Description

E
Good
morning,
Lisa
Hammond
zoning,
official
and
I
have
been
sworn
I
would
like
to
enter
the
staff
report
into
record
by
reference
in
its
entirety,
with
an
amendment
to
one
of
the
conditions
under
the
staff
recommended
conditions,
paragraph
C,
which
requires
a
10-foot
landscape
buffer
for
the
drive-through
facilities.
I
would
like
to
amend
that
to
state
that
that
condition
be
compliant
with
the
Florida
State
statute.
Six
55.96
to
that
statute
regulates
lighting
and
landscaping
for
financial
institutions
and
ATM
facilities
for
safety
purposes.
E
I
can
read
the
recommended
conditions
that
we
recommend
approval
with
conditions
a
through
C
of
the
conditions,
as
outlined
in
chapter
26,
article
4,
section,
7
or
section
four
point:
1
7,
drive-through
window
facilities
that
the
drive-through
windows
located
on
the
side
of
the
building
shall
be
limited
to
one
lane
and
screen
from
view
from
off-site
view.
Vehicle
storage
for
drive-through
window
uses
shall
be
located
outside
of
and
physically
separated
from
the
right
of
way
in
any
Street.
E
This
area
shall
not
interfere
with
the
efficient
internal
circulation
of
the
traffic
on
site
property
or
adjacent
street
right-of-way,
and
that
the
drive-thru
window
facility
shall
be
screened
from
view
again
in
accordance
with
Florida
State
statute.
The
Code
section
actually
states
under
four
point,
17
D.
It
is
specific
to
attach
per
to
cachet
structures
for
drive-through
facilities,
which
is
not
proposed
for
the
site
and
therefore
not
a
condition
of
the
site
prior
to
any
construction
development
plans
for
the
building
and
drive-through
facilities
are
required
to
submit
for
development
review
approval.
E
B
F
Good
morning,
Rob
Bernsen,
Big,
W
law,
firm
and
I
have
been
sworn
in.
I
am
here
on
behalf
of
the
applicant
seeking
your
approval
for
the
special
exception
for
a
drive-through
facility.
We
truly
appreciate
all
the
work
that
staff
has
provided
in
cooperation
and
working
through
this.
The
issue
is
you're
all
familiar.
This
site
has
been
vacant
for
a
long
time.
I've
been
here
long
enough
to
remember
it
being
a
convenience
store
and
gas
station
before
Charlie
and
the
situs
at
vacant.
F
B
Ok,
this
is
a
public
hearing.
If
you
would
like
to
speak
on,
se0
1-1
8
now
would
be
the
time
this
is
a
public
hearing.
If
you
would
like
to
speak
on
this
special
accept
now
would
be
the
time
last
call
for
anybody
who
would
like
to
speak
on
se
0
1,
1
8.
Please
take
this
podium
over
here
state,
your
name
that
you've
been
sworn.
You
have
three
minutes
move.
H
I
B
F
J
B
Next
citizens
comments
on
two
items:
GA
0
2,
1
8,
which
is
a
second
reading,
and
then
a
resolution
with
the
county
for
funding
for
the
Punta
Gorda
Charlotte
library.
If
you'd
like
to
speak
on
either
one
of
those
2
items
now
would
be
the
time.
Please
take
the
podium
over
here
state,
your
name.
You
do
not
have
to
be
sworn
right
now
to
speak
on
these.
You
have
three
minutes
seeing
none.
We
will
move
into
GA
0
2,
1,
8,.
D
B
K
B
D
Right,
so
what
we
have
next
is
the
second
reading
of
GA
0
2
18,
which
is
an
ordinance
that
are
read
by
title.
Only.
The
norden's
of
the
city
of
Punta
Gorda
Florida,
granting
a
non-exclusive
franchise
to
waste
management,
Inc
of
Florida
and
Florida
corporation
to
operate
and
maintain
certain
supplemental
waste
collection
services
in
the
city,
setting
forth
conditions
providing
for
city
regulation
of
its
operation,
maintenance,
payments
and
service
containing
certain
prohibitions,
prescribing
penalties,
providing
for
conflict
and
severability
and
providing
an
effective
date.
