Planning commission meeting Public Hearing
A

C
B
C
C
Evening,
everyone
welcome
to
the
Planning
Commission.
We
are
here
with
our
second
person
meeting
after
covet.
C
Have
zoom
meetings
and
apologize
about
my
script
in
front
of
you
tonight,
but
people
on
the
zoom
line?
If
you'd
like
to
be
recognized
to
speak
at
the
time
we
can
request
Keepers,
you
can
use
the
tools
on
the
zoom,
a
telephone.
You
can
press
size,
R9
and
here
in
attendance
here
today,
a
lot
of
Art
and.
C
B
C
Thank
you
very
much.
Next,
we
will
do
the
Pledge
of
Allegiance.
C
B
C
B
B
B
Have
a
good
evening,
Commissioners
Michael
Smith
planning
department
of
Staff,
it's
a
nice
to
meet
you
back
before
you
again.
It's
been
a
while
I'm
here
to
present
tonight
on
the
scoping
meeting,
the
notice,
the
preparation
for
the
300
Piedmont
Avenue,
which
is
former
customer
High
School.
B
B
Participating
in
this
project
about
the
process,
the
first
one
being
Nick
Hamilton
he's
joining
us
virtually
here
tonight.
He
is
the
project
planner
previously
working
on
this
project.
Also
with
us
tonight
are
the
eir
consultant,
Christie
black
with
ICF
and
then
also
the
applicant
for
the
project.
Elaine
Reed
is
also
here
in
our
audience.
B
So
the
purpose
of
our
meeting
tonight
is
to
provide
information
on
the
bir
process,
for
this
project
receive
input
on
the
scope
of
the
eir.
The
topics
to
be
analyzed
in
the
eir
alternative
to
be
analyzed
in
the
eir,
feasible
mitigation
measures,
environmental
issues
affecting
the
project
site
and
then
we'll
have
separate
hearings
later
on
in
the
process.
Not
tonight,
but
separate
hearings
later
on
the
process
will
will
be
held
to
discuss
the
merits
of
the
project.
So
again,
this
is
only
on
the
environmental
scopes.
B
The
format
of
this
nice
meeting
we'll
first
have
a
presentation
and
then
add
to
the
presentation,
we'll
open
it
up
for
a
comment
on
both
the
Commissioners
and
the
building,
so
we'll
start
tonight's
documentation
with
an
overview
of
the
project
which
is
the
subject
of
the
eir
and
the
SOP
meeting.
So
again,
the
address
is
300
Piedmont
Avenue.
This
has
been
former
crestmore
High
School
site,
the
owner,
the
San
Mateo
Union,
High,
School
District.
B
The
general
plan
land
use
is
low
density,
residential,
so
the
entire
site,
the
zone
or
as
a
low
density
residential
there's
only
a
designation,
and
then
the
zoning
is
our
woman
for
the
entire
site
anticipated
planning
approvals
that
will
be
needed
for
this
project
include
General
plan
Amendment
a
best
in
tentative
map,
planned
unit
permit
and
architect
review
permit,
because
so
existing
General
plan
policies
call
for
preservation
of
fields
on
this
site
as
as
part
of
the
Redevelopment
of
the
site,
and
though
there
are
disagreements
between
the
school
district
and
the
city
about
those
policies.
B
In
exchange,
the
city
commits
to
processing
the
proposed
project
with
a
city
initiative,
General
plan
amendment
to
modify
existing
policies.
You
clearly
note
that
the
proposed
education
fulfills,
the
general
plan,
open
space
policy
and
the
city
council
started
this
process
back
in
on
December
13th
of
last
year,
and
that
is
to
initiate
the
general
plan.
Amendment,
the
design
of
the
the
fuels
themselves
is
being
managed
by
the
community
services
department
and
supported
by
calendar
and
Associates
of
Landscape
Architects.
