Agenda https://sanjose.legistar.com/View.ashx?M=A&ID=712210&GUID=D2DFBB51-8BB9-4759-95B6-CCACCDEF4CA8
A
All
right
well
jump
in
since
we
have
a
small
group
but
a
quorum,
so
welcome
everyone
to
the
joint
meeting
for
rules
and
open
government
committee
and
community
the
hole
for
Wednesday
March,
4th
I'm
joined
by
councilmember,
chemists
and
council
member
Davis.
So
we
have
a
quorum.
We'll
begin
with
a
review
of
the
final
agenda
from
March
10th
and
we'll
ask
there
any
changes.

A
A
A
Yep
understood,
okay,
so
I
guess
what
I
would
suggest
for
the
community
considers
that
we
would
put
this
right
immediately
after
the
mobile
home
item,
because
I
know
we're
going
to
have
oh
gosh
I
guess
you
got
countervailing
concerns
with
both.
You
have
a
lot
of
seniors
that
may
be
coming
out
from
the
mobile
home
item.
I,
don't
know
which
one
you're
gonna
have
more
people
on.
That's
the
problem.
Do
you
have
these
speakers.
A

E
A
Right
all
in
favor,
okay,
we're
on
to
the
Bay
Area
News
group's
public
record
X,
request
and
I
see
the
Burt
Robinson
is
here
Burt.
If
I
could
just
ask
you
to
fill
out
a
card
whenever
you're
done
speaking,
would
you
like
to
speak
first,
okay,
great,
so
Mary
just
want
to
make
sure?
Oh,
let
me
let
me
check
in
with
Ed
about
the.
B
Process
you
know
this.
This
discussion
is
simply
whether
to
direct
the
staff
or
whether
to
direct
the
staff
to
agendize
this
for
next
rules.
Committee
yeah
I
was
the
original
one.
I
see
that
the
city
manager
has
has
issued
out,
or
the
police
chief
has
issued
out
a
memo.
I
guess
addressing
some
of
the
questions.
So
the
rules
committee
shouldn't
have
a
full
discussion
of
the
item.
The
question
is:
does
the
Rules
Committee
wanna
direct
that
this
item
come
back
in
light
of
the
fact
that
there's
a
memo
out
address
the
issues?
B
A
E
C
B
So
and
yeah
it's
kind
of
losing,
so
you
can
talk
about
the
items
in
the
you
can
talk
about
the
items
in
the
memo
to
determine
whether
or
not
they're
sufficient
for
you
guys
to
come
back
next
week.
But
you
can't
give
direction
with
regard
to
anything
in
the
memo
because
that's
not
set
for
the
discussion.
B
Can
have
a
discussion
of
the
item
and
clearly
because
you
have
to
determine
whether
or
not
you
still
want
to
direct
the
city
manager
to
come
back
next
week
with
any
additional
information.
It
may
be
that
the
information
you
have
is
sufficient,
so
you
don't
need
to
direct
them
to
come
back
next
week.
A
A
B
A
B
A
I
can't
direct
anyone
to
do
anything
by
memo.
I
can
only
have
a
I,
can
only
have
a
committee
or
a
council
for
the
media,
and
they
could
then
determine
at
that
time
whether
this
was
a
case
that
should
be
prioritized
and
release
or
not
or
alternatively,
through
some
conversation
there
could
be
some
priority
of
cases
set.
F
Here
in
front
of
the
committee
to
speak
on
this
matter,
we're
just
having
a
little
bit
of
scheduling
issues
with
the
fact
that
he's
in
New
York
next
Wednesday.
So
if
we're
going
to,
if
we're
gonna
want
to
have
the
chief
here
for
this
conversation,
I
just
need
to
discuss
some
availability
issues.
Well,.
A
Look
at
whether
she's
here
or
not
or
if
he
wants
to
be
on
speakerphone,
that's
fine
with
me,
but
we've
got
a
department
with
many
deputy
chiefs.
We've
got
a
city
manager's
office.
We've
got
plenty
of
people
in
positions
of
authority.
You
can
speak
on
this
issue,
but
the
chief
wants
to
be
here
virtually
or
have
somebody
stand
in
for
him
as
finally,
but
we've
gotta
get
moving
yeah.
C
A
F
F
So
it's
not
as
simple
as
a
finding
replace
and
that's
in
that
first
case.
I
think
I
spoke
to
in
the
memo
that
that
first
case
really
was
our
first
case
and
we
were
still
developing
procedures
and
and
how
long
it
would
take
us
to
do
things
so
know
that
that
first
case
wasn't
simple
for
us
we're
getting
better.
But
that's
a
long
answer
to
a
short
question.
So.
E
F
A
lot
of
difference
throughout
the
different
organizations
in
the
state
of
California
what
they're
actually
releasing
so
I,
don't
know
each
organization
what
they're
releasing,
but
some
organizations
are
releasing
just
the
crime
report,
but
not
the
photographs
and
not
the
video
and
not
the
audio.
And
so,
when
you
release
just
portions
of
it,
you
can
release
portions
of
a
lot
of
cases,
but
you
still
haven't
released
the
entirety
of
each
of
those
cases.
A
C
B
C
B
A
These
issues
have
been
raised
that
they're,
not
new.
Everybody,
knew
these
issues
and
I've
had
this
discussion
directly
with
the
chief
about
why
it
is
we're
not
just
releasing
the
face
reports
at
the
very
least
and
then
allowing
their
news
group
to
say.
Well,
we
clearly
want
to
dig
deeper
here
and
not
here,
and
so
that
way
we
can
all
probably
save
a
lot
of
time
and
energy
we're
just
producing
the
face
reports
that
are
redacted,
obviously,
for
for
a
witness
identification
and,
and
and
that
way
we
can
hopefully
move
a
little
more
to
collaboratively.
A
F
E
A
All
right
so
we're
gonna
come
back
next
week
and
staff
is
gonna.
Tell
us
why
we
shouldn't
simply
order
the
alternative
that
was
suggested
by
mr.
Robinson
and-
and
we
can
certainly
have
a
further
discussion
at
that
time,
but
I
think
everyone's
pretty
clear
about
what
we're
interested
in
and
hopefully
he
makes
lr8
in
this
process.
