Description
Utility Advisory Board Meeting 04-25-2022
C
E
D
D
A
C
C
Here
I
guess
let
the
minutes
reflect
that
the
vice
chair
is
filling
in
for
mr
rocky,
as
he
is
taking
the
day
off.
E
All
right,
so
I
had
requested
that
we
moved
that
last
agenda
item
to
right
now.
Regarding
the
meeting
dates,
has
everyone
had
a
chance
to
look
at
those
for
the
2023,
because
I'm
sure
you're
aware
that
starting
says
in
here
that
after
august
or
july
14th
we
will
not
have
meetings
here.
E
E
Would
be
the
actually
and
I'm
sorry
july?
We
are
canceling
meetings
because.
E
It
will
need
to
set
up
the
military
heritage
museum
to
be
able
to
have
meetings
there
so
july
after
july
14th
there
will
there
won't
be
any
equipment,
so
they
have
to
have
time
so
after
august.
So.
C
E
C
All
right
meeting
the
new
schedule
and
the
change
of
location
is
approved
unanimously.
C
Do
we
have
any
being
that
there's
no
one
here
from
the
public?
Do
we
have
any
discussion
or
anything
that
we
want
to
chat
about
on
the
board
before
we
start?
I
have
one
item.
Go.
A
C
We
won
or
yeah.
It
was
it's
a
contest.
We
won
the
best
tasting
drinking
water
award
city
of
punta
gorda
spring.
The
city
of
punta
gorda
won
this
award,
and
I
wanted
to
go
to
that
presentation
by
city
council.
I
went
to
the
wrong
one.
I
went
to
the
early
one,
the
early
part
of
this
month
for
the
conservation
setting.
Was
there
anything
specific
at
that
council
meeting
about
winning
that
best
tasting
drinking
water
award?
C
F
Conservation,
this
past
wednesday,
on
the
20th
we
had
a
little.
We
brought
people
in
from
the
water
plan
and
the
city
manager
did
a
little
presentation
and
we
brought
the
award
with
us
and
is
that
it
right
there?
Yes,
oh
cool
and
the
poster
next
to
it
is
what
susannah
the
lead
operator
at
the
water
plant
is
taking
the
sample
over
to
daytona
today
for
the
state.
A
Contest
so
we
won
the
charlotte
county
contest
region,
10.
C
Yeah
region,
10,
is,
is
several
counties.
Yes
yeah.
I
used
to
be
the
chairman
of
region
5
and
conducted
that
test
every
year,
and
you
know
the
guys
that
want
it
were
very,
very
proud
of
it.
Did
they
put
anything
in
the
newspaper?
I've
been
searching,
I
get
the
paper
every
day
and
I've
been
looking
for
it.
I
haven't
seen
anything
I.
F
F
C
C
So
perhaps
that
was
adequate,
but
I
I
do
think
it's
an
opportunity
to
do
like
I
don't
say
a
bill
insert,
but
maybe
a
press
release
about
what
we
did.
You
know
that
is
I'm
telling
when
people
want
it
down
there
in
naples
and
the
city
of
bonita
springs,
they
made
a
big
deal
out
of
it.
They
really
did
they
put
together
some
you
know.
Sometimes
newspapers
are
like
you.
D
Mr
chair,
if
I
may
first
off,
please
congratulations
to
you
and
your
staff.
It
is
I
I
concur
100
percent,
it's
it's
not
any
small
undertaking
and
you
guys
should
be
very,
very,
very
proud
of
what
what
you've
done
and
hey
good
luck
today
over
in
daytona.
Thank
you
kind
of
on
a
side
note.
D
I
do
waiting
trips
down
at
ponce
for
second
graders
throughout
charlotte
county,
and
we
have
one
little
talk
about
the
estuaries
and
where
we
get
water
from
here
in
the
area,
and
you
know
peace,
river
and
there's
has
been
times
where
you
know,
parents
who
come
there
because
they're
second
graders
will
say
well,
you
know
our
water
and
I'm
quick
to
jump
in
that.
We
won
this
so
now
I
can
tell
them
exactly
what
we
want
and
then,
hopefully,
after
today,
even
more
over.
D
C
Yeah,
just
and
all
just
a
one,
you
know
it's
like
two
paragraphs
is
really
all
it
takes.
Maybe
you
might
want
to
wait
to
do
anything.
Hey
you're,
going
to
daytona,
you
may
win
the
whole
shooting
match.
C
C
C
Okay,
item
number
two
utilities.
F
F
F
On
this
table,
I
it's
not
on
this
table.
I
printed
out
the
e-logger
sheet
and
then.
