I'm,
the
deputy
project
manager
for
the
the
master,
art,
Embark,
Transit
plan
growth,
brt,
Alternatives,
analysis,
project,
kind
of
a
mouthful
right
yeah.
So
today,
I'm
going
to
give
you
a
quick
overview
of
the
project,
we're
going
to
talk
about
the
study
areas
as
well
as
the
public
involvement
and
upcoming
engagement,
work
that
we're
doing
with
the
project
so
looking
forward
to
kind
of
walking
through
this.

at
a
high
level,
the
maps
4
program
has
allocated
61
over
61
million
dollars
to
implement
two
bus,
Rapid
Transit
corridors
in
the
city.
We're
really
focused
on
two
study
areas:
the
Northeast
Study
area
and
the
South
study
area
is
what
we're
calling
those
our
objective
with
our
scope
of
work
is
really
focused
on
developing
an
alternative
analysis
to
define
those
corridors.
They
come
up
with
a
locally
preferred
alternative.

So
first
I
want
to
talk
a
little
bit
about
the
schedule
of
the
project
as
well.
For
the
Alternatives
analysis,
we
see
three
major
stages.
We
see
a
discover
phase,
a
refine
phase
and
a
select
phase
So,
currently
we're
in
the
Discover
phase,
where
we're
identifying
the
key
connections
that
we'll
be
looking
at
with
this
project
throughout
the
schedule.
Stakeholder
presentations
and
coordination
will
be
critical,
as
well
as
public
involvement.

So
with
the
Discover
phase,
there's
a
handful
of
different
things
that
feed
into
a
high
potential
alternative.
So
right
now
we're
focused
on
stakeholder
feedback.
Community
input
really
diving
into
the
data
for
the
area,
as
well
as
utilizing
the
project
goals,
to
determine
our
priorities.
That'll
then
lead
into
a
universal
Alternatives,
we'll
be
looking
at
a
handful
of
different
corridors,
we'll
be
identifying
Transit
needs
in
those
areas
as
well
and
really
establish
a
framework
to
evaluate
the
universal
alternatives.

This
work
is
really
building
on
the
past
great
work.
That's
been
done
in
the
in
the
region
as
well.
So,
starting
with
the
fixed
guideway
study
in
2005,
we'll
be
building
on
the
past
work,
that's
been
done
and
then
also
leveraging
all
the
great
work
that's
been
done
over
the
last
five
or
ten
years
with
the
commuter
Corridor
study,
the
RTA
transit
system
plan,
as
well
as
the
OKC
moves
bus
study.

So,
first,
let's
talk
about
the
project
development
process,
so
the
work
that
we're
doing
is
really
confined
to
the
Alternatives
analysis
process
at
in
the
beginning
of
2024,
we'll
have
an
alternative
and
a
locally
preferred
alternative,
and
then
from
there.
Environmental
engineering
will
progress
after
that,
followed
by
implementation,
really
focusing
on
design
and
and
construction.

As
we
talk
about
the
study
areas,
there's
some
very
specific
considerations
that
we
wanted
to.
We
wanted
to
note
one
of
those
being
the
planned
Regional
Transportation
authority
corridors
that
are
under
Alternatives
analysis
right
now,
so
there's
a
significant
amount
of
Transit
work
going
on
in
the
region,
so
we
need
to
make
sure
that
these
corridors
are
heavily
connected
to
those
efforts
as
well.

Another
element
that
we'll
be
focusing
on
is
travel
time
runs.
We
want
to
make
sure
that
brt
is
competitive
to
driving
a
vehicle,
so
that'll
be
one
of
the
considerations
that
we're
looking
at
as
well
and
then
last
but
not
least,
as
I
talked
about
with
the
public
involvement
process,
we're
really
focused
on
key
destinations
that
we
need
to
connect
to
and
connect
from.

now,
let's
dive
into
the
two
study
areas.
The
first
study
area
is
what
we're
calling
the
Northeast
Study
area.
The
Northeast
Study
area
is
bound
by
Britain
to
the
north,
approximately
Brian,
to
the
east
I-40
to
the
South
and
I-235
to
the
West.
One
thing
to
note
on
this
map:
you
can
see
some
purple
shading,
so
those
are
actually
the
Regional
Transportation
authority
corridors
that
are
under
study
right
now
as
part
of
the
system
plan.
So
again,
it's
really
important
that
this
project
in
the
RTA
projects
are
well
coordinated.

