Description
This is a recording of the question and answer session hosted February 15, 2023. In this recording you can review the brief presentation from City staff providing an overview of the RFP and any questions asked and answered during the session.
A
So
in
today's
presentation,
we'll
look
to
briefly
go
over
the
background
behind
some
of
the
background
behind
this
effort
and
the
reason
why
we're
interested
in
doing
this
as
a
city.
we'll
discuss
a
little
bit
about
the
master
agreements
and
what
you
can
expect
from
that
and
what
they
mean
and
then
we'll
take
some
time
to
review
the
submission
process
and
where
you
can
find
more
resources
to
support
you
in
that
process..
A
We'll
look
to
try
and
get
through
most
of
that
relatively
quickly,
so
that
we
can
reserve
as
much
time
as
possible
to
answer
any
questions
you
may
have..
We
ask
that
you
save
those
questions
until
the
end
of
the
presentation.
however,.
We
do
have
the
chat
feature
available
for
today.
So
if
you
have
any
burning
questions,
we're
going
through
the
presentation.
feel
free
to
post
those
in
there,
and
my
colleagues
will
look
to
try
to
answer
them
if
they're
able
to
or
will
look
to
elevate
them
at
the
end
of
this
session.
A
for
example,.
These
are
just
some
of
the
key
challenges
that
they
have
to
overcome
in
our
process.
Conducting
community
engagement
with
residents
throughout
the
city..
The
first
is
largely
the
diversity
of
our
community.
san
jose,
as
most
of
you
probably
know,.
San
jose
is
one
the
most
demographically
and
culturally
diverse
communities
in
the
country,
and
so
it
can
be
really
challenging
to
ensure
that
we
are
getting
our
questions
deep
into
our
diverse
communities
and
generating
quality
feedback.
A
In
addition
to
that,
trusted
relationships
is
another
challenge
that
staff
frequently
face
community
perceptions
of
city
engagement
can
often
be
difficult
to
overcome
when
staff
are
looking
to
conduct
engagement
or
outreach
with
specific
communities.,
and
so
we
see
this
opportunity,
or
this
rfp
is
an
opportunity
to
partner
with
local
organizations
as
a
way
to
help
bridge
that
gap
between
community
and
city
is
building
upon
those
trusted
relationship.
and
then.
A
A
Competing
projects
and
priorities
really
stretched
staff
resources
when
it
comes
to
conducting
community
and
community
engagement,,
particularly
when
staff
are
conducting.
Multiple
programs
or
multiple
are
responsible
for
multiple
projects
at
one
time.,
and
we
recognize.
We
also
recognize
that
it's
challenging
to
partner
with
local
communities
when
we're
not
compensating
them
for
their
time..
So
in
the
organizations
we're
trying
to
work
with,
don't
have
that
people
power
as
well..
A
A
A
This
is
meant
to
be
a
key
tool,
one
in
a
larger,
larger
toolkit
overall,
but
but
be
a
key
tool
as
a
resource
and
resource
a
staff
from
which
they
can
tap
into
in
order
to
to
help
do
quality
community
engagement..
The
next
kind
of
guiding
thought
we
had
around
this
was
the
idea
of
expanding,
particularly
expanding
upon
the
trusted
relationships
that
community
based
organizations
have..
A
We
recognize
the
important
role
that
your
organizations
play
in
our
neighborhoods
and
in
our
communities
and
we're
seeking
to
elevate
that
involvement
in
our
practices
when
it
comes
to
community
engagement,,
expanding
upon
those
relationships
and
trust
in
the
process,
but
also
helping
the
city
to
build
better
relationships
and
trust
with
communities
throughout
throughout
the
city..
The
next
kind
of
geeky
guiding
thought
that
we
had
was
around
supporting..
A
Know
that
the
process
to
work
with
the
city
can
be
challenging
to
navigate
getting
through
the
procurement
processes
and
getting
through
agreements..
So
this
rfp
is
intended
to
help
address
both
of
those
issues
and
continue
to
support
your
organizations
helping
you
navigate
the
system
as
well
as
compensating
you
for
the
work
that
will
be
asking
you
to
do
as
part
of
it.
and
lastly,
the
last.
I
think
that
we
had
was
around
empowering
empowering
the
process.
