A
C
Let's
get
the
joint
meeting
for
the
rules
and
open
government
committee
and
committee
of
the
whole:
let's
call
it
to
order
and
tony
if
we
can
have
a
roll
call.
Please.
D
C
C
C
18
going
back
to
17
item
8.1.
C
C
A
C
That's
it's
now,
you're
good,
go
ahead.
A
Sweet
jesus-
I
just
got
it
on
time-
hi
everybody
long
time
no
see.
I
just
wanted
to
ask
for
a
time
certain,
not
a
not
before,
but
an
actual
time
certain
of
four
o'clock.
A
A
So
if
we
could
have
a
time
certain
of
four
o'clock,
that
would
be
awesome.
That's
pretty
much
all
I
have
to
say
thank
you.
C
F
Yes
hi,
my
name
is
claire
courtney
and
I
am
an
organizer
with
ufcw
local
five,
and
I
also
I
hope
this
is
the
correct
moment
to
be
speaking
on
the
agenda
item
in
regards
to
a
resolution
and
in
support
of
the
drivers
at
imperfect
foods.
F
C
C
You
got
it
thanks,
claire
all
right,
bringing
it
back
to
the
committee
and
council
member
perales
go
ahead.
C
Okay
and
councilmember
falls.
Can
you
repeat
that
you,
at
least
on
my
end,
it
cut
out
part
of
what
you
said?
Can
you
repeat
that
please.
G
Sorry
yeah
that
was
just
to
accept
the
agenda
for.
I
The
may
18th
counter
and
have
a.
H
Time,
certain
of
4
p.m,
for
the
sanctuary
family.
C
Great,
thank
you,
and
we
got
a
second
and
council
member
cohen.
Go
ahead.
J
Might
want
to
put
a
time
certain
on
the
solid
waste
rates
as
well.
C
C
D
I
think
doing
two
items
that
are
both
times.
Certain
are
always
really
tough.
If
the
committee
wanted
to,
you
could
certainly
recommend
that
6.1
not
be
heard
before
a
certain
time.
You
know,
sometime
after
four
o'clock,
say
after
the
other
item,
so
that
more
people
can
participate,
but
I
would
recommend
against
two-time
servants.
C
C
C
All
right
awesome,
all
right,
so
it's
been
moved
second
modified
and
approved.
So
tony,
let's,
let's
vote.
B
C
C
C
C
K
F
D
Do
you
have,
I
think
you
have
enough
until
three
o'clock,
we
don't
have
a
3.1
plan
and
some
of
the
other
ones
on
the
agenda
are
quite
technical,
but
I
I
believe
you
have
enough
to
make
it
to
three
o'clock.
Yes,.
C
Okay.
Well
then,
if
the
maker
of
the
motion
wants
to
make
that
item
not
before
three.
C
C
E
E
I'd
also
like
to
say
to
you
that
I
was
selected
to
be
one
of
the
interviewees
for
the
top
cities
project.
The
two
cities
are
minneapolis
and
san
jose
and
members
of
the
community
were
interviewed
on
the
quote
looming
eviction
cliff
unquote
and
I
was
asked
how
many
evictions
were
going
to
take
place
in
mobile
home
parks,
and
I
told
the
google
intern
who
was
interviewing
me.
I
have
absolutely
no
idea
and
she
was
shocked.
E
E
D
C
Okay
on
to
the
consent
calendar
going
to
public
comments,
I
don't
see
any
hands
raised.
L
C
All
right,
tony.
A
Jones,
yes,
thank
you.
C
All
right
on
to
the
monthly
report
of
activities
for
april
2021,
the
city,
otter,
joe,
go
ahead.
Good.
B
Afternoon
vice
mayor
and
council
members,
for
you
is
our
monthly
reward
activities
for
april
of
2021.
I
ask
you
to
approve
the
otter's
monthly
report
of
activities
included
in
the
activities
is
our
status
of
all
of
our.
D
B
D
C
L
L
Hello
council
hope
you're
doing
well.
My
name
is
paula
escobar
and
I'm
currently
a
high
school
junior
here
in
eastside
san
jose
evergreen
valley,
high
school.
