city

conversation
on
the
safety
enh
enhancements
occurring

Saratoga
Avenue.
For

of
you
who
do
frequent
that
area,
you
can
see
that
there
has
been
the
beginnings
of
of
some
some
work
there.

work
will
increase
safety
and
a
sense
of
security
for
pedestrians,
really
try
to
look
at
minimizing
incidents
for
cyclists
and
reducing
collisions
of
vehicles.
Many
residents
have
expressed
that
it's

that
it
is
vital
that
we
offer
residents
more
access
to
our
roads,
and
you
know
especially
for
students
who
use
and
need
safer
routes
to
school
and
do
everything
we
can
to
have
zero
traffic
induced
fatalities
within
our
community.

city
is
conducting
these
improvements
to
help
it
gets
closer
to
that
reality,
and
it's
really
extremely
important
to
me
and
to
our
our
city
to
have
the
community
involved
and
kept
informed
of
what
is
happening
in
this
process.
For
that
reason,
I'm
really
happy
that
we're
hosting
this
meeting
tonight
and
that
the
dot
staff
involved
here
today
will
discuss
the
work
with
the
community
and
and
take
input.

will
give
a
presentation
on
what
is
happening
there.

We

exciting
Traffic,
Safety
Improvement
project
on
Saratoga
Avenue.

This
project
will
make
Saratoga
safer
for
you,
your
family
and
your
neighbors,
and
all
the
roadway
user,
whether
they
walk
bike,
take
transit
or
drive
with
that
say,
I'd
like
to
share
my
screen,
I
have
a
presentation
that
I
like
to
share
with
you.
Give
me
a
couple
seconds
and
I
will
bring
it
up
on
your.

Great
okay,
so
why
seroga,
why
this
project?
Well,
the
city
of
San
Jose,
recognized
that
one
traffic
death
is
one
too
many.
Unfortunately,
last
year
we
lost
65
members
of
our
community
due
to
traffic
violence
in
2015,
San
Jose
adopted
division,
zero
safety
initiative,
which
aims
to
reduce
and
ultimately
eliminate
traffic
fatalities
and
severe
injury
crashes
on
our
roadways
and
as
part
of
that
that
process
Saratoga
was
identified
as
one
of
the
vision,
zero
priority
safety
portor
with
a
high
frequency
of
traffic
related
crashes,
which
has
a
need
for
safety
improvements.

The
San
Jose
Bara
bike
plan
2025,
which
is
a
plan
SE
to
make
bicycling
safer
and
convenient
for
all
ages
and
abilities
in
our
city.
I
recommended
protect
the
bike
Lanes
on
Saratoga.
Currently
Saratoga
does
not
have
bike.
Lanes
the
West
s,
Jose,
multimodal
Transportation
Improvement
plan
identify
Saratoga
as
one
of
the
corridors
to
be
considered
for
Traffic
Safety
improvements
with
features
that
would
enhance
safety
for
people,
walking,
biking
or
taking
Transit
and
Saratoga
is
part
of
this
year.

P
rehabilitation
program
and
that
provide
us
with
a
perfect
opportunity
to
make
changes
to
our
roadway,
to
make
it
safer
and
to
accommodate
more
modes
of
transportation.
So
all
these
plans
and
the
opportunity
help
shape
and
guide
us
to
to
making
catoga
safer.
So
our
objective,
our
main
objective
primary
objective,
is,
of
course,
to
improve
safety
for
all
roadway
user.
We
want
to
make
it
safer
for
pedestrian
increase,
their
visibility,
safety
and
comfort.

We
want
to
provide
more
protection
for
bicyclists
minimize
the
conflicts
and,
of
course,
create
a
lower
stress
environment
for
them
to
ride
to
bite,
and
we
want
to
make
it
safe,
safer
in
general,
by
making
improvements
to
the
intersection
and
reduce
and
reduce
vehicle
speed.
Speeding
continues
to
be
the
leading
known
cause
of
traffic
crashes
that
resulted
in
fatalities
and
serious
injuries.
So
when
we
have
the
opportunity
to
redesign
our
roadways,
we
always
aim
to
make
speed
less.

