Historic Preservation Advisory Board 05/25/2023
B

E
D
C
My
name
is
Jeff
lustig
and
I'm
here
about
653
Mary,
Street,
Mr
Wiley,
it's
not
on
your
agenda.
It's
it's
in
the
Bethel
Street
section,
a
historic
district
and
the
gentleman
has
come
before
the
code
enforcement
board
and
was
told
that
he
needed
your
approval.
C
His
roof
is
off
his
his
house
and
then
he
has
30
days
to
get
all
these
things
in
in
order
he's
78
years
old
and
he's
trying
he's
working
with
an
individual
I.
Just
it's
probably
not
possible
for
him
to
do
this
within
a
month
before
he
goes
back
to
the
code
enforcement
board.
I
just
wanted
to
make
you
aware.
E
C
This
so
if
something
comes
to
your
death
that
you
can
see
with
the
property
is
and
and
to
expedite
whatever
it
is,
so
he
doesn't
have
any
slimes
just
to
make
you
aware
it
takes
a
year
now,
11
months,
to
get
windows
installed
in
your
house
from
a
reputable
business.
Here
it
also
takes
11
months
to
get
a
lanai.
The
fencing
for
your
fool.
C
He
is
you
he's
talked
to
several
different
agencies
within
the
city
staff,
but
as
a
single
individual
to
figure
out
who
to
go
to
for
what
takes
an
incredible
amount
of
learning
curve.
And
if
you
are
of
that
age
and
of
not
of
the
experience
of
how
to
deal
with
the
city
on
that
kind
of
level
is
very
difficult
and
I
mean
the
building
itself
is
in
great
disrepair
and
probably
needs
to
be
demolished.
C
A
C
That's
all
I,
just
I
view
your
meetings
and
whatnot
and
I
just
felt
that
it
was
my
responsibility
to
speak
up
for
this
gentleman
who
needed
this
help.
You
know
it's.
My
biggest
fear
was
always
to
be
78
years
old
and
having
to
deal
with
a
housing
issue
all
by
myself,
and
that's
why
I
read
now,
but
that's
what
that's
why
I'm
here?
E
F
It's
information.
Only
so
then
I
just
notify
building
zoning
right
away.
That
is
okay
for
them
to
go
ahead
and
continue
on
with
their
permitting
process.
But
yeah
I
am
familiar
with
653
Mary
Street.
F
D
F
We
have
12
certificates
of
appropriateness,
they're,
all
information,
only
it's
because
we
didn't
have
that
meeting
last
month.
So
instead
of
saying
the
end
part
where
I
repeat
myself,
a
lot,
I'm
gonna
say
it
now,
and
it
applies
to
all
of
these.
So
all
of
these
have
been
approved
by
staff
because
they
comply
with
chapter
26,
Land
Development
regulations
and
are
in
keeping
with
the
character
of
the
surrounding
neighborhood
and
the
subject
property.
So
this
first
one
CA
14
2023
is
West
117,
West,
Marion
Ave.
F
It's
a
wall,
application
information
only
and
the
applicant
proposed
to
have
the
damage
portion
of
the
East
wall
were
placed.
A
large
section
of
the
wall
collapsed
during
and
the
building
has
been
vacant.
Since
hurricane
Ian,
the
contractor
will
remove
the
damage
portion,
replace
it
with
brick
and
apply
stucco
finish
to
match
the
rest
of
the
structures,
facade.
F
F
F
F
F
F
F
For
324
Goldstein,
Street,
Windows
application
information,
only
okay,
the
applicant
proposed
to
remove
the
existing
14
exterior
windows
and
remove
and
fill
in
one
window.
On
the
first
floor
of
the
primary
structure,
the
replacement
windows
are
made
of
like
same
material
as
the
existing
windows
and
will
match
the
windows
on
the
upper
level.
F
The
window
that
will
be
removed
is
on
the
northwest
side
of
the
house
close
to
the
rear
of
the
building
and
can
be
seen
from
the
public
right-of-way
the
applicant
safes,
to
remove
the
window,
because
it
gives
a
clear
view
into
the
bathroom
from
the
porch
and
ramp
directly
outside
of
it.
