If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Thank
you.
Sorry.
Everyone
we're
a
little
late,
getting
started
tonight.
It's
508
and
I
will
call
to
order
the
quality
of
life
committee
meeting
for
october
6th.
If
we
could
get
a
roll
call,
that'd
be
terrific
councilwoman
cassette
here.
D
D
B
B
Second,
okay:
we
have
a
motion
from
councillor
rivera
and
a
second
tie
between
councilwoman
vrael
and
councilwoman
cassette
we'll
go
with
councilwoman
bia
real,
and
if
we
get
a
roll
call
and
approval
of
the
agenda,
I
will
get
going
here.
D
B
Yes,
all
right,
thank
you,
and
now
we
will
move
to
approval
of
the
consent
agenda.
Are
there
items?
The
committee
would
like
to
hear
tonight.
D
Thank
you,
madam
chair.
I'd
like
to
remove
items
a
d.
B
Okay,
a
d
and
then
we
have
e
council
councilwoman
viarelle
I'd
also.
C
B
Second,
we
have
a
motion
from
councillor
rivera
second
from
councilwoman
cassette
to
to
approve
the
consent
agenda
as
amended,
we
can
get
a
roll
call.
B
B
All
right
we
now
have
we
moved
to
approval
of
the
minutes.
Are
there
changes
from
the
committee
changes
from
the
staff?
If
not,
is
there
a
motion
move
to
approve
second
motion
from
councilwoman
cassette,
second,
from
councilwoman
villarreal,
to
approve
the
september
15th
minutes
of
the
quality
of
life
committee?
If
we
could
get
one
more
roll
call.
G
D
B
Yes,
thank
you.
Okay,
we
will
move
into
the
consent
agenda.
Counselor
garcia,
if
you
could
take
your
hand
down
just
so.
I
have
a
clean
board,
helps
know
how
to
move
forward
and
we're
going
to
start
with
item
a
a
resolution
extending
the
timeline
for
community
conversations
on
santa
fe's
cultures,
history's
art,
reconciliation
and
truth
established
in
resolution
2021-6
and
councilor
garcia.
D
Thank
you,
madam
chair.
I
just
had
a
quick
question
and
I
was
trying
to
pull
up
the
article
that
I
had
saved,
but
for
some
reason
I
can't
locate
it.
But
my
question
was
in
regards
to.
D
I
believe
that
the
the
facilitator
had
mentioned
something
to
the
state
that
it
would
it's
not
a
priority
to
address
the
status
of
the
monuments
or
statues,
and
I
think
that
to
me
is
a
bit
concerning
that
we
can
get
through
a
whole
year
of
this
process
and
not
have
any
type
of
resolution
on
what
the
community
wants
to
do
and
how
they
would
like
to
move
forward
with
the
soldiers,
monument
and
the
don
diego
de
vargas
statue
and
any
other
problematic
site
in
the
city.
D
And
so
I
guess
I
don't
know
if
the
facilitators
are
on
with
us.
But
that
to
me,
as
I
mentioned,
causes
great
concern,
because
it
then,
ultimately,
then
I
guess
my
question
is:
what
are
we
trying
to
accomplish
in
this
first
year?
If
that
is
not
one
of
the
goals
we're
trying
to
accomplish.
G
Who
wanted
we've
got
I'm
happy
to
have
people
here?
Okay,
sure.
B
G
Can
start-
and
pauline
can
finish-
I
think
I
mean
the
intent
of
our
resolution
is
to
just
simply
align
the
time
frames.
Our
consultant
is
not
on
this
call,
so
I
or
on
the
same
meaning
I
apologize,
but
the
intention
of
this
resolution
is
just
to
align
the
signed
contract
date
with
the
to
give
the
full
12
months
pauline.
I
don't
know
if
you
wanted
to
add
additional
contacts
on
behalf
of
the
contractor
regarding
a
quote
that
they
had
in
the
new
mexican
or
I'm
sorry,
whatever
local
paper
controversy.
H
H
I
don't
know
this
specific
article
that
you're
referencing,
but
I
do
know
that
the
scope
of
the
work
for
the
12
months
will,
if
you're
asking
what's
going
to
happen
by
the
end
of
the
year,
which
I'm
assuming
you
mean
december,
which
was
the
original
date.
If
we
had
been
able
to
get
the
contract
and
the
po
done
by
january,
it
will
still
align
with
the
12-month
process
where
they
will
begin
their
facilitation,
their
activations.
The
cultural
history
series
continue
that
on.
H
They
just
are
going
through
the
identification
and
selection
of
the
project
facilitators
and
then
they
will
be
doing
training
with
them
and
then
start
to
deploy
them
out
into
the
communities
in
different
ways.
So
to
allow
for
the
the
full
scope
of
work
to
happen.
H
Not
only
talk
about
public
art
and
monuments
which
will
fold
into
filters
monument,
but
it's
actually
a
larger
umbrella
of
getting
community
input
about
what
their
values
are,
what
they
would
perhaps
like
to
see
and
again
being
community
driven.
