Miss,
wolfenberger.
F
Foreign
good
evening,
chair
and
counselors
I'm
pleased
to
be
here,
I've
had
the
pleasure
of
speaking
with
you
or
emailing,
with
you,
the
last
two
months
or
so,
but
now
I'm
here
for
the
first
time
and
very
pleased
to
announce
that
we
have
updated
the
emergency
response
route
map
that
has
not
been
updated
since
2004.
there's
been
quite
a
bit
of
development
since
that
time,
and
so
the
fire
marshal
Amo
griego
is
here.
Along
with
along
with
me,
we
have
had
close
coordination.
F
Many
field
visits,
coordination
with
a
land
use
Department
to
update
some
of
the
routes,
the
most
of
the
routes
that
you'll
see
on
here,
we're
already
on
there,
but
primarily
toward
the
south
end
of
town
in
the
north
end
of
town.
We
also
added
some
routes,
Geronimo.
If
you
could
please
pass
these
to
the
counselors.
F
F
Just
would
like
to
note
that
we
looked
at
the
a
lot
of
the
traffic
calming
devices
on
some
of
these
routes,
and
we
will
be
making
updates
and
working
with
the
fire
department
to
identify
any
necessary
Capital
Improvements
as
a
result
of
some
of
the
traffic
control
devices
that
are
on
some
of
these
existing
routes,
mainly
some
of
the
priority
One
routes.
A
You
any
questions
in
the
committee
so
like
Governor
miles,
it
already
has
traffic
coming
devices
on
it,
but
here
it's
listed
as
red.
F
A
Okay-
and
it
looks
like
this-
has
taken
into
account
a
future
Road
Network
as
well.
F
D
A
A
F
A
So
I
asked
for
this
from
director
wheeler,
so
the
knowing
that
it
hadn't
been
updated
in
many
many
years
and
knowing
that
there
were
new
annex
areas
that
we
had
where
people
were
asking
for
traffic
common
devices,
so
I
think
this
will
make
things
a
little
easier
for
all
of
us.
Thank
you.
Thank
you
for
the
presentation.
Thank
you.
Did
you
have
anything
Geronimo,
sorry,
Fire,
Marshal
Greg?
Yes,.
G
Sir
thanks
for
having
me
tonight,
I
did
want
to
point
out
a
priority
for
the
fire
department
itself
would
be
Richard's
along
the
Arroyo
for
improvements.
G
It's
near
our
station
Seven,
but
it's
actually
an
access
point
for
us.
I
know
during
inclement
weather.
We
have
issues
there.
So
if
we
can
get
any
improvements
there,
that
would
be
beneficial.
We
made
some
changes
along
with
the
map
in
some
areas
that
didn't
have
connectivity,
so
we
went
ahead
and
addressed
that
there's
some
purple
highlighted
roads
here
that
are
future
used,
but
at
the
same
time
we
just
wanted
to
make
sure
that
we
pointed
that
out.
G
There's
three
primary
colors
on
here
that
are
utilized
for
the
fire
department
as
far
as
the
road
Network
and
it's
red
for
Priority,
One
blue
priority
two
and
purple
for
future
roads.
So
if
we
can
make
a
recommendation
from
the
fire
department,
I
would
make
that
connectivity
between
Richards
and
fire
station
7
as
a
priority
for
us.
C
You
so
much
chairman
and
thank
you
Geronimo
and
Gene
for
your
work
on
this
Geronimo.
Could
you
share
with
me
that
thought
that
you
had
about
the
trade-offs
between
not
having
traffic
calming
devices
and
allowing
speeding
and
having
them
where
there
are
emergency
routes?
I.
G
Guess,
from
my
perspective,
I
think
that
and
we're
talking
about
Governor
miles
primarily
but
I,
think
our
fire
department
is
pretty
used
to
what
we
have
currently
out.
There
I
think
it
would
kind
of
be
detrimental
to
the
area
if
we
made
any
changes
to
the
traffic
Network,
because
we
got
a
lot
of
pedestrians
in
the
area.
So
I
know
we
utilize
Cerrillos
Road
as
a
primary
route
and
also
Richards,
so
we
make
Improvement.
G
We
make
our
emergency
response
through
there,
but
like
traffic
engineer,
Miss
wolfenberger
was
saying
that
you
know
that
is
a.
That
is
a
an
improvement
that
we
can
make
there
and
I.
She
mentioned
some
traffic
on
me.
G
That
might
be
an
improvement
for
that
area
and
I
think
it
has
to
do
with
the
width
of
the
road
and
and
our
apparatus
are
quite
a
bit
wider
than
a
normal
vehicle,
so
we
can
actually
cross
through
and-
and
it
actually
has
like
a
a
lane
just
for
our
apparatus
to
go
over
without
having
to.
But
these
are
all
improvements
that
the
traffic
engineer
is
familiar
with
and
I'm.
Not
all
I'm
here
for
is
our
emergency
response
and
to
get
improvements
in
our
emergency
response
route,
so
I.
Thank
you.
G
A
F
A
On
to
our
consent
agenda
and
the
first
one
to
be
discussed
is
item
l.
Will
you
read
that
into
the
record
that
mystias.
A
Right
so
I
pulled
this
and
you
and
I
have
had
some
discussion
about
it,
but
I've
been
waiting
for
the
city
manager
to
and
the
finance
director
I
think
to
give
a
breakdown
of
the
spending
that
has
gone
on
so
far
with
regards
to
the
radio
system.
