quarter
investment
report,

investment
objectives

terms
of
managing
our
investments.
The
policy
objectives
are
safety,
liquidity
and
yield
in
that
order.

quarterly
reports
are
available

the
public
online
they're
placed
on
the
committee,
agendas
quarterly
and
then
separately,
agendized
for
city
council
acceptance
and
approval,
so
the
total
the
portfolio
performance.
As
of
the
end
of
december,
the
size
was
about
2.2
billion
dollars.
Our
earned
interest
yield
was
85
basis,
points
average
days
to
maturity,
520
days
and
fiscal
year.
To
date,
income
realized
was
9.3
million
dollars
and
no
exceptions
to
the
policy.

the
investments
I
fund
this
you

see.
You

a
bulk
of
it-
is
sitting
in
the
general
fund,
5.568
million
dollars.

skipping
every
other
slide
on

general
fund
balance
did
increase
by
11.9
million
during
the
quarter,
as
I
said,
ending
just
under
500,
just
over
568
million
dollars
and
the
general
fund
balance,
usually
peaks
in
january
and
june,
because
that's
when
we
get
the
property
most
of
our
property
tax
money.

this
is
an
example.
This
slide
shows
the
cash
balances
on
a
quarterly
basis
between
the
largest
funds
in
the
portfolio,
and
you
can
see
that
the
general
fund
has
the
most
volatility
associated
with
the
spending
patterns
and
the
receipt
of
revenue.

We
also
do
some
benchmark
comparisons,
looking
at
the
city
portfolio
yield
and
compare
it
also
to
lake,
which
is
a
local
agency
investment
fund,
and
it
has
a
much
shorter
average
life
340
days.
So,
as
interest
rates
decline,
their
portfolio
earnings
slip
faster
as
interest
rates
rise,
their
portfolio
earnings,
increase
faster
and
then
the
the
bml
one
is
the
bank
of
america
merrill
lynch
it's
a
triple
a
corporate
and
government
index
and
their
their
yield
is
over
a
rolling
two-year
period
of
time.

So
our
investment
strategy
is
to
continue
matching
known
expenditures
with
suitable
investments
over
a
24-month
horizon.
We
extend
the
portfolio
beyond
that
two-year
period
when
appropriate,
to
provide
income
and
structure
the
portfolio.
We
also,
as
you
could
see,
have
a
diversification
in
the
portfolio,
but
as
always,
we
focus
on
the
core
objectives
of
safety,
liquidity
and
yield.

started
with
us
at
the
end
of
september
and
did
take
a
deep
dive
in
looking
at

investment
policy,
so
it's
always
good
to
have
fresh
eyes.
So
we
have
some
recommendations
to
the
policy
and
your
packet
is
a
memo
and
then
a
redline
version
of
the
investment
policy
that
will
go
to
council
on
the
15th
of
march.

planning
to
put
it
on
consent
unless
you
feel
that
it
should
be
not
on
the
consent
calendar
after
we
go
through
the
presentation
here.
So
the
first
first
slide
is,
as
the
policy
is
required
to
be
reviewed
annually,
and
then
we
submit
the
changes
to
the
committee
and
then
the
full
council
will
approve
them
and,
as
I
mentioned,
there's
a
redline
version
of
it
attached
to
the
staff
report.
So
the
policy
changes
are
kind
of
grouped
in
several
categories,
one
to
update
and
approve
or
clarify
language.

that's
to
clarify
the
authority
to
better
align
with
the
city
charter,
to
also
clarify
language.
To
improve
disclosure
requirements
for
financial
institutions
that
were
that
we
deal
with
and
then
also
to
standardize
and
update
the
language
for
authorized
investments.
Next
to
add
some
new
elements
for
additional
flexibility.
So
we
do
have
a
new
investment
category
for
joint
power
authority,
pools
that
will
increase
our
short-term
options
for
investing,
also
a
section
allowing
investments
in
negative
rates,
which
sounds
a
little
scary,
but
under
certain
market
conditions
those.

