D
F
B
Thank
you,
man,
okay,
have
a
quorum.
Okay,
thank
you.
Approval
of
the
agenda
there.
I
know
I
couldn't
access
some
items
that
were
on
the
consent
agenda.
I
don't
know
if
other
committee
members
had
the
same
problem
so
given
that
I'm
not
sure
if
we
want
to
proceed
with
the
the
meeting
and
these
items,
I'd
like
to
hear
from
the
committee
to
see
what
your
wishes
are.
G
Mr
chair,
I
was
not
able
to
access
items
b,
c,
d
or
e,
so
I'm
happy
to
proceed
with
the
rest
of
the
items
on
the
agenda,
but
I
would
have
to
either
abstain
or
my
recommendation
would
be
to
that'll
those
items.
H
B
Okay,
councilwoman
via
royale
did
you
second.
I
D
D
B
Councilwoman
romero
worth
as
I
recall,
they
could
go
forward
anyways,
but
we
have
miss
mcsherry
on
on.
Can
you
please
clarify
for
us.
D
B
Erin,
did
you
want
to
provide
clarification?
Do
they
go
on
automatically.
J
Chairman
as
long
as,
if
they
have
a
sponsor
and
the
sponsor,
still
wants
them
to
go
forward,
then
that
would
be
correct
and
if
they're
a
financial
matter
like
a
contract,
then
they
could.
They
just
wouldn't
be
on
consent.
B
A
I
could
access
some
of
those,
but
if
counselor
cassette
sanchez
was
not
able
to
I'm
happy
to
eliminate
those
from
our
agenda
and
just
proceed.
I
B
G
Sorry,
I've
been
apparently
the
zoom
has
taken
away
my
ability
to
make
words.
So
yes,
I
I'm
I'm
still,
okay
with
with
post
phoning
them
and
then
just
seeing
them
at
council
and
then
I'll
just
have
to
make
sure
that
I
have
access
to
them
while
ahead
of
council,
so
that
I
have
appropriate
time
to
review
them
and
reach
out
with
any
questions
or
concerns
to
the
appropriate
staff.
So
yeah
I'll
continue
with
that
motion
to
postpone
those
items.
B
I
D
A
B
All
right:
okay,
now
we
have
approval
of
the
consent
agenda.
Are
there
items
that
the
committee
would
like
to
pull
off
of
the
consent
agenda.
E
B
B
Okay,
can
I
have
a
roll
call,
please.
A
B
Okay,
that
brings
us
to
item
eight
discussion
agenda.
I
don't
have
anything
miss
mccoy.
Did
you
have
anything
under
discussion.
C
Services,
thank
you,
mr
chairman.
With
me
tonight
we
have
nazarene
kopecky
and
marcos.
C
C
And
this
is
really
so
that
we
can
look
at
what
our
individual
claims
are
by
a
risk
category.
I
just
need
to
there.
It.
C
C
and
nazarene
I'll
turn
this
over
to
you
chairman.
I
don't
know
how
you
would
want
to
go
into
this.
If
you
just
want
to
have
questions,
nazarene
has
a
brief
presentation
and
then
we
can
stand
for
questions.
B
Yeah
we
could
just
have
a
real
brief
presentation
and
then
and
then
questions
from
the
committee.
That
would
be
great.
F
Yeah,
thank
you,
mr
chair.
So
we
just
created
a
pivot
table
for
the
city,
just
to
show
the
city
where
the
losses
are
paid
out
on
what
lines
of
coverage,
automobile,
general
liability,
property
and
workers
compensation
and
based
on
what
has
been
paid
out
in
losses
just
provide
the
loss
ratio
and,
and
basically
the
table,
is
to
show
where
the
problem
areas
lie.
So
we
can
come
in
and
provide
some
training,
some
additional
training.
We
have
provided
training
in
the
past
for
the
city
to
help
reduce
some
of
these
claims
down.
F
You
know
to
help
the
cities
with
the
premium
insurance
companies
to
bring
some
of
the
premiums
down
and
stuff,
and
so
you
can
see
the
the
city's
done
quite
well
in
the
auto
and
gl
property.
We've
done
very
well
in
the
losses
in
the
last
few
years,
so
something's
something's,
going
right
here.
C
And
nazarene
you
also
today,
we
met
with
a
new
lost
control
specialist
that
you've
assigned
to
the
city
to
help
us
improve
our
our
loss
ratios
even
more
from
where
they
are.
