agenda
was

last
week
on
Wednesday
September
21st,

accordance
with
our
public
meeting
posting
requirements.

so,
like
our
last
meeting,
what
I'm
going
to
do
is
I
will
use
this
item
on
the
agenda
to
provide
you
with
some
updates
about
some
of
the
projects
and
programs
and
activities
that
we've
been
working
on.

So
for
this
one
on
September
1st,
we
brought
forward
an
item
to
council
to
formally
accept
the
grant
that
we
received
for
the
swim
center
so
way
back
in
April,
we
had
applied
for
a
grant
to
acquire
10
competitive,
starting
blocks
to
replace
our
old
equipment
at
the
Swim
Center
and
the
Grant
from
the
Anderson
Children's
Fund
in
the
amount
of
thirty
eight
thousand
seven
hundred
and
sixty
four
dollars
is
going
to
allow
us
the
ability
to
procure
10
new
starting
blocks
for
the
swim
center.
So
we've
already
started
the
procurement
process.

Also
at
the
September
1st
city
council
meeting,
we
submitted
our
overseeding
plan
for
grass
in
our
parks,
so
a
little
bit
of
background
here,
so
typically
in
December,
typically,
actually
in
September
of
each
year,
we
begin
the
over
seeding
process,
which
typically
goes
from
September
through
November.

The
process
of
overseeding
grass
requires
a
more
frequent
watering
in
order
for
the
seeds
to
germinate,
because
we
are
under
a
level
two
emergency
regulations.
Regarding
water
usage,
the
city
had
to
request
special
permission
from
the
Desert
Water
Agency
to
do
the
necessary
daytime
watering
in
our
parks.

So
on
August
17th
we
presented
our
plan
to
the
desert,
Water
Agency,
and
they
approve,
what's
called
a
conservation
alternative
plan.
So
this
agenda
item
that
went
to
council
was
for
our
2022
plan
for
over
seeding
our
parks
to
show
those
recreational
areas.
Those
recreational
grassy
areas
that
would
be
receded.
This
fall
I
also
want
to
mention
related
to
this
topic,
is
a
larger
project
that
dates
back
to
2015,
which
involves
converting
some
of
our
green
spaces
in
our
Parks
into
drought,
tolerant
Landscaping
as
part
of
a
comprehensive
water
reduction
strategy
for
the
city.

So
later
on,
today's
agenda,
it's
presentation
item
a
we'll
begin
to
talk
more
about
the
phases
and
implementation
of
that
specific
project.
But
what
went
to
Council
on
September
1st
was
the
overseeding
plan
to
basically
designate
that
we
were
going
to
be
using
water
during
a
sort
of
restricted
time
period.

Oops,

Switching
gears
I
want
to
share
what
we
have
programmed
at
some
of
our
facilities.
So
for
the
Leisure
Center
this
fall,
we
are
remained
focused
on
our
youth
programs.
We've
got
pee
wee,
Rec
and
fko
after
school
programs
Monday
through
Friday.

We've
also
programmed
the
facility
with
some
instructor-led
classes
for
our
community,
so
we've
got
tap
dance
on
Mondays
we've
got
Aikido
on
Tuesdays
and
Thursdays,
and
yoga
is
offered
six
days
a
week,
so
lots
of
fun
things
to
do
at
the
Leisure
Center
over
at
the
Swim
Center.
We
have
open
swim
seven
days
a
week
for
the
public
to
use
the
pole
and
for
those
who,
like
classes,
we
have
instructor-led
water
aerobics
three
days
a
week.
Those
are
Tuesdays,
Thursdays
and
Saturdays.

Of
course,
the
Swim
Center
is
home
to
our
two
competitive
swim
clubs.
They
use
our
facility
year
round,
for
their
swim
meets
a
fun
special
event
that
we're
working
on
right
now
is
on
Saturday
October,
22nd,
Parks
and
Rec
staff
are
planning
our
annual
floating
pumpkin
patch
event.
So,
if
you've
not
attended
this
one
in
the
past,
this
one's
really
exciting
participants
can
basically
go
in
the
pool
they
can
get
a
floating
pumpkin,
take
it
out
of
the
pool
and
then
go
to
one
of
our
adjacent
table
areas
where
they
can
decorate
the
pumpkin.