B
So
again,
the
project
is
to
construct
6.4,
Acres
of
multi-use
fuels
and
parking
areas
and
those
are
shown
in
Orange
and
that
again,
that's
the
city
side
of
the
project
and
then
there's
the
residential
development,
which
would
be
the
rest
of
the
site
which
consists
of
155
two-story
single-family
homes,
15
of
which,
at
minimum
of
15
of
which
would
be
affordable.
On-Site.
B
B
So
here's
a
site
plan
of
the
development
showing
the
homes
themselves
layout.
B
Again,
there's
approximately
6.4
Acres
of
open
space
to
be
dedicated
for
playing
fields
and
parking
and
related
improvements,
and
that's
again
shown
in
the
orange
at
the
top
of
the
image
in
approximately
20.7
Acres
of
total
open
space
will
be
preserved
on
site,
including
again
the
12.2
acres
to
be
owned
and
maintained
by
the
future
HOA,
which
will
be
also
be
publicly
accessible,
and
you
can
see
some
of
that
in
the
green
there.
So
there's
a
lot
of
open
space
that
is
being
preserved
as
part
of
this
project.
B
Learn
about
the
fields
in
particular
the
best
work
deals
are
currently
used
and
maintained
by
youth
soccer
clubs
and
from
the
late
80s
until
about
2020
were
used
by
the
soccer
club
to
maintain
privacy,
ensuring
that
community
recreation
continues
to
occur
at
the
site
after
Redevelopment
has
been
a
focal
point
for
the
city
of
this
process.
B
In
order
to
facilitate
this
design
process,
the
city
entered
into
a
contract
again
with
call
colander,
Associates,
Landscape
Architects,
to
facilitate
Community
engagement
process
and
build
consensus
for
our
preferred
master
plan
and
repair
plans
and
supportive
documents.
Delivery
meet
the
proposed
multi-use
Fields
facility
improvements
at
the
former
of
small
across
more
High
School
site,
the
community
engagement
efforts
to
date.
B
You
have
included
meetings
with
some
of
the
soccer
folks
and
developers
and
stakeholders
that
we
had
a
community
pop-up
event
at
the
spring
acre
month
in
April
of
this
of
this
month,
there's
earlier
this
month,
and
they
also
have
an
open,
an
open
house
event
earlier
this
month
in
April
at
the
senior
center,
where
we
are
right
now
calendar
and
associates
also
a
good,
an
online
survey
for
the
public
Additionally.
B
The
deposits
includes
two
meetings
with
the
parts
commission
and
two
City
Council
meetings,
including
first
meeting
to
obtain
the
initial
Direction
on
the
direction
of
the
project.
B
So
this
is
some
preliminary
designs
for
for
the
homes,
and
you
can
see
some
of
the
the
open
space
it
will
be
within
the
development
itself
and
we're
talking
about
155
homes,
a
varying
of
varying
with
styles,
very,
very
nice
palette.
And
again
this
will
come
back
before
the
commission
when
it's
ready
to
go
through
that
review
process.
B
Again,
just
a
closer
look
at
some
of
the
homes,
a
few
of
the
designs
I
believe
each
home
has
at
least
three
bedrooms,
and
then
they
range
start
off
with
around
1900
square,
and
these
one
has
two
car
garage.
B
So
this
is
the
timeline
and
schedule
for
the
eir
portion.
That's
going
to
be
associated
with
this,
so
we
are
going
into
environmental
impact
report.
That's
what
the
IR
is.
It
is
being
prepared
Again
by
ICF,
with
the
city
of
San
Bruno.
As
the
lead
agency,
the
eir
will
analyze
the
potential
environmental
effects
of
the
proposed
residential
homes,
related
infrastructure,
the
public
park
or
the
playing
fields
and
the
publicly
accessible
online
space.
B
The
purpose
that's
nice
meeting
is
solely
focused
on
the
content
of
the
bir
comments
me
about
aspects
of
the
project
will
be
noted
but
will
not
be
discussed
or
addressed
at
tonight's
meeting
a.
