Description
Regular City Council Meeting 2-15-2023
A
The
rest
of
council
should
use
the
guest
Podium
at
the
center
of
the
room.
The
podium
to
the
right
of
the
stage
is
for
staff
and
applicant
presentations
only
speak
directly
into
the
microphone
and
begin
by
stating
your
name
for
the
record.
If
it
is
a
quasi-judicial
hearing,
you
will
also
need
to
be
sworn
in.
Each
person
will
have
three
minutes
to
speak
and
sharing
minutes
is
not
permitted.
Speakers
are
to
direct
all
comments
to
the
city
council,
not
the
audience
or
any
one.
A
Individual
council
member
discussion
between
speakers
and
members
of
the
audience
is
not
permitted
when
there
are
many
individuals
who
wish
to
speak.
Speakers
should
try
not
to
reiterate
lengthy
comments
made
by
others
to
ensure
an
effective
and
efficient
meeting.
This
ensures
everyone
has
an
opportunity
to
speak
audience
and
speakers
will
be
courteous
in
their
language
and
presentation,
no
applause,
sidebar
conversations
or
booing
before,
during
or
after
any
speakers.
Please
refrain
from
talking
in
the
audience
during
the
meeting.
A
If
you
have
supporting
documents
displayed
during
the
meeting,
you
must
provide
a
copy
to
the
city
clerk
and
those
documents
become
a
permanent
part
of
the
record.
The
citizen
comments
portion
of
the
meeting
is
not
intended
to
be
a
question
and
answer
session.
This
is
for
citizen
comments.
Only
council
members
shall
refrain
from
answering
impromptu
questions
or
debating
issues
with
members
of
the
public,
and
with
that
we
will
open
up
the
floor
for
public
comments.
If
there's
anyone
in
the
audience
that
would
like
to
address
Counsel
on
any
issue,
please
come
to
the
podium
state.
A
B
Good
morning,
good
morning,
beautiful
day
in
paradise,
today,
I'm
John,
Welch
and
I
am
president
of
the
Punta
Gorda
Charlotte
Harbor,
boaters,
Alliance
and
I've.
Come
to
you
today
to
ask
you
to
put
on
your
agenda
with
the
county
next
month.
The
subject
of
day
docs
behind
the
Event
Center
Punta
Gorda
is
desperately
in
need
of
places
for
individuals
to
park
their
boats
to
come
to
city
center.
B
This
also
impacts
the
parking
in
the
city
as
well.
If
I
can't
bring
my
boat
downtown
and
park
and
walk
to
the
restaurants
and
shops
I'm
going
to
bring
my
car,
so
while
it
doesn't
have
a
huge
impact,
it
does
have
an
impact.
The
modus
Alliance
has
High
drawing
rendered.
That
shows
a
30-day
doc
could
but
be
put
behind
the
event
center,
and
that
was
passed
on
to
the
county.
We
asked
to
meet
with
the
county
and
could
not
get
a
sit-down
meeting
with
them.
B
So
we're
asking
that
that
you
all
add
this
to
your
agenda
as
a
possible
topic
for
discussion.
So
we
think
this
will
benefit
the
city
by
providing
our
residents
a
place,
to
bring
their
family
and
friends
to
visit
downtown
Punta
Gorda.
It
will
increase
retail
and
restaurant
sales
as
well
as
increase
tax
revenue.
Thank
you
very
much.
Thank.
C
Hello,
my
name
is
Carlene
zeches
and
I'm.
Here
today,
as
a
member
of
the
core
group
of
volunteers
that
stands
the
light
of
the
night
Christmas
event
and
celebration.
I
saw
that
the
Christmas
event
was
on
your
agenda
and
wanted
to
share
with
you.
If
you're
not
familiar
with
this
group
of
volunteers
accomplishes
every
year.
C
The
committee
has
been
responsible
for
the
coordination
and
implementation
of
an
annual
plan
to
provide
entertainment
decorations
in
food.
The
night
of
the
event
we
schedule
and
coordinate
the
groups
and
acts
that
appear
unstaged
throughout
the
evening,
working
with
over
300
students
and
their
parents.
Children
from
every
age
group
perform
songs
and
dance
for
the
community.
C
We
work
and
pay
for
Santa
and
Mrs
Claus
set
up
their
stage
and
decorate
their
tent
for
the
long
lines
of
children
with
wishlists
in
hand,
we're
scheduling,
direct
the
food
trucks
and
refreshment
areas
to
supplement
the
restaurants
that
seem
to
be
overwhelmed.
That
night
with
the
crowds
we
coordinate,
the
volunteer,
walking
characters
of
Mickey
and
Minnie
Goofy,
Frosty
and
Elsa
during
the
night
to
shake
hands
and
pose
for
photos
for
young
and
old
selfies.
C
C
Those
are
the
common
years
of
the
event.
Continuing
the
same
manner
is
one
of
fundraising,
as
there
was
a
wasted
many
to
begin
anywhere,
but
that
is
not
the
case,
for
this
coming
year
appears
that
hurricane
or
other
factors
impacted
normal
fundraising
efforts.
So
new
number
of
members
need
to
be
added
to
our
committee
to
tackle
this
and
wrapping
up
go
ahead
and
finish.
Okay,
it's
my
guess
that
most
of
the
public
would
not
be
around
the
extent
of
the
volunteer
management.
University
I
will
probably
believe
the
city
stages
the
entire
thing.
C
A
I
think
we
would
like
to
get
together
with
you
in
the
very
near
future
and
talk
about
what
we
can
do
cooperatively,
because
we
obviously
have
to
Pivot
a
little
bit
from
what
we
did
last
year.
So
yeah,
if
you
before
you
leave,
please
make
sure
you
leave
your
contact
information
with
the
city,
clerk,
okay
and
she's,
sitting
there
in
the
front
row
and
then
we'll
make
a
arrangements
to
have
a
meeting
with
you
very
good.
Thank
you.
Thank
you.
E
I
had
a
question
or
two
and
I
came
here
this
morning
to
this
meeting
and
it
was
very
helpful
that
Donna
was
here
early
and
she
was
very
generous
to
listen
to
what
my
concern
was
so
was
Melissa
and
she
sent
me
right
over
to
speak
over
here
with
Melissa
I
believe
and
she
is
going
to
follow
through
and
not
only
review.
The
question
I
have,
but
also
take
the
time
to
send
me
an
email.
So
it
clarifies
that
what
I
say
at
the
annual
meeting
will
be
accurate
and
not
something.
That's
just
hearsay.
E
They
can
go
into
hundreds
and
hundreds
of
pages,
and
also,
if
you
go
to
our
City
website
and
you
take
a
look,
you
find
a
lot
of
very
clear,
accurate
information
and
if
something
comes
up,
we'll
bring
it
up
and
we'll
fix
it.
So
thank
you
sincerely
as
we
go
through
the
rest
of
this
process
and
we're
all
going
to
go
forward
and
get
through
this
as
a
community.
Thank
you
thank.
A
You
is
there
anyone
else
that
would
like
to
address
Council
on
any
issue:
okay,
seeing
none
coming
forward
the
next
item
on
the
agenda.
If
you
are
a
board
or
committee
candidate,
and
you
have
submitted
a
resume
for
consideration,
if
you
would
like
to
come
and
introduce
yourself
to
the
council,
please
come
forward.
A
Okay,
seeing
none.
We
will
move
on.
The
next
item
on
the
agenda
is
a
proclamation
and
it
is
my
honor
to
present
this
proclamation
in
honor
of
Black
History
Month,
whereas
during
national
black
history
month
we
celebrate
the
legacy
of
black
Americans,
whose
power
to
lead
to
overcome
and
to
expand
the
meaning
and
practice
of
American
democracy
has
helped
our
nation
become
a
more
fair
and
just
Society.
A
Therefore,
the
city
council
of
the
city
of
Punta,
Gorda
Florida,
does
hereby
proclaim
the
month
of
February
2023
as
Black
History
Month,
past
and
Julie
adopted
in
regular
session.
This
15th
day
of
February
2023
signed
Lynn,
R
Matthews
mayor
and
accepting
is
Donna
Peterman,
who
represents
the
historic
district
homeowners
association.
F
Thank
you,
mayor
Matthews.
It
is
an
honor
to
accept
this
recognition
on
behalf
of
the
African
Americans,
who
helped
incorporate
Punta
Gorda
as
a
diverse
City
in
1887,
and
those
who
follow
in
their
footsteps
by
providing
business,
cultural
education
and
Civic
leadership
in
our
community
today,
Black
History
Month
gives
us
all
the
annual
opportunity
to
celebrate
their
achievements.
Thank
you.
Thank.
A
You,
okay,
I,
also,
would
just
take
a
moment
to
acknowledge
that
we
had
the
Punta
Gorda,
History
Center
annual
dinner,
the
southern
supper
a
week
or
so
ago,
and
I
was
asked
by
Mr
Gene
murtha
who's,
the
chair
of
the
the
History
Center
to
accept
an
award
on
behalf
of
one
of
our
former
mayors,
William
Munson,
who
served
man
had
to
be
nuts.
He
served
a
total
of
about
16
years
on
City
Council,
so
he
served
in
two
blocks
of
time.
A
He
served
about
I,
think
it
was
13
or
so
years
and
when
and
then
he
left
the
council
and
then
seven
years
later
he
came
back
and
was
on
Council
for
three
more
years
and
during
those
times
he
served
three
different
terms
as
as
the
mayor
for
the
city,
but
he
was
one
of
three
former
mayors
that
were
acknowledged
that
night
and
and
I
have
the
plaque
and
I'm
going
to
give
it
to
the
city
manager.
A
To
hang
on
to
for
when
we
moved
back
into
the
city
hall
buildings
and
to
keep
it
there
every
once
in
a
while,
someone
from
the
city
government,
History
part
of
the
of
the
government
gets
acknowledged
at
those
events,
and
it
was
an
honor
to
be
there
to
accept
that
on
his
behalf,
his
family.
Unfortunately
most
of
them
are
no
longer
living.
So
so
I
was
there
to
do
that,
and
there
were
two
other
former
mayors
who
were
whose
families
were
there
to
accept.
A
Ruth
Lashley
was
there
to
accept
on
behalf
of
his
father,
Phil
and
then
Mayor
John
I
think
his
name
was
John.
John
Jack
was
another
one
and,
and
his
great
great
granddaughter
was
there
to
accept
on
his
behalf.
So
it's
kind
of
fun
to
to
hear
some
of
the
history
stories
of
of
this
history
of
our
city.
A
G
G
It
is
a
request
by
Michael
P
Hayman's
authorized
agent
for
Gordon
F,
riby,
Jr,
I,
hope
I
pronounced
that
correctly
and
Linda
s.
Ruby
Property
Owners,
pursuant
to
Trump
chapter
26,
section
16.10
Punta
Gorda
code
to
construct
a
new
addition
with
a
22
foot,
Street
front
yard
setback
at
the
closest
points
instead
of
25
feet,
as
is
required
by
chapter
26,
section
3.4,
G2
Punta
Gorda
code
and
an
existing
single-family
residential
struct
structure
constructed
in
1971.
The
address
is
345
Bel,
Air,
Court,
Punta,
Gorda
Florida.
I
H
Oh
I
can
talk
real
loud,
so
the
request
is
to
add
a
an
addition
to
the
front
left
of
the
house.
As
shown
I
know
it's
a
little
bit
hard
to
see
can't
blow
this
one
up,
but
it's
a
13
by
12
Edition
meets
the
side,
yard
setbacks.
