background
about
Kim,
first
of
all,
another
great
hire
within
the
last
five
years.
So
we're
very
proud
of
her
and
very
happy
to
have
her.
She
served
as
a
911
dispatcher
for
13
years
back
in
Illinois,
but
she
began
her
service
as
a
Punta
Gorda
records
specialist
in
June
of
2018.

She
is
instrumental
in
where
we
came
up
with
a
scam,
Public
Safety
announcement
because
we're
not
reaching
everybody
when
it
comes
to
just
social
media.
So
Kim
said:
hey
we're
not
reaching
everybody.
We
need
to
do
something
a
little
different.

at
radio
and
TV
and
and
put
that
together
for

gentleman
who
serves
on
our
Punta
Gorda
Police
Department,
who
is
a
real
unsung
hero.
This
gentleman
has
never
asked
for
recognition.
This
gentleman
has
gone
above
and
beyond
the
Call
of
Duty
many
times
throughout
his
life.

He's
assisted
the
Special
Olympics
for
the
Department
and
one
of
the
greatest
things
that
well
two
of
the
greatest
things
that
this
gentleman
has
done
for
the
city.
He
is,
he
is
he.
He
heads
up
the
Dare
program,
which
is
drug
abuse,
resistance,
education
for
Sally,
Jones,
Elementary
School,
and
he
has
done
this
with
his
whole
heart
for
nine
years
for
Sally
Jones,
and
it
is
a
phenomenal
program
and
we've
had
the
absolute
pleasure
of
participating
at
the
graduation
ceremony
all
the
years.
That
Joe
has
done.

we
have
a
very
special
award
that
I
only
give
out
on
very
rare
occasions
and
Mr
dryburg
is
here
to
help
me
do
this,
because
he
and
I
had
a
long
conversation
about
what,
when
we
should
do
this
and
to
whom
and
so
in
a
car
ride,
we
decided
it
was
going
to
be
Joe
Angelini,
so
I'm
going
to
have
Joe
we're
gonna
Bill's,
going

give
this
to

and
we're
going

take

we're

mayor's
ambassador

something
I
started

I

mayor

couple
years
ago

we've
only
given
it

three
other

feel
very
strongly.

Ambassador

city

we're

honored

him
on
our
police
force
and
serving
in
this
city
and
helping
our
residents.

expect

one
of
Joe's
supervisors.
So
when
he
says
it's
from

heart,
he
truly
means
it's
from
the
heart.
That
is
not
just
lip
service
so,
along
with
all
of
those
special
things
that
he
does
for
for
the
city
a
couple
years
ago,
he
came
to
me,
and
he
said:
hey
I
want
to
start
a
program,
the
schools,
the
elementary
schools.
They
have
programs
for
shoes
and
for
socks
and
for
clothes,
and
he
said
I
want
to
start
a
program
for
undergarments.
I
So
he
started
taking
a
collection
because
that's
a
big
thing
in
elementary
school,
so
he
started
taking
a
collection
and
he
didn't
do
it
for
this
city
and
obviously
we're
restricted
here
jurisdictionally
to
the
city,
but
he
did
it
for
the
entire
County.
So
he
collected
enough
undergarments
to
give
to
the
nurses
of
every
Elementary
School
in
the
county.
So
I
just
wanted
to
say
that,
because
that's
just
another
program-
and
that's
just
another
thing-
that
Joe
does
on
a
regular
basis
without
having
to
be
asked.
So
congratulations
Joe
on
your
recognition.

whereas
each
Pastor
has
stood
on
the
shoulders
of
the
previous
pastor
years,
men

God
proclaiming
the
gospel

and
the
resurrection

beginning
to
present
each

God's
word

whereas
Saint
Mark
stands
on
the
foundation

God's

I
had
the
honor
of
presenting
this
proclamation
to
the
congregation
on
the
Sunday
before
Memorial
Day,
and
it
was
a
very
moving
experience.
I
was
very
taken
with
the
energy
and
the
musical
program
and
they
had
a
really
eloquent
visiting
pastor,
but
I
was
especially
privileged
to
meet
Pastor
Clark
and
his
wife.

to
accept
the
proclamation

behalf
of
the
congregation

Lynn

next
we
have
a
proclamation
in
honor
of
small
cities
month,
and
it
will
be
my
honor
to
present
this
on
behalf
of
the
city,
whereas
small
cities
and
towns
under
30.
Excuse

Fifty
thousand
population
are
the
home
to
millions
of
Americans
and
constitute
the
vast
majority
of
municipalities
across
the
United
States,
and
whereas
small
cities
and
towns
strive
to
strengthen
their
communities
through
the
provision
of
services
and
programs
to
improve
the
quality
of
life
for
all
citizens.

