all

mentioned,
the
site
is
within
the
blossom
hill,
kahalen
urban
village
area,
and
so
it's
proceeding
as
a
signature
project.
Since
the
urban
village
plan
has
not
yet
been
adopted,
we
believe
we
meet
the
criteria
of
a
signature
project
and
that
we're
providing
jobs
with
over
13
000
square
feet
of
ground
floor
commercial
space,
we've
included
publicly
accessible
open
space
in
the
form
of
plazas
paseos
and
trails.

The
development
proposal
includes
a
239
unit
market
rate
apartment
building,
with
over
13
000
square
feet
of
ground
floor,
retail
space,
running
boston,
hill,
road
there's
also
an
89
unit,
affordable
housing,
building
for
households,
earning
between
30
and
60
of
the
area.
Median
income
and
those
units
make
up
27
of
the
total
unit
counts.

The
proposed
modern
style
architecture
is
timeless,
unique
and
suitable
for
this
location.
You
can
see
that
both
buildings
incorporate
similar
colors
materials
and
special
architectural
details.

We
did
pay
special
attention
to
the
ground
floor
space
to
really
create
an
enhanced
pedestrian
experience
using
stone,
finishes,
louver,
awnings
and
canopies
we're
also
including
several
large
murals
that
are
designed
by
a
local
san,
jose
artist
in
several
locations,
and
that
concludes
presentation.

want
to
applaud
the
work
of
city
planning,
environmental
staff

moving
this
project

hearings,
as
well
as
the
applicant
green
republic,
blossom
hill
on
their
diligent
work
to
bring
much
needed.
Mixed-Use
housing
and
affordable
housing
project
to
the
site.

Vta
supports
the
approval
of
this
development
on
the
site
that
aligns
land
use
with
the
investment
that
vta
has
made
in
transit
in
the
community,
and
it
works
towards
greenhouse
gas
emission
reduction
in
our
community.
This
development
will
result
in
increased
transit,
ridership
and
improvements
to
ridership
experience.

just
explain
a
little
bit
about
the
organization
we're
composed
of
members
from
throughout
san
jose
and
silicon
valley
who
take
a
yes
and
approach
to
development.
Yes,
we
want
to
see
development
and
we
want
it
to
be
as
sustainable,
equitable
and
vibrant
as
possible.

Nearly
two
years
ago,
vta
and
republic
presented
this
project
to
our
members,
who
scored
it
a
four
out
of
five.
We
scored
it
particularly
high
on
affordability,
because
it
is
crossing
that
15
and
20
threshold
on
affordability
from
the
city
and
it's
for
folks
who
really
really
need
housing
in
our
area,
a
lot
of
units
for
extremely
low
income
households
we
also
like
the
height
of
the
building,
although
we
wish
it
could
be,
maybe
even
a
little
taller
to
maximize
the
number
of
homes
on
site.

All
those
things
will
activate
this
space
in
this
part
of
town
and
this
transit
center,
so
so
much
to
like
about
the
project
and
we're
really
really
excited
the
whole
plane.
Commission
will
approve
it
today.
I
would
ask
commissioners,
you
know
if
you
might
check
in
with
vta
on
this
question
of
transit
passes
for
residents.
That's
something
that
catalyzed
sv
frequently
advocates
for,
and
vta
talked
about
it
in
their
goals
for
what
the
project
could
be
in
the
transit
center.

be
great

encourage
folks
to
use
that
transit,
and
maybe
a
commissioner
too,
might
be
willing
to
ask
vta

melissa
about
that

advocate

retail
renters

people

stores
down
below
to
be
required
to
live
at
one
of
the
new
units.

encourage
success

trust

the
community.

feel
the
other
issue
I
wanted
to
bring
up
is
our
comanche
blossom
valley.
Neighborhood
association
has
no
home
and
our
neighborhood
needs
a
community
center.
We
have
never
had
a
home
or
any
meeting
place.
We've
gone
to
libraries
centuries,
one
very
far
away
from
here,
and
it
has
not
been
con.
Convenient.

Not
much
of
our
community
shows
up
because
of
that
distant
place.
Let
me
see
so
libraries
and
community
centers
and
public
pools
are
all
miles
away
from
our
local
community.

So
we
hope
to
have
free
access
to
this
800
square
foot
community
room
that
we
hear
you
talking
about
now.

there's
any
way

make
that

local
community
would
really
appreciate
it
as
we're
already
appreciating
that

better
place

build
housing
than
at
a
transit

is

wondering
why

fifth
one
it
seems

that's
kind

a
remainder.

that
going
to
be
converted
into
something
later

parking
lot

is
remaining
is
not
a
part
of
this
project,
because
it

public
use
on
public
land
and
therefore
not

the
creek.

don't
know

mean
I've
been
out
to

property
before,

I
know
that
they
have
seasonal
pumpkin
patches
and
they
sell
christmas
trees.

remember
the
creek
so
much,
is
it
a
concrete
creek
or
is
it
all
natural
I'm
just
trying
to
figure
out
is.
Do
you
all

because
just
my
concern
was
you
know,
erosion
and
making
sure
that
there
was
enough
trees
planted
to
avoid
erosion.
But
if
it's
all
concrete,
then
then
I
guess
that
doesn't

matter.

