1st

year

the
decennial

should
appoint
an
advisory
commission
whose
purpose
shall
be
to
study

recommendations

a
redistricting
commission,

established
and
is
doing

work
right

the
most
recent
decennial

elected

rather

in
public

for

total

24

descent

term

maximum

eight

then
served
on
the
santa
clara
county
board

supervisors.

a
very
different
type

members

that
city
council
are
not
on
that
board
of
supervisors..
They
are
now
the
district.

from
nineteen

think,
in
the
march
timeframe,

city
manager
goes
to
work
and
they
find

makes
recommendations

the
mayor

out
with
what
was
called
then
to
may
budget
revision,
which
was.

thing
that
that's
different
with,
I
noticed
you
guys
are
calling
it
the
mayor
council,
former
government,
it's
probably
more
commonly
known
as
a
strong
mayor
form
of
government..

know
that's
been
an
issue.
That's
been
debated
in
san
jose
several
times
over.
The
last
10
years
is
that
it's
not.

It's
not
common
enough
in
a
mayor
council
from
a
government
for
the
mayor
to
actually
attend
the
city
council
meetings..
It's
usually
the
case
where
the
council
will
have
a
president
who
didn't
like
the
board
the
board
president
in
san
francisco,,
the
board
of
supervisors
or
in
oakland..
I
believe
they
have
a
president
also..
So
it's
not
it's
not
common
for
the
mayor
to
attend
the
meetings
or
to
manage
the
meetings,
which
is
the
direct
opposite
here
and,
of
course,
here
in
san
jose..
So
there
are
some
subtle
changes
and
subtle
differences..

would
say
I
would

that
the
budget
power
is
a
very
strong
one..

face

mean,
you

down

where
you're
going
to
spend
your
money

what
are
the
priorities,

certainly

something

care
in

that
we

meeting

districts

the
council
members
during
my
time

review

I

able
to
work
on

years
ago

an

after
working
six
years
with
councilmember,
jim
bell.,
so
on
the
on
the
budget
message
front
spent
a
lot
of
time
putting
together
and
helping
put
together
budget
messages
and
I'd
like
to
go
back
to
that
in
a
little
bit.

we've
had
about
five
different
chapters
in
the
city
of
san
jose
with
different
departments,
housing
redevelopment
eventually
as
a
deputy
city
manager
and
then
as
a
city
manager
for
about.
If
you
look
at
that
entire
period
of
time
was
for
about
three
years,
the
last
three
years
of
my
career..

I
never
do
this.,
but
it's
very
important
to
kind
of
car
about
what
measure

I
believe
it
was
did
for
the
city
of
san
jose
at
that
time
and
make
sure
that
you
understand
the
different
components,
because
I
even
think
that
the
creation
of
the
city,
auditor
and
the
function
of
doing
performance
audits
may
have
come
from
that
charter
change..
So
it
not
only
did
some
changes
to
the
to
the
budget
responsibilities
of
the
city
manager,
but
others
certain
responsibilities
to
make
the
organization
work
more
accountable
and
hopefully,
more
efficient..

I
would
like
to
stress
that
the
importance
of
you
to
be
able
to
look
at
measure
j
and
the
measure
drew
a
lot
of
people
you
know,
still
talk
about.
This
was
a
result
of
a
shock
that
the
organization
went
through
back
in
probably
in
the
early
80s
was,
as
it
was
referred
to
as
the
60
million
dollar
bond
loss
and,
and
that
started
really.
The
creation
of
this
charter
review
commission
and
a
push
by
by
by
the
mayor
and
the
council
to
try
to
create
a
little
bit
more
accountability
on
and
on
the.

the

would
make

I
think

the
importance
of
really
knowing
those
duties
and
responsibilities
from
everybody
else,
because
I
think
the
question
I've
asked
myself
and
I
haven't
spent
much

incorporated
all
the
comments

the

the