Furthermore
no
action
regarding
the
project
will
occur
at
tonight's
meeting.
Again.
This
is
the
kind
of
schedule
for
the
eir
which
which
would
have
us
accommodating
in
Spring
of
next
year
of
2024..
B
So
at
this
point,
I'm
going
to
turn
it
over
to
our
console
University
black
and
she
will
discussing
the
other
detail.
We
need
the
NLP
and
the
IR
process
and
I'll
come
back
again.
B
B
B
What
I'll
be
providing
an
overview
of
is
sort
of
the
federal
purpose
of
the
California
Environmental
Quality
act
or
see
what
what
the
review
process
entails.
A
little
bit
more
on
the
purpose
of
the
scoping
meeting
tonight.
The
content
that
we
anticipate
in
the
environmental
impact
report
or
eir
and
the
next
steps
and
opportunities
for
input
with
from
you
and
public
and
then
at.
B
B
B
So
here's
the
environmental
review
process
for
an
eir
starts
with
the
notice
of
preparation
and
scoping
and
with
this
scoping
meeting
and
the
Stars
signify
other
times
when
comments
can
be
made
by
the
public.
The
draft
error,
which
is
anticipated
later
this
year,
also
we'll
have
a
political
meeting
for
agencies
and
individuals
to
comment
on
the.
C
B
B
As
being
done
in
my
Sequel,
and
that
is
separate
from
the
decision-
whether
or
not
to
approve
the
project
and
with
a
raise
entitlements
that
are
being
requested
here,
so
the
purpose
of
the
disability
meeting
truly
is
to
Pure
comments.
We
are
in
the
midst
of
preparing
the
environmental
impact
report,
so
we
don't
have
firm
answers
on
the
impacts
now,
but
we
want
to
make
sure
that
the
dragon
are
really
answer
the
questions
and
comments
that
people
have
on
the
environmental
impacts
of
the
project.
B
So
this
is
the
time
to
say
what
the
public
and
what
you
would
like
to
see
analyzed
in
the
direct
bir
and
as
I've
said
that
this
Google
Community
is
not.
Is
the
time
to
answer
questions
about
what
will
the
impacts
lead
to
biological
resources
right
now?
We
really
want
to
hear
about
the
scope
of
the
AR
and
the
error.
As
I
said,
the
NFP
listed
probable
environmental
impacts
and
there
are
a
number
of
resource
areas.
Those
are
followed
up
on
the
slide
that
we
anticipate
will
be
analyzing
in
the
environmental
impact
report.
E
B
Pretty
broad
range
of
Topics
in
terms
of
what
Sigma
covers
this
covers
all
of
the
resource
topics,
except
for
two:
that's
Agriculture
and
Forestry
Resources,
because
they're
just
they're,
not
agriculture
or
certain
resources
on
site
and
also
mineral
resources.
So
same
same
reason:
there
there's
no
women
or
resources
website.
Otherwise
the
ER
is
going
to
cover
is
why
array.
B
B
So
as
we
developed
the
eir,
it
identifies
the
lifted
impact,
so
we'll
also
be
identifying,
what's
called
a
reasonable
range
of
alternatives
to
using
how
to
understand
the
decision
makers
can
consider
in
the
public
and
that
you
are
also
will
be
evaluating
a
new
project
alternative,
which
is
what
would
happen
if
the
project
was
not
allowed
to
go
forward
and
the
eir
also
identifies
what's
called
under
sequence,
the
environmentally
Superior
alternative,
and
just
to
be
clear
that
eir
isn't
making
recommendations
on
these
Alternatives.
It's.
D
B
So
looks
like
the
opportunity
to
submit
oral
comments
is
now.
As
we
said,
we've
already
seen
one
email,
you
can
also
submit
comments
and
written
format
between
now
and
May,
11th
out
of
the
USB
as
the
project
planner
inform
additional
information
regarding
the
project
or
to
submit
a
written
on
audits.
There's
my
information
on
the
screen
right
now.