A
Overall,
the
goal
of
engagement
outreach
is
really
to
keep
our
residents
informed
and
offer
them
opportunities
to
give
input
when
appropriate.
so
driving
towards
more
equitable
outcomes
and
engagement
and
ensuring
our
residents
stay
involved
is
a
key
outcome
of
this
effort.
We
are
undertaking-
and
we
view
this
opportunity
as
a
way
to
empower
our
process,
giving
us
the
needed
resources
to
achieve
positive
outcomes
when
it
comes
to
projects
that
we're
implementing
next..
We.
A
Wanted
to
highlight
some
of
the
key
services
that
we're
seeking
through
this
rfp.,
the
rfp
document
outlines
the
scope
of
services
in
detail..
However,
we
wanted
to
provide
a
brief
overview,
so
the
first
main
area
and
service
that
we're
looking
for
is
around
engagement,
strategy,
development
and
implementation..
A
We're
looking
for
help
developing
and
implementing
creative
innovative
outreach
strategies
that
are
geared
towards
specific
audiences
and
we're
looking
to
organizations
for
some
of
that
insight..
The
next
key
services
around
targeted
population
outreach
you
know,,
ensuring
that
outreach,
materials
and
event
opportunities
and
engagement
opportunities
are
known
to
all
residents,,
especially
those
that
have
been
historically
underrepresented.,
and
we
we
see
your
guys
as
you
place,
based
organizations
or
community
based
organizations
as
an
opportunity
to
dove
deeper
into
those
targeted
populations
that
we
have
not
done
a
great
job
engaging
historically.
A
The
next
key
scope
of
the
next
key
skill
that
we're
looking
for
is
around
community
engagement
or
community
event,
facilitation,
helping
us
to
to
facilitate
meetings
with
community
members
and
actually
implement
them,
and
also
developing
some
of
those
events,
so
that
we
can
look
to
bring
in
new
ideas,
fresh
ideas
and
try
and
make
them
as
engaging
and
creative
as
possible.
and
then,
lastly,
serving
analysis
and
evaluation
of
community
feedback.
A
conducting
the
engagement
is
really
only
the
first
half
of
the
step..
The
next
step
is
gathering
that
information
and
understanding
that
feedback
and
it's
a
whole
other
aspect
of
what
we
need
and
we
need
support
with.
and
so
we're
looking
to
try
and
build
on
our
our
you
know,
build
upon
what
we
have
so
that
we
can
do
better
understand
the
feedback
that
we're
receiving
from
community
and
implement
those
into
decision
making
recommendations
that
staff
are
making..
So
lastly,.
We
wanted
to.
A
Give
you
an
idea
a
little
bit
of
how
this
will
work
and
what
to
expect
about
the
master
agreements..
So
through
this
process,
the
city
council
will
approve
master
agreements
with
each
organization..
Each
individual
organization
will
enter
into
a
separate
agreement
and
staff
will
be
able
to
once
those
agreements
are
in
place,.
A
A
A
When
it
comes
to
the
funding,
although
there
is
not
funding
set
up
front,,
we
will
look
to
establish
a
not
to
exceed
amount
with
each
individual
organization..
Those
will
range
from
around
100000
to
five
hundred
thousand,
so
every
organization
will
have
an
up
to
amount
which
the
city
can
spend
with
them..
So,
for
example,
if
you,
if
you
receive
a
contract
at
100000
dollars,
various
staff
can
can
work
with
you
up
to
100
thousand
dollars
in
expenditures
of
city
funding
and
the
council.
A
Approval
is
required
because
the
amounts
that
we
are
we
are
looking
to
spend
with
folks
and
then,
when
it
comes
to
duration,
these
agreements
will
be
in
place
for
three
years
with
an
option
to
extend
them
for
up
to
one
year
terms..
So
ultimately,
five
years
would
be
the
full
duration
of
this.
If
we
were
to
exercise
the
optional
extensions
and
during
that
time,
staff
could
look
to
work
with
you
whenever
they're
looking
to
do
community
engagement
throughout
the
city.,
so
all
right.,
and
then
we.
A
Wanted
to
spend
some
time
just
highlighting
the
resources
that
are
available
to
help
you
navigate
this
process
a
little
bit..
There
are
three
primary
resources
where
you
can
find
more
information
on
a
variety
of
things..
The
first
is
the
rfp
website
that
we
have
made
that
outlines
this
particular
process..
