closest

and
unfortunately,
the
san
mateo
movie
theater
is
at
the
opposite
end
of
the
city
from
the
hillsdale
shopping
center
anyway.

I
understand
that
a
thousand
units
of
housing
are
on
the
on
the
table,
we're
in
the
middle
of
a
two-year
drought
and
there's
no
relief
in
sight.
I
know
the
state
wants
us
to
build
more
housing
even
with,
and
even
with
low-flow
showers
and
low-flush
toilets.
That's
still
the
big
water
usage
also
we'll
have
more
traffic,
more
parking
problems
and
more
police
and
fire
personnel
will
be
needed.

Biotech
firms
offices,
where
will
their
employees
live
in
the
thousand
unit
housing
or
will
they
be
bused
in
each
one,
may
have
their
own
problems
and,
as
far
as
sears
goes,
I
know
the
pandemic
has
been
hard
on
all
of
the
businesses
in
tanforan.

speaking,
I
think
sears
would
still
be
in
operation
if
they
had
used.
Excuse
me
used
their
original
operating
model,
but
adapted
it
to
current
times
to
compete
with
amazon.

just
my
personal

works
to
find
out

we

plan

street
paving-
and

given

number
by
a
very
nice
lady

charge
of

I
left
a
voicemail
message
and
I
got
no
response.
So
a
week
later,
I
went
to
the
city
website
and
I
sent
an
email
and
I
still
haven't
gotten
a
response.

weren't
answered
and
I
emailed
all
the
council
and
I
got
response
from
everybody
which
I
really
appreciated,
and
some
of
you
took
a
stab
at
answering
them
some
and
then
all

you

from

the

office

they
forward
it

individual
who's

weeks

seeing

answers

my

what
do
I
have
to
do
to
get
an

conversation

with
an
important
member
of
the
community
here
in
san
bruno
a
few
weeks
ago.

he
told
me
that
his
job
is
not
to
bless
people
with
material
riches,
but
to
connect
people
to
their
inner
spirituality,
to
show
them
how
they
can
best
show,
love
and
kindness
to
their
fellow
man
and
how
they
can
best
follow
a
merely
righteous
life.

gee.
I
said
I
appreciate
you
for
letting
me

and
that's
when
he
told
me
he
had
fifty
dollars
on
rams
winning
by
seven
with
a
blue,
gatorade
harley,

nothing

then,
I

trying
to
be
a
politician
and
tell
me
if
I'm
wrong,
but
over
this
last
year
I've
seen
that
the
biden
administration
has
kept
the
same
tax
code
that
has
favored
the
ultra
wealthy,

same
defense
spending
that
promotes
death
and
destruction
across
the
globe
and
well,
tell
me
if
I'm
wrong,
but
I
can't
see
this
administration
being
any
other
any
different
than
the
trump
administration,
except
with
higher
gas
prices,
and
he
didn't
want
to
talk
politics,
so
we
just
left
it
at
that
and
but
that's
what
I
think
is
so
instrumental
what's
so
important
about
having
district
elections,
because
it
connects
people
to
their
government
district
elections.

allow
a
more
representative
democracy
where
they're
the
elected
officials
representing
their
people,
are
more
accountable
to
their
voters,
and
hopefully
it
makes
local
priorities
more
are
able
to
be
followed
and
the
common
interest
can
be
promoted
to

fulfillment
possible.

city

san
bruno,
we're
here
tonight
for
our
fourth
public
hearing
on
sam
rooney's
districting
process.
This
is
the
sixth
public
meeting
that
we've
had
on
our
districting
process.

We
had
four
public
hearings,
or
this
is
the
fourth
and
we
we
had
two
community
workshops
and,
as
we
know,
this
process
will
change
how
voters
in
san
bruno
elect
members
of
the
city
council,
and
it
is
a
very,
very
important
effort
and,
as
you'll
hear,
a
number
of
our
community
engagement
efforts
and
the
translation
services
that
we
went
through
in
the
dedicated
website
that
was
developed
really
helps
to
articulate.

