely.
L
Participating
having
that
pretty
quickly,
hopefully
they
got
it
this
morning,
so
hopefully
we'll
get
it
back
pretty
quickly
and
get
the
council
okay.
L
So
during
the
construction,
so
it's
my
recollection
is
part
of
phase
two.
So
it's
going
to
be
a
temporary
drive
that
we
construct
so
that
we
can
access
the
water
tower
property
and
then
eventually,
that's
going
to
become
a
redwood
driveway
they're,
going
to
tear
out
our
temporary
Road
put
in
their
Redwood
driveway
part
of
their
private
roads
and
then
we'll
have
the
right
to
access
across
that
private
road.
L
E
E
L
D
F
E
E
E
Currently,
what
they
have
there
now
at
that
upper
end,
we're
lack
of
a
better
way
of
putting
it
up.
On
the
north
end,
it's
only
nine
foot
wide
and
it's
supposed
to
be
14.
L
E
D
E
D
A
Before
we
go
on
with
further
discussion,
let's
let's
vote
on
the
weaving
of
the
readings.
So
if
the
court
could
please
call
the
rule.
A
F
C
J
F
E
F
E
C
E
I
I
have
something
to
say:
I
sat
here
tonight:
I
listened
to
these
same
people,
basically
telling
me
how
they
made
a
mistake
on
their
planning.
They
don't
know
which
way
their
houses
are
going
they'd
go
from
four
Parcels
to
two
Parcels
because
they
wrote
it
up
wrong.
It
was
a
mistake
now
I'm
here
and
I'm,
going
to
have
a
road
put
over
to
Golf
Course
Drive.
E
We
don't
know
what
we're
going
to
do
with
Golf
Course
Drive
after
it
was
agreed
to
such
and
such
a
thing,
foreign
It's,
just
sad
you
might
as
well
laugh
at
it
I'm
sure
the
people
down
there
aren't
laughing
and
some
of
the
others
around
there.
So
in
case
you're
wondering
I'll
be
saying
no
once
again.
E
L
L
14
foot
right
the
contract,
that's
I'm,
talking
about
the
extension
from
Redwood
accessing
the
property
and
how
that
would
Loop
in
the
golf
course
Drive.
We
know
that
there
was
an
issue
on
the
width.
We
know
there's
an
issue
on
the
turnaround,
there's
some
existing
trees
that
are
there
that
the
question
was
asked
of
us.
Do
we
want
to
take
the
trees
out,
which
would
increase
visibility
to
golf
course
drive?
Or
do
we
want
to
have
a
bigger
turnaround
right?
It's
a
trade-off.
L
There
We've
not
made
a
decision
on
it,
yet
still
something
we
need
to
discuss
and
I
thought
Council
had
been
updated
on
those
issues
previously,
so
I
apologize.
If
not,
but
that's
those
two
issues
are
still
we're
working
on
them.
E
Foreign,
well,
you
said
it
was
going
to
go
to
the
water
tower
and
the
water
tower
is
on
would
be
on
the
far
side,
the
west
side
of
what
would
be
Golf
Course
Drive,
that's
where
the
property
belongs
to
is
next
to
21,
not
on
the
side.
That's
over
there
at
Golf,
Course
Drive.
So
you
know
when
I
add
up
one
and
one
that
tells
me
that
this
street
is
going
over
to
the
Golf
Course
Drive
area
that
was
going
to
be
put
back
to
reach
the
water
tower.
E
So
I
may
have
brought
it
up,
but
it
wasn't
a
very
big
leap
to
figure
out
that
it's
going
to
be
coming
into
the
road
that
we
were
originally
got
the
easement
on,
so
that
we
could
access
the
water
tower,
which
is
going
to
be
permanent,
and
now
that's
going
to
be
permanent.
So
maybe
I
brought
it
up,
but
that's
the
way
that,
like
I,
said
where
I
add
up
one
and
one
I
get
two.
E
A
J
F
E
E
E
B
B
Okay,
so
obviously
we
we
discussed
this
several
times
already.
It's
just
the
appointments
to
the
different
boards
and
commissions.
Did
anybody
have
any
comments
or
anything.
D
Is
is
this?
The
same
resolution
named
Mr
Marky
can
answer
this
that
that
you
were
on
that
we
were
looking
at
taking
you
off
of
and
possibly
Adam
Matthew
too.
B
Okay,
so
do
you
want
to
maybe
just
make
a
motion
for
a
a
fourth
reading
then
and
vote
next
next
meeting.
H
G
E
H
E
I
I
do
have
a
question,
are
all
the
boards
and
commissions
members
are?
Are
they
paid
up
to
date?
Now.