B
D
Is
a
resolution
which
I'll
read
by
title?
Only
a
resolution
of
the
City
Council
of
the
city
of
Punta
Gorda
Florida,
approving
the
interlocal
agreement
with
Charlotte
County
for
design
and
funding
of
the
Punta
Gorda
Charlotte
library
authorizing
the
mayor
to
execute
the
interlocal
agreement
agreement
and
providing
an
effective
date.
So.
C
Interlocal
agreement
requires
the
full
$300,000
payment
from
the
city
to
the
county
in
advance
of
the
Friends
of
the
library
payment.
As
such,
an
additional
25,000
funding
is
needed
because
we
originally
said
275
right.
Okay,
the
city
is
asking
for
council
to
approve
appropriations
of
25,000
in
interest
income
when
they
transferred
to
the
general
construction
fund
from
the
special
use
fund
and
appropriations
of
25,000
for
a
transfer
in
from
the
special
use
fund
and
increased
the
library
enhancements
in
the
general
construction
fund.
C
B
B
C
B
Next
is
consent
agenda.
Would
anybody
like
to
pull
anything?
We
have
one
two,
three
four
items
on
the
consent
agenda.
We
have
approval
of
the
regular
meeting
minutes
on
the
meeting.
We
have
two
legal
department
invoices
and
then
we
have
a
banking
service
agreement
addendum.
Would
anybody
like
to
speak
on
those
four
items
now
would
be
the
time
anybody
like
to
speak
on
consent
agenda,
a
thing:
none.
We
will
entertain
a
motion.
L
B
Have
a
motion
a
second
to
approve
the
consent
agenda,
all
in
favor
opposed
carried
unanimously.
Now
we
get
to
the
regular
agenda,
so
citizens
comments
now
will
be
on
the
award
of
the
agreement
for
the
COR
replacements
to
marine
contracting
group,
the
award
of
a
Master
Agreement
and
for
a
multi-year
wastewater
treatment
plant
extension
expansion
study.
B
Then
we
have
the
event
permit
for
the
Peace
River
revival.
We
have
the
construction
signs
for
Taylor
Road
duplexes,
and
we
have
discussion
regarding
allowing
parking
on
the
grass
and
Gilchrist
Park.
So
if
you
would
like
to
speak
on
any
of
the
those
regular
agenda,
items
now
would
be
the
time
you
can
take
either
podium
at
this
point,
but
state
your
name,
and
you
will
have
three
minutes.
M
Then
I'll
just
go
ahead
right
now.
The
I'm
here
on
behalf
of
folks
who
have
been
playing
music
at
Gilchrist
Park
since
the
late
1980s,
the
people
that
that
started,
that
process
Johnny
Cole
is
dead,
and
he
can't
be
here
to
ask
you
and
Steve
Blackwell
is
dead
and
he
can't
be
here
to
ask
you,
but
their
spirits
are
here
with
me
to
thank
you
for
over
the
years
for
the
accommodation
that's
been
made
to
the
music
in
the
park
at
Gilchrist
Park.
M
In
the
early
days,
the
the
sprinklers
were
turned
off
so
that
we
didn't
get
wet
when
we
were
out
on
the
grass
the
the
bathrooms
were
opened
so
that
we
would
have
a
place
while
people
are
there
to
have
a
bathroom.
The
those
accommodations
were
great,
mostly
across
the
years.
The
city
has
accommodated
the
music
in
the
park
by
not
leasing
the
park
out
and
the
gazebo
to
other
people
and
thereby
facilitating
the
the
growth
of
the
musical
spirit
that
is
there's
a
it
makes
Punta
Gorda
a
really
cool
place.
M
The
music
scene
here
is
unbelievably
good
and
it
a
lot
of
it
has
spilled.