Why
did
the
city
council
direct
in
march
of
2020
that
the
city
would
convert
to
districts
for
the
november
22
election
and,
as
we
heard
one
member
of
the
public,
some
members
of
the
public
have
spoken
highly
of
converting
the
districts
and
other
members
like
a
number
of
the
written
comment
items
you
have
in
your
packet,
and
that
is
on
our
website
tonight.
Members
of
the
public
have
spoken
not
in
favor
of
the
process.

Well,
the
short
answer
to
why
the
city
is
doing
this
is
that
we
are
complying
with
not
just
the
letter,
but
the
intent
of
the
california
voting
rights
act.
We'll
talk
a
little
bit
about
that
process
today
and
the
process
that
other
municipal
agencies,
both
cities,
special
districts
and
school
districts,
are
going
through
that
have
at-large
elections
to
convert
two
district-based
elections
and
similar
to
how
we
started
this
meeting.

But
you
really
have
three
virtual
heads
popping
up,
but
one
will
be
myself,
but
we
will
also
have
kristen
parks
from
the
national
demographics
corporation,
a
consultant
that
the
city
hired
to
support
us
through
this
process
and
so
kristen
will
first
provide
a
little
bit
of
the
background.
She'll
talk
about
the
current
electoral
system
for
for
the
city
council
and
why
we
are
making
this
change
next

the
districting

of

outreach
firm
to
support
the
multi-pronged
public
outreach
effort
that
we
have
next
we'll
talk
about
district
map,
stock
map
options
and
we'll
need
direction
from
the
city
council.

confirm

process

we

undertaking

really
two
options
to
continue
the
process

adopt
a

map

a
four-district
map
and
an
alternative
five-district
map,
and
we'll
talk
a
little
bit
more
about
that
and
why
there
is
this
open
question
of?

we
wanted
to
just
give
members
of
the
public
who
are
tuning
in
tonight.
That's
a
background
because
a
lot
of
this
is
confusing
and
there's
different
terminology
and
districts
are
something
that
is
coming
new
to
the
city
of
san
bruno.
So
what
is
the
current
system?

So
the
city
of
san
bruno
currently
has
a
mayor
and
council
members
and
all
are
elected
at
large,
and
what
at
large
means
is
that
all
of
the
voters
within
the
city
get
to
elect
all
of
the
council
members
as
well
as
the
mayor,
and
this
system
is
one
of
the
systems
that
cities
have
across
california.

And
the
difference
here
is
that
a
district-based
election
has
a
city
divided
into
districts
where
candidates
will
live
within
the
district
and
run
to
represent
that
district,
and
only
the
voters
within
that
district
will
get
to
elect
that
particular
council
member
from
at
that
district.

So
a
lot
of
cities
were
forced
to
make
this
transition
from
at
large
to
by
district,
and
they
were
forced
to
do
it
by
lawsuits
that
were
brought
under
the
cvra
and
the
city
of
san
bruno
actually
acted
proactively
to
make
this
transition
voluntarily
and
decided
in
2020
to
make
the
transition
by
november
2022,
and
that
is
of
course,
because
november
2022.

That's
this
year
is
an
election
year,
and
so
the
good
news
for
residents
is
that
by
making
this
change
voluntarily,
the
city
is
potentially
avoiding
litigation,
costs
and
lawsuit
costs
and
a
tight
timeline
that
could
come
if
the
city
were
forced
or
pushed
to
do
this
through
a
cvra
challenge,
as
opposed
to
an
you
know,
a
proactive
choice.

So
that's
why
the
city
is
making
the
change.
It
is
in
an
attempt
to
comply
with
state
law
and
prevent
lawsuits
that
would
force
the
change
in
less
favorable
conditions.
So
next
slide.

