Description
Historic Preservation Advisory Board 4-22-2021
A
B
One
of
the
advantages
of
rotary
has
is
it's
represented
in
160
countries,
so
we
are
able
to
do
projects
overseas
as
well
as
domestically
charitable
projects
endeavors
through
rotary
clubs
in
that
country,
which
solves
a
lot
of
logistical
problems
like
being
robbed
blind
like,
for
instance,
mozambique.
Our
rotary
club
through
one
member,
has
engaged
rotary
international
to
do
water
for
wells
in
mozambique,
people
don't
have
fresh
water
otherwise,
and
we
worked
with
gates
foundation
and
raised
about
600
million
ourselves
and
added
to
their
billion
300
million
for
the
eradication
of
polio
throughout
the
world.
B
C
D
B
D
B
Hey
our
clock
up,
there's
really.
B
B
B
If
you
would
please
so
invariably,
if
you
don't
we'll,
somebody
will
get
a
call
so
and
again
everyone
here
we
have
a
full
quorum
one.
Yes,
we
do.
A
D
E
Kelly
frolic
here
valerie,
colbert
and
adrian
andrea
here.
B
Very
good:
first
item
of
business:
consideration
of
telephonic
attendance
of
board
member
valerie
l,
colbert.
E
Yes,
so
miss
valerie
colbert
has
indicated
she
is
unable
to
attend
today's
meeting
due
to
extenuating
circumstances.
So
we
were
since
there's
a
physical
quorum.
You
guys
can
vote
to
allow
her
to
attend
by
phone.
So
if
you
could
make
a
motion
to
approve
or
deny
her
calling
in
to
the
meeting
today,.
F
E
E
E
B
Glad
to
accommodate
next
actually.
B
B
E
Okay,
so
on
that
note
I
would
like
to
I'm
sorry.
I
would
like
to
open
the
floor
for
nomination
of
chair.
E
E
All
right-
and
you
guys
can
actually
we
switch
right
away
too.
Then
you
become
chair.
E
B
A
All
right,
thank
you.
Thank
you.
So
our
next
schedule
meeting
is
may
27
2021
and
now
I'd
like
to
open
the
floor
to
any
citizen
comments
on
agenda
items
only.
F
A
Okay,
all
in
favor,
okay,
thanks
minutes
are
approved.
Moving
on
to
new
business
solana,
you're
you're
up
all.
G
Right,
fabiana
solano,
urban
design,
planner.
This
is
for
ca,
11
2021
for
210
taylor
street.
It
is
a
certificate
of
appropriateness
and
action
is
required.
It
is
for
a
signage
city.
Staff
recommends
approval
of
the
application
for
certificate
of
appropriateness,
as
the
proposed
sidenash
does
not
adversely
impact
the
architectural
or
historic
character
of
this
structure
or
district,
and
the
sign
plus
the
existing
signage
is
less
than
the
total
allowable
signage
for
the
building
and
the
reason
why,
in
our
recommendations
it
ends.
G
That
way
is
because
a
different
visual
was
provided,
but
it
was
updated
and
I'm
providing
it
here.
You
can
see
it
on
your
monitors,
so
the
summary
states
attached
application
for
certificate
of
appropriateness
contains
information
provided
by
the
applicant
regarding
the
proposed
office
front,
signage
for
assisted
home
health
care
at
210
taylor
street.
This
building
constructs
constructed
in
circa
1925
as
a
multi-family
apartment.
Residence
is
located
in
the
downtown
commercial
historic
district
and
is
listed
on
the
florida
master
site
file.
G
The
structure
appears
to
have
been
utilized
as
office
and
or
retail
space
since
the
renovation
in
the
early
1990s.
Currently,
the
structure
operates
as
a
multi-tenant
building.
Without
a
uniform
sign
plan,
generally
city
staff
recommends
a
uniform
signed
plan
for
multi-tenant
commercial
structures.
However,
the
land
development
regulations
do
not
require
a
uniform
sign
plan.
The
building
currently
has
two
existing
signs:
a
non-conforming
facade
sign
for
salon
artworks
and
the
recently
approved
suspended
signed
for
premier
properties
of
puna
gorda.
G
D
F
F
G
All
right,
so
this
item
is
for
the
maple
preservation.
This
is
discussion
only
we've.
We
have
someone
here
to
let
you
know
more
about
it.
G
I
had
to
read
the
summary
real,
quick
but
no
you're.
Okay,
let
me
read
the
summary
real
quick
in
the
1940s
one
of
the
old
army,
airfield
barracks
was
purchased
by
a
group
of
black
teenagers
and
moved
to
land
donated
by
the
city
corner
of
dupont,
street
and
charlotte
avenue
to
be
used
as
a
recreation
center
aka
the
wreck.
Let
me
just
start
this
real
quick.