Unfortunately,
we
would
have
to
invest
in
that,
as
opposed
to
leaving
the
money
in
cash
overnight
with
the
bank,
so
those
those
changes
conform
with
the
changes
that
were
also
made
in
state
law
and
also
to
finally
to
improve
and
refine
the
policy
considerations.
So
we
expanded
the
language
for
social
responsibility.
So
it
includes
all
the
protected
categories,
as
in
the
city,
administrative
man,
policy,
manual
policy
1.1.1.

it
would
just
reference
that
so
it
includes
everything
and
then
to
make
permanent.
The
temporary
modification
on
the
weighted
average
maturity
to
two
and
a
half
years.
The
council
originally
approved
it
as
temporary
in
september
of
2020
through
july
of
2021
and
then
later
extended
it
through
july
of
2022,
and
the
policy
were
just
recommending
that
it
be
extended
on
a
permanent
basis.

as
I
mentioned,
the
recommendation
is
for
you
to
approve
the
policy
as
we've
amended
it
and
then
refer
it
to
the
full
council
at
the
15th
meeting.
As
I
mentioned,
we're
planning
to
put
on
consent
unless

a

overnight
investments,

option

happen

bank

risk

would
go
against
our
safety

principal
mandate

yield

third

the
least
worst
alternative,

still

a
negative
rate.

to
maybe
see
if
I
understood
it
correctly,
obviously
leaving
securities
in
the
bank

depending
on
what
that

potential
loss

there

that
there
may
be
instances
where,

they
were
invested

something

including
a
negative
rate
of

was

worse

a
21
increase
in
sexual
assaults
for
ucr
defined
rape
offenses
in
2021,
compared
to
the
four
years
prior
and
again,
I've
mentioned
this
in
several
of
my
last
bi-monthlies
over
the
last
year,
but
we
are
attributing
this
to
the
intersectionality
tool
that
we
implemented
at
the
beginning
of
2021
and
its
effectiveness,
and
when
we
drill
down
into
the
increases
across
the
board
in
the
next
slide,
you'll
also
see
that
we
have
that
very
specifically
attributed
so
for
the
gender-based
violence
response
and
strategy
work
plan
implementation
status.

completed

five

we

point
out

that
the
high-risk
response
team
was
funded
through
june
of
2022,
and
then
we've
requested
additional
funding
for
the
2022-2023
fiscal
year,
and
the
last
thing
is
the
last
yellow
box
there.
That's

expanded,
trauma-informed
care
to
reflect
patterns
of
stress
and
trauma
for
children
and
incorporate
survivor-centered
strategies.

special
victims
unit
created
an
incredible
video.
I've
actually
been
able
to
watch
it
ahead
of
time
and
it's
pretty
amazing
we're
going
to
be
putting
that
out
department
wide
and
requiring
all
department
members
to
watch
this
video.
So
it's
pending
that
distribution
department.
Why?
But
we
expect
that
we're
going
to
be
able
to
get
that
started
here
in
the
next
couple
weeks.

As
far
as
the
open
county-wide
report,
the
county-wide
items,
the
review
and
explore
recommendations
from
the
housing
presentation
was
completed
and
it
was
reported
out.
The
november
public
safety,
finance
and
strategic
support
committee
meeting
and
then
the
ethnic-based
agency
work
group
and
build
out
has
had
a
huge
jump
forward.
Lieutenant
jimenez
and
the
sexual
assault
investigations
unit
along
the
special
victims
unit.
Lieutenant
seymour
have
done
an
amazing
job
in
becoming
involved
with
this
they've
developed.

This
four
prong
strategy
to
work
with
the
billy
defrank,
lgbtq
plus
community
center
for
education
and
outreach
they're
working
with
the
vietnamese
community
they're,
placing
literature
in
bars
and
working
with
the
security
and
bouncer
staff
at
bars,
so
that
patrons
are
not
just
kicked
out
onto
the
street
when
they're,
intoxicated
and
then
they're
also
working
with
the
african-american
community
for
education
and
outreach.
So
it's
a
great
intersection
through
all
different
walks
of
life
here
at
jose
and
how
they're
reaching
out
to
all
different
aspects
of
the
community.

hoping
that
by
the
next
bi-monthly
update,
you'll,
see
a
red
check
there
and
we'll
be
able
to
check
off
the
sexual
assault
bill
of
rights
for
these
safe,
qualified
exams
and
exams
completed
september
december
2021
you'll
notice
that
this
is
a
longer
period,
it's
actually
september
through
december,
and
the
reason
for
that
is
that
there
is
no
bi-monthly
update
in
december
or
january,
so
we
covered
the
entire
period.
That's
why
you
see
the
numbers
that
are
significantly
higher
than
my
last
bi-monthly
for
adults.