So
there
is
a
general
parameter
per
the
scope
of
work
and
per
the
resolution
that
the
consulting
team
artful
life
is
addressing,
but
I
think
at
the
end
the
recommendations
will
be
more
inclusive
or
wider.
Broader
range
than
just
one
particular
monument.
D
D
When
I
I
thought
our
intent
of
the
contract
was
to
begin
to
address
some
of
these
public
monuments
and
statues
and
have
some
some
kind
of
guidance
given
and
and
that
that
is
in
my
opinion
would
have
been
part
of
a
priority
of
the
project,
and
I
guess
I'm
going
to
have
to
just
try
to
find
this.
The
statement,
because
I
do
want
to
confirm
that
once
once
this
ends
at
the
end
of
august,
we
will
have
some
type
of
some
type
of
guidance
given
to
the
city.
D
In
regards
to
the
feedback
we
were
able
to
get
from
the
community
regarding
the
statues
and
monuments
in
the
city.
I
I
don't
want
this
a
matter
that
we
spend
years
on
in
the
sense.
I
think
this
the
community's
been
waiting
over
a
year
for
this,
and
it
will
be
nearly
two
years
in
august
that
that
would
have
been
when
the
soldiers
memorial
was
torn
down.
D
And
I
think
we
we
need
to
be
able
to
at
least
have
some
type
of
beginning
of
closure
on
this
process
and
next
steps
and,
if
possible,
if
we
can
maybe
get
that
clarification
from
the
facilitator,
either
offline
and
sent
to
this
committee
or
to
the
governing
body
or
have
her
show
up
during
the
this
portion
during
the
next
governing
body
meeting.
Just
to
clarify
for
not
only
for
the
governing
body
but
for
the
community
as
well.
G
G
One
clarification
yes
on
that
and
I
apologize
councillor
garcia
for
not
mentioning
this
in
my
original
statements,
but
we
actually
have
the
first
present
update
from
artful
life
scheduled
for
the
november
agenda,
the
first
agenda
in
november.
It's
their
first
quarterly
report
to
the
governing
body
as
well,
that'll
be
on
november
10th.
So
I
did
just
want
to
mention
that
as
well.
G
They
will
be
presenting
to
the
governing
body
on
the
status
updates,
but
the
intent,
I
think,
has
been
to
not
only
fulfill
the
contract
but,
as
miss
kamiyama
mentioned,
really
be
listening
to
the
public
and
from
what
we've
heard
so
far.
The
survey
that
they've
released
online
is
already
getting
really
important
feedback,
so
I
do
just
I
did
just
want
to
note
that
they
will
be
going
to
the
governing
body
on
november
10th.
There
is
an
agenda
item
for
that
meeting,
for
an
update
to
the
council.
D
Okay,
thank
you
so
much.
I
appreciate
that
it
is
it's
still
I
mean
I.
I
would
hate
for
us
to
extend
this
contract.
D
If
you
know
we're
not
getting
one
of
the
deliverables
met
from
the
onset
or
you
know,
the
facilitator
doesn't
see
that
as
a
priority
of
the
process,
and
I
I
think
I
would
feel
a
lot
more
comfortable
voting
for
the
extension
hearing
from
the
facilitator,
what
their
thought
is
in
regards
to
what
the
deliverables
are,
and
you
know,
as
I
mentioned,
what
I
read
in
the
paper
was
a
bit
concerning
to
me.
F
Thank
you,
madam
chair,
miss
kamiyama,
so
back
to
cancer
garcia's
question,
but
your
memo
states
that
the
political
and
cultural
divisions
in
santa
fe
that
were
manifested
in
the
destruction
and
then
it
names
the
soldiers,
monument
don,
diego
de
vargas
and
then
boarding
up
with
the
kitt
carson
memorial.
So
if
those
are
listed
in
the
memo,
why
would
they
not
be
a
a
source
of
something
that
artful
life
would
would
address.
H
Madame
chairman
worth
counsel
rivera,
thank
you
for
the
question.
Yes,
in
the
their
scope
of
work
and
in
the
resolution
that
is
all
stated
so
it
will
be,
it
is
part
of
their
scope
of
work
and
so
through
the
community
engagement
through
the
community
center
process,
where
they're
gathering,
whether
it's
information
from
the
survey,
questions
or
in
person
or
zoom
excuse
me
or
the
cultural
history
series
they'll,
be
gathering
all
these
data
points
and
information
that
will
inform
the
recommendation
and
that's
all
from
being
community
centered
recommendations
about
how
to
move
forward.
H
H
Madam
chair
council
rivera,
I
believe
that
is
part
of
their
discussion
and
again
their
process
is
to
be
grounding
and
building
of
community.