Out
of
this
Park
and
into
our
nightlife
entertainment,
many
of
the
bands
that
are
here
are
had
roots
in
this.
What
is
a
grassroots,
organic
gathering?
There's
nobody
in
charge
is
common
sense
that
the
and
the
community
of
people
that
that
regulate
and
encourage
each
other
and-
and
it's
been
so
special
that
people
have
come-
have
moved
to
Punta
Gorda
because
of
it
it's
a
regional
attractor.
M
We
we
spun
another
circle
off
on
the
Tuesday
nights
from
the
Thursday
that
the
city
has
accommodated
and
helped
us
to
do
and
what's
happened
as
we
realized
in
the
year
that
it
was
under
reconstruction.
How
fragile,
really
the
music
scene
is
at
the
park
and
that
and
that
the
the
vitality
of
it
that
we
saw
in
years
there
was
times
when
there
was
over
a
hundred
musicians
and
a
thousand
people
at
that
Park
and
and
what's
happened,
is
that
is
that,
as
we've
come
back,
there's
plenty
of
parking
for
most
activities
in
the
park.
M
But
when
you
have
events,
you
lease
it
out
and
there's
and
other
things
that
can
happen
on
the
grass,
but
because
this
is
not
an
event.
It's
really
a
happening,
and
it's
organic
the.
What
is
that
the
current
parking
is
inadequate
and
allowing
us
to
park
on
the
grass
on
Tuesday
and
Thursday
nights
would
facilitate
and
further
accommodate
this
great
tradition
that
we
have
it's
really
special
throughout
I
mean
people
come
and
say:
we've
never
seen
anything
like
it.
M
N
Representing
Henry
Street
advisors
for
duplex,
Oh,
Perry,
Hall,
all
right,
four
duplexes
we're
building
over
on
Ann
Taylor
and
nur
Anja
and
McKenzie
that
whole
corner
block
we're
gonna,
be
constructing
eight
duplexes
on
eight
individual
residential
Lots.
The
current
residential
code
calls
for
us
to
be
able
to
put
construction
signs
of
five
square
feet
we
are
requesting.
Instead
of
putting
eight
five
square
foot
construction
signs.
Putting
two
20-foot
swell
like
setting
was
24
foot
construction
signs,
but
it
would
be
40
square
feet
would
be
the
eight
times
five.
O
Good
morning,
I'm
Julie
MacGillivray
Punta
Gorda
resident
a
couple
of
months
ago.
I
made
a
presentation
in
terms
of
different
ideas
for
Gilchrist
Park.
It
seems
like
we've,
never
really
come
to
terms
with
how
we
want
to
really
build
it
out
in
terms
of
landscaping.
That
sort
of
thing
I
presented
a
concept
for
kind
of
a
Gilchrist
garden,
sort
of
a
thing,
at
least
along
the
pathways
entering
into
the
park.
O
So
as
you
go
forward,
I
would
have
you
consider
you
know
in
thinking
about
the
music
in
the
park,
just
what
you
truly
want
to
do
with
this.
This
location
that
was
identified
here
as
a
compromise
solution,
I,
would
say
at
least
have
some
some
area
that
enters
into
the
park,
as
you
know,
for
future
flowerbeds.
That
sort
of
thing,
so,
obviously,
if
you
put
in
you
know
if
we
ever
want
to
do
flowerbeds
shrubs
that
sort
of
thing,
obviously
cars
driving
over
them
will
will
impede
growth.
So
it's
a
compromise
solution.
O
O
O
B
P
This
is
not
about
the
guitar
army,
because
the
guitar
armies
there
I've
been
there
I've,
been
there
last
Thursday
and
on
a
Tuesday
a
couple
weeks
before
that,
but
in
2016
every
pavilion
was
full.
Every
pavilion
had
musicians
in
it
and
there
were
several
bluegrass
bands
that
played
elsewhere
on
the
grass
and
other
types,
and
there
were
hundreds
of
people.
