A

Oldsmar
city

it's

in
our
in
our
pledge.
Please
rise.
C
C
A
Thank
you
Felicia
for
doing
that.
The
last
minute,
next
time,
I'll
be
prepared,
so
I'll
be
ready
next
time.
All
right
next
item
on
our
agenda
is
the
Oldsmar
public,
open
Forum.
Each
speaker
will
be
recognized
once
and
will
be
limited
to
five
minutes
presentation
and
any
subject.
Please
state
your
name
and
address
for
the
record,
or
is
there
anybody
here
and
nope
all
right,
we're
going
to
close
the
Oldsmar
public,
open
foreign
form,
we're
going
to
start
with?
A
Our
first
next
item
is
the
candidates
interviews,
welcome
Kristen,
Garcia
and
ivy
green
we're
going
to
start
out
with
questions
at
this
time,
I'd
like
to
thank
each
of
you
for
taking
the
time
your
valuable
time
to
participate
in
this
process.
I
hope
that
you
have
learned
a
little
bit
about
Oldsmar.
At
this
time
we
will
conduct
a
formal
interview.
A
I
will
ask
the
first
question
and
each
council
member
will
ask
the
candidate
their
first
question
after
the
first
candy
answers
the
question
questions
the
second
candidate
will
come
up
to
the
lecture
and
will
be
asked
the
same
questions
after
the
first
round
of
questions.
The
second
candidate
will
remain
at
the
lecture
and
will
be
asked
the
additional
question
by
each
council
member
on
conclusion.
The
first
candidate
will
return
to
the
lecture
to
respond
to
the
same
additional
questions
after
the
interviews
are
conducted.
The
city
council
will
rank
the
candidates
in
their
preferred
order.
A
We
will
begin
with
Christian
Garcia,
based
on
alphabetical
order.
Kristen.
Please
come
up
to
the
the
Lecter
all
right
and
I'm,
going
to
ask
the
first
question
and
then
we're
going
to
go
down
this
council
member
Graver
to
vice
mayor
in
this
way.
Okay,
all
right
to
start.
My
question
is:
please
tell
us
a
little
about
yourself
as
it
relates
to
the
position.
D
Okay,
so
as
it
relates
to
the
position,
thank
you
mayor
and
council
members
for
having
me
here
today.
I'm
excited
to
be
here
so
as
it
relates
to
the
position.
I
am
the
deputy
city
clerk
for
the
city
of
Temple,
Terrace
and
I've,
been
the
deputy
city
clerk
for
a
little
over
six
years
and
I've
been
with
the
city
for
six
and
a
half
years,
so
that
position
I
feel
really
relates
to
this
position,
because
I
can
I
know
the
duties
of
the
city
clerk
I.
E
Have
the
floor:
hey
Kristen,
hi!
Thanks
for
coming,
hey,
Ivy
good
to
see
you
again,
city
clerk,
there's
several
different
priorities.
I
know
we
discussed
back
and
forth
when
we
talk
about
my
job.
Everything
has
an
exclamation
point
on
my
emails,
because
everything
has
to
be
done
immediately,
if
not
sooner,
when
there's
competing
priorities.
How
do
you
handle
those
situations?
Yes,.
D
So
they're
they're
definitely
priorities
that
have
deadlines.
So
just
one
example
is
I:
have
a
deadline
list
so
for
my
code
enforcement
board
I
have
a
deadline
list
for
the
meetings
and
when
the
notices
have
to
go
out
the
last
date,
they
can
go
out
the
same
with
the
board
of
adjustment.
I
have
a
list.
We
also
keep
a
list
for
the
ordinances
which
have
the
so
every
ordinance
that
comes
up.
D
We
add
it
to
the
list
and
we
put
the
legal
ad
dates
in
there,
because
most
ordinances
require
two
ads,
so
that
is
one
way
that
I
handle
the
priorities
and
again
as
important
things
come
in
I.
Just
you
know
prioritize
those
to
get
those
done
like
that'll
be
the
top
of
my
day,
but
the
others
I
have
list,
and
then
I
have
a
calendar
physical
calendar
and
then
the
meeting
calendar
on
my
computer
as
well
that
I
follow
okay.
B
Thank
you
all
right,
vice
mayor.
Thank
you,
mayor,
Kristen,
hi,
welcome,
ivy,
again.
Hi
welcome
describe
an
experience
that
this
that
defines
how
resourceful
you
are.
D
Okay,
I
would
say:
I'm
very
resourceful
and
slow
clerk's
office
and
I'm
always
looking
to
get
to
get
a
solution
for
my
city
and
the
clerk's
office.