It's
a
three
foot
deviation
from
the
front
yard
setback,
so
we
have
eight
approval
criteria.
Criteria
number
one
special
condition:
circumstances
exist:
the
property
was
constructed
in
1971
and
met
the
code
at
the
time
of
construction.
The
property
is
similar
in
size
to
other
properties.
H
H
So
the
proposed
addition
it
provides
an
additional
functional
room,
provides
an
additional
secure
room
to
serve
the
needs
of
of
the
family
to
care
for
a
disabled
family
member.
The
hardship
is
not
generally
shared
by
others.
Other
properties
have
the
same
configuration
and
setbacks,
so
staff
finds
there's
no
heart
or
that
the
hardship
is
not
shared.
Generally
by
others
in
the
vicinity
and
the
variance
is
not
injurious
or
incompatible
with
contiguous
uses.
It's
a
three
foot
deviation,
which
is
considered
minor.
The
addition
is
not
incompatible
with
the
contiguous
uses.
H
It
should
not
be
detrimental
to
the
public
welfare
for
the
properties
in
that
area.
The
request
is
a
minimum
modification
to
afford
relief
it
again.
It's
a
three
foot
deviation
for
a
proposed
addition.
It
is
in
the
front,
it's
considered
minor
condition,
giving
rise
to
the
request.
The
current
owner
purchased
the
property
in
its
existing
condition.
The
current
owner
did
request
the
variance
and
the
request
is:
what
creates
the
non-conforming
condition?
H
H
H
City
staff
cannot
recommend
approval
of
the
request
based
on
the
literal
criteria
outlined
in
chapter
26,
section
16.10
application
for
variance.
However,
Criterion
number
two
does
state
that
physical
handicaps
or
disability
of
the
applicant
and
other
considerations
may
be
considered
where
relevant,
to
the
request.
Board
of
zoning
appeals
recommended
approval
with
staff's
conditions
unanimously.
J
A
Okay,
okay,
do
we
hear
from
the
applicant.
J
Okay
may
I
use
this
microphone.
Yes,
no.
Thank
you
so
good
morning,
Michael
heymans
I
am
the
applicant
here
for
the
rubies
and
their
family
is
here,
as
is
one
of
the
neighbors.
There
are
three
letters
in
support:
one
of
the
neighbors
who
would
provided
the
letter
and
support
Miss
morale
is
here.
There
are
no
Neighbors
in
opposition.
We
did
have
unanimous
support
of
the
from
the
recommendation
and
in
the
work
that
we
did
with
with
staff
leading
up
to
it.
J
But
I
think
that
fair
to
characterize
that
said
well,
we
might
not
be
able
to
recommend
approval,
but
we're
really
not
against
it,
and
I
and
I
think
that
that
that
showed
in
the
applic
in
the
reaction
when
we
had
it
before
the
the
board
for
recommendation,
the
the
one
contention
that
that's
that
is
most
important,
I
think
is
well.
What
is
this
special
condition
and
does
it
apply
to
the
land,
as
well
as
to
the
to
the
circumstance
of
Spencer
who's?
J
Here
Spencer
has
some
intellectual
challenges
and
he's
noise
Spectrum
issues
and
when
they
bought
in
in
2019
and
moved
started
the
process
of
moving
here,
what
they
realized
and
they
it
was
that
the
waiting
list
for
daycare
and
schooling
for
Spencer
who's,
24
years
old
but
needs
daily
condition,
Continuing
Care,
there's
a
waiting
list
of
20
000
in
Southwest,
Florida,
and-
and
so
it's
really
a
matter
of,
they
need
to
take
care
of
their
son
at
home.
J
And
in
order
to
do
that,
the
we
looked
at
at
other
expansions
because
it's
this
is
a
1308
under
air
conditioning
structure,
and
so
it
was
1971
as
a
older
and
smaller
home
in
the
configuration
of
it.
If
you
put
it
toward
the
back,
you
you're
you're
heading
toward
the
canal
and
you're
also
heading
toward
the
pool,
that's
back
there
and
so
for
safety
concerns
within
the
household.
It's
not
it's.
J
It's
a
problem
for,
for
some
other
configuration
or
structure,
there's
a
really
easy
fix
to
it
for
them
and
been
in
the
house
and
looked
in
the
is
sort
of
this
laundry
closet.
That
is
right
next
to
the
bathroom
that
if
you
push
through
there
and
and
put
a
room
out
front,
then
then
it
it's
an
easy
addition
to
the
home.
J
It's
a
safe,
secure,
additional
place
for
Teacher
to
come
for
daycare
to
come
and
be
part
of
Spencer
has
his
other
his
room,
but
it's
a
very
small
and
and
not
sufficient
for
for
somebody
another
person
to
be
in
there
teaching
and
such,
and
so
it's
a
they
looked,
and
it
makes
sense
on
the
building
itself.
J
It's
their
the
size
of
the
room
needs
to
be
adequate
for
the
purposes
and
and
if
it
was
just
10
feet
deep,
it
would
be
it
would
be
too
small,
and
so
just
a
little
bit
of
additional
push
out.
J
The
three
feet
makes
a
lot
of
functional
difference
for
them
and
and
when
you
look
at
the
front
setbacks
and
yes,
there's
all
of
the
houses
are
within
the
the
front
set
back
all
up
and
down
the
road,
but
there's
Landscaping,
there's,
there's
well
knee
walls,
there's
other
things
that
push
out
so
that
it's
not
a
uniform
25
feet.
J
It's
the
condition
that
it's
the
structure
itself
and
how
it's
laid
out
on
the
lot
that
makes
this
this
need
for
an
additional
setback.
Relief.
J
A
K
Good
morning
my
name
is
Cindy:
Morrell
I
live
at
three
six,
but
yes,
I
was
sworn
in.
I
live
at
365
Bel
Air
Court,
which
is
Two
Doors
Down,
we
know
Spencer,
we
know
the
rubies
and
the
neighborhood
accepts
them
and
loves
them.
I've
been
in
the
home.
They
really
need
this
extra
space.
Just
for
Spencer
he's
a
great
swimmer,
but
you
don't
want
him
too
close
to
the
pool
where
it's
too
accessible
without
direct
access.
K
A
I
D
I
drove
out
to
the
street
looked
at
the
house
and
I
concur
with
the
attorney
the
there's,
a
bunch
of
changes
as
you
go
up
and
down
the
street
and
I,
don't
see
any
reason
why
we
wouldn't
approve
this.
It
would
not
adversely
affect
the
look
of
the
street
or
The
Neighborhood.
A
I
would
agree,
you
know
this
is
a
legitimate
request.
We've
have
had
others
in
the
past
that
didn't
quite
meet
the
criteria
and
were
questionable
in
this
case.
I
don't
have
any
problem
whatsoever.
Approving
this.
L
A
I
A
Okay:
next,
we
have
the
consent
agenda,
which
consists
of
the
approval
of
the
minutes
from
the
February
1
meeting
and
the
license
agreement
with
Seminole
Railway.
Does
anyone
have
anything
they'd
like
to
pull
to
approve?
Second,
we
have
a
motion
and
a
second
to
approve
consent
agenda.
All
those
in
favor,
please
signify
by
saying
aye.
I
A
H
A
H
So
Automotive
manufactured
home
sales
and
service
is
a
permitted
use
by
right
with
can
with
conditions
outlined
in
the
code
in
the
highway
commercial
zoning
classification.
The
reason
that
staff
is
having
this
as
a
temporary
use
is
they're
not
proposing
any
permanent
facilities
at
this
site.
Their
offices
off-site
down
at
the
public
Sprint
store
Plaza
retail
space.
They
want
this
as
a
display
area.
They
are
looking
at
other
properties
within
the
city
to
submit
their
development
review
application
to
have
permanent
facilities.
H
H
They're
gonna
they're,
proposing
approximately
25
homes
and
again
it's
permitted.
If
it
will
be
a
permanent
use,
it
would
be
if
they
have
a
permanent
office
facility
if
they
developed
it
within
this
development
standards
of
the
code
and
the
conditions
outlined
in
the
code
for
new
development,
so
they
have
approximately
39
spaces
along
the
front
and
26
on
the
side
that
is
deemed
sufficient
for
this
proposed
temporary
use.
H
There's
three
existing
Ingress
egress
points
two
along
U.S
41,
one
at
Monaco
with
the
signalized
access
to
US-41.
The
existing
Ingress
egress
on
41
are
shared
by
Smart,
Storage,
Walgreens
and
Bank
of
the
Ozarks.
It's
a
little
over
six
acres.
It's
got
sufficient
size.
The
only
alterations
are
proposed
as
temporary
fence
for
security,
and
it
has
to
meet
the
code
requirements.
Signs
would
have
to
be.
They
have
not
proposed
any
signage
yet,
but
they
would
have
to
be
compliant
with
our
code.
H
They
would
have
to
get
their
business
tax
receipt
for
both
locations.
Parking
is
sufficient.
Of
course,
any
trash
or
debris
or
outside
storage
would
be
prohibited,
and
we
would
monitor
that
monitor
that,
with
code
compliance,
sanitary
facilities
must
be
provided
on
site.
We're
asking
that
the
applicant
work
with
the
City
utility
department
on
any
of
those
requirements.
H
L
H
M
M
H
They
yeah
staff
has
had
a
design
studio,
which
is
a
very
preliminary
meeting
with
the
applicant.
We
went
over
the
requirements
and
the
development
standards
for
this
type
of
use
on
those
properties,
and
we
we
haven't
seen
any
development
review
or
DRC
application
be
submitted
at
this
time.
So
I
can't
add.
I
can't
do.
M
H
Application,
excuse
me,
the
applicant,
and
their
engineer
are
here:
if
you,
if
you
want
to
ask
them
questions
I,.
I
H
I
H
A
Did
you
have?
Did
you
want
to
okay,
I
I
just
have
to
say
that
I'm,
not
a
fan
of
this
idea
at
all
I'm,
not
sure
that
this
is
what
we
want
to
see
in
our
city
limits
right
in
the
middle
of
a
Maine
thoroughfare
I,
don't
think
it
is
compatible,
and
that
is
one
of
the
criteria
for
approval.
It's
got
to
be
compatible
with
adjacent
uses
and
I
do
not
see
that
it
is
I
just
I
I.
Don't
think
this
is
the
the
image
that
the
city
of
Punta
Gorda
is
trying
to
accomplish.
M
M
The
question
is,
you
know:
do
we
let
them
get
a
running
start
and
collect
taxes
now,
or
do
we
wait
and
it's
going
to
be
there
anyway,
if
it's
by
right,
the
the
only
reason
they're
asking
for
a
temporary
use
now
my
understanding
is
because
they
don't
own
this
property,
it's
a
lease
property,
and
that
therefore
requires
temporary
use.
Well,.
M
Think
that's
important
to
know
because,
if
they're,
if
this
is
truly
temporary,
that's
one
thing
and
if
they're
really
gonna
put
it
someplace
else
buy
right
and
then
we
have
then
what's
the
big
deal.
But
if,
if
this
is
just
temporary
to
see
what
happens
and
and
they're
really
never
going
to
do
something
down
the
road,
then
I
and
that's
a
to
me
a
different
issue.
So
I
I
really
would
like
to
know
what
and
how
far
along
they
are
on
really
moving
this.
So
this
is
really
temporary
and
not
going
to
become
department.