E
M
Mr
President,
if
I
may
yes,
Mr
Kern
I,
know
that
the
clerk
of
council
sent
out
an
article
from
The
Beacon
Journal
to
everybody
today
regarding
natural
gas
prices,
they
are
dropping
significantly
due
to
a
number
of
reasons,
mostly
because
we've
had
a
fairly
mild
winter
so
far
and
also
there's
more
Supply.
So
the
law
of
supply
and
demand
is
kicking
in.
So
I
would
suggest
that
people
take
a
look
at
what
they're
paying
as
far
as
their
natural
gas
get
a
hold
of
no
pack
right
now.
M
I
know
the
variable
rates
are
very
low.
It's
three
something
per
mcf,
so
everybody
I
think
should
take
a
look
at
that
and
see
whether
or
not
they
can
get
a
better
deal
for
natural
gas.
M
The
best
deal
right
now
for
people
would
be
the
variable
rate,
I
think,
but
that,
but
to
lock
people
into
a
variable
rate
is
fairly
risky.
That's
something
they
should
do
themselves
right
now
we
have
our
standard
rate
and
I.
Think
it's
at
it's
like
7.29,.
C
Or
yeah,
something
like
that:
seven,
something
so
I,
don't
know.
A
I
So
what
we
have
found,
we
were
actually
NOFX
coming
tomorrow
to
meet
first
thing
in
the
morning,
but
I
was
able
to
locate
the
agreement
through
no
pack,
there's
a
nine
month,
opt
out
clause
and
because
it's
a
council
of
governments
you're
automatically
renewed.
So
your
course
of
action
is
to
opt
out
and
get
the
nine
months
of
notice.
So
that
is
a
conversation
that
the
administration
needs
to
have
and
we
will
bring
counsel
in
on
that
of
what
everyone
what's
best
for
everyone.
Because
again
it's
about
you
know.
I
E
B
E
A
I
K
C
I
We
had
electrical
aggregation,
but
we
would
negotiate
rates
out
for
months
ahead
inside
those
contracts
with
an
aggregator.
If
aggregation
is
something
we
want
to
continue
to
do,
I
mean
nopeex
an
aggregator,
but
if
we
wanted
to
get
into
one
of
the
Consultants
that
does
aggregation,
that's
not
nopec.
That
is
something
we
can
look
at.
You
know
and
there's
there's
all
sorts
of
stuff.
We
can
get
into
that
conversation
about
it,
because
it's
there's
a
lot
that
goes
with
it
opt
outs
which
are
highly
recommended
for
me.
B
E
They
go
with
somebody
else,
and
then
we
actually
get
a
better
deal
and
then
they're
locked
into
somebody
else,
because
we
have
a
nine
month
old
thing
that
we
have
to
go
through
with
no
pack
who's,
so
wonderful
and
that
they
advertise
all
over
the
Earth
practically
on
TV
and
everything
else,
and
we
and
we
got
sucked
into
that
so
I
I,
don't
I
just
want
to
do
what's
how
they're
going
to
get
the
best
deal
instead
of
ending
up
that
they're
out
on
the
string
again.
M
M
C
I
A
note
on
that,
if
a
resident
wanted
to
compare
a
contracted
rate,
you
can
go
on
Apples
to
Apples
I
think
it's
called
something
different,
but
if
you
Google
Apples
to
Apples
and
you
search
for
what
the
gas
rate
is,
you
can
search
Gas
and
Electric.
You
can
see
what
suppliers
are
offering
for
an
individual.
That's
not
an
aggregate
rate.
That's
for
you
personally,
as
an
individual,
but
I
would
I
would
ask
residents,
be
mindful
of
that.
Just
because
it
looks
like
a
cheaper
rate.
I
Make
sure
you
look
at
the
fees
on
the
end,
because
there
are
some
that
I
mean
I
was
on
it
just
last
week,
they'll
tack
on
a
50
a
month
fee
per
month
for
I,
don't
know
what
they'll
be
a
opt-out
fee.
That's
you
know.
500
bucks
I
mean
be
careful
what
you
get
into
just
because
it's
a
super
low
rate.
There
are.
You
know
each
of
these
companies
has
their
own
little
fees
that
they
can
tack
on.
So
just
be
mindful
of
that.
E
Anybody
else
well,
I,
go
yes,
Mr,
President
I
know
this
is
still
being
looked
at,
but
I'm
going
to
ask
anyway,
seeing
just
how
Rhymer
Road
Pond
issue.
E
It
seems
that
there's
been
some
work
done
out
there
as
far
as
the
aerator
being
repaired,
and
so
the
lights
come
back
on.
They
have
lights
on
it
at
night
to
where
it
looks
all
pretty.
That
doesn't
exactly
seem
to
point
to
anyone
going
to
have
to
fill
in
a
pond
or
take
care
of
that
issue.
