couple
of
rules
that
we'd
like
to
explain
when

applicants

speakers
will
come
to
the
front

Only

at

building
that

on
10th
Street
across

faster
Hall,
and
this
is
immediately
south
of
that
office.
Building
you've
approved
so
it's
South
across
the
alley
and
their
proposal
is
to
build
a
five-story
parking
garage
and
it
has
a
really
interesting
feature.
I
find
it
interesting
because
I'm
looking
on
it
looks
more
like
art
to
me
than
what
it
actually
is.

So
when
staff
review
and
I'll
mention
that
here
in
a
minute
when
staff
reviewed
this
there's
really
only
one
guideline
that
we
brought
up,
which
seems
kind
of
strange
when
you're
looking
at
a
parking
garage,
but
it
deals
with
non-uh
residential
buildings.
First
floor
are
supposed
to
be
50
percent
glass.
Basically,
this
street
is
not
a
retail
priority.
Street.

You
had
a
situation
where
you
had
a
building
that
had
a
parking
garage
on
the
first
floor
on
Broadway
at
Broadway
and
sixth
at
least
one
of
you
was
on
the
committee
at
the
time
that
was
retail
priority
and
in
that
case
they
actually
built
the
first
floor
and
it
made
it
look
like
it
almost
was
something
other
than
a
parking
garage
and
we
had
them
increase
their
height,
so
it
could
be
converted
that
building
never
got
built.
It's
still
has
construction
fence
around
a
dirt
lot.

So
in
this
case
it's
not
retail
priority
from
the
standpoint
that
has
all
the
openness,
because
you
have
to
have
the
air
exchanger.
You
know
one
could
say
that
it
literally
is
not
solid.
It
has
over
50
percent
openness.
It's
just
not
glass
and
staff
was
not
concerned
about
that
and
didn't
see
that
as
an
issue,
but
the
feature
that
I
find
fascinating
is
when
you
looked
at
the
drawings.

if
you
wondered
where
the
solar
component
of
this
is
It's
on
those
color
bands
which
to
me
is,
is
I've
not
seen
anything
like
that
I'm
looking
forward
to
having
it
finished
so
that
we
can
actually
see
how,
in
practice
how
it
is
you're
not
going
to
be
able
to
see
them,
because
they're
they're
going
to
be
up
above
your
head,
so
I
think
that
staff
recommended
approval
of
this
and
we're
seeing
this
as
probably
the
next
puzzle
piece
on
this
block.
So
that
makes

this

that
area,
there's
it's
a
lot
higher
than
the
street.
This
is
Ninth
Street
and
the
next
case
we're
going
to
talk
about
involves
that
apartment
building
on
the
left.

So
this
is
looking
down
the
alley
which,
once
they
get
started
on
this
project,
will
look
a
lot
different
than
it
does
today
with
all
these
big
concrete
blocks,
but
that
they
had
to
do
something
to
keep
people
from
off
the
property.