So
this
window,
it's
kinda
on
the
all
the
way
left
of
the
image.
E
F
F
F
Ca
28,
2023,
260,
East,
Olympia,
Ave,
root
application
information.
Only
the
applicant
proposed
removing
the
existing
asphalt,
shingle
roof
and
replacing
it
with
like,
say
material
for
the
entire
roof
of
the
structure.
Additionally.
The
applicant
proposed
removing
the
existing
aluminum
soffit
along
the
eastern
wall
and
restoring
it
to
the
original
exposed
wood
soffit
to
match
the
rest
of
the
structure's
exterior.
The
damage
damaged,
fascia
will
be
refaced
and
trimmed
with
fiber
cement
or
a
vertical
trim
board.
F
F
F
D
That
brings
us
up
to
ratification
a
chair's
appointment
to
the
donation,
Review
Committee,
it's
my
understanding.
This
needs
to
be
done
again,
but
it
is
also
in
our
bylaws
so
for
the
chair
of
hpav
to
becomes
the
chair
of
the
donation,
Review,
Committee
and
so.
E
D
D
True,
with
boats
even
had
an
airplane
offered
to
us,
and
we
actually
took
some
of
those,
but
there
are
professional
organizations
who,
with
the
permission
of
the
owner
and
others,
can
take
care
of
the
procedures
for
you.
We
actually
in
those
cases,
would
take
possession
of
the
gift,
but
it
already
be
sold
and
we'd
immediately
turn
it
over
and
it
was
significant.
So
we
need
to
look
be
aware
that
we
do
have
if
it's
significant
enough
to
make
it
worthwhile.
D
We
certainly
could
use
a
little
endowment
type
funds
for
our
historic
preservation,
Advisory
Board,
and
so,
if
you
hear
of
anyone
that
has
a
valuable
asset
or
a
home
or
whatever,
and
they
would
like
to
do
something
with
might
mention-
and
it
was
successful
anyhow,
any
other
comments.
Staff.
D
G
Well,
this
is
David
parody
for
the
record.
We
have
had
repeated
meetings
with
the
friends
of
Freeman
house
and
we're
making
some
progress.
G
The
city
has
been
looking
for
somebody
to
be
a
manager
of
that
property
once
It
ultimately
is
if
the
decision
is
made
to
ultimately
repair
it
and
the
Punta
Gorda
Historical
Society
has
has
sent
a
letter
to
the
city
offering
to
step
into
that
role,
and
so
that
will
be
presented,
I
believe
in
the
June
or
July
meeting
of
city
council,
one
of
the
meetings,
so
so
we're
making
progress.
But
it's
been
a
slow
process,
but
we're
making
it
nonetheless
David.
E
May
I
ask
one
question:
have
they
started
any
kind
of
sponsorship
or
donation
campaign
that
we
should
be.
G
Made
there
so
we
can
pass
on.
We've
got
to
put
the
the
horse
before
the
cart
and
the
whole
reason
to
run.
The
donation
campaign
is
to
have
a
purpose,
so
we
have
to
Define
that
purpose
by
identifying
who's
ultimately
going
to
manage
the
property
and
what
we're
going
to
do
with
it.
For
the
city
to
be
able
to
go
out
and
solicit
the
funds
team,
Punta
Gorda
and
the
Charlotte
Community
Foundation
are
going
to
help
with
that
establish
that
Capital
Drive.
G
G
H
The
record
Mitchell
Austin,
Urban
Design,
so
all
of
the
state's
grants
programs
are
reimbursement.
We
have
the
contract
for
the
grant
until
we
expend
funds
and
have
the
documentation
of
all
of
that
that
it's
been
done.
They
will
not
reimburse
us,
but
it
is
497
900
dollars
for
the
grant
and
it's
a
50
match.
H
D
All
right
hearing,
no
other
comments
or
questions
are
there
any
at
that
point.
I
guess
our
business
is
taken
care
of
and
I
call
this
meeting
adjourned.