Likewise,
you
can
see
the
Northwest
brt
Corridor
going
up
up
and
to
the
left
on
the
screen.
Another
thing
to
note
on
this
slide
as
well
is
some
some
typical
Drive
shed
circles.
So
you
can
see
what
a
20
minute
travel
time
would
look
like
in
a
45
minute
travel
time.
Just
to
give
you
some
context
on
the
scale
of
these.

our
study
area
is
really
defined
by
those
corridors
which
is
approximately
I-35
to
the
east
119th
to
the
South
I-44
to
the
west
and
then
the
downtown
to
the
north.
So
that's
kind
of
the
bounds
that
we're
looking
at
for
the
South
study
area
and
again
we
have
some
of
those
drive
drive
sheds
shown
on
the
map
as
well.
So
you
can
see
what
approximately
a
20
minute
drive
would
be
in
a
45
minute.

be
so
now
I
want
to
take
a
minute
and
talk
about
some
of
the
public
involvement
and
upcoming
engagement
with
this
project.
So,
first
and
foremost,
our
project

this
will

able
to
access
project
sheets.

on
meeting

and
just
really
connect.
We
have
a
survey

a
map

That's
currently
live

the

other
thing
that
we're
going
to
be
looking
at
throughout
the
outreach
program
is
is
connecting
with
the
local
community
contacts
to
determine
the
best
ways
that
we
can
connect
with
the
community,
both
with
pop-up
events
as
well
as
public
meetings,

few
engagement
activities
that
I
wanted
to
hit
on.
So
we
actually
had
a
handful
of
public
meeting
scheduled
the
last
couple
weeks,
but
with
the
recent
snow
we've
been
rescheduling
those,
so
we
have
a
few
coming
up
next
week
as
well
as
the
following
week.

changes.

out.

the
launch
of

Northwest
rapid
brt
line,
so
this
PowerPoint
will
give
you
we're
giving
a
same
version
of
this
PowerPoint
at
Oliver
Community
meetings
over
the
next
six
weeks,
and
so
you
can
see
the
agenda
here
of
what
we'll
be
going
through
today.

That's
going
to
go
out
details
all
the
community
meetings,
we're
going
to
have
the
dates
times,
locations
how
to
submit
comments
to
us,
as
well
as
how
to
request
this
information
in
different
languages
in
accordance
with
our
title,
VI
policy
again,
these
are
are
at
different
locations
around
the
city,
like
most
of
the
libraries
will
also
be
having
an
event
around
lunchtime
at
the
transit
center
and
then
hoping
to
have
the
public
hearing
at
our
April
board
meeting
here
so
we'll
be
giving
you
a
little
bit
of
background
and
overview
of
these
changes
and
what
we'll
be
doing
in
the
context.

a
little
bit
of
background.
If
you
remember
in
2021
and
2022,
we
took
on
a
year-long
planning
process
with
OKC
moves
using
our
consultant
Nelson
Nygaard.
That
planning
process
had
multiple
opportunities
for
stakeholder
Community
engagement
and
the
board
gave
lots
of
great
feedback
during
that
process.
Collected
lots
of
data
and
the
results
of
that
planning
study
were
phase
one
and
a
phase
two
phase.
One
is
mostly
cost
neutral
recommendations
that
we're
focused
on
now
and
phase.

Two
is
long-range
unfunded
recommendations
that
we'll
be
pursuing
as
funds
become
available
over
time
and
then
this
the
goal
of
all
this
is
to
improve
on-time
performance
increase
ridership
and
integrate
the
Northwest
rapid
brt
line
into
our
existing
bus
route
Network
and
the
full
plan
as
available
at
OKC
moves.org.

you
want

to

that
whole

So
again,
some
of
the
goals
of
this
is
to
integrate
the
Northwest
rapid
brt
line
into
existing
bus
route.
Network,
so
that
they
can
they're
integrated
they,
you
can
make
transfers.
You
can
make
connections
with
the
Northwest
rapid
and
our
local
bus
service,
we're
extending
certain
bus
routes
to
new
destinations
by
eliminating
some
one-way
deviations,
we're
focusing
service
on
major
arterial
streets,
making
sure
that
we
have
bus
service
on
both
the
inbound
and
outbound
direction.
Of
those
stops.