A
F
F
The
the
no
rain
makes
that
surface
water
tds
go
up
extremely
high,
but
with
the
the
ro
plant
with
the
blended
water,
keeps
it
well
within
the
acceptable
range.
F
On
the
6th,
the
city
proclaimed
april
as
water
conservation
month,
they
gave
us
a
nice
proclamation.
I
didn't
bring
that.
I
brought
the
the
big
guns
with
me
today
and
then
on.
The
20th
was
the
city
of
pontigorda
water
treatment.
Plant
won
the
awwa
florida
section
region,
10
best
tasting
drinking
water
award.
F
And
then
the
last
thing
was
the
award
of
specific
authorization
number
two
to
johnson
engineering
of
fort
myers
for
construction
services
for
the
taylor,
road
water,
main
project.
A
F
B
Good
morning
chris
and
simeone
finance
director,
we
included
both
the
february
and
the
march
financials
in
the
packet,
but
I
would
just
start
with
march
unless
you
want
me
to
go
over
something
that
was
in
february.
B
Okay,
so
we're
about
50
way
through
the
year.
The
first
screen
the
first
chart
gives
you
our
year-to-date
estimates
compared
to
our
year-to-date
actuals.
B
So
for
charges
for
services,
we're
about
105.7
percent
and
miscellaneous
revenue
is
coming
in
a
little
bit
better
on
our
expense
side.
Everyone
is
staying
well
within,
as
you
can
see
no
one's
over
100
through
the
year,
so
our
transfer
for
construction
funds.
We
have
done
the
whole
transfer.
We
do
that
at
the
beginning
of
the
year
and
transfer
for
debt
service
was
also
partially
completed.
B
The
other
piece
was
for
starting
the
water
wastewater
treatment
plant
project,
but
that
may
be
delayed
a
year.
We're
working
on
the
srf
loan
applications
now
so.
B
A
How
does
the
force
main
on
on
riverside
drive?
Is
it
at
all
related
to
this?
Are
those
totally
separate
projects
that
don't
have
any
relationship?
One
can
start
without
the
other
one
being
interfered,
correct.
B
B
Get
this
next
one
down
so
again,
this
one
just
breaks
things
up
a
little
bit
more
as
far
as
the
revenues,
but
then
kind
of
puts
the
operating
expenses
all
together.
So
you
can
kind
of
see
it
differently,
and
this
just
compares
to
annual
budget
in
our
current
annual
projections,
so
year-to-date
revenues
we're
about
108.5
for
water,
billings
and
101.7
percent
for
sewer
billings
when
we
compare
them
to
march
of
last
year,
we're
currently
753
000
higher
than
we
were
in
march
prior
year.
B
B
So
this
just
gives
you
an
idea
of
where
we're
at
year-to-date
revenue
compared
to
year-to-date
expenditures
and
of
course,
year-to-date
expenditure
is
a
little
high.
But
that's
because
we
have
planned
construction
projects,
so
those
funds
have
already
been
moved
over
and
when
you
compare
it
to
last
year,
where
we
are,
you
can
kind
of
see.
B
So
we've
been
doing
pretty
oops
sorry.
B
Pretty
well,
the
dotted
line
is
our
projection
and
the
green
line
was
last
year,
so
we're
still
just
a
little
bit
higher
than
projection
and
higher
than
last
year
for
fiscal
year,
2022
for
march
again,
sometimes
the
trend
lines
we
try
to
keep
it.
You
know
the
trend
lines
but
depend
on
the
rainfall.
B
B
B
B
And
then
our
this
is
total
revenues,
not
just
the
water.
But
again
it
generally
follows
the
same
type
of
trend
line
so
again
we're
very
close
to
where
we
projected
for
the
month
this
month
but
year
to
date,
we're
still
higher.
B
Staying
in
their
budget
and
they're,
they're,
very
conservative
and
even
within
costs
and
a
lot
of
our
pricing,
they
still
so
far
have
been
able
to
stay
in
line.
We
are
getting
daily
information
from
our
vendors
asking
for
price
adjustments,
because
things
are
just
equitable
adjustments
because
the
costs
are
going
up
so
high
that
they
just
can't
absorb
them
themselves,
so
we
do
allow
them.
B
Some
of
them
are
taken
to
council
if
they're
outside
of
the
procurement
managers
or
the
city
managers
authority,
and
we
do
track
them
so
that
in
say
six
months
we
double
check.
Did
it
go
back
down
and
we
would
bring
it
back
down.
But
currently
we
haven't
seen
that
happen
for
us,
yet
they
just
seem
to
keep
incrementally
going
up.
B
C
It's
a
very
difficult
time.
I
mean
it's
massive
inflation.
I
I
would
think
any
contract
is
going
to
be
any
sizable.