M
H
Again
only
I
mean
you
can
put
time
limits
of
less
of
what
they're
asking
for
you
can
let
them
have
what
they're
asking
for,
and
it
has
to
be
removed
as
of
that
date,
if
they
wanted
it
permanent,
then
again
they
would
have
to
come
in
with
a
development
review
application
to
make
it
permanent
to
meet
the
code.
As
is
written
and
adopted
right
now
so
again,
the
applicant
and
their
engineer
here.
If
you
all
want
to
ask
them
specific
questions
that
would
be
up
to
council
to
invite
them
to
speak.
I.
F
A
M
It
to
me,
if
it
if
they,
if
they
can
do
it
by
right
in
another
place,
then
and
they're
really
moving
to
do
that.
It's
gonna,
be
there
one
way
or
another.
So
so
the
fact
that
it's
mobile
homes
for
display
here
or
a
couple
miles
down
the
road
to
me
is
irrelevant.
But
if
there's
really
not
going
to
be
something
down
the
road
permanent
by
right,
then
I
agree
that
this
I
would
I
would
have
a
different
opinion
about
the
temporary
use
mayor.
D
I
I
agree
with
councilman
karaski.
You
know,
I
think
one
way
the
other
is
going
to
be
on
41.,
but
I.
Think
if
we
put
the
stipulation
in
there
like
Lisa,
said
that,
after
after
the
two-year
period
it
has
to
be
gone,
then
I
would
feel
better
about
that.
I
think
it's
that
proposed
that
it's
being
done
in
the
old
Walmart
parking
lot
and
the
building
next
it
used
to
be
the
only
McDonald's
in
the
area.
It's.
L
I
think
one
of
the
conversations
when
you're
talking
about
it's
here
and
then
it
might
be
down
the
road
is
that
when
it
let's
say
it
is
it
does
go
down
the
road
there's
going
to
be
different
stipulations
associated
with
that,
probably
when
it
becomes
a
permanent
use,
type
correct
there.
H
L
A
N
On
that
sorry,
sorry
about
that,
so
in
the
development
process
here,
as
you
guys,
are
well
aware,
it's
a
long,
arduous
task
get
that
done.
There
were
literally
thousands
of
manufactured
homes
wiped
out
by
Hurricane
Ian.
Our
company
has
the
State
of
Florida
emergency
housing
contract.
So,
while
we
were
here
working
that
for
that
contract
to
get
it
started,
we
realized
how
many
manufactured
homes
were
wiped
out.
These
were
70s
80s
90s
manufactured
homes
that
are
not
built
near
to
the
codes
that
we
build
them
today.
So
we
we
also
realized.
N
This
area
is
grossly
underserved
with
anybody
to
offer
that
housing
there's
not
a
major
player
within
200
miles
of
this
of
this
area,
so
people
are
driving
from
here
to
other
areas
to
buy
their
homes
and
then
bring
them
in
so
with
what
we
do.
We
have
our
own
manufacturing
facilities,
we're
the
largest
independently
owned
manufactured
sales
sales
organization
in
the
country,
so
it
was
just
an
opportunity,
along
with
our
state
project
and
the
FEMA
projects
that
we're
helping
with
that.
We
help
people
that
have
lost
their
homes.
N
We
offer
affordable
housing
which,
if
you
talk
to
any
realtor
in
any
area,
if
somebody
is
needing
a
home
under
300
000,
and
this
part
of
the
world
is
very,
very
tough
to
find.
So
that's
what
we
offer
to
answer
your
question.
We
are
looking
at
the
top
parcel
beside
of
Tamiami,
Trail
or
Tavern.
Rather,
the
seller
would
not
extend
our
due
diligence
we're
looking
at
spending.
Eighty
thousand
dollars
just
for
the
due
diligence,
and
he
would
not
give
us
any
more
time
to
do
that.
N
So
we're
currently
looking
for
other
locations
two
years
will
give
us
time
to
First
identify
the
location.
Secondly,
go
through
all
the
due
diligence
process,
and
then
you
know
schedule
and
have
destruction
completed
construction
completed,
which
you
know
is
a
lengthy
process
here.
A
M
A
L
I
can
tell
you
that,
because
I
have
a
lot
of
people
in
my
group
that
are
from
BSIS
and
then
didn't
have
a
lot
of
concerns.
Necessarily
the
biggest
concern
was
storm
to
move
them.
You
know,
so
they
don't
become
flying
objects
of
God
forbid.
We
have
another
Ian
and
the
length
of
time.
L
N
N
You
know
no,
these
overall
pieces
of
property
that
have
no
work
due
diligence
or
anything
been
done
on
these
so
best
we're
being
told
because
of
what
everything
that's
going
on
in
Southwest
Florida
that
you're
looking
at
six
to
eight
months,
just
for
due
diligence
and
you're
looking
at
another,
you
know
six,
eight
12
months
just
to
get
the
construction
completed.
How
much
do
one
of
these
costs?
On
average,
our
homes
go
from
a
low
of
75
000
to
250.,
okay,.
M
O
O
M
P
Get
a
portion
so
we
have
the
one
percent
sales
tax,
which
is
a
portion.
It
goes
all
to
the
county
and
it's
split
between
the
county
and
the
city.
So.
P
Correct
and
then
we
also
have
municip
people
tax
sharing,
that's
through
the
state
and
again
it's
a
formula,
that's
used,
and
so
we
do
get
some
of
that.
That's
on
the
regular
sales,
like
the
six
percent
portion
of
the
sales.
P
G
As
opposed
to
two
years,
with
no
possibility
of
extension,
could
you
potentially
live
with
a
one
year
with
the
opportunity
to
request
a
one-year
extension.
N
Yes,
sir,
it
at
this
point
we're
basically
coming
out
with
what
just
anything
to
allow
our
customers
to
have
something
to
see.
We
right
now
we're
having
to
buy
individual
locations
in
the
counties
and
place
homes
there
for
people
to
see
a
lot
of
our
customers
are
older
and
we're
trying
to
make
this
a
very
easy
for
them
to
come
and
view
these,
so
we
can
replace
their
homes
as
quickly
as
possible,
so
that
would
be
a
possibility.
Yes,
sir.
F
N
A
N
We
have
I
spent
the
better
part
of
two
months
on
just
about
every
available
parcel
in
Charlotte
and
Punta
Gorda,
and
the
Tamiami
Tavern
property
was
the
one
that
fit
what
we
were
looking
for.
We
were
willing
to
do
everything
that
was
needed
to
make
it
aesthetically
pleasing
it's
just
the
landlord
would
not
allow
us
or
the
seller
would
not
allow
us
time
to
get
our
due
diligence
completed.
L
I
think
there's
a
need.
I,
think
that
you
know
you're
looking
at
car
lots
up
and
down.
41
you've
got
those
temporary
RVs
that
are
up
in
or
on
41
as
well,
so
I
wouldn't
necessarily
be
against.
This
I
would
make
a
motion
that
we
would
accept
this
with
a
one-year
stipulation
with
an
opportunity
to
renew,
but
also
stated
conditions
would
be
removal
of
all
of
the
homes
within
24
hours
of
the
pending
storm
or,
however,
that
needs
to
be
worded.
Probably
you
know.
I
M
I
I,
like
the
tax
revenue
part
of
it
and
I,
would
like
maybe
add
that
the
second
year
renewal
or
whatever,
would
be
contingent
on
them
actually
finding
it
and
closing
on
a
piece
of
property
so
I
to
me,
then
that
makes
means
it's
going
to
be
permanent.
So
I
would
add
that
to
the
conditions
that
the
in
order
for
an
extension
to
be
considered
that
they
would
need
to
close
on
a
piece
of
property,
and
in
that
case,
if
that
was
acceptable
to
you,
I
would
second
it.
M
No,
but
but
it
to
me
it
makes
it
a
step.
Further
I
would
be
way
more
comfortable
right
now
if
they
had
owned
that
piece
of
property
at
Tamiami
next
to
Tammy
a
Tavern
I
like
the
tax
revenue
piece
of
it
and
so
I'm
generally
in
favor,
but
I
I
don't
want
this
to
become
an
ongoing
temporary
situation.
It
needs
to
have
a
resolution
to
it.
So
that's
why
I
originally
said
two
years
and
no
more
one
year
with
an
extension
is
okay.
G
What's
interesting,
so
what
we're
saying
what
we're
saying
from
the
beginning
is
that
there
is
no
right
to
an
extension
and
even
when
they
come
back
to
request
an
extension,
one
of
the
conditions
will
be
that
they
have
already
closed
on
another
property.
Correct
I,
think
that
would
work.
L
I'm,
a
yes
I'm,
okay
to
amend
that
and
I
had
another
thought,
but
it's
fleeting
so
never
mind.
A
Okay,
we
have
a
motion
and
a
second
to
approve
a
one-year
use
of
the
property
with
the
conditions
stated
and
that
would
include
removal
of
any
of
the
the
units
in
advance
of
a
storm
coming
and
the
second
year.
If
they
come
back
for
a
second
year,
would
be
contingent
upon
whether
they
have
already
made
arrangements
to
purchase
a
permanent
location.
Is
that
all
correct.
A
Considerator
a
second
year:
oh
okay,
got
it
yes,
okay.
Hopefully
the
city
clerk's
office
can
figure
that
one
out.
Okay,
is
everything's,
correct.
L
K
I
O
We
can
give
it
a
shot.
That's
just
to
start
the
discussion.
O
We
had
a
request
to
put
the
Christmas
tree
specifically
on
the
agenda
for
discussion
regarding
the
condition
of
it
replacement,
Etc
and
subsequently
developed
into
the
full
discussion
on
the
Christmas
tree
event
itself
committee
Etc,
which
of
course
we
had
to
discuss
anyway.
So
just
to
start,
we
do
have
the
existing
Christmas
tree.
We
replaced
115
branches
last
year
due
to
the
squirrel
Invasion
that
we
had
to
mitigate
so
that
cost
us
about
ten
thousand
dollars.
O
So
we're
looking
right
now,
especially
depending
on
the
size
of
the
branch
at
well
over
a
hundred
dollars
per
Branch.
We
have
about
205
remaining,
so
we're
really
looking
in
the
25
to
30
000
range
if
we
were
to
replace
the
rest
of
the
branches
so
that
the
light
intensity
matched
the
branches
that
were
just
purchased
last
year,
other
than
that
we
still
have
a
Christmas
tree,
it's
functional!
It's
no
longer
up
that
will
make
some
people
happy
every
week.
I
O
We
did
get
our
bucket
truck
back
last
week.
We
had
borrowed
if
one
that
we
could
use
to
put
things
up.
We
now
have
it
back
down
with
the
truck
that
we
got
back
that
was
damaged,
so
that
is
generally
the
information
on
the
tree
itself.
Of
course,
the
committee
you've
seen
the
budget
that
was
in
the
agenda
packet
that
it
cost
annually
for
that
to
happen,
as
well
as
the
assets
that
the
committee
retains
as
a
non-profit
organization.
O
So
with
that,
we
need
some
specific
Direction
last
year
when
we
purchased
the
branches
we
purchased
them
in
February,
so
they
were
here
by
the
time
we
put
the
tree
up
we're
in
February.
Obviously,
so
we
need
some
direction
on
where
you
would
like
to
go
with
the
tree
or
not
go
if
you
want
to
use
the
same
things
that
we
currently
have,
that
will
be
in
storage
and
then,
as
far
as
the
committee,
what
you
would
like
to
do
with
the
structure
of
the
committee
involvement
of
the
city,
Etc.