F
That's
right,
that's
right,
and
we
would.
We
would
be
I'll.
Just
briefly
talk
about
it,
because
one
of
the
concerns
was
you
know.
Nobody
has
time
for
trainings
and
stuff
like
that.
So
we
do
have
a
new
lost
control
guide
dedicated
to
the
city,
and
he
was
just
saying
you
know
we
can
it
doesn't.
It
doesn't
have
to
be
full-blown
trainings,
it's
just
a
matter
of
getting
together
with
these
leads
and
these
different
departments,
such
as
the
streets
department
of
sanitation.
F
Wherever
we
see
the
losses
are
and
just
have
a
pre-shift
meeting,
you
know
just
briefly:
five
minutes,
hey
you
guys
just
need
to
do
this
or
just
keep
this
in
mind,
and
it's
just
a
continuous
reminder
to
these
people
what
they
need
to
do
to
keep
things
safe,
because
a
lot
of
the
stuff
is
the
same
stuff
that
continues
to
happen.
So
it's
just
a
matter
of
rebriefing
every
day.
What
we're
going
to
be
doing
so
we've
come
up
with
some
plans
that
we
hope
to
move
forward.
F
Yeah
so
we'll
take
the
the
first
one,
the
automobile.
If
you
look
at
the
15-16
year,
do
you
see
where
it
says
under
column
n?
It's
got
123
percent
a
lot
of
those
are
expenses
fees
and
those
expenses
fees
are
the
claim.
What
the
third
party
administrator
the
claims
adjusters
have
paid
out
in
fees
such
as
litigation
costs,
medical
records,
review,
investigative
investigation
costs-
and
you
know
independent
adjusters
if
that
hires
some.
F
That's
never
a
good
thing,
but,
as
you
can
see
the
future
years,
the
the
losses
are
very
favorable
to
the
city,
and
so
we've
made
great
strides
there,
the
city
housing,
and
so
I
I
would
focus
on
that
column.
If
you
know,
if
anything,
because
that
just
shows
you
that
the
city
has
paid
out
either
less
in
premium
and
worn
claims
or
vice
versa,.
I
C
Counselor
via
real
to
the
chair:
yes,
that's
the
automobile
commercial
for
20
fiscal
year,
2016.
C
Now
serene
the
one
that
really
stands
out
is
the
workers
compensation?
Yes,
and
that's
these
here
two
highlighted
columns.
C
Expensive
year
in
workers
compensation
and
then
when
you
look
at
the
totally
kurd
losses,
you
know
again:
2019
2020
is
understated
by
workers
compensation.
We
don't
have
a
number
yet
in
column,
m
39..
F
No,
we
don't
the
reason
and
the
reason
that
is,
is
because
in
2018
and
it's
a
two-year
policy,
so
everything's
grouped
into
2018.
That's
why
you
don't
have
any
figures
in
2019
there,
just
fyi.
F
F
So
there's
a
lot
of
things
that
go
into
the
under
the
com
and
I'm
I'm
trying
to
pull
up
something
here
really
fast.
I
can
go
into
it
a
little
bit
more,
but
that's
that's
what
the
increase
is
for,
and
I
don't
see
that
going
down.
As
I
pointed
it
out
to
you
when
I
presented
the
proposal
to
you
for
this
renewal
hold
on,
I've
got
my
email
just
coming
up
here
hold
on
one
second,
so
the
underwriter
brought
this
to
our
attention.
F
They're,
seeing
a
troubling
trend
throughout
the
country
with
police
and
fire
severity
losses,
and
the
city
of
santa
fe
is
no
exception
to
this.
We
are
seeing
also
losses
in
the
waste
management
department
in
here.
Presumptive
laws
continue
to
be
expanded
and
recently
ptsd
was
expanded
in
the
state
of
new
mexico.
That's
not
going
to
help
your
comp
just
that
it
hasn't
do
the
city
it's
just.
These
are
just
laws
in
the
state,
and
this
is
the
way
the
climate
is.
Is
you
know?
F
But
yeah
we
answered
your
question.
2018
looks
a
little
bit
big,
because
you've
got
two
years
of
losses
in
there.
G
Mr
chair,
I
have
a
quick
question
about
those
two
years
being
put
together,
so
we're
saying
that,
because
it's
on
the
fiscal
year,
so
fiscal
year,
2018
and
2019
are
put
together,
but
I'm
seeing
two
separate
numbers
on
total
paid
there.
