37-year
career
in
the
automotive
industry
during
which
he
and
his
wife
debbie
moved
12
times
due
to
corporate
relocations
and
whereas
mark

debbie
retired,

punta
gorda
in
2017,
with
their
siberian
husky
fur.
Kids,
nika
and
kaya
mark
immediately
joined
the
aisle
yacht
club
and
became
an
active
member
in
the
community.

served

gorda
isles
canal
advisory
committee
for
a
couple
of
years
before
becoming
a
candidate
and
was
and
being
elected
to
serve
on
city
council
representing
district
3
in
2021,
whereas
during
his
first
year
of
service
mark,

demonstrated
his
dedication
and
commitment
to
serving
the
citizens
of
punta
gorda
and
to
upholding
the
city's
mission
to
be
the
most
desirable
place
to
live,
work
and
visit,
and
whereas
it
is
truly
a
pleasure
to
honor
mark
kucharski
and
to
extend
to
him
our
best
wishes

the
celebration
of
his

out
some
notable
facts
about
september
10th
like
it's
the
peak
day
of
hurricane
season
or
it's
the
day,
hurricanes,
irma
and
donna
paid
his
visits,
or
it
was
the
last
innocent
day
before

11.,
but
instead
I'd
like
to
take
this
opportunity
to
comment
on
something
much
more
relevant
and
immediate
than
my
birthday
at
almost
every
council
meeting,
and
in
fact,
at
many
committee
meetings,
we
conduct
quasi-judicial
hearings
most
of
the
time.
These
are
simple,
uneventful
proceedings.

community
organizations

family

victims
began
observing
the
anniversary

911

memory

those
who

lost
and
those
who
united
in
response
to
the
tragedy,

first
responders

whereas
the
serve
america
act,
approved
by
congress
and
enacted
into
law.
On
april
21,
2009
directed
september
11th
to
be
observed
and
recognized
as
an
annual
day
of
service
and
remembrance
and
charge.

community

as
americorps
with
leading
this
nationwide
effort

whereas
participating
in
service
and
remembrance
activities
on
911

positive
and

seems

me

walkability

an
important
issue.
We
have
a
chance
to

facilitate

this
town

golf
carts,
they're
called
navs.
Now
neighborhood
electric
vehicles
would
be
a
great
fit
for
people
who
live
on
the.
Could
you
put.

be

fit

people

live

isles

able

in
it
would
double
your
parking
spaces.

fit
two
in
a
compact
space.

means

800
parking
spaces

municipal
marina
activity
just
to
go
over
quickly.
You'll
see
that
on
our
annual
and
semi-annuals
were
generally
consistent
with
last
year,
you'll
see
slightly
less
annuals
this
month.
Our
transients
are
higher.
Our
commercials
stay
steady
at
14,
of
course,
and
the
moorings
we
have
13
that
are
on
the
mooring
balls
and
you
can
see
as
you
go
down
peace,
river
and
then,
of
course,
into
the
harbor
that
there's
a
lot
of
boats
that
are
anchored
out
there
on
the
mooring,
balls
and
west
of
the
mooring
field
as
well.

The
liveaboards
you'll
see
a
smaller
number
on
liveaboards
that
will
continue
as
they
transition
out
with
the
six
month
periods,
and
we
anticipate
that
we'll
start
to
see
more
picking
up
on
the
monthly
semi-annual
and
annual
rentals
and
less
on
the
liveaboards,
given
the
restrictions
with
our
submerged
land
lease,
so
that
will
probably
not
come
back
up
to
the
previous
levels
that
we've
seen,
but
we'll
see
them
in
other
areas.

course,
our
community
room
we're
getting
more
use
out
of
the
community
rooms.
Things
have
opened
back
up
and
it
appears
that
that
room
is
very
well
suited
for
a
lot
of
the
smaller
events
and
even
some
of

larger
ones,
depending
on
how
many
tables
are
needed
that
people
are
using.
So
as
we
look
at
our
pump
out
vessel,
we
have
almost
2500
gallons
again
for
the
pump
out
vessel
and,
let's
see
if
I
can
find
the
right
button
about
that
so
again.