D
Well,
the
only
thing
that
the
food
truck
in
front
of
River
City
I
mean
Doug
Omron
was
livid
because
he
had
people
sitting
out
there
and
he's
running
the
generators
making
them
six
and
they
had
to
move
back
inside.
So
I
think
we
obviously
but
I-
think
we
need
to
if
the
committee
is
already
in
place
and
are
willing
to
work
with
us
that
we
might
want
to
look
in
that
direction.
I
M
So
my
understanding
was
that
this
tree
was
donated
to
the
city
at
some
point
and
prior
to
that
we
didn't
have
Christmas
tree
lighting,
so
it
was
donated,
which
was
a
great
thing,
but
now
all
of
a
sudden,
the
city
is
responsible
for
maintaining
the
tree,
ensuring
the
tree,
taking
it,
putting
it
up
and
down
doing
all
of
that,
and-
and
we
never
really
signed
up
for
that.
We
were
just
given
a
tree
and
say
here
you
go
so
on.
M
There
is
a
group
but
I'm
curious
as
to
whether
there's
actually
somebody
to
lead
the
group
but
I
I
would
think
that
that,
if
that's
and
it's
important
city
I'm
not
saying
that
people
don't
like
it
and
they
love
coming
down
and
they
love
having
their
pictures.
Taken
and
all
the
rest
of
that,
but
I
don't
think
this
is
something
that
the
city
should
take
over
and
be
responsible
for.
I
think
the
city.
M
Can
the
the
committee
needs
to
be
closely
in
coordination
with
the
city
on
every
aspect
of
this
every
aspect
and
but
but
it
shouldn't
be
the
city
or
the
city
staff.
That's
actually
running
it
and
I
have
concern
that
the
city
is
being
on
the
hook
now
for
maintaining
a
tree
that
was
donated.
I
think
that
if
they
want
to
do
some
fundraising
and
and
fix
the
tree,
you
know
do
some
fundraising
and
fix
a
tree.
D
Is
correct
to
a
certain
point?
The
tree
came
about
because
the
first
two
or
three
trees
that
they
had
were
the
Charlie
Brown
trees.
They
were
really
pretty
bad
and
they
were
live
and
it
just
it
was
when
he
got
lit
and
went
oh
because
it
was
so.
My
wife
and
I
attended
the
lighting
of
the
Christmas
tree
at
Disney.
D
And
and
on
the
way
back,
she
asked:
why
doesn't
the
city
have
a
Christmas
tree
and
I
came
before
city
council
asked
them?
If
we
could
do
that,
and
they
said
yes,
so
I
went
out
on
behalf
of
the
city
and
the
board
of
realtors
and
raised
38
000
for
the
tree
costs,
31
000
and
some
change
and
the
address
was
decorations.
It
would
be
purchased
out
of
New
Orleans.
That's
how
the
tree
came
about
okay
and
then
we
donated
it
to
the
city.
D
G
You
are
in
the
Attorney.
General
was
rendered
an
opinion
that
the
city
does
have
the
authority
to
solicit
funds,
provided
that
the
funds
are
used
for
a
public
purpose,
so
that
that
really
kind
of
answered
that
question.
I
A
G
The
let
me
answer
that
question
real
quick.
F
Donna,
okay,
as
the
only
person
here
who
has
actually
run
the
event
which
I
did
in
2019,
and
it
was
basically
it
was
a
good
partnership
with
the
city.
We
had
a
committee,
many
of
the
people
who
were
on
it
are
still
willing
to
work
on
it.
We
raised
all
the
money,
but
things
have
drastically
changed.
In
my
view,
we
no
longer
have
City
Marketplace,
so
you
can't
stage
the
scope
of
an
event
that
we
did
in
the
past,
which
is
where
you
could
park
the
food
trucks
and
do
those
types
of
things.
F
F
Well
knows
that
there
was
a
lot
of
you
know:
bad
vibes
coming
towards
the
city
and
no
matter
how
you
look
at
it:
the
city
it's
branded
as
a
city
event,
and
so
in
the
past
you
had
the
benefit
of
volunteers,
raising
all
the
money
and
paying
for
the
city
services
to
put
on
something
for
the
city
which
to
me
doesn't
feel
like
that
balance
is
correct,
so
I
really
do
think
we
could
build
on
the
people
that
we
have
in
place.
I
agree
with
Carlene.
F
We
need
to
identify
a
volunteer
leader
who
could
focus
on
sort
of
the
programming
but
the
city
itself,
and
maybe
there
should
be
a
city
council
liaison
with
that
group,
so
that
we
don't
have
any
miscommunication
about
what
time
things
happen
where
they
happen
and
just
kind
of
ironed
it
out,
especially
since
we
don't
have
the
optimal
space
anymore.
M
I
completely
agree
with
what
you
say
just
I,
just
just
so
long
as
this
city
doesn't
wind
up
being
the
city's
staff
being
the
ones
to
do
this,
and
it's
coming
out
of
taxpayer
dollars.
It
should
be.
We
should
identify
a
leader,
a
liaison.
There
should
be
fundraising,
we
should
do
it.
I,
just
I'm,
not
I'm,
not
comfortable.
With
with
this
becoming,
even
though
people
think
it's
a
City
Event,
it's
not
a
city
event,
and
that
doesn't
mean
that
we
should
start
paying
for
it.
F
See
the
problem
is
as
long
as
you
put
the
city
council
I'll.
Just
be
blunt
as
long
as
you
put
the
city
council
out
there
to
light
the
tree,
no
matter
how
you
put
it
that
it's
put
on
by
the
Light
of
the
night
volunteers,
it's
a
City,
Event
yeah
I
mean
full
stop.
It
is
a
city
event.
It
is
not
that
costly
and
just
a
little
more
background
for
those
of
you
who
don't
know.
F
Although
Bill's
aware
of
this
a
couple
of
years
ago,
this
same
group
wanted
to
invest
in
a
new
tree
and
they
raised
the
funds
to
invest
in
the
tree.
Bill
contributed
I,
contributed
a
lot
of
people
contribute
in
it,
and
then
it
got
stuck
on
a
boat
because
of
supply
chain.
So
it
didn't
come
so
that's
kind
of
where
we
are
to
get
to
this
point.
F
I
mean
I'm
a
little
passionate
about
this,
but
this
is
the
only
thing
the
city
does
yeah,
that
in
terms
that
the
city
owns
and
it's
their
brand,
it's
like
the
city
looks
like
it
owns
Halloween,
but
it
doesn't.
The
city
just
enables
Halloween
to
occur
in
our
neighborhood,
but
this
thing
is
something
that
I
really
believe
we
should
try
to
make
happen
as
a
partnership.
F
I'm
delighted
that
council
members
can
raise
money,
because
that
would
make
a
huge
difference
in
terms
of
endorsement
of
the
effort
and
again
I,
don't
think
we
can
do
the
same
things
we
did
before
I'm,
not
sure
if
you
can
still
hold
children's
performances
in
in
our
constricted
space,
but
I
think
we
can
do
something,
and
that
would
be
my
vote
that
we
figure
out
how
to
do
something
good.
So.
G
G
I
I
suspect
that
instead
of
using
city
employees,
the
city
could
use
citizen
volunteers
to
actually
solicit
the
funds,
and
that
would
be
under
the
awesomenesses
of
the
city,
and
so
that
would
come
within
the
Ambit
of
the
Attorney
General's
opinion.
I
I
find
that
it
may
create
too
much
of
a
potential
conflict
of
interest.
G
If
the
city
elected
officials
was
actually
soliciting
funds,
particularly
if
it
was
potentially
someone
who
down
the
road
might
want
to
come
before
the
city
council
for
something
and
so
I
think
I
think
the
better
approach
would
be
if
it's
not
city
employees.
It
would
be
these
the
volunteers
that
are
walking
under
the
direction
of
the
city
the
city
council
can
can.
As
a
group,
you
know
advertise
the
fact
that
we're
soliciting
funds
but
individual
cities.
F
A
Think
it
should
be
a
city
event,
I
think
if
there's
going
to
be
one
event
during
the
year,
that
the
city
sanctions
and
it's
an
official
City
event
that
this
should
be
it.
This
is
something
that's
expected.
We
have
thousands
of
people
that
come
here
every
year
to
have
the
tree
lighting
event
go
on,
and
and
it
brings
a
lot
of
tax
dollars
into
the
community
and
and
it's
certainly
good
publicity
for
us
so
I,
that's
my
feeling
on
it.
Melissa.
L
I
100
agree:
this
has
to
go
on.
This
is
something
everybody
looks
for
forward
to
in
the
city.
The
way
I
think
it
should
be
run
is
the
city
should
take
over
the
tree.
I
think
that
it's
something
that
we
store
we
put
up,
we
put
down
we're
going
to
do
the
maintenance
on
it.
Etc,
however,
we
fundraise
for
that
would
would
be
fine,
but
I.
Think
the
city
at
this
point
just
needs
to
work
on
the
tree
and
figure
out
a
plan
for
at
least
this
year.
L
L
Of
at
least
we
can,
you
know,
get
that
fixed.
As
far
as
the
committee
is
concerned,
I
think
there
definitely
has
to
be
a
committee
that
you
know
has
the
vision
for
what
else
it
looks
like
down
there.
I
agree
with
not
having
City
Marketplace,
it
might
have
to
look
different
I
would
propose
that
Donna
would
sit
on
that
committee,
since
you
do
have
a
lot
of
experience
already
on
that
committee
and
just
be
a
guide
and
a
city
liaison.
L
If
you
will
not
saying
that
you
have
to
run
the
committee,
but
just
a
city
liaison
that
can
work
closely
with
the
committee
and
then
we
will
get
rid
of
any
of
that.
You
know
miscommunications
or
whatnot
and
I
think
it
would
go
a
lot
smoother
and
that's
what
I
would
propose
Mark.
M
I
I
suppose
I
could
agree
that
the
city
should
take
over
the
tree,
the
physical
tree
and
the
lighting
of
the
tree,
but
not
the
event.
The
city
should
not.
So
if
that's
what
you're
saying
then
I
agree,
let
the
the
city
and
that's
kind
of
what
I
said
in
the
beginning,
the
very
minimum
of
this,
the
city.
If
we
didn't
have
an
event,
if
there
was
no
event,
there
was
no
food
trucks,
no
bounce
house,
no,
nothing
else.
M
City
could
close
the
streets
put
the
tree
up.
You
could
show
up
push
the
button
and
that's
the
end
of
it
and
and
if,
if
a
committee
wants
to
step
up
and
then
pack
an
event
around
that
that
the
city
staff
isn't
running,
I
mean
we
don't
we're
not
event
planners,
we
don't
run
that
then
then
I
suppose
that
could
be
okay
with
that,
although
it,
it
still
seems
a
little.
M
A
A
We
can
get
get
the
Committees
to
sit
down
with
us
and
we'll
talk
about
what
our,
what
our
goals
are,
what
what
the
the
event
is
going
to
be
in
terms
of
the
scope
of
it
and
what
kind
of
responsibilities
everybody's
going
to
have
and
start
planning
it,
because
it's
not
too
early
to
do
that,
and
if
we
have
to
be
looking
for
a
tree
down
the
road.
A
I
think
that
this
last
year,
every
business
owner
that
I
talked
to
in
the
downtown
community
were
very
upset
that
there
was
no
communication
and-
and
you
know
I'm
sorry
about
that-
we
we
need
to
have
a
much
more
cohesive
unit
of
people
all
working
together
for
the
greater
good
to
make
it
a
successful
event,
and
have
it
be
something
we're
all
proud
of.