I
am
here
today
in
order
to
show
my
support
for
the
youth
bill
of
rights
which
the
san
jose
youth
commission
has
worked
tirelessly
for
the
past
months
to
create
and
make
sure
that
we
cover
a
lot
of
ground
on
this.
L
I
really
recommend
this
being
passed
because
as
youth
we
deserve
to
have
a
space
and
we
deserve
to
have
our
rights
protected
under
the
city,
and
I
hope
that
this
measure
really
brings
a
lot
of
president
for
more
resources
and
more
opportunities
specifically
dedicated
towards
youth.
As
young
people.
We
don't
have
the
right
to
vote.
L
In
addition
to
this,
we
cover
a
lot
of
grounds
in
this
youth
bill
of
rights
covering
topics
such
as
food
insecurity
and
the
need
for
youth
housing,
and
so
I
really
urge
you
all
to
support
this,
and
I
really
hope
to
hear
more
from
the
city
council
in
terms
of
upholding
the
values
on
enlisted
in
the
bill
of
rights.
Thank
you.
K
Arenas,
thank
you
vice
mayor,
and
so
I
I
think
our
youth
commissioner
for
district
8
said
it
all
and
and
said
it
very
well.
This
is
really
our
youth
asking
to
be
heard
and
in
a
way
that
legitimizes
all
of
their
all
of
their
concerns
and
asks
for
an
accountability
from
the
city
of
san
jose
to
produce
better
and
clear
goals
for
for
our
youth
and
wants
from
them.
So,
as
you
heard,
let
me
talk
about
the
bill
of
rights
for
children
youth
last
week.
K
This
is
something
that
was
approved
in
2010,
so
it's
not
new
to
the
city
of
san
jose,
although
what
we're
asking
for
that
is
new
is
for
us
to
figure
out
how
is
the
city
doing
in
terms
of
metrics?
We
don't
have
any
metrics
to
measure
how
we're
doing,
and
so
there
is
a
an
annual
report
card.
If
you
will
that's
produced
by
kids
in
common.
K
Many
of
you
have
seen
it
if
you
participate
in
this.
The
mayor's
gang
task
force
policy
committee
and
you've
seen
how
our
children
have
fared
in
this
last
year.
Have
they
fared
for
for
years
before,
and
so
part
of
that
part
of
that
report
card
allows
us
to
understand
some
of
the
gaps
that
are
missing.
What
are
we
doing
well
and
what
do
we
need
to
do
or
improve
in
order
to
meet
that
gap
and
many
times
in
that
report
card?
K
There's
a
a
factor
that
relates
to
ethnicity
and
race,
and
so
we
also
need
to
take
that
into
account
in
order
to
better
serve
our
children.
So
what
I'm
asking
for
is
an
audit
that
reviews
our
adherence
to
the
bill
of
rights
and
really
has
a
clear
review
of
what
we're
doing
that,
implements
that
and
and
through
that
audit,
that
we
would
bring
some
recommendations
that
would
help
further
adhere
to
the
bill
of
rights.
K
K
Since
they
have
been
doing
this
for
the
whole
county,
not
just
for
one
city,
they
have
been
providing
a
report
card
for
the
whole
county
in
terms
of
how
our
children
are
faring,
but
I
think
we
need
to
slice
that
up
a
little
bit
more
and
see
how
our
youth
in
san
jose
are
doing
and
how
they're
faring,
and
so
I
hope
that
we
can
get
this
approved.
K
I
think
you
might
have
seen
from
dana
buddit,
who
is
the
ceo
of
kids
in
common
and
submitted
a
a
support
letter
as
well
as
opportunity,
youth
partnership,
and
they
have
submitted
a
letter,
and
I
just
want
to
read
a
portion
of
this,
because
I
think
it
describes
very
well
in
terms
of
the
concerns
of
not
having
a
system
that
responds
to
the
bill
of
rights.
K
I
do
believe
it
is
important
to
we
work
to
align
programs
at
a
much
deeper
level
in
pursuit
of
opportunity,
ecosystem
for
all
youth
and
young
adults
and
as
we
move
beyond
covet,
but
also
reflecting
issues
that
exist
before
I'm
concerned
that
we're
readying
ourselves
to
design
more
one-off
unintegrated
programs
that
aren't
built
to
respond
to
the
complexities
of
the
lives
of
low-resource,
black
and
brown,
youth
and
young
adults.