So
we
purchased
several
million
dollars
worth
of
equipment
and
radios,
and
then
we
approved
money
to
move
the
primary
site
to
Los
montoyas,
which
ended
up
being
a
big
mistake.
So
then
they
came
back.
H
So
just
so
we
originally
were
at
Prime.
Then
we
had
a
project
to
move
to
the
p25
system
at
Los
montoyas
then.
So
there
was
that
project
right
and
then
we
had
issues
at
Los
montoyas.
So
then
we
put
in
a
request
to
move
back
to
Prime.
At
that
point
we
went
from
Prime
we
pivoted
and
now
we're
going
off
to
the
we
didn't.
We
didn't
complete
that
project
and
we
pivoted
and
we're
going
now
to
the
state
system.
H
H
So
the
funding
to
move
it
back,
we
closed
out
that
to
move
back
to
Prime,
we
closed
out
that
project.
It
was
for
273
thousand
dollars
was
the
PO
and
we
cut
Motorola
a
check
for
the
work
that
had
been
done
for
176
754.
H
To
move
back
from
Los
montoyas
to
Prime
we
purchased
equipment
and
also
what
would
the
labor
that
was
required
for
of
you
know
that
we
paid
them
to
do
the
research
and
project
manage
the
you
know
the
project
and
stuff
so.
H
Do
we
purchase
antennas
I
know
the
of
the
antennas
I,
don't
know
quite
what
else?
Whatever
was
required
for
the
project
I
can
I
can't
really
speak
to
specifics,
I'd
be
so.
Is
it
still
there
at
the
prime
Set
it's
it's
being
stored
because
we
didn't,
we
didn't
use
it
because
we
we
pivoted
to
move
to
the
state
system.
H
I
was
just
talking
to
our
our
subject
matter
expert,
who
used
to
be
worked
for
the
State.
He
was
one
of
the
lead
engineering
folks
for
the
state
radio
system,
and
he
said
it
is
definitely
usable
and
we're
going.
H
No,
we
would
use
it
whatever
our
plan
is,
you
know
if
we
want
to
use
it
for
our
non-public
safety,
radio,
we
could
do
that.
That's
a
possibility.
All.
H
Non-Public
safety,
radio
system
or
the
non-public
safety
area
to
be
like
parks,
I'm,
not
quite
sure
who
else
would
use
it
parks,
recreation,
water
and
Transit,
yeah,
okay,.
H
Would
need
to
we
need
to
update
that
system
as
well,
because
it's
21
years
old,
so
we
need
to
move
we're
going
to
need
to
that's
another
phase.
That's
our
next
step
of
this.
You
know,
after
we're
done
taking
care
of
Public
Safety,
because
that's
a
priority,
then
we're
looking
already
to
starting
another
project,
which
would
be
the
non-public
safety
ratio
and
updating
that
so.
H
Turn
the
oh
I
don't
know,
that's
that's
a
good
question
I'm,
not
quite
sure,
but
let
me
also
mention
just
real
quick
counselor
that
we're
on
since
we
bought
all
the
the
radios
that
you're
talking
about
from
the
original
one.
Those
are
p25
system
radios,
those
are
digital
radios
where
the
non-public
safety
is
not
p25,
it's
not
a
p25
system.
That's
it's!
Because
it's
old!
It's
an
older,
an
older
radio
system.
A
Well,
I've
had
discussions
with
you
and
with
the
city,
manager
and
I
think
this
is
a
big
mistake
that
we're
making
I
think
giving
millions
of
dollars
to
the
state
and
then
having
to
pay
them
on
a
monthly
basis,
yearly
basis.
We're.
H
A
I
I
About
eight,
more
radios
we'd
be
adding
to
that
station,
so
we
have
for
an
engine.
We
have
every
seat,
has
a
radio,
so
we
have
four
radios
per
seat
on
an
engine
and
then
two
on
an
ambulance,
so
it'd
be
six
and
then
with
the
tender
that
we
add
to
the
new
station,
it
would
be
two
for
the
Tinder,
so
eight
more
additional
yeah.
A
Again
so
I,
you
know,
think
won't
be
a
mistake.
You
know
now,
five
years
from
now,
but
I
like
I,
told
you
before
Mr
beta
10
years,
12
years,
20
years
from
now,
I
think
it's
gonna
end
up
being
a
we're
going
to
end
up
kicking
ourselves
for
doing
this,
but
because
this
is
the
route
you
guys
want
to
take
and
it
has
to
deal
with
the
safety
of
the
firefighters
and
the
in
the
police
department.
I
Mr,
chair
I'll,
add
one
more
thing
me
and
all
the
major
Metro
Chiefs
throughout
the
state
are
having
conversation
to
go
into
legislature
this
year
to
see
if
the
legislature
would
pick
up
this
cost.
I
There
is
something
else
that's
going
on
where
the
smaller
departments
can
afford
what
we
can
afford.
So
if
we
try
to
get
other
departments
to
go
on,
that's
their
their
hiccup
is
this
is
if
we
have
a
small
Department
like
Moriarty
or
smaller
departments,
they
can't
afford
that.
So
that
was
something
that
us,
as
the
Metro
Chiefs
are
trying
to
push.
