is

That
would
be
fine.
A
Does
anyone

three

A
A
The
first
item
is
1021
cayenne,
ricotto
suite
a
conditional
use
permit,
22067,
global
brazilian
jiu-jitsu
and
mr
weber,
you
are
making
the
presentation
and
for
all
who
haven't
been
through
the
process.
If
you
do
wish
to
speak
their
cards
here
at
the
counter,
you
can
fill
out
and
you
will
be
called
in
order
of
it's
the
middle
of
those
cards.
A
E
Okay
good
evening
planning
commissioners
conditional
use
permit
22067
is
a
request
to
establish
commercial
recreational
use
within
the
rancho
san
clemente
business
park
area
within
an
existing
two
tenant
building
at
10
21
kaya
ricotta
suite
day
the
rancho
san
clemente
specific
plan
requires
a
conditional
use
permit
for
commercial
recreation
uses
in
the
business
park
area.
The
commercial
recreation
use
is
diobel
breal,
zillion,
jiu
jitsu,
a
martial
arts
training
facility
that
currently
operates
in
the
city
of
san
clemente.
E
Sorry
about
that
shown
here
on
the
slide
is
the
location
of
the
42
000
square
foot
parcel
currently
developed
with
one
building
that
incorporates
two
tenant
spaces:
suite
a
and
suite
b
being
in
the
business
park
area.
The
site
is
surrounded
by
other
commercial
and
industrial
uses
such
as
a
plumbing
repair
service,
san
clemente,
christian
school,
a
medical
supply
store
the
nearby
church
and
other
light
manufacturing,
retail,
commercial
and
warehouse
uses
which
are
all
either
conditionally
permitted
or
permitted
by
right
in
this
area.
E
E
The
building
itself
is
approximately
18
700
square
feet
in
size.
Both
suite
a
and
suite
b
have
separate
warehouse
spaces,
as
well
as
separate
office.
Space
allotted
to
the
businesses
that
occupy
the
suites,
while
the
warehouse
space
is
all
located
in
the
rear.
On
the
first
level,
consistent
with
the
loading
dock
area
in
the
rear
of
the
building,
the
office
space
for
both
units
are
located
in
the
front
of
the
building
where
office
space
for
suite
a
is
on
the
first
floor
and
off
space
for
suite
b's
directly
above
on
the
second.
E
Floor
b
currently
is
occupied
by
the
business
anatec,
which
is
a
warehouse
in
office,
use
anatek,
utilizes,
the
loading
dock
here
in
the
rear
of
the
building
for
receiving
and
distributing
shipments
of
retail
goods
and,
of
course,
storage.
They
also
occupy
the
office
space.
E
On
the
second
floor
at
the
front
of
the
building
for
traditional
administrative
and
professional
office,
use
on
the
screen
is
a
basic
site
plan
of
the
property
showing
the
warehouse
space
for
both
suite
a
and
b
in
the
rear,
where
the
loading
dock
is
located,
as
well
as
the
first
floor
office
space
at
the
front
of
the
building
the
second
floor
office.
Space
for
suite
b
is
not
shown
here,
but
it
is
again
directly
above
the
office
space
for
suite.
A
a
detailed
site
plan
is
provided
as
attachment.
E
Four
and
staff
support
the
applicant
paolo
gioville
proposes
to
hold
instructional
classes
monday
through
saturday
for
students
of
all
ages,
with
no
more
than
20
students
and
two
employees
on
site
at
any.
Given
time
the
existing
warehouse
space
will
accommodate
a
maximum
of
18
students,
while
a
portion
of
the
existing
office
space
allotted
to
suite
a
on
the
first
floor
in
the
front
of
the
building
will
operate
as
a
private
training
room
for
one
or
two
students.
E
There
are
currently
28
parking
spaces
on
the
subject
site,
off-street
parking
standards
and
requirements,
and
zoning
ordinance
requires
group
instructional
uses
to
provide
one
space
per
employee
and
one
space
for
two
students
with
a
maximum
of
20
students
and
two
employees
on
site.
The
brazilian
jiu
jitsu
facility
is
required
to
provide
12
on-site
parking
spaces
and,
in
fact
the
existing
warehouse
in
office
use
requires
a
total
of
six
parking
spaces
based
off
of
zoning
ordinance
regulations
requiring
one
space
for
2
000
square
feet
of
tennis
space
for
warehousing
uses.
E
E
However,
staff
was
informed
that,
through
their
current
lease
agreement
with
the
building
owner
and
a
tech,
the
current
operating
business
is
allotted
15
parking
spaces,
regardless
the
site
will
still
provide
the
number
of
parking
spaces
required
for
the
zoning
code
off
parking
requirements.
E
So
staff
has
found
the
proposed
site
is
suitable
for
commercial
recreation
use
and
is
in
line
with
land
use
and
recreational
goals
of
the
general
plan
that
offers
to
that
aims
to
offer
a
wide
range
of
enjoyable
recreational
opportunities.
The
site
is
in
close
proximity
to
residential
neighborhoods
and
adjacent
to
avenida,
which
is
a
main
arterial
street
convenient
for
public
access
to
those
who
may
work
in
the
city
city's
business
park
areas.
The
general
plan
also
allows
a
range
of
compatible
non-industrial
uses
that
benefit
from
the
business
park
areas
location.
E
The
proposed
establishment
is
an
allowed
use
in
the
specific
planned
area,
with
the
approval
of
a
conditional
use.
Permit
it
meets
community
needs
for
commercial
recreational
uses,
maintaining
the
intent
in
the
business
park
focus
area,
which
is
to
provide
various
commercial
uses
within
light
industrial
zoning
districts.
E
As
noted
in
staff's
report,
the
existing
tenant
at
1021
kyo
ricotta
suite
b,
known
as
anatek,
expressed
major
concerns
with
approval
of
the
commercial
recreational
use
operating
in
the
same
building
at
the
beginning.
On
page
seven
of
staff's
report,
anatext
concerns
are
discussed
within
three
categories
that
include
issues
revolving
around
parking
noise
and
safety
issues.
E
So
staff
addressed
required
on-site
parking
regulations
earlier
in
the
presentation,
with
existing
parking
on
site,
both
users
can
operate
while
complying
with
zoning
code.
Off-Street
parking
regulations,
anatec
has
expressed.
They
currently
have
more
employees
working
on
site
and
parking
spaces,
a
lot
of
them
through
the
release
agreement
and
that
their
overflow
of
employee
parking,
if
the
subject
project
is
approved,
will
perpetuate
on-street
parking
limitations
along
kayak
photo.
E
The
same
condition
of
approval
is
added
to
other
uses
in
the
area
requiring
a
cup
such
as
the
nearby
school.
I
believe,
zach
ponson,
the
engineer
here
today-
adam
that's,
correct,
okay,
zach
ponson
from
the
city
engineering
division.
Is
president
unable
to
answer
any
questions
the
commissioners
may
have
on
that
topic.
E
The
second
concern
raised
by
an
attack
was
potentially
noise
issues,
creating
disruptions
in
the
text
general
office
functioning
on
site.
The
use
is
proposed
in
the
business
park
area
that
permits
various
uses
traditionally
operating
significantly
louder
by
right,
such
as
light
manufacturing
and
warehouse
establishments.
Instructional
classes
for
the
brazilian
jiu
jitsu
training
facility
will
occur
entirely
indoors.
E
Anatex
concerns
are
in
regards
to
the
smaller
office
on
the
first
floor,
turned
into
a
one
or
two
student
private
training
area
that
is
located
directly
below
nfx
office
space,
though
interior
noise
is
generally
a
private
affair.
Conditional
approval
419
addresses
this
concern
requiring
the
applicant
to
soundproof
the
facility
or
use
other
best
management
practices,
as
determined
by
the
city
planner
or
building
official,
to
mitigate
noise
impacts.
E
The
third
concern
raised
by
an
attack
the
neighboring
tenant
was
the
issue
revolving
around
public
safety
due
to
the
number
and
size
of
trucks
entering
exiting
the
property
at
times
backing
up
in
the
street
through
the
parking
lot
to
arrive
at
the
loading
dock
in
the
rear,
anatec
expressed
the
constant
flow
of
shipping
operations
and
staging
taking
place
across
all
areas
of
the
property,
including
the
loading
dock
in
front
entrance.
It's
likely
to
create
risk
of
serious
injury
to
public
patrons
visiting
the
site,
particularly
children,
attending
classes
in
general.
E
Commercial
recreation
uses
such
as
a
martial
arts
facility,
are
not
prohibited
from
operating
within
the
business
park
area
and,
when
approved
with
additional
use.
Permit
commercial
recreation
uses
operate
in
tandem
alongside
other
uses
in
the
business
park
area
that
are
permitted
by
rights
such
as
warehouse
uses.
Examples
of
these
scenarios
provided
on
page
8
of
staff's
report.
E
Other
users
permitted
to
operate
without
a
conditional
use
permit
in
suite
a
of
1021
pi
over
photo
include
community
halls,
medical
facilities,
veterinarian
clinics
offices
and
services
such
as
barbers
tailors,
dry
cleaners
and
sandwich
shops
to
address
anitech's
concerns.
Condition
of
approval.
715
requires
minors
attending
classes
to
be
accompanied
by
an
adult
and
traveling
to
and
from
any
vehicle
in
any
exterior
areas
on
the
property,
including
the
entrance
to
the
jiu
jitsu
training.
E
Furthermore,
condition
of
approval
716
prohibits
all
commercial
use
is
operating
in
suite
af
1021
tire
recover
from
utilizing
the
rear
loading
dock
area
requires
the
doors
of
the
loading
dock
to
remain,
shut
and
locked.
At
all
times,
students
and
employees
will
only
be
allowed
to
use
the
front
entrance.
E
The
applicant
provided
a
traffic
flow
analysis
as
attachment
six,
which
gives
a
schedule
of
the
number
of
trucks
coming
in
and
out
of
the
property
over
a
two
week.
Time
frame.
E
So
staff
has
determined
that
the
proposed
use
is
consistent
with
the
general
plan
ranchers,
including
a
specific
plan
and
zoning
ordinance
in
relation
to
policies
and
standards
regulating
commercial
recreation
uses.
A
brazilian
jiu
jitsu
training
facility
is
considered
commercial
recreation
use.
The
uses
are
conditionally
permitted
uses
within
the
ranch
of
san
kalani
business
park
area,
where
other
instructional
group
activities
are
provided
alongside
warehouse
and
light
manufacturing
establishments.
E
E
The
exterior
area
of
the
building
safety
concerns,
commuted
by
an
attack
regards
trucks
entering
asking
the
site
exiting
the
site
and
potentially
engaging
visiting
patrons,
are
a
serious
concern.
Staff
believes
the
added
conditions
of
approval
address
this
issue
and
because
of
conditions
and
the
nature
of
the
site,
which
is
similar
to
other
operations
in
the
area
where
complaints
and
conflicts
have
not
occurred
to
staff's
knowledge.
There
are
no
safety
or
compatibility
issues
arising
from
the
concerns
voiced
by
the
neighboring
tenant.
E
A
Thank
you
very
much.
We
will
would
the
applicant
like
to
make
a
presentation.
He
has
you
have
10
minutes
so
it'll
be
right
at
6
30
and
let
me
ask
one
question:
kyle
anatek
is
occupying
the
building
by
right
without
a
requirement.
F
G
F
G
A
A
Go
ahead
and
I
also
have
a
card
for
you
during
the
public
section
all
right.
H
So
first,
thank
you,
mr
kai
weber,
for
putting
the
presentation
and
the
report
based
on
actually
real
facts.
Okay,
and
thank
you
for
the
plan,
the
planning
commission
for
give
us
the
opportunity
to
speak.
Okay.
My
name
is
paul
gilbert
and
I'm
the
owner
of
villa
belbas
in
jiu-jitsu,
I'm
a
san
clemente
resident
for
the
last
17
years
and,
above
all,
my
only
family
man.