K
B
C
Great
and
joe,
I
don't
know
if
you
have
any
input
that
you'd
like
to
make
at
this
time.
B
So
no
so
thank
you
councilmember
for
the
for
the
request,
so
we're
in
the
process
of
beginning
to
look
look
at
our
current
work
plan.
B
So
it's
obviously
the
the
the
report
when
we
complete
the
audit
would
go
to
nse
and
the
question
about
the
annual
report
on
implementation.
I'm
assuming
that
that
second
part,
the
annual
report
is
the
administration.
I
just
want
to
make
sure
that
that
is
clear
in
the
motion,
because
that's
not
necessarily
our
role
to
report
out
on
an
annual
basis,
so
just
makes
clear.
That's
part
of
the
motion.
So
it's
clear.
K
Yes,
and
and
thank
you
joe
yes,
this
is
for
administration,
and
this
is
for
the
follow-up
to
that.
Thank
you.
D
C
Okay
on
to
the
next
item,
the
hybrid
public
meetings
and
I'm
gonna
go
to
the
public
first
and
I
don't
see
any
hands
raised
so
before
I
bring
it
back
to
the
committee.
I
wanted
to
ask
tony
to
provide
her
assessment
of
this
memo
and
get
her
feedback.
A
I've
already
been
working
with
this
is
a
multi-department
response
for,
and
we've
already
been
working
on
it
for
the
past
couple
of
months.
Public
works
I.t
pr
s
may
need
to
get
involved
when
we
look
at
moving
outside
of
council
chambers
and
into
community
centers
and
libraries,
but
this
is
something
we've
already
been
working
on.
We
we
plan
to
have
a
response
for
for
the
council.
In
june,
we
had
a
meeting
on
monday
about
it.
A
There
are
technology
limitations
right
now,
speaking
with
one
of
the
public
works,
people
like
going
back
into
the
council
chambers
right
now
is
not
feasible.
We
need
to
return
to
the
committee
rooms,
but
we're
just
working
on
getting
us
back
into
the
hybrid
mode
for
for
august
by
unanticipated
costs,
we're
we're
still
looking
at
like
interpreters.
A
We
may
need
to
get
four
interpreters
per
language,
two
for
zoom
two
for
in
person.
Those
are
things
that
we're
still
working
out.
So
I
appreciate
having
this
list
we're
going
through
it
and
we'll
have
we're
prepared
to
have
a
response
in
june.
C
Great,
thank
you
tony.
So
I'm
gonna
bring
it
back
to
the
committee,
but
before
because
problems
before
you
go,
I
know
that
council
member
man
mayhem
wanted
to
speak
to
this,
and
I
see
mason
has
his
hand
raised.
Is
he
representing
the
council
office
so
basically
go
ahead
and
go
ahead?.
J
Great,
thank
you
honorable
vice
mayor
and
council
members.
For
the
time.
Unfortunately,
councilmember
mayhem
has
a
scheduling
conflict,
so
he
sends
his
best
wishes.
Wanted
me
to
speak
on
his
behalf.
I'm
his
legislative
director
and
we
first
off
want
to
thank
mayor
licardo
vice
mayor
jones
and
council
members
menace
and
foley
for
their
sponsorship
of
this
memo.
Really,
as
as
our
city
city
clerk,
has
worked
closely
with
us
on
this
memo
and
city
staff,
kip
harkness
et
etc.
J
Is
this
is
really
just
to
request
a
formal
update
at
the
june
2021
covet
19
update
to
talk
about
what
is
the
plan,
and
we
know
that
there's
state
legislation
ab339
sponsored
by
our
local
assembly
member
lee,
but
is
currently
still
being
voted
on
in
the
assembly
committee
on
appropriations.
J
So
we
don't
know
what
the
landscape
looks
like
in
terms
of
passed
down
requirements
from
the
state,
so
that
would
be
a
part
of
what
may
be
come
to
fruition
as
information
for
the
council
that
there
are
various
nuances
as
iterated
as
examples
in
the
memorandum
of
you
know,
how
will
it
work?
J
Do
we
as
a
council,
want
to
allow
certain
members
to
participate
remotely,
while
others
are
in
person
once
we
do
have
in-person
meetings?