It
will
be
voting
to
adopt
a
four-district
map
that
will
go
into
place
for
the
november
2022
election,
and
that
is
different
than
the
current
at-large
system,
and
so,
rather
than
electing
two
council
members
at
large
in
2022,
there
will
be
two
districts
up
for
election
and
the
mayor
will
remain
elected
at
large.

So
the
reason
that
san
bruno
is
currently
going
to
be
adopting
a
four-district
map
right,
because
if
you
look
at
other
cities,
some
of
them
have
different
numbers
of
districts,
different
numbers
of
council
members.
The
reason
for
the
four
district
map
is
that
san
bruno
has
a
proposition
passed
in
the
1870s.

That
says
the
city
will
have
a
directly
elected
mayor
and
a
four-member
city
council.
So
that
is
why,
when
you
have
a
four-member
city
council,
you
will
have
four
districts,
because
it
is
one
council
number
per
district
next
slide.

So
this
process
really
does
need
to
wrap
up
by
mid-april
in
order
to
get
all
of
the
voter
and
precinct
assignments
and
boundary
links
to
the
county
registrar
of
voters,
so
that
everything
is
in
place
for
the
november
election
next
one.

So
one
of
the
questions
that
comes
up
often
in
process
is
when
you
make
the
switch
from
at
large
to
buy
district
elections.
Does
that
change
any
of
the
current
council
members
terms,
keeping
in
mind
that
there
are
four
current
council
members
who
have
been
elected
at
large?
The
answer
is
no.

This
transition
does
not
change
the
term
link
of
any
of
the
current
council
members
right,
so
nobody
is
going
to
be
losing
a
seat
or
changing
the
link
that
they
are
serving
on
the
council
and
all
of
the
current
numbers
remain
at
large,
meaning
we
don't
talk
about
them
as
representing
a
district,
yet
even
if
they
live
in
that
district,
until
they
have
been
elected
if
they
are
elected
with
once
that
district
holds
an
election
and
elects
their
council
member
keeping
in
mind
that
the
city
council
elections
are
usually
staggered,
meaning
that
we
don't
elect
all
of
our
council
members
all
at
the
same
time.

However,
usually
we
we
try
to
assign
those
districts
in
such
a
way
that
does
not.
We
don't
want
to
assign
usually
council
members
who
have
who
may
be
up
for
election
in
2024.
We
may
not
want
to
put
them
in
a
2022
district
right,
so
these
are
considerations
that
will
be
discussed
and
may
be
discussed
this
evening
and
at
the
next
hearing
to
make
sure
that
those
assignments
are
rational
for
voters
and
not
too
confusing
for
folks
in
the
city.

So
this
slide
is
more

for
reference

anyone
who's.
You
know
really
curious
about
this
sequencing
because
it
does
get
confusing.
So
this
is
nbc's
sort
of
cheat
sheet
to
what
happens.
We
draw
these
district
boundaries
and
we
have
four
current
council
members,
and
so
they
are
going
to
reside
each
council
member
in
one
of
these
four
districts
and
whether
or
not
their
term
is
set
to
end
in
2022
or
2024,
and
whether
or
not
they
end
up
residing
in
a
2022
or
2024
district.

There
are
some
options
here,
but
keeping
in
mind
that
nobody's
term
will
be
changed
or
shortened
in
this
process.
So
voters
who
have
elected
their
council
members
to
serve
a
complete
four-year
term
are
still
getting
that
representation
that
they
voted
for.
So
you
can
sort
of
think
of
the
the
rollout
of
district-based
elections.

As
being
you
know,
sort
of
a
phased
thing.
Two
districts
will
for
the
very
first
time,
elect
by
district
this
november,
and
then
the
remaining
two
districts
will
elect
by
district
in
2024.