We're
also
improving
hope
to
improve
on-time
performance
by
adjusting
some
time
points
and
some
schedules
even
for
routes.
That
may
not
be
seeing
any
significant
changes
and
again,
we
hope
to
roll
this
out
with
the
launch,
in
conjunction
with
the
launch
of
the
Northwest
rapid
brt
line,
this
fall,
so
this
map
should
be
familiar
to
all
of
you,
but
just
to
this
is
an
opportunity
for
us
to
talk
about
Northwest.
Rapid
brt
service
in
these
Community
meetings.
Tell
them
about
the
fast
frequent
service.

we'll
be
I
kind
of
you
think
most
of
you've
seen
these
changes
before,
but
we'll
kind
of
touch
on
the
kind
of
Route
by
route
changes
that
that
we'll
be
recommending
as
part
of
this
service
change,
so
Route
2.
We
are
recommending
to
only
serve.
Do
the
McGuire
Plaza
Loop
on
the
inbound
direction
to
downtown
the
McGuire.
Plaza
is
on
12th
and
you
can
still
walk
a
block
to
catch
the
out
bus,
nowbound
Direction,
but
most
of
the
McGuire
Plaza
trips
are
from
guard
Plaza
to
downtown
and
back
so.

When
we
met
with
the
public,
we
met
with
our
bus
operators
and
some
Outreach
focus
groups,
and
this
location
came
up
a
lot,
and
so
we
were
able
to
glad
that
we're
able
to
extend
out
to
this
this
part
of
town
as
well
as
provide
another
transfer
opportunity
with
the
brt
along
56th
Street.

So
these
next
few
are
smaller
changes.
The
goal
of
improving
on-time
performance
and
reliability,
focusing
service
on
major
arterials,
so
we'll
be
taking
Route
12
on
Exchange,
Reno
and
Walker
in
and
out
of
downtown
13
sort
of
similar
we're
taking
Reno
and
Hudson
in
and
out
of
downtown
16,
Reno
and
Walker
in
and
out
downtown,
hopefully
getting
folks
staying
on
major
materials,
getting
it
out
of
downtown
a
little
bit
faster,
proving
on
Time
Performance
a
little
bit
for
those
routes.

This
is
we'll
still
be
serving
the
OU
Health
Science
Center
in
downtown,
making
this
more
of
a
streamlined,
commuter
express
route,
getting
OU
students,
workers
in
the
downtown
area
in
and
out
of
downtown
quickly
and
getting
them
home
quickly
kind
of
making
this
route
a
little
bit
faster,
helping
with
transfers
with
other
routes,
kind
of
making
it
more
direct
and
reliable.

We
also
wanted
to
touch
on
Embark
plus
the
pro
Transit
service
for
people
with
disabilities
that
may
not
be
able
to
use
our
regular
bus
route
service.
When
you
adjust
your
bus
route
service,
you
also
have
to
adjust
your
your
Paratransit
service
in
accordance
with
FCA
requirements.
I
think.
For
the
most
part,
some
customers
will
go
from
Zone
2
to
Zone
one,
but
for
the
most
part,
these
don't
anticipate
any
significant
changes
in
our
Paratransit
Service.
As
part
of
this,
the
zones
will
stay.
The
same
The
Zone
fares
will
stay
the
same.

to
all
the
comments
and
feedback
that
we
get
incorporating
that
into
final
recommendation
at
the
May
board
meeting
and
then
transitioning
into
marketing
and
promotion
of
the
new
service
ahead
of
the
launch,
this
fall.

comments

the

community
meetings
tell
us

they
think
about
these
service
changes

when

looking
at
the
earlier
presentation
and
then
seeing
this
one,
Meridian
I'm
wondering
if
the

mean

don't
know
where
we
would
where
this
study
could
take
place,

I
think
about
possible
brt
expansion
to
the
west
and
then,
when
I
think
about
airport
connectivity,
I
have
I
didn't
see
where
we
were
going
to
study
but
I'm
wondering
if
we
could.

it
look
like
to
have
like
brt
service
from
the
airport
on
Meridian
all
the
way
down
to
the
meridian
and
Northwest
Expressway
park
and
ride,
because
until
I
saw
that
map
a
little
bit
ago,
I've
always
thought
about
connecting
people
from
the
airport
down
here
to
downtown
where
the
hotels
are
by
Northwest.
Expressway
right
has
a
series
of
hotels,
and
it's
not
my
that

word.

next

I'm

not
my

Memorial
and
Ward

and
all
that
sort
of
stuff.