There
will
also
be
sort
of
music
games
and
crafts.
So
for
that
one
right
now
we're
planning
that
for
Saturday,
October,
22nd
really
fun
at
James,
oh
Jesse,
we've
got
our
fall
season
of
Health
and
Wellness
activities.
We've
got
the
workout
gym
open
Mondays
through
Fridays
we
have
indoor
pickleball
from
nine
to
one
Monday
through
Fridays
we've
also
continued
drill
team
and
drum
Squad
classes
on
Tuesdays
and
Wednesdays,
and
for
something
new
on
Tuesday
nights.

We
have
adult
basketball
play,
which
is
led
by
the
parks
and
rec
staff,
and
then
of
course,
we've
got
crew
come
ride
with
us
continuing
on
the
second
and
fourth
Fridays
of
the
month.

Also,
still
at
joj
for
some
of
our
fall
educational
activities,
we've
launched
after
school
homework
help
program
so
Mondays
through
Thursdays.
Our
staff
is
on
site
to
assist
students
with
their
homework
for
those
who
are
50
and
over.
We
have
our
mature
adult
program
on
Wednesdays
and
that's
from
10
to
12..

We
also
relaunched
for
the
fall,
the
youth
encouragement
program
and
that
is
falling
on
Thursdays
from
four
to
six.
That
program
is
for
students
fifth
grade
through
12th
grade
and
includes
guest
speakers,
discussions
and
field
trips
for
those
interested
in
knitting
and
sewing.
We
have
classes
on
Fridays.
We
also
have
the
computer
lab
available
for
the
community
Monday
through
Fridays
from
9
A.M
to
6
p.m.
B
For
special
events
coming
up
on
October
14th,
we
have
developed
a
really
fun
back
to
school,
dance
event
for
grades.
Five
through
nine
there'll
be
live,
music
snacks
they'll
be
like
kind
of
fun,
selfie
photo
spots
and
I
think
this
one
will
have
a
small
admission
fee.
I
believe
it
is
three
dollars
in
advance,
so
lots
going
on
at
James,
o
Jessie
for
demuth.
Our
staff
is
teaching
two
different
art
classes
on
Tuesdays
and
Thursdays.
We
have
Art
Factory
and
then
on
Fridays
we
have
the
art
of
crafting
and
that
one
is
for
adults.

Also
at
demos
we
have
a
number
of
instructor-led,
Health
and
Wellness
offerings
for
our
community.
We
have
weekly
karate
classes
Mondays
through
Thursdays
for
children
and
adults.
We
have
boxing
classes
Mondays
through
Fridays.
We
have
a
morning
Fitness
class
offered
Tuesdays,
Thursdays
and
Saturdays
with
the
Saturday
session
being
fun
and
that
one's
sort
of
outside
an
outside
Fitness
class
for
those
who
want
to
be
outside.

We
also
have
the
workout
gym
open
each
week,
Monday
through
Friday
from
9
to
5
30,
and
we
have
ping
pong
so
for
those
who
are
interested
in
using
a
ping
pong
table
Mondays
through
Fridays,
that's
available
for
drop-ins
as
well,
and
one
of
the
things
that
we're
really
trying
to
do
at
our
centers
is
to
just
make
sure
that
we
really
have
a
variety
and
diversity
of
types
of
activities
that
we're
offering
so
also
this
month.

We
have
several
special
events,
including
State
camps
as
well
as
holiday
camps
coming
up
on
October
14th.
They
will
hold
a
Halloween
event
at
the
state
park
and
then
on
Sunday
October
23rd.
The
skate
center
is
working
on
a
special
anniversary
event
in
celebration
of
their
9th
anniversary
here.
So
that's
also
really
exciting
and
then
we'll
have
more
details
as
as
they
work
them
out
for
that
specific
anniversary
celebration.

Okay,
so
now
let's
shift
gears
and
see
what
we've
been
building
so
we've
got
some
updates
for
Capital
Improvement
activities.
I
am
happy
to
report
that
our
new
restroom
facility
has
opened
up
at
demuth
Park.
It
opened
up
just
earlier
this
month
in
September
and
I've
got
some
photos
to
show
you
as
well.
This
facility
features
the
five
stalls
with
one
Ada
stall,
and
then
we
also
have
the
three
hand
washing
stations,
as
well
as
a
drinking
fountain.