So
what
that
means
is,
you
will
have
a
two-year
period
where
two
of
your
council
members
will
have
been
elected
by
district
and
two
will
remain
having
been
elected
at
large.
So
there
is
that
sort
of
transition
period.
I'm
happy
to
answer
any
questions
about
this
at
the
at
the
end
of
the
presentation,
but
we
just
want
to
make
sure
that
all
of
the
information
is
is
out
there
and
we
know
it's
confusing
so
just
doing
our
best
to
sort
through
it.

each

every
detail
that
we
went
over
then.

But
I
do
want
to
highlight
a
few
new
pieces

information

provide
a
summary
of
anyone
for
anyone
who
is
new
joining
us

at
this
evening.

this
is

hearing
where
city
council
has
the
opportunity
to
select
a
final
map-
and
you
can
see
in
the
screenshots
that
the

included

obviously

spanish
and
chinese
fair
on
the
postcards

then
moving
on
to
the
next
slide,
I'll
wrap
up
with
the
different
types
of
media
by
highlighting
the
in-person
outreach
efforts.

we
know
that
not
everyone
is
online
and
cleaning
digitally.

not

even

community

the
outreach
effort
or
the
outreach
update

tonight
by
emphasizing
the
ways
community
members
can
continue
to
stay
involved.
So

walk
us
through
a
few
options
for
this
process
and
they're
up
on
the
screen.
First,
let's
continue
and
adopt
a
four
district
map
and
the
second
option
is
to
adopt
a
four
district
map,
an
alternative,
five
district
map,
and
so
you
may
be
wondering
why
are
we
talking
about
a
five
district
map?
H
I
know
city
council
knows
people
that
have
been
following
the
process
are
aware,
but
I
just
want
to
take
a
moment
to
walk
us
through
a
few
points
on
the
five
district
alternative
and
just
articulate
of
why
that
that
discussion
has
taken
place.
So,
as
we
all
know,
and
our
consultant
team
reiterated,
we
are
undertaking
san
bruno's
first
districting
process,
and
so
we
are
not
redistricting.
We
are
districting
for
the
first
time,
but
in
reality
there
are
two
efforts
that
are
underway
simultaneously.
H
That
impact
this
process
and
the
first
is
districting
establishing
council
districts,
and
so,
as
we
heard
on
march,
24th
of
2020,
the
city
council
really
made
that
proactive
decision
and
adopted
a
resolution
that
called
for
the
city
to
transition
to
buy
district
elections
in
november.

and
as
a
stand-alone
item,
what
that
really
did
what
that
would
really
do
is
that
it
would
end
the
current
system
of
at
large
city-wide
elections,
whereby
all
voters
elect
both
the
mayor
and
all
four
council
members,
and
it's
also
important
to
note.
I
know
we
touched
on
it
a
little
bit
earlier-
that
this
proactive
action
really
avoided
unnecessary
costs.

H
It
allows
the
city
to
develop
and
fund
the
effort
in
201
in
mid
21
during
our
21
22
budgeting
process,
and
then
it
allowed
us
to
embark
on
this
process
that
at
the
schedule
earlier
showed
up
done
really
in
october
and
november
of
21,
and
so
it
it
has
offered
us
at
that
time
where,
if
the
city
would
have
received
a
letter
from
the
various
legal
firms
that
are
are
following
the
prescribed
language
in
the
california
building
right
back
and
sending
demand
letters
to
cities.

We
would
have
had
to
do
this
process
in
a
very
compressed
90-day
timeframe
and
so
that
proactive
effort
really
allowed
for
this
awful
process
with
the
public
engagement
and
so
really
as
a
standalone.
The
new
process
would
be
where
all
voters
in
the
city
elect
the
mayor
and
vote
for
one
of
four
district
council
members
and
we'll
show
some
diagrams
on
what
that
looks
like.