Services
is
more
important
than
ever
to
ensure
the
safety
and
growth
of
small
town
America.
And
whereas
the
small
cities,
Council
of
the
National
League
of
cities,
has
declared
June
2023
as
small
cities
month
now.
Therefore,
the
city
of
Council
of
the
city
of
Punta,
Gorda
Florida,
does
hereby
Proclaim
June
2023
as
small
cities
month
and
encourages
President,
Biden,
Congress,
state
governments,
organizations,
businesses
and
all
citizens
to
work
together
to
invest
in
small
cities
and
towns
to
better
the
lives
of
all
citizens,
Hast
and
Julie,
adopted
in
a
regular
session.

It's
actually
an
honor
to
be
able
to
work
with
a
city,
that's
considered
a
small
City
and
to
see
the
caliber
and
level
of
effort
that
gaze
in
from
the
employees,
especially
city
council,
that
has
to
set
that
policy
and
help
support
everything
that
gets
done
and
the
work
that
is
completed.
The
quality
of
that
work
when
we
are
able
to
finish
it.
Obviously,
in
the
last
few
months,
especially
there
have
been
so
many
things
that
need
to
continue
to
be
completed
and
our
staff
is
working
very
diligently
to
make
sure
that
happens.

Everything
from
contracts
that
you
can't
get
contractors
for
to
procurement
issues
that
you
can't
get
people
that
want
to
be
procured.
So
we're
trying
to
work
through
these
things,
not
to
mention
things
like
the
major
Seawall
issues
where
we
now
have
some
people
on
the
ground.
We
have
boats
in
the
canal,
barges
in
the
canals
to
complete
that
so
there's
a
lot
of
work
that
needs
to
be
continued
and
a
lot
that
our
staff
here
will
be
able
to
complete
in
the
upcoming
year.

before

move

just
one
quick
note,
the
Peace
River
Wildlife
Center
review
of
their
contract
agreement.
It
was
going
to
be
on
the
next
Council
agenda.
The
attorney
for
the
applicant
was
unable
to
complete
the
analysis
of
the
of
the
revisions
and
it
will
be
brought
forward,
hopefully
at
our
next
meeting,
so
that
was
supposed
to
be
on
this
meeting.
However,
it
didn't
make
it
to
this
agenda.

last
two
and
a
half
years,
I've
been
serving
on
the
Burnt
Store
Isles
Canal
advisory
committee,
and
that
was
until
last
week
when
I
got

letter
from
the
city
clerk
saying
that
I
was
in
violation
of
one
of
the
Committees
bylaws,
and
that
bylaw
was
the
one
that
says.
If
a
member
misses
three
meetings,
then
within
12
months,
that
member's
seat
is
forfeit,
I
thought.
Maybe
there
was
a
mistake
until
I
checked.

would
not
going
to
take
your
time
and
go
through
the
long
list
of
excuses
that
I
made
up
for
missing
those
meetings,
but
I
will
say
that
in
no
case
was
I,
just
a
no-show
I
pre-coordinated
with
the
committee
and
City
staff.
Each
time
that
I
knew
I
was
going
to
be
absent.

Bradford,
Gamblin

I'm
here

myself

the
council

a
nominee
for
the
Planning
Commission.
My
current
term
is
expired
or
expiring,
and
I

very
much
like

be
considered

HVAC
industry
for
40
years
heating,
air
conditioning
ventilation,
I've
carried
my
brokerage
licenses,

insurance

all
during
that

with
contractors
developers,
investors,

entire
career

bring
that
experience
in
that
time
to
help
Punta
Gorda
grow
into
the
future
and
become
a
valuable
part

this

antona

I'm
also
here
to
introduce
myself
concerning
a
alternate
position
on
the
code
enforcement
board.

I
had
a
chance
also
to
be
on
the
homeowners
association
over
in
Broward
County,
where
I
was
a
member
of
the
board
and
had
to
enforce
or
attempt
to
enforce
regulations
and
codes
in
the
community
where
I
lived,
moved
here
with
my
husband
to
Punta
Gorda
about
two
years
ago,
have
continued
my
public
service
here
by
working
at
the
Charlotte
County
Sheriff's
office
or
I
volunteer
working
with
the
mental
health
unit.