So
is
it
a
rolling
amount,
that's
occurring
and
that
and
I
think
it's
I-38.
F
I'll
bring
your
attention
to.
If
you
look
at
d38,
you
see
the
premium
where
it's
240
000.,
you
see
it's.
If
you
look
at
the
previous
years,
it's
only
a
hundred
and
some
thousand
so
you've
paid
a
two-year
yeah,
so
you've
paid
premiums
for
two
full
years.
So
I
think
in
your
fiscal
year
it's
night
it's
19
and
20..
F
B
B
Thank
you,
mr
chair.
Okay,
thank
you.
Thank
you,
okay,
so
that's
our
presentation.
Are
there
any
matters
from.
K
B
Okay
and
then,
but
as
we
move
into
the
summer
june
july
august,
do
we
think
it'll
stay
at
20
or
because
we
don't
have
these
events
that
we're
used
to
having
do
we
expect
it
to
be
more
than
20.
K
Mr
chair,
even
for
the
month
of
you
know,
if
we
compare
april
to
may
in
the
month
of
may,
we
did
see
a
decrease
of
19
and
a
half
percent,
so
20.
That
total
is
actually
closer
to
1.85
million,
because
20
of
a
larger
number
is
a
larger
dollar
number.
And
if
you
recall
back
in
april,
it
wasn't
19
was
closer
to
1.6
million.
K
So
even
if
we
stated
a
20
decline,
revenue
decline
for
june
july
august,
what
we
are
looking
at
is
to
see
a
higher
dollar
amount
that
is
decreasing
because
20
of
a
higher
number
and
as
brad
has
reviewed
with
the
committee
a
few
times
the
summer
months
are.
You
know
really
where
we
see
that
peak
of
our
grt
collection
and.
C
K
Going
forward,
if
I
can
brad
I'll,
let
you
elaborate
a
little
bit.
Brad
has
done
the
analysis
and
we'll
be
providing
you
the
detailed
analysis
on
which
industries
change
and
what
the
changes
were,
as
well
as
the
source
documents,
the
rp
500
that
we
received
from
the
taxation
and
revenue
department,
but
as
we're
moving
forward.
You
know
very
pertinent
for
our
budget
discussions
as
well.
K
We
have
seen
some
additional
restrictions
posed.
I
think
we
discussed
it
earlier
this
afternoon
on
restaurants
and
as
our
numbers
and
the
state
continue
to
increase.
If
we
do
see
additional
restrictions
or
capacity
limitations
posed,
we
can
expect
to
see
a
larger
percent
increase
coupled
with
the
cancellations,
as
you
were
mentioning
earlier
of
some
of
our
major
events,
so
it
would
be
like
a
one-two
punch
for
us
in
the
summer
months.
I'm
sorry
brad,
I
cut
you
off,
go
ahead.
C
Well,
I
was
just
gonna
say
I
can
share
my
screen.
I
have
a
couple
charts
up
from
the
the
rp
500.
If
you'd
like
that'd
be.
A
C
C
So
what
you're
looking
at
is
the
change
of
may
20
over
may
19
compared
to
april
20
minus
april
2019
and
april
is
blue
and
maybe
so
again
here
in
accommodations,
you
can
see
that
we
were
down
65
percent,
both
may
and
april
and
may,
but
in
admin
we
were
up
in
may
down
in
april,
arts
and
entertainment
both
may
and
april
were
down,
but
may
was
not
down
as
bad
as
april.
C
On
that
particular
industry
same
with
educational
services,
management,
consulting
as
you
can
see
in
construction,
you
know
april
was
positive,
but
may
was
negative.
That
was
one
of
the
items
we
had
pointed
out.
So
that's
from
an
industry,
public
admin
480
increase,
but
it
was
only
you
know
from
30
000
to
300
000..
C
So
it
was
really
a
non,
not
very
big
sector
of
the
economy
and
then
getting
to
mary's
point.
C
Look.
You
know
these
first,
two
blue
and
gray
were
april,
and
you
can
see
that
we
had
a
71
million
dollar
decline
april
19
to
april
20..
We
had
a
61
million
dollar
decline.
C
You
know
from
may
to
may
20
so.
B
That's
great
any
comments
from
the
committee.