But
the
other
effort
that's
going
on
simultaneously
is
we
are
in
the
process
of
investigating
and
analyzing
potential
ballot
measures,
and
one
of
the
items
that
the
city
council
asked
staff
to
look
into
is
a
repeal
of
the
1977
measure
that
established
san
bruno's,
directly
elected
mayoral
process,
and
so
through.
The
city
council,
strategic
initiative
process.
H
Staff
has
said
about
the
policy
analysis
and
are
preparing
to
provide
the
city
council
with
policy
options.
So
that,
should
the
council
decide
to
place
that
question
before
voters,
it
can
happen
for
the
november
22
election
and
so
that
work
as
we'll
see
in
a
little
bit
is
ongoing.
And
we
currently
have
a
study
session
scheduled
for
march
29th
to
have
discussions
around
potential
ballot
measures,
of
which
a
potential
repeal
of
the
directly
elected
mayor
is
one
of
them.

And
so,
as
many
of
you
know,
mender
f
and
san
bruno,
passed
by
voters
in
1977
implemented
that
at
large
and
directly
elected-
and
I
just
want
to
take
a
moment
to
explain
those
two
terms,
because
they
can
sometimes
seem
to
mean
the
same
thing
but
they're
distinctly
different
and
so
directly.
It
means
elected
separately
from
the
other
piece
on
the
council.
So
right
now
our
structure
for
the
mayor,
the
mayor
is
directly
elected
and
it's
at
large,
which
means
that
there
is
no
residency
requirement
anywhere
in
the
city.
H
But
when
you
transition
to
bi-district
elections
or
when
we
in
san
bruno
train
transition
to
buy
district
elections,
it's
important
to
note
that
the
city
has
the
option
to
retain
the
current
electoral
process
for
the
mayor
and
have
a
mayor
that
remains
elected
directly
and
at
large
or
an
option
of
the
city
is
to
change
that
electoral
process
for
the
mayor,
but
that
required
the
both
people
and
it
required
the
vote
of
the
people,
because
that
structure
was
put
in
place
in
1977,
and
that
is
precisely
what
the
city
council
asked
staff
to
analyze
it
and
look
into
it.

So
we
have
these
two
lines
going
on
simultaneously
and
so
out
of
the
many
items
up
there,
one

meetings

2020,
I
was
made
saying.

half
moon
bay
had
moved
to

large
mayor
being
the
large
mayor
model
and
the
four
districts,
and
then
we
learned,
I
think

was
actually
the
day
after
in
a
future
meeting
that
we
had
this
conversation
that
husband
they
was
actually
moving
back
to
the
rotation
on
the
air
and
more
than
five
districts,
and
so
my
concern.
As
I
said,
I
have
had
a
number
of
hesitations
around
this
entire
process.

But
what
concerns
me
is
that,
ideally,
if
the
reason
for
moving
this
way
is
to
save
money
or
to
save
from
the
threat
of
litigation,
then
whether
we
submit
to
either
a
four
or
five
district
map,
it
appears
that
we're
going
to
be
paying
for
this
process
again
anyway,
and
so,
if
it's
30
000
or
would
we
end
up
paying
the
entire
amount?
We're
really
not
saving
any
money?

ideally,
if
we're
saving
money,
then
you
know
we
wouldn't
be
spending
on
consultants
to
go
through
the
process,
not
once,
but
now,
potentially
twice
with
the
five
district
option.
And
so
I
don't
know
I've
been
concerned
about
this
process.

said

the
beginning,
I
voted
no
on
it.
I've
maintained
those
concerns
we
still
have
yet
to
see
alternatives,
which
I
understand
there
are
not
alternatives
that
are
widely
being
used
in
the
same
way.

law
has
not
tested
yet

we
have
yet

hear
about.

also
just
want
to
reiterate
that
I

actually
echo
the
my
council,
my
fellow
council
members

medina
but
and
that
because
he
just
hasn't
spoken
yet,
but

just

say
that
those
who
have
spoken-
I
do
agree
that
two
weeks
is
not
enough
for
the
five
districts.

process
has
been
months.