My
wife
is
over
there
my
daughter's,
not
here
today,
because
she's
too
young.
H
H
Prior
to
that
I've
been
in
another
location
for
five
years
I
lost
los
molinas
and
again
no
problems
with
you
know
anybody
whatsoever.
The
reason
I
you
know
a
little
bit
of
a
back
story.
I
came
here
to
you,
know
san
clemente
17
years
ago.
I
fell
in
love
with
the
city.
Like
a
lot
of
you,
a
lot
of
people
here
did
I
decided
to
open
my
business
here
and
then
I
opened
it.
H
Sixteen
years
ago,
gila,
gobbles
and
judges,
which
I
use
for
my
own
name,
so
my
name
will
be
forever
connected
to
the
city
we've
been
serving
since
then
for
the
last
16
years,
many
members,
probably
on
the
thousands
of
our
community,
including
personnel,
military
firefighters,
policemen,
doctors,
business,
people,
kids
and
families.
H
We
even
got
eight
years
in
a
row
the
last
eight
years
like
the
best
martial
arts
schools
in
command.
So
obviously
the
reason
I'm
trying
to
move
to
a
new
location
is
because
the
current
location,
you
know
is
not
you
know
we
we
want,
we
need
to
move
on.
It's
been
11
years.
I
love
my
current
location.
Of
course
we
had
a
like
a
long
history
over
there,
but
it
was
about
time
to
move
on
to
a
little
bit
bigger
location,
better
location,
which
I
can
provide
a
better
service
for
my
students.
All
right.
D
H
Going
to
speak
now,
let's
talk
about
the
concerns,
like
mr
kyle
said
like
we,
you
know
are
surprisingly
which
actually,
as
a
matter
of
fact,
I
thought
would
be
a
perfect
partnership
when
I
found
that
place.
H
It
took
me
two
years
so
I
finally
found
a
place
and
I
saw
okay
there's
like
a
apparel
company
which
is
fanatic
next
door.
Nothing
perfect,
there's
sports!
We
do
sports,
so
you
know,
I
think,
would
be
they
have
young
people.
You
know
we.
We
love
to
train
young
people,
we
love
to
do
something
together,
but
it
didn't
work
that
way.
For
some
reason
they
you
know
they
decided
to
be
the
number
one.
Complainer
of
you
know
this
process.
H
Their
concern
is
for
number
one
concern
safety.
They,
like
they
probably
gonna,
put
a
presentation
here
today
about
a
big
truck
actually
matter
of
fact.
I
saw
a
little
bit
of
the
presentation
and
I'm
not
first
of
all,
I'm
not
a
kind
of
guy
they're
gonna
put
my
students,
which
I
consider
my
family
in
any
danger.
H
If
you
read
his
his
letter,
which
I
had
a
chance
to
read
like
two
days
ago,
he
basically
said
I'm
putting
my
student
catastrophic
danger
and
you
know
imminent
injuries
and
all
that
stuff
to
prove
that
you
know
he's
actually
stretching
the
truth.
H
When
I
heard
about
the
this
issue
brought
by
mr
kyle
webber
more
than
two
months
ago,
I
actually
installed
a
camera
there
and
for
the
last
two
months
I've
been
watching
relentlessly.
My
wife
can
tell
like
spending
my
night
watching
the
traffic,
and
I
can
tell
you
that
that
truck
that
they're
gonna
put
over
here
in
the
last
two
months
did
show
up
there
once
eight
in
the
morning
on
a
friday,
there's
actually
four
trucks.
H
H
You
know
so
in
seven
weeks
that
was
the
activity,
and
I
have
my
phone
here
with
the
videos
I
have
six
months.
Six
sixty
days
of
video
in
my
phone,
which
you
know
if
they
say
that
every
day
they
haven't
bring
trucks
there
and
it's
very
dangerous.
I
would
like
to
invite
them
to.
Let
me
know
what
days
of
the
week,
because
I
can
show
you
right
here
at
any
time
I
have
on
my
phone
right
now.
Okay,
so
that's
regarding
the
safety.
H
I
would
never
put
my
students
inside
but
they'd
be
in
danger.
You
know,
I
understand
every
once
in
a
while
the
trucks
coming
in,
but
my
you
know
forget
about
the
words,
but
my
students
are
not
stupid.
They
can
park
their
car,
like
everybody
else.
Can
okay,
now
the
other
issue,
he
brought
up
with
noise.
H
That
sends
me
the
message
that
he
doesn't
the
anetic
or
a
magic
or
whatever
name
it
is
does
not
know
anything
about
brazilian
jiu-jitsu
schools,
we're
not
based
on
playing
music
and
doing
martial
arts.
You
know
brazilian
jiu-jitsu
is
a
teacher
in
this
case
me
the
students
and
we
give
instructions
and
we
train.
H
H
Maybe
the
the
the
I
think
mr
kurt
grassley,
which
is
the
owner
of
fnatic,
is
confusing
my
business
with
a
gym
or
maybe
with
zumba
classes
or
something
like
that.
All
right,
you
know
also
even
brought
today,
as
one
of
my
students
is
one
of
the
people
to
testify.
H
One
of
my
students
is
a
specialist
in
noise.
He's
like
he's
like
audio
producer,
two
times,
emmy
award
winning
winner,
so
he's
gonna,
be
here
talking
to
you
guys
all
right
and
he's
gonna
talk
about
the
noise.
We
make
okay
parking.
Let's
talk
about
parking,
so
parking
in
the
parking
at
this
location.
I
have
more
parking
in
this
possible
future
location
than
I
have
in
my
current
location.
H
I
have
the
street
that
I'm
now
el
camino
real
in
mariposa
is
busier
than
kairakoto
a
lot
busier.
If
you
know
guys
who
live
in
second
men,
you
know
you
know.
I
understand
that
at
kai
recorder
there's
a
school
there,
but
if
you
see
my
schedule
most
of
the
activities
in
my
in
my
studio
are
later
in
the
evening.
H
As
a
matter
of
fact,
the
anetic
closes
at
five.
They
actually
said
six
o'clock,
but
on
the
footage
I've
been
watching
95
of
the
employees
to
be
nice.
They
leave
at
five
o'clock
eight
to
five.
So
there's
a
couple
of
people
that
stayed
at
six
o'clock.
That's
what
most
of
my
activity
happens.
Okay,
so
basically
that's
it!
That's
all
I
came
here
for
I
appreciate
your
time.
H
I
appreciate
you
guys,
you
know
giving
me
the
chance
to
get
this
new
location
and
we're
gonna
have
to
consider
all
the
facts
and
I'm
here
open
for
any
questions.
If
you
want.
Thank
you
very
much.
A
Thank
you.
If
you'd
stay
right
there
we're
in
the
presentation
portion,
does
anyone
on
any
of
the
commissioners
have
a
question
for
either
the
applicant
or
the
staff?
At
this
point.
D
I
have
a
question
this
the
kind
of
the
truck
flow
report
that
was
done
by
you.
Yes,
correct,
okay,
because.
H
I've
I
have
a
camera
over
there.
I've
never
heard
about
google
nest,
it's
like
a
app
right,
so
I
put
over
there
the
day
you
know
I
had
a
conversation
with
mr
adam
and
mr
kyle,
and
they
told
me
that
you
know
this
issue
came
up
of.
You
know
the
my
natural
neighbor
saying
that
we
have
a
bunch
of
trucks,
and
that
would
be
an
issue,
so
the
only
way
that
I
found
to
prove
was
to
put
a
camera
there.
I
actually
knew
the
former
tenant
of
the
place.
H
I
just
got
you
know
so,
even
before
I
get
that
place,
I
already
knew
the
traffic
of
the
place,
because
he's
actually
here
so
he's
gonna
be
able
to
also
be
here
and
talk
about
what
he
has
seen
in
terms
of
you
know
flow
of
traffic
of
huge
semi
trucks
that
will
kill
everybody,
and
I
don't
know
but
anyways
right.
Okay,.
A
Other
question
mr
prescott,
commissioner,
mccain.
J
H
A
I
I
would
jump
in
and
probably
also
ask.
A
Mr
camp
on
this
one
between
units
there's
going
to
typically
be
either
an
occupancy
separation
or
a
party
wall
separation
between
them
that
has
some
acoustic
value
without
knowing
how
the
building
was
built.
I
don't
know
the
answer
that
it
would
be
certainly
at
least
an
occupancy
separation,
which
involves
fire
protection
between
the
two
spaces,
etc.
So
it
does
have
an
acoustic
value.
A
We
don't
know
at
this
time
so
any
other
question.
Mr
mckay,
mr
prescott.
E
E
E
K
Thank
you.
First,
the
applicant.
K
Your
schedule
that
you
provided
as
far
as
your
classes,
but
yeah
I'm
just
wondering
in
does
this
vary
by
time
of
year.
H
K
So
you
will
run
classes,
I
see
so
9
a.m
to
10
30,
our
adult
classes
and
then
all
your
kid
classes
start
at
3
p.m.
Is
that
right,
correct?
Okay?
So
that's
year-round
all
right,
so
the
most
likely
the
concerns
around
the
safety
would
be
from
3
p.m:
3
p.m.
On
so,
if
you're
observations
are
correct,
that
they
that
your
neighbor
is
winding
down
at
five,
we
have
about
two
hours
where
there's
potential
conflict
there
right,
okay
and
then
so
what
are
your?
K
What
are
your
feelings
or
what
is
your
plan
about?
Instructing
your
customers
and
so
forth
in
that
two-hour
window
with
respect
to
your
13
parking
spots,
your
18
students
and
potential
interactions
with
that,
your
neighbor
business?
Okay,
can
you
talk
a
little
bit
about
that.
H
K
H
A
couple
couple
things
I
can
talk
about:
first,
thank
you.
I
talked
to
the
property
manager
which
is
here,
and
we
said
that
if
it's
necessary
we're
going
to
put
science,
okay,
so
science
13
science
for
me,
15
science,
for
for
the
other
business-
and
you
know
if
one
of
my
students
sparked
on
the
wrong
side,
told
them
you
know
also.
Obviously
it
would
be
better
if
it
comes
to
me
first,
but
you
know,
science
assigns
you
to
be
respected.
H
Secondly,
I'll
talk
about
sample,
okay,
the
majority
of
time,
but
that's
you
know,
obviously,
according
to
my
my
my
footage,
they're
already
there
at
three
o'clock,
so
my
students
will
be
coming
in.
You
know
it's
just
going
to
be
the
whatever
available
parking
spaces
for
them.
Okay,
what
was
the
other
question
again?
So
it's
like.
H
Yes
and
then
the
other
thing
is
well.
We,
as
mr
kyle
presented
on
his
report,
we
will
mandate
that
the
parents
come
with
the
kids
to
the
class.
You
know
so
that
they
can
bring
the
kids
in
so
that
the
kids
don't
just
run
loose
on
the
parking
lot,
which
you
know
something
that's
actually
most
of
the
times.
It
happens
anyways
because
the
parents-
just
don't
let
them
run,
but
you
know
just
make
sure
that
we
reinforce
that,
because
you
know
we
don't
want
any
again.
We
don't
want
them
to
be
in
danger.
K
K
K
H
Know,
depending
on
the
age,
you
know,
like
the
group
like
that,
we
have
a
group.
That's
a
miners
like
the
three
to
fours
with
fives
year
old.
They
stay,
but
this
group
is
limited
to
actually
14
kids,
so
because
you
know
first
of
all
is
stuff
to
to
teach
them.
H
So
I
cannot
allow
too
many
of
them,
because
you
know
is
is
hard
work
then,
after
that
it
goes,
and
you
know,
as
they
age
you
know
as
they
get
older,
they
just
most
of
them,
drop
them
over
there
and
leave
and
then
come
to
pick
them
up.
So
it
goes
from.
You
know
the
age
group
going
up.