C
What
I
liked
was
the
fact
that
the
seasonal
factor
stayed
in
place
that
you
thought
pick
up
from
april
to
may
and
19,
and
you
saw
a
pickup
in
april
to
may
and
20.
to
me.
That
tells
me
that
the
seasonal
impact
is
going
to
have
a
a
positive
meaning
that,
even
though
it
may
be
a
big
number,
we
have
a
better
opportunity
to
generate
more
dollars.
K
Counselor,
what
surprised
me
was
that
the
20
decrease
held
in
april
and
in
may,
if
you
recall,
may
there
were
a
few
weeks
where
we
did
open
up
again
and
the
capacity
limitations
were
were
lifted
a
bit
not
completely,
but
that
we
held
to
a
20
decline
and
again,
it's
obviously
a
larger
amount,
it's
1.8
as
opposed
to
1.6,
but
that
it's
very
difficult
to
predict
human
behavior
and
as
we
go
forward,
what
is
going
to
be
really
important?
K
What
one
of
the
economic
indicators
that
brad
presented
earlier,
that's
in
your
powerpoint
that
I
would
recommend
you
go
back
and
look
at
is
the
unemployment
numbers
for
santa
fe
county
and
for
new
mexico
there
that's
the
disturbing
trend
that
brad
described
earlier,
they're
starting
to
tick
up
again,
and
that's
really
those
weekly
reports
that
we're
very
lucky
to
receive
from
the
department
of
workforce
solution
that
we
have
to
keep
an
eye
on
as
folks
lose
their
job.
You
know
they're
gonna
and
are
they
gonna
be
able
to
find
another
one?
K
D
D
Yes,
so
I
just
I
mean
back
to
your
point
about
human
behavior.
Just
because
we
opened
up
a
little
bit
doesn't
mean
people
ran
out,
at
least
in
our
community
and
and
took
advantage
completely
of
all
those
openings.
K
Mr
chair
counselor,
that's
correct
and
what
we
are
seeing
as
well
is,
you
know,
folks
are
now
in
the
summer
months
really
spending
time
outdoors
as
well.
You
know
they
are
taking
advantage
of.
You
know,
as
I
think
counselor
via
rael
mentioned.
You
know
all
of
our
wonderful
parks.
You
know
our
local,
you
know
outdoor
attractions,
our
state
parks
as
well.
K
So
that
is,
you
know
a
that
might
be
a
difference
between
you
know,
someone
coming
and
spending
the
night
overnight
in
santa
fe
just
doing
a
day
trip
you
know
to
to
one
of
our
state
parks,
and
then
you
know
going
back
home
at
night.
So
all
those
you
know,
modifications
or
as
opposed
to
staying
inside
in
a
in
a
mall
families
are
now
you
know
taking
those
hikes
on
the
weekend.
K
D
Mr
chair
and
just
one
other
thing:
do
you
have
any
sense
what
the
internet
sales
state-wide
have
been
like?
I
mean.
Obviously
people
maybe.
K
Well,
if
my
family
is
my
household
any
indication,
they
are
going
through
the
roof
right,
it's
really
the
change
of
behavior.
Between
going
to
the
store,
you
know
where
we
have
to
wear
gloves
or
a
mask,
or
you
know
only
one
person
can
go.
We
can
make
those
family
decisions.
You
know
online
in
order.
So
at
this
point,
as
we
know,
we
are
not
the
recipients
of
internet
sales.
Tax
that'll
go
into
effect
a
year
from
now,
but
we
are
going
to
see
you
know.
K
Last
year
we
saw
about
750
000
from
the
internet.
Sales
tax
for
fiscal
year,
20
and
and
fy21
were
expecting
to
receive
1.5
million
from
the
state's
distribution
to
us.
So
that
is
much
much
welcome.
Additional
revenue
that
we
will
see
doubled
in
the
coming
year.
K
The
internet
sales
tax
will,
mr
chairman,
counselor,
will
go
into
effect
july
of
2021..
K
Currently
we
are
receiving
a
distribution
from
the
state
in
lieu
of
actually
receiving
the
just
the
tax
from
internet
sales,
as
when,
over
the
course
of
the
last
few
months,
we've
been
meeting
with
trd
and
the
way
they
explained
it
was
they
needed
some
time
to
you
know,
get
the
system
built
the
system
set
up
in
order
to
be
able
to
accurately
account
for
that
destination
based
tax,
which
is
a
complete
different
model
than
what
we
had
previously.