That's
me
and
Albuquerque
fire
in
Bernalillo
County
is
us
going
and
saying:
can
we
try
to
have
the
legislature
pick
this
up
in
a
bill?
This
coming.
A
J
Mr,
thank
you,
sir
yeah.
It
wasn't
just
waiting
my
signature,
it's
actually
something
that
I've
been
working
on
and
I
apologize
to
you
for
the
delay.
I
know
it's
taken
much
longer
than
anyone
would
like.
I
have
actually
been
going
through
archived
agendas
and
meeting
minutes
since
2018
to
the
present
to
try
to
piece
together
with
documentation
for
you.
What
the
governing
body
has
voted
for.
J
What
that
actually
turned
into
and
I'm
up
through
about
2020
I
made
it
through
the
pandemic,
and
it's
unfortunately
just
been
something
that
I'm
squeezing
together
between
my
other
duties.
So
it
is
still
coming.
Sir
and
I
I
know
it's
been
a
long
time
and
I
apologize
to
you
for
that.
But
it's
just
for
lack
of
my
ability
to
sit
down.
I
spent
a
good
seven
hours
working
on
this
weekend
and
where
I
think
getting
closer,
but
it's.
J
A
A
K
Chair
Mr
beta,
can
you
tell
us
this
move
to
the
state
system?
What
it
is
we're
gaining?
Why
why
this
makes
sense
from
I.T
and
so.
H
Currently
it
really
comes
down
to
you
know
an
improved
coverage
in
our
city
for
our
First
Responders,
so
I
want
to
show
you
hold
on
my
it
looks
like
my
computer
beat
me
to
the
punchline
here,
but
let
me
just
show
you
this
and
I've
shared
this
with
you,
but
I
think
it's
important
for
people
that
haven't
seen
it
before
this
right
now
is
our
current
city
coverage
of
our
radio
system
that
we
have,
and
you
see
the
non-green
areas
beige.
H
If
you
will
areas,
are
the
parts
that
are
our
dead
zones,
and
you
see
really
here
near
the
airport,
Swan
Park
kind
of
on
the
south
side
of
Rodeo,
Road,
Drive
and
and
on
the
other
side
of
Santa,
Fe,
Community
College
and
even
up
in
the
area
of
the
serango
road
area,
that
these
are
dead
zones.
J
Sure
I
think
RIT
director
can
answer
that.
L
L
So,
okay
and
just
one
more
clarification,
Mr
chair
moving
to
the
state,
is
not
going
to
cost
millions
of
dollars.
Maybe
when
we
get
to
10
years,
it's
160
000
a
year,
that's
twenty
dollars
per
radio
and
we're
locked
in
at
that
twenty
dollars
in
our
mou
with
the
state.
They
cannot
increase
that
so
in
a
way
that
will
increase
from
160k
per
year
is,
if
we
add
additional
radios
and
it
that
radio
has
to
be
turned
on
for
that
month
to
be
charged
for
it.
H
H
The
coverage
in
Airport
Road
near
Santa,
Fe
High,
near
Santa,
Fe,
Community,
College,
south
of
rodeo
road,
is
completely
covered.
Now.
K
Put
it
not
darker
colors
of
beige.
H
Oh
in
that
area,
yeah
yeah,
exactly
as
you
can
see,
that's
elevation,
so
so
that
would
be
the
coverage.
Another
thing
I
just
you'd
mentioned
benefits
too.
So
that's
coverage.
Another
thing
is,
we
will
have
three
towers
that
would
serve
the
city
as
redundancy
goes.
If
any
of
those
Towers
go
down,
we
would
then
default
to
towers
outside
of
the
of
the
city
limits
that
the
state
has
set
up
as
our
backup.
So
we
have.
We
have
redundancy
right
away
as
far
as
the
state
system
goes,.
K
They
have
had
trouble
with
the
system,
and
you
and
I
talked
about
this
this
afternoon.
Tell
me
about
what
will
they
continue
to
have
those
cell
phones
and
what
value
do
they
add
so.
H
So
we
purchased
the
push
to
talk
or
One
Touch
push
to
talk
cell
phones
for
our
police
department
and
for
our
fire
department,
and
so
councilor
Romero
worth
had
asked.
What
are
we
going
to
do
with
these?
Did
we
purchase
these
phones?
How
much
do
we
pay
for
them?
What's
going
to
happen
with
them?
Well,
what
happened
was
we
got
the
phones
they
were.
The
physical
phone
was
for
free
and
then
we
paid
for
the
service
right
for
their
the
annual
cost
of
the
phone.
H
Now
she
asked
what
was
going
to
happen
with
those
the
physical
what's
going
to
happen
with
the
phones
afterwards,
and
what
we
found
out
is
is
that
the
police
department
and
maybe
Chief
Moya,
can
speak
at
what.
As
far
as
the
fire
department
goes,
the
police
department's
been
using
these
phones
to
help
with
their
investigations,
taking
pictures
and
keeping
them
on
a
city
phone.
They
use
them
as
tools
now
to
help
with
with
their
daily
work.
So.
K
H
K
H
Is
correct
because
yeah
exactly
we
won't,
we
will
not
ask
for
them
back
because
they
are
using
them
actively
and
and
to
serve
our
community.
K
Okay
and
our
pivot
I
think,
is
what
you
called
it.
D
K
To
the
state
system
is
also
being
approved
by
the
board
of
County
Commissioners
tomorrow
night.