We're
using
that
through
a
grant
that
helps
take
the
material
off
the
boats
and
dispose
of
it
in
the
sanitary
sewer
system,
so
that
we
have
properly
treated
waste
and
we're
helping
to
protect
the
water
quality
in
charlotte
harbor.
So
we're
very
pleased
we're
able
to
do
that
at
no
cost
to
the
boaters
that
use
the
service
when
we
get
into
some
of
the
activity
for
our
projects,
the
city
hall.
Of
course,
we,
as
we
said
last
month
that
has
not
changed
we're
waiting
for
60
plans
beginning
of
october.

We
hope
to
have
those
plans
in
that
will
give
us
a
much
better
visual
representation
of
what
everything
is
going
to
look
like,
and
we
can
define
our
cost
as
we
move
forward
with
our
c-mark
construction
manager
at
risk
and
ensure
that
the
project
and
cost
is
on
track
with
what
we
anticipate.
So
we're
looking
forward
to
that
coming
in
that
will
provide
not
only
the
ability
for
future
growth
well
into
the
future,
but
also
amenities
and
services
in
council,
chamber
and
city
hall.
That
will
greatly
benefit
the
public
guild
crest
park.

the
project
is
really
moving
and
we
can
see
it
continue
to
move
towards
the
upper
end
of
the
project
towards
a
boat
club
and
we're
really
looking
forward
to
that
continuing
and
being
completed
depending
on
weather
and
materials.
Of
course,
in

near
future.
It's
certainly
something
that's
made
a
difference
in
the
ability
to
use
the
park
and
have
nice
amenities
there
for
again
for
the
public.

have
45
days
to
really
give
us
that,
yes
or
no,
we
anticipate
that
they
would
approve
that,
but
during
that
time
we'll
be
looking
at
total
funding
sources,
use
of
the
property,
any
supplemental
funding
sources
that
people
propose,

fundraising,
historic
preservation,
groups,
etc,
and
then
that
will
come
back
to
council.
So
we
can
discuss
the
scope
of
the
project.

it

was
proposed

we

the
set
of

recently

had
the
exterior
restrooms
in
a
full-scale
renovation
will
be
something
less

monies

be
used
if
it
is
so

enough

decision
points

will
need

be
made

move

project
forward

back
to
council
before
the
project
continues

we're
going
to
see

it's
listed
on

national
register

we'll

exactly

parameters
we're
working

we
come

lashley
park,
splash
pad
much
awaited
amenity
in
lashley
park.

seeing
a
lot
of
use
in
that
splash
pad,
even
as
it
currently
exists
each
weekend
you
go
over
and
there's
a
lot
of
kids
and
adults
playing
in
the
fountain,
but
the
contractor
is
now
reviewing
the
agreement.
We're
looking
at
the
schedules
with
the
subs.
When
can
we
get
concrete?
When
can
we
get
the
material
that's
needed
to
start
so
we'll
be
bringing
that
in
for
final
approval
and
the
approval
to
begin
construction
in
the
very
near
future
for
city
councils?

incentives

objective
in
the

areas
and
part
of
that

goes
on

discuss

the
reasons
that
the
parking
requirement
is
lower
in
the
cra,

turning

towards
programmatic
funding

lot

types

funds

state
agencies
like
department
of
economic
development.

acceptance
in
the
program,
so
I
know
that
in
your
region,
there's
a
regional
approach
in
the
county
and
others
to
go

do
a
big
assessment

you're

work
together,
you're
checking
that
box
for

folks

asking
that
they
need
to
do
an
assessment
of
the
state
of
florida
of
67
counties.
So
we
can
come
in
as
a
partner
to

is
what
we
need
for
our
county,
our
region,

or
multiple
cities.

