B
Tony,
can
we
have
a
roll
call?
Please.
B
A
C
Here,
happy
Wednesday
to
everyone
heading
towards
the
end
of
September
I.
Guess
you
know
on
this
on
this
agenda
item.
There
is
approval
of
continuing
teleconferencing,
hybrid
meetings,
and
this
is
just
a
time
for
me
to
thank
yourselves
for
the
hybrid
process
that
you've
offered
to
continue
it.
C
C
C
If
they
have
questions
about
how
Zoom
Works,
they
can
ask
you-
and
it
doesn't
have
to
be
a
fearful
subject
matter
to
talk
about
with
them
to
make
that
that's
all
part
of
the
Open
Accessibility
process
that
I
hope
we're
learning
about
at
this
time
and
for
people
to
want
to
trust
the
process.
Good
luck!
What
you
can
do
to
make
that
process
more
understandable
for
all
of
us!
Thank
you
back.
D
Thank
you,
I'm,
going
to
make
that
motion
and
include
the
ad
sheets.
The
before
I
get
a
second
I'm
hoping
that
I
can
defer.
Item
3.4,
which
is
the
city
initiatives,
roadmap,
the
Bill
of
Rights
for
Children
and
Youth
audit
report,
and
the
deferral
is
the
reason
for
the
deferral.
The
request
for
the
deferral
is
so
that
we
can
have
an
opportunity
to
get
feedback
and
comments
from
the
youth.
Commission.
Commission.
D
Excuse
me
who's
going
to
hear
the
item
and
I'd
love
for
our
Administration
to
be
able
to
capture
their
feedback
and
give
us
any
additional
recommendations
so
that
this
could
be
a
lot
more
meaningful
with
their
feedback.
D
So
I'm
I'm,
hoping
that
we
can
have
this
at
the
following
at
our
following
council
meeting.
B
B
Right,
it's
been
moved
and
seconded
Lee,
I'm
gonna,
actually
I'm,
gonna
I'm
changing
my
question.
It's
not
specific
to
this
particular
agenda,
but
just
for
the
balance
of
the
year
are
we
low
balancing
our
agendas
to
have
a
very
smooth
and
less
drawn
out
closing
of
the
year.
A
B
A
B
C
All
right,
my
Bitcoin
here
you
have
a
few
items
on
this
agenda.
October
4th
agenda.
That's
my
birthday
by
the
way
on
the
October
4th
agenda.
One
is
about
energy
procurement
issues,
Community
energy
procurement,
sustainable
energy,
clean
energy
ideas.
You
call
it
good
luck
in
defining
what
clean
energy
will
be
in
the
next
few
years.
I
think
we
have
to
consider
how
exactly
we
qualify
nuclear
as
clean
energy,
and
it
has
to
kind
of
be
with
an
asterisk
I.
Think.
C
Good
luck
in
in
such
an
item
it'll
be
a
very
interesting
item
to
hear
and
and
thank
you
that
in
the
last
week
your
study
session-
you
re-
you
openly,
talked
about
the
question
of
you-
know:
new
development
designs
with
with
local
developers
on
community
energy
issues
that
you
know
was
developers
government,
government
developers.
Somebody
very
nicely
asked
the
question:
well,
what
about?
Where
do
we
bring
in
community
power?
C
Where
do
we
bring
in
ideas
of
Municipal
Power,
and
that
was
just
it
just
totally
opened
up
the
conversation
to
where
it
should
be
we're
talking
about
a
future
of
a
community
purpose
and
Community
energy?
It's
not
just
government.
If
you
can
learn
to
include
community
in
the
process
of
your
questioning,
that's
so
key
to
our
future,
and
with
that
said,
you
also
have
an
item
about
some
sort
of
a
security
camera
issues
and
that
I
think
from
the
lecture
from
yesterday.
C
Obviously,
something
was
really
lacking
from
ourselves
and
how
to
better
talk
about
and
bring
around
the
community
purpose,
along
with
the
the
technology
questions
being
asked,
really
good
luck:
how
we
can
talk
about
openness
and
accountability
and
I'll
try
to
bring
that
up
at
open
Forum
today,
we
I
think
we
have
to
do
a
bit
more
work
in
this
area.
Thank
you.
B
And
just
so,
it's
noted
that
item
3.4
from
September
27th
has
been
moved
to
this
October
4th
agenda
and
council
member
Arenas
I
see
your
hands
still
up,
I
think
it's
from
the
previous
agenda,
but.
B
B
Thank
you,
okay,
on
to
the
consent
calendar,
do
we
have
any
public
speakers.
C
I
wanted
to
comment
on
Martha
O'connell's
letter,
who
again
is
somehow
feeling
she's
getting
the
short
shift
in
her
pra
requests.
I,
don't
know
the
full
story,
I,
don't
I,
don't
mean
to
you
know:
I
I
want
to
really
you
know
help.
C
You
know
Martha's
cause
right
now
and
what
she's
trying
to
understand
and
then
explain
to
the
community
that
you
know
the
pra
can
be
a
very
well-standard
organized
process
of
how
to
work
with
each
other
as
community
and
government,
and
it
sounds
like
local
government
is
not
kind
of
upholding
that
to
that
right
now,
with
Martha
who
is
just,
she
is
like
the
oldest
person
in
the
world,
working
on
these
sort
of
things
or
one
of
the
most
that's
a
bad
way
to
say
it.
