honorable
mayor
and
council
I'm
here
to
discuss
the
spyglass,
dr
and
marion
dr
water
main
improvement
and
replacement
project,
this
project
was
identified
in
our
water
master
plan
as
being
a
priority
project.
Due
to
the
unusually
high
number
of
water
leaks
experienced
at
these
mains
in
2010,
jdh
corrosion
consultants
identified
that
the
corrosive
conditions
in
the
area
were
making
the
pipes
corrode
and
leak
at
an
accelerated
rate
and
the
following
year.
Remediation
measures
were
implemented
to
prevent
further
corrosion,
and
these
measures
were
effective.

However,
it
was
identified
that
the
mains
had
corroded
too
much
and
that
the
damage
was
irreplaceable
and
are
irreversible
and
that
then
mains
needed
to
be
replaced
in
december
of
last
year,
request
for
qualifications
was
sent
to
engineering
firms
that
specialize
in
water
resources
and
the
staff
received.
14
statements
of
qualifications
and
out
of
the
14
11
were
interviewed
and
then
from
the
interview
process
for
were
selected
to
be
the
best
consultants
for
water
main
projects
for
the
city.

These
four
firms
were
sent,
requests
for
proposals
for
this
replacement
project
and
staff
received
three
proposals.
Staff
recommends
that
this
project
be
awarded
to
hydro
science
engineers
in
the
amount
of
47
thousand
four
hundred
and
fifty
seven
dollars.
Hydro
science
engineers
through
their
proposal,
showed
a
thorough
understanding
of
the
project.

two
concerns
here:
the
staff
report-
almost
you
know,
almost
includes
these
two
streets
identically,
but
they're
they're
not
related
geographically
and
there's
a
lot
of
talk
about
corrosion,
so
I'm
a
little
interested
in
knowing
what
did
these
consultants
during
their
interviews
say
about
you
know
what
measures
they
would
take.
You
know
to
offset
this
unusual
corrosion
of
the
pipes.

manager

absolutely
right.

was
the
solution
already
implemented
on
temporary
basis
too
premature
to
prevent
further
corrosion
of
these
pipes,
but
also
during
the
design
will
be
our
intend
to
discuss
what
long-term
solution
would
need
to
be
implement
that
we
does
with
the
design
of
this
project
and
to
take
an
additional
look,
what
to
do
how
to
address
maybe
two
other
pipes
in
the
same
area,
how
to
define,
which
are
the
most
corrosive
environment
in
the
city
and
how
to
address
them.
