city,

members

city
officials

present.
If
you

this
is
going
to
work
is
we
have
open
public
comments
for
anyone
who
has
a
comment
not
pertaining
to
agenda
item
1a
and
1b.
That
would
be
general
comments.
If
you
have
anything
you
would
like
to
address
with
the
council,
the
other
two
items
on
the
agenda
will
be
public
hearings.
So
if
you
wish
to
speak
on
agenda
item
1a,
you
will
speak
under
the
public
hearing
segment
of
that
meeting
and
then
under

same
so
you
have
the
right
to

if
you
so

The
city
of
punta
gorda's
calculated
rollback,
millage
rate
for
fiscal
year.
2021
2022
is
3.3203
mills,
while
the
proposed
millage
rate
to
be
levied
is
3.9500.
Mills,
which
is
eighteen
point,
nine
seven
percent
higher
than
the
rolled
back
millage
rate.

So
again,
we've
been
discussing
this
since
starting
in
january
of
last
year
or
this
year
really
and
through
july,
and
at
our
last
budget
meeting.
But
some
of
the
reasons
that
we
had
the
need
for
the
increase
in
ad
valorem
tax
revenue
was
first
of
all
service
level
changes.
There
are
an
increase
of
7.5
employees,
mainly
in
public
safety
and
public
works
in
the
general
fund.

of

I
love
it

I
I
wanted
to
speak
a
little
bit
about
the
budget,
because
I
am
concerned
about
the
vitriol
that
I've
been
related
to
the
discussions
which
I
think
are
very
much
all
kind
of
called
for.

What
that
doesn't
seem
to
be
in
balance
when
your
values
go
up,
like
that,
I
I
personally
believe
that
our
tax
rate
is
now
this
proposes
too
low.
Now,
why
do
I
say
that
first
of
all,
my
food
bill
has
gone
up
30
this
year.

My
gasoline
bill
has
gone
up
30
this
year,
I'm
concerned
about,
with
with
your
desires,
to
keep
this
tax
level
as
low
as
possible.
I'm
concerned
about
how
you're
going
to
hold
your
staff.
Together
we
have
some
of
the
finest
staff
we
have
a
magnificent
city,
so
well
managed,
and
if
we
can't
afford
to
keep
our
best
people,
we
will
lose
them
first
if
they
can't
keep
up
with
inflation.

So
I'm
really
concerned,
I
think
you've
done
a
magnificent
job.
I
think
you've
been
so
transparent,
you've
been
so
effective,
you've
been
so
honest
and-
and
I
do
not
understand
the
ritual-
that's
not
the
punighta.
I
know
I
mean
this
pointed
guard-
is
an
amazing
place.
We
have
great
gifts,
we
have
gifts
of
the
staff
here
of
the
management.
Here,
that's
been
here
that
way.
For
a
long
time
we
have
a
harbor,
that's
too
shallow
for
commercial
traffic,
but
great
for
pleasure
boating.
What
a
gift
we
have
a
shoreline.

concealed

high
rises
and
that
doesn't
have
a
huge
sprawling
beach.
So
we
don't
have
string
break
spring
breakers.
What

we
have

many
gifts
here,
don't
mess
it
up,

mess
it

with

these
kinds
of
complaints
that
make
no
sense
at
all.

great

also
have
to
use
rational
thinking
and
anytime.

budget

you
know
adding
things.
We
should
also
look
at

to
optimize?

we
have?

sure
there
are
some
things
that
could
be
optimized
and
reduced.

better

not

because

there

increase
in
the
evaluation

our
property,

fair
amount

money

look

big
picture,

what's

not
just

we
need
to
spend
more,

millage

my

derek
rooney
I
live
in
point
of
our
isles.
I
think
I
already
missed
the
millage
vote,
but
what
I
would
like
to
pass
on
is
my
thoughts
for
15
years.
I've
lived
in
the
city.
I've
raised
started,
raising
a
family
here,
I'll
be
here
for
the
next
20
years.
At
least
I've
moved
to
other
family
households
into
the
city.
I
I
own
several
pieces
of
property
in
the
city,
and
I
realized
the
city
is
facing
future
headwinds
that
they're
going
to
need
to
make
tough
decisions
and
I'm
in
support
of
raising
the
millage
and
taking
the
budget
actions
that
have
been
proposed
to
be
there
for
the
future.

You
know
what
the
city
council
plans
this
afternoon
appears
to
many
citizens
to
be
a
giant
leap
in
taxes
which
will
be
followed
by
tax
credits
and
tax
increases
in
the
next
few
years.
It's
enough
inevitable
that
it's
going
to
happen.
Taxes
in
the
coming
years
are
going
to
go
up.
They
have
to
staff
staff,
increases
alone,
future
contractor
cost
and
the
passing
of
the
minimum
wage
referendum
alone,
which
is
goes
out
to,
I
think,
2026
up
to
15
an
hour.