I'm
also
a
volunteer
at
the
Botanical
Society
Peace
River
Botanical
Society
had
a
chance
recently
to
look
at
the
video
of
a
recent
code.
Enforcement
meeting
was
very
impressed
at
the
performance
and
the
the
manner
in
which
it
was
conducted,
especially
as
you
were
just
saying:

small

there's

lot
of
wealth

experience
here
in
the

the
sea,

think
I
could
attribute
to
bring
my
background

public
service

civil
service

the
city

Punta,
Gorda

alternate

Deborah

May
11th
I
officially
filed
my
paperwork
to
announce
my
candidacy
for
Punta
Gorda
city
council,
District
3.,
as
a
retired
dentist
and
a
small
business
owner
in
Florida
with
over
20
years
experience.
I
am
fully
committed
to
serving
my
community
I
reside
in
PGI,
with
my
husband
Sean,
who
is
not
only
a
small
business
owner
as
well,
but
also
practices
as
an
attorney
in
a
local
Law
Firm.
We
are
proud
veterans.

I
proudly
serve
my
country
as
an
officer
in
the
United
States
Navy,
while
my
husband
proudly
served
in
the
Air
Force
after
an
honorable
discharge,
I
fell
in
love
and
moved
to
Punta.
Gorda
jobs
took
me
elsewhere,
but
in
2004
we
purchased
land
here,
envisioning
it
as
our
site
for
our
forever
home.
Now
that
it
has
become
a
reality,
I
am
even
more
motivated
to
contribute
to
the
growth
and
development
of
Punta
Gorda.

Throughout
my
life,
I
have
dedicated
myself
to
giving
back
to
others.
One
notable
example
is
Collier
County
Honor
Flight,
also
known
as
Collier
Lee
Honor
Flight
100
of
volunteer
501c3,
non-profit
organization
founded
by
both
Sean
and
me,
which
we
are
still
heavily
involved
in
my
husband
and
I
are
a
humble
couple.
You
can
find
us
attending
our
yard,
taking
joy
and
mowing
the
lawn
trimming
and
even
pulling
weeds
or
even
see
us
playing
with
all
our
animals
for
which
our
rescue
we
strive
to
be
great,
neighbors
and
generally
care
about
our
community.

This
is
precisely
why
I
filed
for
consideration
for
City
Council
I
understand.
There
is
a
lot
to
learn
as
evidence
of
my
diligent
study
of
372
pages
of
chapter
26,
zoning
and
land
developer
regulations
and
reviewing
the
comprehensive
plan
I
embrace
hard
work
and
recognize
the
important
importance
of
needed
growth
and
development.

This
is
what
makes
Punta
Gorda
our
genuine
Harborside
hometown.
My
primary
objective
is
to
listen,
understand
and
learn
from
all
who
live
in
Punta
Gorda
by
becoming
a
council
member
I
aim
to
achieve
the
best
possible
outcomes
and
contribute
significantly
to
the
realization
of
our
shared
goals.
I
am
immensely
grateful
for
the
strong
support
I
receive
from
our
community.
It
is
my
sincere
intention
to
be
a
valuable
asset
to
the
city
council.

great
that
so
many
people

coming
out

the
code
enforcement
board.
That's
a
particular
concern
of
mine
to
deal
with
the
residents
compassionately
and
not
overtax
them.
An
example
is
a
man
cleared
his
property
of
trees
because
some
of
them
had
blown
over
to
his
neighbor's
yard.
He
also
removed
the
rest
of
the
trees
to
start
to
build
a
house.
He
put
the
sand
down
and
he
he
got
it
cleared
in
the
expectation
of
filing
plans
for
to
build
on
it.

He
did
not
know
that
he
needed
a
building
permit,
though,
with
architectural
plans
and
permitting
costs
to
clear
the
land
when
he
asked
if
he
needed
a
permit
to
clear
the
trees.
The
answer
is
no
because
there
is
no
permit
to
clear
the
trees.
What
you
really
need
is
the
plans
and
have
the
money
to
the
code,
so
he
got
confused
over
that
and
he
was
in
Michigan
at
the
time.
The
enforcement
board
only
fined
him
six
hundred
dollars
and
I
can
tell
from
the
city
attorney.

He
felt
that
it
was
not
enough
and
I
understand
your
reasoning,
for
that
is
that
you
don't
want
people
to
come
back
and
just
apologize.
He
didn't.
He
wasn't
doing
this
to
get
anything
extra
like
clearing
the
lot
so
that
he
could
just
not
build
on
it
and
have
a
a
a
a
place
that
was
free
of
of
trees.
He
he
did
it
out
of
an
honest
mistake
and
he
wasn't
trying
to
get
away
with
anything
and
the
the
board
could
have
fined
him.
Thirty
thousand
dollars.

