Aprenda mas sobre el Grupo Asesor para vendedores de La Pulga
A
The
purpose
of
this
presentation
is
to
give
an
overview
of
how
the
City
proposes
to
create
a
advisory
group
share.
How
members
will
be
selected
and
describe
How.
You
can
provide
feedback
on
the
advisory
group
rules
and
conditions.
The
current
proposal
is
based
on
input
provided
by
vendors
and
other
stakeholders.
We
gather
feedback
through
individual
interviews,
small
group
interviews
and
public
meetings
for
vendors.
First,
I
would
like
to
briefly
go
over
some
important
details
about
the
project.
A
As
you
may
know,
the
san
jose
city
council
approved
the
hazard
zoning
project
in
june
2021
as
part
of
the
project.
The
council
took
several
actions
with
the
goal
of
supporting
to
vendors
during
e.
He
transition
process
below
is
a
summary
of
key
requirements
that
the
city
council
established.
First,
the
council
directed
city
staff
to
establish
a
relationship
with
vendors
and
involve
them
in
the
process.
A
This
means
the
earliest.
The
owner
can
give
you
a
year's
notice
would
be
June
2023.
Fourthly,
the
board
directed
staff
to
study
the
economic
impact
of
the
market
and
explore
alternative
locations.
The
purpose
of
these
studies
is
to
inform
Decisions
about
new
markets
and
other
potential
solutions
with
the
goal
of
meeting
the
different
needs
of
sellers.
A
Fifthly,
the
property
owner
agreed
to
contribute
five
million
to
the
fund
for
sellers
and
the
city
will
provide
an
additional
two
point:
five
million.
Lastly,
the
council
instructed
to
establish
a
flea
advisory
group,
Composed
of
mostly
vendors,
City,
Council,
directed
staff
to
work
with
stakeholders
to
develop
rules
and
conditions.
A
As
you
will
hear,
Later
Rules
and
Conditions
will
establish
the
group
as
an
official
advisory
body
to
the
city
and
set
out
important
details
about
the
group.
The
group
will
come
together
regularly
and
make
recommendations
on
how
to
spend
the
money,
To
support
the
vendors
and
to
design
and
operate
the
five
acre
market
key
facts.
I
want
to
remind
you
of
some
important
details.
First,
let's
clarify
the
role
of
the
city.
A
A
The
purpose
of
this
fund
is
to
help
sellers
with
Los
included
relocation
costs,
including
studies
to
inform
Decisions
on
a
new
five
acre
market,
support
the
advisory
group
and
involve
vendors
in
the
process.
Third.
The
advisory
group
will
advise
city
staff
on
How
to
distribute
funds
to
support
the
relocation
of
Sellers
on
the
Design
and
Operation
of
the
Five
Acre
Market
Concept
and
Determining
Which
Sellers
Will
Move,
Into
New
Existing
Market
Below
are
the
dollar
amounts
of
the
transition
fund
and
what
is
available
to
be
distributed
in
support
of
the
relocation
of
vendors.
A
Some
funds
have
already
been
used
to
establish
the
advisory
group,
to
conduct
studies,
to
carry
out
activities,
to
engage
sellers
and
to
establish
a
new
transition
program
led
by
mission
among
other
activities.
The
advisory
group
will
advise
the
city
on
how
to
spend
the
remaining
six
million
three
hundred
and
seventy
five
thousand.

