our
only
observer,

we'll
just
move

the
approval
of
the
minutes,
because
everyone
had
a
chance
to
look
at
the
may
minutes.

demolition

the
service
station

any
accessory
structures

location

the
structure

the
designated
historic

denial
would
be
45
days
in
the
demolition
permit
being
released.

repurposing
the
site

modern
gas
station

potentially
repurposing
the
site
for
like
medical
office

even

undecided
at
this
time
they
own
this
property
and
the
property
immediately
behind
it,

recent,
which
has,
in
the
past,
been
used
as
like
a
tire
repair
store
and
used
car
dealerships,

they're
not
sure
what
they're
going
to

the

point,
I
think
they're
exploring

options,

station
doesn't
meet
their
their
current
goals.

puna
gorda
is
littered
with
vacant.
Lots
that
used

contain
structures
that
were
torn
down
as
long
ago

the
1970s
they're
still
vacant
today.

terms
of

flow
through
traffic
in
that
location
and
with
the
future
improvements
to
41
northbound
at
that
intersection,
it
will
continue
to
be
an
attractive
location
potentially
for
those
uses.
But
again
the
current
configuration
is
pretty
tight.

across
the
street
yeah
two
days
ago
from
this
structure
and
it
actually
looks
very
good
from
the
outside.
Now
they
cleaned
it
up
a
lot
when
they
lost
their
last
tenant,
but
it
was
a
station
that

top

would
sell
chicken
gizzards
in
a
cup
or
whatever.
So
you
didn't
know
where
it
was,
and.

they

moving

that's
where
we're
at
right
now,
so
we're
going
to
get
over
a
coal
see
what
kind
of
scenarios
that
some
of
the
stakeholder
concerns
and
develop
code
testing
based
off
of
those
concerns.

discussion
was
about
building
height
parking
and
residential
density,
and
basically
the
the
council
direction
that,
as
we
interpreted
it
was
to
proceed
with
some
changes
to
the
the
parking
requirements.
So
the
parking
minimums
will

up.

proposed
it
was
once
one
parking
space
per
residential
unit
and
city
council
wanted
it
tagged
to
two
parking
spaces
per
residential
unit.

to
building
height

terms

this

really

it
boiled
down
to
is
what
does
this
really
mean
and

trying
to
tighten
up
those
requirements
and
clarifying
them,
maybe
in

it's
easier
to
understand
and
comprehend
as
well

residential

seemed
to
be
very
little
concern
as
long
as
the
buildings
sort
of
fit.
They
looked
like
they
fit
and
they
were
well
parked.
So
I
think
we
have
a
pretty
firm
direction.

proof
of
the
pudding
will
really
come
in
what's
called
code
testing
code
testing
is
really
where
the
the
consultant
will
take
the
draft
code
and
parcels
that
city
staff
will
give
to
them
a
handful
of
parcels
and
will
develop
those
sites
conceptually
per
the
code,
so
so
maxing
them
out.
This
is
what's
possible
on
this
site,
so
that
will
provide
an
actual
visualization
on
those
handfuls
key
sites
for
the
community
to
respond
to
is
like.

this

this
too
big?

if
it's
you

I
think
going
way
back
to
when
we
first
presented
the
draft
of
the
conference
of
plan
updates.
The
proposed
conference
plan
update
city
council
says
we're
not
sure
what
these
words
mean.
We
want
to
see
what
this
could
mean
in
our
community
and
we're
finally
getting
to
the
point
where
we
have
enough
detail
where
we
can
show
them
what
it
might
mean
if
they
were
to
go
with
this
set
of
rules
versus
that
set
of
rules.

It
is
difficult
I
mean
it.
Change
is
always
difficult
and-
and
we
are
changing
from
one
thing
to
another-
from
a
staff
perspective
and
really
as
driven
by
city
council
over
the
last
six
years.
We
knew
we
needed
some
sort
of
change,
because
what
we
have
been
doing
since
2005
after
hurricane
charley
hasn't
worked
at
the
downtown
core.
There's
essentially
been
no
new
construction
in
the
downtown
core
that
has
not
been
in
some
way
shape
or
form
funded
or
are
catalyzed
by
insurance
replacement
or
fema
money
from
hurricane
charley.