I
always
carried
my
own
chair
and
my
husband
always
dropped
me
off,
because
some
of
us
are
challenged.
We're
not
disabled
I'm
sure
that
the
park
with
all
its
improvements
completely
complies
with
the
Disabilities
Act.
P
P
It
didn't
help,
of
course,
the
park
being
closed
for
one
season
and
we're
very
near
the
end
of
a
second
season.
It's
hard
to
bring
that
kind
of
thing
back,
but
maybe
if
we
had
a
trial
period
on
Tuesday
and
Thursday
night
or
pick
a
day
and
some
advertisement,
there
would
have
to
be
publicity
to
let
everybody
know
that
you
could
do
this
again
and
you
could
get
there
and
you
could
get
near
and
you
could
hear
them,
then.
P
H
K
My
name
is
Nick
Nick
and
I'm
here
on
behalf
of
the
Peace
River
revival,
and
we
are
requesting
to
close
Harbor
walk
for
this
one-day
event.
For
a
couple
of
reasons,
and
maybe
the
most
obvious
one
is
the
expense
that
we
are
putting
forth
in
this
actual
one-day
event
to
be
able
to
draw
people
from
regionally
and
maybe
even
out
of
state,
which
has
already
proved
to
happen
with
the
large
production
that
we
are
doing.
It
is
quite
expensive,
but
that's
probably
the
most
obvious
reason
why
we
would
want
to
shut
down
harbor
walk.
K
The
second
most
important
reason
to
me
would
be
the
safety
of
the
people
walking
on
Harbor
walk
when
you
are
putting
together
a
production
such
as
this.
There
are
hazards
and
there's
a
lot
of
electricity,
there's
a
lot
of
wires.
There's
a
lot
of
vehicles,
things
of
that
nature
that
are
going
through,
that
we
would
not
want
to
put
the
innocent
citizens
walking
in
any
of
that
harm's
way
and
so
by
us.
K
I
K
K
Those
are
those
are
our
two
big
reasons
why
we
would
like
to
request
this
I
would
also,
at
this
point,
make
the
recommendation
maybe
to
Council
or
suggestion
that
before
that
I
guess
we
do
respect
why
the
ordinance
is
put
there.
Okay,
we
respect
that
idea
and
you
guys
work
very
hard
in
creating
that
ordinance
from
the
get-go.
It
hadn't
always
been
there
before
and
I
know
that
very
well,
and
so
you
guys
put
forth
the
rules
and
regulations
that
are
there
now.
K
Q
B
H
I'm
Wendy
young
I'm,
a
citizen
of
Punta
Gorda
I,
used
the
harbour
walk
for
bicycling
and
walking
regularly,
especially
on
weekends
and
I,
am
strongly
opposed
to
closing
harbour
walk
for
events
at
lashley
or
at
Gilcrest.
We've
had
major
events
that
have
not
needed
to
close
harbour,
walk
and
I
think
that
it
should
remain
open
for
the
whole
rest
of
the
city.
That's
not
attending
the
event
to
close
it
on
Saturdays
and
Sundays
for
rented
out.
H
R
I'm
here
to
talk
on
the
parking
in
the
grass
and
Gilchrist
Park,
I'm,
sorry,
I'm,
Chris,
Collins
and
I-
am
a
resident
of
Punta.
Gorda
and
I
have
lived
either
in
Port
Charlotte
order
for
since
2001
and
I
stayed
in
the
area
because
of
the
park.
I
met
my
husband
because
of
the
park.
It
is
not
just
the
music,
it
is
the
community,
and
that
is
such
an
important
part
of
it.
You
have,
if
you've,
never
been
part
of
it.
R
You
have
no
idea
how
wonderful
it
is
that
we've
had
a
place
to
get
together,
meet
people
meet
visitors
and
play
music
and
share
that
love
of
music
and
love
of
people.
It
is
the
most
amazing
thing
that
we've
had
it
this
long
and
I
fear
we're
losing
it
and
we
should
not.