G
I
apologize
by
the
black
community.
The
wreck
was
used
until
hurricane
donna
destroyed
in
1960.
The
only
remaining
portion
of
the
wreck
is
the
maple
that
currently
stands
on
part
of
the
original
land
subdivided
lot
11
on
dupont
street
the
maple
was
part
of
the
playground
area
used
by
the
local
children
at
the
wreck.
G
The
city
of
pinagorda,
historic
mural
society
has
requested
assistance
from
the
historic
preservation
advisory
board
in
acquiring
the
maypole
and
having
it
moved
to
bailey
park
at
the
corner
of
east
virginia
and
dr
martin
luther
king
jr
boulevard,
a
small
plaque
could
be
added
to
tell
the
history
of
the
poll
and
the
important
role
the
wreck
played
in
the
local
black
community.
In
history,
the
blanchard
house
museum
attempted
to
contact
the
property
owner
to
have
the
maypole
move
to
the
museum.
These
efforts
were
unsuccessful.
H
Okay,
thank
you
good
morning,
kelly
gaylord,
president
of
the
mural
society.
Also,
I
apologize
scott
shively
was
going
to
be
with
me
as
well,
but
he's
in
quarantine.
So
it's
good
that,
but
he
is
accessible
via
phone.
If
we
have
a
question
for
him,
so
it
really
was
a
joint
thing
between
the
blanchard
house
and
us.
Mr
shively,
is
the
historian
for
the
blanchard
house
and
made
me
made
us
aware
of
this
particular
situation
so,
and
we
here
today
to
talk
about
a
potential
project
preservation
project
for
you
guys.
H
H
It
was
written
locally
by
sonja,
thomas
wright
called
down
the
street
that
talks
about
the
rec
center
around
1955,
the
only
rec
center
in
charlotte
county,
where
blacks
were
allowed
to
go,
was
located
on
the
corner
of
dupont
and
charlotte
avenue.
Four
caring
and
concerned
women
from
our
neighborhood
formed
a
social
committee
to
improve
the
play
area
for
colored
children.
The
women
all
got
together
and
purchased
land.
It
was
actually
donated
for
the
rec
center.
H
The
land
was
given
by
the
city
and
moved
to
an
old
barracks
building,
moved
an
old
barracks
building
from
the
charlotte
county
airport
to
dubont
street
the
ladies
repaired
the
building
and
used
it
for
youth
social
functions.
They
formed
a
group
called
the
team
timer
club
later
a
swing
monkey
part.
Monkey
bars
in
a
merry-go-round
were
placed
on
the
ground
for
black
children
to
play
school
superintendent,
lawless,
hired,
miss
hazel,
measle
hard
johnson
to
supervise
the
center
for
the
summers,
and
then
it
goes
on
to
say
just
before
christmas.
H
A
man
would
dress
up
as
santa
claus
and
ride
on
a
fire
truck
to
the
center.
He
gave
all
the
black
children
candy
free
gifts
and
toys.
On
mondays,
the
nuns
from
the
catholic
church
came
to
the
center
to
have
catechism
with
the
black
children,
so
it
was
used
for
many
many
purposes.
We've
listed
some
of
them
here.
We
actually
have
one
and
only
picture
of
what
it
looked
like
behind.
H
It
was
used
as
american
legion
post
186
and
you
can
see
the
building
behind
them
unfortunately
was
destroyed
in
1960,
hurricane
donna,
and
then
the
city
built
the
new
one
that
we
have
today.
You
want
to
switch
to
the
next
page,
so
I've
driven
by
this
lot.
I
can't
remember
how
many
times
never
seen
the
maypole
until
scott
shively
pointed
it
out
to
me.
The
maypole
is
still
there
from
the
playground
and
it's
located.
H
You
can
see
on
the
on
the
map
here
and
about
10
years
ago,
scott
did
from
the
blanchard
house
tried
to
contact
the
current,
the
owner.
That
was
at
the
owned,
the
property
back
then,
and
he
wasn't
interested,
but
the
owner
did
change
in
2018.
So
it
is
a
new
owner
at
this
point
in
time.
So
we
think
there's
a
possibility
to
be
able
to
acquire
it
and
move
it
if
you
want
to
switch
to
the
next
page.
Thank
you.
H
Our
thoughts
were
back
10
years
ago.
We
didn't
have
the
bailly
brothers
park,
but
now
we
do
which
is
right
across
the
street
from
the
blanchard
house.
There
is
a
grassy
area
right
in
the
park,
which
might
be
a
perfect
place
for
it,
along
with
a
plaque
to
talk
about
it,
and
we
just
feel
we'd
like
to
now.
Basically
ask
you
folks
to
see
if
you're
interested
in
taking
on
this
project,
you
just
successfully
moved
the
foundation
of
the
ice
house.