It's
just
to
have
that
forthcoming
conversation
earlier
rather
than
later,
so
that
we
can
start
to
think
about
that,
and
so
I
I'm
happy
to
answer
any
questions
that
might
be
of
the
spirit
of
the
memo.
I
can't
speak
on
behalf
of
the
council
member
directly
but
happy
to
answer
any
questions
that
might
be
a
concern
in
this
memorandum.
Thank
you.
G
Yeah,
thank
you.
I
I
support
this
I'll
be
making
a
motion
to
do
so.
I
just
wanted
to
add
into
the
mix
something
I
brought
up
at
a
couple
rules
meetings
ago
that
if
we
are
to
continue
utilizing
zoom,
I
think
there's
other
lessons
that
we
could
learn.
I
brought
forward
some
recommendations.
G
Last
year
over
the
summer,
where
our
clerk's
office
and
between
the
clerk's
office,
the
mayor's
team
they
were
able
to
just
implement,
I
think
some
best
practices
on
on
how
we
can
make
it
easier
for
people
to
to
be
able
to
participate
by
zoom
and
know
what
we're
doing
follow
along
and
the
the
latest
one
which
it's
quite
comedy.
If
you
want
to
follow.
G
But
when
we're
taking
our
roll
call
votes,
there
are
all
sorts
of
jibber
jabber
that
gets
transcribed
in
the
transcriptions
below,
and
I
think
that
you
know
if
we're
going
to
continue
that
and
make
these
meetings
accessible
to
people
that
are
going
to
participate
by
zoom
and
that
are
did
I
freeze
my
computer,
my
computer
blacked
out
for
a
second,
but
it's
back
so
if
we're
going
to
continue
to
participate
in
this
way,
and
especially
utilize,
the
the
transcriptions,
I
think
we
should
consider
how
we
we
do
so
in
a
way
that
makes
it
where
people
can
actually
understand
what
it
is
that
we're
doing,
especially
on
one
of
the
most
important
parts
of
each
item,
which
is
the
vote
and
right
now,
it's
it's
near
impossible
to
be
able
to
comprehend
what
it
is
that
you
know
we're
doing
when
it
comes
to
a
vote
or
even
who
is
voting.
G
So
that
was
it
if
we
can
add
that
into
that
mix
of
this
conversation,
I
I
I'll
make
a
motion
to
approve
this
item.
Moving
forward.
C
K
I
I
appreciate
the
the
memo
and
I'll
support
it.
I
I
really
want
us
to
have
a
consideration
for
parents.
K
K
Some
of
the
child
care
responsibilities
fall
to
women
a
little
more
than
than
I
care
to
mention,
but
that's
the
reality,
and
so
I
want
to
make
sure
that
that
that
also
fits
to
our
work
and
parents
and
that
to
take
in
consideration
also
the
start
of
the
school
schedule,
and
so,
if
we're
going
to
enact
something
that
it
also
is
complementary
to
some
of
this
overall
to
what
the
school
schedules
will
be.
As
I
don't
know,
if
some
of
them
be
a
little
different
this
upcoming
year,
great.
C
Thank
you
for
that
input.
That's
all
the
hands
I
see
reyes,
so
tony.
B
D
C
F
Great,
thank
you
so
much.
My
name
is
claire
courtney.
I'm
an
organizer
with
ufcw
local
5
and
I've
had
the
privilege
to
work
alongside
imperfect
foods,
drivers
throughout
the
bay
area
and
those
concentrated
in
san
jose
for
the
last
few
months
as
they
tirelessly
fought
to
organize
and
unionize
their
workplace,
and
they
have.
They
have
been
successful.
They
won
their
union
election
and
we
are
so
excited
to
be
moving
on
to
the
next
part
of
our
campaign,
which
is
negotiating
for
a
fair
and
hopefully
reach
this
contract
as
soon
as
possible.
F
They
are
essential
workers
and
we're
up
against
a
pretty
intense
anti-union
campaign
and
some
union
busting
throughout
the
election
process.
So
we're
looking
to
cities
to
stand
in
solidarity
with
them
and
recognize
their
right
to
organize
and
their
right
to
a
fair
contract.