I
know

I
was
reading
the
staff
report,
I
did
see
that
the
community
members
did
have
concerns
and
questions
about
the
creek
corridor
there
and
safety
because
of
the
homelessness.

saw
in

landscape
plan
that
there
was
a
fence,
but
it
was
a
see-through
fence.
I
would
prefer
maybe
something
that
didn't
provide
people
looking
in
just
for
safety
reasons.
That's
just
something
that
I
I
would
just
say,
and
I
was
also
concerned
about.
Is
there
gonna
be
some
sort
of
sound
wall
with
a
freeway?
You
know
exit
there.
You
know,
I
saw
a
lot
of
landscaping
and
I
saw
like
a
lot
of
trees,
which
is
great.

putting
more
trees,
but
I'm
just
curious
on
any
sound
wall
or
anything
to
protect
the
residents
there
from
the
freeway.

are

noise
conditions
of
approval
included
in
the
permit.
If
you

look
for
what
is
required

we
did
analyze
the
noise
impacts
of
the
project.
We

the

look
at
the
impacts

the
project

environment
and
not
necessarily
the
impacts
of
the
environment
on
the
project
so
based
on
the
type
of
windows
and.

typically,
it's
for
the
window
coverings.
We
make
sure
that
any
noise
is
muted
before
it
comes
into
the
building.
That's
kind
of
a
standard
request
that
we
have
and
we
do
analyze
that
in
the
in
the
eir-

think

to
that

because
it
appears
that
this
would
be
such
an
inviting
place

obviously
the
neighborhood

come

walk

there's
a
freeway
exit

there's

fast
cars.

safety
measures
are
being
put
in
place
on
blossom
hill?

are
also
street
improvements
and
I
would
like
to
invite

to
that,
and
they
might
still
be
in
the
attendees

street
improvements
that
are
going
on
in
front
of
this
project,
yeah

the
existing
intersection
at
questions
that
the
commissioner
was
asking
about
is
the
state
route
85
blossom
hill
intersection.
So
that's
within
caltrans
jurisdiction,
and
in
that
particular
case
it
does
have
signalized
existing
signalized
pedestrian
crosswalks
as
safety
measures
for
pedestrians.
Now
that's
a
concern,
but
that's
that's
an
existing
condition.
That's
already
in
for
pedestrian
safety.
In
terms
of
the
project
itself,
it
is
building
a
protected
class
4
bikeway
along
its
boston
hill
frontage
from
that
intersection
throughout
its
boston
hill
frontage
as
well.

They
are
creating
and
building
bus
duck
outs
for
the
vta
transit
lines
that
we'll
be
stationing
along
the
frontage
dugouts
that
are
designed
to
be
coincide
with
the
class
for
protected
bike
base
on
on
the
blossom
hill
road.
Other
public
improvements
is
typical:
curb
gutter,
sidewalk
improvements
flying
the
sidewalk
two
widths
that
are
standard
for
urban
villages,
and
there
also
there
will
be
a
signal
modification
to
reduce
the
existing
width
of
the
single
ice
patient
crosswalk
at
their
boston
hill
frontage.

safe
on
the
road

people
that
are
riding
their
bikes
they're
safe.

glad

see
that
there
is
a
lot
of
improvements
being
made,

overall,

can't
wait

see

go

residents

help

declined
over
the
years
and

modern
community
needs

incredible
redevelopment
opportunity

sold

2015

it

marketed

potential
buyers
for
more
than
five

Our
team
has
worked
hand
in
hand
with
the
community

new
vision
for
the
heart
of
cambrian.

unique
village
planned
before
you

designed
for
people,
not
cars,
and
it
provides
much-needed
housing,

affordable

living

from
the
corner

way
back

avenue
and

as

move
through
the

main
street
onto

large

space

outdoor
community
park
and
then
moved
through

a
taut
lot
outdoor

space

wyrick

east
edge

this
project

created
single-family
homes
to

up
to

residential
single-family
neighborhood

three

homes
that
would

located
in
the
bottom
corner

gateway

adjacent

outgrown
that

this
as

exciting
reuse
and
adaptation

with

choices

in

queue

developer
can
make
different
proposals

could
have

ranged
probably
a
lot
higher
in

density
level

applicant

gone

faster