That's
where
the
public,
if
they
want
to
send
their
comments,
to
be
sent
to
me
again,
they
can
mail
them
or
they
can
email
them
to
me.
B
Now
that
is
the
end
of
our
presentation
tonight.
I
I,
guess
the
main
takeaway
here
is
that
even
if
we
don't
receive
comments
from
you
tonight
on
slide,
19
I
believe
you
saw
the
list
of
things
that
will
be
covered.
So
even
if
nothing
is
said
here,
there's
going
to
be
a
lot
of
analysis
done,
and
so
this
concludes
my
problem.
My
presentation.
B
D
B
C
B
Management
I
noticed
that
the
the
area
that
was
part
of
Lawrence
was
being
turned
over
to
the
city,
seeing
that
there
was
like
no
playing
field
and
there
was
a
very
narrow
strip
that
was
under
whether
the
city
is
taking
on
responsibility
for
doing
I
mean,
is
it
sort
of
turning
into
something
similar
to
medium,
where
they
manage
the
trees,
bushes
and
whatever
is
on
it?
B
It
seemed
like
they
probably
didn't,
have
much
public
use
as
like
a
space
to
recreate
or
whatever
that
it's
mostly
decorative.
Perhaps
our
own
yeah
necessarily
programming
that
space
and
it
does
butt
up
against
how
much
calcium.
B
And
so
there's
really
not
much
use
work
in
the
city
would
be
dependencies
right,
yeah.
It
does
I
guess
obviously
like
important
that
we
not
end
up
with
you
know
undergrowth
there.
That's
I
think
manual
one.
So
you
know
that's
gonna.
That
was
something
that's
coming
into
our
budget.
C
Flat
abortion
at
the
bottom,
which
would
be,
which
would
be
a
overlooked
part.
So,
yes,
that's
a
part
of
what
the.
B
Cities
would
would.
B
Materials
yeah,
so
that
is
part
of
the
calendar
scope
at
this
point.
Preliminary
plans
to
follow
some
level
of
parking
there,
but
it
is
still
under
developed.
B
But
just
a
quick
clarification,
then
our
is
the
eir
being
in
the
Future
Part
and
summer.
Does
development
Institute,
separate
studies?
Are
you
doing
two
separate
eirs
or
is
that.
B
That's
a
good
question:
it's
one
yeah
or
with
both
projects
in
it
and
I,
don't
know
the
details
about
the
agreements
with
the
development
of
the
plan,
but
they're
essentially
kind
of
connected
actions
where,
with
the
development
of
the
residential
there's,
also
the
open
space
development.
So
even
though
the
components
are
different,
Summer
Hill
is
proposing.
B
Yeah,
so
we
have
three
speaker
cards
that
were
submitted
and
at
the
moment
I
don't
see
any
answers
in
Zoom,
but
that
might
change,
but
the
first
speaker
will
be
rich.
You
have
three
minutes.
E
I
just
wanted
to
point
out
that
I've
been
a
resident
with
San
Bruno
for
over
35
years,
and
my
children
started
30
years
ago
playing
soccer
here.
So
it's
great
I
know
that
they're
going
to
be
selling
their
complex
in
some
time,
so
I
just
want
to
make
sure
the
Planning
Commission
practice
the
centers.
This
thing
about
this.
There.
E
We
have
there's
squeezing
this
down
a
certain
space,
so
I
just
want
to
make
sure
that
he
understands
that
we're
definitely
going
to
need
some
type
of
turkey
field
there
and
the
loss
of
the
space
that
we
have.
We
have
over
a
thousand
kids
to
play
there
in
the
fall
and
the
team
programs
may
have
either
sentences
and
San
Bruno,
so
I
just
want
to
make
sure
that's
considered
in
science
I'm,
not
as
a
small
community.
E
That's
the
media,
our
potential
friend
that
the
city
is
higher
than
we're
going
to
talk
to
the
people
from
the
city
about
some
of
the
concerns
that
have
been
raised
in
there
and
that's
one
thing
but
for
retirement.