We
have
four
different
age
groups
all
right,
so
it's
like
three
to
four
five
to
seven,
seven
to
nine
and
then
ten
to
thirteen
that
group.
Barely
anybody
stays
there.
H
The
other
groups
depending
too
also
what
kind
of
level
the
students
are
there.
If
they've
been
there
for
a
while,
usually
the
parents
just
leave
them
there.
If
it
is
the
beginner's
class,
which
is
two
day
two
times
a
week,
then
sometimes
they
stay.
There
live
on.
K
So
would
you
you
basically
would
basically
it
looks
like
the
the
majority
of
your
business
is
3
p.m.
On
on
yes,
correct
and
also
looks
like
saturday
is
a
half
day
for
you.
K
K
K
Right,
okay,
did
you
get
a
chance
to
say
everything
you
wanted
to
say?
I
think
so?
Yes,
okay,
thank
you.
C
Yes,
what
percentage
of
your
students
are
non-driving
kids?
Would
you
say.
H
A
lot
but
that's
65,
40
65,
maybe
more,
I
would
say
right
now,
top
of
my
mind:
65
majority,
kids
and
and
the
rest
of
those
we
we're
more
like
a
kids
family
oriented
martial
art
school,
but
we
do
have.
You
know
some
number
of
adults
there.
C
E
H
C
E
The
zoning
code,
so
the
rancho
san
clemente
specific
plan,
requires
the
parking
requirements
to
be
based
off
of
the
zoning
code
which,
when
it
comes
to
warehouse
uses,
is
based
off
of
the
square
footage
of
the
tenants
warehousing
space,
not
including
their
office
space.
C
E
C
E
C
A
Thank
you.
Okay,
any
other
questions
for
staff.
Let's
see
kyle
did
is
zach
on
the
line
tonight.
He
is.
A
Do
we
have
any
questions
for
zach
the
engineer
as
far
as
adequacy
of
parking
he's
our
city
engineer.
A
Public
comment
and
paulo
you
actually
submitted
a
card
also.
I.
A
Very
good,
we
will
call
these
an
order
of
receiving
them.
The
first
one
is
cara,
ray
trick.
Randall.
L
Hello
city
council,
my
name
is
cara
ray.
I
wanted
to
just
talk
a
little
bit
about
community,
I'm
a
community
architect
and
a
program.
That's
through
the
un
called
un,
its
unesco
future
initiatives
and
what
it
does
is.
L
It
looks
at
cities
and
it
looks
at
city
centers
and
it
looks
at
innovation
and
forward
thinking
and
what
brings
community
together,
which
enhances
mental
health
and
physical
health,
and
in
this
case
I'm
really
grateful
that
you're
looking
to
adopt
this
resolution
and
mixed-use
spaces
are
the
future
in
these
ways
in
bringing
community
together
and
the
dojo.
Here
I
haven't
been
a
member
for
that
long,
but
I'm
always
looking
for
new
community
spaces,
and
there
is
nothing
but
beauty.
That's
happening
in
this
space
for
our
community,
for
our
kids
for
our
women
for
our
men.
L
The
practice
is
based
in
in
such
good
human
value
and
in
honesty
and
defense
and
truth
and
the
kids
are
learning
all
of
this
stuff.
And
it's
really
a
beautiful
thing.
I
highly
recommend
you
come
in
and
check
it
out
and.
L
I
just
really
hope
you
let
this
resolution
pass
through,
so
that
the
community
can
find
more
of
these
spaces
and
towns,
because
they're
extremely
needed
for
the
future
and
for
everything
moving
forward
in
a
positive
way.
Thank
you.
A
Thank
you
cara.
The
next
one
is
george
flynn
and,
following
that
will
be
jose
de
la
cruz,.
M
Good
evening,
everyone,
my
name,
is
george
flynn,
I'm
a
a
dad,
a
husband
and
I'm
also
a
united
states
marine
I've
been
stationed
here
at
camp
pendleton
since
2018
a
resident
of
san
clemente.
Previously
I
lived
here
a
couple
years
ago
and
was
part
of
segment
time
4th
marines,
which
is
the
adopted
battalion
of
san
clemente,
and
so
I'm
very
well
aware
of
the
strong
support
this
community
provides
to
the
military
a
couple
things
real,
quick
as
I
go
through
my
three
minutes
here.
Three
facts,
I'll
just
highlight
number
one.
M
I
am
not
very
good
at
brazilian
jiu-jitsu
all
right
number
two.
I
think
I
am
pretty
good
at
being
a
marine
having
served
for
20
years,
I'm
a
lieutenant
colonel
right.
Now,
I'm
an
italian
commander
for
first
battalion.
Fourth
marines.
I
know
what
training
looks
like.
I
know
what
safety
looks
like.
I
know
what
rules
look
like
and
I
can
tell
you
this
school
follows
all
those
things
to
a
letter.
I
trust
my
children
with
it.
M
I
trust
my
family
with
it
and
I
certainly
get
a
lot
out
of
it
as
a
battalion
commander.
M
I'm
responsible
for
the
health
and
well-being
being
right
now
about
a
thousand
marines
every
single
day
and
I'm
very
concerned
every
single
day
about
what
they're
doing
with
their
off
time,
and
it
warms
my
heart
when
I'm
at
the
school-
and
I
see
marines
walk
through
the
doors
when
they
could
have
so
many
other
things
they
could
do
with
their
time
and
they
walk
through
the
doors,
probably
often
not
knowing
what
they're
getting
into
and
they're
received
without
welcome
arms
they're,
giving
their
ghee
they're
taught
some
classes,
and
it's
just
really
good
for
what
our
marines
need
with
so
many
things
that
are
challenging
our
marines.
M
It's
very
important,
all
right,
most
of
our
marines,
as
many
of
you
know,
are
not
local
to
southern
california.
Their
homes
are
thousands
of
miles
from
here,
and
their
lives
are
often
spent
in
a
barracks
room,
so
anytime
they
can
get
out
and
get
into
this
community.
That's
so
close
to
them.
It's
super
important
and
this
dojo
certainly
welcomes
them.
Every
time.
M
Transition
my
family
quickly.
I
started
this
journey
in
jiu
jitsu
around
2019
in
the
fall
20,
I
got
orders
to
deploy
on
short
notice.
M
My
daughter,
tessa
who's,
a
middle
schooler
at
short,
close
middle
school,
decided
to
join
up
and
do
what
her
dad
does
and
learn
jujitsu
and
while
I
was
deployed
in
somalia,
I
found
that
my
daughter
was
being
taken
care
of
by
his
dojo
and
pictures
of
my
sensei
sensei
paulo,
with
his
arm
around
my
daughter,
tessa,
being
sent
to
me,
conveying
to
me
as
a
dad
before
deployed
that
my
family
is
being
taken
care
of
by
this
very
special
community.
That
is
this
school.
M
Just
some
considerations.
I
want
everyone
to
be
aware
of
going
forward
in
terms
of
what
this
is.
I
I
think
san
clemente
takes
a
strong
pride
in
what
it
provides,
what
it
represents
as
a
community
and
I'm
here
to
tell
you.
I
think
this
school,
this
business
certainly
also
incredibly
represents
what
san
clemente
is
about.
I
appreciate
your
consideration
for
approving
this
resolution
and
I
thank
you
for
your
time.
A
Next
is
jose
de
la
cruz,
followed
by
eddie
marquez.
N
Greeting
members,
thank
you
for
your
time.
I
appreciate
it.
I
2005
paula
gil
bell,
first
opened
his
doors
and
there's
four
of
us
over
there
when
he
initially
opened.
Sorry,
if
I
get
emotional,
it's
been
a
long
road
with
them,
and
it's
very
personal
to
me.
It's
kind
of
weird
over
the
years,
just
getting
emotional
things
like
this.
N
Considering
that
all
yellow
bell,
just
like
lieutenant
colonel
just
said,
I
came
back
from
overseas
after
having
some
bad
incidents
and
in
iraq
and
understanding,
knowing
that
I
need
to
advance
in
being
the
warfighter
at
23
and
a
half
years
retired.
Now
I
still
train
marines.
N
I
knew
I
had
to
do
something
to
stay
alive.
I
continued
to
deploy
and,
along
with
that,
through
the
years
the
academy
has
grown.
My
kids
started
there.
My
son
was
the
first
one
there.
He
was
number
five
stanley
match
with
us
and
it
was
a
good
time
and
throughout
the
years
my
kids
now
son
started
when
he
was
nine
he's
27
years
old.
Now
my
daughter's
28
and
they
won't
go
nowhere
else,
we're
from
oceanside
we're
from
east
ocean
side
and
we'll
take
that
travel.
N
There's
so
many
jiu
jitsu
academies
there,
but
we
refuse
to
go
anywhere
else,
give
up
our
our
loyalty
to
him
for
what
he
has
done
to
for
us,
not
only
that,
but
what
he's
also
done
for
the
community?
N
He
has
also
he
has
trained
law
enforcement
officers,
pointers
to
them
what
they
could
do
on
the
streets,
take
care
of
themselves
and
be
able
to
manage
any
situations
or
situations
that
arise
along
with
also
we
have
nurses,
we
have
doctors,
we
have
these
firemen
that
he
maintains
he
has
gone
on
base
and
trained
marines.
Also
he
has
given
that
time
to
them.
It's
a
continuous
thing
that
he
he
has
done
not
only
for
my
family,
but
for
the
community.
N
He
is
also
giving
out
women's
classes,
self-preserving
preservation
classes
for
women,
young
women
to
take
care
of
themselves,
whether
as
of
right
now
or
as
they
continue
on
to
college.
It's
always
a
focus
of
community.
It's
a
focus
of
family
and
with
us.
It's
a
very
important
for
everybody
to
understand
is
that
we
are
together
as
a
family.
We
take
care
of
each
other
and
at
any
point
in
time,
all
these
years
I've
been
with
them.
There
has
never
been
any
issues
from
the
outside
in
or
from
the
inside
out.
N
O
Hello
first
I'd
like
to
thank
the
city
for
taking
the
time
to
review
this
very
important
matter.
Fourteen
years
ago,
I
stepped
into
the
sensei
paula
gila
bells
academy,
and
little
did
I
know
the
immense
effect
it'd
have
on
the
mental
and
physical
health
for
myself
and
my
family.
O
I
look
around
this
entire
room
and
I
see
it
as
done
the
same
for
many
others.
What's
at
stake
here
is
a
potential
growth
of
opportunities
for
so
many
others
in
the
community.
Not
just
us.
Imagine
other
kids
having
a
bully
free
environment,
other
teenagers,
learning
discipline
and
respect
for
others,
other
adults,
possibly
you
guys
in
this
room,
removing
poor
lifestyle
choices
for
positive
ones
and
the
growth
of
our
community
as
a
whole
moving
in
a
positive
direction.
O
I
am
aware
of
some
of
the
concerns
our
our
potential
future
neighbors
may
have,
and
I
would
like
to
address
them.
First
being
that
I
am
a
sound
engineer
by
trade,
I
would
like
to
address
the
concern
of
loud
music.
Coming
from
the
academy,
I
recently
measured
our
room
with
music
playing
and
we
were
at
a
comfortable
74
decibels,
a
reminder
to
all
of
you
that
we
need
to
hear
our
sensei
paulo,
giving
instructions
as
well
heroes
our
training
partners
during
the
sparring
time,
the
kids
class
has
no
music.
O
During
that
time,
I
can
personally
attest.
Noise
will
never
be
an
issue.
We
do
not
have
any
subwoofers
that
carry
low
frequencies
and
all
the
high
frequencies
are
cancelled
within
the
walls
of
the
academy.
I
know.
Neighbors
at
merchant
bank
have
never
complained
parking
in
traffic
I'll,
keep
it
simple
if
starbucks
in
and
out,
chick-fil-a
and
target
can
coexist.
So
can
we
I'll
finish
with
my
kids?
