A
I'd
ask
you
to
turn
off
your
phones,
require
them
silence
them
whatever
you
need
to
do.
First
item
be
roll
call.
G
David
perkins
ian
milner,
I'm
sorry
milne.
H
I
G
A
Next
scheduled
meeting
is
for
august
10th.
Does
anybody
have
a
problem
with
that?
A
Okay
sounds
like
we're
in
good
order.
There
next
item
on
the
agenda
is
any
citizens
comments
on
agenda
items
only.
A
A
G
And
if
I
could
just
swear
everyone
in
for
the
quasi-judicial
public
hearings,
right
away
for
the
ccsps
okay,.
B
G
Run
that
by
me
again
sorry
swear
everyone
in
for
the
ccsp
right
away.
If.
A
G
G
A
K
Brian
clemens
public
works
gary
and
kathy
are
out
so
I'll.
Try
to
get
us
through
this
okay,
so
finance
reports.
Do
you
have
any
questions
on
what's
been
given
to
you?
If
so
I'll,
I'm
probably
gonna
end
up
passing
it
along,
but
I'll
do
my
best.
D
L
K
K
K
Little,
no,
I
think
that's,
I
don't
think
it
was
in
there.
I
could
say
if
it's
in
the
j
drive
that
holds
you
dry
folks
dropped
it
in.
H
K
Yeah,
I
didn't,
I
didn't
drop
that
anyplace.
I
know
I
have
it
in
my
email,
but
I
don't.
I
can't
access
that.
B
B
H
K
M
M
E
A
B
H
I
had
a
question
concerning
the
amended
budget.
The
original
budget
was
500
502
and
the
amended
budget
was
1500
less.
How
did
we
do
that?
What
did
we
cut
out.
B
K
It's
probably
something,
probably
you
know,
let's
see
original.
K
K
K
K
That
we
did,
we
did
have
one
sea
wall
that
was
prior
to
hurricane
elsa.
A
sea
wall
on
valeta
court
had
sheared
at
the
cap
after
the
bottom
of
the
sea
wall
had
kicked
out.
K
Been
completed
for
some
time
now,
the
seawall
replacement
contractor
was
immediately
notified
of
the
emergency
repair.
They
started
mobilizing
a
barge
and
crane
and
notifying
the
owner
of
what
he
needs
to
do
to
or
what
they
need
to
do
to
prepare
their
property
and
their
work
is
expected
to
begin
the
week
of
july.
19Th.
K
A
K

K

F
K
Capital
improvements,
so
the
let's
see
I
don't
know
if
they
have
it
do
they
have
anything
in.
K
Here
the
good
news
on
that
one
is
that
the
army
corps
permit
has
been
issued
for
the
lock
widening.
So
we
we
have
that
permit
now,
so
we're
gonna
start
doing
it.
So.
K
There
we
go
so
it's
a
top
thing
there
on
your
list
and
then
the
we're
good
with
that.
D
K
K
Next
time,
I'll
get
this
all
uploaded
next
time,
I'm
in
charge
of
this,
so
we
appreciate
you
and
that's
it
for
reports
unless
you
guys
have
any
other
questions.
I.
L
K
B
D
E
E
All
right,
sorry
again
for
the
delay.
My
name
is
bob
nichola
with
public
works,
engineering,
division
and
ccsp.
13
2021
is
an
application
from
the
petitioner
and
owner
joseph
bittner,
who
is
requesting
approval
to
install
a
four
piling
boat.
Lift
three
of
the
pilings
would
be
outside
the
45
degree
or
structure
limitation
line.
E
The
piling
furthest
waterward
would
be
23
feet
and
they
they
also
separate
from
this
this
permit,
but
or
this
application
they
would
be
reconfiguring
the
or
re
placing
the
existing
dock.
E
The
the
applicant
is
here
as
as
well
as
the
contractor.
I'm
sure
they'd
be
happy
to
answer
any
questions
that
you
may
have,
but
at
at
this
point,
staff
has
reviewed
article
2,
section,
2-1
e4.