One
I
would
say
is
just
I
know:
I
told
you
all
about
the
lean
search
project
that
I
had
done
at
the
city.
D
That
I'd
worked
with
a
vendor
and
it
was
a
win-win
for
our
city
to
go
on
with
the
orange
lean
data
and
for
them
to
go
ahead
and
do
the
lean
searches
for
us
and
that
alleviated
the
staff
time
that
was
taken
to
do
that
by
our
staff
and
also
we
were
able
to
charge
a
fee
because
before
that,
we
we
couldn't
and
then
I
can
go
on
with
other
examples
too.
Thank.
F
Thank
you,
mayor
Kristen,
thanks
for
coming
back
same
to
Ivy,
as
you
may
well
know,
this
position
that
we
are
looking
to
fill
is
what's
called
a
charter
official
position.
So
have
you
reviewed
our
Charter
and
could
you
give
us
what
your
understanding
is
of
how
our
form
of
government
works.
D
I
know
that
you
have
a
council
manager
for
familiar
with
that.
We,
the
same
form
of
government
and
Temple
Terrace,
and
so
the
city
manager
runs
the
day-to-day
functions
of
the
city
and
Council
adopts
policy,
and
then
the
city
manager
puts
that
into
place
and
then
and
the
city
clerk.
The
City
attorney
are
the
with
the
city
manager
or
the
three
Charter
officials,
and
then
I
could
go
on
about
what
the
city
clerk's
role
is,
but.
G
D
Yes,
so
I
know
that
city
of
Oldsmar
is
an
excellent
city.
When
I
first
found
out
about
a
little
over
six
weeks
ago
about
Anne's
position
as
city
clerk
coming
up
I've
been
researching
Oldsmar.
My
family
and
I
attended
the
touch
of
truck
event.
We've
explored
your
Ariel's
Park
and
I've
been
I'm.
Just
looking
at
every
bit
of
Oldsmar
I
could
online
watching
your
Council
meetings
and
also
looking
at
I
know.
We
talked
about
the
community
engagement
plan
that
is
newly
adopted
and
it
looks
like
it's
already
in
action
on
your
website.
D
I
looked
at
the
active
projects
on
there
and
then
also
here,
Janice
Miller,
Citizens,
Academy
I've
looked
into
that
and
how
it's
a
great
pathway
for
citizens
to
join
boards
and
committees
for
the
city
and
learn
about
local
government.
Here
in
Oldsmar
and
just
your
community,
you
have
a
very
active
and
engaged
and
wonderful
community
here
in
Oldsmar
and
then
one
last
thing,
I
did
look
at.
D
A
Job
all
right
Kristen,
would
you
take
a
seat
yes
and
then
Ivy?
Would
you
ivy
green?
Would
you
please
come
up
to
the
lecture?
Thank
you.
I
will
start
out
by
asking
the
same
question.
H
Okay
would
I
bring
as
a
relationship
position,
I
bring
21
years
of
administrative
experience.
Working
with
Finance
HR
I
have
no
formal
City
experience,
but
all
of
my
skills
that
I
had
with
the
federal
government
are
directly
transferable.
H
I've
had
to
deal
with
competing
priorities
for
most
of
my
career
and
I
rank
him
according
to
usually
I
go
by
deadlines
and
if
they
all
have
the
same
deadlines,
then
I,
try
and
and
double
up
on
them
and
everything
goes
onto
a
calendar
between
that
and
Post-its
I
can
clear
a
clearer
desk
they're,
pretty
quick.
H
H
H
I've
had
to
reallocate
financial
resources
on
a
daily
basis.
It's
it
all
falls
under
I
I've
always
been
very
resourceful
with
with
getting
getting
things
accomplished.
I've
never
missed
a
deadline.
I've
never
missed
a
budget.
F
Thank
you,
mayor
Mr
Ivy,
have
you
reviewed
our
Charter
and
can
you
give
us
your
understanding
of
how
our
form
of
government
works.
H
Well,
you
got
the
council
manager
and
yes,
I
did
review
the
charter
and
then
I
went
through
and
your
Charter
officials,
of
course,
the
city
manager,
the
mayor,
I'm,
a
city
manager,
city
manager,
City
attorney
and
the
city's
Clerk,
and
then
the
role
of
City,
Florida,
okay,.
G
H
H
I
grew
up
not
far
from
Oldsmar
up
the
road
here
and
I
spent.
My
my
youth,
you
know
making
my
way
through
oldsmoor
and
I've.