I.
Think
it's
great
for
our
community
that
we're
gonna
have
something
here
we
can
sell.
Some
homes
have
some
money
here,
but
there
are
some
concerns
to
the
people
up
there
about
traffic
and
stuff
they're,
going
to
maintain
the
fields
that
ascr
Center
or
community
and
Norcross.
E
C
My
main
question
is:
were
you
still
traveling
medicine
I
live
on
Rosewood
Drive,
which
is
foreign.
A
Pamela
Madden
on
Rosewood,
Drive
I
have
a
few
questions
and
maybe
to
sit
in
the
meeting
for
it
yet,
but
you're
talking
about
affordable
housing,
I
can't
think
of
single
one
of
those
home
feeders
a
million
dollars
they're
beautiful.
So
what
do
you
consider?
Affordable?
I
thought
it
was
probably
maybe
less
income
the
is
there
an
association?
Are
they
having
their
own
Association
that
there's
something
like
they're
going
to
have
an
association
they
would
have
to
belong
to
it?
A
I
saw
a
pretty
part
of
the
playgrounds.
It
was
it
on
a
smaller
scale
like
they
did
where
we
have
a
big
wire
or
is
it
a
bigger
playground
and
we
opened
to
a
coast
city?
Is
it
open
to
only
that
Community
I
understand
the
feel
for
soccer
and
all
that
would
be
open,
but
it
looked
like
a
pretty
elaborate
playground
and
most
of
us
don't
have
in
our
neighborhood
and
is
there
going
to
be
a
picnic
area
there
there's
a
lot
of
open
space,
but
no
limitations
picnic
table
could
be.
A
D
He
said
that
the
the
play
areas
are
going
to
be
celebrated.
Does
that
mean
you're
going
to
take
out?
What's
there
and
just
give
us
like
I
mean
ill?
Are
we
going
to
preserve
it?
What's
different
attributes.
B
So,
as
a
part
of
the
project,
the
the
site,
that's
going
to
be
dedicated
to
the
city
will
be
turned
overrated,
so
the
city
would
be
responsible
for
improving
that,
and
so
that's
why
they
were
in
calendar
Associates
with.
B
Thank
you
so
actually
from
the
commissioner,
but
there
is
going
to
be
downtime
where
the
parks
is
that
studying
as
part
of
the
year
foreign.
B
And
since
there
is
a
loss
of
certain
part
of
Maintenance,
knowing
this
abortion
are,
are
we
working
with
calendar
tandem
to
the
eir
to
make
sure
that
their
plans
get
Incorporated
into
your
studies?
Yeah,
and
you
know
when
everything
is
Salvage
and
fandom,
so
that
when
they're
ready
to
go,
we
have
minimal
impacts.
Yeah
City
staff
is
working
directly
with
them
that
we
are
seeing
the
design
since
they're
happening
as
well,
so
that
we
can
bring
those
things
together.
B
Does
that
include
any
funding
that
might
be
needed
to
improve
this
area
and
as
well
as
the
department
second
program,
yeah?
Well,.
B
So,
just
speaking
broadly
about
what
SQL
allows
for
mitigation
there,
there
is
a
kind
of
communication
of
compensation,
but
first
we
have
to
identify
some
sort
of
significant
impact
that
can
be
addressed
by
some
sort
of
funding
source.
So
if
we
do
find
that
there's
an
impact
to
look
at
the
patient
that
there's
other
kinds
of
things
too,
like
construction
scheduling
and
things
like
that,
it's
a
little
immature
at
this
point
that
sometimes
yeah.
B
C
Yeah
right
so
the
the
streets.
B
As
the
other,
the
other
Street
Guardian.
C
Mike
Portland
will
be
probably,
and
the
developer
will
be
putting
in
all
of
the
utilities
and
making
reports
stormwater
treatment.
There
is
a
large
storm
argument
area
at
the
end.