A
The
next
is
the
city's
jose's
finance
department
website
and
then
the
last
is
the
biddinger
web
page
itself,
which
is
the
procurement
management
system
that
the
city
uses
for
all
procurements
and
we
are
required
to
use
going
to
take
a
quick
moment
to
kind
of
go
through
some
of
these
sites
and
highlight
specific
resources
within
them
that
are
very
helpful..
So
just
taking
a
quick
second
to
look
at
the
rfp
website.,
I've
highlighted
some
here
and
I'm
going
to
take
a
second
to
jump
over
to
the
actual
page
itself,
apologize.
A
And
have
to
look
at
another
screen,
so
I'll
look
away
from
you
all..
I
believe
I
am
sharing
the
correct
screen.,
hopefully
you're,
seeing
the
partners
with
community
based
organization
on
engagement
projects,
web
page..
This
is
a
page
that's
available
under
the
economic
development
page
on
the
city's
web
page..
So
if
you
go
to
your
government,
economic
development
you'll
find
partners
with
community
based
organizations..
This
page
has
a
lot
of
information
for
you
up
top
we've
provided
some
quick
links..
A
This
first
link
takes
you
directly
to
the
bid
documents
itself,
where
you
can
actually
see
the
overall
bid
and
some
of
the
information
there.
this
section
here
will
take
you
lower
into
our
web
page
itself
and
to
provide
you
information
about
the
rfp
process,
and
then
this
last
button
here
will
take
you
down
to
the
bottom
of
this
page,
where
we've
highlighted
some
outreach
events,
which
I
assume
most
of
you
are
aware
of,
because
you're
here
today.
A
A
This
takes
you
to
the
city's
city
of
san
jose's,
landing
page
for
all
bid
documents
and
I'll
take
a
moment
to
review
that
a
little
bit
later
here,
and
then
we
have
these
three
dropdown
sections
here.
If
you
click
on
them,,
they
will
open
up
and
they'll,
provide
you
with
more
information
about
the
purpose
of
the
program..
How
to
master
agreements
will
work,
and
then
this
section
here
is
probably
the
most
important
is
just
bidding
go
resources..
A
A
A
Highlight
was
the
finance
department's
website.,
so
there's
a
few
key
things
that
we
wanted
to
highlight
on
this
page
and
I'll
go
back
to
the
the
actual
page
to
walk
through
it,
a
little
bit..
But
you
can
see
the
red
circles
here
on
the
screen
identifying
some
of
the
key
stuff,
jumping
back
to
our
web
pages.
Hopefully
now.
A
A
This
will
take
you
again
to
the
cities
landing
page
for
the
bidding
go
and
where
you
can
find
more
information
on
all
bid
opportunities
and
then
also
this
local
business
section
here,
which
will
take
you
to
our
local
business
preference
page
and
provide
you
with
information
on
how
to
apply
for
that.
If
it's
something
that
you're
interested
in
doing
the
last
things,
the
last
two
things
we
wanted
to
highlight
was
this
general
guide
for
doing
business
with
the
city..
A
and
then
over
here
on
the
right
hand,
side
of
the
page
is
an
faq
you
portion
where
you
can
find
a
lot
of
questions
that
are
frequently
asked
about
asked
of
the
city
when,
when
folks
are
working
with
them
and
navigating
the
procurement
process.,
so
you
can
always
look
there
to
try
and
find
out
answered
general
in
general
questions
about
purchasing
and
procurement,
not
necessarily
about
this
bid,
in
particular,
but
general
questions
in
general..
So
then
the
next.
A
The
bidding
the
landing
page
itself
is
where
you
can
go
to
find
all
bids
that
the
city
is
currently
managing
and
there's
a
few
key
things
that
we
wanted
to
highlight
on
this
page
that
are
circled
here..
So
again,,
I'm
going
to
take
a
second
to
jump
over
to
a
page
and
navigate
some
of
this
for
you..
So
on
the
on
blipping.
A
Bingos
web
page,-
hopefully
you
are
now
seeing
that
same
page..
I
can
scroll
through
it
up
in
the
upper
left
hand,
portion
of
the
screen
you'll
find
a
main
menu
section..
This
main
menu
section
lists
all
of
the
resources
that
are
also
outlined
on
the
rfp
page
that
we
looked
at
briefly
before..
