employees

trying
to
get
to
come
back

office

them

have
concerns
around
safety
and
homelessness
and
we're
really
having
a
tough
time.
The
mayor's
plan
provide
transitional
housing
quickly
and
affordably
is
critically
important.

alternative
staff

downtown
has
taken

pretty
big
hit
since

pandemic.

is
a
way
to
get

that
momentum

two
decades
ago,
the
city
of
San
Jose
co-founded
communiversity
to
work
in
collaboration
with
community
members
to
improve

quality
of
life
in
low-income,
downtown
neighborhoods,
and
the
city
has
continued
to
support

university
annually.
Ever
since
then,
outcome
University
is
a
unique
Community.
University
City
partnership
that
engages
local
residents
by
leveraging
the
people
power
of
faculty
and
students
at
sjsu
to
address
San
Jose's
Community
identified
needs
through
approximately
20
projects
annually.

recent
years,
university
has
invested
30
000
hours
annually
into
the
local
community,
valued
at
nearly
a
million
dollars
each
year,
thus
generating
a
10x
return
on
the
city
of
San
Jose's
investment.
So
I
ask
you
to
vote
to
approve
a
community's
continued
funding
in
the
proposed
budget.

emergency
interim
and
Supportive
Housing
sites
within
a
quarter
mile
of
my
home,
one
of
the
Supportive
Housing
projects
that
just
opened
took
more
than
five
years
to
build
and
another
one
that
started

time

hasn't
finished
during
the
past
two
years.
One
emergency
interim
housing
site
has
been
up
and
running
and
a
second
one
has
opened.

Jose

a
very
long

about
the
supporting

budget

the
encampment
that

helped
clear

short
time

is
being
taken
over
again
and

trail

city
has
put
up

full
of
homeless

unhoused
are
going
through
as
they
try
to
live

ramshackle
tents
and
structures.
Derelict
cars
RVs

cardboard
boxes
are
sometimes
nothing
at
all.
They
are
struggling
to
survive
in
alcoves
alleys,
along
river,
underpasses
and
Banks,
and
while
not
the
same
in
terms
of
individual
suffering,
there
is
the
impact
to
the
community
at
large
to
consider.
Neighborhoods
Emergency,
Services
businesses
and
parks
are
impacted.

Yes,
permanent,
structured
housing
is
an
ideal
solution,
but
it's
long-term
and
execution.
There
are
far
too
many
people
that
need
Solutions
today,
please,
let's
appropriate
an
impactful
portion
of
funding,
an
amount
that
will
prove
out
to
be
truly
effective
to
solutions
that
get
people
out
of
their
inhumane
living
situations
sooner
rather
than
later.

investment

think
strikes

best
balance

ensuring

all

interim
housing

missing

San

but

watched,

Jose
grow
for
the
20
plus
years
when
the
pandemic
hit

watched
crime,
trash
homelessness,
cars,
things
that
are
always
a
problem
in
cities,
but
skyrocketed
and
I
haven't
seen
anything
to
prove
to
me
that
it's
going
to
be
better
for
anyone.

do
support
the
mayor's
budget
goals

address

Safety
homelessness

clean
neighborhoods.
However,
I
don't
think
there's
enough
funds
allocated
to
safety
and
crime
prevention,
five
million
dollars
has
been
set
aside
for
homeless
prevention,
but
nothing
for
crime
or
vandalism.
Vandalism,
prevention.
Why
not?
My
house
was
recently
vandalized
three
times
and
two
weekends
and
the
police
would
do
nothing
about
it.

said
that
we
need
to
have
cameras
and
to
catch
these
vandals
ourselves,
and
if
we
do,
then
what
the
only
recourse
private
citizens
have
is
to
take
pictures
and
post
a
video
to
Nextdoor.

that's

Jose
police
officer
that
the
D.A
does
not
prosecute
vandalism.
So,
what's

point

me

a
camera
or
even
identifying
the
Vandals

implore

create
a
vandalism
unit,

prosecute

hold
criminals
accountable
to
protect
San,
Jose
neighborhoods.

