the
Commission.
As

the
urban
design
commission

meeting

current
planning
and
urban
design.
Michael
filbrick
is
taking
some
well-deserved
vacation
this
week,
so
I'm
going
to
step
into
his
place
for
the
afternoon.
This
is
an
application
that
the
Commission
has
seen
previously.
All
other
items
have
been
approved
at
this
point
and
the
last
remaining
item
is
to
paint
the
unpainted
brick
at
this
structure.

The
only
item
remaining
you
mentioned
was
the
painting
of
the
brick,
and
we
now
have
a
good
number
of
pictures
in
here
that
we
requested
during
the
last
meeting,
showing
the
mortar
the
condition
of
some
of
it
that
has
been
replaced
and
and
and
everything
and
then
we
have,
of
course,
an
updated
staff
report
which
would
explain
the
staffs
position.

suggested
that
we

somebody

paint

they
do
that

our
research
showed
that
the
the
paint
will
actually
breathe
if
you
use
this

paint

Simmons
and

spectrum

have
suggested.

think
that
the

the

guidance
document
that

suggested-
or
that
was
mentioned
all
of
those

photographs
are
from
inner
city,
larger
buildings.

says
it
suggests

unpainted
bricks

not
be
painted.
Well,
that's.
That
is
a
suggestion.
It's
not,
it
doesn't
say,
shall
not
be
painted.

know,
and
that's

the
guidance
in
there
so

in
my
mind,
if
they're
talking
about
inner
city,
larger
buildings
and
it
suggests
that
they
shouldn't
be
painted,
so
I
don't
know
in.

repairs
that
have

made.

we're

continue
to
do
repairs.

one
of
the
commissioners
talked
about
the
repairs
last
week
that
how
many
repairs
are
we
going

doing

we're
just

do
what
needs
to
be
done,
but
even
when
you
do
the
repairs,
you
still
get
that
stair-step
looking
different
color
grout
and
the
paint.
If
we
read
it's
painted,
that
would
cover
up
where
those
repairs
a
bit
we're
not
trying
to
recover
up
any
anything.

the

work

Commission
recommends
paint

fan
paint

my
existing
brick

front
of
the
house,

that

you
know

we
painted
it,
you
couldn't
tell
that
that
repair
was
done.

see
that
picture
that
I'm
talking
about
that
stair-stepped,
the
lighter

because
the
brick
is
got
it's
not
a
wire
cut
face
and
it's
not
a
face.
It's
got
a
pretty
rough
texture,
it
is
a
wire
cut,
but
it's
got

really

textured
face

will
paint
into
that.
It's
gonna
be
almost
impossible
to
get
out
once
it's
there,
but
the
paint
that's
on
the
cast
pieces,
it's
a
little
bit
more
manageable

staff

this:
I
know
that
the
Lincoln
area
is
fairly
new
for
this
commission
I,
don't
recall
that
we've
had
a
proposal
to
paint
brick
yet
in
the
Lincoln
area
and
I
know

Katie
you're
fairly
new,
but
does
anyone
else?
Any
commissioners
recall
us
hearing
a
case
with
this
request
in
the
Lincoln
overlay.

understanding
is
always
if
it's
a
regulation
and
it's
a
shell,
then
it's
something
where,
if
you're
going
against
that
that
regulation,
then
they
would
need
to
get
a
variance
from
the
Board
of
Adjustment.
When
there's
a
guideline,
it's
more
its
guidance
for
your
decision-making
process,
but
you
may
identify
reasons
that
that
guideline
is
not
applicable
in
that
case
or
that
some
alternative
proposal
is
appropriate.

the
home
that
will

a
business

the
Lincoln
corridor
and
the
staff
has
presented

a
question
or

back

approve
or
deny
and
just
have
it
open
right
now
for
comments
or
questions
from
commission
members,

nothing
in
the
building
conservation
and
rehabilitation
guidelines
that
addresses
other
treatments
that
specifically
references
paint
masonry,
but
it
doesn't
talk
about
other
things
like
you
know,
other
kinds
of
treatments

to
brick

think
we
would
have
to
just
consider
the
aesthetic
impact
of
that
and
the
physical
effect
on
the
material.
Similarly,
to
the
way
it
talks
about
the
effects
of
paint.

paint.
So
it's
a

kind
of
a
cross
between
a
paint

a

a
stain
like
I

almost
like

comments
earlier
since
I
had
mentioned
the
fact
that
I
am
not
in
favor
of
painting
masonry
structures.
It's
not
so
much
that
the
material
that's
being
recommended
is
anything
less
than
what
it
is.
I
mean
whenever
I
reviewed
the
material
and
read
the
data
on
it,
it
seems
like
it's
an
excellent
material.