F
H
I
worked
alongside
claire
during
the
organizing
campaign
for
the
imperfect
food
drivers
and
I
just
you
know
I
want
to
you
know
kind
of
reiterate
what
clarence
said
the
during
our
campaign,
the
drivers
really
vocalized
how
there
was
they
were
being
fed
a
lot
of
lip
service
about
being
essential
workers
and
providing
all
this
care
and
services
to
the
community
during
the
pandemic,
while
the
company
was
cutting
their
hours
and
giving
false
promises
of
potential
raises
in
the
future
for
potential
bonuses
in
the
future,
and
also
just
wanted
to
point
out
that
the
company
had
challenged
the
results
of
the
election
to
the
nlrb
and
last
friday
those
objections
were
thrown
out
when
no
evidence
was
provided
to
substantiate
any
of
the
claims
that
they
made
they.
H
They
showed
up
in
front
of
the
judge,
with
nothing
in
hand
and
are
clearly
trying
to
use
these
delay
tactics
that
they'll
continue
to
use
during
our
negotiations.
So
the
support
of
the
city
council
will
do
wonders
to
just
incentivize
the
company
to
come
to
the
table
and
negotiate
in
good
faith
with
us.
Thank
you.
C
Thank
you,
john.
I
Thank
you
for
the
opportunity
to
speak.
My
name
is
john
gomez.
I
am
also
a
organizer
with
ufcw
local
five.
I
did
want
to
call
in
today
and
speak
in
support
of
the
resolution.
You
know,
as
was
mentioned
before
by
my
colleagues.
You
know
these
imperfect
food
drivers,
you
know,
have
have
been
pretty
pretty
essential.
They're
they're
important
workers,
a
lot
of
them
based
right
there
in
san
jose.
I
You
know
serving
the
the
community
of
san
jose.
So
I
I
did
speak
in
support
of
this
resolution
and
asked
that
the
council,
you
know,
stand
in
solidarity
with
imperfect
foods
and
you
know
encourage
imperfect
food
management
to
negotiate
a
fair
contract.
Thank
you.
C
Thank
you.
That's
all
the
public
comments
bringing
it
back
to
the
committee
and
I
see
a
council
member
jimenez.
You
have
your
hand
up
to
speak
to
this
item,
so
go
ahead.
M
Yes,
sir,
thank
you.
I'm
gonna
continue
on
with
the
jibber
jabber,
but
let
me
just
share
it.
Obviously,
some
of
what
I
was
going
to
share
has
already
been
shared,
but
I'll
just
reiterate
some
of
what
was
stated
by
some
of
the
the
folks
supporting
the
workers.
You
know
we
submitted
this
resolution.
I
think
at
that
time
the
imperfect
foods
was
challenging
the
election,
but
fortunately,
as
was
mentioned
this
past
friday,
the
imperfect
foods
election
to
unionize
was
certified
and
objections
to
that
april.
M
Vote
by
the
company
were
overruled
by
the
national
labor
relations
board
and,
in
spite
of
the
delay,
tactics
and
strong
opposition,
as
you
heard
from
some
of
the
folks
working
with
the
with
the
workers,
it
was
a
success
for
for
the
folks
that
have
voted
and
chose
to
form
a
union.
Now,
it's
great
news,
it's
a
step
in
the
right
direction,
but
there's
still
more
work
to
be
done
to
obtain
a
fair
contract,
and
that
is
the
next
sort
of
space
in
which
this
is
moving
forward.
M
Unfortunately,
based
on
all
the
conversations
I've
had
that
imperfect
foods
has
really
shown
to
be
anti-union
and
anti-worker
to
a
certain
extent,
they
fought
tooth
and
nail
to
delay
an
attempt
to
over
turn
a
legitimate
held
election
and
really,
in
my
mind,
that
shows
that
they're
not
likely
to
enter
contract
negotiations
in
good
faith,
and
so
given
the
precedent
set
by
this
company,
I
I
would
still
like
to
move
the
the
memo
put
forward
by
council
member
perales
and
I
with
a
slight
modification
in
the
direction
it
says
to
adopt.