It's
got
the
five

again
with
the

and
the

slightly
different
color
palette
there
with
the
purple
drinking

So
another
just
great
asset
for
our
communities,
also
at
James,
o
Jessie.
Our
game
room
received
an
amazing
refresh
earlier
this
month
and
this
one
we
have
to
thank
the
Palm
Springs
Fire
foundation,
so
they
donated
their
time
as
well
as
their
resources
to
repaint
the
game
room
as
well
as
provide
a
pool
table
click
through
there.
So
you
can
see
that
so
I
know
our
staff
and
our
users
of
the
facility
are
really
excited
with
this
refresh.

Over
to
the
Palm
Springs
Swim
Center,
so
back
in
March
of
2021,
the
city
approved
a
contract
for
prop
68
funds
for
the
swim
center.
So,
under
that
project,
with
that
funding,
we
are
procuring
and
installing
two
new
large-scale
sun
shades
to
help
keep
the
pool
deck
area
cool.
The
prop
68
funds
are
approximately
a
hundred
and
thirty
thousand
dollars
to
complete
this
project
over
the
summer,
our
grant
or
I'm
sorry,
our
permit
was
approved.
So
we've
already
started
the
fabrication
process
in
terms
of
timeline.

We
anticipate
the
installation
of
the
shade
structures
will
occur
in
the
next
few
months
and
right
now,
I
would
probably
estimate
that
to
be
finished
in
October
or
November.
What
you're
looking
at
here
on
the
screen
right
now
is
just
the
conceptual
rendering
and
you
can
see
the
one
shade
structure
there
at
the
foot
of
the
pool
or
at
the
deep
end
and
then
just
again
another
conceptual
rendering
of
the
sun
shade
that
is
over
by
the
kids
sort
of
area
of
the
pool.

we
are
excited
to
have
the
project
completed
and
then
one
last
thing
I
just
wanted
to
mention
for
updates.
We're
hiring
so
right
now
we
have
two
openings
right
now
for
lifeguards.
These
positions
are
posted
on
the
city's
website.

the

our

one
which

Parks

parts
landscape
and
conserve
so

you
have
the
slides
that
you're
gonna

I
would
say
a
month
and
a
half
ago
we
had
a
meeting
with
Tabitha
and
Heather
with
the
city.

Let
us
informed
us
of
the
plans
that
you
guys
have
to
convert
most
of
your
Parks
to
Desert
Landscaping,
there's
going
to
be
a
portions
of
the
parks
that
will
still
be
scalped
and
overseeded,
and
then
there's
going
to
be
sections
surrounding
primarily
the
areas
that
you're
going
to
be
scalping
and
overseeding
this
year,
that
you
guys
are
going
to
leave
dormant
and
then
there's
other
sections
that
are
slated
to
be
converted
from
grass
or
turf
to
desert
landscape.

So
Tabitha
asked
me
if
we
could
just
put
two
proposals
together
and
put
some
planting
plans
to
two
different
Parks
just
for
this
meeting.
So
that's
what
we've
done.
We've
put
together
a
planting
plan
and
a
proposal
for
both
the
baristo
park
and
the
Francis
Stevens
Park.
So
the
first
one
you're
looking
at
here,
looks
like
Francis
Stevens
or
no.

is
the
first
one
we're
looking
at
so
I'm,
not
sure
if
any
of
you
guys
were
able
to
see
this
prior
to
being
up
on
the

So
this
is
our
first
attempt.

We
recently
converted
four
different
Parkways
throughout
the
city,
so
we
got
some
feedback
from
I
believe
Ken
Lyons.
What
the
city
would
like
to
see
as
far
as
planting
gravel
different
hardscapes
trees
at
the
different
Parks.
So
this
is
our
first
attempt.
We
have
in-house
designers
that
put
this
plan
together,
so
you
can
see
the
plant
palette
down
at
the
bottom
of
the
type
of
plants
that
we
are
suggesting:
the
different
Hardscape
materials,
The
Boulders,
the
DG
Richard
Cobble.

