subcommittee
would
like
to
say
is:
we
have
heartfelt
thanks
to
the
numerous
presentations
and
handouts
provided
during
the
public
comments
time
at
several
previous
board
meetings,
which
demonstrated
concern
of
secondhand
smoke
effects
on
the
health
of
children
and
adults
who
are
visiting
the
Palm
Springs
Village
best,
based
on
the
stated
concerns
a
subcommittee
was
created.
In
addition,
all
of
the
members
of
village
fest
board
were
asked
to
walk
the
village
fest
for
several
weeks
and
look
specifically
for
smokers.

of
the
members
reported
back
to
the
subcommittee
and
the
total
amount
of
smokers
who
were
observed
was
11
based
on
their
recommendations
from
the
subcommittee
are
as
follows:
a
notify
all
current
village
bus
vendors
that
there
is
a
non-smoking
policy
within
the
vendors
rented
space,
be
request.
The
village
fest
staff
to
create
and
post
signs
during
village
fest
to
thank
the
public
for
not
smoking,
positive
signs,
reminding
all
to
please
do
not
smoke
in
the
village
fest
area,
see
staff
will
also
add
no
smoking
tent
cards
to
the
food
court
tables
and
deed.

recommending
that
we
implement
a
non-smoking
policy

a
table,
you
cannot
get
away
from
secondhand
smoke.

also
going
to
require
vendors
to
not
smoke

their
booths.

everybody

board
did
go
downtown
and
there's
another
point:
I
wanted
to
make
about
the
vendors,
because
I
personally,
because
I
used
to
go
down
to
him
every
week
and
basically
stayed
up
near

food
court
and
what
I
noticed
up
there
with
the
vendors
always
left
their
booths
absolutely
went
off
the
street
in
back
of
some
buildings
to
do
their
smoking
and
then
return
which
nobody
had
to
tell
them
that.
But
they
did
that.
So
I
was
pretty
impressed
with
that
and
when
I
did
go,
downtown
I
did
notice.

I
saw
actually
two
people
were
kind
of
off
to
the
side
two
different
times.
One
was
a
young
man
teenager
actually,
and
he
was
at
Starbucks
and
smoking
and
I
was
actually
sitting
there,
but
it
really
didn't
bother
me.
He
walked
around
and
he
went
out
to
the
sidewalk
and
I
was
impressed
because
he
put
the
cigarette
out
in
the
receptacle
by
the
pavement.
That
is
there
for
that
which
I
was
being
a
young
guy.
I
was
kind
of
impressed
with
that,
but
I.

tell
them
what
you

how
you
can
read
you
personally
can
relate
to

a
respiratory
therapist

coordinator
for
pulmonary
rehab

Lung
Association

smoking,
sensation
counselor-
and

know
this

near

dear

heart

I
know
about
the
dangers
of
smoking
and
secondhand
smoking
and
third-hand
smoking.
So
this

discussion

not
whether
or
not
spunk

good

bad

dangerous

not.
The
discussion
is,
should
we
make
how
much
of
an
implementation
of
an
ordinance
or
environment?

encourage
people,

so
my
job
as
a
respiratory,
therapist
and
teaching
people

to
improve
their
breathing
and
their
health
in
their
life
after
smoking
all
of
their
lives

it's
not
that

don't
care
I
care
deeply,
but
I
want
to
do
the
right
thing
and
in
presenting
this
in
the
in
the
best
way,
where
that
we
cannot
move
forward.

We

it

little
bit.
It

the
agenda
today

Main
Street
generally,
we
meet
on

first
Tuesday,

of
the
holiday
it
was
today
and
I
think
that
I
and
I
do
want
to
say
to
the
subcommittee
not
even
sure
exactly
who
was
on
it.

But
thank

for
your
work
on

because
you
know
I
think
that
this
is
one
of
those
sort
of
situations
that
really
needs
a
lot
of
input
from
different
people
and
from
a
Main
Street
perspective,
though
so
I'm
going
to
throw
that

here,
because
I
am
the
Main
Street
representative.
Also
for
here
there
just
is
some
angst
as
to
you
know
how
far
out
that
would
go.
Then,
where
exactly
would
we
be
asking
for
such
a
thing?

Although
most
restaurants
don't
allow
smoking
on
their
patios,
but
they
would
like
that
option
and
it's
been
brought
up
like
when
European
people
come
oftentimes
they
smoke,
so
that
has
been
the
choice
of
most
of
the
restaurants
and
bars.
Restaurants,
not
necessarily
fires,
although
the
bars
do
allow
smokey
on
the
patios,
but
most
of
the
restaurants,
in
fact,
by
their
own
choice.
Don't
but
not
because
it's
a
law
but
because
they
don't
want
to
interfere
with
their
customers
that
might
be
have
a
problem
with
it.

I
definitely
see
from
these
recommendations
as
far
as
the
tent
cards
on
the
food
court
tables.
That
makes
perfect
sense
because
you
would
never
go
to
you
know
that
just
makes
sense
to
me
and
also
to
not
allow
it
within

vendor
space,
because
I
could
see
that
I
mean
only
one
time
that
I'm
aware
of
that.

ever
happened
and
Jasmine
handled
it,
and
that
was
when
a
vendor
was
having
an
issue
with
a
vendor.

too

normally
in
the
secondhand
smoke
studies
that
somebody
brought
it

attention
in
the
meeting

are
generally
people
who
live
with
heavy
smokers,
not
people
that
walk

smoke
or
anything
like
that.
So
I
think
that
you
know
that's
something
to
think
about
too,
and
also
in
the
situation.

in

true,
they
would
go
outside
and
that's
what

fest
is

an
outside

don't
know

opportunity

see
how
the
process
of
scouring,
but
it
started
out
as
a
as
a
hobby
in
my
kitchen
a
little
over
five
years
ago
and
my
daughter
was
about
to
give
birth

granddaughter

she
asked
if
I
would
make
baby
shower
candles.
So
during
that
process
of
pouring
those
candles,
I
just
prayed
the
blessing
over
them
for
the
coming
birth.

my
granddaughter
ain't
just
received
this
whole

downloaded

business,

so
it
took
me
a
year.

project

burn

finding

such

blessing

and
being

to

granddaughter

the

days
it
was
a
two-hour
commute,
and
this

every
day
just

was
making

My
daughter,

things

city

looking

lot

budget
issues
and
how

raise
money,

things

the
discussion
of
raising
the
sales
tax
by
possibly
a
half
a
percentage
and
I
know.
I've
brought
this
up
before
even
before.
I
was
on
the
board,
but
I'm
just
wondering
if
there's
some
way
that
we
could
track
the
sales
tax
that
the
city
of
Palm
Springs
gets.

in
the
annual
review,
that's
in
the
new
in
the
new
rules
and
regulations
just
some
way
for
people
to
be
able
to
report
back
to
the
city
as
far
as
how
much
sales
tax
they
have
paid
for
their
sales
that
have
occurred

Springs.

we
want

make
sure
we're
capturing
that
there's
a
lot
of
vendors
out
there

they're

charging
sales
tax.

mayor

the
mayor
had
received
a
piece
of
Correspondence
from
a
lady
who
was
very
upset
about
the
animals
that
appear
on
Thursday
night

village
fest.

we
didn't
get

mayor
sent
it
to
the
city
manager
because
there
are
certain
regulations.
She
was
concerned
that
in
the
heat
these
animals
shouldn't.

time

As
somebody

Humane

it

at