Is
that
correct
that.
H
Is
correct
so
the
reroute,
the
reroute,
which
is
before
you
right
now
the
reroute
proposal
that
Motorola
gave
to
us.
We
wanted
to
expedite
this
with
the
county.
We
came
up
with
a
MOA
between
us
and
the
county
that
the
city
would
pay
for
the
reroute
portion
and
then
the
service
upgrade
agreement
would
stick
with
the
the
jpa.
What's
what
it
states
in
the
jpa
of
50
percent.
H
So
that's
what's
going
before
BCC
tomorrow!
That's
what's
here
for
you
guys
tonight
and
then
on
Wednesday.
If
you
move
it
forward
on
Wednesday,
we'll
go
for
approval
once
that
happens,
we
then
can
start
moving
forward.
Motorola
will
then
put
us
on
their
project
on
their
project
plan
for
the
first
quarter
from
what
they
have
told
us,
and
we
could
get
moving
on
getting
this
done.
K
H
So,
with
the
with
the
old
the
current
system,
if
we
were
not
to
do
anything
at
all,
the
we
were
told
by
Motorola
that
the
service
upgrade
agreement
that
we
were
due
for
the
service
upgrade
agreement
at
recc,
which
were
on
the
hook
for
for
50
percent.
H
H
So
if
we
didn't
move,
we'd
still
be
on
the
hook
for
98k
to
the
county
for
the
for
do
it
because
of
the
jpa
and
we'd
be
stuck
with
still
dead
zones
now.
I
also
had
mentioned
to
you.
Well
what?
If
we
stay
on
our
current
system
and
we
build
a
tower
on
the
south
side,
and
maybe
that
would
take
care
of
the
coverage.
H
Well,
that's
two
years
down
the
line,
get
of
get
of
building
a
tower
and
the
tower
is
going
to
cost
us
two
million
dollars
at
minimum
to
build
and
then
on
top
of
that,
we're
going
to
have
annual
costs
of
a
maintenance
cost
with
Motorola
now
for
Two
Towers
one
over
here
and
one
one
on
the
North
side
and
one
on
the
south
side,
and
that
cost
is
going
to
go
up.
That's
not
regulated
by
government
or
anything.
H
K
H
H
K
H
K
We
get
these
cell
phones,
which
is
another
redundancy,
I,
think
and
also
an
added
benefit,
because
they're
no
longer
using
their
personal
cell
phones
for
their
work,
yes
and
then
I
think
in
joining
the
state,
you
know
obviously
a
bigger
entity,
a
bigger
player
we
get
maybe
the
benefit
of
their
negotiating
power
since
they'll
be
out
front
and
and
we're
really
piggybacking
on
this.
This
bigger
entity
that.
H
No
I
mean
another
question
that
was
brought
up
just
real,
quick,
the
radios
that
we
purchased
originally
for
the
25
system.
Those
are
our
radios.
We
don't
need
to
buy
new
radios
for
moving
to
the
state,
however,
we'll
need
to
purchase
the
upgrade
flash,
which
is
like
the
programming
for
the
radar
to
be
on
the
state
system
or
Motorola
for
this.
So.
H
K
Then
so
and
I
guess
in
terms
of
things
that
Maybe,
maybe
you
can
clarify
this
because
I'm
not
sure
I,
know
the
answer
the
176
754
dollars
you
mentioned
at
the
beginning.
Yes
for
equipment
and
labor
paid
to
Motorola.
You
said
there
were
some
antennas
paid
and
then
labor
paid
to
Motorola
at
that
basically
I
mean
those
antennas.
We
may
not
be
able
to
use
and
we.
H
K
H
K
And
but
we've
recognized
that
to
continue
on
that
route
would
have
it
wouldn't
necessarily
be
beneficial,
both
in
terms
of
cost
and
in
coverage
and
in
terms
of
what
we're
getting.
Yes.
H
L
Mr,
chair,
Council
Romero
worth
another
benefit,
is
we're
not
required
to
use
Motorola
radios
going
to
the
state
system.
We
could
go
out
there
and
purchase
you
know
whatever
radio
we
want
whatever
vendor.
You
know
the
better
radio,
the
cheaper
radio.
So
that's
another
benefit
on
that
move
from
Los
montoyas
back
to
Buckman.
You
know
we
tried
to
do
that,
but
Motorola
put
that
project
unfold.
There
was
issues
identified
with
that.
L
We
were
back
there
and
that's
when
we,
you
know
just
started
the
discussion
with
the
state
and
that
opened
up
the
door
moving
to
the
state
system.
So
it
wasn't
just
that
we
didn't
make
this
decision
just
because
it
was
a
better
system
and
we
ended
up
saving
money.
In
the
long
run
we
could
no
longer
move
back
to
the
Buckman
site.
L
Originally
it
was,
there
was
a
permitting
issue
that
Motorola
Motorola
would
not
resolve.
We
kicked
up
that
project
again
in
June,
the
permanent
issue
came
up
again
and
a
Motorola
engineer
identified
that
the
Buckman
Tower
there
was
an
issue
with
the
height
of
that
Tower.
D
M
Thank
you
chair.
Just
a
quick
comment
and
I
appreciate
you
bringing
up
the
the
monetary
repercussions
of
this,
because
I
think
we
do
always
need
to
to
take
a
look
at
that.