So
courtesy
time
should
be
over.
E
They
need
a
little
bit
more
pressure
put
on
them
and
somehow
that
that
should
have
been
taken
care
of
in
2021
and
it
got
out
of
hand
somehow
it
got
by
the
city.
It
definitely
got
by
our
engineer,
so
something
needs
to
be
done,
because
these
people
apparently
think
they
can
keep
doing
whatever
they
want
with
their
Pond
and
not
have
any
repercussions
from
it.
E
Secondly,
I
was
at
the
Planning
Commission
and
it
hasn't
come
forward
to
us.
But
how
do
you
put
take
their
Planning
Commission,
where
they're
going
to
split
parcel
into
two
parcels
and
then
rezone
each
of
those
Parcels
separately
on
the
same
issue,
particularly
when
the
split
hasn't
even
occurred
yet
and
I
would
think
that
that
would
involve
Summit
County
as
well.
E
I
know
we
can't
sit
here
as
counsel
and
do
two
separate
items
under
the
same
ordinance
which
that's
what
this
is
and
there's
Confusion
by
not
only
myself
with
that,
but
it
also
seemed
that
the
commission
itself
was
kind
of
wondering
how
they
can
do
that.
I
know.
You've
stated
that
it
was
an
administrative
thing,
I
thought
when
the
people
wanted
to
conglomerate
their
Parcels
or
whatever
they
went
to
the
county.
To
do
that.
That
I
didn't
realize
that
the
city
had
anything
to
do
it.
E
When
judge
McKinney
was
down
and
he
was
at
an
actual
presentation
done
at
the
Community
Center,
and
it
was
a
county
thing
there
where
he
said
he
would
help
people
so
I'd,
like
some
explanation
as
to
how
that
could
actually
happen.
E
I
already
asked
about
that.
Do
you
know,
can
you
do
that
sure.
L
E
L
You
wouldn't
have
two
assessments,
because
there's
not
two
Parcels,
that's
different
than
a
legal
parcel,
the
legal
parcel.
If
you're
doing
a
consolidation
or
split
you
have
to
file
a
plat
just
like
you
know
like
we
had
tonight,
they
bring
the
plat
and
that
gets
filed
at
the
county.
The
County
engineering
department
actually
looks
at
the
plat
and
looks
at
your
legal
description.
If
you're
going
to
split
it,
if
it's
four
or
less
Parcels,
that's
it's
a
minor
subdivision
under
our
code.
That's
an
administrative
approval.
L
The
county
actually
will
look
at
that
after
we
approve
it.
The
county
will
look
at
the
map
and
then
split
those
lots
out
and
then
they're
created
to
consolidate
and
be
the
same
thing
you
give
them
a
map
showing
the
partials
to
be
Consolidated.
We
don't
actually
approve
locked.
We
don't
improve
consolidations,
would
just
approve
splits,
so
the
county
would
actually
handle
that
one
all
by
itself,
but
there
is
a
document
that
gets
filed
at
the
county
recorder's
office,
it's
a
legal
record
and
that
actually
creates
the
multiple
Parcels
or
the
Consolidated
parcel.
L
What
what
with
the
Planning
Commission
was
what's
eventually
going
to
be
a
lot
split,
and
that
would
be
from
one
parcel
in
the
two
parcels
and
that
would
be
a
minor
subdivision
under
our
code.
So
the
the
administration
would
look
at
that
if
they
approved
it,
then
that
would
be
the
plat
which
would
effectuate
the
lot
split.
The
zoning
change,
which
we
plan
to
bring
forward
in
a
couple
weeks,
is
that
would
be
to
your
point.
L
You
can't
do
two
things
with
one
ordinance,
so
there's
going
to
be
two
ordinances,
one
for
each
zone:
change
for
the
area
to
be
rezoned,
one
for
the
C1
and
one
for
the
RCP,
our
PC,
our
PC
zoning,
the
cluster
zoning
and
we'll
have
some
additional
language
that
goes
into
that
RPC
zoning
ordinance
based
on
the
conversations
that
occurred
at
the
plant
commission,
but
that's
so
that
that's
the
concept
the
the
property
would
be
rezoned
you'd
have
one
parcel:
it'd
have
C1
up
front
RPC
in
the
back,
just
like,
if
shown
on
that
map,
if
Council
decided
to
approve
it
and
then
eventually
that
would
I
believe
if
they
buy
the
property.
L
L
It's
a
minor
subdivision:
it
would
not
because
it's
just
creating
two
Parcels,
if
it's
four
or
less,
then
that's
a
minor
subdivision
and
that
that's
administrative
only
if
it's
five
or
more
that's
a
major
subdivision
and
that
comes
to
council.
That's
the
plan
approval
you
guys
have
done
for
for
other
subdivisions.