Transit
were
there,
the
opportunity
for
Transit
oriented
development
comes,

haven't
seen
us
look
at
that

missed
it.

I
saw
the
map

the
earlier
presentation.

in

Universe

Alternatives

best
way

serve
the

RTA

focus

on
downtown
airport.

Consultants

connecting
you

the
airport
to
basically
far
Northwest
Oklahoma
City.
However,
keep
you

keep
in
mind
too.
You

thinking
of
world

ultimate
goal
or

Think
the
trust
ultimate
goal
that
world-class
transportation
accessible
to
all
things
like
brt
and
improved
frequency
and
platforms
more
convenience.

be
an
opportunity
if
the
corridor
went
from
downtown
to
the
airport.

to
then
obviously
connect
to
the
Northwest
brt.

would
get
you
towards
Northwest,
Oklahoma,
City

or
route
three,
so
the
connections
would
still
be
there
from
someone
coming
into
the
airport
wanting
to
get
to
a
hotel
in
Northwest,

The
board
authorized
staff

apply
for
a
raised
grant.

That
is
the
rebuilding
American
infrastructure,
with
sustainability
and
Equity
program
very
competitive
grant
program.
The
predecessor
to
the
raise
was
the
build
Grant,
which
we
know.
We
benefited
from
the
build
Grant
as
an
opportunity
to
fund
the
Northwest
brt.
So
we
were
notified
that
katpu
was
successful,
successfully
competed
and
awarded
a
raise
Grant
and
just
as
a
reminder,
we
submitted
this
Grant
application
on
behalf
of
the
RTA.

So
it's
it's
the
way
the
FTA
or
the
dot
looks
at
these
These
funds,
it's
funding
for
the
region,
and
so
knowing
that
the
RTA
was
facilitating
or
or
studying,
high
capacity
Transit
there.
You
know,
obviously,
the
relationship
between
cockpit
and
RTA
Kappa
applied
for
that
Grant
on
behalf
of
the
RTA,
so
the
RTA.
If
we
were
awarded
that
Grant
through
a
sub-recipient
agreement,
the
RTA
would
have
the
funds
to
really
study
the
two
remaining
high-capacity
corridors
within
the
rta's
system,
Vision
plan.

So
if
you
remember
the
system
Vision
plan
that
the
RTA
adopted
has
a
north-south
corridor,
it
has
an
East
Corridor,
connecting
downtown
to
Tinker
and
and
those
are
all
currently
under
study.
There
is
also
two
other
corridors
that
were
adopted
as
part
of
that
system
plan:
a
a
West
Corridor
so
straight
out
to
the
Western,
Edge,
Oklahoma,
City
and
then
a
corridor
from
downtown
to
the
airport,
and
so
this
entire
Grant
application
was
based
on
trying
to
secure
the
funds
to
do
the
two
Alternatives
analysis
for
those
West
corridors.

But
that's
the
that's
the
plan
and
then
finally,
and
please
and
thank
you
for
all
the
time
on
on
the
comments
on
this
one
I
think
the
other
thing
is
important
for
the
for
the
trust
to
be
reminded
of
is
we
actually
applied,

the
resolution
indicates
we
applied
for
a
1.5
million
dollar
Grant
overall,
so
a
million
federal
funds
500
local,
we
were
awarded
a
1.2
million
dollar
Grant
800,
000,
Federal
and
400
000,
local,
so
and
that's
explained
in
the
in
the
resolution.

But
I
just
wanted
to
point
that
out
and
then
finally,
the
400
000
local
match
will
be
funded
by
the
RTA.
So
there's
really
no
no
local
match
or
financial
obligation
from
katpa
in
executing
this
paper.
Grant
agreement
I
say
that
because
Item
B
on
the
individual
items
for
consideration
is
an
agreement
between
the
RTA
and
katpa,
we
call
it
a
sub-recipient
grant
agreement.
We've
had
these
in
place
for
many
years
with
the
City
of
Edmond,
we've
done
a
pre,
a
previous
sub-recipient
Grant
agreement
with
the
art
RTA.