Pretty
much
all
of
it
is
is
catalyzed
by
one
of
those
two
things
all
the
buildings
that
have
been
built
since
since
hurricane
charley
05.
So
none
of
the
infill
that
we've
seen
has
been
really
purely
market
driven.
So
that
means
there's
something
broken
in
our
rules
where
the
market
is
not
responding,
especially
over
the
last
decade.
You've
seen
southwest
florida
blow
up
from
one
end
to
the
other.

And-
and
that's
so,
the
challenge
you
know
from
the
inside
baseball
perspective,
having
spoken
with
all
of
these
developers
since
2005,
is
that
the
market
demands
residential
and
there's
not
enough
residential
density
to
make
it
work.

Most
of
the
retail
that
the
average
developer
would
be
looking
at
is
not
interested
in
this
market,
because,
if
you,
you
drop
the
pin
and
draw
the
circle,
there's
not
enough
rooftops,
there's
not
enough
residential
and
that
residential
that
does
exist
doesn't
have
the
household
income
to
justify
the
kite
types
of
retail
that
could
afford
to
pay
the
rent
rates
that
they
need
to
build
the
building,
much
less
buy
the
land.

The
other
piece
of
the
puzzle
is
that
residential
component
and
if
they
have
the
critical
mass
of
residential
in
the
area,
then
you
know
some
of
your
retail
is
more
attracted
to
that.
Additionally,
you
create
enough
energy
to
have
the
sort
of
experiential
retail.
I
mean
nobody
needs
to
go
to
fisherman's
village
to
buy
a
daily
need.
They
go
there
because
they
want
to
see
and
be
seen.

It's
social
that
sort
of
experiential
retail
is
sort
of
what's
going
to
make
or
break
downtown,
but
right
now
we
have,
we
actually
have
a
fairly
strong
ecosystem
of
a
business.
Entertainment
district
is
what
they
would
call
in
the
trade
of
restaurants
and
bars
and
and
live
music,
and
it's
a
pretty
hopping
sort
of
downtown
in
that
regard.

So
that's
from
the
developer
perspective.
That's
really
what
they've
been
looking
at
every
time.
Everyone
that
I've
ever
seen
come
through
was
like
well.
This
only
makes
sense
if
I
can
have
more
units
and
there's
no
easy
way
to
get
there
under
the
current
code.
But
there
is
definitely
in
these
provisions.
We
think
we're
getting
close
to
the
sort
of
most
of
the
people
that
I've
talked
to
in
the
trade
over
the
last
four
or
five
years.

Yeah
two
questions:
what
is
developers
what
so,
what
is
driving
the?
I
go
back
to
the
fact
that
ever
since
I've
been
here,
I've
heard
that
there
have
been
developers,
people
looking
at
acquiring
that
property
and
there
have
been
offers
on
the
property.
But
often
when
offers
are
made-
or
at
least
I
was
given
an
example
or
two
of
it.
The
value
of
the
the
property
owner
raised
the
cost
or
the
price
of
it.
Is
that
true,
or
is
that
just
a
rumor.

So
typically
that
wouldn't
be
an
option
now,
after
a
deal,
falls
through
that
property
owner
may
as
a
marketing
employee
raised
the
price,
but
I
mean
that's
just
the
game
of
real
estate.
I
don't
play
that
game,
but
I've
been
around
it
enough
to
see
how
they
do
it
as
far
as
what's
killed
projects
over
the
years.

There's
no
office
market
in
charlotte
county.
So
how
do
I
balance
the
pro
forma?
If
I
don't
have
the
residential
density
again,
going
back
to
residential
the
just
the
overall
economy,
tumbles.

Those
those
are
the
main
things
that
have
killed
proposals
in
the
past.
One
of
the
biggest
sort
of
splashes
in
the
media
proposal
was
mote.
Marine
laboratory
building
a
public
aquarium
here.