affordable
housing

basic

reallocation
approach.
I've
lived
in
San
Jose
for
38
years
and
over
the
years,
I've
seen
homelessness
in
the
trash
associated
with
that
moments.
This
increased
unacceptable
levels.
The
Baseline
approach
is
not
is
not
working.
The
rate
of
homelessness
increases
continue
to
outpace.

council
members
implementing
interim
housing
is
urgently
needed
and
I
support
this
initiative.
However,

value
of
these
short-term
solution
is
diminished
if
we
neglect
the
viral
aspect
of
permanent

Nowhere
only
re-traumatizes,

fellow
citizens,

housing
must

paired
with
a

reliable

thousands
of
dollars
local
organizations

fight
homelessness
and
that
over
29
million
dollars
of
the
misery
funds
generated
were
transacted

Realtors.

organizational
partners
are
doing

hard

Outreach
team
respond
to
crises
and
provide
field-based
services.
Our
interim
housing
programs
like
Evans
Lane
and
D6,
provide
a
safe
place
for
dozens
of
families
to
breathe
easy.
While
we
find
more
stable
housing
and
critically
our
affordable
housing
development
arm
builds
the
only
lasting
solution
to
homelessness
more
homes.

Since
measure
e
was
passed,
the
council
has
ensured
that
the
allocations
reflect
a
healthy
mix
of
Investments.
Interim
shelter
saves
lives,
but
the
successive
interim
shelters
is
wholly
dependent
on
the
availability
of
permanent
housing

Evans
Lane.
For
instance,
more
than
half
of
our
original
residents
graduated
into
other
permanent
housing
programs,
and
this
was
only
possible
because
of
the
investment
made
in
long-term
permanent
Housing
Solutions.

support
the

Torres
and
Ortiz.

food
rest
and
safe
shelter
were
met,
they

or

and

community

Soon
after

you're
going

hear

someone
who's
been
homeless,
but
now
stays
in
permanently
affordable
housing
thanks
to
the
land,
trust
acquisition
of
the
Reese
Street
home,
which,
by
the
way,
was
purchased
for
the
market
price
of
1.6
million
dollars
for
four
doors.

not

million
dollars

door
and
it's
not
about
the
doors.
It's
about
the
six
lives
that
live
behind
those
doors,
all
of
whom

people

color

have
been
homeless,

are
veterans
who

formally

mayor's
proposal,
which
reduces
the
acquisition
and
Rehab
portion
of
measure

from
26
million
to
zero
dollars,
is
a
direct
threat
to
the
success
of
Reed
Street,
the
potential
purchase
of
the
Virginia
Avenue
apartments
and
any
similar
preservation
efforts
that
permanently
transforms
people's
lives
in
their
neighborhoods.

Even
now,
if
a
hundred
percent
of
measure
e-funds
were
used
to
subsidize
affordable
projects,
the
city
will
still
be
on
track
for
a
shortfall
of
tens
of
thousands
of
units,
and
so
it
strikes
me

divert
even
a
single
Cent
from
measure
e
mayor.
Mayhem's
proposal
comes
at
a
time
when
San
Jose
is
actively
losing
residence
and
recently
it
spot

the
10th
largest
city

part
because

the
high
cost
of

that
seven
libraries
still
not
have
their
pre-pandemic
level
of
funding
restored
and
will
only
operate
43
hours
a
week.
The
Rose
Garden
library
is
one
and
is
in
the
same
block
as
my
daughter's
Elementary
School
47
of
the
children
who
attend
that
school
are
from
lower
resource
families.

is
the
city's
main
education
link
and
has
supported

daughter
and
thousands
of
other
children.
Throughout
the
school
year.
We
can
borrow
up
to
100
books
at
a
time
from
the
library
she
can
only
get
two
books
at
her
school
library.

estimate

books

borrow
each
year
for
her
would
probably
cost
me
close
to
nine
thousand
dollars
to
buy
outright.

daughter
is
in
her
school's
bilingual
program.
The
library,
Spanish
programming
and
books
helped
her

become
a
Spanish
reader
over
the
course
of
kindergarten.
