an
item

community
energy
issues
that
can
be
related
to
what
happened
at
the
transportation
committee
meeting
on
monday,

items

there
was
a
lot
to
do
at
that
meeting
on
monday
at
the
transportation
committee
meeting
about
a
feature
of
carbon
neutral
issues
and
the
importance
of
carbon
neutral,
and
I
tried

mention
it
yesterday
that
what

we
say
carbon
neutral,
that
often
means
the
future
of
nuclear,
and
that
wasn't
mentioned
very
much
it
was.

asked
that
diablo
canyon
will
be
continuing
on
for
another
year
after
it
was
supposed
to
close.
So
that
was
of
interest,
but
I
think
we're
at
a
time
with
the
renewable
energy
questions
and
it's

learning

it

have
a
certain
need
for
fossil
fuel
use
in
that
process.

that

concept

us

getting

of
it
and

important

My
name
is
quincy
johnston,
I'm
with
the
environmental
organization
californians
against
waste,
and
we're
calling
today
to
express
our
support
for
the
resolution
to
endorse
the
plastic
ballot
measure.
This
ballot
measure
marks
a
once
in
a
generation
opportunity
to
truly
change
the
tide
on
plastic
pollution,
while
investing
in
our
environment
and
economy,
the
california,
recycling
and
plastic
pollution
reduction
act
places
a
fee
of
up
to
one
cent
per
component
of
plastic
packaging
and
single-use
foodwear,
based
on
the
cost
of
recyclability.

Shifting
costs
to
plastic
manufacturers.
The
fee
is
slated
to
in
part
fund
local
jurisdictions
for
investment
in
recycling
and
waste
management
infrastructure,
as
well
as
education
and
outreach
programs.
Additionally,
this
fee
establishes
continued
annual
investments
in
infrastructure
and
programs
paid
for
by
manufacturers
ensuring
that
rates
are
low
for
consumers.

Concerns
of
costs
being
passed
on
to
consumers
is
based
on
the
wrong
assumption
that
producers
would
continue
with
the
same
production
and
not
opt
for
the
most
feasible
recyclable
and
environmentally
friendly
materials
under
the
precisions
of
the
ballot
measure,
and
that
is
unrealistic.
We
respectfully
urge
the
san
jose
city
council
to
support
this
ballot
measure.

listen
very
closely
in
the
past
few
weeks
at
my
public
comment
at
public
meetings,
you
could
possibly
hear
the
sound
of
wishing
and
waves.
I've
been
traveling
and
visiting
maui
in
hawaii
the
past
three
weeks,
and
I
had
a
really
good
time.
A
It
was
very
relaxing
for
me
and
while
I
was
there,
I
was,
I
learned
that
they
have
a
plastic
bag
ban
and
they're,
not
too
keen
on
plastics,
no
plastic
straws,
and
I
it
may
be
a
good
model
for
yourselves
to
look
into
as
a
state
and
how
they
work
their
plastic
policies.
That
may
be
of
interest,
and
though
I
thought
I'd
mention
it
at
this
time
and
a
a
nice
reminder
that
zoom
meetings
are
an
interesting
process
where
I
can
be
at
a
different
place
and
call
in
and
attend
a
public
meeting.
I
Yeah
sure
so
this
this
ballot
initiative
is
currently
an
eligible
ballot
initiative.
All
ballot
initiatives
will
become
qualified
on
june
30th.
This
is
an
opportunity
really
for
san
jose
to
take
some
leadership.
It's
aligned
with
our
legislative
program
on
extended
producer
responsibility
and
in
our
environmental
and
climate,
smart
initiatives
and
the
other
pieces
here
are
that,
if
enacted,
this
measure
would
prohibit
food
vendors,
including
restaurants
and
grocery
stores,
from
using
styrofoam
and
other
plastic
foam
takeout
containers.
I
It
would
require
manufacturers
to
reduce
the
maximum
extent
possible,
the
plastic,
packaging
and
single-use
products
they
create.
This
could
require
them
to
offer
more
reusable
containers.
I
I'm
also
joined
by

gupta
here
from
environmental
services.

assuming
that
you
have
something
to

don't
wanna,
I
don't
need
to
take
more
time.
Twenty
percent
of
the
money
for
the
one
cent
fee
comes
back
to
local
governments,
which
will
be
helpful
in
things
that
we're
doing,
implement
composting
and
other
things
that's
valuable
to
us.
We
have
a
styrofoam
band,
but
the
state
does
not,
so
this
would
sort
of
align
the
state
before
california
with
what
san
jose
is
doing.

also
would
wouldn't
allow
would
require
that
people
get
for
takeout,
don't
automatically
get
plastic
ware
as
part
of
their
takeout,
for
example,
and
you'd
have
to
you
know,
people
would
have
to
request
it
and
what
you're
given
would
then
have
to
be
reusable,
recycle
or
compostable,
so
you
wouldn't
be
able
to
use
plastic
utensils
as
part
of
take
out
there's
a
lot
of
elements
that
are
good.
This
is
important.

This
is
on
the
ballot
because
for
years
the
legislature
has
been
having
discussions
about
doing
these
things
and
keeps
getting
stymied
by
opposition
from
plastics
industry
and
hasn't
been
able
to
come
to
an
agreement.
So
it's
on
the
ballot
there's
a
reason
to
do
this
now,
and
that
is
because
the
legislature
is
talking
about
a
bill
that
would
do
some
of
these
things
now
and.

therefore
remove
it
from
the
ballot.
If
the
legislature
can
can
actually
do
this
before
june
30th,
then
it
would
be
removed
from
the
ballot
november.
So
by
endorsing
this
measure,
we're
signaling
that
it's
important
to
us
and
we
hope
that
the
legislature
will
actually
put
these
actions
in
legislatively
and
it
won't
end
up
on
the
ballot.
So
I
think
that
so
that's
the
reason
to
bring
it
forward
and
support
it
ahead
of
june
30th.

mobile
home
park
residents
are
trying

help,
it

go
a
long
way
to
make
their
lives

lot
easier
and

that
number
call
it
yourself

see
what
I

convert

home
parks

want

do
that,

doing

to
make
it
really
easy
for
people
to
communicate.