So
we
maybe
we
start
with
a
workshop
type
meeting
and
then
start
giving
out
tasks
to
different
people.
O
F
So
again,
with
the
venue
change,
I
think
you
were
you're
not
going
to
have
the
competing
interests
of
one
particular
vendor
who
had
the
the
beer
sales
and
wanted
the
band
to
keep
people
downtown
to
drink
beer
and
get
the
food
trucks
and
I
think
if
we
could
turn
it
more
into
something
with
our
local
restaurants
being
more
involved
in
having
a
bigger
opportunity
which
I
agree.
It's
it's
a
great
night
for
them
and
they
should
be
excited
about
that.
D
And
I
agree
that
a
chamber
wants
to
be
involved.
John's
told
me
that
that
so
that
could
help
get,
and
nothing
else
get
the
word
out.
The
other
thing,
too,
is
that
we
obviously
have
to
replace
those
branches.
We
can't
have
that
mixed
lighting
like
we
had
this
year,
so
that's
something
we
got
to
work
on
fairly
quickly.
O
Well,
you
can
always,
you
know,
use
Reserve
funds
and
the
question
is
I.
Guess
if
we
spend
thirty
thousand
dollars
this
year
to
replace
branches
and
squirrels
get
in
and
again
we
spend
another
10
next
year.
You
know,
we've
already
bought
a
new
tree
and
you
know,
should
we
look
at
a
new
tree
if
we're
going
to
spend
that
level
of
funds,
but.
O
Exactly
you'd
have
to
give
the
okay
right
now
and
I
do
have
two
things:
I'll
raise
my
hand.
I
O
One,
of
course,
the
latitude
the
city
has
currently
is
city
council
as
a
concession
for
an
event.
That's
not
an
event,
has
the
latitude
when
and
where
to
close
the
streets.
So
that's
one
thing
the
city's
already
involved
in
and
of
course,
we
also,
then,
because
of
the
caliber
of
event
require
fire
and
police
support
to
be
at
the
event.
That's
another
thing
that
the
city
of
course
does
and
was
paid
for,
but
could
do.
O
But
the
second
question
was
with
fundraising:
for
Council
is
city
council
able
to
or
city
in
general
I'll
say
to
encourage
fundraising
events
or
fundraising
for
this
event
to
support
the
501c3
late
up
the
night
committee?
Without
directly
accepting
the
funds
and
having
to
manage
those
funds,
we
can
encourage
people
to
contribute
to
United
Way.
We
can
encourage
them
to
contribute
to
the
tree
lighting
committee
without
physically
accepting
the
money.
F
L
Correct
me:
if
I'm
wrong,
let's
say
that
today
we
make
a
decision
that
we're
allocating
x
amount
of
money
from
wherever,
via
the
city,
to
get
the
tree
up
and
running,
because
we
are
under
a
time
crunch.
But
if
we
then
the
501c3
goes
out.
Let's
say
you
know
ten
thousand
dollars
and
then
501c3
says
well:
we've
raised
that
ten
thousand.
L
They
can
give
that
back
to
the
city
right,
so
essentially
it
could
be
almost
a
wash
or
a
loan
or,
however,
you
want
to
word
it,
but
we
could
allocate
the
money
today
and
then
try
to
fundraise
against
it
to
get
that
money
back
in.
So
that
way
the
city
didn't
really
pay
for
it.
We're
just
kind
of
fronting.
M
M
F
Well,
I
think
it
needs
to
be
replaced
and
I'm,
not
the
tree
expert,
but
I
think
the
tree
that
we
had
envisioned,
maybe
more
tree
than
we
really
needed.
I
mean
it
was
very
interactive
and
it
did
lots
of
stuff
and
I
personally
was
worried
about.
Could
we
wire
for
it?
Could
we
program
it
so
I'm
sure
we
can
get
a
nice
tree
that
doesn't
cause
that
much.
M
O
By
December,
that
would
be
the
next
question:
can
we
get
the
tree?
Can
we
get
branches
if
we
can't
get
the
tree
we'll
have
to
find
that
out
immediately?
If
you
approve
well.
F
L
N
L
I
was
going
to
say
just
to
kind
of
move.
The
conversation
along
is
I.
I
feel
like
we're
kind
of
moving
in
the
right
direction.
Is
there
a
way
that
by
next
council
meeting,
don't
kill
me
staff
if
we
could
find
out?
If
that
is,
is
a
true
new
tree
even
possible,
and
then
at
least
we
have
that.
So,
if
you
say
nope
no
trees
and
then
we
go
to
plan
B.
O
O
A
difficult
one,
but
in
a
pinch,
if
you
had
to
do
it,
you
could
do
it
for
a
year,
but
we
can
certainly
the
branches
are
a
little
different
simply
because
we
have
a
tree
and
they
have
to
be
consistent
with
that.
It's
not
like
buying
a
new
tree,
so
they're
a
little
bit
less
complicated.
But
still
you
know,
do
you
spend
fifteen
hundred
dollars,
fixing
your
refrigerator
or
1800
buying
a.
O
F
Then
we
just
comment
on
the
tree
because
I'm
looking
at
Patty,
Ellen
Fisherman's
Village,
has
lots
of
decoration
experience.
So
maybe
they
have
some
thoughts
that
we
could
tap
into
on
a
source,
perhaps
for
a
treat.
C
H
Hi
Lisa
hannon's
owning
official.
We
can
look
into
where
they
were
going
to
order
the
tree.
The
light
up
the
night
was
going
to
order
the
tree.
We've
got
that
presentation
again.
It
doesn't
have
to
be
the
scope
of
that
tree.
I.
H
H
We
have
to
have
it
delivered
usually
no
later
than
like
October
1st,
because
we
start
putting
that
up
our
little
minute,
October
November,
with
the
staff
that
we
have
available.
So
we
have
to
make
sure
we
have
that
availability
to
have
it
delivered,
confirmed
delivery.
That's
why
the
last
tree
when
it
was
stuck
on
a
boat
somewhere,
it
got.
H
Into
Houston,
or
something
like
that
that,
but
that's
why
it
got
canceled,
because
there
was
no
guarantee,
we
would
have
it
by
the
deadline
for
staff
to
be
able
to
put
it
up
and
make
sure
it
was
functioning
properly.
P
And
Simeone
Finance
director,
so
in
our
budget
we
do
budget
a
certain
amount
for
holiday
decorations
already,
so
we
will
have
some
funds
already
in
the
budget.
We
just
may
need
additional
funds
for
the
purchase
or
even
for
the
the
branches,
but
we
would
come
to
you
once
we
know
what
the
dollar
amount
is.
Okay,
great.
A
We
really
appreciate
that
very
much
I
know
it's
a
lot
of
work
and
it's
a
labor
of
love,
so
we,
but
but
it's
a
great
event
and
everybody
in
the
community
just
really
loves
and
supports
it.
So
that's
a
good
thing:
okay,
anything
else
before
we
move
on
okay.
Thank
you
great
discussion.
Okay.
The
next
item
is
the
Lashley
Park
event
permits.
O
Again,
just
to
kick
off
conversation
there's
been
several
questions
about
who
is
allowed
to
close
off
the
harbor
walk
and
Lashley
Park
completely
versus
ones
that
come
into
Council
for
approval,
provided
you
and
highlighted
some
areas
from
the
zoning
official
that
was
done
last
year.
You
can
see
in
the
history
of
the
discussion.
O
Some
have
been
approved,
some
have
not
been
approved
and
then
others
have
made
specific
requests
and
had
input
that
said,
generally
tracking
attendance,
paying
an
entry
fee
et
cetera,
being
able
to
manage
all
that
is
really
why
they
like
to
close
the
whole
part.
There
are
several
events
that
close
it
almost
by
rate.
At
this
point,
and
one
of
the
reasons
this
becomes
more
pertinent
is
because
without
City
Marketplace
more
events
are
moving
into
a
flashlight
Park
and
that,
of
course,
then
encumbers
the
park
much
more
times
than
was
previously
seen.
O
So
we
have
a
lot
of
people
coming
in,
especially
during
season
when
the
park
is
encumbered
that
are
going
to
the
park
and
find
out
that
there
are
certain
things
they
can
or
cannot
use,
depending
on
what
event
is
in
the
park.
So
the
question
being,
given
that
how
does
council
want
to
address
Park
closures
moving
forward?
Do
you
want
to
allow
the
same
ones
that
have
closed
apart
before
to
completely
close
the
part?
Do
you
want
there
to
be
a
standard,
fencing
plan
that
everyone's
required
to
use?
O
That
leaves
the
amenities
open,
of
course,
there's
fireworks
in
there.
That
certainly
are
required
as
a
safety
precaution
to
close
that
part
of
the
park
when
the
fireworks
are
being
displayed.
Of
course,
they're
visible
from
you
know
widely
visible.
So
that's
not
really
an
issue.
The
issue
is
more
Park
amenities
and
when
they're
closed
and
when
they're
not,
and
how
you
want
to
see
that
moving
forward.
L
Melissa
I'll,
be
very
blunt:
I,
don't
find
that
this
has
to
be
a
long
conversation
I
think
the
only
time
that
we
should
be
closing
amenities
off
from
our
public,
we're
not
in
a
public
place,
is
going
to
be
for
the
fireworks,
which
is
a
safety
concern.
L
I
wasn't
on
Council
before
the
decisions
were
made,
I
find
it
is
making
it
confusing.
We
have
a
brand
new
Splash
Pad
going
in.
We
have
parking,
that's
going
to
be
restricted
when
they
people
certain
people
close
it
off.
I,
just
don't
find
that
it's
it's
valuable
to
our
citizens
when
they
want
to
come.
I've
heard
some.
You
know
different
things
about.
Well,
it's
a
security
issue.
Well
I
mean
listen!
It's
a
it's.
A
park
in
the
outside
I
can
put
my
chair
anywhere
and
still
hear
your
music.
D
A
Having
been
the
only
council
member
that
was
on
Council,
when
we
made
a
lot
of
these
previous
decisions,
we
made
a
concerted
effort
to
not
close
the
park
to
the
residents
of
the
city,
who
use
that
Park
Harbor
walk
every
single
day
and
we've
had
thousands,
and
thousands
of
people
complain
every
time
we
do.
There
were
only
two
events
that
that
were
unanimously
supported
for
the
closure.
One
was
the
Fourth
of
July
fireworks
and
the
other
was
the
one
in
jazz
festival
other
than
that
I.
A
Don't
see
any
reason
why
any
of
these
other
festivals,
we
need
to
close
the
harbor
walk.
The
wine
and
Jazz
Festival
is
an
exceptionally
different
event
because
of
the
configuration
of
their
event
because
of
all
of
the
equipment
and
because
of
security
reasons,
because
of
the
caliber
of
the
entertainment
that
comes
in,
who
are
National
entertainers.
That
was
the
only
other
one
that
was
ever
given
special
dispensation
and,
and
quite
frankly,
they
haven't
had
the
event
at
Lashley
park
for
a
couple
of
years.
A
So
that
may
not
even
be
a
consideration
any
longer,
but
that
was
one
of
the
only
events
that
was
a
regular
annual
event
other
than
Fourth
of
July.
That
really
were
given
special
dispensation.
The
rest
of
the
events,
in
my
humble
opinion,
I,
don't
think
we
need
to
close
the
harbor,
walk
and
I
think
we
need
to
keep
the
public
restrooms
open.