There
is
no
way
that
we
can
halt.
I
play
a
hammered,
dulcimer,
it's
25
pounds,
I
can't
haul
it
any
long
distance.
Even
my
husband
can't
and
there's
so
many
people
who
listen,
they
just
bring
their
chairs
and
they
come
and
they
sit.
R
R
A
I'm
kidding
Blevins
I'm,
a
pentagon
army
member
I've,
been
playing
here
since
early
well
late,
90s
I
moved
here
because
of
that
community
I
have
had
both
hips
replaced.
We
used
to
be
in
the
beginning.
When
I
was
younger
18
years
ago,
we
used
to
be
able
to
come
down
and
sit
by
the
by
the
flagpole
and
park
our
cars.
If
it
was
Wendy,
make
a
little
area
where
we
could
park
and,
like
Chris
said
there
was
people
that
were
in
groups
all
around
doing
different
music.
A
It
was
a
a
festival,
atmosphere
where
people
could
go
and
listen
to
whoever
they
wanted
to
I.
Thank
you
for
providing
me
with
the
ramp
that
came
through
my
cancer
and
my
hip.
Replacements
I
brought
my
role
later
and
my
guitar
up
there,
but
now
it's
harder
for
me
and
I,
like
the
woman
mentioned
to
people
to
come
and
enjoy
the
blessings
that
we
can
be
to
others,
as
it
states
and
Steve's
plaque
at
the
Gazebo
to
get
up
there
we're
blessing
each
other
through
this
event
and
the
whole
parking
on
the
grass.
A
Just
let
us
be
able
to
park
and
move
our
equipment
as
our
infirmities
weigh
us
down.
In
our
points
of
dying,
we've
got
a
guy
75.
He
paid
$75
to
get
a
cart
to
make
a
cart,
so
he
could
pull
it
from
the
parking
lot
to
the
gazebo
to
be
a
part
of
it
and
his
wife,
who
is
on
oxygen,
waits
for
him
three
hours
in
the
parking
lot.
She
used
to
be
able
to
pull
right
up
to
the
to
the
walk
right
by
the
grass,
and
we
could
go
talk
to
her.
A
Now
we
got
to
walk
all
the
way
to
the
street
to
go
to
the
bathroom
and
she's
sitting
out
there
working
her
games
patiently
on
her
oxygen
while
her
husband's.
We
helped
him
out,
but
as
our
health
declines
we're
in
a
declining
like
she
said,
65
years
old,
you
know
and
I'm
70
I'm
a
spring
chicken
and
some
of
these
people
that
come
up
to
me
and
say
thank
you
for
your
music.
So
it's
been
a
spiritual
journey
for
me
as
fulfilling
my
calling
to
be
a
part
of
this
and
I.
J
J
You
walk
down
a
bunch
of
different
groups.
One
fella
just
broke
out
a
harmonic
and
played
the
summertime
on
our
Monica.
Give
you
goosebumps
but
stuff
like
that.
That
made
this
community
great
and
when
the
park
is
rebuilt,
I
assumed
that
that
was
going
to
be
accommodated
and
allowed
to
continue,
because
it's
part
of
what
makes
Punta
Gorda
special,
so
I,
just
like
it
at
least
allow
the
park,
if
not
find
other
way,
sir,
make
it
easier
for
people
with
the
equipment,
musical
equipment.
Even
banjos
I
play
a
banjo
banjos.
You
know
20
25
pounds.
J
You
got
to
carry
that
around
I'm,
a
member
of
a
banjo
band
with
people
in
mid
80s,
and
we
used
to
plac
practice
at
the
gazebo.
You
know
he
was
fine.
Some
of
the
people
find
it
hard
just
to
get
too
dizzy
because
he
both
have
to
get
the
golf
carts
whatever
to
kick
their
native
n.
But
I'm
asking
you
please
at
least
thank
you.
Thank.