We
had
84
qualified,
safe
exams
and
nine
qualified
for
juveniles
of
the
93
individuals
who
qualified
for
exams
53
move
forward
with
the
exam,
and
now
I'm
going
to
touch
on
the
use
of
firearms
during
domestic
violence
incidents.
This
was
brought
to
us.
We
were
asked
to
report
back
on
this
in
the
fall,
and
so
we
scheduled
to
bring
it
out
to
this
public
safety
meeting.

did
a
calendar
year,
analysis
of
firearms
used
in
domestic
violence
incidents
and,
as
you
can
see
from
the
chart
that
we
were
able
to
discern
that
of
all
the
2
900,
I
think
it's
86
total
domestic
violence
incidents
in
2021
firearms
were
used
in
four
robberies:
domestic
violence
related
robberies,
which
would
be
something
that
can
of
the
subject
stealing
the
survivor's
phone.
You
know
that
kind
of
thing
or
taking
their
property
and
then
by
force
or
fear,
that's
the
robbery,
part
of
it
or
an
aggravated
assault.

good
update

I
just
received
literally
an
hour

The
redistricting
rfp
is
currently
in
its
final
stage.
It's
been.
The
final
draft
is
made
and
it's
with
the
stakeholders
for
their
final
input.

will
be

These
dates

you
see
on
here,
they're
all
going
to
change
as
soon
as
we're
able
to
select
a
vendor,

going

be

found

the
corruption
that's
going
on

other
corruption

that
our
public
comment
is
not
being
recorded
in
the
minutes,

maybe
it

paul
soto

him
he
only
talks.
The
truth-
and
so
you
know
that's
the
problem,

the
police
getting
back

the

a

police

that
they

overtime
to

the
medical
care,

mental
health
care,
it's
overtime
budget.

husband
said:
oh,

because
it's

dangerous,

I
didn't
like
him
getting
overtime
that
that
that
is
what
we've
been
talking
about.
Reimagining
police
was
all
about
the
mental
health
part,
and
so
we
need
to
not
be
paying.
We
shouldn't
be
paying
overtime.
We
need
to
be
that,
for
that
I'm
perfect
on
on
target
is
about
finance
and
police.

needs
to
be
a
criteria.
This
is
reimagining
police,
which
is
caring.
We
need
a
caring
world,
and
that
is
what
you
know.

need

do
in
terms
of
you

polluting,
because
we
don't
care
about
each
other

destroying

other's
health

that's
public
safety
is
stopping

redistricting
there'd

more
overnight
patrols

southern
division,

is

largest
division

department

least
amount
of
people,

if

there's
plenty
of
time
for
that,
but
there's
never
seems
to
be
enough
money
or
coverage
for
overnight
when
the
cars
get
stolen,
the
license
plate
gets
stolen.

gets
stolen.

money
right

you
guys
need
to
get
on
that

we
have
thought
in

past,

jose
police
department

these
monthly
reports.
They
have
a
way
to
really
try
to
lessen
the
statistical
data
they
present
when
things
are
happening.

Sometimes
that's
like
helpful
and
it's
honest,
and
sometimes
it's
just
a
little
too
soft,
and
I
always
hope
that
when
this
happens
that
our
council
persons
can
know
how
to
draw
out
and
better
ask
about
these
items
and
to
continue
to
ask
about
these
items
of
public
comment
time.
I
know
it
was
reported
at
the
vta
that
aggravated
assaults
and
assaults
are
down
over
the
past
year.
That's
a
very
hopeful
sign
and
assaults
on
police
office
on
bus
drivers
are
also
down.

the

threat
of
felony
arrests
is
up
around
vta
transit
stations
and
issues
so
they're
using
that
sort
of
strategy.
It's
a
good
short-term
strategy.

don't
know
how
do
we
address
that
for
the
long
term?

