planning
collaborative
consultant
to
the
city
of
San
Jose.
We
were
hired
to
be
a
third
party
to
gather
information
from
stakeholders
and
advise
on
the
process
of
setting
up
the
flea
market.
Advisory
Group.

The
purpose
of
this
presentation
is
to
give
you
an
overview
of
how
the
city
proposes
to
set
up
the
flea
market
advisor
group,
including
how
members
will
be
selected
and
describe
how
you
can
provide
feedback
on
the
draft
Charter
proposal.
The
current
proposal
is
informed
by
input
from
vendors
and
other
stakeholders.
We've
gathered
feedback
through
individual
interviews,
small
group
interviews
and
public
meetings
open
to
the
vendors
and
others.
A
First
I
want
to
briefly
review
some
background
on
the
project.
As
you
may
know,
the
San
Jose
City
Council
approved
the
Berryessa
Flea
Market
South
side
rezoning
project
in
June
2021.
as
part
of
the
project.
Council
adopted
a
variety
of
measures
with
the
intention
of
supporting
vendors
as
the
site
transitions
from
the
Berryessa
Flea
Market
to
a
Transit
oriented
development
here
is
a
summary
of
the
key
requirements
from
the
city
council
that
support
the
overall
goal
of
assisting
vendors,
First
Council
directed
City
staff
to
reach
out
to
vendors
and
engage
them
in
the
process.

means
the
soonest
the
owner
can
provide
the
one
your
notice
would
be
July
2023
this
year.
Fourth
Council
directed
staff
to
study
the
economic
impact
of
the
market
and
to
explore
alternative
sites.
The
intent
of
those
studies
is
to
inform
decisions
related
to
the
new
market
and
other
potential
solutions
for
meeting
the
range
of
vendor
needs.
A
Fifth,
the
property
owner
agreed
to
contribute
5
million
dollars
towards
a
vendor
transition
fund,
and
the
city
has
set
aside
an
additional
two
and
a
half
million
dollars
for
this
purpose
and
lastly,
Council
gave
direction
to
set
up
a
flea
market
Advisory
Group.
That
would
include
a
super
majority
of
vendors
Council
directed
staff
to
work
with
stakeholders
in
developing
the
charter
for
The,
Advisory
Group
and,
as
you'll
hear
more
about
later.
The
charter
will
establish
the
group
as
an
official
advisory
body
to
the
city
and
establish
important
details
about
the
group.

remind
you
of
a
few
important
facts.
First,
let's
clarify
the
city's
role.
The
city
does
not
own
land
or
have
direct
control
over
the
flea
market
operations,
but
the
city
has
imposed
requirements
related
to
the
property
owner's
right
to
build
under
land.
One
of
those
requirements
is
for
the
owner
to
contribute
to
a
vendor
transition
fund.
The
purpose
of
this
fund
is
to
assist
vendors
with
relocation,
costs
cover
studies
to
inform
decisions
about
the
new
five-acre
market,
support
the
flea
market,
Advisory
Group,
and
do
vendor
Outreach.

Let's
reiterate
the
role
of
the
advisor
group.
The
primary
rules
of
The
Advisory
Group
will
be
to
advise
City
staff
on
how
to
distribute
the
funds
in
support
of
vendor
relocation
on
the
design
and
operation
of
the
New
five-acre
Market
on
the
Berryessa
site
and
how
to
determine
which
vendors
will
relocate
to
the
next
Market.

Some
funds
are
already
being
used
to
set
up
The
Advisory
Group,
to
conduct
studies,
to
inform
future
decisions
to
conduct
vendor
Outreach
and
to
set
up
a
new
business
transition
program
to
support
vendors.

program
is

by
Mission
asset
fund.
Among
other
activities.
The
Advisory
Group
will
advise
the
city
on
how
to
spend
the
remaining
6.375
million
dollars.

Council
directed
staff
to
work
with
stakeholders
in
developing
the
charter
for
the
advisor
group
over
the
last
few
months,
we
have
gathered
input
on
how
the
advisor
group
should
be
structured.
Now
we
are
sharing
the
draft
Charter
for
additional
feedback
staff
will
consider
all
the
feedback
on
the
charter
and
incorporate
any
changes
on
February
22nd.
We
will
hold
an
in-person,
Committee
Member
meeting.
Excuse
me,
in-person,
community
meeting
for
vendors
to
approve
the
charter
and
launch
the
member
selection
process
in
March
and
April.

summarizes
the
different
ways
that
we
engage:
vendors
in
the
fall
in
order
to
answer
questions
about
the
process
and
get
input
on
how
vendors
want
to
be
represented
in
an
Advisory
Group,
we
conducted
Outreach
at
the
market
on
red
weekends.
We
held
one-on-one
interviews,
we
conducted
some
small
focus
groups
and
we
heard
from
vendors
at
larger
format
meetings.
We
did
some
meetings
in
person
and
some
online.