We
need
to
keep
the
playground
open.
L
M
I
I
agree:
if
it's
the
only
time
it
should
be
closed
should
be
if
there's
fireworks
involved
and
that's
because
of
the
fire
marshal
and
safety
issues,
but
other
than
that.
It
should
be
consistent.
A
lot
with
everyone,
with
no
exceptions
and
and
do
we
need
to
formalize
that
with
some
kind
of
a
resolution
or
an
ordinance
or
or
something.
L
So
I
will
make
a
motion
that
the
the
park
is
not
public.
Amenities
are
not
shut
down
for
any
event
other
than
Fourth
of
July
because
of
safety
concerns.
So
that's
correct.
M
H
H
A
M
O
O
Well,
there's
a
couple
other
things
also
and
you're
right.
If
someone
was
there
for
three
days
and
they
have
fireworks
at
the
end
of
their
event,
it
doesn't
really
mean
everything
has
to
be
closed
for
three
days
right.
So,
if
generally,
when
you
look
at
the
manual
where
it
specifically
says
that
there
are
certain
events
permitted
at
this
point-
and
it
says,
events
in
Gilcrest
Park
must
leave
the
harbor
walk
open
to
the
public
at
all
times
no
exceptions.
So
this
does
make
it
consistent
with
that.
G
Requires
the
yeah
I
think
well,
first
of
all,
legally,
there
is
no
difference
between
a
voice
motion,
that's
made
by
the
city
council
and
a
resolution,
that's
ultimately
adopted
by
city
council.
So
today
the
action
you
can
take
and
I
think
what
what
you
really
wanted
to
I
think
the
best
action
to
take
is
that,
with
the
exception
of
the
Fourth
of
July
fireworks,
the
harbor
walk
shall
not
be
closed
for
any
event
yep.
So
that's
the
policy.
Now
it's.
G
Diagram,
that's
fine.
However,
we
want
to
make
your
motion
now
that
doesn't
preclude
you
from
in
the
future.
Let's
say
the
president
wants
to
come
for
a
visit
and
in
the
in
the
so
and
the
Secret
Service
wants
to
close
down
the
harbor
for
them.
G
For
you
to
come
back
and
say:
okay,
we're
going
to
deviate
from
that
policy
that
we've
accepted
and
adopted
by
resolution
and
into
the
events
manual
to
make
a
deviation
on
a
case-by-case
basis,
but
but
it
will
be
ultimately
to
the
discretion
of
the
city
council,
where
they
want
to
entertain
that
that
deviation
and
it
would
have
to
come
on
as
an
agenda
item.
A
G
You
can
make
a
motion
today
that
will
be
effective
immediately
and
then,
ultimately,
the
events
manual
will
be
updated,
which
would
be
adopted
by
a
resolution
so
that
it's
available
to
the
public
in
general.
A
D
I
I
A
We
have
a
motion
in
a
second
to
approve
the
new
policy
which
which
states
that
the
harbor
walk
shall
be
remain
open,
as
well
as
all
the
public
amenities,
including
restrooms,
the
splash
pad
the
playground,
parking
and
and
also
marriage
point
is
on
the
other
side
of
that
as
well.
So
all
of
those
amenities
will
remain
available
and
open
to
the
public,
with
the
exception
of
the
Fourth
of
July
fireworks.
Yes,
yes,.
M
A
A
The
next
item
on
our
agenda
is
fiscal
year,
2023-2027
long-range
financial
plan
Christian.
Thank.
P
You
Chris
and
Simeone
Finance
director.
This
is
the
start
of
our
fiscal
year.
24
budget
discussions
feels
like
we
just
wrapped
up
fiscal
year
23,
even
though
it
was
back
in
September.
P
The
first
part
of
the
presentation
is
our
fiscal
forecast,
which
is
basically
our
fiscal
year
three.
What
was
in
our
fiscal
year
23
budget,
so
those
performers
have
not
been
updated
since
the
budget
process,
so
I'm
just
going
to
try
and
highlight
some
of
the
specific
items
and
just
move
through
these
very
quickly.
So
for
the
general
fund,
we
have
a
3.95
millage
rate
and
we
estimate
five
percent
increase
in
property
tax
revenue.
We
are
currently
using
arpa
funds
and
operating
reserves
to
balance
the
budget.
Through
fiscal
year
27.
P
we
did
have
the
estimated
Grant
revenue
for
the
seven
firefighters.
We
will
be
moving
out
six
of
the
firefighters
to
24
to
26,
because
we
had
budgeted
for
the
grant
at
75
of
the
cost.
We
were
able
to
move
forward
with
hiring
one
firefighter
to
help
out
with
people
that
are
out
of
the
office.
At
the
moment.
P
Our
expenditures
are
our
general
percentage
increases
that
we
use
every
year
until
we
find
out
you
know
as
we
get
closer
to
budget
if
any
of
those
need
to
be
adjusted.
P
Capital
outweighs
at
840
000
per
year
again
to
fund
our
five-year
Capital
outlay
program,
our
drainage
programs
three
hundred
thousand
per
year
and
the
paving
program
is
459
000
per
year.
P
P
P
On
the
expenditure
side,
the
debt
is
per
serve
per
our
loan
agreements
and
the
facilities
maintenance.
We
do
have
78
500
average
per
year
for
Harold,
Court,
Center
and
60
000
annually
for
the
Lashley
Park
amenities
and
again
this
is
the
CRA
pro
forma.
With
the
three
separate
divisions,
the.
It
is
important
to
note
that
we
do
expect
that
we
would
possibly
be
able
to
pay
off
The
Debt
Service
in
fiscal
year
25
and
sunset.
The
CRA.
P
For
the
utilities
funds
again
we're
using
a
3.75
rate
increase
with
estimated
half
a
percent
growth
per
year.
Water
impacts
are
covering
the
partial
Debt
Service
on
the
RO
plant.
Wastewater
impacts
reimbursed,
partial
Debt
Service
on
the
treatment
plant,
improvements
that
are
coming
up
and
the
anticipated
subject
to
sewer
annual
assessments
was
moved
out
to
fiscal
year.
2027.
P
P
So
when
you
do
look
at
the
proforma
we're
good
through
fiscal
year
2025
and
fiscal
year,
2026
we
do
get
a
little
low
in
reserves
and
then
obviously
in
27
there
are,
there
are
still
a
lot
of
moving
Parts
in
this
pro
forma.
P
The
filtration
rehab
project
is
being
done
in
phases
so
that
might
move
out
some
of
the
debt
service
that
is
needed
for
that
project.
We
do
budget
conservatively,
so
our
divisions
do
try
to
turn
back
some
of
their
budget
at
the
end
of
the
year.
So
we
think
we
would
still
be
okay,
at
least
through
fiscal
year
26,
if
not
through
2027,
as
we
move
forward
again.
We
are
also
looking
for
grant
opportunities
for
the
treatment
plant
and
septic
to
sewer
projects.
M
I
will
I
will
just
say:
I'll
say
it
here,
but
it
applies
to
this
and
some
other
funds
that
I
am
very
concerned
about
the
reserve
situation
on
some
of
these
funds
in
the
out
years.
I
I
know
there's
a
lot
of
moving
Parts
I
know:
there's
Revenue,
that's
not
included.
I
know
that
there's
a
lot
of
stuff,
but
just
if
we're
on
the
record,
that's
a
very
big
concern
for
me.
Yep.
P
For
the
sanitation
fund,
we
have
an
estimated
six
percent
rate
increase
for
recycling
we've
seen
that
go
up
every
year.
So
far,
currently
the
proforma
does
show
a
dollar
per
month
rate
increase
for
the
refuse
and
yard
waste
each
year,
an
estimated
half
a
percent
growth
again.
We
hope
that
when
each
year
that
the
division
is
turning
some
funds
back
and
that
they're
exploring
some
alternatives
to
what
can
we
do?
You
know,
especially
on
the
recycling
side.
P
P
P
As
so
again
we'll
be
working
with
procurement,
we'll
have
to
just
get
the
scope
of
work
scheduled
and
go
out
to
bid
for
that,
because
again,
that
was
under
contracts
that
are
already
closed
out
originally
because
it
took
so
long
to
get
the
permit.
A
P
We
do
have
to
move
it
forward,
not
only
for
that,
but
for
the
FEMA
funding,
because
they
contact
me
weekly
and
believe
me
they're,
very
happy.
We
got
our
permit
and
they're
like
asking
the
same
question.
Yeah.
A
P
So
the
GI
Canal
maintenance
fund,
the
channel
and
Shoreline
improvements
to
the
spoils
site
and
the
Ponce
de
Leon,
Inlet
wadding
and
judging
project
is
still
on
hold
and
there
you
see
the
performa
for
that
and
again
just
a
graphical
and
it's
important
to
note
that
with
hurricane
Irma,
we'll
be
looking
at
this
as
hurricane
Ian,
we'll
be
looking
at
this
because
again,
the
each
Canal
maintenance
fund
is
going
to
have
to
fund
their
portion
of
the
12
and
a
half
percent
of
the
seawall
repairs.
P
P
O
P
We
had
a
hundred
dollar
additional
assessment
on
the
for
the
canal
and
it
was
supposed
to
be
four
years,
but
then
FEMA
did
raise
the
amount
that
they
provided
from
75
to
90
percent.
So
we
were
able
to
cut
that
off
after
two
years.
P
Well,
Ashley
Park
Marina
fund.
Again,
there's
no
change
in
fees
in
the
current
performa,
however,
we
were
instructed.
We
will
be
looking
at
that
during
this
budget
process
to
maybe
increase
the
rental
fees
with
other
to
be
consistent
with
others.
In
the
area
we
do
have
Grant
revenue
for
pump
out
boat
operations.
O
Again,
with
Ashley
Park
Marina,
we
have
a
lot
of
work
that
needs
to
be
done
there,
we're
waiting
for
the
engineering
study
to
come
back.
We
have
Mooring
balls,
we
have
the
fishing
pier
that
has
severe
deterioration.
We
have
damage
from
Irma
a
lot
of
things
that
need
done
to
bring
that
Marina
back
up
to
acceptable
standards.
P
So
we
did
have
the
building
fund.
Permit
revenues
are
estimated
two
percent
increase
per
year.
Other
revenues
really
had
no
change.
Their
current
Personnel
is
12
full-time
employees,
although
we
do
have
a
temp
employee
in
there
right
now
as
well,
helping
with
our
hurricane
Ian
projects,
contractual
Services
increases
59
000
for
specific
discipline,
reviews
as
well
as
increase
in
trading
and
travel
due
to
the
newer
staff
again,
here's
their
particular
pro
forma
and
we'll
again
be
looking
at
their
personnel
as
we
move
through
the
budget
process.
O
And
that's
a
good
example
of
where
having
adequate
reserves
allowed
some
changes
that
needed
to
be
made
immediately,
given
our
permit
load
after
Ian,
et
cetera,
for
example,
a
queuing
system.
If
you
go
in
there
now,
you'll
see
a
queuing
system,
that's
been
put
in
place.
Different
software
needs
include
online,
permitting
so
they're
not
physically
coming
in
for
specific
permits
that
that
wasn't
available
for
those
type
things
we're
all
addressing
as
we
move
into
the
24
budget
also.
P
A
regular
expenditures
are
three
percent,
except
certain
ones
that
we
kept
flat
in
here
in
this
performa.
You
can
see
again
in
fiscal
year,
27
we're
a
little
too
low
there.