It
looks.
It
seems
to
me,
as
if
the
the
overall
benefit
far
outweighs
the
the
costs.
What
we're
doing
and-
and
it
almost
does
seem
like
it
really
is
a
no-brainer
when
it
comes
to
emergency
services
and
communication
between
departments.
I.
M
Think
one
of
the
the
questions
that
I
had
previously
that
we
had
discussed
was
a
delay
in
in
on
the
street
on
the
on
the
switch
from
one
system
to
another.
I
think
you
know
just
for
the
record.
I
think
you
can
maybe
elaborate
on
that
a
little
bit
so.
H
There's
been
several
Bernalillo
County
Rio,
Rancho,
Valencia
I
believe
Eddy
County.
They
have
all
done
this
they've
all
switched
to
the
state
system,
so
the
state
Motorola
they
have
a
system
down.
They
have
a
plan
down
where
there's
no
interruption,
there's
not
going
to
be.
There
will
be
no
interruption
to
make
between
both
systems.
That
would
inter
have
an
interruption
of
service.
You
know,
and
it
would
provide
us
with.
You
know,
for
several
hours
of
not
providing
us
any
coverage,
radio
support
or
anything
like
that.
They've
done
this
many
times.
M
Thank
you
and
the
other.
The
other
question
I
guess
I
had
is
in
regards
to
capacity
and
taking
on
another
system
to
be
managed
by
the
state
system.
Does
the
state
have
the
capacity
to
take
us
and
the
county
and
whoever
else
they.
H
Do
the
state's
looking
at
trying
to
get
all
municipalities
in
All
Counties
on
their
system
because
it
just
becomes
stronger,
and
you
know
with
with
the
with
the
participation
building
with
the
towers,
but
they
do
and
they've.
H
Given
us,
the
state
has
already
told
us
what
they're
required
as
far
as
Hardware
is
required
to
be
able
to
support
us
and
we're
following
that
to
the
letter
of
law
with
that,
as
far
as
because
the
state
knows
what
they're
doing
when
it
when
it
comes
to
the
engineering
part
of
it
so
and
they've
been
involved
and
the
state's
been
great
with
us,
I
mean
they've
just
anytime,
we
need
them
for
a
meeting.
They
show
up
even
last
minute.
They'll
show
up,
there's
been
a
really
good
support
from
them.
All
it's
been.
H
It's
been.
It's
been
pretty
cool.
M
Thank
you
and
I
guess.
The
last
question
would
go
back
to
the
cell
phones
and
the
old
cell
phones.
Those
will
not
be
connected
to
any
kind
of
network,
though,
is
that
is
that
correct?
Well,.
H
M
Right
so
then,
in
regards
to
that,
obviously
that's
a
continued
cost.
M
A
So
this
you
know
again,
this
I'll
I'll
support
it
because
it's
what's
needed,
but
this
to
me
is
a
bad
magic
trick.
We
made
changes
that
led
to
all
those
dead
zones
and
now
it's
being
presented
as
here's,
this
great
fix
when
we're
the
ones
that
created
the
problem.
It
is
a
great
fix,
it
is
redundancy.
It
is
all
that,
but
it's
fixing
the
mistakes
that
we
made
when
there
are
other
ways
to
fix
them,
probably
less
expensive
ways
to
fix
them.
A
But
again,
this
is
the
route
that's
been
decided
on
so
because
Public
Safety
is
important.
You
know
I'll
support
it,
but
again
it
leaves
like
kissing.
Your
sister
leaves
a
bad
taste
in
your
mouth.
M
D
H
B
A
Thank
you,
counselor
Michael
Garcia.
You
pull
this
thank.
N
You
Mr
chair,
thank
you,
Terry
for
being
here
with
us
tonight.
Just
got
a
quick
question
for
you
regarding
retaining
the
rights
to
the
right-of-way.
Does
that
hold
any
value
for
the
city
for
future
use.
E
Sorry
Mr,
chair,
councilor,
Garcia,
The
Exchange
area
shares
a
common
boundary
with
what
is
now
the
city
property,
the
parking
area
outside
of
Rea,
and
it
says
very
specifically,
the
creation
of
a
sambuco
plaza
and
I'm,
not
aware
of
any
plans
for
a
sambusco
plaza
plan
for
the
rail
yard
in
that
area.
So
it
was
a
determination
of
myself
working
with
other
City
staff
that
there
really
is
no
value.
Okay,.
N
E
So
Mr
chair,
councilor,
Garcia
The
Exchange
area
is
owned
by
400
Market
Street
LLC.
It
is
part
of
400
Market
Street
and
it's
the
southern
boundary
that
has
now
developed
as
parking
right
on
the
other
side
of
that
wall
is
the
city's
parking
area
outside
of
REI
and
the
area
that
is
that
was
defined
in
one
of
the
exhibits
as
a
future.
Sandusko
Plaza.
N
Okay
and
just
making
sure
that
you
know
10
15
years,
We're,
Not,
Looking,
Back
and
saying
oh
shucks,
we
should
have
kept.
F
N
Right
away,
we
need
that
now
and
now
we've
got
a
see
if
we
can
purchase
the
property
from
the
property
owner
whomever
it
may
be
at
that
time,
but
just
wanted
to
get
that
clarification,
and
if
there
was
any
or
I
see
assistant
City
attorney
cells
are
with
us.