Seen
these
roasts
coming
up
here.
I've
went
online.
Did
some
research
on
the
city,
I've
reviewed
your
Osmar
magazine
that
it's
a
very
active
Community
from
what
I
can
see,
based
on
what
I've,
read
and
I
also
I
also
followed
up
on
the
Citizen
Academy
and
I
thought.
That
was
a
great
idea.
A
lot
of
cities
could
benefit
from
that.
A
H
H
Be
able
to
go
back
and
and
find
the
ordinance
get
them
a
copy.
Explain
your
earnings
to
them,
whatever
it
takes
to
make
sure
they
understand,
going
out
the
door
now
they're,
not
always
going
to
be
happy
with
that
choice
or
they're,
not
going
to
be
happy
with
that
information,
but
bottom
line.
It
is
what
it
is.
E
H
Yes,
it
was
all
it
was
under
I
had
a
I
had
to
meet
hiring
requirements
and
it
was
very
difficult
to
get
people.
So
what
I
did
was
I
reached
out
for
my
cities
that
I
worked
in
and
I
went
to.
I
went
to
the
news:
the
media,
radio
stations,
news,
media
I,
developed
I,
trained
all
my
employees,
how
to
do
interviews,
so
we
could
do
on
the
spot,
walking,
interviews
and
hiring
and
that
helped
them
learn
the
some
HR
skills
and
it
helped
us
meet
our
hiring.
B
H
Oh
god,
I've
discovered
with
so
many
people,
I
I
tend
to
be
very
tactful
about
it.
I
I,
but
I
always
rely
on
the
written
in
the
legislation
you
know
in
in
this
case.
Maybe
maybe
it's
an
ordinance.
H
F
H
Have
no
direct
experience,
I
have
indirect
experience
up
in
my
role
with
the
with
the
government.
I
had
to
work
closely
with
the
city
of
the
supervisor
of
elections
in
all
the
communities,
so
I
was
responsible
for
making
sure
that
we
had
a
plan
in
place
to
get
the
ballots
out,
get
the
ballots
back,
get
them
over
to
the
city,
election
officials
and
Main.
You
know
maintaining
that
chain
of
custody.
G
H
Okay
for
for
our
meetings
that
I
prepared,
I've
done
them
for
for
public
meetings
and
I've
done
them
for
organizational
meetings,
and
we
always
came
up.
We
we
established
the
agenda,
we
arranged
for
guest
speakers.
If
that
was
if
that
was
the
case,
we
rent
we
rent
your
Venue
and
we
arranged
for
any
refreshments
and
that
type
of
thing.
H
A
All
right,
thank
you,
Ivy
Mr
Green,
you,
you
may
have
a
seat.
Okay!
Thank
you
very
much
and
then
Kristen
you
come
on
up
and
we're
going
to
start
all
over
in
the
same
order.
Okay,
all
right,
I'm
going
to
start
off.
Are
you
ready?
Yes,
all
right!
Thank
you.
What
do
you
consider
the
most
important
role
as
a
city
clerk,
okay,.
D
So
the
city
clerk
is
the
records
custodian
for
the
records
for
the
whole
city,
so
I
foresee
that
as
the
most
important
role
the
city
Kirk
plays.
So
that
is
public
records,
request
managing
those
and
making
sure
that
employees
know
how
to
respond
to
public
records,
requests
correctly
and
then
training
of
employees
we've
had
the
state.
D
Does
a
records
Management
training
that
they'll
do
every
two
years
for
cities,
so
I've
coordinated,
bringing
them
in
to
train
staff,
City
staff,
so
not
just
the
state
clerk's
office,
but
staff
around
the
city
and
then
also
we've,
we've
done
our
own
training,
public
records
and
even
laser
fish.
How
to
use
laserfish
our
electronic
records
management
system
and
then
but
being
the
records.
Custodian
is
just
the
most
important
role
and
just
public
records
and
are
just
important
just
handling
the
request
appropriately,
especially
for
transparency.
Thank.
E
D
So
I
have
a
current
project,
I
will
say
so.
Our
Centennial
is
coming
up.
I
know
that
Oldsmar
has
its
Centennial
in
2016..
Ours
is
in
2025
and
we
are
working
on
ours
now
and
one
of
the
things
that
I've
realized
is
our
history
needs
to
be
preserved.