We
would
have
to
make
some
adjustments
at
that
point.
P
The
additional
five
cent
gas
tax,
which
is
our
fund,
that
houses
the
paving
program,
two
percent
estimated
increase
in
the
tax
revenue,
the
459
000
that
is
transferred
from
the
general
fund
and
it
ranges
from
745
000
to
780
000
per
year.
Again.
This
is
some
an
area
where
we
may
have
to
look
at
a
higher
transfer
from
the
general
fund
because
of
the
cost
escalations
in
the
paving
program,
we're
getting
less
and
less
done
per
year.
P
So
there's
a
performa
and
again
let
me
just
give
you
a
little
update
on
our
strategic
plan.
P
Again,
it's
an
outcomes-based
annual
plan,
we're
focusing
on
meeting
the
goals
and
objectives
of
the
council
developing
the
operating
impacts
of
each
Capital
Improvement
project.
Again
looking
at
staffing
needs
not
just
in
for
the
current
upcoming
year,
but
over
the
five-year
term
equipment
needs
again
we're
trying
to
have
a
better
understanding
over
time
to
maintain
assets
and
enhance
programming
provided
to
the
community
and
and
in
fiscal
year,
20
24
or
fiscal
year
23
for
the
24
budget.
O
Again,
one
of
the
things
that
impact,
certainly
everything
that
we're
looking
at
now
is
projected
growth
in
the
area.
A
lot
of
people
have
heard
numbers
and
we'll
hear
them
in
upcoming
meetings
about
how
many
people
we
can
expect
to
impact
the
city
in
the
next
five
years,
for
example,
and
that
impacts
everything
from
Public
Works
to
Public
Safety,
specifically,
fire
risk
police
response
times
Etc.
So
we
need
to
be
aware
and
address
all
of
that
as
we
move
forward.
P
And
these
are
some
of
the
budget
issues
that
again
they
were
trying
to
keep
in
the
Forefront
as
we
develop
our
budget
and
I
mean
from
there
so
again
items
that
weren't
included
in
these
proformas
that
were
developed
during
purposely
year.
23
budget
is
the
hurricane
e
in
recovery.
P
Again,
everyone
has
been
experiencing
that
we're,
seeing
it
everywhere.
Labor
product
Services
vendors
are
requesting
higher
than
normal
increases
again
you've
seen
some
of
those
brought
to
council
procurement
monitors
those
for
any
turnarounds.
So
again,
if
we
see
anything
coming
down,
we
will
work
with
that
vendor
to
kind
of
bring
those
back
down
to
a
more
acceptable
level.
P
We've
been
discussing
reopening
the
general
employees
defying
benefit
Pension
Plan
again
as
a
way
to
retain
our
employee
and
staff.
So
we'll
review
for
the
appropriate
multiplier
and
employee
contribution
rate,
and
there
might
be
a
possible
one-time
election
for
current
employees.
The
general
employees
to
change
from
the
defined
contribution
plan.
P
Departmental
restructuring
service
level,
enhancements
and
or
Staffing
increases
again
we
have
a
current
Five-Year
Plan,
but
we
will
reevaluate
it
depending
on
how
the
performer
looks.
Sometimes
we
have
to
move
staff
up
or
move
staff
back.
All
that
will
be
looked.
We
do
have
to
really
evaluate
the
current
growth
again
with
the
public
Staffing
and
again
continue
to
look
for
those
grants.
P
P
Under
the
PGI
Canal
maintenance
fund,
again
we
talked
about
the
rip
rap
mitigation
depending
on
how
quickly
we
can
do
this,
we
may
just
be
able
to
do
an
interfund
loan
versus
borrowing.
From
that
line
of
credit
we
had,
which
would
save
us
a
little
bit
on
interest
hurricane
Ian.
There
was
approximately
6.5
miles
of
damaged
sea
wall.
Again
we
talked
about
the
percentages
needed
for
that
particular
replacement
and
repairs,
and
the
proposed
rate
assessment
changes
will
be
reviewed
and
presented
during
the
budget
process.
A
Question
under
the
rip
mitigation
permitting
approved,
we've
got
a
big
pot
of
money
that
FEMA
gave
us
to
pay
for
that.
What
are
we
talking
about
with
regard
to
an
inner
fund
loan.
O
A
A
P
A
P
Bsi,
basically,
is
almost
the
same
as
the
last
slide,
except
they're
at
about
half
a
mile
of
damaged
sea
wall
and
again
we'll
look
at
the
channel
Corner
widening
staging
lot
purchase
the
purchase
projects
during
the
budget
process.
P
Utilities,
funds:
we
have
the
wastewater
treatment
plant
expansion
again,
the
total
estimated
project
cost
was
78.2
million,
with
approximately
71
million
of
that
was
construction.
We
have
applied
for
the
state
revolving
Loan
Fund
in
December
of
2022,
and
we
continue
to
explore,
grant
opportunities
and
other
EPA
loans
that
might
extend
the
the
term
of
the
loan
perceptive
to
sewer.
Again,
we
push
that
out
to
fiscal
year,
2027
pending
grant
funding,
because
that
was
needed
as
part
of
the
financial
plan.
O
I
will
just
mention
on
subject
to
sewer.
We've
moved
that
forward
again
with
the
delegation,
as
you
well
know,
and
I
also
have
a
meeting
with
the
Charlotte
Park
Community
Association.
It's
in
March
I
think
it's
the
20th
in
the
evening
just
to
go
over
where
we
were
with
our
preliminary
engineering
reviews
and
total
cost
and
assessments
that
would
be
needed
and
just
to
keep
that
on
their
radar.
In
case
we
need
to
move
that
forward.
P
Building
fun
again,
we've
seen
a
high
volume
of
permits
due
to
the
hurricane.
We
did
talk
about
the
temporary
staffing
that
was
hired
and
again
we're
trying
to
focus
on
technology,
the
queuing
system,
digital
review
of
plans,
expanding
online
payments
and
again
we
need
to
review
staffing
needs
there.
A
A
Q
For
the
record
Joe
Mobile,
Urban,
Design,
director
and
for
the
building,
it
depends
on
the
permit.
Some
of
them
are
online.
Some
of
them
are
not
we're
working
to
improve.
That
I.T
is
looking
into
several
additional
programs
that
work
with
our
with
our
system
currently
and
we're
expanding
that
as
we
as
we
speak.
So.
Q
Can
apply
for
your
sod,
you
can
apply
for
a
smaller
program
permits.
Q
Q
Roofs
is
what
we're
currently
working
on
now
to
to
try
to
push
that
along,
but
it
it
my
mind,
went
blank
well.
Q
A
Okay,
because
there's
such
a
backlog
on
roof
tile
and
all
that
other
stuff-
and
somebody
even
asked
me:
why
have
we
not
considered
allowing
shingle
roofs
in
Punta
Gorda
because
because
we're
waiting
on
such
a
backlog
of
tile
and
even
metal
roof
supplies
at
this
point?
So
it
I
know
it's
code,
but
right.
Q
P
So
again
for
the
sanitation
fund,
we
just
again
need
to
go
over
our
recycling
program
and
what
we
can
do
there.
We
do
keep
seeing
increasing
costs,
especially
in
the
labor
land,
landfill
and
fuel.
P
Again
rates
are
not
adequate
to
fund
the
future
equipment
replacement
needs
in
later
fiscal
years.
So
again,
that's
why
the
proforma
was
showing
some
increase.
Is
there
capital
projects
again
we're
experiencing
increased
costs
and
lower
bid
responses?
So
and
again
it
falls
into
some
of
the
same
same
type
of
issues
we've
already
seen:
labor
shortages
supply
chain,
material
shortages
and
again
we
have
a
high
demand
right
now
for
infrastructure
projects
in
our
area
due
to
Hurricane
Ian,
as
well
as
the
American
Rescue
plan
funding
in
Southwest
Florida.
A
Kristen
so
one
big
question:
every
year
for
the
last
couple
of
years,
we
have
had
a
surplus
of
money
from
a
previous
calendar
year
or
fiscal
year
that
we
rolled
into
the
reserve
account
because
it
was
left
over
if
we
don't
have
to
use
that
money
for
anything
else.
What
is
the
amount
of
that
money?
That's
sitting
there
from
2022.,
so.
P
I,
don't
have
that
number
for
you
today
we're
still
finalizing
our
year-end
entries.
P
There
is
a
surplus,
but
some
of
it
is
being
used
already
saved
for
our
the
payment
of
the
employees
for
the
Emergency
pay
from
Hurricane
Ian.
So
you'll
see
that
at
the
beginning
of
the
year,
so
we're
already
looking
at.
We
may
have
to
use
some
of
those
funds
to
cover
those
types
of
items,
as
well
as
the
hurricane
Ian
funds,
but.
A
O
O
Okay
and
we
do
when
you
look
at
some
of
the
slides,
especially
the
graphical
representation,
when
you
see
reserves
used
in
some
cases,
it's
a
planned
use
of
Reserve.
So
if
we
have
more-
and
we
know
at
the
end
of
the
five
year
period,
we
want
to
hit
a
certain
Target-
we
may
have
reserves
that
are
used
as
part
of
the
budget
process
intentionally.
So
just
because
you
see
them
used
doesn't
mean
that
something
happened
that
we
have
to
use
reserve.
O
Some
of
that
is
planned
because
it
is
cash
sitting
there
and
if
we
have
I'll
use
the
word
Loosely
in
excess
of
that,
then
we
can
use
that
as
part
of
our
budget
process.
Yeah.
P
And
we'll
be
bringing
that
back
to
you
all
that
Reserve
discussion
when
we
come
back
and
talk
about
the.
P
O
I'd
just
like
to
say
I
know,
Steph
puts
a
lot
of
effort
into
coming
up
with
their
budgets
and
supplying
information
to
Kristen
and
finance
and
Kristen
puts
all
that
together
and
not
only
puts
it
together.
Well,
but
as
a
cohesive
product
that
gets
us.
The
government
Finance
officers
Awards
because
it's
transparent
to
the
general
public,
and
not
only
does
she
put
it
together,
but
then
she
explains
it
and
you
know,
makes
us
look
like.
We
know
what
we're
talking
about.
O
A
A
So
this
is
the
time
for
anybody
who
has
something
on
their
mind
that
they
would
like
to
have
added
to
the
agenda
list
and
I'll
I'll
share
with
you.
What
I
have
written
down
I
have
several
things.
A
They
had
a
the
County
Commissioners
had
a
workshop
a
couple
weeks
ago,
and
they
did
agree
to
put
the
parking
garage
at
the
event
center
on
the
the
burner
for
year.
2028.
A
A
Well,
we
should
be
also
talking
about
the
26
2026,
one
percent
sales
tax
when
it
comes
back
up
for
Renewal,
because
that's
only
a
couple
years
away
now
and
what
items
we
may
be
wanting
to
have
both
City
and
county-wide
on
our
on
our
wish
list
for
those
projects
we'll
talk
about
septic,
to
sewer
opportunities
to
work
together,
because
that's
certainly
something
that
crosses
over
from
one
to
the
other.
A
The
baynard
road
connection
has
got
to
be
something
that
we
put
on
that
conversation
because
they're
getting
ready
to
very
shortly
shut
down
the
crossover
at
Rio
Villa.
So
that's
going
to
cause
a
major
traffic
problem
and
also
some
of
the
other
fdot
changes.
A
The
the
recent
open
house
that
they
had,
needless
to
say,
did
not
share
a
lot
of
information
with
anybody.