Any
plans
for
us
I
mean
I,
know
that
the
railyard's
been
built
out.
N
We're
kind
of
the
only
thing
really
being
developed
right
now
is
closest
in
proximity
is
the
School
for
the
Arts
doing
their
dormitory
development,
but
everything
else
is
on
going
to
be
on
the
other
side
of
Paseo
Del
Peralta
with
potentially
Warehouse
21
et
cetera
those
spaces.
But
maybe
is
there
anything
I'm
not
aware
of
I
think
it's
we're
pretty
much
done
with
the
development
in
that
space,
correct.
O
Chair
counselor,
I
think
the
confusing
thing
is
that
the
exchange
area
is
within
this
tract
139a.
So
if
you
look
at
exhibit
a
at
the
end
of
the
easement
document,
it
identifies
a
future
Plaza
area
within
the
tract
that
could
be
exchanged
with
that
little
section.
So
at
some
time
there
might
have
been
a
desire
for
sambusco
to
have
a
plaza
that
interconnected
with
outside
magazine,
but
sambusco
has
been
purchased
and
turned
into
a
school.
So
there
really
isn't
an
opportunity.
O
That's
why
we
evaluated
that
there
isn't
really
a
monetary
value
associated
with
this
because
of
the
build
out
of
the
of
the
rail
yard
and
the
way
it
exists.
Okay,.
N
K
A
N
N
Are
the
plans
to
have
the
existing
or
the
proposed
resources
come
out
of
tourism
in
the
future,
because
it
looks
like
there's
a
plan
for
it
to
come
out
of
Tourism
parks
and
our
commission
initially
and
then
there's
the
remaining
balance
that
would
come
out
of
I'm
assuming
your
budget,
not
necessarily
the
general
fund.
P
Mr,
chair
counselor,
that
is
correct.
The
intent
would
be
that
public
works
or
I
mean
excuse
me.
Yeah
parks
and
Arts
would
contribute
what
they
can
and
the
balance
would
come
from
the
tourism
budget.
Okay,
so
it
would
be
Rogers
tax.
N
Okay,
thank
you
for
clarifying
that
just
wanted
to
make
sure
next
question
is
why,
four
years,
why
not
a
one-year
budget
to
your
budget?
Why?
Why
are
we
shooting
for
four
years,
Mr.
P
Chair
counselor,
the
procurement
suggested
that,
because
of
the
amount
of
this
contract
we
we
can't
keep
coming
back
with
the
same
vendor.
We
had
to
do
an
RFP
and
so
to
do
a
one-year
RFP
is
rather
painful
and
we
chose
to
do
the
four-year
Kiwanis
feels
that
the
number
of
75
000
between
the
two
events
will
probably
be
sufficient,
and
it
can
be
supported
with
private
sector
funding.
P
N
Well,
I
hope
there's
a
savings,
but
thank
you
for
the
the
clarification
on
why
the
four
years
I
know
that
the
full
package
from
the
applicants,
not
in
our
packet
and
and
I,
think
the
New
Year
celebration
has
proved
to
be
successful.
N
The
initial
Dia
de
los
Muertos
event
was
successful
in
this
and
there
are
a
lot
of
people
there,
but
on
the
flip
side,
I
did
hear
some
concerns
from
the
community
members,
especially
from
folks
that
lived
on
the
south
side
that
they
weren't
reached
out
to
they
felt
like
culture,
is
being
appropriated
Etc
and
is
there
any
plans
from
Kiwanis
to
reach
out
to
folks
in
the
community
to
engage
in
the
future
planning
of
this
event,
because
I'd
hate
for
us
to
have
this
fantastic
event
and
have
a
good
portion
of
our
community
turn
their
back
on
it?
N
We
I
want
this
to
be
a
fully
embraced
celebratory
event
on
the
Plaza,
so
I
didn't
know.
If
that
we,
you
can
maybe
shine
some
light
on
that
or,
if,
because
it's
we're
still
in
the
kind
of
the
approval
of
the
RFP
process,
but
just
to
help
maybe
ease
some
concerns
from
some
of
the
folks
that
that
had
voiced
their
concerns.
After
the
event
Mr.
P
Chair
counselor,
thank
you
for
that
question,
because
this
first
year
it
was
a
kind
of
a
practice
event.
If
you
will,
we
did
bring
in
support
from
some
folks
that
are
Mexican
heritage
to
be
sure,
and
we
we
actually
had
consultation
from
Mexico
on
on
the
event,
but
there's
a
definite
intent
to
involve
the
South
Side
in
this.
The
whole
purpose
is
really
for
the
resident
it
is.
P
It
is
inward
facing,
as
opposed
to
tourism,
facing
someday,
it
could
be
an
attraction
to
Santa
Fe,
but
that's
not
the
intent
of
the
event.
So
definitely
Kiwanis
has
committed
to
do
more
Outreach
to
all
of
the
community.
That
would
that
feels
that
the
ownership
of
this
event,
we
don't
want
to
take
that
away
from
them.
We
want
this
to
support
their
celebration
of.
N
It
great
thank
you
for
clarifying
that
and,
if
folks
I
I
guess,
if
folks
do
have
some
concerns,
the
appropriate
mechanism
would
to
reach
out
to
Kiwanis
or
how
would
we
go
about
that
in
the
future?