Vendors
also
want
their
diversity
to
be
represented
in
this
group.
That
includes
diversity
of
language
background
web
vendors
sell
how
long
they
have
been
at
the
market
and
more
there's
also
a
desire
to
have
Representatives
who
are
thinking
about
the
broader
Community,
not
just
their
individual
interests
and
people
who
are
committed
to
the
future
of
the
market.

Vendors,
also
value
fairness
and
Equity.
This
does
mean
recognizing
that
people
have
different
future
plans,
including
retirement
and
different
needs
to
be
met.
And,
lastly,
there's
some,
but
not
a
hundred
percent
interest
in
having
a
selection
process
that
empowers
vendors
and
minimizes
political
campaigning.

Putting
together
the
city,
council,
Direction
and
feedback
from
vendors
and
others,
we
have
outlined
some
key
terms
for
the
proposed
Charter
of
The
Advisory
Group.
The
charter
will
state
the
purpose
of
the
advisor
group.
It
will
include
the
number
of
members
in
the
group.
It
will
include
criteria
for
membership
and
a
process
for
member
selection,
and
it
will
state
how
long
people
will
be
expected
to
serve.

First,
the
purpose
of
the
group-
the
proposed
purpose
of
the
group,
is
in
line
with
the
original
city
council
direction
to
ensure
that
the
Flea
Market
vendors
have
a
meaningful
Voice
by
advising
the
city
Administration
on
the
following
topics
that
includes
funding
allocation.

to
vendors
for
relocation,
the
design
and
operations
of
the
five
acre
market
and
how
existing
vendors
get
the
opportunity
to
be
relocated
in
the
five
acre
Urban
Market.

Second
The
Advisory
Group
will
be
expected
to
assist
with
Outreach
and
engagement
with
other
vendors,
and
the
third
purpose
of
having
an
advisor
group
is
to
ensure
coordination
with
the
property
owner
and
its
development
Partners
on
planning
for
the
new
Urban
Market
on
the
Berryessa
site.
We
want
to
point
out
that
the
advisor
group
is
an
advisor
to
the
city
Administration.
It
will
not
make
decisions
nor
make
recommendations
directly
to
the
city.
Council
and
I
want
to
be
clear.

This
is
not
intended
to
diminish
the
voice
of
vendors,
but
instead
is
to
protect
the
rights
of
individual
vendors
who
serve
on
this
group.
We
are
proposing
that
The
Advisory
Group
include
11
voting
members
after
discussion
with
stakeholders.
This
seems
like
the
sweet
spot
between
balancing
representation
and
the
broad
diversity
of
the
vendor
population
with
being
a
manageable
size
that
can
work
together
productively.
We
also
wanted
to
choose
an
odd
number
to
avoid
ties
in
the
event
of
a
vote.
We've
proposed.

group
include
10
vendor
representatives
and
one
property
owner
representative,
in
line
with
the
city
council's
direction,
that
the
property
owner
be
represented,
and
the
vendors
make
up
a
super
majority
of
the
group.
The
city
council
also
directed
that
the
city
be
represented
in
the
group,
but
since
this
group
is
advisory
to
the
city
Administration
and
will
be
administered
by
City
staff,
who
proposed
no
voting
members
that
represent
the
city,
we
will
have
more
on
the
role
of
staff
on
a
later
slide.

propose
that
the
members
be
appointed
to
the
advisor
Group
by
the
city
manager,
based
on
the
seats
listed
here
and
membership
criteria.
That
I
will
talk
about
more
next.
Nominations
will
be
taken
from
the
Berryessa
Flea
Market
vendor
Association,
for
six
of
the
ten
vendor
seats
and
the
city
manager's
office
will
run
an
application
process
for
the
remaining
four
vendor
seats.
Vendor
Association
members
are
eligible
to
apply
for
those
open
seats.
Lastly,
the
property
owner
will
be
able
to
nominate
representatives
for
the
property
under
seats,
including
the
primary
representative,
and
an
alternate.

are
the
requirements
to
be
a
vendor
representative
on
The
Advisory,
Group
individuals
affiliated
with
the
business
that
was
selling
at
the
flea
market
on
or
after
June
21st
2021
are
eligible
to
serve.
This
includes
business
owners,
employees
and
family
members,
and
no
more
than
two
individuals
from
a
single
business
may
serve
on
the
advisor
group.
At
the
same
time,
what
criteria
will
be
used
to
select
members
based
on
feedback
from
our
Outreach?
We've
drafted
this
goal
statement
for
the
composition
of
the
vendor
Representatives.