This
is
a
typical
practice
that
we
do
where
we
leverage
pavement
program
to
add
safety
improvements,
and
as
part
of
that,
we
can
reconfigure
the
excess
travel
Lanes,
taking
it
from
a
six
to
a
four
lane
and
reallocate
that
extra
space
to
provide
for
better
quality
bike
lanes
and
the
bike
Lanes
will
be
on
both
sides
of
the
roadway.
It
will
extend
for
the
entire
project
limits.

We
will
make
the
improvements
to
the
intersection
and
that
would
include
high
visibility,
crosswalk
striping,
bicycle
detections
and
minor
traffic
signal
modification
to
include
hardware
and
a
signal
timing
upgrades.
We
will
be
upgrading
the
existing
old
streetlight
LEDs
fixture
to
the
newer
ones
and
they
will
be
brighter
and
even
more
energy
efficient,
and
we
will
add,
seral
radar,
speed
signs
to
alert
drivers
of
their
speed
and
help
to
slow
them
down,
as
they
are
traversing
through
this
C
Corridor.

So
let's
talk
about
the
existing
travel
Lane
configuration,
so
one
of
the
key
components
of
this
project
is
to
reconfigure.
The
travel
Lane
Saratoga
has
inconsistent
number
of
travel
Lanes.
C
So
if
you
were
to
look
at
the
map
in
front
of
you,
as
you
can
see,
the
segment
in
blue
on
both
ends
carry
six
Lanes
of
traffic,
and
that
is
three
lanes
in
each
Direction,
where
the
segment
in
yellow
in
the
middle
currently
carries
four
lanes
of
traffic
two
in
each
Direction,
so
approximately
40%
of
Saratoga
within
the
project
limit
it's
already
operating
with
this
four
lane
facility.

So
what
are
we
chosing
to
do
is
to
take
this
four
lane
segment,
which
is
the
yellow
segment
and
extending
it
to
the
North
or
to
the
right
of
your
screen
to
Williams
and
extending
it
to
the
South
or
to
the
left
of
your
screen
to
Prospect.
And
if
you
were
to
look
at
the
bottom
image,
it's
a
rendering
of
the
existing
segment
in
the
six
Lane
facility.

So
by
reconfiguring
the
roadway
or
the
travel
lane
or
removing
one
lane
in
each
Direction
in
the
six
Lane
segment,
we
will
be
able
to
make
the
roadway
narrower
and
will
will
make
and
we
will
help
reduce
speed
and
increase
safety
for
all,
and
we
can
reallocate
that
extra
space
to
create
protect
the
bike.

how
will
it
look.

Like
so,
this
is
how
it
would
look
like,
as
you
recall,
in
the
previous
screen,
the
existing
condition,
the
yellow
segment
or
the
four
lane
segment
is,
is
only
in
the
middle
of
the
project
limits
by
extending
the
yellow
segment
or
the
four
lane
segment
to
Williams
and
extending
it
to
prospect.
We
create.
We
create
a
continuous
segment
of
for
lane,
roadway
going
from
Prospect
to
Williams,
and
if
you
look
at
the
bottom,
rendering
it
will
look
similar
to
what
you
see
here.

There'll
be
two
lanes
in
each
Direction
separated
by
the
existing
Meen
Island,
and
you
will
see
that
there
are
bike
Lanes
on
both
side
of
the
street
over
the
years.
We
have
done
many
successful
project
using
this
type
of
treatment
and
from
our
experience
we
see
that
there
could
be
an
increase
in
the
travel
time,
but
the
big
Troff,
the
big
tradeoff,
is
safety.
It
helps
reduce
vehicle,
speed,
reduce
crashes
and
improve
safety
for
all
roadway.

User
bike
Lanes:
we
talk
a
little
bit
about
bike
lanes
that
catoga
currently
does
not
have
bike
Lanes,
so
the
bike
Lanes
will
be
new,
will
be
striped
on
both
sides
and
with
appropriate
signage,
to
clearly
delineate
the
spacing
for
bicyclist
at
the
intersection.
There
will
be
green
pavement
areas
to
make
it
even
more
clear
to
the
drivers.

There
will
be
a
buffer
spacing,
as
you
can
see
here,
where
the
hatch
is
between
the
bike
lane
and
the
travel
Lane
to
provide
that
buffer
between
the
bicyclist
and
the
driver,
and
we
can
consider
adding
in
the
vertical
delineators
between
between
the
buffer
area,
to
provide
moreall
protection
for
the
bicycles.
Now.
Our
plan
in
the
near
future
is
to
come
back
and
upgrade
this
buffer
area
to
more
permanent,
substantial
physical.