Just
if
folks
want
to
be
engaged
which
direction
we
point
them
in
your
direction
or
the
the
Kiwanis
organization
Direction.
P
Mr
chair
concert,
it
could
be
either
and
both
I
can
assure
you
if
there's
an
Outreach
to
me.
I
will
be
responsive.
I
can't
speak
for
Kiwanis,
but
I
can
commit
that.
We
will
definitely
be
responsive
to
any
thoughts
or
concerns
that
any
of
our
community
has.
N
The
last
couple
questions
I
have
are
just
more
logistical:
I
was
reviewing
the
proposed
contract
and
I,
don't
know
if
it's
a
typo
or
if
a
correction
needs
to
be
made,
but
it's
on
page
17
of
34
in
our
packet
it
the
sentence
reads:
the
total
compensation
under
this
agreement
shall
not
exceed
240
000,
and
then
it
has
three
hundred
thousand
dollars
in
parentheses,
so
I'm,
assuming
the
the
verbiage,
should
read
200
or
300
000.
So
is
that
a
correction
that
needs
to
be
I
want
to
make
sure
Mr,
chair,
counselor.
P
Thank
you.
Yes,
that
is,
it
was
originally
240
was
the
intent
when
the
RFP
responses
came
in.
It
came
in
at
300.
P
This
was
a
little
rushed
on
our
part,
no
not
making
excuses,
but
thank
you
that
will
be
corrected.
Okay,.
P
And
it
will
go
to
the
governing
body,
of
course,
so
we
will
have
that
correction
done
before
it
moves
along
okay,.
N
Thank
you
for
clarifying
that
and
then
the
last
question
I
have
was
page
33
of
34
of
our
packet,
which
was
the
request
for
waiver
of
insurance,
and
it's
requesting
the
waiver
of
workers,
compensation
and
I'm,
assuming
it's
because
they're
a
non-profit
and
they
have
no
workers
that
there's
no
compensation.
But
my
my
concerns
around
the
form
is
the
the
way
it's
completed.
N
You
know,
for
example,
there's
questions
that
are
answered.
The
question
is:
are
crowds
are
children
likely
to
be
involved?
The
answer
is
no
well.
We
both
know
that
the
answer
to
that
question
is
yes
or
both
events.
There
are
going
to
be
crowds,
and
hopefully
children
at
both
events.
N
Will
the
city
rely
on
information
to
make
future
decisions?
Well,
I
I
would
rely
on
information
to
make
do
future
decisions
if
we
want
to
move
forward
with
this
type
of
funding.
For
for
these
type
of
events,
so
I
I
would
recommend
we
go
back
and
re-look
at
the
completion
of
this
form,
because
I
think
it's
a
little
misleading
in
that
sense
the
so
we
will
do
that.
N
P
Hello
Mr,
chair
Council,
it
will.
It
was
originally
intended
that
it
would
come
to
public
works
tonight
and
get
to
the
governing
body
on
Wednesday,
and
there
was
no
way
it
could
go
to
finance,
but
it
did
not
make
the
governing
body
agenda
so
we'll
deal
with
this
year's
celebration
for
New
Year
separately
with
a
purchase
order,
and
this
will
go
to
finance,
hopefully
in
January
before
it
gets
to
the
governing
body.
Okay,.
N
So
so
Mr
Randall,
given
that
section
that
lessen
the
resources
given
it
was
proposed
that
this
is
going
to
cover
multiple
events
and
this
we.
P
N
So
calendar
we'll
work
off
the
calendar
year
versus
fiscal
year
for
for
this.
Okay
with
that
being
said,
no
other
question.
Thank
you,
Mr
Randall,
for
providing
the
clarification
and
I
look
forward
to
these
events.
I
think
the
New
Year's
Eve
event
has
proved
proven
to
be
successful.
I
think
the
Dia
de
los
Muertos
event
has
has
some
great
attraction
and
opportunity.
N
I
just
want
to
make
sure
it's
an
event
that
doesn't
commodify
appropriate
culture
and
it's
something
we
we've
got
to
be
very
careful
of,
and
so
thank
you
for
attention
to
this
and
no
other
questions
I'm
happy
to
make
a
motion
Council.
M
Thank
you
chair
just
to
kind
of
elaborate
a
little
bit
more
and
you
know,
I
think
the
quranos
cup
is
is
doing,
has
done
a
great
job
with
all
these
events,
but
when
the
RFP
has
gone
out
was
there
any
other
organizations
interested
in.
P
M
Okay,
what
did
it
meet
the
deadline
and
it
just
wasn't
complete.
M
Thank
you
and
then
the
other
thing
I
would
add
to
the
Dia
de
los
Muertos
celebration,
which
I
attended
this
she
was.
It
was
amazing.
M
I
had
a
good
time
there
and
I
think
that
I'm
I'm
looking
forward
to
see
how
this
grows,
but
to
elaborate
or
to
to
spin
off
a
little
bit
off
of
counselor
Michael
Garcia's
comments
is
that
you
know
communication
and
collaboration
with
some
of
our
South
Side
members,
community
members,
organizations
in
regards
to
feedback
and
and
maybe
even
doing
an
event
on
that
side
of
town,
because
I
think
that
is
really
where
the
majority
of
our
Mexican
community
and
people
who
celebrate
this
as
well,
so
just
to
plug
that
and
if
it
does
stay
on
the
Plaza
well,
and
how
can
we
incorporate
them
and
bring
them
here
to
the
best
of
our
abilities,
so
I
think
that's
really
important
and
I'll
I'll
yield
the
floor.