We
do
recommend
favorable
consideration.
N
D
Robert
simmons
and
I
have
been
sworn
I'm
at
626
monaco,
just
two
houses
down
from
this
and
I've
looked
at
it
and
it
I've
got
a
38-foot
sailboat
coming
in
there
and
it
presents
no
problem
for
me
whatsoever
and
we
have
a
very
big
area
in
there
for
to
maneuver
around
and
even
if
three
people
come
in.
At
the
same
time,
I
don't
think
there's
going
to
be
a
problem
at
all
and
I'd
like
to
say
I'm
in
favor
of
granting
this
variance.
Thank
you.
A
Okay,
this
will
be
the
first
call
any
further
comments.
A
Second,
it's
closed.
I
guess
we're
ready
to
vote
on
it.
H
D
E
And
then,
then
you
got
a
motion
and
a
second
yes
and
just
need
a
vote
either.
E
Or
by
individual.
E
Yeah
all
right
and
the
the
next
ccsp
again
this
is
bob
nichola
public
works
engineering.
I
have
been
sworn
the
next
ccsp
is
number
14-20-21.
This
is
an
application
from
the
owners.
Petitioners,
christopher
and
nicole
pena
they're,
seeking
approval
to
install
two
lifts
behind
their
home.
E
E
The
canal
is
50
feet
wide
they're,
approximately
500
feet
south
of
the
mayor's
cut,
and
this
property
does
have
94.5
feet
of
seawall.
So
two
boat
lifts
are
permitted,
however,
because
the
boat
lifts
would
extend
greater
than
five
feet.
Waterward
per
code
they
are
required
to
obtain
approval
of
a
special
permit
application.
E
Limitation
and
and
therefore
be
considered
to
extend
in
the
navigable
channel
property
this
property
591
has
an
existing
dock.
That's
seven
feet
wide
fifteen
feet
long.
This
was
approved
under
permit
number.
Two:
zero
dash
one
five,
six,
four
one:
seven!
It
was
approved
before
the
new
code
took
effect,
so
they
do
have
a
dock
that
that
extends
seven
feet.
Waterward.
This
application
before
you
are
for
two
lifts
that
extend
just
six
feet:
waterward.
H
H
If
it's
a
50
foot
wide
canal
and
the
arms
of
the
elevert
stick
out
six
feet
that
leaves
44
feet.
So
that's
22
feet
on
a
side
that
complies
with
the
code.
The
way
I
read
it.
E
So
again,
middle
25
feet
take
away
20.
The
navigable
channel
would
be
defined
as
within
five
feet
of
the
of
the
sea
wall.
However,
there's
an
existing
seven
foot
dock
there
right
that.
C
E
E
E
E
By
by
code
definition,
we
don't
have
something
that's
referred
to
as
a
floating
dock.
It's
the
code
description
as
a
floating
lift.
E
The
only
way
with
it
with
a
standard
building
permit
would
be
if
they
only
went
out
five
feet.
Waterward
from
the
seawall.
E
I
don't
know
if
the
if
it
would
be
practical
to
have
an
elevert
that
would
only
extend
five
feet
waterward
last
month
there
was
an
application
at
the
property
to
the
west.
They
showed
an
elevert
of
extending
seven
feet
waterwork,
and
this
one
is
only
six.
E
N
N
Mike
parr
from
farm
marine
construction
admin
sworn
in
the
design
of
this
whole
project.
My
goal
was
staying
inside
of
the
existing
dock
nobody's.
They
have
not
had
any
issue
with
anybody
being
too
close,
it
used
to
be
that
we
read
the
code.
You
have
to
keep
40
feet
inevitable
from
your
outside
of
your
structure
to
your
mangrove
line,
but
then
it
had
been
reinterpreted
and
re
kind
of
jostled
around
to
where,
like
bob
explained,
you
have
your
center
line
of
your
50
foot
wide
canal
and
then
at
the
back,
you're
20
feet
out.