So,
if
you
go
to
the
rfp
page,
you
can
find
these
same
resources,
but
they're
here
on
the
city's
landing
page
for
bidding,
go
as
well..
A
A
A
A
A
A
A
Then,
just
some
basic
information
about
the
bid
downloader.
there
are
a
number
of
dropdown
areas,
and
these
are
with
the
key
sections
that
we
wanted
to
highlight
on
this
page.,
so
under
solicitation
documents.
This
is
where
you'll
be
able
to
download
all
documents
that
have
been
attached..
You
can
either
view
them
by
clicking
on
this
button..
You
can
check
the
box
to
select
all
and
download
them
all
as
a
single
attachment..
We
wanted
to
highlight
three
of
these
attachments
particular
attachment,
d,,
b,,
c
and
d
are.
A
Required
attachments
and
templates
that
we
have
provided
for
you
to
build
upon
attachment
e
is
the
local
business,
local,
small
business
enterprise
preference
form,
if
you're
interested
applying
for
that.
We
have
provided
that,
but
it
is
an
optional
form.
An
attachment,
a
is
just
an
example
of
the
master
agreement
and
what
it'll
look
like
when
we
go
to
work
with
you
to
execute
a
master
agreement..
I
did
want
to
highlight
that
if
you're
looking
at
the
insurance
requirements
and
some
other
important
information
are
outlined
in
the
master
agreement
template
as
well..
A
So
if
you
want
to
kind
of
see
what
some
of
those
are,,
we
highly
encourage
you
to
take
some
time
to
review
that
this
next
dropdown
here
is
where
you'll
go
to
actually
start
a
submission.
So
you
can
click
here
and
click
on
here
and
it
will
start
walking
you
through
the
submission.
Process.
it'll
have
logging
on
your
account
and
then
and
then
show
you
how
you
can
do
that..
This
outline.
A
Some
of
the
site
meetings
that
we
have
available-
I'm
assuming
most
of
you,
know
about
these
because
you're
here
tonight
so
awesome
or
this
afternoon.
This
next
section
here
is
the
intent
to
respond..
It's
a
really
important
portion..
So
if
you
are
intending
to
respond,
you'll
need
to
complete
this
so
that
we
are
notified
that
you
do
intend
to
respond
and
then
down.
The
next
portion
is
a
q&a
board..
A
I
won't
be
able
to
click
on
it
because
I'm
not
logged
in
unfortunately.,
but
if,
once
you
do
log
in
you
can
click
on
the
q&a
board
and
any
questions
that
have
been
asked
and
answered
to
date
through
the
bidding
of
system
are
posted
there
and
there
are
a
few
questions
that
have
been
asked
and
answered
already..
So
you
can
take
a
look
at
some
of
them,.
A
Take
a
take
some
time
to
jump
down
to
the
q&a
board
and
see
what
people
are
asking
and
how
to
navigate
that
and
feel
free
to
ask
any
more
questions
that
we
don't
answer
today
and
that
space
as
well.
and
then
the
last
portion
on
the
web
pages.
This
document
document
takers.-
this
just
allows
you
to
see
who
has
taken
the
documents
to
date
and
who
may
be
interested
in
applying.
A
So
that
kind
of
concludes
the
resources
that
we
wanted
to
highlight.
The
last
thing
we
wanted
to
make
sure
you
are
all
aware
of
if
you
wish
you
may
be
already-
is
our
kbio
networking
event
on
february
twenty
third,
next
week,
thursday,
at
the
roosevelt
community
center,
we
have
partnered
with
the
silicon
valley
council
of
nonprofits
to
host
an
in-person,
q&a
and
networking
event..
A
So
we
will
go
over
this
presentation
again
and
there
will
be
another
opportunity
to
ask
questions
in
person.,
but
also
we
have
put
together
a
little
networking
event
to
help
you
to
help
organizations
meet
each
other,
get
to
know
each
other.
A
little
bit,
understand
the
work
that
they
do
and
if
they're
interested
in
potentially
applying
collaboratively
or
so
developing
a
response
collaboratively
which
you
can
do
for
this.
That
is
an
opportunity
for
you
to
connect
and
find
alignment
where,
where
possible.
so
that
concludes
the.
A
Overview
of
our
presentation-
and
we
are
now
at
the
question-
answer
section..
So
if
there
are
any
questions
that
you
would
like
to,
ask,
feel
free
to
raise
your
hand
and
we
will
go
and
go
through
it
in
the
order
that
we
receive
them..