A
Mr
mower
Randall:
how
does
one
become
a
city-sponsored
event.
P
Usually
we
have
an
organization
come
to
us
and,
and
particularly
from
a
tourism
perspective
ex
tell
us
what
their
events
about
the
literary
Festival
is
a
good
example
as
well
as
Dia
de
Muertos.
They
were
brought
forward
and
we
take
a
look
at
it
and,
depending
on
what
kind
of
funding
is
required
and
what
availability
of
funding
is
we
decide
whether
we
want
to
pursue
it
or
not?
Some
if
it
has
a
tourism
relationship,
it
usually
comes
to
me
if
it's
really,
mostly
residential,
it
usually
would
go
to
parks.
P
Mr
chair
neither
have
if
they
did
I
think
we
from
a
tourism
perspective.
We
would
look
at
what
we
think
the
potential
is
to
really
support
our
hotels
and
part
of
what
we
look
at
is
when
it's
being
held.
P
Zazoba,
for
example,
is
not
a
what
we
don't
provide
any
funding
for
zazobra,
because
while
it's
a
wonderful
event
that
attracts
thousands
of
people,
it
doesn't
generate
any
lodging
business
that
we
wouldn't
have
had
anyway.
So
we
we
do
take
a
look
at
the
potential
impact
on
lodging
is,
is
one
of
the
main
criteria
for
funding
from
Lodgers
tax.
A
Well
I
know
we
specifically
asked
the
kiwanians
to
to
do
the
Fourth
of
July
fireworks
show
when
Santa
Fe
High
decided
to
stop
letting
us
use
their
place,
and
then
we
asked
him
to
do
the
New
Year's
Eve
celebration,
so
we
asked
them
specifically
for
help
in
those
areas.
So
I
don't
see
any
issues
with
money
coming
from
there.
It's
just
money
for
Dia
de
los,
Muertos
and
I.
You
know
appreciate
the
event,
but
not
sure
how
we
spend
City
funds
on
a
non-city
sponsored
event.
P
Mr
chair,
we
do
believe
it
could
become
a
something
that
would
bring
that
would
attract
tourism.
This
is
why
the
event
was
celebrated
on
the
weekend,
as
opposed
to
November
2,
which
is
the
specific
day
of
Dia
de
Muertos.
So
we
we
put
it
on
the
weekend
and
we
think
it
could
grow
into
an
event
that
at
least
a
regional
visitation.
A
F
P
The
Mr
chair,
the
the
the
the
major
part
of
the
funding,
actually
is
reimbursement
of
expenses.
Kiwanis
gets
a
five
thousand
dollar
fee
for
each
of
those.
Two
events
that
comes
out
of
the
total
budget,
but
the
primary
amount
of
of
funding
is,
is
really
reimbursement
of
expenses
for
the
on
New
Year's
Eve,
it's
for
the
fireworks
and
for
the
other
sound
systems
and
whatnot
deity.
Yeah
I
understand
you.
D
D
O
A
P
Mr
chair
I
would
mention
that,
in
addition
to
this
funding,
there's
a
hundred
thousand
dollars,
that
is
in
the
tourism
budget,
that
is
awarded
to
organizations
who
apply
for
it
through
the
occupancy
tax,
Advisory
Board.
They
do
the
reviewing
and
they
make
the
recommendations
on
how
that
money
is
spent
and
any
organization
any
non-profit
can
apply
for
funding
in
that
manner
and
that
the
two
events
that
you've
mentioned
have
not,
at
least
in
my
nine
years
at
the
city,
made
an
application
for
those
funds.
L
D
A
Motion
for
approval
second,
any
further
discussion,
all
those
in
favor
signify
by
saying
aye,
all
those
opposed
I'm
gonna
oppose
this
no
abstention,
so
yeah
motion
carries.
Thank
you.
A
It
is
no
action
items
for
discussion,
no
executive
session
Matters
from
staff
director
wheeler.
C
A
N
N
So
we'll
wait
to
bring
the
balloons
and
Cake
until
that
time:
okay.
Okay,
no
other
question
just
want
to
I
guess
director
on
there
make
sure
that
the
crews
are
out
getting
ready
the
road's
ready
for
what
will
be
a
slippery
situation
here
in
a
bit.
So
yes,.
N
A
Else
from
the
committee
Matters
from
the
chair
just
wanna
again
say
thank
you
to
all
of
you.
For
a
great
year,
we've
gotten
a
lot
of
work
done
between
all
the
Committees
and
pleasure
to
sit
with
all
of
you
on
this
Dice
and
make
the
decisions
on
that
come
before
us
and
thank
you
to
director
wheeler
director
Jones
Miss,
Diaz
you're,
a
lifesaver
every
every
time
we
have
a
meeting
and
putting
it
all
together
and
getting
it
ready.
So
I
appreciate
you
tremendously
and
I'm
glad
we
have
one
more
meeting
with
you
doc
Dr.
A
I
just
want
to
wish
you
all
a
Merry
Christmas
and
a
Happy
New
Year
as
well,
and
look
forward
to
a
good
next
year,
so
our
next
meeting
is
Monday
January
9th
with
that
weird
adjourned.
Thank
you
all.
Thank
you.
Alex.