Basically,
as
the
excuse
me,
the
name
of
the
agreement
applies.
It's
basically
spells
out
that
katpa
will
reimburse
the
RTA
for
qualified
expenses
related
to
the
Alternatives
analysis
and
how
that
process
is
going
to
work.
So
copper
really
becomes
kind
of
a
pass-through
if
you
will,
but
we
need
to
have
that
sub-recipient
agreement
in
place.
It
meets
Federal
requirements
and,
in
addition,
it
also
ensures
that
any
sub-recipient
of
katpa
follows
the
same
Federal
requirements
and
through
any
type
of
solicitation
issues.

same
Federal
disclosures
that
that
we
would,

a
direct
recipient
of
funds,.

of

bus

OKC
moves,

was
mini
hubs
or
transfer
stations

system
versus

having
to

downtown,

what
we're
also
hoping
to
accomplish

identifying

locations
and
maybe
the
footprint
or
the
amount
of
land
that
would
be
required
for
some
of
those
mini
hubs.

that's

awarded

prepare

future
expansion,

this

Skywalk
Bridge
connects
that
garage
to

now
known
as
the
Wyndham
Hotel
in
February

2021,

everything
froze
for

it

close
to
two
weeks.
The
Bridge
suffered
significant
damage

water
system,
HVAC
system,
the
drywall
and
the
ceilings.

project
made
all
of
those
repairs.
However,
the
HVAC
was,
we
used
an
on-call
to
make
those
repairs
which
are
still
underway,
but
the
the
general
contractor's
work
is
now
complete,
and
then
we
also
used
an
on-call
as

window
walls,
the
windows
we
found
leaks
in
them,
so
we
had
those
leaks
repaired
because
that
would
have
led
to
mold
and
further
drywall
damage.

the
project

Embark
plus
system
for
the
month

was

slight
decrease

to
you
guys
the
trust
asked
for
an
RTA
update.
So
that's
what
I'm
here
to
provide
so
just
a
couple
of
quick
bullet
points
for
you
on
the
progress
that
the
Regional
Transportation
authority
is
making.
So
we've
talked
about
the
corridors
in
the
past.
You
know
it's
East
in
this
north
south.
So
on
the
East
Corridor,
the
RTA
is
continued
to
narrow
down
the
exact
alignment.
The
last
step
of
that
and
what
they've
been
working
on
is
really
kind
of
I'd,
say
an
economic
analysis.

It's
as
I
mentioned.
You
know.
There's
really
you
know.
Sometimes
you
get
into
these
there's
like
a
clear
Corridor
that
just
outscores
the
other
one.
These
are
pretty
close,
so
they're
taking
a
deeper
dive
and
actually
doing
an
economic
analysis
to
kind
of
determine
which
Corridor
might
have
the
most
Economic
Development
potential,
so
that
can
go
into
the
consideration.
So
that's
where
the
RTA
is
out
on
the
East
Corridor
on
the
north-south
corridor.
The
station
locations
have
actually
been
identified,
so
we
know
how
many
and
where
they're
going
to
be
located.

Obviously
we're
still
discussing
that
information
in
executive
session
with
with
the
board,
because
eventually
that
would
lead
to
property
acquisition,
but
the
the
one
of
the
main
things
that's
changed
since
maybe
some
early
discussions
of
the
north-south
corridor
is
the
location
of
the
maintenance
facility.
So,
whereas
we
were
looking
in
somewhere
in
the
central
part
of
the
alignment
for
the
maintenance
facility,
it's
now
determined
that
the
maintenance
facility
will
likely
be
located
at
the
end
of
the
line
in
the
city
of
Norman.

So
so
that's
a
change
there
and
then.
Finally,
as
mentioned
earlier,
we,
the
RTA,
does
anticipate
awarding
a
contract
to
Kimberly
horn,
hopefully
in
February,
as
we
finish
up
that
paper
Grant
agreement,
we
discussed
earlier
ideally
no
later
than
march,
to
begin
the
study
of
those
two
West
corridors
and
we'll
make
sure
we
include
some
some
discussion
and
Analysis
of
meridians.
So
that
will
conclude
my
comments.