D
More
appropriately,
so
I've
been
I'm
talking
to
someone
with
history,
experience
in
our
city
and
also
I'm
talking
to
the
Librarians,
because
they
their
degrees
come
with
they're,
also
historians,
they
told
me
so
I've
been
working
with
them
and
we're
going
to
be
having
a
meeting
and
because
we
have
some
of
our
founding
documents
that
are
not
preserved
at
all,
so
we're
going
to
be
working
on
getting
those
scanned
and
then
making
sure
that
they
are
preserved
appropriately.
So
they
can
last
another
100
years.
B
D
Respectfully,
as
the
three
Charter
officials
should
be
a
true
team
and
to
work
together,
but
if
there
was
a
issue
regarding
public
records
or
handle
how
to
handle
a
records
request
or
Sunshine
Law,
anything
that
involves
public
noticing
a
meeting
even
ADA
requirements,
I'm
trained
in
ADA
compliance.
D
Anything
that
regarding
those
lines,
I
would
definitely
be
there
to
communicate
those
issues
and
educate.
So
if
there's
something
on
ADA
compliance,
I'm
definitely
going
to
explain
what
the
issue
is.
D
Yes,
so
I've
been
at
the
city
over
six
and
a
half
years
now
and
I've
been
working
with
our
election
since
then
so
I
believe
we've
had
at
least
four
elections
in
our
city,
so
directly
working
with
that.
So
it
starts
off
with
our
updating
our
candidate
handbook
and
then
I've
provided
that
to
our
candidates
when
they
come
in
either
calling
or
emailing
them,
and
then
they'll
also
come
in
as
well
print
those
out
print
the
candidate
handbook
out
for
them
and
then
answer
meet
with
them
answer
any
questions.
D
They
may
have
email
them
the
forms
and
then
the
forms
start
coming
in
after
that,
and
then
the
qual
we
have
a
qualifying
week.
I
know
that
y'all,
your
candidates
have
to
do
the
petition
cards
we
talked
about
and
then
once
we
get
the
candidate
check,
then
they're
qualified
and
then
after
that
starts
which
you're
all
familiar
with
the
quarterly,
not
the
quarterly.
But
the
treasurer's
Financial
reports
that
you
have
to
turn
in
and
so
just
looking
those
over
stamping
those
and
then
also
communicating
with
the
supervisor
of
elections.
D
Then
the
candidates
names
for
the
ballots
and
turning
in
the
forms
that
they
need
sending
them
the
check
that
they
need
and
just
communicating
with
the
soe
if
we,
if
I,
need
to
I'm
very
comfortable
doing
that,
calling
the
division
of
Elections.
If
we
have
a
question
and
then
just
afterwards
making
sure
the
resolution
gets
done
and
with
the
certified
results.
F
G
D
The
process
a
lot
of
involvement
on
that
so
for
city
council
agendas,
the
in
our
city,
the
city
manager,
generates
City
manager's
office,
generates
the
agenda,
and
so
once
it's
done
and
in
a
PDF
form
we
will
publish
it
in
our
office.
So
I've
published
it
myself,
where
I
put
it
on
the
website,
put
it
on
the
our
electronic
bulletin
board.
D
We've
had
residents,
we've
sent
it
out
to
before,
and
then
right
now
we
do
one
printed
out,
booklet
and
I've
done
that
we
do
it
for
our
mayor,
so
we
print
out
one
and
then
the
rest.
The
the
council
uses
iPads
I
know
that
some
of
you
get
printed
out.
Agendas
which
is
fine
I,
can
definitely
print
that
out.
We
do
one
already
and
then
that
would
be,
and
then
I
also
do
the
quasi-judicial
boards
in
our
city
and
a
committee,
so
I
generate
the
agenda
for
those.
D
So
the
Municipal
Code
Enforcement
board
had
a
meeting
last
night
and
so
I
generate
that
agenda
and
I
publish
it
so
I
send
it
out
to
the
board
I,
send
it
out
to
the
board
and
staff
and
then
post
it.
So
that's
like
the
website,
the
electronic
bulletin
board
and
the
calendar
on
the
web
page
so
getting
it
posted
so
I
have
direct
experience
with
committee
board
agendas
and
then
Council
agenda
as
well
of
publishing.
It.
A
Kristen,
thank
you
so
much
you
can
take
a
seat.
Okay!
Thank
you
great
job,
all
right!
Thank
you
both
again
for
coming
today.
We
understand
this
process
is
different
than
a
standard
interview
which,
for
me
this
is
the
first
time
I've
ever
been
like
this.
So
next.
The
next
item
is
we're
going
to
do
a
candidate
raking.
At
this
time,
the
council
will
rank
the
candidates
in
preference
order.
One
of
the
one
is
the
highest
and
councilmember
Graver.
What
is
your
ranking?