N
J
J
N
Right,
that's
a
bit
of
a
pickle
and
we
that's.
The
thing
is
trying
to
lean
toward
obviously
staying
out
of
the
canal
as
much
as
possible,
but
also
getting
a
boat.
The
lot
next
door
was
48
feet
wide
and
going
out
seven.
So
I
was
hoping
that
we
were
pretty
good
to
go
we're,
keeping
everything
as
tight
as
we
can.
N
N
C
J
N
Rick
mike
parr
from
farm
marina
have
been
sworn
sorry,
it's
my
understanding
that
that
is
the
point
of
the
special
exception.
So
the
code
says
without
the
special
exception,
then
you
can't
put
a
lift
in,
but
just
like
the
one
that
we
just
did.
F
N
At
the
end
of
candia,
right
by
the
lock,
they
were
trying
to
build
a
bigger
project
in
there
than
you
should
on
that
turn
and
which
got
dug
into
deeper
with
the
code
and
the
city
attorney
which
they
decided
to
reinterpret
things.
If
it's
less
than
100
feet
wide,
you
can
go
out
10
feet
and
then
it
got
reinterpreted
again
to
the
center
line
to
try
to
fix
things
which,
if
it's
a
wider
area,
makes
it
a
little
bit
better.
N
C
J
Recommends
refusing
but
leaves
it
up
to
us
to
say
it's:
okay,
well,.
J
Point
is,
I
think,
we're
screwing
people
by
letting
them
buy
lots
and
then
telling
them.
Okay,
you
can't
have
a
lift
unless
you
ask
for
special
permission
and
okay,
but
we'll
probably
give
it
to
you
if
you
ask
for
special
permission,
there's
something
wrong
in
there
someplace
and
I
don't
know
whether
it's
a
a
big
sign
that
should
be
put
on
each
canal
perimeter
a
lot
that
says
check
with
the
city
attorney
before
you
buy
this
lot
or
what
but
something's
wrong
you
play
cya
okay,
I
say
we
should
give
them
the
damn
lift,
but.
A
You
know
I
I've
looked
at
this
and
I
think
I
think
you
all
have
done
about
a
good
job.
It
minimizing
your
protrusion
into
the
canal
itself.
I
mean
it's,
it's
one
foot
and,
and
that's
actually
less
than
the
dock
next
to
it,
and
you
go
up
and
down
the
canal
at
that
point,
and
you
do
see
something
that
actually
lips
that
are
outside
of
their
docks.
A
A
L
My
feeling
is
as
norm.
People
came
in
here
to
bring
their
boats
build
the
dock,
and
this
is
called
a
water
golf
community,
and
I
think
all
efforts
should
be
made
to
satisfy
these.
People
that
have
bought
and
purchased
property
and
rules
have
changed.
They
didn't
change
them.
The
city
or
the
canal
committee
or
whomever
did
my
feeling
is.
This
should
be
granted.
M
M
The
problem
is
the
four
post
lifts
that
are
there,
because
for
some
reason,
the
canal
just
shut
it
out
a
little
bit
in
the
mangrove,
so
they
took
advantage
of
that
water,
which
is
really
not
navigable
and
permitted
for
post
lifts
and
they're
the
problem
there,
one
to
the
south
of
this
property
and
a
couple
to
the
north
that
are
really
out
in
the
canal.
Those
are
the
problems.
Thank
you.
Okay.
Thank.
A
A
A
A
Any
further
comments,
if
not
all
in
favor,
all
right,
aye
aye,
all
right,
it's
unanimous
did
we
do
it
right
this
time,
bob.
N
F
This
waterway
navigable
waterway-
that's
been
determined
by
god
or
whoever,
where
did
that
come
from?
Is
that
just
a
number
they
pulled
out
the
sky
and
said
we
got
to
have
this
I
mean.