so
this
is
adjacent
on
the
east,
and
this
is
across
the
street.
We've
got
two:
the
two
Last
Stand
houses
in
in
that
area,
very
old
houses.
I,
was
talking
to
the
resident
on
the
one
on
the
left.
Several
of
us
probably
know
know
him
when
I
was
out
taking
pictures
and
then
adjacent
on
the
west
is
a
mural
that
was
approved
during
covid,
that
you
might
remember
the
mural
that
went
up
to
thanking
the
the
medical
professionals,
and
this
is
the
site
where
you
approve
the
office
building
last
month.
I
Okay,
so
this
will
be
the
parking
structure
that
will
accommodate
parking,
not
just
for
the
office
building,
but
for
the
remaining,
the
other
two
puzzle
pieces
and,
ultimately,
the
last
piece
that
would
be
on
the
south
west
corner.
I
That
would
be
staging
area
for
the
meantime
to
get
all
these
projects
done,
we
put
the
parking
structure
in
the
center
of
the
block
so
that
the
corners
could
be
active,
that
that
was
purposeful,
so
the
remaining
structures
will
have
activated
on
street
level,
all
along
Hudson,
all
along
10th
and
then
also
ultimately
coming
back
on
Walker.
I
The
adjacent
structures
Rule-
and
this
will
kind
of
feed
into
the
next
part
as
well,
but
you'll
have
twelve
thousand
square
feet
commercial
with
84
apartments
above
it
that's
what
you
see
on
this
image
just
over
to
the
the
side.
That's
ghosted
in
the
solar,
as
you
mentioned,
the
solar
panels.
This
is
a
good
experiment.
I
It's
interesting
how
many
solar
panels
in
a
parking
structure
by
our
calculations,
we,
the
intent,
is
that
one
band
will
actually
be
able
to
accommodate
the
parking
garage
and
keep
it
off
grid.
In
theory,
even
though
it'll
be
connected
to
the
grid,
the
way
the
OG
e
rules
work
and
then
the
other
band
will
serve
as
the
house
panel
on
the
adjacent
building
and
then
the
third
van
is
intended
to
deal
with
car
charging
and
some
things
like
that.
I
The
way
that
it
can
all
be
wired
up
it
can
serve
different
functions.
That's
our
estimate
on
how
much
solar
energy
it'll
be
able
to
collect
the
the
color
bands,
not
just
for
wayfinding,
but
the
the
image
was
kind
of
conceived
as
dusk.
It's
simple,
simple
design,
a
parking
garage
straight
forward
color,
and
it's
got
it
moves
in
and
out
so
there's
some
shape
and
undulation,
but
a
very
kind
of
minimal
approach
to
a
parking
garage.
I
Me
on
the
line
yeah,
the
extra
information
requested
was
I
think
regarding
light
concerns
about
light
spillovers,
so
to
light
the
top
deck,
the
only
truly
practical
ways
to
use
pole
lights
and
we've
used
the
shortest
polls
that
are
effective
and
the
amount
of
light
to
reach
the
minimum
light
requirements
on
that
which
is
about
a
half
a
foot
candle
average.
I
So
by
the
time
light
gets
to
the
very
edges
of
that
top
deck.
It's
it's
close
to
no
foot
Candles.
There
will
be
no
spillover,
it'd
be
virtually
Zero
by
the
time
it
got
down
to
the
ground,
so
that
was
I
know
and
we
also
kept
them
in
the
center
as
far
back
as
possible.
So
they
typically
would
not
be
seen
from
street
that
this
perspective,
even
though
it
looks
like
that's
all
Street,
that's
probably
actually
standing
halfway
into
the
the
next
block.
So.

You
have
hit
the
requirement
for
Street
trees,
but
not
necessarily
the
intent
on
creating
a
meaningful
walkable
District,
there's
nearly
160
feet
between
the
furthest,
C
Street
tree
and
the
property
line,
which
is
pretty
far
and
I
would
imagine
that
the
residential
block
to
the
east
will
have
more
meaningful
landscape
because
of
the
use
of
mixed
use
and
residential
uses
and
I.
Just
I'd
like
to
know.
What's
the
thinking
on
not
providing
meaningful,
meaningful
Street
trees
for
the
majority
of
that
South
elevation.
I
Well,
there's
a
couple
of
factors
that
go
into
that
one:
just
from
a
purely
practical
is
shading.
The
solar
panels,
but,
and
also
bigger
challenge,
is
there's
a
very
minimal
sidewalk
or
right
away.
I
There's
a
total
of
10
feet
between
the
property
line
and
the
curb,
and
that
creates
it's
hard
to
get
a
significant
Street
tree
within
that,
and
that's
why
they're
actually
on
the
other
side
of
the
sidewalk,
which
is
where
they
belong,
we
did
make
efforts
to
provide
a
lot
of
landscaping
that
screen
wall
will
have
be
rich
in
landscaping,
and
so
that's
the
hope
to
balance
that
out.
So.

From
staff's
perspective
I
think
the
main
issues
caused
by
the
existing
angled
parking,
which
eats
up
more
right-of-way
than
parallel
parking
and
they're,
leaving
that
and.

Yeah-
and
there
is
a
guideline
that
Street
trees
lose
out
to
sidewalks
and
in
this
case,
to
get
the
screening
across
the
front
of
the
parking
garage,
the
berm
works
really
well
and
yes,
I
would
love
to
have
had
more
trees,
but
then
I
also
understand.
They
would
definitely
impact
the
solar
panels.
Effectiveness.

curb
to
curb
okay,
so
we
can't
you
as
a
committee,
we
as
staff,
can't
really
tell
them.
You
have
to
take
that
out,
because
we
only
deal
with
curb
inward,
so
unfortunately,.

idea

putting

the
center
of
the

that
way
your

Corners

the

ball
courts
that
are
on
the
corner.

lately
and
they've
actually
blocked
off

alley,

it's
collapsing
the
same
place
where
the
retaining
walls
are
collapsing.

got
parking
on
the
back,
there's
also

storm,
shelter

proposing
to
to
remove
all
of
that.
The
bocce
ball
courts
as
I
said,
and
those
retaining
walls-
and
this
is
looking
North
it's

the
left-
is
the
subject
site
and
I
was
able
to
confirm
with
the
applicant
they're
not
going
to
mess
with
the
street
amenities
that
are
at
the
corner.
That
were
done
not
that
long
ago.
So
we
have
bike
racks.