O
O
Paulo
gilbel
gave
him
the
skills
to
get
to
this
point
in
his
athletic
career.
My
oldest
daughter,
danny
sitting
here
in
this
room,
is
a
gold
medalist
in
jiu
jitsu
and
a
straight
a
student.
She
is
now
a
freshman
at
jay.
Sarah,
I
believe
jiu
jitsu
gave
her
the
confidence
to
conquer
her
fears,
both
in
the
social
and
academic
environments.
O
My
youngest
son
elias
started
training
at
four.
He
is
now
11
and
has
built
friendships
with
other
students
that
have
lasted
across
the
country,
his
confidence
on
the
basketball
court.
O
Now
it
shows
his
heart,
his
focus
and
his
determination
to
win
all
those
games
that
comes
from
jiu-jitsu
and,
more
importantly,
the
teachings
of
sensei
apollo
and
lastly,
my
youngest
daughter
ellie,
recently
joined
the
academy
about
a
year
ago
and
at
the
age
of
four
I
can
tell
you
she's
a
leader
in
her
class
respectful
to
teachers
and
a
great
student,
and
I
as
one
of
paulo's.
First
black
belts
in
the
academy
support
this
move,
and
I
look
forward
to
showing
our
peers
how
important
this
is
to
our
family
and
our
community.
Thank
you.
A
Are
you
ready
hussein
maltic.
P
Good
evening,
council,
that's
those
three
speeches
are
really
hard
to
follow,
so
I'm
just
gonna
go
from
the
heart
here.
I've
been
with
the
with
the
school
just
for
a
couple
months.
P
I
am
a
san
clemente
resident,
but
in
those
few
months
I've
had
such
a
it's
had
such
an
impact
on
my
life,
and
I
think,
there's
been
there's
a
word
that
was
repeated
multiple
times:
family,
family
and
family,
and
and
that's
that's
exactly
what
we've
got
here
and
that's
exactly
how
I
felt
when,
when
I
started
attending
the
school-
and
I
felt
very
welcome-
not
only
that-
I
see
that
it's
it's
making
a
huge
impact
on
the
youth.
You
know
I'm
a
surfer
by
trade.
P
Well,
I
wish
I
was
by
trade,
but
I
think
we
all
you
know
surfing
is
our
sport
here
in
san
clemente.
That's
that's
actually
what
brought
me
here,
but
sometimes
out
there
in
the
water.
You
know
we
don't
get
that
same
discipline
or
that
same
coaching
or
that
same
mentorship
that
we
get
here
at
with
sensei
guliba.
P
So
you
know
just
this
this.
This
needs
to
pass
please.
This
is.
This
is
an
incredible
organization,
incredible
sensei
that
we
have,
and
you
know
I
just.
I
just
want
to
speak
from
the
heart
that
you
know.
Please
please,
please
pass
this
resolution
and
you
know
do
it
for
for
the
future,
for
the
kids
they're,
the
ones
who
are
being
impacted
here,
the
most
this
gives
them
a
place
to
come
to
to
get
the
discipline,
they
need
to
stay
off
the
streets,
and
it
also
makes
us
more.
P
You
know,
of
a
safe
city.
You've
got
citizens
now
who
it's
it's
not
a
it's
not
a
jujitsu
is
not
an
attack
sport.
It's
a
defense,
sport,
it's
a
defense,
art
I
should
say-
and
you
know
the
truly
the
the
streets
are-
are
safer
with
people
who
know
how
to
defend
themselves
and
defuse
the
situation.
P
So
you
know
that
even
helps
the
the
the
the
servicemen
the
policemen
and
then
you
know
just
to
have
just
to
have
citizens
who
can
who
can
handle
themselves
in
the
case
of
a
situation
so
yeah.
I
just
wanted
to
say
you
know,
please
consider
it
and
you
know
do
something
for
the
community
here.
Thank
you.
A
Thank
you,
thomas
jessup,
followed
by.
A
Avid
north
shore.
F
F
F
F
He
provides
a
safe
space
for
the
community,
where
we
can
learn
self-defense
how
to
build
self-confidence,
improve
our
own
mental
and
physical
wellness.
The
residents
of
san
clemente
has
has
taken
note
and
have
voted
gila
bell:
brazilian
jiu-jitsu
as
the
best
martial
arts
academy
in
san
clemente.
For
the
last
eight
years,
I
believe
the
principle
as
paolo
teaches
at
his
gym
can
transition
into
our
own
personal
lives,
healthier
relationships
with
our
family
and
friends,
increased
energy
to
perform
better
at
our
jobs
and
clarity
of
mind
to
control
any
external
factors
that
could
affect
us
negatively.
F
P
We've
already
touched
about
that,
and
I
want
to
make
this
focus
about
sensei
sensei's,
a
very
humble
person
he's
not
only
an
international
athlete
he's
an
author
as
well.
P
In
addition
to
that,
he's
a
friend
a
mentor
and
a
professor
of
the
most
gentle
form
of
martial
arts.
As
another
athlete
and
a
student
said,
this
is
a
defensive
thing.
This
is
not
a
crossfit
or
a
zumba
class
where
there
would
be
noise,
we
do
need
to
listen
and
respect
our
sensei
and
we
will
have
that
respect
to
our
neighbors
as
well.
P
It
is
added
value
to
the
community,
as
we
see
more
and
more
things
happening
in
los
angeles
in
san
diego.
We
need
initiatives
like
this
schools
like
this,
to
provide
safety
for
our
families
and
for
ourselves
that
being
said
being
part
of
the
community.
There
are
many
military
firefighters,
police
officers,
so
this
is
a
very
safe
community
and
people
who
already
serve
the
community
as
far
as
health,
we
are
promoting
health
for
children,
not
only
physical,
but
mental,
a
place
where
they
are
safe.
P
I
don't
see
many
schools
offering
that
to
children,
but
they
do
receive
it
here.
I
see
I'm
in
the
yellow.
Now
I
wanted
just
a
quick
show
of
hands
from
the
crowd
who
is
in
support
of
this
and
you'll,
see
overwhelmingly,
if
you
guys
can
raise
your
hands,
who
is
here
for
sensei
tonight,
including
sensei,
he's
here
for
himself
too,
so
I
I
really
hope
that
this
was
just
the
wrong
foot,
another
tech.
We
can
repair
this
friendship.
There
could
be
possible
business
together.
You
know
their
apparel
studio.
P
Sensei
does
sell
apparel
as
well,
and
I
think
this
is
something
just
procedural
and
we
wouldn't
have
any
issues
as
sensei
teaches
everyone
here
about
respect
and
he
practice
what
he
preaches.
Thank
you
thank.
D
D
I
was
at
the
scene
of
a
homicide
of
a
young
man
in
hollywood,
and
one
of
the
officers
that
was
at
that
scene
with
me
was
also
a
martial
artist,
a
very
top
competitor
and
during
our
conversation,
while
we're
waiting
for
the
coroner
to
come
pick
up.
The
remains
of
this
young
man
that
had
been
shot
and
killed.
We
started
talking
about
martial
arts
and
how
important
it
was
in
our
lives
and
how
it
helped
transform
our
lives.
D
So
we
made
a
decision
at
that
time
that
we
were
going
to
start
a
program,
a
martial
arts
program
to
help
develop
the
youth
in
our
community,
because
there's
always
seems
to
be
enough
time
enough
energy
and
enough
money
to
incarcerate
our
youth
to
arrest
our
youths
to
prosecute
them.
But
it
doesn't
seem
like
there's
that
same
commitment
in
developing
our
use,
so
they
too
they
so
they
turn
into
outstanding
citizens,
and
so
they
grow
and
become
thriving
members
of
a
community.
D
So
we
started
a
program
that
still
exists
today.
It's
on
hollywood
boulevard,
where
we
teach
young
men
and
women,
children,
kids,
adult
teenagers,
martial
arts,
but
the
main
part
of
it
is
we
develop
their
personal
skills.
We
develop
their
discipline,
we
develop
their
ability
to
function
well
in
the
community
and
to
change
goals
and,
as
a
member
of
the
geo
bell,
jiu
jitsu
academy,
I'm
proud
to
say
that
it
mirrors
that
work.
This
is
not
just
a
self-defense
academy
where
we
teach
kids
how
to
how
to
defend
themselves.
D
D
D
Frankly,
I'm
not
a
member,
I
don't
live
in
san
clemente.
I
live
in
laguna
niguel
and
the
reason
I
say
that
is,
I
drive
past,
probably
15
jiu
jitsu
schools
every
day
to
come
to
this
school
because
of
its
because
how
it's
developed,
and
because
of
its
commitment
to
developing
the
young
men
and
women
that
are
growing
up
in
the
academy.
D
A
And
following
ms
barnes,
we
have
alexandria,
santos.
L
Good
evening,
everyone,
my
name,
is
dr
ariana
barnes
and
I'm
a
five-year
member
of
gibbel
jiu-jitsu.
I
was
born
and
raised
in
san
clemente.
I
only
left
to
go
to
college
in
minnesota
of
all
places
and
then
came
back,
but
one
of
the
things
I'm
also
a
nurse
at
mission
hospital
and
one
of
the
prior
to
working
with
jiu
jitsu
it.
I
had
no
idea
how
to
handle
an
aggressive
patient
or
an
aggressive
family
member.
L
It's
it's
not
about
loud
music
and
putting
people
down
it's
about
working
together
and
working
in
our
community,
such
as
other
aspects
that
haven't
been
mentioned,
as
paulo
has
also
sponsored
events
at
elementary
schools
as
well.
I
remember
seeing
signs
up
at
lobo
where
both
of
our
kids
attended
school
and
every
year.
He
also
participates
with
a
demonstration
at
ocean
festival.
L
A
Thank
you
nick
is
alejandro
santos
and
then
kirk
presley.
Should
I
what
press
you
she'll
take
care
of
it.
Q
I
know
that
area
since
1994
I
can
say
because
since
then
I
started
coming
like
at
least
twice
a
year
to
these
locations,
and
I
fell
in
love
with
san
clemente.
It's
not
hard
right
and
after
some
companies
inviting
me
to
to
expand
the
business
to
other
countries,
they
said
alex,
you
should
move
to
america.
I
should
move
to
san
clemente,
open
your
office
here
and
that's
what
I
did.
11
years
ago,
I
started
jiu
jitsu
when
I
was
15
years
old,
I'm
turning
52,
so
it
was
1985.
Q
Q
I've
known
global
for
a
long
time
and
as
he
mentioned,
I'm
suspicious
to
say,
he's
a
great
person
and
also
I'm
kind
of
a
key
person
to
to
talk
because,
as
he
mentioned
before,
I
was
the
one
who
was
subleasing
the
area
that
it's
a
guy
at
1021
cairo
suite
a.
I
have
an
electric
bike
business
again,
I'm
businessman.
I
have
business
here
and
I
was
there,
so
I
I
know
exactly
what's
going
on
right
there.
You
know
I
had
flexible
hours.
Q
I
was
like
all
the
time
you
know
and
I'm
sorry
to
say,
but
I
I
love
pete
he's
here.
You
know
I
cannot,
but
I
need
to
tell
the
truth-
and
I
came
here
to
say
what's
right
and
I
don't
see
I
I
have
four
kids.
One
has
special
needs
too,
like
our
friend
here
and
I
put
my
kids
there.
I
want
to
put
them
back
again.
Q
I
will
be
back
after
my
recoveries
from
my
surgeries
and
I
I
mean
there's
no
better
place
to
put
not
only
our
kids
but
ourselves
in
the
environment,
like
what
gila
bell
provides.
So
speaking
of
some
you
know,
I
have
30
seconds,
but
I
parking
lots.
I
wouldn't
be
worried
to
be
even
putting
my
kids
there
if
my
wife
had
to
take
my
kids
there-
no
problem,
of
course
it's
just
about
following
the
rules
that
we
should
do
anyway
in
anywhere
anywhere.