about

and
obviously
the
relevance
of
working
on
the
gun,
issues
that
we're
trying
to
address
domestic
violence
and
counseling

hit

we

our

been

substantial
increase
in
people
dying

the
streets

san
jose

doesn't
seem
to
be
at
times
there's

lot
of
discussion
about
it,
but
it
can't
be
the
police
can't
be
everywhere,
and
people
us,
the
citizens
and
police
are
citizens
too.

forget

citizens
too,
so
we're
actually
all

same
boat,
and

don't

really
any
answers.

just
that
people
do
not
feel
heard

all
feel
heard

all,

think
that
is
something

help
if
we
could
address
that
that
people

understand

the
statistics
represent
live
human
beings

lives
have
been
disrupted
due

nothing

with
the

none

that

in

we

was

pulled
all
the

in

used
the
ucr

rape
and
you'll

as
the

line

that
encompasses

those

things
that
I
just
showed
you
and
firearms
were
not
used

any

them

work

best,

and
provide

best

very
skim
police
force,

so

we

account
that
to
great
training,
good
leadership,
but
the
absence
of
firearms.

don't
know
what
to
account
that
to
because
we're
not
we're
not
exempted
from

violence
and
the
other
kind
of
violence
that
we
see
all
right.
So
those
are
my
questions.
I
also
just
wanted
to
thank
you
for
the
for
the
implementation
of
the
bill
of
rights.

trauma,

training

complete,

15
percent
left.

vigilant
parent
trainings

our
city

just
absolutely
fabulous.

like
to
request
them
for
my
district,

I
know
that

this

kids

just
spending
much
more
time
as
we
are,
I
think,
we're
in
a
competition.

parents
are
spending
more
time
on
on
devices
than
children
at
this
point
and
then
that
so
lastly,
I
just
wanted
to
say,
because
that
there
was
a
comment
earlier
about
catalytic
converters
and
those
those
crimes
that
impact
our
community,
and
I
had
somebody,
mr
wynn,
who
passed
away
in
the
transmission
of
that
crime
and
which
was
very
you
know
he
left
a
family
behind
and-
and
it
was
just
a
senseless,
every
crime
to
me
is
senseless,
but
that
absolutely
just
really
impacted
our
community,
and
so
captain
traitor
has
been
working
to
have
this
catalytic
etch
and
protect
program
in
honor
of
of
mr
winn,
and
I
know
chief
mata
you're
involved
with
donahue
as
well
and
and
the
folks
who've
been
part
part
of
this
in
in
a
way
to
honor
mr
nguyen
and
to
make
this
a
a
crime.

That's
less
appealing
for
for
criminals
is
is,
is
really
great
work
to
me
in
honoring
our
community.
This
way
I've
got
to
tell
you
we
had
our
catalytic
converter,
also
stolen.
I
think
I've
shared
that
with
you.
We

the
same
thing
in
that
we
went
outside
and
we're
like.

going

but
of
course
the
people
were
ready
and
had

engage

them

that

my
district

throughout
the

city

method

incident

reporting
system,

neighbors.

expected

july
first,

telling

now
just
because
I
want
to
get
you
used
to
it
and
get
the
idea
that
our
our
stats
are
gonna
change,
neighbors,
captures
details
on
every
single
crime
incident
and
as
well
as
the
separate
incidents
within
the
same
incident,
so
it'll
include
information
on
victims,
known
offenders,
relationships
between
victims
and
offenders,
that
kind
of
thing,
and
so
we
switched
to
them.

Chair
actually
that
creates
a
question
for
me,
because
I
know
that
I've
been
wondering
about
the
the
residents
of
the
perpetrators
and
survivors
of
sexual
assault,
especially
with
children
under
the
age
of
12,
because
I
suspect
that
they're
living
in
the
same
home.
We
know
that
typically,
it's
somebody
they
already
know.
But
I
think
this
is.

This
is
a
an
item
that
we
couldn't
really
capture,
and
I
want
to
make
sure
that
our
survivors
have
the
right
type
of
resource
and
if
it's
housing
that
prevents
them
from
from
seeing
that
perpetrator
being
within
that
environment
of
that
perpetrator,
then
then
we
need
to
make
sure
that
we
have
the
resources
and
refer
them
into
the
right
systems
to
get
them
housing
options,
as
well
as
intimate
partner
violence
for
adults.
But
but
is
that
something
that
we'll
be
able
to
capture
or
to
see
not
to
capture
but
to
actually
see.