I
am
going
to
stop
the
share
for
now
so
that
I
can
see
folks
raising
their
hand.
To
my
I
have
you.
B
A
You
know,
do
that
with
the
city
of
san
jose
and
on
converse
side.
The
city
of
san
jose
is
interested
in
doing
community
engagement
in
deeper
community
engagement
and
working
with
our
local
community
based
organizations
to
do
that.,
and
it's
something
that
a
lot
of
staff
throughout
the
city
already
do.
And
this
is
our
effort
to
kind
of
recognize
that
to
help
organizations
navigate
our
procurement
process
and
then
to
allow
those
staff
who
are
already
working
with
community
based
organizations
to
to
pay
them
for
the
services
that
they're
asking
of
them.
A
C
Can
you
help
us
with
us
and
if
sibos
have
capacity
they'll
do
what
they
can
to
help
or
they
are
go
through
a
full
rfp
process?
And
that
takes
a
lot
of
time
and
if
they
have
the
luxury
of
time
that
works
out
great
or
they
don't
do
any
of
that,
because
they
don't
have
the
time
and
the
sibos
don't
have
the
capacity..
C
A
Will
focus
it
on
community
engagement,
largely
or
the
scope
of
work
that
that
is
outlined
in
the
rfp
documents
themselves,
and
hopefully
sarah
that
answers
your
question..
It
is
correct
that
this
rfp
is
largely
about
conducting
the
city's
engagement
and
helping
facilitate
that
process
and
ensuring
that
the
city
is
doing
it
well,
so
that
we
can
make
sure
you
know,.
We
are
driving.
D
So
is
it
that
let's
say
an
organization
decides
to
apply
so
well,
will
they
automatically
go
on
the
master
list,
or
would
they
have
to
go
through
a
process
to
see
whether
or
not
they
go
on
that
master
list
for
the
city
to
contact
and
then,
if
they
do
go
on
that
master
list,,
there's
no
guarantee
that
they
may
be
selected.?
Is
that
correct?
yeah,?
That's
generally.
A
A
Once
we
have
gone
through
that
process
of
kind
of
assessing,
all
of
them,
staff
will
make
a
recommendation
to
council
to
approve
master
agreements
for
the
ones
that
were
the
ones
that
you
know
are
most
successful
in
the
application
or
in
the
response.
Process..
I
will
say,
you
know,.
There
is
no
specific
number
of
organizations
we're
looking
to
get
on
this
master
list..
A
Our
hope
is
that
we
can
get
as
many
as
possible
and
so
you're
really
you're
really
just
kind
of
competing
with
yourself
in
terms
of
applying
and
making
sure
that
you're
adequately,
addressing
some
of
the
questions
that
we're
asking
and
explaining
how
you
can
help
conduct
community
engagement
and
who
your
who
your
target
demographics
are
and
how
your
key
connection
to
that
and
serve
as
a
resource
there.
but
other
than
that,.
You
know,
once
the
list
is
kind
of
been
put
together
and
approved
by
council,
it'll
get
all
the
agreements.
A
we'll
get
executed
then,
and
then.
yes,
you're
on
the
list
and
at
any
point
in
time.
Staff
can
identify
you,
but
there
is
the
potential
that
staff
may
not
identify
you
as
a
somebody
and
look
to
engage
you
because
it'll
be
up
to
them
to
identify
funding
and
resources
within
their
own
project
and
then
and
then
identify
the
you
know,
the
best
fit
for
them
to
conduct
the
kind
of
engagement
that
they're
working
on
or
outreach.
and
then
like.
I
have
one
more.
A
C
C
C
D
E
If
you
all
would
issue
a
contract,
a
subcontractor,
somebody
else?
yes,,
that's
correct.,
so
essentially
what
happens
is
and
let
me
introduce
myself.
My
name
is
luska
presedo.,
I'm
the
assistant
director
of
finance
for
the
city..
It's
a
real
pleasure
to
be
here.
I'm
this
is
this
is
great..
So
that's
my
perspective.,
that's
a
start.
E
ok,.
So
any
conditions
that
are
in
your
contract
will
have
to
what
we
call
waterfall
into
any
contracts
with
you
have
with
anybody
else..