B
D
Okay,
sorry
I'm
Gonna,
Take,
It,
Up.
B
Under
the
population
and
housing
I
understand
that
you'll
look
at
it
to
make
sure
that
increased
population
does
not
impact.
You
know,
instead
of
having
a
negative
impact,
this
is
sort
of
funny
to
think,
but
on
the
contrary,
especially
a
lot
and
why
it
open
housing
element
and
certain
goals.
This
is
the
contrary
was
not.
Another
population
increase
also
have
an
impact
in
in
some
weird
way.
Is
that
study
or
like?
How
do
you
study
that
yeah,
so
population
and
housing
under
sequa?
B
We
look
at
whether
the
project
would
be
sort
of
any
unplanned
program
and
because
this
is
in
an
area
that
was
in
housing,
we'll
look
at
whether
it's
considered
in
the
housing
element
and
whether
this
helps
need
it.
Tipa
is
concerned
more
about
unfinished,
so
that
it's
a
bit
narrow,
more
narrow
of
a
lens
than
the
policy
issue,
you're
bringing
them
which
I
understand.
But
you
did
on
the
new
things
you
will
look
at
it.
C
B
Thinking
as
as
a
stormwater
study
looks
at
permeable,
Land
versus
imperious,
then
do
you?
Do
you
take
the
roads
into
effect?
What's
that
just
a
lot,
it's
the
entire
project
site.
So
we'll
look
at
the
net
change
and
we
do
have
a
cup
shires
as
a
geotechnical
consultant
and
for
people
to
look
at
the
drainage
because
they
understand
that's
an
importation.
A
B
Right
making
sure
that
our
commenters
feel
heard
in
relations
with
traffic
concern.
My
understanding
of
these
is
that
our
sequel,
the
main
concern
around
traffic,
would
just
be
impacts
on
the
bft,
whether
it's
housing
vehicle
miles,
whereas
traffic
low
and
all
myself
yeah,
not
as
part
of
it.
The
SQL
analysis
of
this
part
of
the
Cities
you.
D
B
Use
fermenting
basically
correct
I.
C
D
B
A
great
distinction
between
what
is
part
of
where
the
cities
are
even
what
part
of
c42.
The
other
thing
that
we're
looking
at
that
does
relate
to
more
traffic.
Is
safety
because
I
know
that's
a
concern
so
we'll
just,
for
example,
bring
workers
in
a
great
distancing
problems.
So
we
are
taking
a
burning
problem
because
I'm
very
peers
on
board
doing
all
the
traffic
studies
we're
looking
at.
Like
you
know
the
people
that
move
here
actually
reduce
Therapies.
B
Production
yeah
we'll
look
at
the
vmd
compared
to
the
average,
at
least
in
the
state
guidelines,
to
evaluate
and
then
affordable
housing
would
probably
not
be
sequed
along
really
much
power
is
this
thing
is
outside.
C
B
B
The
private
questions
I
had
so
it
sounds
like
from
an
environmental
perspective,
will
be
studying
the
topic
certain
degree,
but
not
with
the
kind
of
specifically
that
would
be
doing
during
the
city's
process.
B
B
Okay,
one
question
I
had
in
the
statement
part
of
that
it's
appropriate.
C
B
B
B
All
right
Mr,
they
have
Stadium
type
of
light
and
so
I'm
not
sure
that's
what
I
was
referring
and
then
also
again
department
for
those
games
when
they
do
occur,
for
the
aiso
and
any
activities
that
happen,
we're
obviously
finding
out.
Quite
a
bit
of
that
part
of
the
department
is,
although
it
was
you
know,
probably
about
30
percent
of
people
who
currently
have
in
case
there's
a
trailer.
C
C
B
These
last
call
for
the
commission
Department.
C
C
B
B
Moving
on
I've
had
comments
from
members.
Do
you
have
any
comments,
members
of
information
all
right.
B
Okay,
if
we
have
no
other
comments,
we
are
adjourned.
I
think
everybody
for.