Is
it
based
upon,
and
I
think
I
brought
this
up
before
anything
by
the
fwc,
the
coast
guard
or
whatever
it
says
you
have
to
have
so
many
feet
for
two
boats
to
pass
in
the
night.
F
D
J
Perimeter
canal
in
in
pgi,
I
think
shoot
is
plenty
wide,
like
100
200
feet
wide
somewhere
yeah.
So
they
look
at
that
and
they
don't
look
too
carefully
at
ours
and
then
they
change
the
code.
J
F
B
A
I
I
Why
and
and
the
building
department
was
permitting
on
the
perimeter
canal
based
on
an
interpretation
which
the
city
attorney
disagreed
with
and
that's
when
things
started
changing
and
this
board
again,
not
you,
gentlemen,
in
particular,
wanted
that
perimeter
canal
tightened
up
and
that's
what
was
done
under
the
most
recent
ordinance
change,
a
lot
of
it
wanting
to
be
tightened
up
and
enforced
came
from
this
committee
again,
not
you,
gentlemen,
so
that
is
what
has
been
relayed
to
staff
we've.
We
tightened
up
the
code
where
it's
it's
interpreted
just
the
way
it
is.
I
The
city
attorney
tried
to
draft
it
to
make
no
room
for
error
again
with
the
building
department
was
issuing
permits.
They
didn't
do
it
on
purpose,
that's
how
they
interpreted
it.
So
the
different
footages
on
the
perimeter
canal.
Those
footages,
can
come
from
this
body.
If
you
think
40
feet
is
too
too
much,
you
can
make
a
recommendation
for
staff
and
city
council
to
go
to
35
feet.
You
know
our
yeah
a
35
foot
channel.
It
comes
from
recommendations
from
the
committee
citizen
input.
I
There
used
to
be
a
lot
of
people
in
this
audience
when
this
was
going
on
complaining
about
docs,
going
out
too
far
and
and
choking
off
the
perimeter
canal,
so
all
staff
and
the
city
attorney
and
at
the
time
time
mikhail
was
here.
Our
paralegal
was
take
comments
and
we
always
try
to
work
with
the
committees.
I
With
your
recommendations
to
city,
council
and
city
council
is
the
ultimate
authority
on
the
on
the
ordinances.
But
we
always
take
your
comments
through
the
years
and
ordinance
change.
It's
just
it's
not
cast
in
stone.
If
you,
for
example,
we
don't
like
the
40
foot,
you
want
to
loosen
it
up,
put
it
on
a
future
agenda
and
discuss
it,
and
and
we
can
prepare
maps
for
you
and
look
at
different
areas
and
you
can
do
35
feet.
We
work
with
the
committee.
F
F
F
I
And
if
it's
the
one
we're
talking
about
that
was
an
interpretation
issue,
that's
why
the
code
was
changed
to
try
to
tighten
up
the
interpretation,
but
there
was
much
discussion.
There
was
a
couple
years
worth
of
discussion
on
this
citizens.
Council
people,
people
mad
different
things-
had
taken
place
called
their
council
people.
So
this
isn't
just
something
that
just
happened
overnight.
It
happened
over
a
couple
of
years.
I
F
And
you
and
it's
just
somebody
coming
and
you
don't
have
the
courtesy
or
they
don't
have
the
courtesy
say:
okay,
I'll
just
put
it
neutral
till
they
go
by.
I
mean
you're
not
entitled
to
a
right
of
way
to
do
anything
and
everything
you
want,
because
you
own
a
damn
boat,
all
right,
there's
some
common
sense
that
has
to
be
thrown
into
this.
My
opinion,
you
know,
drive
your
boat
with
respect
to
the
waterway
and
on
coming
people
for
crying
out
loud.
A
J
But
maybe
would
it
be
easier,
for
example,
staff
goes
through
and
we've
got
a
12
inch
problem
or
something
like
that
and
they
recommend
not
to
not
be
approved
but
they're.
