Counselor
lindell,
are
you
raising
your
hand
or
no
scratching
my
head?
Okay,
your
hand
disappears
once
it
gets
to
a
certain
a
certain
level.
So
I
wasn't
sure
if
you
were
raising
it
all
right.
If
there
are
any
of.
If
there
are
any
questions
um
upon
review,
you
can
probably
just
email,
miss
wheeler
as
well,
so
we'll
try
to
get
a
presentation
from
her
or
make
sure
that
somebody
from
um
the
project
is
actually
on
board
to
have
that
discussion
or
to
be
able
to
answer
questions
so
we'll
make
sure
that
happens.
Councilor
garcia.
D
Thank
you,
mr
chair.
I
just
uh
I
guess
not
necessarily
a
question
just
want
to
bring
it
to
the
committee's
attention
that
I'm
looking
into
the
matter
that
the
state
has
a
requirement
where
certain
projects
have
to
have
a
certified
professional
engineer,
leading
the
project
projects
such
as
this,
and
so
I
had
reached
out
to
uh
miss
wheeler
to
see
if
that
pertained
to
us.
She
didn't
think
so,
um
but
I
did
reach
out
to
um
mr
ashman
gion.
D
D
I
think
it
was
the
state
board
to
get
guidance
and
clarification
from
them
and
the
reason
being,
I
just
want
to
make
sure
that
we
uh
abide
by
all
rules
as
we're
implementing
this
streetlight
conversion
project.
So,
as
I
get
more
information
I'll
be
happy
to
uh
provide
the
committee
with
updates
on
the
matter.
B
A
A
resolution
waiving
the
city
personnel
roles,
limitations
on
salary
increases
for
the
purpose
of
offering
a
wage
of
at
least
15
per
hour
to
all
city
employees.
In
november
2021,
one
request
for
approval
of
a
budget
amendment
resolution
and
the
total
amount
of
149
862
to
increase
salaries
to
15
dollars
per
hour.
D
uh
Thank
you,
mr
chair.
I
guess
uh
ms
elzar
are
you
able
to
give
us
just
a
quick
overview
of
what
this
is?
I
know
during
our
last
governing
body
meeting
we
had
talked
about.
There
needs
to
be
potentially
two
sister
resolutions
to
ensure
that
we
cover
everybody,
and
this
I'm
assuming
is
the
sister
resolution,
and
I
just
want
to
kind
of
maybe
get
an
overview
of
what
this
resolution
entails
and
who
it
covers,
who
it
doesn't
cover.
D
I
figured
we
repeat.
Thank
you
yeah.
Absolutely.
Thank
you,
ms
salazar,
for
for
being
here,
um
I
just
want
to
kind
of
get
some
clarification.
This
is
in
regards
to
this
is
the
sister
resolution
we
had
talked
about
during
our
governing
body
meeting,
and
I
guess
just
for
clarification
which
city
employees
does
this
cover
and
which
city
employees
does
this
not
cover,
and-
and
I
guess,
including
uh
contractors,
temporary
employees,
the
whole
universe
of
anybody
that
earns
a
paycheck
through
the
city.
Who
who
does
this
not
pertain
to.
A
D
D
B
B
B
Okay,
it
doesn't
appear
to
be
matters
from
the
chair.
I
had
asked
um
mark
duran
if
he
could
uh
get
on
and
just
give
us
an
update
on
what
the
legislature
might
be
thinking
or
doing
with
regards
to
icip
and
things
that
were
going
on
there.
He
said
he
would.
He
said
he
was
running
a
little
bit
late,
but
I
still,
I
still
don't
see
him.
B
Trying
to
get
in
so
um
again
don't
want
to
hold
everybody
up
I'll
give
mr
duran
a
call
and
then
we'll
um
see
if
we
can
get
him
on
at
the
next
meeting
or
potentially
at
the
next
council
meeting
um
with
our
uh
next
meeting
is
monday
november
8th,
uh
like
I
said,
we'll,
try
to
get
them
on
then
to
answer
some
of
those
questions
with
that
we
are
adjourned.
Thank
you
all
very
much.
Thank
you.
Chair.