We
go
also
the
noise,
I
gotta
be
honest.
Q
It
should
be
the
other
way
around.
Gilda
bell
should
be
worried
about
the
nice
because
they
put
loud
music
at
the
warehouse,
it's
their
choice,
music
kind
of
that's
what
it
is,
but
other
than
that
I
don't
see
any
problem
whatsoever.
A
Thank
you
very
much.
Kirk
presley.
A
G
G
One
thing
I
just
wanted
to
say
outside
of
my
statement:
it's
it's
extremely
inspiring
to
see
the
community
I'm
a
long
time,
stephanie
resident
see
the
community
show
up
like
like
this
crew
has-
and
I
just
wanted
to
reinforce
we're
talking
today
about
two
businesses
that
have
operations
happening
and
those
businesses
try
to
do
the
right
thing
for
their
customers.
Everybody
involved.
I
just
want
to
reinforce
how
much
I
want
to
stress
the
respect
of
everyone
here
in
the
community
and
what
I
need.
G
What
I'm
here
to
do
is
explain
how
our
operations
affect
everybody
involved.
It's
important
to
first
note:
the
history
of
venetics
past
operations,
as
it
closely
relates
to
the
current
proposal
under
review
tonight.
Venetic's
first
office
and
warehouse
location
was
a
co-10,
at
least
alongside
a
recreational
instruction
provider
called
foundation,
fitness
at
1001
cali
negotiator
as
netix
scaled,
our
operations
to
a
higher
volume
daily
distribution.
We
quickly
became
aware
there
was
unavoidable,
dangerous
collision
of
venetics
industrial
operations,
crossing
paths
with
foundation,
fitness
non-industrial
traffic,
foot
traffic,
creating
many
unavoidable
injury
risks
on
the
property
daily.
G
With
this
firsthand
real
world
understanding
of
the
clear
safety
effort
hazards,
noted
venetic
made
an
urgent
decision
in
the
summer
of
2021
to
move
our
business
operations
to
a
space
at
1021,
cali
ricotta,
where
these
issues
wouldn't
be
a
problem
for
daily
operations.
So
that
brings
us
here
today
as
a
local
business
owner.
I
have
strong
respect
for
the
applicant,
in
this
case
their
students
and
all
local
businesses
striving
to
add
value
to
this
community.
My
message
tonight
for
the
city
of
san
clemente
and
the
applicants
involved
is
extremely
simple.
G
All
it
takes
is
a
few
seconds
of
a
parent
momentarily
being
distracted
for
a
child,
unaware
of
the
surrounding
danger
to
tragically
get
be
hit
by
a
passing
vehicle
city
of
san
clemente
has
repeatedly
and
responsibly
been
informed
by
a
netic
that
he's
proposing
these
proposed
operations
at
1021.
Cali
ricotta
will
guarantee
an
extremely
high
risk
of
injury
and
possible
loss
of
life
for
non-industrial
patients
and
patrons
involved.
G
A
E
L
A
A
And
then
alexander
dawn
or
dao.
B
We
should
ask
our
I.t
staff
here.
Mr
pillow
is
that
is
that
video
ready
to
go?
If
it
is?
I
think
the
speaker
now
would
like
to
have
that
displayed.
O
So
again,
my
name
is
pete
polanski,
I'm
the
distribution
operations
manager
at
dinette
I'll,
be
discussing
genetics,
daily
distribution
requirements
and
the
serious
safety
hazards
related
to
the
proposed
tenant.
The
next
slide
is
a
video
that
helps
provide
examples
of
the
next
daily
transport
traffic
from
the
property
interest
to
our
high
traffic
distribution
area.
In
the
back
of
the
building.
L
O
And
these
next
few
slides
provide
a
firsthand
look
at
the
daily
foot
traffic
hazards
through
the
parking
lot
that
all
non-industrial
patrons
would
be
face
to
force
to
navigate
to
access
the
building
entrance
next
slide.
Please,
and
then
this
image
next
slide.
Please
this
image
just
highlights
the
earlier.
The
aerial
view
next
slide.
O
And
this
highlights
next
shipping
carrier
traffic
required
for
daily
operations.
Shipping
cargo
carriers
do
not
have
set
times
of
arrival,
so
there's
no
way
to
confirm
students
will
not
be
directly
crossing
paths
was
with
all
forms
of
dangerous
shipping
traffic
shown
below
and
once
again
we
are
all
about
small
business
and
people
adding
value
to
san
clemente.
I
All
right,
you
can
do
the
next
slide
next
slide,
please
all
right,
hello,
commission,
my
name
is
alex
down
the
office
operations
manager
at
netic
I'll,
be
covering
two
important
operation.
Topics
proposed
by
the
applicant
that
represent
exceptional,
distribute
disruptions
to
index
daily
operations
and
additional
safety
threats
to
patrons.
The
first
is
related
to
parking
availability
and
seconds
related
to
proposed
activities
planned
by
the
applicant
in
the
shared
office.
Space
section
of
the
property
next
slide.
Please.
I
So
this
image
summarizes
that
a
netic
is
contractually
guaranteed
15
parking
lot
spaces
on
the
property
lease.
That
means
a
netic
staff
will
be
using
an
additional
15
street
parking
spots
daily.
This
immediate
reality
would
provide
little
to
no
remaining
available
street
parking
for
the
proposed
applicant
anywhere
reasonably
near
the
building
from
8
am
to
5
pm
monday
through
friday.
Parking
down
the
street
would
then
conflict
with
our
next
door.
Neighbor
delahunt
brewery,
located
directly
to
our
left.
I
Their
operations
require
extremely
heavy
pallet
loads
and
forklift
traffic
constantly
moving
from
their
parking
lot
entrance
through
the
pedestrian
walkway
and
into
the
street
for
truckloading
all
applicant
foot,
traffic
in
transit
and
transit
to
the
entrance
would
be
forced
into
these
hazards
along
delahunt's
required
daily
operations.
Next
slide,
please
all
right.
This
next
problematic
issue
relates
to
the
applicant
plans
for
the
mma
gym,
located
directly
below
our
fluoronetics
main
executive
offices
and
meeting
spaces
where
zero
distractions
are
most
important.
I
I
It
will
have
two
punching
bags,
a
speed,
punching
bag
and
a
couple
other
pieces
of
equipment.
So
we
can
cross
train
with
mixed
martial
arts
and
fitness
all
about
activities,
obviously
not
possible
without
extreme
disruptive
disruption
of
business
operations
happening
only
a
few
feet
away.
These
activities
would
obviously
cause
immediate,
devastating
disruptions
to
a
netic's,
most
critical,
daily
office
operations.
The
next
slide
provides
a
video
to
help
the
city
understand
the
reality
of
unavoidable
noise
and
disruptions.
These
activities
require.
I
I
R
Watching
that
video,
I
have
a
a
bit
of
a
strong
reaction,
because
I
just
don't
think
that
those
kinds
of
videos
and
arguments
are
made
in
good
faith.
So
I'm
going
to
read
off
my
prepared
statements,
but
like
some
of
our
other
speakers,
I
might
get
a
little
a
little
emotional
as
well,
because
this
is
a
really
important
matter
to
me.
R
This
is
a
really
important
group
to
me,
so
I've
been
an
educator
for
over
20
years
and
most
of
that
time
has
been
spent
working
with
school
safety,
the
safety
of
minors,
ranging
from
seventh
grade
all
the
way
up
to
high
school
students.
Currently
I
work
at
the
orange
county
department
of
education,
where
I
oversee
programs
across
all
29
school
districts
and
every
one
of
those
programs
deals
with
school
safety,
student
well-being,
both
mental
health
and
physical
health.
R
I'm
also
a
personal
coach
supporting
adults,
personal
safety
as
far
as
like
their
their
well-being
and
their
wellness,
so
safety
is
part
of
who
I
am
wellness
is
part
of
who
I
am
and
well-being
is
part
of
who
I
am,
and
I
would
not
be
part
of
any
kind
of
organization
that
put
people
at
risk.
When
I
moved
to
san
clemente
five
years
ago,
I
looked
at
all
sorts
of
different
jiu
jitsu
gyms
and
in
south
county.
R
There
are
a
lot
of
them
and
I
went
into
some
and
it
was
clear
that
they
were
concerned
about
getting
me
signed
up
and
getting
my
credit
card
and
taking
a
bunch
of
money
every
month.
Others
were
like
no
joke
greeting
me
in
the
lobby
with
somebody
with
a
black
eye
saying
we
can't
wait
to
get
you
on
the
mats,
and
that
was
not
the
case
here
with
paula
giovelle.
R
Everybody
has
been
so
welcoming.
It
is
like
a
family,
you
see
the
people
here
today.
You
see
people
nodding,
you
see
how
how
much
this
matters
to
people,
but
it
isn't
just
about
the
jujitsu
training.
It's
about
the
sense
of
well-being
that
is
instilled
in
our
gym
through
sensei
apollo,
the
wellness
of
the
students,
the
wellness
of
the
families
and
the
wellness
of
the
community.
You've
heard
people
talk
about
his
community
involvement.
R
You've
heard
people
talk
about
the
the
importance
of
the
gym
to
them
to
their
own
well-being,
as
well
as
to
their
family
and
their
children.
Nobody
here
would
put
their
families
at
risk.
Nobody
would
here
put
would
put
themselves
at
risk,
so
this
is
a
safe
place
to
be.
It
is
an
important
place
for
the
community
and,
lastly,
I
would
say:
look
at
this
cross-section
of
people
who
have
come
today.
R
We
have
marines,
we
have
construction
workers,
we
have
tradesmen,
we
have
teachers,
we
have
nurses,
we
have
doctors,
we
have
all
sorts
of
people
who
have
come
here
today
to
support
this
community,
and
I
think
that
that
speaks
to
the
positive
impact
that
this
gym
and
sensei
apollo
have
had.
Thank
you.
S
Good
evening,
thank
you
for
the
time
to
opportunity
to
speak
with
you
guys
this
evening,
like
spencer,
was
saying,
I
think,
I'll
disregard
my
prepared
remarks,
because
you've
heard
heard
it
all
already.
You
know
it's
interesting.
What
you
haven't
heard
a
lot
about
is
business
you've
heard
a
lot
about
family
there's
a
reason
for
that,
and
I've
been
with
paulo
for
14
years.
S
Frankly,
and
I
find
it
very
disingenuous-
the
video
that
was
shown
you
know
if
they
were
really
interested
in
what
happens
down
at
the
academy,
they
could
have
shown
up
and
actually
filmed
what
what
what
happens
at
paula's
academy-
and
I
think
you
get
a
very
different
picture
than
that
you
know
complaining
about
noise-
seems
also
very
disingenuous
when
you
think
about
heavy
heavy
trucking
light
industrial.
You
know
things
things
that
produce
vast
amounts
of
noise
compared
to
an
instructional
classroom,
setting
that
you're
going
to
get
in
paula's
academy.
T
S
Have
not
only
live
our
lives
as
part
of
this
community,
we
bring
others
from
other
communities
in
to
experience
what
san
clemente
has
to
offer,
and
you
know
the
kids,
my
kids
specifically
this.
This
martial
art
has
taught
them
leadership.
It
has
taught
them
confidence,
it's
taught
them
how
to
bully
proof
so
they're
not
being
exposed
to
the
emotional
anguish
that
a
lot
of
other
kids
are
being
exposed
to
out
there.
S
You
know
it's
kept
them
from
sitting
on
the
couch
all
day
playing
playstation
to
being
active.
You
know
and
leading
healthy
lifestyles,
which
is
significantly
more
important
when
you
talk
about
safety,
emotional
well-being,
things
like
that,
so
you
know
I
thank
you
for
your
consideration.
As
of
this,
this
proposal
hope
that
you
do
an
endeavor
to
support
it,
and
I
think
san
clemente
will
be
better
off,
as
paul's
academy
continues
to
grow.
A
Patrick
scott,
followed
by
matt
lincoln.