So
if
there's
particular,
if
their
particular
guidance
and
guidance
or
terms
and
conditions
within
the
contract,
the
city
issues
review
those
those
by
definition,
those
same.
E
A
There
are
a
couple
of
questions
in
the
chat.,
I'm
just
going
to
elevate
those
really
quotes
from
katherine.
What
are
the
populations,
but
what?
What
are
the
population?
You
are
hoping
to
engage
for
input,
and
I
think
the
answer
to
that
is
really
as
many
populations
as
possible.
you
know,.
We
understand
that
the
san
jose
is
incredibly
diverse,,
that
there
are
people
across
the
city
that
we
are
looking
to
engage..
A
A
A
Please
correct
me
if
I'm
wrong.,
we
agree,
but
there
is
a
local
business
preference,
and
so,
if
you
are
applying
for
that
component,
then
that
will
provide
you
with
some
additional
points
and
may
elevate
you
over
others.,
but
not
to
say
that
you
should
be
discouraged
from
applying
for
this
opportunity.
Either..
That's.
A
A
A
C
Small
business
and
local
business
preference
form..
We
encourage
you
to
look
at
that
as
soon
as
possible
because
it
does
require
a
couple
steps
and
proof
of
things..
So
one
of
those
is
having
the
local
or
san
jose
business
registration
completed,
and
so
that
can
take
a
couple
of
days..
So
it's
not
something
you
want
to
put
off
till
the
very
last
minute
and
I'll
jump
into
the.
C
C
C
Let's
just
say,
our
office
of
economic
development
has
a
project
where
we
want
to
partner
with
one
or
more
of
the
organizations
that
have
a
master
agreement..
We
would
then
say:
ok,
we're
going
to
use
this
funding
pot,
which
has
one
hundred
thousand
in
it
to
put
towards
this
partnership,
and
we
would
do
the
paperwork
to
encumber
those
funds
at
that
time.
There
really
are
no
funding
responsibilities
for
the
sibos
to
be
a
part
of
this..
C
Part.,
so
it
really
just
be
at
the
time
we
have
a
project
if
we
think
you're
a
good
fit
for
it.
We'd
reach
out
to
you
say
this
is
what
the
contract
would
be
for
and
for
how
long,
and
if
we
agree,
we
would
go
forward
with
a
service
order
and
that
lacson
the
kind
of
funding
arrangement
at
that
time..
So
this
is
just
to
say
if
we
get
a
long
list
of
sibos
that
have
these
master
agreements
and
a
couple
of
years
past,
the
agreement
is
coming
to
an
end.
C
Didn't
actually
need
the
services
under
the
master
agreement
that
we
didn't
end
up
working
with
you
on
a
service
order.,
that's
definitely
not
the
intent..
The
intent
is
to
put
take
full
advantage
of
these
master
agreements.,
but
because
it
is
project
based
and
funding
based,,
we
just
don't
know
kind
of
what
the
the
future
holds
for
each
individual
organization
that
will
get
a
master
agreement..
Thank
you.
A
All.
add
to,
as
I
mentioned,
earlier,
you
know,
throughout
the
city.
There
are
many
staff
who
are
very
passionate
about
community
engagement
and
are
looking
to
try
and
you
know,
come
up
with
more
innovative,,
more
impactful
practices
and
we're
making
them
aware
of
this
opportunity
that
we're
creating
and
will
be
creating
a
system
within
within
our
own
organization,
with
which
folks
can
navigate
the
service
order,
process
and
contracting
process
and
identifying,.
You
know,
an
organization
to
work
with
process..
A
A
Question
from
stephanie,
can
you
get
multiple
projects
within
the
same
agreement
in
term
of
lorries
providing
response?
yes,?
It
is
likely
or
possible
that
that
could
happen
if
different
staff
are
reaching
out
to
you
and
you
could
be
working
with
multiple
multiple
projects
at
any
given
time.,
yes,
,.
The
caveat
is
that
if
you're.
C
F
C
C
F
C
Intent
of
this
is
really
that
we,
a
community
engagement
process,
is
more
than
just
a
month
or
two
of
work.
they're,
typically
six
months
or
a
year
or
two
years,
long
and
we'd
want
to
partner
in
it
for
the
long
haul
that
can
be
there
at
the
beginning,
and
that's
part
of
the
value
of
doing
it.
This
way.