I.
B
A
E
A
C
Afternoon
Council,
the
City
attorney
is
unable
to
join
us
today,
but
we
do
have
a
couple
questions
for
Council.
So
as
we
are
preparing
to
negotiate
an
employment
contract,
we
would
like
your
guidance
as
to
what
benefits
or
Clauses
that
you
would
like
to
see
in
that
contract,
including
a
salary
range.
G
You
mayor
I,
am
I.
I
Believe
in
the
in
the
job
posting
that
was
circulated,
there
was
there
was
a
range
that
was
provided.
I
think
it's
appropriate
for
the
City
attorney
and
the
city
manager
to
negotiate
a
salary.
That's
commiserate
with
the
experience
and
qualifications
of
the
candidate,
starting
with
that
range.
I
Yeah
in
alignment
with
that
range
and
based
on
the
experience
and
qualifications.
A
I
C
All
right
and
and
and
we
did
do
a
salary
survey
of
our
of
our
market
area.
So
so
we
have
that
at
our
disposal
as
well
before
we
establish
the
range
and
then
the
other
question
has
to
do.
If
there's
anything
else
that
you
would
like
to
see
in
in
terms
of
benefits
over
and
Beyond
what
is
afforded
to
our
general
employees
so
for,
for
instance,
our
our
full-time
city,
employees,
you
know
receive
a
medical,
dental
vision,
basic
life,
accidental
dismemorship
insurance
premiums,
Health
reimbursement
accounts,
retirement
plan.
C
The
city
contributes
eight
eight
percent
and
you're
vested
after
a
five-year
period
at
fifty
percent
and
a
hundred
percent
vested
after
six
years:
sick
vacation,
accruals,
11
paid
holidays,
supplemental
insurance,
long-term
disability.
These
are
voluntary,
voluntary,
supplemental,
voluntary,
long-term
disability,
voluntary
457,
Deferred
Comp
retirement
plan,
Roth
after
tax
457
and
additional
Voluntary
Life
and
accidental
deaths
and
dismemorship
insurance.
C
That's
that's
what
we
give
as
a
benefit
package
in
sort
of
comprehensive
benefit
package
to
our
general
employees,
in
addition
to
those
benefits,
the
department
directors
as
part
of
their
employment
agreements,
all
there's
there's
a
resolution
that
was
passed
in
in
1999,
and
the
resolution
requires
that
department
directors
have
an
employment
agreement
and
in
that
one
of
the
the
primary
it
only
requires
a
couple
things
that
says
that
they
have
to
pass
a
probationary
period
that
would
be
part
of
their
contract
and
that
they
may
be
terminated
at
any
time
without
a
showing
of
cause,
after
proper
notice
or
or
in
lieu
of
notice
that
they
receive
a
pay
in
lieu
of
notice.
C
So
the
department
directors
contracts
include
a
provision
for
a
if
they're
terminated
without
cause,
they
would
receive
a
a
90,
a
90-day
severance
pay.
So
that's
what
the
the
bulk
of
the
department
directors
receive
in
their
in
their
employment
agreement.
If
that's
of
assistance
to
you
all
in
that
question
that
I
posed.
I
I
think
the
General
employee
benefits
that
you
just
read
out
at
length
which
I
shall
not
repeat
but
began
with
medical
and
dental
and
ended
with
some
of
the
retirement
things
that
you
talked
about
are
appropriate.
I
think
it's
also
appropriate
to
have
a
severance
package
for
termination
without
cause
similar
to
the
department.
Heads
I
think
the
three
months
is
appropriate
and
again
that's
without
cause.
So
we're
talking
a
limited
situation
but
I
think
beyond
that.
The
the
compensation
package
should
be
as
the
other
employees
thoughts.
A
I
A
C
Okay,
so
we'll
so
the
City
attorney,
Tom,
Trask
and
I
will
put
together
and
and
and
and
transmit
and
negotiate
an
employment
agreement
with
the
candidates
and
ranked
order
and
then
we'll
bring
that
forward
as
soon
as
possible.
Back
to
a
council
meeting
for
your
approval,
okay,.
A
Sounds
great
I,
understood,
I
have
one
one
question
Felicia:
is
there
like
a
trial
period
or
is
there
a
six-month
I?
Don't
did
you
mention
that
so.
C
C
The
resolution
does
require
probationary
period,
so
there
is
a
trial
period,
but
you
know,
aligned
with
with
Charter
officials
and
with
the
Department
directors,
is
that
the
termination
Clause
exist
without
without
cause
which
then
triggers
a
severance
payment.