think

the
city
has
made
an
exceptional
effort.

staff

exceptional
effort
to
communicate
to
the
public,
what's
been
going
on
and
try
to
ensure

public

like
one

public
speakers
said
tonight,
this
is
a
confusing
process
right
and
so
all
the
outreach
in
the
world
isn't
going
to
get
a
perfect
result.

uncomfortable
and

support
rotational
mayor
whether
that's
going
to
pass
or
not
it
was
to
be.
It's
left
to
be
determined,
but
the
reality
is
that
I
don't
think
two
weeks
is
enough

determination

five
districts,
and
so
that
I
think,
goes
back
to
my
fellow
council
members
around.

willing
to
spend
to
keep
this
process
going
to
ensure
that
there
is,

sufficient
information
available
around
five
districts,
and
I
I
just
don't
know
what
that
cost
would
be.

are
fully
concerned

getting
public
input

keeping
this

everybody
feels

definitely
feel

making
this
process

open

consistent

transparent

council
to

possibility

path

means
is
that

would
need

reset
and

march

meetings

that
council
members
have
seen
this
a
number
of
times,
but
I
think
it's
always
useful
to
review
our
legal
requirements
before
we
look
at
the
maps,
because
one
of
the
things
that's
very
important
for
the
council
to
do
is,
engage
with

fair
maps
act
and
consider
the
criteria
required
there,
but
also
understand
that
we're
working
with
federal
law,
so
federal
and
state
law
and
federal
law
does
require
that
each
district
be
relatively
equal
in
population
size,
not
down
to
the
very
last
person
you
don't
have
to
have
exactly
equal
districts.

We
also
need
to
make
sure
we're
complying
with
the
federal
voting
rights
act
and
again
remembering
that
that's
different
than
the
california
voting
rights
act
which
encourages
bi-district
elections.
The
federal
voting
rights
act
is
designed
to
ensure
voting
protections
for
the
classes
of
voters,
the
protected
classes
of
voters,
so
african-american
voters,
asian-american
voters,
latino,
voters
and
native
american
voters
if
they
are
in
a
majority
in
a
in
a
geographic
area.

So
while
we
are
taking
care
to
comply
with
federal
voting
rights
act,
we
also
cannot
draw
districts
based
solely
or
predominantly
on
race,
because
that
would
violate
a
federal
ban
on
racial
gerrymandering.
So
that's
the
federal
law.
We
need
to
keep
in
mind.
The
state
law
is
the
california
fair
maps
act.
It
gives
us
four
criteria
that
we
are
required
to
consider
in
order
of
importance,
so
the
most
important
criteria,
number
one
for
the
state,
is
that
each
district
is
geographically
contiguous.

Third
is
to
create
easily
identifiable
boundaries,
so
one
way
that
we
can
do
this
is
to
draw
our
district
boundaries
along
major
roads,
highways
or
natural
features,
waterways,
that
sort
of
thing
so
that
residents
know
where
the
districts
are,
and
it's
not,
you
know
the
side
street
and
then
that
side
street
and
you
know
just
very
confusing.
We
want
this
to
be
residents
to
be
able
to
understand
where
the
district
lines
are
and
finally,
less
than
importance
is
compactness.

Districts
should
be
relatively
compact
and
that's
defined
in
state
law,
as
a
district
is
compact
if
it
doesn't
snake
around
and
take
in
a
far
away
population
and
avoid
including
something
nearby
right.
So
if,
if
a
district
is
compact,
it's
usually
not
going
to
have
a
very
strange
shape
to
it.
So
that's
another
thing
to
consider.
When
we
look
at
this
map,
that's
the
legal
requirements.

There
are
32
maps
that
have
been
received
as
of
february
10th.
I
I
we
may
have
received
one
more
since
then,
but
it
wasn't
in
time
to
present
to
you
and
process
for
this
evening's
meeting.
But
a
tremendous
number
of
public
maps
about
half
of
those
public
maps
meet
the
the
sort
of
most
basic
criteria
for
being
contiguous
and
having
the
equal
population.