M
The
resolution
or
a
resolution
should
support
the
rights
of
workers
and
imperfect
foods,
we'll
go
ahead
and
strike
the
unionized
and
words
and
just
put
leave
in
the
rights
of
workers
at
imperfect
foods
to
negotiate
a
fair
contract.
Given
that
that's
the
this
step,
they're
in
so
with
that
I'll
stop
talking,
if
you
guys
have
any
questions,
but
hopefully
you
can
see
your
way
to
supporting
this.
M
Really,
it's
just
a
a
formal
way.
I
guess
of
the
council
just
standing
up
for
some
of
the
folks
that
are
seeking.
You
know
to
be
recognized
as
a
union
and
yeah.
That's
it.
Thank
you.
C
C
C
I
don't
see
other
hands.
I
just
have
a
couple
of
questions
and
I'm
glad
that
you
clarified
councilmember
hermes
about
the
whole
issue
around
forming
a
union,
because
I
mean
that
was
our
legal
right
to
do
that
and
I
was
uncertain
in
terms
of
exactly
what
we
were
trying
to
do.
C
Some
of
the
speakers
commented
on
this
would
incentivize
imperfect
foods
to
to
come
to
the
table
and
negotiate,
and
I'm
just
trying
to
understand
how
our
past
in
this
resolution
is
gonna,
cause
that
action
and
council
member
reminisce
of
paralysis
yeah
either
one
of
you
can
hopefully
do
it.
C
C
M
I
didn't
use
that
language.
I
think
that
may
be
the
the
idea
from
some
folks,
and
they
may-
I
imagine,
maybe
hold
this
up
as
as
having
support
from
the
leaders
of
the
san
jose
community
right,
and
so
that's
really
what
this
does
in
my
mind.
It
just
shows
that
we're
supportive
of
the
workers
to
to
to
exercise
their
right
to
have
this
vote
and
to
move
forward
in
negotiating
a
fair
contract.
M
So
I'm
not
quite
sure
how
how
you
know
that's
done
as
it
relates
to
some
of
their
comments,
but
that,
I
think,
is
the
spirit
of
it.
It
just
shows
that
the
leaders
of
the
city,
which
are
all
of
you
and
everyone
else,
that's
in
the
role
that
we're
in
that
we're
in
support
of
them
exercising
the
right.
C
Right,
I
appreciate
that
I
just
the
reason
why
I
brought
it
up
is
you
know
I
wanted
to
set
expectations,
because
that
this
is
more
symbolic
than
actually
a
tool
to
to
advance
their
goals
and
objectives,
so
I
just
wanted
to
just
make
sure
that
everybody
was
level
set
on
that.
M
Yeah-
and
I
appreciate
that
clarification,
I
suspect
some
of
the
folks
that
you
heard
from
you
know,
even
though
they
use
that
language,
I
think
they
they
have
a
firm
understanding
that
this
is
symbolic
in
nature.
You
know
we
have
certainly
have
no
control
over
imperfect
foods
or
anything
like
that,
but
I
think
it's
still
an
important
act,
symbolic
or
not
right
for
us
to
just
take
and
show
solidarity.
C
C
Okay
on
to
an
update
to
the
january
to
june
2021
neighborhood
services
and
education
committee
work
plan,
I'm
going
to
go
to
the
public
first
to
see.
If
I
have
any
public
comments-
and
I
don't
see
any
so
bring
it
back
to
the
committee.
K
C
E
E
I
hope
you
all
saw
it
aging
ill
call
herd,
immunity,
essential
and
it
outlines
some
san
jose
residents
who
have
severe
autoimmune
diseases
that
impact
them,
and
some
of
them
aren't
aren't
even
going
to
be
able
to
take
the
so-called
vaccine,
which
is
not
a
vaccine,
it's
a
shot.
So
I
encourage
you
strongly
to
let
commissioners
with
medical
needs
attend
remotely
so
that
the
disabled
are
represented
on
these
commissions.
Otherwise
there
is
a
whole
bunch
of
people
who
are
not
going
to
be
able
to
continue
serving
their
their
community.
Thank
you.
D
F
C
But
thanks
for
keeping
me
keep
me
honest,
though
lee
I'm
not
above
skipping.
It,
though
so.
Thank
you
all
right,
and
so
we
have
no
more
public
comments.
This
meme
is.