Basically,
as
I
said,
cya
and
they're,
hoping
that
we'll
fix
the
problem
by
giving
that
an
exception.
But
maybe
if
we
just
change
the
fact
that
they
have
to
get
a
special
permit
and
don't
charge
them
500
bucks
for
it,
it
might
be
an
easier
way
to
solve
the
problem.
J
We
can
make
a
decision
at
the
time,
but
we
don't
have
to
charge
him
500
bucks
to
go
through
this
rigmarole.
If.
I
I
J
D
I
I
You
can
get
a
lot
of
people
in
here
against
the
project,
a
special
permit
and
you
get
to
hear
the
testimony.
We
don't
hear
testimony
when
we
get
handed
a
packet,
so
you
got
people
forward
against
it.
You
guys
get
to
hear
the
pros
and
the
cons
gives
the
public
an
opportunity
to
to
give
thumbs
up
or
thumbs
down,
and
then
you
get
to
interpret
it
based
on
a
public
hearing.
I
H
H
A
discussion
about
how
we
determine
the
width
of
navigable
water.
I
got
no
heartburn
with
the
40
feet.
I
have
heartburn
with
the
bathymetric
center
line.
H
L
B
I
Okay,
and
I
think
when
jennifer
calls
you,
mr
chairman,
she
goes
over
the
agenda
with
you
and
we'll.
I
I
If
there's
anything
in
particular
you'd
like
to
see,
we
can
maybe
do
an
overhead
of
the
okay,
you
know
the
perimeter
canal
because
I
think
that's
what
you're
referring
to
is
a
perimeter
canal
correct
and
you
can
look
at
different
choke
points
and-
and
we've
done
this
in
the
past,
with
the
other
pass
committee-
gary's
gotten
up
here
with
his
gis
and
he
does
measurements
for
you
guys
and
oh
that
looks
like
a
skinny
area
and
he'll
measure
it,
and
so
we've
had
we've
had
this
discussion
happy
to
have
it
again,
if
you
want
to
and
once
it
all
gets
hashed
out,
if
you
want
to
make
the
inevitable
channel
or
recommend
the
inevitable
channel
be
narrower,
we
can
certainly
take
that
to
the
attorney
and
take
it
to
city
council.
A
D
F
D
I
I
And
we-
and
you
know
if
you
want
to
put
that
on
agenda
2
down
the
line-
we've
done,
that
gary
has
done
that
he's.
He
went
back
and
he's
found
old
aerials
and
it
really
hasn't
encroached
what
you
would
think,
and
we
can
demonstrate
that
I
mean
he
can
he
goes
he
he
can
go
back
in
time
on
the
aerials.
You
know
25
years
ago
and
then
he
uses
the
little
scale,
that's
on
the
on
the
gis
and
and
he
can.
I
B
B
A
A
Such
for
any
other
new
business
want
to
add.
If
not,
I
guess.
Our
final
item
is
any
unfit
unfinished
business
I'll
get
it
there
in
a
minute
anything
out.
M
There
bob
fritz-
I
just
wanted
to
thank,
I
know,
she's,
not
here
kathy
miller.
I
called
her
up
and
said:
when
are
the
mangrove
trimmers
are
going
to
be
trimming
and
she
said
they
just
finished
today.
M
So
I
said
you
might
want
to
come
out
here
and
take
a
look
because
there's
no
fresh
cuts
anywhere
and
I'm
you
know
in
a
60-foot
wide
section
of
the
canal
and
she
came
out
and
she
got
them
back
there,
the
next
week
with
their
barge
and
and
they
cut,
and
that's
going
to
be
really
really
important.
M
D
M
M
It's
it
moves
it
moves.
It
gets
narrower.
So
thank
you
kathy,
I'm
sure
you're
watching
on
video
and
appreciate
the
help
anything
else
yeah.
I
do
have.
L
In
regards
to
that,
excuse
me
it's
richard
617,
macedonian
drive
and
in
regards
to
what
he
was
just
saying.