B
S
So
it
looks
like
it's
going
to
be
difficult
to
set
this
rule
up
to
just
have
one
event
that
everybody
can
do
it,
because
people
will
see
it
and
say
they
have
the
entitlement
to
do
it
for
what
their
important
reason
for
being
there
at
the
park.
So
I'm
suggesting
you
give
a
little
time
frame
here.
I
promise
I
will
always
walk
myself
from
Gateway
point.
S
Condominiums
I
will
not
take
my
car,
but
I
do
understand
how
those
of
you,
who
can't
do
that,
but
a
trolley
could
set
it
up
where
everyone
could
have
some
fun
getting
to
the
park
and
have
fun
talking
about
the
good
time
they
have,
while
they're
being
taken
back,
and
it
would
encourage
visitors
to
also
get
the
flavor
of
our
city
riding
on
that
type
of
trolley
thing
and
then
rope
off
just
as
owned
earlier
gentleman
said:
rope
off
those
parking
places
for
the
people
who
have
the
instruments.
Thank
you
for
your
time.
T
Good
morning,
Mary
and
paise
procurement
manager
for
this
city
of
Punta
Gorda.
This
is
the
agenda
item
for
a
board
of
the
agreement
and
for
bird
store,
aisles
sea
walls
and
the
harbor
walk
sea
wall
replacements,
along
with
allocation
or
appropriation
of
several
funds.
So
I'm
not
going
to
read
them
out,
requesting
City
Council
to
approve
the
appropriation
of
funds
and
word
the
agreement
to
the
lowest
responsive,
responsible
bidder.
Marine
contracting
group
of
Hana
corner.
G
The
president
of
our
Styles
association
was
here
and
wanted
to
hear
a
conversation.
The
question
that
came
up
and
I
thought
ask
how
I
didn't
email
the
community
wants
to
know
how
soon
the
marine
contracting
group
can
start
work
there
and
I.
Don't
think
that
they're
looking
for
a
specific
date,
it's
just
really
kind
of
like
we
did
with
PGI
that
we
would
expect
something
to
happen
within
maybe
30
days
or
whatever
I
spoke
with
Rick
this
morning.
G
G
So
it's
kind
of
premature,
but
we
just
have
timeframes
right,
but
I
just
wanted
to
be
able
to
put
it
out
there
on
the
record
that
that's
the
conversation
and
I'll
relay
that
information
to
them,
because
there's
a
lot
of
activity
going
on
in
BSI
and
and
they've
been
very
eager
to
have
work
begin
there.
So
anything.
B
O
B
T
Marion
pace
procurement
manager
for
the
record.
This
is
for
awarding
a
master
agreement
to
CDM
Smith
for
the
wastewater
treatment,
plant
expansion
study
and
then
subsequent
potential
specific
authorizations
that
may
come
out
of
that
study.
We've
negotiated
a
fee
schedule
that
will
be
remained
fixed
for
a
period
of
one
year
and
the
master
agreement
will
be
awarded
we're
requesting
award
for
initial
five-year
period,
with
the
option
to
renew
for
an
additional
five
years
upon
mutual
consideration.
B
B
E
Good
morning,
Lisa
Hannon
zoning
official
staff
did
receive
the
request
from
Edgewater
events.
This
is
a
new
event
coming
to
lashley
Park
and
they
are
requesting
to
close
the
Harbor
walk.
What
you
have
in
front
of
you
on
the
screen
is
the
detour
signs
that
are
put
up
by
our
Public
Works
Department.
They
have
been
constructed
by
Public
Works,
and
these
are
the
five
detour
signs
that
show
people
where
the
Harbor
walk
is
closed
and
how
to
get
back
to
the
Harbor
walk
due
to
the
size
and
nature
of
the
event.
E
Staff
does
recommend
approval
with
certain
conditions.
Those
conditions
be
that
it's
a
professional
event
fencing
be
installed,
that
the
gates
be
monitored
and
the
closure
be
approved
only
during
the
event
hours,
which
is
April
7th
from
2:00
p.m.
to
10:00
p.m.
and
the
event
organizers
required
to
publish
public
service
announcements
a
minimum
of
the
week
prior
to
the
event.