S
Good
evening
city
council,
I'd
like
to
say
my
name
is
patrick
scott:
I'm
business
owner,
family
man,
father.
I
was
a
sales
committee
resident
for
25
years.
I
had
to
move
up
the
lagoon
hills
because
I
had
a
good
deal
on
a
house.
Don't
hold
that
against
me,
but
anyway
there's
I
passed
probably
seven
to
eight
just
by
seven
eight
jiu
jitsu
academies
in
the
area
that
I
could
go
to.
You
know
they're
closer
to
my
house.
It's
not
like
joining
a
regular
gym.
It's
not
like
you!
S
S
This
brings
nothing
but
a
positive
thing
to
the
neighborhood.
You
know
my
kids
train
are
present
and
former
you
know,
students
to
school.
You
know
I
actually
go
in
as
one
of
the
black
belts
there
and
step
on
the
mat
with
them
and
help
as
a
coach,
I'm
not
a
you
know.
I
have
a
day
job,
I'm
not
a
formal,
I'm
not
a
formal
instructor
at
the
academy,
but
I
will
say
that
you
know
I
see
what
the
kids,
the
curriculum,
the
kids
are
taught
and
they
actually
sit
there
and
go
over.
S
You
know,
morals
and
telling
the
truth
and
they
sit
down
in
front
of
them.
It's
not
all
about
martial
arts
and
learning
skills.
You
know
related
to
that.
It's
it's
the
whole
gamut
of
what
they're
going
to
learn,
respecting
each
other.
Looking
somebody
not
giving
a
firm
handshake,
there's
there's
a
lot
more
to
it
than
that.
S
S
There's
never
been
a
problem
with
parking,
he
had
less.
He
has
less
parking
now
than
he's
going
to
receive.
At
this
place
I
mean
there's
never
been
a
problem
with
noise.
I
mean
I
was
sitting
in
the
bathroom
and
I
had
to
stop
laughing.
I
mean
I
just
it
was
so
I
I
just
they
were
showing
pictures
of
punching
bags,
speed
bags
and
striking
martial
arts.
That's
not
what
we
do
at
all,
that's
not
even
if
they
think
that's
what
we're
doing
in
there.
S
Perhaps
they
need
to
be
educated,
because
that's
not
has
nothing
to
do
with
it.
We're
what
we're
doing
is
grappling.
It's
submission
grappling
if
you've
ever
seen.
Two
people
grappling
with
each
other.
There's
no
there's
nothing
like
that.
Going
on
it's,
it's
actually
very
quiet.
You
know.
So
that
being
said,
that
was,
I
was
just
looking
at
it
going
wow.
You
know.
S
I
think
that
this
could
possibly
happen.
Thank
you
for
your
consideration
have
a
good
evening.
Thank.
N
Hi
and
he's
five
years
old
and
and
we're
we're
relatively
new
to
the
gila
bell
family
hudson
joined
about
nine
months
ago,
and
he
loves
it
we're
here
to
speak
in
support
of
the
cup.
You
know
I'm
a
family
that
that
drives
to
get
to
this
location.
N
It
takes
us
about
30
minutes
each
way,
and
it's
really
the
highlight
of
my
week
coming
to
these
classes
with
my
son,
I
attend
two
classes
a
week
with
them,
and
I
come
every
time
and
what
I
see
in
the
classes
that
you
all
are
referring
to
the
three
o'clock
in
the
four
o'clock
classes.
I
see
probably
100
parent
participation
in
staying
at
the
classes.
I
talk
to
the
parents,
I
watch
them,
walk
the
kids
in
it's
a
very
safe
environment.
N
You
know,
there's
a
couple
of
reasons
that
we
come
to
gila
bell
and
primary
reasons.
My
son
loves
when,
when
anybody
asks
him
what
his
favorite
sport
is
100
jiu
jitsu
is
the
first
thing
that
comes
out.
He
loves
baseball
and
he
loves
football.
N
N
It's
it's
about
life,
lessons
and
character,
building
and
respect,
and
humility
and
compassion
for
other
people,
and
I
saw
that
getting
still
run
away
and
that
struck
me
because
I've
been
around
a
long
time
and
I'm
an
older
parent,
I'm
53
years
old,
and
I
know
what
it
was
like
growing
up,
and
there
was
a
lot
of
lessons
that
I
got
growing
up
that
I
don't
see
kids
today
receiving
and
that
concerns
me
greatly
and
sensei
apollo
instills
us
in
a
really
compassionate
and
caring
way,
and
I
think,
as
far
as
the
community
is
concerned,
and
the
families
that
come
to
this
dojo,
I
think
that
to
not
approve
this
would
be
a
great
cost
to
the
city.
N
So
I
think
it's
really
important.
I
I
I
think
that
the
staff
has
addressed
in
their
conditions
of
approval.
I
think
everything
that
needs
to
be
addressed,
and
I
think
that
sensei
apollo
will
make
sure
that
the
environment's
safe
and
I'll
end
with
this,
the
kids
get
to
say
something
at
the
beginning
of
every
class
and
there's
two
lines
from
it.
That
struck
me
that
I
wrote
down.
N
One
of
the
key
phrases
is,
I
promise
not
to
be
abusive
or
offensive
to
others
and
to
always
pursue
friendships,
and
if
those
are
lessons
that
you
can
teach
kids
today
not
to
be
abusive
or
offensive
to
others
in
the
world
we
live
in
today
and
to
always
pursue
friendships.
I
think
that
the
world
will
be
a
better
place,
so.
R
R
On
april
23
2016,
I
was
hospitalized
for
wounds
I
received
in
combat
in
the
war
on
terrorism,
some
visible
for
which
I
received
the
purple
heart
and
others
not
prior
to
embarking
on
my
journey
with
personal
recovery
and
post-traumatic
growth.
I
had
trained
brazilian
jiu-jitsu
for
many
years,
but
got
away
from
the
martial
art
because
of
my
physical
wounds
and
spiritual
illness.
R
As
I
progressed
in
recovery,
I
knew
that
revisiting
the
martial
art
that
I
loved
was
critical
to
my
spiritual
illness.
I
asked
some
trusted
marines
who
trained,
jiu
jitsu
and
was
directed
to
brazilian
jiu
jitsu,
specifically
because
of
sensei
paulo's
reputation
of
outstanding
leadership.
R
Several
years
after
walking
into
the
doors
of
gilbert
brazilian
jiu
jitsu,
I
can
report
six
years
of
continued
sobriety,
strong
spiritual
and
physical
fitness
and
a
jiu
jitsu
black
belt
due
to
the
tutelage
of
sensei
palo,
I'm
a
daughting
husband,
a
present
father
and
soon
to
be
retiring.
Marine,
I
can
say
that
without
a
doubt
had
it
not
been
for
sensei,
paolo
and
his
warm
and
welcoming
school,
I
would
not
have
reached
retirement
in
20
years.
R
P
My
two
kids
also
participate
in
jiu
jitsu,
so
my
professional
experience
also
includes
working
at
amazon,
fulfillment,
centers,
semiconductor
manufacturing
and
various
logistical
support
to
other
government
programs.
When
it
comes
to
safety,
complacency
has
always
been
the
greatest
killer.
I
can
understand
that
you
know
my
family.
We
preach
hyper
vigilance
because
you
know
these
kids
are
really
important.
M
M
P
Every
month
these
kids
have
a
homework
assignment.
This
month's
assignment
is
patience,
so
you
all
have
done
a
really
good
job
with
that.
So
far
today,
we've
made
it
this
far.
So
thank
you,
everyone
for
your
patience,
and
if
we
do
this
together,
we
can
thrive
together
and
that's
sensei.
Paulo
also
said
you
know
when
we
share
the
space
after
we
get
through
that
storming
phase.
You
know,
there's
a
free
week,
you
can
take
advantage
of
yeah.
P
A
I
Signing
commission
staff.
Thank
you
very
much
for
listening
to
all
of
us.
You've
heard
some
fantastic
testimonials
from
the
the
family
of
the
glee
label.
Brazilian
jiu
jitsu.
I
want
to
compliment
the
staff
on
their
report.
I
read
the
report
very
diligently.
I
I
work
in
industrial,
commercial,
real
estate
and
the
conditional
use
items
that
were
brought
up
are
are
spot
on
to
mitigate
pedestrian
traffic
and
trucking
traffic.
I
think
this
is
a
very
good
use
of
this
space.
From
a
personal
standpoint,
I'm
a
58
year
old
male.
I
That
has
a
hard
time
taking
direction,
and
I
found
it
here
at
this
brazilian
jiu
jitsu
studio,
the
men
that
that
I
train
with
and
the
women
that
I
train
with
have
the
utmost
respect
and
since
apollo
wheelball
has
been
able
to
reach
something
in
me
that
no
one
else
has
ever
been
able
to
obtain,
and
I
can
feel
the
emotions
coming
through.
I
Never
really
had
a
had
trouble
walking
through
life
and
doing
whatever
I
wanted
to
do
and
it
it
can
cause
some
trouble
for
you,
and
some
humility
in
life
is
a
very,
very
powerful
thing
and
to
be
able
to
instill
that
in
this
community
I've
been
a
25-year
resident
here
in
san
clemente.
I've
spoke
before
the
council
before
I've
spoke
before
the
city
council
planning
commission
many
different
issues.
I
took
an
active
role
in
the
neighborhood
that
I
live
in
and
I
sold
very
humbly
support
the
findings
of
your
your
staff.
O
Ladies
and
gentlemen,
the
commission,
good
evening
my
name
is
paul.
Landman
I've
been
a
u.s
marine
for
the
last
four
and
a
half
years,
and
I
mean,
unfortunately,
because
of
life
and
work
and
other
obligations.
I've
not
always
been
able
to
attend
class
like
how
I'd
like
to
be,
but
for
what
it's
worth
like.
I
remember
when
I
initially
stumbled
upon
gila
delta,
brazilian
jiu-jitsu
and
it's
just
a
little
quick
google
search
and
I
will
easily
say
it's
probably
the
best
decisions
I've
ever
made.
O
My
entire
life,
like
I
remember,
I
had
a
very
hard
time.
Adjusting
to
my
new
unit
like
like
a
lot
of
the
guys
above
me,
were
messing
around
with
me,
like
I
sort
of
felt
ostracized
by
some
of
my
peers
and
almost
every
single
night.
I
found
myself
talking
on
the
de-stress
line,
little
chat
site
that
would
allow
me
to
talk
to
like
an
online
therapist
or
something
just
because
I
just
was
having
such
a
hard
time,
and
I
would
say
just
being
involved
with
brazilian
jiu-jitsu,
especially
at
gila.
Bell
has
been.
O
O
I
can
easily
say
that,
like
there
have
been
times,
I've
nearly
gone
to
a
couple
fights
at
a
bar
and
just
knowing
what
I
know
it's
like
I've
been
able
to
just
avoid
a
fight
just
from
staying
calm,
talking
down
talking
the
other
person
down
just
yeah
and
unlike
a
lot
of
people
here
I
am
not
a
family
man.
I
have
no
kids
as
far
as
I
know,
but
but
yeah,
and
I
also
say
that
you
know
tribal
zone.
O
A
T
Thank
you.
Thank
you,
so
much
for
the
time
that
you've,
given
absolutely
everybody
here,
I'm
beyond
grateful.
T
I
am
also
a
veteran
I'm
a
female.
We.
We
have
a
lot
of
active
duty
marines,
I'm
the
only
navy
person.
Here
I
served
during
oif
oef.
I
joined
the
military
right
after
9
11..
My
ship
was
actually
the
one
that
put
osama
bin
laden
in
the
water.
T
There
was
a
lot
that
was
covered
tonight
in
regards
to
health
safety,
mental
health,
all
the
attributes
that
any
sport,
any
type
of
fitness
regimen
can
give
to
a
person
and
their
quality
of
life,
as
you
can
see,
we're
near
a
military
base
and
we
have
a
dynamic
of
individuals
and
families
and
civilians
that
are
working
together
to
make
a
good
life
for
us.