I
think
that
was
more
or
less
a
cynical
ride
by
the
the
leadership
of
the
mote
marine
laboratory
to
push
the
community
in
sarasota
to
fund
a
public
aquarium
location.
So
it
was,
it
was
a
play
that
had
nothing
to
do
with
us.
Unfortunately,
so
you
know
things
have
happened,
things
have
come
and
gone,
and
here
we
are.

have

they

the
meeting

All

this

What
a
nice
group
we
had
at
the
request
of
of
this
board
and
the
city
to
take
a
look
at
what
it
would
take
to
restore
freeman
house
and
looking
at
a
private
committee
as
well
as
the
city
effort,
and
certainly
it
have
to
be
a
partnership
so
team,
punta
gorda
and
the
charlotte
community
foundation
convened
a
number
of
citizens
on
your
sheet
there.
It
shows
who
came
in
the
second
paragraph
and
we
had
a
wonderful
conversation.

It
wasn't
nothing
decisional
about
it,
so
the
areas
that
the
group
felt
need
to
be
worked
on
were
get
a
city
and
county
commitment
and
there's
various
ideas
under
about
what
that
means
and
various
meetings
that
will
need
to
be
scheduled
to
find
out
exactly
what
both
city
and
county
have
as
an
interest
in
this
and
have
in
their
plan,
develop
a
multi-year
plan.
I
think
that's,
that's
the
really
important
one
under
that.

One
immediate
thing
that
needs
to
happen
where
we
will
work
with
the
city
is
to
get
a
tour
for
the
committee
of
the
building.
That's
important
we'll
need
to
get
the
community
involved,
because
funding
is
going
to
be
involved
in
this
and
volunteerism
is
and
public
support.
So
there
are
a
number
of
ideas
there
about
how
to
get
the
community
involved
and
I'm
sure,
we'll
implement
some
of
them
engage
in
marketing
and
communications.

Obviously
we
can't
do
any
of
these
ideas
and
things
without
some
money,
so
that'll
be
important
and
then
what
they
mean
by
secure
the
envelope
is
that
out
of
the
funds
that
are
already
allocated
to
this,
the
grant
that
was
received
funny
that
the
early
things
should
be
to
get
the
exterior
of
the
bus
building
secure
the
roof,
the
foundation,
those
things
first.

So
this
is
great
that
this
is
what
we
think
should
happen,
but
now
we
need
a
plan
of
action
which
says
we'll
meet
with
the
city
manager
on
such
and
such
a
date,
or
there
will
be
a
tour
on
you
know
the
implementation
plan.
Basically
of
these
ideas
that
are
on
the
chart.
We
need
more
detail
about
how
to
implement
this.
Who
will
go
where
when
who
will
organize
a
work
group
about
this?

When
so,
that's
our
next
step,
and
that
will
be
happening
at
the
team
pentagon
offices
on
july
12th
at
11
30
and
a
subsequent
meeting
on
july
26
from
two
to
four.
That's
on
the
last
page,
so
any
input
that
anyone

this
group
wants
to
give
us
before
those
dates.
Any
feedback.
Any
input
will
be
very
welcome
and
I'll

don't
have
it
up

the

but
I

We
will
certainly
keep
this
group
apprised

the
product
of
the
project
as
it
goes

Team
pontogorda's
role
in
this
we
are
not
seeking
to
lead
or
even
really
be
involved
in
this
project.
This
is
part
of
what
we
call
a
team
in
our
bylaws
facilitative
leaders.
Many
groups
come
to
us
to
facilitate
planning
processes
and
to
help
them
form
their
organizational
structure
and
move
forward.

see
our
role
as
temporary
in
that
in
that
regard,
that
we
will,
over
the
course
of
the
summer
months,
assist
this
group,
which
seems
to
be
emerging
as
friends
of
freeman
to
organize
their
work
and
bring
it
back
to
this
group,
and
that
won't
be
me
down
the
road
that
will
be
someone
emerging
leadership
from
that
from
that
group.

our
role.
We
are
not
the
project
you
guys
and
your
volunteer
committee,
which
is
how
I
see
this
are
the
projects.
One
of
the
strong
recommendations
was
for
the
city
to
be
at
the
table
and
I
know
they
intend
to

the
table,
but
mitch
was
not
available
that
day
and
I
guess
no
one
else
was
either,
but
I
think
there's
a
whole
column
of
get
the
city
at
the
table
with
the
volunteer
group.