Separation
intersection
and
other
improvements,
as
I
mentioned
earlier,
there
will
be
improvements
at
the
intersection
at
the
intersection.
We
will
be
upgrading
all
the
standard
TW
line,
crosswalk
to
what
we
call
high
visibility
crosswalk,
as
you
can
see
from
the
bottom
left
image,
it
is
much
more
visible
to
the
driver,
increase
the
yield
rate
and
it
make
it
safer
for
pedestrian,
clearly
delineate
their
spacing.
There
will
be
minor
signal
modifications.

It
does
include
Hardwares
and
also
signal
timing,
we'll
upgrade
the
existing
8
in
Signal
heads
or
the
smaller
size
signal
heads
to
a
bigger
size
signal
head,
we'll
be
adding
the
yellow
border
around
the
back
plate
of
the
signal
head.
As
you
can
see
from
the
top
left
image,
it
makes
it
very
visible
to
the
drivers
capture
their
attention
and
reduce
a
lot
of
red
light
running
and
such
other
Improvement
includes
upgrading
of
street
light
fixture.

These
are
LED
existing,
but
they
have
been
installed
for
over
a
decade
now
and
they
are
much
older
generation
street
lights.
So
we
will
be
upgrading
all
of
them
for
the
entire
limit
of
the
project
to
the
newer
LED
fixture.
They
are
brighter
and
they're
more
energy
efficient.
The
other
item
is,
we
will
be
installing
R
speed
signs.
These
are
the
feedback
signs
that
capture
the
driver,
speed
as
they
approaching
the
sign
it
increase
the
driver,
awareness
of
their
speed
and
help
to
slow
them
down
as
they
are
driving
through
the.

Corridor
now,
in
order
to
make
the
design
work
for
the
striping
of
the
bike
lanes
and
also
the
lane
reallocation.
Unfortunately,
in
some
area
some
area
there
will
be
a
parking
space,
reallocation
or
parking
loss
on
this
map
in
the
area
that
you
see
the
red
lines,
the
tiny
red
lines.
Those
are
the
approximate
area
where
we
expect
the
parking
will
be
lost
and
there
are
numbers
right
next
to
it,
and
those
are
the
expected
numbers
of
parking
space
that
will
be
reallocated
to
other
Usage
Now.

The
team
did
a
parking
assessment
in
December
of
last
year,
and
we
also
did
another
one
this
this
month
and
what
we
found
is
many
of
this
area.
Parking
usage
is
very
low.
In
some
area,
parking
usage
is
zero,
meaning
there
were
no
cause,
observe
Park
in
those
area
during
the
time
of
visit,
and
it
can
range
up
to
36%
in
in
some
area.
For
example,
the
number
14
that
you
you
see
here
three
times
that
we
went
out
there
different
days
different
times.
There
were
no
cars
parked
there.

It
is
in
front
a
of
a
small
shopping
plaza
that
has
plenty
of
on
street
parking,
there's
also
some
in
front
of
office
building
that
have
their
own
parking
lot.
That
can
facilitate
on
off
street
parking
in
some
area,
it's
in
front
of
residential
homes
where
they
do
have
driveways,
and
they
do
have
additional
on
street
parking
away
from
the
impact.
Immediate
impact.

Area
next
steps,
so
the
next
step
is
for
us
to
finalize
the
permanent
striping.
Currently,
as
you
may
have
seen
already,
that
there's
is
payment
work
that
has
been
complet
completed
and
the
striping
that
you
see
out
there.
Those
are
the
temporary
stripings.
They
are
not
the
permanent
striping.
So
in
then
this
month
and
next
month
we
can
finalize
on
the
permanent
striping
before
the
contractor
comes
in
to
stripe
it
permanently
with
thermoplastic
striping
and
then
follow
after
that
follow.
We
will

improvements
that
I
mentioned.

work
when
we

reduction
with
the
anticipated

consultant

look

scenario

found

there's
not
a
lot
of
significant
congestion.
There
is
going
to
be
some
delay
and
it
can
range
anywhere
from