Oh
excuse
me
on
the
board,
could
have
fined
him
up
to
thirty
thousand
dollars
for
this,
because
there's
a
five
thousand
dollar
irreparable
harm,
but
they
didn't.
Thank
goodness.
He
was
here
because
we're
not
in
Northport.
This
happens
all
the
time,
if
you
view
their
code
enforcement
thanks
and
I'd
like
to
tell
you
about
a
little
story.
It's
a
pawn
broker
story.

You
have
to
auction
it
and
sell
it
and
then
give
the
Surplus
back
to
the
client
if,
if
there's
more
money
obtained
from
the
auction
than
the
fees
and
anything
else,
and
so
he
decided
to
hold
his
own
auction,
The
Pawn
Broker
and
he
advertised
this
auction
in
foreign
language
newspapers,
where
no
one
reads
English:
to
satisfy
the
legal
requirements
and
of
course
no
one
showed
up
for
the
auction,
and
since
he
was
the
only
bidder
on
the
auction,
he
bought
every
piece
of
jewelry
back
for
three
dollars.

I
feel
like
I
need
to
somehow
clarify
a
record
that
is
an
inaccurate
representation
of
my
role
as
the
prosecutor
at
code
enforcement
board
hearings.

It
is
my
job
to
assist
staff
in
the
prosecution
and
when
necessary,
answer
questions
of
the
code
enforcement
board,
particularly
as
it
relates
to
what
remedies
they
may
have
as
it
relates
to
fines.
Most
of
the
fines
are
fines
that
are
potential
fines
if
the
applicant
or
the
respondent
doesn't
come
into
compliance
within
the
deadline
that
the
code
enforcement
board
sets.
After
determining
that
there
is
a
violation
and
there'd
be
a
second
hearing
if
they
fail
to
come
into
compliance
during
that
period
of
time.

Some
of
the
violations
involve
those
that
are
called
irreparable
violations,
meaning
that
they
can't
fix
it
after
the
fact,
such
as
the
removal
of
trees.
I
equate
the
the
analogy
to
trying
to
put
the
toothpaste
back
into
the
tube,
but
it
is
not
my
role
to
advise
the
the
board
with
respect
to
how
I
or
the
city
feels
with
respect
to
the
amount
of
the
fine
that
is
being
discussed
by
the
code
enforcement
board.

My
belief
is
that
there
must
have
been
a
mistaken
impression
by
the
speaker
with
respect
to
my
answering
the
board
on
a
question
of
whether
or
not
they
had
the
ability
to
impose
or
treat
it
as
an
irreparable
fine,
in
which
case
each
violation
can
be
fined
up
to
five
thousand
dollars.
Ordinarily,
it
would
be
if
they
fail
to
come
into
compliance.

I
do
indicate
from
time
to
time
that
in
their
deliberations,
what
their
role
is
in
terms
of
code
enforcement
and
it's
generally
to
obtain
enforcement
and
deter
future
violations,
but
at
no
time
would
I
express
an
opinion
with
respect
to
the
amount
of
a
fine
and
I
just
want
to
clarify
the
record.

respect
to
that,

Gateway
Point
has
been
having
problems
with
trespassing
with

with

helpful

our
police
department

working
up
with
ideas
and
how
to
deal

those
who
show

concerned
about
how
alcohol
I
know
when
I
was
in
active,
alcoholic
I
would
have
loved
to
go
over
there.

been
a
draw
for
me
and
my
friends
to
drink
and
have
a
good
time.
The
problem,
a
main
problem
with
that
particular
bridge,
is
when
you're
going
through
the
underpass
going
under
and
as
it
goes
up
to

bridge,
there's

very
high
angle,
which
would
be
like
a
flooring
for
someone
crawling
up
there
to
the
crawl
space,
and
then
you've
got
the
bridge
on
top
and
they
like
to
get
into
that
crawl.

would
have
loved
it.

is
that
angle
of
that
entire
length
of
where
they
would
be
walking
and
someone
falling
drunk
or
on
fentanyl
or
anything
else,
and
even
though
it
would
be
their
fault
for
the
fall,

sure
family
members

good
reason
to
sue
the
pants
off
of
Punta
Gorda.
So
I
suggest
you
do
something
other
than
only
confronting
those
who
are
trespassing,
but
also
get
something
there
with
regard
to
fencing

they

had
in

slips,

to
last

about
28
semi-annuals
were
still
two,
our
monthlies.
We
had

that
were
coming
and
going
on
a
monthly
basis
for
transient.

saw
them
coming
in
overnights
few
nights,

cetera
back
out.

had
eight
as
opposed
to
four
last
year.