I
mentioned,
the
council,
the
council
directed
to
economic
development
staff
working
with
stakeholders
to
develop
rules
and
conditions
for
an
advisory
group.
A
Over
the
past
few
months
we
have
been
coming
up
with
information
on
how
the
group
should
now
be
structured.
We
are
sharing
the
rules
and
conditions
for
additional
feedback
staff
staff
will
consider
all
comments
in
culture
will
make
any
changes
on
February
22nd.
We
will
hold
an
in-person
meeting
for
vendors
to
approve
the
rules
and
conditions
and
member
selection
process
in
March
and
April.
We
will
provide
an
update
to
the
city
council
and
conduct
the
selection
process.
Member
selection,
Our
goal
is
to
begin
advisory
group
meetings
in
May.
A
Vendor
engagement
in
the
advisory
group
process
in
this
fall
summary
of
the
different
ways
we
engage.
Vendors
This
is
a
summary
of
the
different
ways.
We
engage
vendors,
the
sellers
in
the
fall,
the
city
consultants
were
at
the
market
on
rental
weekends,
to
collect
feedback.
We
also
did
individual
small
group
interviews
and
heard
from
the
sellers
in
meetings.
The
meetings
were
in
person
and
online.
A
What
we
heard
from
you
so
What,
we've
heard
from
vendors.
There
were
some
common
themes,
but
different
opinions
On
the
issues.
Firstly,
there
is
a
sense
of
urgency.
The
vendors
are
concerned
about
the
future
and
want
the
group
to
be
established
as
soon
as
possible.
The
vendors
want
their
diversity
represented
in
this
group
that
includes
diversity,
cultural
language.
What
vendors
sell,
how
long
they
have
been
in
the
market
and
longer?
A
There
is
a
desire
to
have
representatives
who
think
of
the
community
at
large,
not
just
their
individual
interests
and
people
who
are
committed
to
the
future
of
the
market,
vendors,
also
value
justice
and
equity.
This
means
recognizing
that
people
have
different
future
plans,
including
retirement
and
different
needs,
to
meet
ultimately
some
interest
in
having
an
election
process
that
empowers
vendors
and
political
campaigns
based
on
leadership
to
city,
council
and
seller
feedback
and
others.
We
have
summarized
some
key
terms
for
the
advisory
group
rules
and
conditions.
These
terms
are
will
indicate.
A
A
Purpose
of
the
advisory
group
good
first,
the
first
purpose
of
the
advisory
group.
The
proposed
purpose,
this
line
with
original
City
Council
direction
to
ensure
that
vendors
have
a
meaningful
voice
in
advising
management
on
the
following
issues:
allocation
of
vendor
funds
to
vendors
for
relocation,
design
of
five
acre
market
operations,
as
existing
vendors
have
the
opportunity
to
relocate
to
the
urban
market.
A
Of
secondly,
the
advisory
group
is
expected
to
help
conduct
outreach
and
collaboration
with
other
vendors
and
third
is
to
ensure
coordination
with
the
owner
and
his
development
partners
in
planning
a
new
urban
market
on
the
current
site
of
the
flea.
We
want
to
point
out
that
the
advisory
group
is
an
advisor
to
Management
will
not
make
decisions
or
recommendations
directly
to
be
clear.
This
is
not
intended
to
diminish
voice
of
vendors
and
fail
to
protect
the
rights
of
individual
vendors.
A
Serving
on
such
a
group
composition,
we
propose
that
the
advisory
group
include
eleven
voting
members
after
discussion
with
stakeholders.
This
appears
to
be
the
sweet
spot
between
balancing
representation
and
sizeable
vendor
population
with
a
manageable
size
that
can
work
together
productively.
We
also
wanted
to
choose
an
odd
number
to
avoid
ties
in
the
event
of
a
vote.
So
11
was
chosen.
A
This
is
in
line
with
the
address
of
the
City
council
that
the
owner
be
represented,
and
vendors
made
up
a
large
majority
of
the
group.
The
city
council
also
mandated
that
the
city
be
represented
on
the
group,
but
since
this
group
will
advise
the
city
and
be
run
by
the
city,
we
propose
no
voting
members
who
represent
the
city.
We
have
more
information
on
the
role
of
city
staff.
In
a
later
slide.
We
propose
that
the
members
and
terms
of
membership-
we
will
talk
about,
have
been
approved
if
appointed
by
the
city.
A
Members
are
eligible
to
apply
for
those
open
positions.
Ultimately
the
property
owner
will
be
able
to
nominate
representatives
for
owner
seats,
io
included
the
main
representative
and
an
alternate
membership
criteria.
One
of
four
What
are
the
requirements
to
become
a
seller
representative
of
the
advisory
group.
Will
ask
the
good.
A
First,
people
have
to
be
affiliated
with
a
business
that
has
been
selling
in
the
Flea
in
or
after
June
21,
2021.
This
includes
business
owners,
employees
and
family
members.
No
more
than
two
people
from
any
one
business
can
serve
on
the
advisory
group.
At
the
same
time,
membership
criteria
two
out
of
four.
What
criteria
will
be
used
to
select
candidates?
Members
based
on
feedback
received
from
sellers?
We
have
drafted
a
summary
of
objectives
for
advisory
group
compensation.
A
Similarly,
the
owner
representative
and
their
deputy
should
be
willing
to
also
be
able
to
read
the
materials
prior
to
meetings
and
be
prepared
to
discuss,
represent
the
perspectives,
interests
and
ideas
of
the
owner
and
their
development
partners.
Listen
Do
and
learn
from
the
broader
vendor
community
to
understand
and
consider
their
needs
and
interests
Work
in
a
group
to
solve
problems
and
find
solutions.
Consciously
participate
in
the
advisory
group
during
their
tenure.
A
Terms
How
long
people
are
expected
to
serve
on
the
advisory
group.
We
don't
yet
know
how
long
the
advisory
group
will
be
needed,
but
we
hope
it
will
be
at
least
a
few
years
before
the
transition
fund
is
exhausted
and
a
concept
is
adapted
for
a
five
acre
Public
market.
We
are
proposing
that
each
member
serve
two
years
with
the
option
of
re-election
for
additional
terms.
A
Half
of
the
initial
members
of
the
advisory
group
will
serve
a
three-year
term
to
ensure
institutional
knowledge
to
ensure
that
institutional
knowledge
remains
with
the
group
and
if
the
group
prefers
one-year
terms
in
the
future,
that
will
it
be
possible.
This
covers
a
lot
of
the
basic
terms
of
the
group
that
are
included
in
the
draft
terms,
but
I
think,
but
we
want
to
share
some
additional
details:
additional
details,
structure
and
role
of
the
city,
meeting
logistics
and
time
commitment,
public
participation
and
member
selection
process
How.
The
meetings
will
be
conducted
Remember.
A
The
city
will
not
be
a
voting
member
among
the
group
among
the
advisory
group.
Rather,
city
representation
will
be
through
the
management
of
the
advisory
group
staff
and
their
consultants
will
prepare
agendas,
facilitate
meetings
and
take
notes.
Post
information
on
website
provide
translation
and
interpretation
and
will
act
on
feedback
and
recommendations
and
provide
general
support
to
members
intended
to
provide
meeting
structures,
a
productive
space
for
coordination
and
collaboration
to
occur
between
the
city
and
the
vendor
community
and