have
trash
cans
and
then
there's
benches
that
are
around
the
corner
and
there
is
angled
parking.
It's
it's
on
the
right
here
and
there's
angled
parking
in
front
of
it,
because
there's
angled
parking
all
down
that
street
and
I
was
there
on
a
Sunday
and
I
guess.
Everybody
goes
to
Jimmy's
Eggs
for
for
breakfast
on
Sunday,
if
they're
not
going
over
to
neighborhood
Jam,
so
I
guess
those
are
the
two
places
to
go
and
there
was
a
lot
of
activity
when
I
was
out
there.

since
this
is
down
on
it's
not
in
the
middle
of
the
block,
it
is
across
from
several
eating
areas.
Eating
places
that
have
gone
in
as
well
as
some
vacant
lots
are
still
there
and
then
this
is
the
site
we
just
talked
about
for
the
parking
garage,
so
I'm
going
to
go
back
to.

appears
that
it
was
built
and
it
first
appeared
in
1922,
so
it
has
has
been
there
for
quite
some
time.
It
is
currently
vacant
based
on
it,
looked
like
all.
The
electric
meters
had
finally
been
pulled
when
I
was
out
there
a
couple
of
weeks
ago
and
they
the
information
they
provided,
which
to
address
the
guidelines
for
demolition,
where
they
provided
a
structural
letter
that
I
included
in
in
your
packet
talking
about
the
condition
of
the
structure.

also
provided
some
pictures
which
you
received
as
part
of
your
packet
as
well
as
and
Brian
referenced
this
while
ago,
they
are
proposing
a
new
structure
but
they're.
They
haven't
come
forward
with
that
yet,
but
on
the
drawings
that
he
submitted-

there
was
an
overall
drawing
that
showed
the
building
that
you
approved
last
month.
That
showed
the
parking
garage
and
it
showed
this
corner
and
it
it
showed
the
structure
to
be
removed,
and
then
they
showed
a
potential
footprint
for
the
replacement
building
and
he
referenced
it
earlier.

Hates
to
use
to
lose
part
of
our
history,
and
so
we
look
at
this
very
carefully
and
given
the
fact
that
we
have
the
structural,
the
letter
from
the
structural
engineer,
the
pictures
clearly
showing
the
condition
of
the
structure
and
the
fact
that
they
are
also
complying
by
saying
we're
going
to
come
in
and
put
this
it'd
have
been
nice
if
they
were
ready
to
go
forward
with
that
one,
but
they're
not
but
I,
think
that
will
be
coming
in
the
near
future.

the
last
thing
that
we
had
in
in
the
discussion
in
the
staff
report
talks
about
how
the
regulations
and
guidelines
support,
diverse
forms
of
activity
and
provoke
development
and
Redevelopment
of
the
downtown
area,
and
the
Redevelopment
is
what
I
want
to
stress
and
keeping
that
building
at
that
location
would
could
compromise
the
successful
Redevelopment
of
the
site,
because
I
believe
they're
having
to
look
at
the
grade
of
the
area.
The
location
of
that
building.

grade
of
the
adjacent
piece
where
the
bocce
ball
courts
is,
which
is
much
less
and
there's
a
lot
of
work.
That's
going
to
have
to
be
done
to
redevelop
that
area
staff
is
recommending
approval
of
this.

we

looking
at
the
building
closer
that

outward

the
other
side,
the
soils
are
loose
in
the
future
buildings.

know
it'll
be
on
Piers,
so
we
kind

bypass

of
those
issues.

ultimate
reason
for
this
to
come
down
is
obviously
for
the
Redevelopment
and
the
construction
of
the
parking
which
this
this
site
is
literally
a
story
from
Ali
to
9th
Street
and
so
the
to
activate
the
street.
The
new
structure
will
literally
be
digging
into
the
site,
so
the
commercial,
structured
or
commercial
aspects.
Those
will
be
entered
from
the
street
side
on
both
Hudson
and
Ninth,
that
the
apartments
are
actually
able
to
be
entered.

really
great
opportunity
to
look
at
Curb
lines
and
add
Street
trees
on
Ninth,
so
I
know
I,
don't
have
purview
of
that,
but
as
and
that's
not
part
of
this
application,
but
the
argument
for
solar
panels,
unless
you're
covering
your
building
with
solar
panels,
will
be
different
on
the
apartment
building
than
the
parking
garage.
So
I
just
seems
like
the
South
elevation
is
the
one
where
you
need
it.
East
Elevation
on
Hudson
right
away
is
very
tight
and
I'm,
not
sure
how
you're
going
to
squeeze
them
in
so
I.