It
was
just
just
that
it
was
an
open
house.
There
was
nothing
that
was
a
formal
presentation
made
or
anything
like
that,
and
I
was
also
told
that
somebody
saw
on
one
of
the
diagrams
that
they're
looking
at
a
stoplight
at
Esplanade.
D
Traffic
light
at
and.
A
41
Southbound
so
I,
that's
a
new,
a
new
one
on
me,
so
I'm
gonna
I've
got
an
mpo
meeting
on
Friday
I'm
gonna
have
to
see.
If
anybody
knows
anything
about
that,
because
that's
the
first
time
I've
heard
that,
but
you
know
things
keep
changing
with
their
plan.
They
keep
tweaking
it.
So
we
need
to
keep
on
top
of
that.
Also.
A
What
recently
Service
surfaced
with
fdot
is
that
they
once
again
brought
forward
the
what
do
they
call
it:
a
lane
diet
on
a
lame
diet
on
eastbound,
Olympia
and
eastbound
Marion,
or
it
would
be
westbound
Marriott,
which
is
not
something
we
really
need
or
want
to
have,
because
Elaine
diet
simply
stated
is
taking
a
lane
out
of
service
and
using
it
as
a
bike
lane,
which
is
not
acceptable,
since
that
is
a
hurricane
evacuation
route,
so
I
put
them
in
touch
with
Greg
and
he's
been
talking
with
them
and
we're
hoping
to
get
that
taken
off
the
off
the
plate
entirely,
because
that's
something
that's
been
back
and
forth
a
couple
of
times
it's.
A
It
started
a
couple
of
years
ago
as
at
the
staff
levels
talking
with
fdot,
and
it
is
not
something
we
want
to
have
happen.
So
we've
both
made
it
very
clear
to
fdot
that
that
is
not
something
we
want
them
to
even
consider
getting
into
the
design
and
Engineering
phase
about,
because
we
need
that
lane
for
all
the
expansion
that's
going
on
in
the
city
and
the
county
and
all
the
traffic
that's
going
to
be
coming
over
the
bridge
for
sun
seeker
and
any
other
developments.
A
We
may
have
coming
down
the
pike,
so
we
definitely
don't
want
to
take
Elaine
out
of
service.
If
anything,
we
may
want
to
be
widening
roads
at
some
point
also,
the
traffic
light
at
Burnt,
Store
Road
and
at
the
Home
Depot
driveway,
that's
something
that
has
been
committed,
but
it
has
to
be
funded.
So
we
do
have
money
set
aside
a
partial
funding
for
it
in
our
one
percent
sales
tax
program
in
our
tier
b
list
of
projects.
A
So
if
the
county
can
work
with
us
and
also
Pony
up
some
money
to
help
pay
for
that,
that's
something
that
has
been
promised
to
the
residents
of
Burnt
Store
road
and
it
hasn't
happened.
Yet
I
went
to
the
burn,
store,
Road
Corridor
Coalition
meeting
two
weeks
ago,
and
they
they
were
asking
about
that
and
as
well
as
speed
control
on
the
road.
A
So
well,
we
have
a
joint
mpo
meeting
on
Friday
this
week
with
the
Lee
County
mpo
and
that'll
be
one
of
the
topics
of
conversation
talking
about
the
Burnt
Store
Road
Corridor,
because
they're
still
planning
on
doing
the
widening
on
the
Lee
County
side
of
of
Burnt
Store
Road
out
that
direction.
So
that's
one
of
the
things
I
had
and
also
last
but
not
least,
the
day
docs
at
the
Event
Center
I
know
that
the
boaters
Alliance
has
been
asking
for
that
for
quite
some
time.
O
Of
course,
we
have
an
annual
presentation
that
we'll
be
making
there
that's
required
to
beat
Commissioners.
We
have
a
10-day
window.
Of
course,
it's
emailed
after
we
get
our
budget
processes
complete,
and
then
we
have
to
follow
with
a
formal
presentation
during
the
CRA
discussion.
That
would
also
be
a
time
that
we
can
discuss
the
parking
deck
and
parking
and
different
things
that
are
applicable
to
CRA,
even
with
the
one
percent
sales
tax.
We
may
have
things
like
the
fishing,
pier
and
different
things
that
you
know
Marina
issues
that
we
might
want
to
discuss.
O
Was
the
state
policy
brief
that
you
had
from
the
center
of
coastal
solutions
for
exactly
that?
The
counties
to
have
broader
latitude
for
funding,
to
speed
up
removal
of
vessels
and
Sam
knows
any
more
about
that
yet
or
not,
but
we
have
it
here
too.
F
And
I
had
the
opportunity
of
attending
a
symphony
performance
in
Venice,
and
commissioner
Constance
was
there.
We
lobbied
him
a
little
bit
on
this.
We
sent
him
the
information
and
it's
my
understanding
that
Hector
Flores
has
been
directed
to
get
more
information,
so
they
did
talk
about
it
and
they
and
I
know
that
commissioner
Truex
was
also
interested
in
it
because
of
issues
in
Inglewood,
but.
K
M
On
I,
don't
have
anything
to
add,
but
I
would
just
say
that,
in
my
view,
the
parking
deck
is
the
number
one
priority
that
we
really
need
to
be
pushing
for
and
I
agree
with
get
making.
It
happen
as
fast
as
possible.
I
also
strongly
support
the
the
day,
Doc
and
I
think
that
I
would
package
those
together,
as
one
I
mean
we're
parking
cars
on
one
side
of
the
Event
Center
Parking
boats.
M
A
Each
one
of
those
will
have
to
be
submitted
separately
because
that's
how
they
do
their
project
lists,
so
I
I
don't
disagree
that
they
both
need
to
be
done.
It's
just
I
think
by
knowing
the
way
they
they
do
their
one
percent
sales
tax
program,
especially
they'll,
have
to
get
if
they
don't
already
have
it.
They'll
have
to
have
a
submerged
land
lease
to
be
able
to
put
docs
in
as
well,
so
that
may
take
some
time.
I.
D
Agree
that
the
garage
is
most
importantly,
the
funding
was
in
there.
You
know
as
you
and
if
you
remember
that
meeting
they
took
it
out,
yeah
and
I
believe
they
were
earmarking
it
for
the
widening
of
Harbor
View
and
obviously
it
hasn't
happened.
So
maybe
we
can
get
that
money
back
in
there,
so
they
can
start
it
sooner.
D
A
O
R
The
building
board
is
just
one
alternate:
a
couple
of
seats
on
the
code
enforcement
board,
a
vacancy
on
the
firefighters
pension
board;
hpab;
sorry,
historic
preservation,
Advisory
Board.
We
just
have
two
alternates,
the
Planning
Commission.
Oh
sorry
under
nominations.
We
have
one
individual
who's
interested
in
the
alternate
seat
on
the
Planning
Commission.
F
My
preference
on
Planning
Commission
would
be
to
wait
for
additional
resumes.
I
mean
I
was
sort
of
disappointed.
That
I
don't
think
this
individual's
introduce
themselves
and
I
got
a
number
of
questions
on
who
is
the
person
and
I
think
we
know
Planning
Commission
is
you
know
rather
critical
in
our
community,
so
I
think
who's
on?
There
is
important.
M
I
R
M
A
Do
we
have
a
second
I'll?
Second,
it
I
personally
would
like
to
see
them
all
nominated
and
and
have
them
introduce
themselves.
It's
not
that
I
have
anything
against
the
current
candidate,
but
there
may
be
someone
that's
better
involved
in
the
mix.
So
all
right.
Well,
we
have
a
motion
in
a
second
all,
those
in
favor
of
the
nomination
to
reappoint
Mr
Nabi
Nabi,
please
signify
by
saying
aye
aye
opposed
aye.
R
M
A
A
O
Just
a
couple
things
we're
starting
to
see
movement
with
FEMA
when
we're
talking
about
our
Seawall,
Replacements,
even
Canal
debris
and,
of
course,
the
rip
rap
permit.
We
had
now
we'll
be
working
with
them
closely
to
get
that
started
as
quickly
as
possible,
so
we're
still
working
through
our
processes.
O
I
know
people
were
anxious
to
know
when
their
sea
walls
will
be
done
and
what
we're
doing
when
so,
we
don't
have
the
answers
to
that
yet,
but
we're
getting
very
close
so
that
we'll
know
when
we
can
get
everything
out
how
many
contractors
are
going
to
actually
be
involved
so
that
we
know
how
quickly
Seawall
priorities
will
be
repaired
and
replaced.
O
So
we'll
have
more
on
that,
hopefully,
in
the
near
future,
I
did
want
to
mention
to
you
that
we
have
the
second
reading
of
our
pension
for
police
that
was
approved
during
our
Union
negotiations,
if
anyone's
looking
for
that,
that
will
be
on
next
agenda
and
that'll
be
the
second
reading
for
your
consideration
and
subsequent
approval.
Thank
you.
Okay,.
A
City
clerk,
anything
additional
okay,
I
do
have
a
couple
of
quick
things:
March
2nd
is
the
do
the
right
thing
ceremony
for
for
those
who
don't
know
we,
the
city
council,
normally
attends
all
of
the
do.
The
right
thing:
ceremonies
they're,
held
at
the
public
safety
training
building
on
the
first
Thursday
of
the
month
at
3
30
and
your
presence
would
be
request
requested,
not
required,
but
requested.
We
do
the
presentation
to
all
the
kids
on
behalf
of
the
city
at
every
one
of
those.
A
Also
on
March
15th
we've
been
requested
to
participate
at
the
William
R
Gaines
park
for
the
groundbreaking
for
the
New
Freedom
Tower.
That's
going
to
be
built,
we're
going
to
have
a
very
short
council
meeting
that
morning
at
our
normal
time
and
then
we'll
probably
have
to
carpool
over
for
anyone
who's
going
to
go
business
attire
required
there's
going
to
be
a
lot
of
dignitaries
there.
A
A
lot
of
our
state
legislators
are
going
to
be
there
and
then
there'll
be
a
reception
back
here
at
the
Museum
when
they're
done
so,
we've
been
requested
to
put
that
on
our
calendars,
and
that's
just
happened
yesterday.
So
for
those
anybody
that
that
cannot
participate,
please
just
let
me
know
because
I
need
to
let
Steven
our
Deutsch
know
who's
going
to
be
going
and
then
also
on
March
16th
is
the
bi-monthly
Southwest
Florida
League
of
cities,
lunch
down
in
Fort
Myers?
A
If
anyone
would
like
to
go,
please
drop
me
an
email,
so
I
can
make
reservations
for
you.
It's
important
that
if
you
say
you're
going
to
go
that
you
go
because
otherwise
we
can
get
charged
for
the
meal
if
we
don't
show
up
so
I'll
just
need
to
give
her
a
head
count
of
who's
going
to
be
going
so
drop
me
an
email
if
you
plan
to
go
and
that
way,
I
have
it
in
writing.
Okay
and
that's
all
I
have
Mrs
Peterman
and.
F
The
spirit
of
Black
History
Month
I
just
want
to
remind
everyone
that
the
mural
Society
is
going
to
be
unveiling
I,
think
one
of
their
most
ambitious
Productions
a
week
from
Saturday
at
the
Baker
Elementary
School.
Roughly
time
is
10
to
12..
It
was
a
front
page
item
in
the
sun
today
and
it
really
looks
like
a
magnificent
work,
so
I
hope
we
can
all
be
there.