what
qualities
will
the
city
be?
Looking
for
in
Vendor
Representatives
on
the
advisor
group,
we
will
be
looking
for
committed
leaders
who
value
the
needs
of
the
broader
vendor
community
over
their
individual
interests.
They
should
be
willing
and
able
to
read
materials
in
advance
that
are
sent
sorry

to
the
advisor
group
in
advance
in
the
meetings
and
come
prepared
to
participate,
reach
out
and
engage
with
other
vendors
and
representatives
to
share
their
perspectives
at
the
meetings.

the
meetings
and

long

people
be
expected

serve

the
Advisory
Group?
We
do
not
yet
know
how
long
the
group
will
be
needed,
but
we
do
expect
it
will
to
be
at
least
a
few
years
before
both
the
transition
fund
has
been
spent
and
a
concept
for
the
five
acre
Public
Market
is
adopted,
so
we
are
proposing
that
each
member
will
serve
for
two
years
with
the
option
for
reappointment
for
additional
terms.

of
the
initial
Advisory
Group
members
will
serve
a
three-year
term
to
ensure
institutional
knowledge
remains
with
the
group
and
if
the
group
prefers
one-year
terms
in
the
future,
that
will
also
be
possible.
This
covers
many

the
basic
terms
of
the
group
that
are
included
in
the
draft
Charter,
but
we
want
to
share
a
few
additional
details.

be
run

The
city
will
not
have
a
voting
seat
instead,
City
representation
will
be
through
its
active
administration
of
The
Advisory
Group
staff
and
its
Consultants
will
prepare
agendas,
facilitate
the
meetings
and
take
notes.
Post
information
on
the
website
provide
translation,
interpretation
act
on
feedback
and
recommendations
and
provide
General
support
to
The
Advisory
Group
members
to
help
them
feel
welcome,
comfortable
and
empowered
to
participate.

Here's
some
details
about
time,
commitment
and
meeting
Logistics
meetings
will
be
held
on
a
weekday
evening
and
staff
will
determine
the
regular
day
and
time
of
meetings
with
input
from
the
advisor
group.
Meetings
are
expected
to
be
once
a
month,
but
maybe
more
or
less
often,
as
needed
meetings
may
be
in
person
likely
at
City,
Hall
or
another
public
facility
and
or
online.

if
you're,
not
a
member
of
the
advisor
group,
you
can
still
participate.
Meetings
will
be
open
to
the
public
and
include
the
opportunity
for
members
of
the
public
to
speak
to
The
Advisory
Group
staff
will
post
meeting
agendas
on

vendor

website.
At
least
one
week
in
advance
staff
will
also
post
presentations
and
reports
provided
to
The
Advisory
Group
on
the
website.

Typically,
within
48
Hours
of
a
meeting,
interpretation
and
translation
will
be
offered
in
Spanish
and
Vietnamese
and
other
languages
upon
request
and
staff
will
also
offer
the
public
and
vendor
Community
other
opportunities
to
get
involved
and
provide
feedback
on
topic
topics
under
discussion
by
the
advisor
group.
The
advisor
group
is
important,
but
it
will
be
only
one
of
many
ways
that
the
city
gathers
information
and
feedback
from
the
community.

I'd
like

share
the
Met
proposed
member
selection
process
for
the
initial
members
of
the
advisor
group,
the
vendor
Association
and
the
property
owner
will
submit
nominations
for
their
seats
directly
to
the
city
manager.
As
mentioned
earlier,
the
city
will
run
an
application
process
for
four
vendor
seats.

We
want
to
make
this
application
process
for
the
four
General
vendor
seats
as
simple
and
easy
as
possible,
so
the
process
will
look
like
this
staff
will
develop
a
standard
application
that
can
be
completed
either
online
or
on
paper.
Each
application
will
require
10
signatures
of
other
vendors
and
support.
This
is
to
show
leadership
capacity.

We
are
using
the
same
eligibility
for
signatures.
As
for
advisor
group
membership
with
a
limit
of
two
signatures
per
business,
vendor
Association
members
can
apply
and
can
sign
others.
Applications
and
staff
will
host
an
event
to
help
vendors
gather
signatures
and
will
provide
other
application
support
as
needed
after
the
membership
application
deadline.

panel
will
review
applications
for
eligibility
and
against
the
membership
criteria
and
will
then
recommend
a
slate
of
four
people.
Taking

consideration
the
six
nominees
from
the

then

feedback
to

any
concerns

a
one-week

manager