So
if
you
look
at
the
you
know
typical
landscape
architect
plans,
you
can
see
the
symbols
that
represent
each
plant
and
then
you
can
see
the
size,
the
quantity
and
so
forth,
and
so
on.
So
that's
basically
I
think
there's
two
pages
yep,
so
any
I
mean
I
know.
This
is
probably
the
first.
You
guys
are
seeing
this
so
I
don't
expect
any
questions

then
we're
moving
to
the
Francis
Stevens

again
you

see
the
plant
palette
and
The
Hardscape
material
that
we're
proposing
with
that
plant

it's
taking
sections

it's
so

Francis
Stevens
Park
has

small
little
pocket
sections
within
the
grass
area
and
like
the
sidewalks
and
the
streetscape.

comment
we're
going

be
having
a
a
subcommittee
for
this
for
the
receiving,

for
doing
this

working

guys
in
the

when
we
have
our
negative
Rock,

larger
Rock,

not
have
it
right
against
the
edge

we're

about

Francis
Stevens

Parks.

ask
again
publicly
that
you
involved
the
public
Arts
Commission
on
these
things.

example,
Sunrise
park
has
13
pieces
of
public
art
and
I
know
you
guys
are
working
on
that.
Francis
Stevens
has
I
believe
three

four
right
now
and
we're
going
to
be
moving
some
of
them
because
they
are
they're

frankly
and
I'll
be
talking
about

those

my
presentation

our

already
started

think
the
process
we

believe
three

five
parks
that
we've
begun
scalping
on
the
highlighted
map
that
you
guys
had
approved
from
the
city
council
and
that
was
presented
dwa
at
this
point.

private

which

don't
like

and
then
the
red
one
is
in
front

Trio
and
that
one
has
been
hit
by
trucks

and
then

yellow

center
on
Francis,
Stevens
Park
and
again
it's
completely
faded
and
I
I
personally
think
it's
a
little
congested
there
as
well.

So
what
we
are
recommending
is
we
want
to
put
them
together
and
part
of
our
discussions
with
previous
city
council
has
been.
They
want
to
see
more
art
away
from
downtown
in
the
in
the
public
parks,
and
so
we
looked
at
a
couple
of
different
Parks.
What
could
handle
this
one?
Because
it
is
a
big
piece
and
it
needs
a
lot
of
space
around
it
together
and
we
found
a
space
in
temuth
park
that
we
think
would
be
great
and
you
can
see
the
little
map
there.
I
It's
right
off,
Mesquite
between
a
little
parking
lot
and
it's
between
the
community
center
Center
and
it's
also
it'll
be
highly
visible
from
where
the
CB
link
is
going
to
be,
and
so
we
think
it'll
be
good
for
drivers
good
for
people
there
and
it's
by
parking
lot
and
it's
a
nice
isolated
little
eyelet.
I
If
you
will
that
our
only
request
is
that
the
grass
be
removed
and
since
that's
part
of
the
plan
anyway,
I
don't
think
that'll
be
an
issue
and
you
can
see
down
below
there's
a
little
a
little
facsimile
of
what
it
would
look
like
with
the
red,
the
yellow
and
the
orange
together.
So
two
of
our
challenges
and
chores
moving
ahead
are
we
want
to.
As
I
said,
we
want
to
recite
some
of
the
artwork
so
we'll
be
better
preserved
and
we
want
to
recite
it.
So
it
can
be
properly
photographed.

helps

locate
them
all

have
be
have
created
their
own
identity
on
their
own,
but
we
just
need
to
let
people
know
about
this
and
to
me
you
know
at
one
point
we
talked
about
grouping
these
all
together
in
Francis
Stevens,
but
they
didn't.
They
felt
congested
to
me
for
there
and
they're
very
playful
and
they
sort
of
scream
kids
and
family
to
me
and
that's
why
I
thought
demuth
Park
would
be
great
for
that
and
they're.
I
You
know:
they're
energetic
and
there's
already
the
primary
color
geometric
metal
pieces
in
dumuth
park,
which
I
think
they
will
visually
look
great
together.
So
if
we're
creating
this
identity
as
fun
and
family
and
activity,
I
think
it's
a
win.