Here
I,
as
a
veteran
as
a
I,
don't
like
to
call
myself
war
veteran
but
from
remnants
of
war.
T
T
T
These
children
are
learning
that,
when
there's
conflict
when
there's
troubles
with
parents
amongst
each
other
with
the
kids
and
their
practice,
one
thing
that
we're
learning
here
that
was
not
spoken
of
is
conflict
resolution,
and
I
firmly
believe
that
with
the
gentleman
that
brought
these
issues
of
safety
concern
in
in
the
environment
they're
already
in
that
we
want
to
take
a
part
of
with
them.
I
firmly
believe
that
we
can
reach
conflict
resolution.
T
T
A
L
Hi
I'm
ethan
acuna.
This
is
taylor,
that
is
patrick
and
we
have
aiden
and
then
connor.
So
we
want
you
all
to
know
that
this
is
the
oath
that
we
take
in
class.
L
I
tend
to
be
gentle
a
good
good
listener.
I
will
always
give
my
best
to
develop
my
self-discipline
and
to
have
the
courage
to
do
what
is
right
and
truthful.
I
am
aware
that
learning
the
art
so
for
the
only
jiu-jitsu
my
mind
and
my
body
are
being
empowered,
but
I
promise
not
to
be
abusive
nor
offensive
to
others
and
always
pursue
friendship.
A
Okay,
we
have
another
and
if
you
could
fill
out
a
card
also
when
you're
done
it's
just
a
little
blue
card.
L
L
My
mom
came
up
here:
she's,
a
veteran
she's,
she's
she's,
a
very
strong
woman
and
role
model
for
me
and
she's
always
been
into
the
aspect
of
being
in
a
family
and
learning
how
to
take
care
of
yourself
and
the
others
around
you
and
martial
arts
applies
to
that
mental
health,
physical
health,
it's
it
it
all
works
together
and
to
be
around
her
and
other
strong
people
that
have
been
through
so
much
to
come.
L
This
far,
including
sensei,
is
really
beautiful
because
you
get
to
learn
about
new
people
and
new
things
that
have
happened
throughout
your
community
and
outside
of
that,
and
we
are
new
here,
but
I
feel
very
connected
to
everyone
around
me.
I
feel
safe
and,
like
sorry
like,
I
can
just
be
myself
around
them
and
that's
I've
had
to
deal
with
a
lot
of
bullies
when
I
was
smaller,
being
a
female,
a
different
skin
tone.
A
Well,
your
mother
can
be
certainly
proud
of
you.
Thank
you.
Anyone
else,
okay,
now
we
will
close
the
public
comment.
Adam.
Do
we
have
any
correspondence
that
we
need
right
into
the
record.
B
No
sir,
the
city
has
not
received
any
public
comments
requesting
to
be
read
into
the
record.
The
public
comments
that
we
have
received
were
forwarded
to
you
very
good
from
staff.
A
A
Issue
between
two
tenants
within
their
own
building,
we
do
get
involved
when
there's
noise
that
goes
outside
the
building
affects
other
neighbors,
but
within
the
building
itself,
that's
something
that
will
have
to
be,
I
think,
resolved
between
the
tenants
and
their
landlord.
Would
you
agree
with
that?
A
Q
A
Certainly
put
in
a
condition
of
approval
that
they
attempt
to
do
sound
proofing,
but
between
units
themselves,
yeah.
B
So
there
is
a
property
owner
at
this
that
owns
this
property,
and
then
there
are
two
tenants:
the
property
owner
clearly
is
supportive
of
the
application
in
front
of
you
because
they
signed
an
application
certification
allowing
for
the
applicant
to
submit
an
application
on
that
property.
B
A
Okay,
very
good,
who
would
like
to
turkey.
D
Can
I
ask
a
question
on
the
site
plan
kyle
sheet
803
can?
Can
you
indicate
where
you
think
the
or
if
the
applicants
said
where
people
will
be
arriving
to
the
building,
will
they
be
arriving
kind
of
in
that
side
door
facing
the
parking
lot
or
will
they
be
arriving
in
the
front
out
on
this
by
facing
the
street.
E
E
There
are
photos
attached
to
the
site
plan.
I
think
the
third
photo
in
it
shows
a
larger
picture
of
the
front
of
the
building.
This
planter
that
you're
speaking,
I'm
talking
about.
D
B
Excuse
me
vice
chair
mccann,
we
we
do.
We
do
have
mr
ponson
with
us
who
can
speak
to
potential
modifications
of
that
nature.
B
I
will
say
the
those
types
of
planters
right
next
to
parking
stalls
typically
include
an
overhang
right
which
even
getting
rid
of
the
landscaping
would
not
necessarily
create
that
much
space
for
a
potential
walkway,
but
to
maintain
minimum
backup
distances
and
I'll
I'll
hope
that
mr
ponson
will
stop
me
if
I'm
incorrect
here,
but
in
order
to
maintain
minimum
backup
distances
most
likely,
we
would
see
like
an
installation
of
curbs
stops
in
in
the
area
of
that
landscape
planter.
So.
B
A
E
It's
unlimited
on
the
street.
Well,
I'm
sorry,
can
you
repeat
that
the.
B
E
Staff
did
speak
to
to
public
works
engineering
staff
about
this
zach.
Do
you
have
comments
about
that?
In
particular,.
C
Yes,
zack
ponson
public
works
department.
We
did
see
that
video
looks
like
that's
a
18-wheeler
that
is
probably
one
of
the
largest
vehicles.
I
can
imagine
turning
into
that
site.
C
The
building
was
designed
with
the
loading
dock,
but
I'm
not
sure
what
size
radius
it
was
designed
for.
So
I
don't
know
if
that
radius
truck
is
required
to
swing
into
that
those
parking
stalls
or
not.
That
would
take
a
whole
additional
analysis
of
that
for
those
for
that
one
larger
truck
the
other
normal-sized
trucks
that
look
like
the
majority
of
the
deliveries
happen
with
look
like
they
can
make
the
turn
pretty
easily.
A
Good,
thank
you
zach,
because
I'm
wondering
if
if
the
dojo's
parking
was
identified
and
was
the
first
ones
in
the
parking
lot,
if
the
property
owner
would
allow
it.
A
B
That
that's
the
impression
that
I
I
got
from
that
video
as
well,
but
so
staff
does
not
does
not
typically
require
or
get
involved
in
the
allocation
of
parking
spaces.
However,.
B
We
could
but
yes
being
discretionary.
The
commission
could
could
require
that
as
a
condition
of
approval,
and
then
you
know
ultimately,
the
property
owner
would
have
to
agree
to
that
condition
and
they
would
be
the
one
to
carry
it
out
since
their
property,
but
that
that's
in
the
commission's
preview.
A
B
A
condition
of
such
a
nature,
with
the
testimony
that
we've
heard
today,
I
think
that
would
be.
That
would
be
something
that
staff
would
would
support,
if
not
the
call
it
the
the
first
13
spaces.
You
know
we're
we're
talking.
B
Are
going
to
be
utilized
by
people
who,
once
exiting
their
vehicles,
are
not
walking
across
the
the
entire
aisle
they're
walking
along
the
vehicles,
and
so,
if
there
is
concern
about
walking
across
the
entire
drive
aisle
those
spaces,
you
know
to
the
extent
that
they
can,
and
I
I
would.
I
would
request
that
the
commission
put
a
little
bit
of
flexibility
in
this.
We
don't
know
exactly
what
the
situation
is.
B
The
property
owner
may
have
already
promised
specific
spots
to
people,
but
a
condition
that
maybe
discusses
some
a
requirement
that
the
property
owner
and
or
applicant
work
with
the
city,
traffic,
transportation,
team
and
or
the
city
planner,
to
identify
the
best
spaces
possible
to
allocate
to
the
to
the
jiu-jitsu
okay.
I.
E
Would
add
that,
just
just
to
confirm
it's
actually
12
parking
spaces
that
they're
required
to
have
the
13
is
the
one
that
the
other
business
would
not
use.
So
it's
12.
condition
of
approval.
719
refers
to
the
number
of
parking
spaces
that
they're
required
to
have,
based
on
the
number
of
students
that
they'll
have
on
site
and
if
there's
any
modifications
the
commission
wants
to
make.
That
may
be
the
condition
of
approval
to
modify
to
add.
B
E
E
B
Staff's
not
aware
of
that,
I'm
sorry
staff's,
not
aware.
As
part
of
this
application,
the
the
operations
of
the
other
tenant
are
not
scrutinized
as
much
looking
at
the
videos.
It
does
appear
that
for
their
larger
truck
deliveries
in
order
to
make
that
that
turn,
none
of
those
parking
spaces
can
be
utilized
it
from
staff's
perspective.
That's
that's
really
an
issue
of
their
business
and
the
the
appropriateness
of
of
this
location
and
these
loading
docks
for
the
size
vehicles
that
that
business
uses.
J
A
J
B
Yeah,
I
there's
not
there's
a
requirement
to
provide
parking
based
on
use,
there's
no
there's,
except
under
very
specific
discretionary
conditions
of
approval.
We
typically
do
not
tell
people
you
have
to
park
in
those
spaces.
People
can
park
on
the
street
if
they
want
to,
but.
B
J
In
terms
of
the
you
know,
the
big
rig
getting
in
there,
it's
already
a
pre-existing
condition
so
they're
already
dealing
with
it.
If
we
take
the
suggestion
of
the
chairman
that
all
the
schools
parking
lots
are
more
towards
the
street
side,
I
think
it
leaves
that
pre-existing
condition
with
the
business
you
know,
and
it's
currently
there.
J
I
think
that,
just
with
a
lot
of
trust
and
vigilance
between
the
two
parties,
I
think
parking
is
already
addressed
in
you-
know:
conditions
7,
15,
7,
16,
18
and
21,
which
says
if
there
are
parking
issues
well,
first
of
all,
there's
a
review
in
a
year
to
see
if
parking
is
a
problem.
If
safety
is
a
problem,
you
know
adult
has
to
be
with
the
child.
We
could
talk
about.
J
K
Thank
you
first,
I
want
to
speak
to
the
audience.
I
want
to
thank
you
for
being
here
tonight.
I
know
it's
an
inconvenience
to
come,
but
this
is
the
public
process
for
coming
to
an
agreement
between
two
parties
in
a
large
city
to
work
together
in
public
and
you've
done
an
outstanding
job.
All
of
you,
you
should
be
commended.
K
Your
advocacy
was
outstanding.
Your
information
was
enlightening.
It
was
well
presented,
and
I
just
want
to
thank
you
on
behalf
of
everybody
here
tonight.
We
do
this
all
the
time
and
we
hear
from
lots
of
different
parties
and
you
guys
were
outstanding,
and
we
just
first
of
all,
want
to
acknowledge
you
guys
being
here,
it's
important
for
this
process
to
work
to
have
you
here.
K
It
doesn't
work.
If
you
don't,
if
you
don't
participate
in
the
process
and
tonight
you
should
feel
very
proud
of
yourselves
for
the
way
you
participated
tonight.
It
was
outstanding.
Our
job
is
to
make
certain
findings
for
this
permit
to
go
forward.
So
it's
not
up
in
the
air.
It's
not
us
making
this
up
there.
It's
all
part
of
the
city
process.
It's
all
part
of
the
city's
approval
process.
It's
all
spelled
out
specific
findings.
K
K
K
And
so
what
it
comes
down
to
is
a
community
working
together
to
make
a
situation
work
and
we
encounter
this
a
lot.
This
is
not
something
unusual.
This
happens
in
a
city
of
this
size,
especially
one
that's
built
out,
and
people
are
looking
for
spaces
to
operate
in
and
in
this
particular
environment,
where
it
is
zoned
for
at
light
industrial.