So
under
the
10
maximum
population
deviation
and
then
national
demographics
produce
three
maps
just
to
sort
of
round
out
the
options,
and
we
are
not
going
to
advocate
and
say
that
the
consultant
maps
are
are
better
than
the
public
maps.

fact,
often
public
maps
reflect
a
much
more
nuanced
understanding
of
the
neighborhoods
and
communities,
so
we're
just
trying
to
make
sure
that
there's
a
variety
of
options
on
the
table
and
as
as
we've
already
heard

cal
member

there
are
who
is
commenting
that
these
maps
are
very
different
from
each
other.
So
I
have
grouped
them
in
a
way
that
sort
of
makes
sense
to
me,
but
these
groups
are
not
hard
and
fast.
These
are
sort
of
loose
groupings.

main
thing
when
we're
looking
at
at
these
maps
is
to
look
at
communities
and
neighborhoods
that
have
been
identified
throughout
the
process
up
until
this
point-
and
I
don't
think
I
have
a
list
of
that-
but
I
will
be
referring

specific
neighborhoods
and
communities
when
looking
at
these
maps,
because
those
are
neighborhoods
and
communities
that
we
have
heard
from
the
public
that
they
do
not
want
to
be
divided.

that's
that's
the
reason
we'll
be
referring
to
those
those
areas.

is
just
our
cheat
sheet
to
the
17
maps
that
meet
those
basic
criteria
for
contiguity
and
population
balance
and
their
total

skyline
area
of

boundaries
around
whatever.

district
would

population

challenge
is
actually

much
population
right.

cutting
off
parts
of

because

population

of

divide

discussion,

proposed
standards,
the
environmental
clearance
for
the
ordinance,

concern
was
expressed
about
the
appearance
of
construction
areas
by
the
city
council,
and
a
study
session
was
scheduled
on
september
14th.
The
city
council
received
a
report
and
a
presentation
from
city
public
works
consultant
mike
balkaden,
who
presented
general
standards
for
construction,
staging
and
storage
that
could
be
applied
to
projects.

He
noted
his
in
his
research
that
san
bruno
was
unique
in
that
it
was
the
only
jurisdiction
that
requires
a
planning
commission.
Temporary
use
permit
to
allow
for
certain
types
of
construction
staging
and
the
temporary
use.
Permit
requirement
increases
the
time
and
cost
before
construction
projects
can
start
and
sometimes
doesn't
fit
in
with
construction
schedule.

So,
based
on
the
discussion,
the
council
was
in
agreement
that
construction
stage
staging
standards
should
be
implemented
and
enforced,
but
not
in
full
agreement
on
the
approach
and
concern
was
expressed
that
the
removal
of
the
temporary
use
permit
requirement
from
the
municipal
code
was
one
of
those
concerns.

However,
based
on
the
report
and
recommendations,
the
majority
of
the
city
council
directed
step
to
proceed
with
developing
an
ordinance
amendment
and
up
on
this
item
next
slide.

bruno
requires
a

for
both

available

burlingame
and
millbrae
offer
city-owned
vacant
properties
for
uses
staging
areas.

pro
standards

vary

based
on
the
type
of
project.

it's
a
small
project,
large
project,
whether
it's
in
the
public
right-of-way

the

standards
would
be
that
there

be
a
limitation
on
material,
quantity
and
storage
time
in
the
public
right-of-way,
which
was
one
of
the
concerns
that
was
expressed.

felt
that
the
posting

contact

important
and
then
finally,
pursuant

the
planning
commission's
discussion,
any
standards

normally
would
not
apply

residential

smaller
projects

fires

sane
fireworks

improperly
were

reasons
of

fires

had
most

our
fires

caused
by
fireworks,

way
away
from

woods

to