We
had
a
pretty
good
storm
here,
not
too
long
ago
came
through
here
and
if
you
drive
the
the
perimeter
canal,
I
see
a
lot
of
mangroves
mangoes
falling
into
the
water,
so
I
think
it
does
deserve
another
look,
because
we
did
have
some
damage
that
came
in
right
by
the
mosquito.
Ditch.
Do
you
know
where
the
mosquito
ditch
is.
B
L
The
mosquito
ditches
is
mayor's
cut,
that's
the
name
of
it,
not
mayor's
cut.
L
Well,
it's
written
in
the
rule
in
from
the
city.
I
think
it
was
that
it's
it's
designated
by
the
dep
as
the
mosquito
ditch.
That's
just
a
comment
I
have
anyway,
because
I
live
there.
This
is
not
comment.
Time
is
it,
for
we
still
have
that
to
go
right.
Well,.
L
Okay-
and
I
do
have
a
couple
other
things-
I've
been
doing
some
research
and
going
down
the
canal
ways
and
having
friends
go
down
the
canal
ways.
I
don't
know
a
few
people
are
aware
of
it,
but
we
also
have
more
than
one
dock
and
boat
lift
falling
in
the
waterway
on
the
on
the
perimeters.
We
just
had
a
boat
fall
off
the
boat,
lift
on
the
waterway,
probably
maybe
150
yards
past
the
mosquito
ditch
and
it
fell
right
in
the
water.
L
L
L
I
think
these
things
should
be
addressed,
and
I
don't
know
if
and
if
I,
if
I
refer
to
the
code,
compliance
people,
they
say
they
don't
they
can't
do
anything
about
it
until
they
see
it,
you
have
to
have
permission
and
go
on
it,
the
property.
Well,
I
don't
know
the
property
owner.
That's
on
both
sides
of
the
the
a
doctor
fell
in.
L
So
how
do
we?
How
do
we
resolve
this
situation?
Where
code
compliance
says?
I
can't
see
it.
I'm
not
gonna
do
anything
about
it.
Now
I
know.
In
the
past,
I've
talked
to
the
officer
trufant
and
he
was
willing
to
take
code
compliance
in
his
boat
and
drive
along
the
waterway
to
find
these
heirs
that
people
report-
and
I
suggest
that
that
be
a
good
idea.
L
I
think
the
officer
he
stopped
numerous
times
and
said
I'd
be
more
than
willing
and
he
sent
the
reports
in
nothing
gets
done.
There's
a
little
rub
here.
I
don't
know
what
it
is,
but
we
need
people
to
patrol
the
waterways
to
make
sure
that
the
code
and
code
compliance
takes
care
of
our
damaged
ugly
docks
that
are
falling
in
the
water.
It's
tar
advantage.
We
have,
we
have
two
fronts:
one's
on
the
water
and
the
other
one's
on
the
street,
and
I
think
we
ought
to
maintain
all
of
them.
Thank
you.
F
F
F
We
got
what
we
paid
for,
and
I
brought
that
up
at
that
meeting.
I
don't
know
if
it
was
ever
done,
but
that
should
be
a
similar
thing.
That's
done
on
the
mangrove
drilling.
We
paid
these
people
to
go.
Do
something,
and
we
have
no
idea
in
the
world.
If
they
did
it
did
it
right
did
half
the
job
or
what
so
in
that
budget.
I
think
we
should
put
money
in
there
that
when
this
trimming
is
done,
the
dredgings
and
all
that
stuff
are
done
in
the
future.
F
To
have
somebody
calling
and
say
hey,
they
didn't
cut
the
mangroves
over
here.
Well,
if
they
ain't
nobody
watched
them,
that's
money
in
their
pocket
goes
right
into
their
pocket
and
I'm
not
saying
it
was
unintentional,
but
you
paid
for
something.
Let's
verify
we
get
what
we
pay
for,
because
the
taxpayers
paid
the
damn
bill.
Sure.