K
K
I
have
to
put
on
the
public
record
that
I
did
walk
the
site
today
and
I
walked
the
parking
lot.
I
walked
back
to
the
loading
docks
and
I
made
my
own
personal
observations
of
this
specific
site
with
respect
to
the
specific
finding
we
need
to
make
tonight
about
the
proposed
use
not
being
detrimental
to
public
health.
K
Just
the
the
vibe
that
I
got
was
a
good
group
of
people,
they're
working
in
a
in
a
environment
where
they
look
like
they
have
good
teamwork
and
they
work
well
together
and
they're
good
they're,
just
a
good
group
of
people,
just
as
we
saw
tonight
of
the
applicant
and
their
customers,
and
also
a
good
group
of
people.
So
I
think
that's
one
thing
we
have
going
for
us
tonight.
We
have
two
groups
of
good
people
before
us
tonight
to
move
forward,
so
I
think
that's
important
to
acknowledge.
K
Second,
I
think
that
the
issue
is
the
large
delivery
trucks
other
than
that
the
smaller
trucks,
I
think,
will
be
fine.
Obviously,
all
of
the
work
that
the
city
staff
has
done
prior
to
this
to
work
with
the
applicant
with
respect
to
the
conditions
to
have
there
be
accompanied
parents
and
so
forth.
I
think
that's
all
that's
not
shouldn't
be
an
issue.
K
K
I
think
that
that
is
what
the
question
is
tonight
and
I'm
really
looking
at
the
good
people
from
and
tech,
because
that's
what
it's
going
to
come
down
to
and
the
18
wheelers
they
if
you've,
I've,
never
driven
one,
but
I
did
have
to
I
did
tow
an
rv
and
backing
that
thing
up
is
nerve-wracking.
I
can't
imagine
backing
up
an
18
wheeler,
especially
with
the
radius
that
they
need
to
turn,
and
so
they
are
going
to
use
those
back
parking
spaces.
K
K
So
I
do
think
that
this
is
a
workable
situation.
I
think
we
can
find
a
path
forward.
I
think
we
can
make
the
findings
that
this
can't
work,
but
it
will
come
down
to
both
parties
doing
what
you
did
tonight
be
respectful
to
each
other,
and
I
think
it
can
work.
I
would
like
to
just
say
one
other
thing
to
the
applicant
and
all
the
great
people
that
came
tonight.
K
Some
of
this
concern
that
you're
hearing
from
anatec
is
not
has
nothing
to
do
with
you
and
it
has
to
do
with
a
changing
environment
that
has
happened
over
time
in
our
community,
which
is
kind
of
good
we're
growing.
There's
we're
growing
in
many
different
ways
that
are
family
oriented,
which
is,
which
is
the
good
part.
K
I
think
the
space
has
the
room
to
work
and
if
everybody
does
respectful
and
mindful
things
I
have,
I
am
confident
that
this
will
will
work
out.
The
other
thing
I
would
like
to
say
to
the
antique
people
is:
yes,
your
you're.
I
hear
you,
we
all
hear
you.
This
is
our
job
to
make
sure
that
this
works
in
a
safe
environment,
and
we
can
make
these
findings
with
respect
to
the
noise.
K
I
don't
I'm.
I'm
pretty
clear
on
the
jujitsu
environment
and
I
don't
think
you're
going
to
find
any
mma
type
of
noise
emanating
from
them,
and
so
I
don't
think
that's
an
issue,
but
again
it's
back
to
working
together.
If
you
have
a
concern
about
noise,
a
knock
on
the
door
and
a
quick
conversation,
I
think,
will
probably
go
all
the
way
you
need
to
get
that
worked
out.
A
A
I
I
want
to
make
sure
that
all
the
employees
of
intec
don't
take
those
front
spots.
K
A
Precisely,
that's
why
I'm
pushing
that,
maybe
that
the
more
forward
spaces
need
to
be
designated
so
both
have
parking
and
ntc
has
all
the
parking
around
their
loading
docks.
There
won't
be
any
interaction
with
the
forklifts
or
anything
by
the
other
users,
and
I
mean
that
would
be
the
ideal
situation
if
we
can
figure
out
a
way
to
do
that
and
mal
you're
looking.
A
Non-Committal
there,
you
think,
that's
something
that's
possible.
C
Mr
chairman,
I'm
I'm
fully
committed
to
whatever.
R
Yeah
it's
it's
possible,
but
it
requires
it
requires
the
property
owner
to
agree
to
any
kind
of
a
parking,
a
requirement
beyond
just
the
spaces
that
are
allocated,
but
that
certainly
is
possible
if,
if
parking
spaces
are
not
available
to
the
applicant
because
of
truck
traffic
or
other
issues,
that's
a
violation
of
the
lease
and
is
dealt
with
on
the
private
side.
But
we
we
shouldn't.
We
shouldn't
make
decisions
on
assumptions
that
people
will
not
comply
with
with
their
lease
or
with
the
requirements
in
the
code.
R
A
Almost
like
shared
parking
agreements,
but
yeah,
that's
right.
I
I
would
consider
emotion
if
we
had
something
in
the
motion
that
would
trigger
negotiations
with
the
property
owner
to
accommodate
that
desire.
D
Turk
randall,
can
I
weigh
in
on
this
sure
another
thing
he
didn't
point
out
is:
if
they're,
if,
if
anatex
spaces
are
more
in
the
back
and
there
are
receiving,
you
know,
fedex
trucks
and
ups
and
whatever,
and
they
would
have
the
possibility
or
likelihood
of
kind
of
locking
in
cars,
but
they
would
be
locking
in
their
own
cars.
D
K
To
the
so
maybe
the
phrase
would
be
that
it
would
be
preferred
parking
for
the
jiu-jitsu
to
have
the
preferred
parking
towards
the
front
of
the
parking
lot.
Something
that
you
know
that
something
kind
of.
B
General,
so
if
I
could
make
a
couple
suggestions,
we
are
talking
about
a
condition
right
now.
If
the
commission
would
like
we
can
move
forward
with
that,
I
would
tweak
some
of
the
language
a
little
bit.
Preferential
parking
is
not
forcible.
Dedicated
parking
is,
but
some
another
option
might
be.
B
B
B
I
would
work
with
mr
ponson
on
this
one,
but
essentially
to
require
a
parking
management
plan
that
is
to
the
satisfaction
of
city
staff
and
put
that,
and
that
gives
that
would
give
the
flexibility
of
the
fate
of
finding
the
best
spaces
without
without
providing
a
condition
that
may
not
be
able
to
be
met
for
some
type
of
technical
reason
that
we're
something
about
the
existing
part.
We
may
not
know,
but,
as
I
say
it,.
B
Yeah,
so
the
thing
about
a
condition
that
requires
a
negotiation
is
that
negotiations
either
are
successful.
There's
a
stalemate
or
they're
unsuccessful
right
stalemate.
You
know
typically
falling
into
the
latter
category.
They
could
they
could
achieve
that.
That
condition.
You
know
tomorrow.
L
B
You
just
say:
hey:
we
want
to
do
something
here,
the
property
owner
goes
no
and
then
they
just
tell
us.
Oh
yeah,
we
talked,
and
they
said
no
that
doesn't
really
further
the
interest
that
we're
trying
to
go
for
here.
So
I
I'd
like
to
make
the
condition
be
something
that
the
city
has
that
actually
has
the
ability
to
enforce,
but
also
include
the
flexibility,
so
my
recommendation.
B
That
would
be
that
we
work
on
a
parking
management
plan
that
includes
dedicated
parking
for
the
school
located,
preferably
as
close
to
the
school's
entrance
as
possible
on
the
buildings.
K
B
Again,
though,
I
so
it'd
be
like
the
12
closest
to
the
street,
with
the
exception
of
the
ada
parking
spaces,.
Q
D
Yeah,
what
we
don't
want
is
is
to
where,
if
that
can't
be
satisfied
by
whatever
reason,
because
of
the
lease
that
then
he
can't
comply
and
fulfill
with
his
cup.
So
we
want
some
flexibility
in
there
that
there's
an
attempt,
there's
a
clear
preferential
on
this
to
to
that
those
are
the
safest
spaces
for
the
students.
B
B
I
I
need
flexibility
safety
valve
in
that
condition
to
allow
city
staff
to
you.
A
B
C
Adam
this
is
zach,
so
commissioner
mccann's
asking
about
the
sidewalk
along
the
building.
So
during
that
time,
just
now
I
pulled
up
the
as
built
for
the
building.
It
looks
like
it's
five
feet
from
the
curb
face
to
the
building,
and
you
were
right,
adam
that
18
inches
of
that
is
car
overhang,
so
that
legally
leaves
three
and
a
half
feet
of
clear
space
from
a
car
to
the
building.
C
As
most
of
you
know
that
you
really
require
a
four
foot,
clear
distance
to
have
it
a
legal
path,
but
having
a
three
and
a
half
could
be
deemed
something,
that's
better
than
nothing.
It's
not
a
legal
path
to
the
building,
but
it
is
at
least
a
path.
K
A
A
handicapped
rated
sidewalk,
so
I
think
we
we
may
be
making
it
too
complicated
there
yeah.
K
A
C
S
A
B
Yeah,
so
you
know,
without
giving
away
too
much
here,
those
those
types
of
signs
are
not
legally
enforceable.
Anybody
can
park
in
any
space
that
they
want,
except
an
ada
space,
because
the.
B
The
city's
perspective
now
as
private
property
they
can,
they
can
dictate
where,
where
customers
may
or
may
not
park,
you
know
with
with
some
exceptions,
of
course,
but
the
city
the
city
doesn't
get
involved
in
in
that
type
in
that
type
of
dedication
of
parking
spaces.
Unless
what
they're
doing
functionally
stops
access
to
that?
To
that
particular
parking
spot.
K
That's
why
I
think
it's
it's
not
that
complicated
and
I
do
think
that
we
have
two
reasonable
parties
that
can
work
with
the
property
owner
to
come
to
an
agreement
and
they
inform
their
customers.
They
inform
their
employees.
This
is
the
deal
we've
brought,
we've
struck
and
communicated
and
people
understand,
but
we.
A
B
In
this
case,
we're
talking
owners
yeah
in
this
case
we're
talking
about
something
different
where
the
city
act
would
essentially
be
creating
a
law
that
applies
only
to
this
property
that
those
dedicated
spots
as
determined
by
staff
as
the
closest
possible
to
the
street.
Those
have
to
be
those
have
to
be
maintained
and
parked
for
the
jiu
jitsu
studios
customers.
A
I
will
second
commissioner
cosgrove's
motion
with
that
edition.
K
K
L
D
K
D
K
I
just
read
and
then
I
would
read
off
the
agenda.
The
actual.
K
K
And
adoption
of
resolution
pc
22-013
approving
conditional
use,
permit
22-067
governor
sorry
about
the
pronunciation
to
brazilian
jiu-jitsu
subject
to
the
conditions
of
approval
therein
and
by
reference,
incorporate
the
updated
condition.
7.21
as
read
by
mr
webber.
A
And
I
had
said:
would
somebody
else
like
the
second
or
I
will
do
a
hell?
Second,
commissioner,
camp
seconds,
we'll
take
a
vote.
Mr
prescott,
mr
hi,
mr
cam
hi,
mr
cosgrove
aye,
mr
mccann
hi
and
commissioner
crandall
is
also-
and
I
that's
unanimously
congratulations
and
welcome.
A
A
We
show
none
on
the
agenda,
but
I
would
like
to
congratulate
all
the
members
that
were
reappointed
to
a
two-year
term
and
we'll
have
one
more
joining
us
for
a
one-year
term.
So
congratulations
to
all
of
you.
Thanks.
A
It
was
a
team
effort,
yeah
adam,
do
we
have
any
old
business
or
do
you
have
any
reports
for
commissioners
and
staff.
B
I
I
do
not
have
any
on
either
of
those
items.
A
Okay,
I
will