So.
D
E
Two
yeah
two
or
three
right,
and
maybe
I'm,
not
remembering
it
quite
correctly,
but
KDA
love
that
place.
They
actually
had
one
big
Parcels
over
there
and
then
they
split
them
to
where
they
were
supposed
to
be.
Building
this
newer
and
bigger,
fantastic
building
and
I
thought
that
came
to
council
for
eska,
okay
and
that
would
have
just
remained
Industrial
and
I
could
be
wrong
on
that.
I
had
to
go
back
and
pull
all
that
up.
I.
E
L
E
Double
check
on
that
and
then
I'll
maybe
have
a
new
thing
to
add
on
man.
Thank
you.
The
other
thing
is
the
HOA
and
thank
you
for
finally,
getting
back
with
me
I'm
going
to
read
that
email
just
for
The
public's
information
since
I've
been
asking
for
it
week
after
week
here
for
a
while.
This
is
on
the
Brookside
greens,
HOA
and,
as
I
said,
this
is
the
email
we
got
and
I
didn't.
E
Look
at
my
email
at
4
30
to
know
that
it
came
in
and
didn't
check
it
till
just
before
I
came
to
the
meeting
so
anyway,
he
he
has
reviewed
the
HOA
declaration
for
the
Brookside
greens
property.
The
HOA
is
a
responsible
for
maintaining
all
common
elements,
which
is
a
real
estate
owner
leased
by
the
Association
upon
complete
completion
of
the
development.
The
typical
process
is
that
the
remaining
property
owned
by
Addison
Norton
would
be
transferred
to
the
HOA
Exhibit
C
of
the
Declaration
lists
the
maintenance
responsibilities
of
the
HOA.
E
In
addition,
HOA
would
assume
the
responsibilities
of
any
agreement
with
the
golf
course
Drive
residents
subject
to
the
city's
easement.
This
is
more
for
information.
Since
I
was
asked
to
review
it.
The
city
is
not
responsible
for
reviewing
or
enforcing
the
HOA
declaration
and
I
guess
I.
Let
me
know
if
you
have
any
questions
so
I
guess
my
question
would
be
the
golf
course
drive.
People
would
have
to
go.
Take
their
complaints
to
the
HOA.
D
I
have
two
things:
one
I
just
wanted
to
thank
the
administration
for
getting
the
eyesore
of
a
dump
truck
cleaned
up.
I
know,
that's
been
an
ongoing
issue
and
there
was
some
other
issues
that
the
administration
jumped
on
to
get
cleaned
up
in
Ward
one.
So
I
just
want
to
say
thank
you
for
getting
it
done
and
thank
you
for
Mr
tursky
for
your
outgoingness
to
keep
Council
updated
on
things
that
are
happening.
H
Thank
you,
I,
just
I
just
have
a
couple
of
them.
First
of
all,
once
again
would
like
to
announce
the
green
up.
Norton
Community
work
day
for
Saturday
April
22nd
from
9
A.M
till
around
12
noon,
like
I,
said
we're
just
hoping
that
we
get
people
interested
to
come
out
and
help
beautify.
The
city
second
of
all,
I
just
would
like
to
announce.
H
We've
got
once
again
for
this
summer,
we've
got
movie
Nights
that
are
going
to
be
on
the
docket
on
the
calendar
and
just
trying
to
get
out
to
get
the
word
out
ahead
of
time,
so
that
people
can
start
putting
that
on
their
calendars
as
they
begin
to
plan
for
their
summer
activities.
Tuesday
June
20th,
that's
a
movie
night.
We've
got
three
movie
Nights
this
year,
we're
going
to
have
a
a
inflatable
stage
or
an
inflatable
screen
set
up
on
the
stage
in
the
park.
H
They
will
be
movie
Nights
that
were
that
will
be
kids
appropriate,
and
so
it's
it's
something
for
the
kids,
something
for
the
Youth
to
come
out.
Hopefully,
the
plan
right
now
is
to
have
maybe
popcorn
and
stuff
and
so
forth
and
play
movies
that
will
draw
some
attention
to
the
kids
in
the
community.
We
also
have
the
summer
concert
series
coming
up:
we've
got
four
concerts:
we've
got
Friday
night,
June
30th,
that
is
a
country
night.
H
We
have
a
Thursday
night,
July
13th,
that's
Mike,
Albert,
that's
an
Elvis
tribute
band.
We
have
a
Friday
night,
July
28th,
that's
pop
pop
rock,
and
we
have
Saturday
July
29th,
we'll
be
Escape,
we'll
be
back
by
popular
demand.
So
once
again,
there's
four
concerts
and
three
movie
Nights
that
are
up
and
coming
at
this
for
the
summer
and
that's
all
I
have
thank
you.
Thank.