Great
and
then
the
other
one
that
I
wanted
to
to
mention
was
you
know.
We
had
originally
had
another
piece
on
the
agenda
and
then
to
do
in
the
the
the
the
it's
not
really
a
park
across
from
the
convention
center
and
the
gentleman
there
was
talking
us
through
it
on
how
they're
changing
that
area
and
they've
got
some
funds
for
measure
J
and
they're
going
to
be
changing.
I
That
and
I
just
want
to
repeat
my
request
that
the
parts
commission
engaged
the
Arts
commission
when
you're
making
strategic
plans
like
this.
As
I
said
for
Sunrise
Park,
we
have
13
pieces
of
public
art
in
there
and
they're
not
all
properly
cited.
We
may
move
some
of
them
and,
as
you
make
your
strategic
changes
on
these
Parks,
you
know
please
engage
us.
The
other
one
is
Francis
Stevens
and
we'd.
Actually
again,
I
talked
about
this
at
the
Joint
Commission
and
we
want
to
start
putting
artwork
in
there.
I
That
is
very
socially
active
and
this
sort
of
dawned
on
US
during
the
time
when
the
George
Floyd
mural
happened,
downtown
and
you
know,
there's
a
lot
of
public
unrest
and
the
George
Floyd
mural
went
up.
I
personally
thought
it
was
a
great
mural
and
a
terrible
location.
It
was
on
private
property
and
it
was
temporary
property,
and
so
because
it
was
put
up
using
public
Arts
funds,
the
city
could
not
maintain
it
and
the
city
could
not
remove
it
because
it
was
private
property.
I
I
You
know
there's
long-term
social
voices
of
civil
rights
and
climate
change,
and
you
know
equality,
issues
and
human
rights
issues
and
then
there's
proactive,
seasonal
ones
as
well
that
we're
considering
like
breast
cancer
awareness
month
or
Sexual
Assault,
Awareness,
Month
or
Autism
Awareness
Month,
and
then
there
is
more
immediate
ones
that
are
reactive,
for
example,
with
the
Roe
v.
Wage
change
and
a
lot
of
people
were
wanting
to
make
their
message
heard.
I
I
So,
as
I
said,
we
don't
have
the
anything
beyond.
This
is
a
strategy
at
this
point.
We
don't
know
how
we're
going
to
accomplish
it
and
we
don't
know
what
it
will
look
like,
but
this
is
just
what
we're
thinking.
The
reason
why
we
think
Francis
Stevens
is
appropriate
is
whenever
there's
a
rally.
It
starts
in
Francis,
Stephens
Park,
and
so
let's
give
those
people
representation
in
the
park.

said,
we
have
a
couple
other
pieces
that
we're
trying
to
find
appropriate
places
for
so,
if
you
see
me
driving
around
the
parks,
you
know
don't
call
the
police
on
me
I'm,
just
looking
for
locations
for
artwork,
one
of
the
pieces
that
we
want
to
find
a
great
home
for
for
a
permanent
are
is
popsicles,
which
is
a
piece
that
is
on
Sunny
Dunes
Road,
and
it's
on
a
lot
that
the
owner
has
leased
to
us
to

want
to
point
that
out
to
make
sure
that
that
whoever's
on
that
ad
hoc
committee,
that
we
don't
forget
about
some
of
the
other
Parks
as
well,
all
of
our
Parks
weren't
listed
on
there
and
then
also
the
youth
football
that
practices
at
baristo
field.

was
brought
to
my
attention
that
they
relocated
to
demuth
for
over
seeding
and
once
again
they're
practicing
on
a
baseball
field
in
their
football.
So
I
don't
know
why
pickleball
and
Tennis
can't
share,
but
I
just
want
to
make
sure
that
we're
communicating
with
the
groups
about
overseeding,
because
the
football
group
stated
that
they
weren't
informed
until
the
week
prior
that
they
had
to
relocate
and
they've
been
practicing
there
since
early
August
or
July.
So
just
want
to
make
sure
that
we're
communicating
with
all
those
groups.

we
were

little
bit
delayed
I
understand
this
year
in
determining
the
receding
schedule,
but
we
will
absolutely
make
sure
that
we
are
communicating
as
far
in
advance
as
possible
when
we
have
those
scheduled
changes.