Meeting,
Logistics
and
Time
Commitment
Here
are
some
details
on
meeting
time.
Commitment
and
logistics.
A
Meetings
will
be
held
on
a
weekday
evening
during
regular
hours.
Meetings
are
expected
to
be
once
a
month
per
month,
but
can
be
more
or
less
often
as
needed.
Meetings
can
be
in
person
or
online
Typical.
Length
of
each
meeting
is
expected
to
be
90
with
a
maximum
of
two
hours.
90
minutes
out
of
a
maximum
of
two
hours.
Members
who
have
excessive
absences
or
are
in
the
rules
of
conduct
may
be
removed
from
the
advisory
group.
Public
participation,
if
you
are
not
a
member
of
the
group,
you
can
still
participate.
A
Meetings
will
be
open
to
the
public
and
will
include
the
opportunity
for
members
of
the
public
to
speak
before
the
advisory
group.
Staff
will
post
meeting
agendas
on
the
vendor
website
at
least
one
week
in
advance.,
Spanish
and
Vietnamese
interpretation
and
translation
and
other
languages
as
needed.
A
Staff
will
provide
the
public
and
vendor
community
with
other
opportunities
to
participate
and
provide
feedback
on
issues
being
discussed
in
the
advisory
group.
The
advisory
group
is
important,
but
only
but
it
will
be
just
one
of
the
many
ways
the
city
gathers
information
and
feedback
from
the
vendor
community
member
selection
process.
A
I
would
now
like
to
share
the
proposed
selection
process
for
initial
members
of
the
advisory
group.
The
vendor
association
and
the
owner
of
the
property
will
submit
nominations
for
their
seats
directly
to
the
city,
as
mentioned
above,
the
city
will
run
an
application
process
for
the
remaining
four
hundred
vendors
application
process
for
all
four
vendor
positions.
A
We
want
the
application
process
for
all
four
vendor
positions
to
be
as
easier
and
as
simple
as
possible
process
will
look
like
this.
First
staff
will
develop
an
application
that
can
be
completed
online
on
paper.
Application
must
include
10
signatures
from
other
vendors
in
support,
same
legibility,
for
signatures.
As
for
advisory
group,
membership
association
members
may
apply
and
sign
others'
applications.
Staff
will
host
an
event
to
help
vendors
by
joining
signatures
as
needed.
A
A
And
then
will
recommend
a
shortlist
of
four
based
on
the
six
nominees
from
the
vendors
association
city
staff
will
submit
the
full
list
online
for
vendor
feedback
to
address
any
concerns.
This
will
take
place
over
a
one
week
period,
eventually
the
city
administration.
Finally,
the
named
city
will
open
to
the
advisory
group
members
will
list
in
a
memo
posted
on
the
website
and
send
and
sent
to
the
email
list
on
sellers
for
sellers
on
our
list.
A
Comments
wanted
for
rules
and
conditions,
and
this
is
all
I
have
to
share
with
you,
Thank
you
for
viewing
this
presentation.
What.
Do
you
think
What

Do
you

That

to
the
comments
we
have
received
from

but
it
is
important
that
we
continue
to
hear
from
you
Do.
You