just
to
further
that

are
in
the
middle
of
that
assessment
now
with
the
engineering
firm,

about
water
quality
initiatives,

relates

economic
development,
even
in
the
downtown
core,
if
we
build
a
parking
deck,
it's

already
impervious
surface,
but
at
the
same
time
we
have
parking
structures
that
require
infrastructure.

have
a
lot
of
storm
stormwater
requirements,
downtown
that
inhibit
economic
development
because
of
the
cost
of
the
stormwater
management.
That's
really
a
centralized
thing,
as
opposed
to
just
site-specific.

have
vitrified
clay
pipe,
a
lot
of
inflow
into
that
that
limits
system
capacity
that
then
limits
economic
development,
so
everything
you've
said

utility
enhancements
storm
water
enhancements.

that
relates
to
economic

structures

of
that
is
economic
development
and
water
quality
related
in
some
regard
that
we
could
make
the
argument
they
all
tie

project
creates
tourism
dollars
economic
development
dollars,

can
somehow
put
that
into

obviously
we
know
like

going

bring
dollars
to
our

dollar
amounts
that
this
will
generate.

out
to

community
and

for

as
to

that

citizen
comments,
what
we've
heard
from
you
all
say

priorities
for
this
community

one
percent
sales
tax
committee.
They
set
a
lot
of
our
work
in
motion
with
the
funding
of
certain
projects.

what
strategic
planning
is
it's
used
to
set
the
overall
goals
for
the
city?
It
provides
direction
to
our
departments,
it
creates
the
basis
for

budget,
it's
dynamic,
it
evolves
year
to
year,
and
it's
big
picture
thinking.
So
just
because
you
don't
happen
to
see
something
in
our
strategic
plan
doesn't
mean
that
we
aren't
looking
at
it.
We
had
a
comment
from
the
ponegorda
chamber
of
commerce
where
they
want
us
to
be
looking
at
parking
issues.

Well,
we
know
that
during
that
last
conversation
that
we
were
having
with
the
lobbyists,
that
is
one
of
our
one
of
our
primary
goals-
is
to
do
something
about
that
parking
issue.
It
isn't
necessarily
point
blank
in

strategic
plan,
but
we
we
are
working
on
things
that
are
outside
of
this.
This
is
the
overall
big
picture.

It's
all
guided
by
our
mission
and
our
vision,
our
mission

enhance
puna
gorda's
identity

a
vibrant,
waterfront

history
and
one
of

what
it's
going
to

our
city
successful
and
then
to

lens
to
view

through

as

lot

the
budget

A
few
of
the
items
that
we'll

working
on
this
next
year

deliver
on
those

One
is
hiring
a
records
coordinator
to
implement

plan

our

she's,
going
to
be
telling

all
about
that

to

also
looking
at

have
the

solution

place

is

was
one

we
heard
from
residents
as

wanted
to
see

business
community
really
wants

see
that
addressed
the
cost
cost-benefit
analysis
of
annexations.

know
exactly
when
somebody
approaches
us

wants
to
annex
into
the
city

we
approach

it

winning

for
city

both
parties
stand
to
gain
something
in

then

the

construction

streets,
and

information
is
available
on
the
city

streets

be
going

that
process

next

communication
and
collaboration-

public-private
partnerships

entities

the

going

continue
to
seek
community
input
in
our
decision-making

emphasize
transparency

city

are
still
working
on
diversifying
housing
types,
as
recommended
by
the
2019
planned
punta
gorda
citywide
master
plan
over

next
five
years.

citizens
academy

residents

what
the
community

public
safety
youth

we're
hoping

collaborate

transportation
on

in
constant
communication
with
fdat
under
mayor
matthew's
leadership

our
city
manager

direct
lines

everybody

the
marketing

for
the
city

that

worst

karen

sitting