Construction
contract
would
be
benchmarked
to
some
sort
of
engineering
news
record
or
something
for
the
region
or
the
state
that
has
an
escalator
in
it.
If
it
exceeds
this
certain
benchmark
to
protect
themselves,
I
would
think
that's
happening.
B
So
chemical,
wise,
a
lot
of
us-
are
chemicals
going
up
a
lot
for
construction
projects.
We
are
seeing
things
go
up
and
neil
can
talk
to
you,
maybe
about
the
wastewater
treatment,
plant
expansion,
but
even
our
taylor
road.
We
did
have
to
request
use
of
reserves
for
that,
but
it
was
reserved
for
contingencies
that
were
already
in
the
construction
fund
from
savings
from
some
other
projects.
So
it
didn't,
we
didn't
have
to
take
it
out
of
the
operating
fund,
so
it
came
in
about
I
want
to
say
about
250.
B
I
don't
have
the
number
with
me
handy,
but
about
250
000
additional
dollars
that
we
needed
on
that
taylor.
Road
project.
B
Our
water,
a
lot
of
people,
will
use
the
water,
for
they
might
not
have
a
separate
irrigation
meter,
so
they
might
be
using
their
irrigation
off
the
same
thing.
They
might
have
a
pool
and
they're
filling
their
pool.
So
if
it's
a
residential
home,
it's
assumed
that
it's
being
used
for
those
types
of
items
that
aren't
going
in
the
sewer.
C
B
We're
working
on
bidding,
but
they
have
they
have
they
just
brought
on
board,
was
it
awarded?
Yes,
it
was
awarded
for
the
construction
manager
at
risk.
So
now
they're
working
with
the
engineer
to
value
engineer
the
project
and
then
they'll,
be
the
construction
manager
at
risk
will
be
the
one
bidding
it
out.
You
know,
and
then
the
city,
as
well
as
the
construction
manager
at
risk
and
the
engineer
all
get
together
and
work
on
trying
to
get
the
best
value
from
those
bids
because
they
bid
out
each
piece
the
construction
manager
at
risk.
B
Current
estimates,
though,
have
increased
from
the
2019
estimate
that
we
had
had
from
the
engineer
and
I'll.
Let
neil
talk
about
that.
A
little
bit.
F
The
the
original
number
was
38
38,
39
million.
C
51
million
yes,
and
that
doesn't
include
cm
and
the
inspection,
the
review
of
submittals,
etc,
that
the
engineer
does,
which
is
normally
about
10
of
the
total
project.
So
you
can
almost
add
another
10
percent
to
that
51
million
something
in
that
order.
7
to
10.
F
Engineering
has
been
working
with
the
cmar
trying
to
figure
out
ways
we
can
lower
that
cost
come
in
with
our
target
number
and
just
the
price.
Everything
is
just
going
so
high
so
fast
and
it's
it's
mostly
concrete
for
tanks
and
building
a
tank
is
going
to
cost
x
amount
and
there's
really
no
way
that
we
can
get
around
that
because
we
would.
We
would
definitely
love
to
get
that
number
lower,
but
I
don't
think
it's
going
to
happen,
but
we're
working
diligently
with
the
cmar
because
we're
at
60
now
60
plans.
F
So
that's
when
the
c-mark
came
in
was
at
60
and
they've
been
working
with
the
engineer,
our
engineering
department,
trying
to
lower
things
lower
the
costs.
C
C
C
It's
the
reality
of
it.
Fortunately,
in
my
opinion,
with
the
city
of
punta
gorda
springs,
one
you're
not
getting
any
capacity
that
you
evidently
don't
need.
So
it's
not
a
critical
moratorium,
sort
of
issue,
you're
trying
to
just
be
more
efficient,
do
a
better
job
in
treating
the
wastewater
and
you'll
need
to
figure
out.
Well,
what
parts
do
we
absolutely
need
and
what
we
don't
need,
some
of
the
stuff
you
just
absolutely
have
to
do
piping
and
moving
stuff
around,
but
that's
just
my
two
cents.
I've
been
through
it,
it's
difficult.
F
F
So
we're
going
to
store
it
on
our
campus
on
cooper
street
and
then
the
contractor
will
come
there
and
get
it
when
they
need
it,
so
that
that
saved
a
lot
of
money
and
it's
the
availabilities
in
question
two.
Sometimes
it's
four
to
six
months
for
pvc,
especially
that
size.
It's
not
a
size.
Everybody
uses
and
we
checked
on
ductile
iron
pipe
to
see
if
it
was
more
available
and
it
was
a
year
for
availability.
So.
C
Very
good
all
right,
I
think
that
concludes
all
the
reports
agenda
indicates
any
general
business
that
we
want
to
discuss.