ordinance
does
not
reference
specific
materials
and
therefore
it's
about
precedent
and
future
individuals
coming
in
who
would
want
to
paint
a
surface
that
would
not
be
using
a
material
that
is
suitable
for
brick,
but
referencing
this
as
precedent
for
the
reason
why
they
should
be
able
to
I'm
not
saying
that
the
material
would
not
perform
as
its
as
its
advertised
to
do
so
and
for
painting
a
brick
surface
a
previously
painted
brick
surface
or
something
that's
not
within
one
of
the
overlays.
It
would
probably
be
completely
appropriate.

the
fact
that
the
owners
have
gone
to
great
lengths
to
identify
materials
that
will
exceed
industry
standards
or
status
quo.
From
my
opinion,
it's
is
more
of
a
matter
of
not
setting
precedent
in
an
area
where
an
individual
might
follow.
Think
that
they
have
the
right
to
paint
a
surface
that
we
would
believe
is
not
being
considered
with
the
same
level
of
detail.
So
it's
the
reason
why
I
had
mentioned
that
I'm,
not
in
favor
of
painting
and
previously
unpainted,
brick
service
and.

me
follow
up
with
that
and
the
last
few
years
I
we
do.
This
does
come
up
from
time
to
time
in
different
overlays,
different
design,
districts
and
very
frequently.
We
deny
for
the
reasons
that
commissioner
of
lat,
as
mentioned,
the
only
one
in
my
time
that
I
can
remember
us
approving,
was
a
house
building
believed
was
a
building
office
building
in
the
23rd
Street
area
that
had
already
been
painted
illegally,
not
not
coming
before
us.

to
get
approval
if
I'm
remembering
this
correctly
and
it
had
multiple
different
colors
of
paint
on
it,
but
that
was
pretty
rare
in
my
memory
of
these
type
of
cases.
I
just
wanted
to
offer
that
case.
Others
had
forgotten
those
cases,
any
additional
discussion
or
a
motion
from
the
Commission
on
this
item.

something
for
the
applicants:
information.
The
overlay
is
fairly
new,
so
within
the
last
two
or
three
years,
if
I
remember
correctly,
so
it
it
wouldn't.
Surprise
me
if
there
were
other
buildings
within
that
have
painted
brick,
but
have
been
here
for
since
the
60s
70s.
You
know
going
back
historically
before
this
overlay
existed.

an
application
to
construct
a
single-family
residence
on
a
vacant
lot
in
the
Cottage
district.
The
committee
Commission
has
actually
approved
construction
of
single-family
residence
here,
I
believe
two
times
previously,
but
those
proposals
have
not
moved
forward
just
for
years.
In
case
this
site
looks
familiar
to
you.
You
have
actually
seen
it
before
there
were
other
than
the
use
of
a
fiber
cement.
Siding
product,
which
is
called
out
in
the
guidelines
under
building
materials,
is
something
that
has
to
be
approved
by
the
Commission.
There
were
no
other
concerns
from.

block

the
east
that
has
a
hardy
panel.

don't
know
if
it's
exactly
the
same,

it's

house

southeast
corner,
there's

but
it
when
we
approved
it.
It
was
the
only
house
on
that
corner
any
questions
or
comments
from
the
Commission.

has
previously
approved
the
demolition
of
the
existing
structure
at
this
site,
formerly
mutts
hotdogs.
The
Commission
has
also
previously
reviewed,
proposed
new
construction
at
the
property
and
denied
that
proposal
with
concerns
about
meeting
setback
requirements
and
the
building
fronting
onto
Northwest
23rd
Street.
The
applicant
has
submitted
a
revised
proposal
reconfiguring
the
building
on
the
site
and
redesigning
so
that
it
better
addresses
Northwest,
23rd
Street,
as
well
as
Douglas
on
the
east
side
and
meeting
those
are
addressing
those
concerns
about
the
setbacks
that
were
raised
previously.

appreciate
the
fact

you
did
a
really
great
job
in
listening
to
the
intent
of
the
Commission
and
trying
to
incorporate
all
of

comments.

succeeded
in
in
getting
something
that
has
a
better
pedestrian
link
to
the
street.

a
question
regarding
the
northeast
corner
of
the
property
and
specifically
with
respect
to
sight
line
for
turning
east
or
turning
south
onto
Douglas
proximity
to
the
curb
and,
and
is
there
any
issue
with
respect
to
or,

this
may
be
an
issue
for
once
it
moves
forward.

there
any
issue
with
your
spout
to
the
corner
and
a
sight
triangle?

south