H
I
know
it
took
a
lot
of
effort,
but
those
kinds
of
things,
those
kinds
of
preservation
projects,
are
perfect
for
your
for
your
tasks
and
talents.
So
we
wanted
to
just
present
this
to
you
to
see
if
you'd
be
interested
in
taking
it
on,
because
I'm
worried
that
I'm
going
to
go
by
one
day
and
it
won't
be
there
or
somebody
will
buy
the
property
and
just
bulldoze
it
over
and
we'll
be
lost
forever.
G
H
Felt
something
having
an
organization
from
the
city
like
the
historic
preservation,
advisory
board
or
someone
like
urban
design
contacted
the
owner
would
have
more
clout
again,
it's
a
different
owner.
Now
and
again.
If
the
the
idea
would
be
I'm
assuming,
we
would
take
care
of
everything
right.
The
owner
wouldn't
have
to
worry
about
anything.
It
seems
like
it
would
be
pretty
simple
to
move
it's
pretty
a
lot
smaller
than
the.
A
So
fabiano,
if
I'm,
you
know
it's
unfortunate
that
mitchell's
not
here,
because
he's
really
into
the
details
on
how
donation
committee
works.
My
assumption
is
if
the
city
were
to
get
it,
it
would
probably
have
to
be.
I
don't
know
if
we'd
pay
for
it,
but
they
would
have
to
donate
to
us
which
would
have
to
go
through
the
donations
review
process.
A
It
right
yes,
yeah,
that's
what
would
have
to
happen
and
then
secondly
and
julie
would
be
the
expert
on
this.
The
plaque
for
the
ice
house
fragment
this
committee
paid
for
personally
right
pretty
much.
Yes,
we
had.
F
But
we
have
had
some
little
fundraisers
and
stuff
over
the
years
and
I
said
it
was
between
three
and
five
hundred
dollars.
I
can't
remember
the
exact
amount
for
the
pack.
Maybe
it's
gone
up
like
I
said
I
I
don't
think
it'd
be
more
than
500
and
hopefully
we'd
get
someone
to
donate
their
time
to
move
the
pole.
That's
what
I
was
thinking.
F
The
out
of
the.
A
D
H
H
So,
and
I
I
know
there
are
people
that
are
interested
in
donating
so
and
in
the
past
prior
to
your
involvement
with
the
this
board
has
raised
thousands
of
dollars
for
even
markers
and
things.
So
there
has
been
things
in
the
past
where
you've
been
successful
in
doing
that
kind
of
thing.
So,
but
anyway,
I
just
wanted
to.
I
think
you
guys
are
the
right
ones,
because
you're
all
about
preservation
yeah.
I.
F
C
Actually
think
it's
nice,
because
we've
talked
about
before
getting
ahead
of
the
problem,
not
the
pro,
not
that
it's
a
problem
but
like
we've
had
plaques
that
we
don't
always
agree
with
well
here.
Here's
a
chance
for
us
to
get
ahead
of
it
and
know.
What's
going
to
be
put
on
the
plaque,
know
that
it's
done
correctly.
So
I
think
that
would
yeah.
H
B
It
is
important
to
a
lot
of
people.
That
understand
is
part
of
our
tradition,
maybe
no
maples
now,
but
there
was
a
time.
G
F
C
C
B
A
A
F
A
A
B
H
H
G
All
right,
so
then,
this
next
item
is
replacing
the
captivating
charlotte
county
mural.
I
will
let
me
bring
up
the
powerpoint
for
that
as
well,
so
this
is
information
only
so
discussion
in
keeping
with
the
tradition
of
sharing
new
mural
projects
with
the
historic
preservation
advisory
board.
The
mural
society
wants
to
let
the
board
know
that
the
next
project
will
be
to
replace
the
captivating
charlotte
county
mural.
This
mural
was
painted
in
2007
and
is
located
on
the
curved
retaining
wall
at
lashley,
marina
next
to
the
boat
ramp.
G
Over
the
last
years,
cracks
have
formed
on
the
wall
and
discolored
the
mural
in
2015,
the
mural
society
completed
major
stucco
work
on
the
wall
and
the
areas
were
repainted
to
try
to
resolve
the
situation.
Unfortunately,
the
cracks
returned
within
a
year.
The
mural
was
has
continued
to
deteriorate
to
the
so
the
mural
society
has
decided
to
replace
it
to
avoid
future
problems,
aluminum
panels
will
be
installed
on
the
wall
and
the
replacement
mural
will
be
painted
on
these
panels
to
keep
the
mural
off
the
problematic
surface.
G
The
mural
society
used
a
similar
method
with
the
george
brown
mural
at
the
old
county
courthouse
when
it
started
to
fail
back
in
2016,
and
this
method
has
proved
to
be
successful.