It's
proven
that
with
federal
income
taxes,
the
cuts
which
were
accomplished
in
the
1920s
were
the
melon
cuts
in
the
1960,
with
the
six
kennedy
cuts
in
the
1980s,
with
the
reagan
cuts
and
again
just
recently
with
the
trump
cuts
growth
was
stimulated
by
a
reduction
of
taxes,
a
reduction
we're
not
talking
about
that
here.
We're
talking
about
an
increase
in
taxes.

what
I'm
saying,
instead
of
leaping
change
a
little
bit
by
little
bit
by
little
bit
and
adjust
the
things
as
they're
happening,
irs
documented
that
those
years
did
show
a
great
increase
in
the
tax
revenue
of
the
federal
government.
As
you
can
see,
I'm
not
a
proponent
of
the
city
council
increases
taxes,
that's
being
planned.
I
believe
the
council
should,
if
you
must
do
increase
taxation,
then
do
it
over
that
multi-year
period,
not
all
at
once
and
I
submit
this.

We've
really
been
very
thorough

our
analysis,
thank

our
city
manager
and
all
of
the
staff
for
really
helping
us
with
this,
and
I
think
this
is
something
that
we
should
have.

retrospect
raised
the
millage
rate
a
long
time
ago,
but
we're
at
a
point
where
we
we
need
to
continue,
because
if
we,
if
we
don't,
then
city
services
are
really
going
to
suffer,
and
so
I
think
we
we
have
at
our
last
meeting

all
talked
about
the
rationale.

balance
our
budget,

it's

we
have

urge
those

think

alternatives
to
start
attending
our
council
meetings
in
january
as
we
go

budget

show

what
you'd
like
us

cut
show
us

parks

want
closed,

roads

don't
want
taking
care
of,
show
us
what
buildings
you
want
us
to.

part

state
requires
we
have
a
budget,

not

sarcastic.

had,
we

benefit
of
not
having
our
millage
rate
raised
for
six
years,
a
while
back,
and
we
wouldn't

this
discussion
today.

we
hadn't
done
that.

However,
that
was
the
decision
made
at
that
time,
and
here
we
are
so
we
asked
the
sit
in
the
new
city
manager
when
he
came
on
board
to
address
the
concerns
that
we
had
about
long-term
sustenance
of
the
city
and
viability,
and
he
has
done
that
and
we
have
gone
through
this
budget
line
item
by
line
item
by
line
item
over
and
over
and
over
again
since
january,
and
and
we
really
encourage
everybody
to
be
part
of
the
process,
because
it
really
would
help
us
make
decisions
that
we
don't
take
lightly.

issue

faced

program,

issue
has
been
brought
to
appeals
courts
and
has
been
determined
that
the
request

appeal
this
was
denied
by
a
court,
and
it

passed

state,

brought
back.

Maintenance
fee
amount
assessed
it's
important
to
clarify
that
the
court
ruling
pertaining
to
our
lawsuit
was
based
solely
on
the
statute
of
limitations.
Issue
city
attorneys
claimed
that
the
city
canal
maintenance
ordinance
could
not
be
challenged
due
to
a
four-year
statute
of
limitations
which
expired
in
the
90s.

The
ruling
only
addressed
that
claim.
The
ruling
did
not
address
the
merits
of
our
objection
that
the
canal
maintenance
fee
is
not
proportional
to
benefits
received
among
properties.
As
stated
by
florida
law.
The
court
ruling
did
not
address
or
make
any
determination
regarding
the
legality
of
the
city's
canal
maintenance
assessment
fee
apportionment,
my
husband
and
I
live
at
3606
joey
court
and
own
lot,
10,
which
has
40
feet
at
sea
wall.

We
object
to
the
amount
of
canal
maintenance
fee,
we're
assessed
and
further
contests
that
the
amount
of
the
assessment
for
our
lot
exceeds
the
value
of
the
special
benefit
to
our
lot.
Since
our
lot
has
40
feet
of
seawall,
we
are
assessed
the
same
fee
as
lot
owners
with
up
to
200
and
250
feet
of
seawall,
who
receive
a
far
greater
benefit
for
seawall
repair.
In
effect,
the
per
lot
assessment
fee
requires
us
to
subsidize
the
seawall
repair
for
lot
owners
with
seawalls
greater
than
40
feet.
This
is
unreasonable,
inequitable
and
inconsistent
with
florida
law.

That
law
is
also
quoted
in
the
neighbors
giblin
and
nickerson
law
report.
Regarding
the
buckley
pass
assessment,
they
also
recommended
a
per
foot
assessment
based
on
less
than
80
feet
for
one
water
access
unit
more
than
80
feet
for
two.
They
did
not
recommend
a
per
lot
assessment
in
that
instance.