B
E
Submission
that
we
received
was
four
by
six
again,
we
Lisa
Hannon
zoning
official.
We
received
a
request
for
these
signs
to
be
placed
in
two
locations
at
the
Taylor
Road
and
Ann
Street,
for
the
eight
duplexes
that
are
going
up.
Mr.
Hoff
did
state,
as
this
code
does
allow
for
five
square
feet:
30
inches
in
height
for
single-family
or
duplex.
It's
very
specific
for
single
family
duplex
duplex
isn't
considered
a
multi-family
project,
so
they
would
be
allowed
one
sign
for
every
lot.
E
B
Got
that
my
only
concern
is
that
some
of
this
wording
is
gonna,
be
really
hard
to
read
for
automobile
traffic.
I
don't
know
if
they
want
to
take
that
into
account
I'm
just
saying
as
a
potential
customer.
It
would
be
hard
for
me
to
read
all
of
that,
but
as
far
as
the
sign
itself
goes,
I'm
fine
with
it
Lynne
just.
C
G
I
met
with
Michael
Haman's
and
in
the
discussion
it
became
clear
that
this
has
gone
on
for
a
long
time,
and
the
city
has
played
a
role
in
this,
and
so
my
email
is
really
more
for
us
to
have
a
discussion.
I
would
like
for
us
to
be
able
to
see
what
we
can
do
or
at
least
discuss
the
parking
situation,
because
we
we
have
done
a
lot
to
accommodate
parking
in
area
2
and
add
parking,
keeping
the
on
street
parking
and
adding
the
parking
lot.
G
G
G
Don't
know
that
I
have
the
answer:
I'm
we've
just
planted
Assad
at
Gilchrist
Park,
and
so
it
needs
time
to
really
get
established
and
for
us
to
really
get
it
prepared,
and
we
know
I
know
what
we
went
through
it
Lashley
with
the
Bahia
grass
and
so
all
the
park.
Alt
events
it
Lashley.
It
turned
into
a
Dust
Bowl.
So
I
don't
want
to
see
that
happen
at
at
Gilchrist
either.
So
I
just
feel
it's
a
time
for
us
to
discuss
it
and
see
what
we
want
to
do
about
it.
G
L
We
discussed
this
at
the
last
homeowners
meeting
and
pretty
much
the
residents.
Don't
want
any
exceptions
whatsoever
for
for
parking
in
the
grass,
but
with
that
said
being
that
this
is
this
events
gone
for
so
long,
I
think
there's
an
argument
for
this
being
viewed
as
prescriptive.
You
see
he's
met
because
of
it
being
like
25
years
or
more
something
if
I
think.
If
we
took
that
view,
we
could
maintain
our
position
of
making
no
exceptions,
but
then
it
would
be
allowance
for
them
based
on
the
nature
of
their
historical
nature.
The.
D
B
L
Thing
also
with
to
to
add,
in
terms
of
accommodation
for
people
moving
around
the
there's,
there's
there's
there's
a
company
called
called
called
the
nickel
right,
which,
by
defined
a
quarter,
had
to
meet
a
lot
of
people,
and
they
basically
are
a
free
electric
car
service.
That's
gonna
be
servicing
the
historic
district
which
which
is
ata
accessible,
which
is
gonna,
be
able
to
allow
people
to
move
around,
and
so
this
is
one
thing
which
definitely
can
augment
the
situation
where
people
will
be
able
to
move
around.
So
that's
something
there,
but
is
I
mean.
L
Is
there
any
other
provision
of
that
sort
that
can
be
used,
because
the
the
concern
ultimately
is
that
in
making
an
exception
for
this
group
that
we
wouldn't
be
able
to
make
we
we
would
not
be
able
to
this.
Other
groups
like
in
particular,
like
right
now,
residents
are
very
concern
to
bike
about
the
pickleball.