The
mural
society
has
hired
artist,
keith
goodson
to
design
and
paint
the
replacement,
mural,
keeping
the
theme
the
same,
the
wildlife
of
charlotte
county.
The
hope
is
to
raise
the
funds
and
replace
the
mural
later
this
year.
So
I
will
put
this
up
for
you.
You
want
me
to
go
to
the
next
slide.
Yes,
if
you
could.
H
So
good
morning,
kelly
gaylord
president
of
the
historic
mural
society
once
again,
so
yeah
we're
all
about
making
sure
that
our
murals
look
good,
and
this
one
has
been
a
problem
for
a
number
of
years
and,
as
you
can
tell,
we
did
major
stucco
work
on
it
back
in
2015.
We
thought
that
was
going
to
take
care
of
the
problem.
Unfortunately,
the
cracks
returned
within
a
year
and
it
continued
to
deteriorate.
H
It
is
a
very,
very
popular
spot.
It's
right!
Next
to
the
harbor
walk,
it
can
be
seen
as
you're
driving
north
on
41,
so
we
want
to
retain
it
as
a
location
for
a
mural.
So
if
you
want
to
go
to
the
next
slide,
so
we
got
creative
and
we've
used
aluminum
panels
in
the
past,
for
our
george
brown
mural
that
one
we
actually
printed
on
vinyl
because
we
didn't
have
it
repainted.
H
This
one
was
already
in
such
disrepair
and
just
and
faded
that
it
really
needs
to
be
done
differently,
as
well
as
it's
not
the
same
size,
whereas
the
george
brown
was
the
same
size,
the
panels
as
the
actual
mural.
So
what
we're
proposing
and
we're
working
with
city
staff
on
this
is
installing
framing
and
then
the
mural
would
actually
be
painted
on
the
aluminum
panels
in
the
artist
studio
and
then
transported
down
to
ponegorda
and
then
installed
on
the
wall.
H
So,
and
this
is
the
design
that
keith
has
come
up
with,
he
has
painted
on
aluminum
before
and
has
that
experience
and
we're
in
touch
with
a
number
of
other
mural
societies
that
have
done
the
same,
and
this
might
be
something
that
we
can
start
to
use
going
forward
since
we
have
problems
with
walls
from
time
to
time.
So
we're
going
to
look
into
that
as
well.
H
Yeah,
it's
all
about
the
wildlife
of
charlotte
county.
That
was
the
this
original
mural
was
painted
on
the
best
western
this
one.
This
is
the
third
iteration
of
this
mural.
It
was
on
the
best
western
and
it
went
with
hurricane
charlie
and
then
was
repainted
here
lost
a
lot
of
elements
got
smaller.
It
was
much
bigger
over
there,
so
this
will
be
the
third
iteration
of
this
one.
G
Okay
next

G
A
Okay,
unfinished
business:
yes,
so
county
centennial,
you
know.
F
The
big
it's
the
big
actual
day
of
the
centennial
is
this
friday,
they're
holding
the
gala
at
the
event
center
from
6
to
11..
I
think
they're
still,
I
think
you
can
still
get
tickets,
I'm
still
getting
advertising.
F
F
He
said
that
day,
all
all
revolving
around
the
memories
of
charlotte
county,
so
I'm
kind
of
excited
about
that
as
well,
so
those
are
kind
of
the
last
two
big
things
going
up
and
then
also
visit
the
website,
centennial
100,
to
see
any
of
the
other
just
a
bunch
of
other
local
events
going
on.
But
those
are
the
two
big
things
happening
in
the
next
month,
so
go
check
those
out.
G
Regarding
the
tribute
plaque,
the
tribute
family
and
the
plaintiff's
attorney
have
been
sent
drafts
of
the
two
plaques
honoring
isaac,
treby's
contribution
to
the
puna
gorda
waterfront,
and
they
are
currently
in
review
and
for
approval.
A
G
A
And
I
have
to
say
that
theresa
murtha
did
a
really
fine
job.
Yes,
she
did
in
developing
the
copy
for
the
blacks
with
great
editing
by
fabiano
and
others,
but
no
teresa
did
a
really
great
job
with
a
limited
amount
of
space.
G
A
B
A
B
What
I
would
suggest,
too,
is
perhaps
we
could
get
a
package
for
new
members
of
our
historic
preservation
advisory
board.
That
would
include
the
minutes
and
our
purpose.
D
B
And
be
given
to
them
so
and
probably
wouldn't
hurt
to
remind
most
of
us
of
our
charges
too,
as
what
we
have
if
that
would
be
possible,
I
think
that
would
be
great.
G
A
D
A
Thank
you
also
we're
remiss
in
not
welcoming
beth
magnan,
our
newest
appointee
to
our
group,
so
beth
welcome.
Thank.