F
C
A
G
G
A
We'll
look
at
the
organization,,
its
capacity,,
the
scope
of
services
that
it's
looking
to
help
provide
underneath
the
laundry
list
of
scope's
services
that
we're
asking
for
and
trying
to
make
an
assessment.
As
to
you
know,.
How
much
will
assign
to
each
individual
organization
and
that's
a
yearly
ceiling
or
is.
C
To
approve
this.,
we
will
identify
the
recommended
organizations,,
their
agreement
limit
and
a
total
amount
that
they
all
add
up
to
and
that
becomes
kind
of
the
pot
of
money.
Pretend
money.
It's
not
funded
money,
but
the
the
master
agreement
limit
that
we
have
to
work
with
for
this
overall
program..
G
G
C
Quite
that
simple,
because
we
we're
currently
beginning
to
do
the
similar
type
of
program
with
a
bunch
of
consultants.,
so
private
consulting
firms
and
the
are
supposed
to
do
it
is
if
we
have
a
project
that
we
want
to
use
the
bench.
For
we
ask
multiple
organizations
on
the
list
for
a
quote
and
saying
we.
C
Have
this
project,
we
think
you
might
be
a
good
fit..
Can
you
do
it
and
tell
us
a
bit
about
why?
We
would
why
you
would
make
a
good
partner.,
there's
still
there's
a
mini
kind
of
less
formal
proposal
process,
but
it's
not
through
bidding.
Go
it's
it's
more
direct
to
a
staff.,
so
it
depends
on
the
information
that
staff
would
need
at
a
time
to
make
a
decision
about
who
to
partner
with
for
that
project.
C
C
G
Then.,
that's
just
the
format
of
the
rfp
on
the
floor
of
attachment
b
desired
qualifications.
It
says
limit
it
to
two
pages.
Quite
a
lot
of
questions.
Is
it
possible
to
pull
slightly
over
to
pay
like
a
two
and
a
half
page
or
potentially
close
to
a
three
page,
but
will
it
be
truncated
by
you
guys?
I
mean?
Is
it
hard
to
page
or
is
it
a
flexible
two
page
because
a
lot
of.
A
Two
page.:
we
ask
that
you
try
and
keep
it
as
concise
and
as
direct
as
possible,
because
if
we
end
up
with
there
are
thirty
participants
in
this
meeting.
If
we
end
up
with
thirty
application
or
thirty
submissions,
that
will
just
take
us
all
the
more
time
the
more
we
have
to
review.,
but
but
it
is
a
little
bit
of
a
flexible
one..
Thank
you.
Stephanie.
A
A
C
C
E
Ask
a
question
just
for
clarifying
purposes.,
if
people,
if,
if
organizations
or
entities
participate
under
this
master
agreement,
it
does
not
preclude
them
from
participating
in
other
specific
rfp
that
the
city
has.
right.,
so
the
cap
underneath
their
master
agreement
under
this
procurement,
they
can
still,
if
there's
something
else,
that's
completely
separate
from
this.
A
A
The
needs.
a
question
from
past
your
party:
is
there
a
listing
of
the
needs
of
the
city?
yes.
that
is
listed
out
in
the
bid
documents
themselves.?
So
when
you
go
to
the
solicitation
page
and
you
download
the
documents,
there
is
a
section
called
scope
of
work
that
outlines
all
the
list
of
needs
that
the
city
is
looking
for.
A
A
A
C
So
then,
shortly
after
when
that
award
period
ends,
then
we
would
go
to
council
and
there
is
a
time
frame
leading
up
to
that
which
is
another
couple
of
weeks..
So
the
whole
thing
does
get
drawn
out
a
bit,
but
we
will
do
our
best
to
stay
in
touch
and
keep
you
up
to
date
about
these
various
milestones.
For
for
anybody
who
does
put
in
a
submission.
thank
you.
or.
A
Pop
in.,
so
if
you
do
have
an
additional
question
specifically
about
the
rfp
and
its
process,,
you
can
go
to
the
bidding
go
page
where
there
is
the
question
and
answer
board
and
submit
your
questions
there,
and
I
will
look
to
respond
to
them
as
quickly
as
possible.
If
you
just
have
general
questions
about
procurement
process,
the
city
you
can
reach
out
to
me
as
well.,
I
will
share
the
screen
so
that
you
guys
can
jot
down
my
contact
information,
although
it's
kind
of
tiny
here
but
I'm
it
is