course
our
commercials

steady

have
about
that
percentage
of
Mooring
balls
left

we're
still
seeing
some
Moorings

vessel

that
we
had

is

section

tax
increment
financing

coming
from
the
city

county,

again
any
of
that
tax.
Increment
financing
Revenue
can
only
be
used
towards
the
debt
service
and
we
had
refinanced
the
debt
through
20
fiscal
year
2028,
even
though
the
district
was
extended
to
fiscal
year
2030.

those
estimates,
we
could
retire
the
debt
in
fiscal
year,
2024
and
sunset
the
district.
So
then,
those
funds
in
fiscal
year
2025
would
remain
with
the
general
fund,
as
well
as
any
of
the
expenditures

would
move
over
again.

is
all
based
on
the
estimates
we're
currently

July
1
number

county

fiscal

2006

operating
and
recycling
costs.
Total
operations
came
to
approximately
2.4
million
projected
through
fiscal
year,
2023
we're
at
4.3
million,
and
you
can
see
the
various

personnel

recycling.
When

add
those
two
together
would
be
approximately
a
55
increase.
Recycling
costs
have
gone
up
in
that
time
over
300
percent
and
total
operations
81.4
percent.

else

software
itself

out
of
service

vulnerable

viruses
or
hacking
attempts

documents
relating
to
that
project.
The
Verandas
project,
one
was
a
mortgage
and
the
other
was
a
note,
both
of
which
identified
the
city
of
Punta
Gorda
as
being
the
lender.

My
concern
as
the
City
attorney
is
always
to
make
sure
that
whatever
it
is
that
the
city
does
and
whatever
action
it
takes
is
consistent
with
the
requirements
of
the
Florida,
Constitution
and
state
law
and
and
I
was
concerned
about
the
fact
that,
whereas
the
city
of
the
Punta
Gorda
Housing
Authority,
has
clear
statutory
authority
to
lend
money
to
a
developer
like
Northstar,
the
law
is
substantially
less
clear
and
quite
gray
as
it
relates
to
whether
or
not
the
city
of
Punta
Gorda
has
the
authority
to
loan
money
to
North,
Star
and
so
I
reached
out
to
to
Northstar
and
and
expressed
to
them.

concern
about
the
Constitutional
prohibition
of
and
I'm
paraphrasing
here,
but
essentially
the
city
or
municipality,
because
loaning
money
to
a
private,
Corporation
and
and
sought
some
sort
of
explanation.
First,
why
those
monies
couldn't
be
loaned
by
the
Housing
Authority?

item
at
this
time
again
I
am
certainly
open
to
receive
any
type
of
explanation,
legally
or
otherwise,
as
to
why
it
has
to
be
the
city
lending
this
money
and
whatever
assistance
they
can
provide
from
a
case
law
perspective

type

legal
perspective
as
to
how
the
city
has
the
authority
to
lend
the
money
to
North
Star
in
the
first
instance
again,
I
have
no
problem
that
the
city
lends
the
money
to
the
Housing
Authority.

have

level

comfort
that
I
need
with
respect
to
the
city,
lending
the
money
directly
to
Northstar
and

we'll

they
come
back

but

presentation

what
they
they

year
for
prep
president
talk

preparation

Hurricane
Ian
and
there
were
representatives
there
from
almost
all
the
cities
in
Southwest
Florida
they're
in
the
that
chapter
of
the
league.

going
to
be
using

adopted
that
lease

commercial
tenants
we
adopted

standard
form
that
we
would
continue
to
utilize
with
with
little
deviation
from,
and
so
when
issues
arise.

respect
to
any
particular
lease,
that's
one
I
am
asked
to
take
a
look
at
it
and,
more
often
than
not,
you
know
the

a
wide
range
of
of
specificity
and

complexity
in
those
leases.

some
point
in
time,
I'd
like
to
be
able
to
get
on
a
uniform
lease
for
most
of
our
properties,
I
will
take
a
look
at
the
Cooper
Street,
at
least
as
you've
requested
and
and
any
others
that
come.

your
attention.

we're
providing
the
land
in

case

land

building

terminated

city
determines

a

public
interest

city

rare
exception,
has
the
ability
to
control
what's
happening
at
their
leases
and,
if
necessary,
to
restructure
them.
If
they've
gone
off
in
a
Direction,
that's
inconsistent
with
the
city's
intent.

of
comes
to
mind
that,
with
respect
to
the
The
Boat
Club,
we
restructured
the
lease,
whereas
it
became
necessary
to
address
changes
of
circumstances.
So
it
is,
it
is,
you
know,
not
uncommon,
and
certainly
within
your
power
to
do
that,
if
necessary.