C
One
of
the
most
experienced
persons
I
mean
she's,
been
doing
this
work
for
20
years
now,
at
least
you
know
and
she's
still
getting
trouble
and
that's
uncomfortable
to
hear
and
what
can
make
this
process?
You
know
just
more
efficient
and
and
well
organized
and
easy
to
work
towards
Martha
shouldn't
have
to
go
through
all
this
trouble
and
asking
for
pra
requests
and
I
I
just
hope
the
process
can
be
good
and
simple
and
easy
for
for
ourselves
as
a
community
process
and
good
luck
for
that
sort
of
practices
of
community
Harmony.
E
Thanks
Blair
Martha
O'connell
gsmol,
where
there's
been
a
lot
of
news
since
I
submitted
that
tra
I
now
have
the
video,
the
audio
recordings
and
I
am
shocked
and
appalled
at
the
elitist
uncaring
and
I
would
submit
racist
attitude
of
the
people
who
were
at
The
628-10
Envision
task
force,
talking
about
certain
people's
homes
as
trailers
and
mocking
them,
and
demeaning
them
and
laughing
it's
all
on
the
type
about
quote
growing
up
in
a
trailer
talking
about
really
small
I'm
reading
from
the
transcript
because
I've
transcribed.
E
It
word
for
word,
really:
small,
really
Antiquated
mobile
home
parks
that
sit
up
on
Oakland,
Road
and
they're
talking
about
redeveloping
and
then
later
on,
they're
talking
about
you
know,
these
aren't
real
mobile
home
parks.
These
are
just
trailers
and
and
it's
it's
the
contempt
when
they
say
the
word
trailer,
I
gotta
tell
you.
These
are
people's
homes
and
before
covet
hit.
I
was
in
some
of
the
quote:
trailer
court
parks
and
they
had
Christmas
decorations.
They
had
children
they're,
making
the
best
of
their
lives.
I'm.
E
Sorry
they
can't
afford
to
live
in
a
a
three-star
Park.
They
can't.
We
all
know
there's
a
housing
crisis
and
to
mock
the
people
who
live
in
quote
trailers
and
not
to
offer
them.
Protection
is
really
offensive,
so
I
have
the
tapes
I
encourage
you
to
listen
to
them.
It
is
the
June
28
2010
meeting
and
by
the
way,
I've
downloaded
it,
because
residents
are
telling
me
they're
scared.
The
city
is
going
to
erase
the
tape
so
that
we
don't
have
the
record.
I
don't
agree
with
them,
but
to
make
them
feel
better.
F
Hello,
can
you
hear
me?
Yes,
hey.
My
name
is
Glenna
halcroft
I
agree
with
Martha.
Shame
on
all
of
you.
For
belittling
these
people,
you
know
not.
Everybody
has
a
six-figure
income
and
but
I
agree
with
Martha's
letter
totally
mobile
home
residents
have
a
right
to
know
what
the
planning
and
housing
departments
are
doing
regarding
mobile
home
parks
and
for
the
planning
department
to
designate
a
mobile
home
park
is
light.
Industrial,
as
my
Park
is
offers
no
Comfort
at
all.
F
F
So
why
don't
we
just
call
it
what
it
really
is
lying
instead
of
sugar
coating,
it
planning
and
housing
both
need
to
come
clean
on
this
issue
cut
with
the
games,
we're
really
tired
of
it
and
designate
all
mobile
home
parks
as
mobile
home
park.
In
the
general
plan,
we
have
a
right
to
know
the
truth.
Thank
you.
B
Thank
you
can
I
entertain
a
motion.
A
C
Hi
Laura
Beekman
here
thanks
for
the
meeting,
it's
we're
doing
it
pretty
quickly.
Now
yeah
I,
just
you
know
there
was
a
to
quickly
note.
There
was
a
vision,
zero
board
approval
for
new
members
on
the
consent
calendar.
The
items
yesterday
placed
next
to
each
other
about
the
future
of
the
Monterey
Corridor
and
the
aopr
issues
I
think
had
a
pretty
specific
purpose
that
you
know.
It's
pretty
well
connected
to
issues
that
we
have
to
better.
Consider.
C
The
mayor
tried
to
apologize
yesterday
for
some
of
his
words,
but
I
think
he
offered
a
real
sense
of
insensitivity
about
how
to
talk
about
what
local
government,
what
San,
Jose
local
government
is
working
on
with
the
alpr
issue,
I
mean
they're
really
out
there
trying
to
figure
out
where
what
direction
we
should
be
going
with
this
sort
of
project
we're
talking
about
racial
Equity
issues
with
with
data
collection,
now
you're
you're,
offering
these
sort
of
meetings,
agenda
items
as
public
comments
to,
and
criticism
to
better
understand
what
you
can
do
better.
C
The
mayor's
words
are
really
dismissive
and
I
was
really
disappointed.
He
tried
to
apologize,
but
I
think
it
shows
an
overall
lack
in
how
he
is
considering
his
issues
compared
to
what
our
city
government
should
be
working
on
after
the
end
of
his
administration,
and
that
is
how
do
we
get
the
public
involved
with
the
process?
C
More
I
mean
flock
reported
that
there
will
be
absolutely
no
data
collection
on
their
part
when
it
was
reported
epis
and
at
the
previous
public
meeting
on
on
alpr
camera
use
that
that
flock
gets
at
least
a
72-hour
window
of
this
sort
of
data
information.
We
have
to
really
work
to
make
sure
that
we're
doing
this
together.
Well,
thank
you.