degree
to
which

various
historic
organizations
which
we
know
in
the
past
have
not
always
been
that
amenable
to
working
with
each

was

commitment

think
there

any
dispute
about

hurry
up
message

meetings
scheduled

volunteer

we
develop

came
out

strongly
discussed
was
that
we
need
to
establish
what
what
that
box
means
we

establish.

fund
is
not
just
for
freeman
house,
but

idea
was
that
we

private
fund

restoration
and
moving,
and
you
know
of
historic
buildings
in
the
city,
and
that
would
be
a
perfect
role
for

charlotte
community
foundation
to
host.

such

fund

be
tapped
in
for
various
projects,
not
just
we
could
start
here,
but
that
was
an
idea
on
on
the
table
yesterday
that
I
think,
and
one
more
comment
about
you're
getting
the
groups
together

to
get
groups
together
when
there
is
a
specific
thing
that
everybody
wants.

this

to
work

the
individual

interested
in
getting
that
moving,
he
was
directed
towards

gorda,
as

it
in

charlotte
community
foundation,

we're

that
right

We
basically
asked
him.
We
have
a
draft
presentation
and
the
executive
summary
we
put
together
on
the
proposed
history
walk,
and
he
replied
back
to
us
that
perhaps
we
should
come
to
a
future
city
council
meeting
and
just
to
pique
the
interest
of
the
city
council
by
discussing
the
history,
walk
and
then
at
a
future
point
in
time,
set
up
an
appointment
for
a
detailed
presentation
at
a
future
meeting
in
that,
although
what
councilman
koharsky
was
supportive
of
the
idea,
it
looks
like
it's
a
little
bit
down
the
road.

going
to
depend
a
great
deal
on
whatever
updates
are
made
to
ponce
park,
because
this
is
kind
of
the
finishing
touch,
and
so
it's
going
to
probably
be
a
bit
of
a
while.
But
I
was
away
and
now
kent
is
away,
but
when
he
returns
in
july,
he
and
I
are
going
to
meet
to
further
strategize
about
going
before
the
city
council
just
to
have
the
little
three-minute
peak
of
interest
discussion
with
them
and
then
perhaps
set
up
a
future
point
in
time
where
we'd
have
a.

course,
show
any
presentation
or
executive
summary
to
this
committee
first
to
get
input
before
we'd
go
to
the
city
council
just
to
point
out
the
idea
of
having
a
history
walk,
so
we're
sort
of
slowly
progressing
forward,

again

lot's
going
to
depend
upon
the
timeline
and
the
funding.

know
there's
always
that's
the
issue,
the
funding
for
the
improvements
on
ponce
park,
but
kent
and
I
are
going
to
continue
to
soldier
on
as
they
say,.

councilman
did
share
those
materials
with
me
and
I
think
one
of
the
ideas
was
to
get
engaged
with
the
other
history
organizations.
So
what
we're
starting
to
do
on
the
freeman
project
could
be
laying
the
groundwork
for
that's
something
we
do
going
forward
as
we
attack
these
various
initiatives.

meet
with
theresa,
martha
a
history
center
and
she
had.
She
was
very
supportive
of
this.
I
think
I
reported
on
this
in
a
previous
meeting
and
once
a
lot
of
people
aren't
here,
because
many
people
go
to

home

the
summer.
So
when
the
time
comes,
is
right,
we're
going
to
start
to
continue
to
meet
with
the
other
history
organization.
We
have
a
list
of
them,
both
in
punta
gorda
and
in
charlotte
county,
to
try
to
get
support
for
the
idea.

much
information

what
is
involved
in
preserving
historic
structures
being
disseminated
to
the
various
committees
that
may
be
doing
this

mean
there's
hundreds
of
pages
issued
by
the
federal
government.
There
are
funds
available

the
federal
government
too,
and
we
might
look
into
some
of
that,
but
just
to
mention
that
there
is.

I
do
know
that
sandy
moon,
representing
the
historical
society,
was
part
of
the
meeting
that
they
had
and
she
went
through
a
federal
grant
for
the
train
station.
So
she
she
is
aware
of
what
you
have
to
do.
Obviously,
that
was
because
it
was
directly
related
to
hurricane
damage.
I
mean
funds
were
available,
but
I
mean
she
has
experience
with
doing
that
level
of
paperwork
and
monitoring
and
reporting
mitchell
weren't.

back
on

registry

had