So
it's
not
the
first
question
that
gets
answered
if
you've
looked
at
the
survey
questions
it's
a
way
to
transition
into
getting
a
common
understanding
and
common
connection
about
what
our
values
are.
What
we
think
is
important
and
then
those
larger
questions
about
the
current
situation
and
then
looking
into
the
future
of
how
we
as
a
city
want
to
commemorate
and
what
our
values
are.
H
G
Yeah
I
counselor
rivera
just
also
add
to
that.
I
do
just
want
to
note
that
we
do
include
that
language,
because
it
is
a
core
of
the
resolution
that
approved
chart,
and
so
we
are
diligent
in
making
sure
that
the
that
the
basically
yeah
the
language
reminding
us
why
we
passed
the
chart
resolution
in
the
first
place
is
included
in
our
communication.
So
I
do
also
just
want
to
follow
that
up,
because
I
it
is
in
the
memo.
G
It's
also,
you
know,
on
the
educational
piece
in
front
of
the
obelisk,
on
the
plaza
as
well.
So
thank
you.
B
B
B
Thank
you
with
that.
We
will
go.
Let's
see,
abcde,
we
will
go
to
d.
Sorry,
just
trying
to
remember
which
the
order
of
the
alphabet
and
on
item
d
is
a
request
to
approve
the
acceptance
of
award
terms
and
conditions
for
the
american
rescue
plan
arpa,
and
we
have,
I
believe
we
have
director
mccoy
with
us
and
councillor
garcia.
You
pulled
this
item
as
well.
D
I
Yes,
of
course,
madam
chair
counselor,
this
item
that
we're
bringing
forward
for
your
review
and
approval
this
evening
is
the
agreement
with
the
u.s
department
of
treasury
to
accept
the
arpa
terms
and
agreements
for
the
local
government
fund.
I
This
is
a
pretty
short
agreement.
As
far
as
grant
agreements
go,
it
dictates
the
period
of
performance,
the
period
of
eligible
uses
for
the
funds
and
other
pretty
standardized
terms
in
the
agreement
with
the
us
department
of
treasury.
Madam
chair
will
stand
for
any
questions
at
this
time.
D
Okay,
so
thank
you
mary.
I
really
appreciate
that
just
a
quick
clarification,
we're
not
agreeing
to
any
priorities
right
now,
just
the
agreement
to
accept
the
resources
from
treasury.
I
Adam
chair
counselor,
yes,
that
is
correct.
The
presentation
that
was
provided
on
monday
evening
was
about
again.
The
very
similar
presentation
that
has
been
given
previously,
where
we
were
able
to
staff
was
able
to
highlight
the
eligible
uses,
the
terms
of
the
included
in
the
arpa
agreement
and
as
well
as
kira
and
her
team
provided
some
additional
details
to
the
community
engagement
process
that
is
set
forth.
So.
D
Okay-
and
I
think
I'll,
take
a
look
at
the
presentation
and
reach
out
to
you
if
you
have
any
questions,
but
I
also
think
elijah's
telling
jackson
hello,
but
but
thank
you
for
the
clarification.
I
that's
what
I
thought
we
were
just
agreeing
to
begin
the
process
of
accepting
the
the
funds
from
treasury
with
that.
No
other
questions
motion
to.
B
Second,
okay:
we
have
a
motion
in
a
second
and
we
have
more
questions
from
the
committee
councilor
rivera.
F
Thank
you,
madam
chair.
Excuse
me
miss
mccoy.
I
think
one
of
the
findings
in
the
audit
had
to
do
with
tracking
of
federal
funding.
This
is
coming
pretty
quick
after
the
audit.
Are
we
going
to
be
in
a
better
position
to
track
how
we
spend
these
funds
and
have
a
better
process?
I
guess
moving
forward.
I
Madam
chair
counselor,
thank
you
for
that
question.
This
problem
was
identified
last
year
around
this
time
by
our
staff.
So
keep
in
mind.
That
was
around
the
time
that
we
were
accepting
and
budgeting
to
spend
the
17
and
a
half
million
in
cares
act
money.
I
So
our
staff
did
arrange
for
us
to
use
the
project
and
grant
ledgers
for
that
particular
federal
grant
award
that
came
through
the
state,
and
so
it
very
similarly
we're
going
to
be
setting
up
a
project
and
grant
ledger
to
accept
the
funds
and
to
at
the
appropriate
time
to
budget
those
funds
and
the
priorities
that
the
governing
body
will
set
forward.
For
this.
F
And
then
that'll
make
it
easier
to
report
how
those
how
that
funding
was
spent.
Is
that
the
bottom.
I
Line
madam
chair
counselor,
yes,
you
are
correct
using
that
project
in
grant
ledger
it
segregates
the
not
only
the
revenue
but
the
expenses,
and
so
we
can
pull
different
reports
to
include
in
our
cifa,
which
is
what
we
heard
about
from
our
external
auditor
roll
anaya
on
monday,
and
the
cfa
stands
for
the
schedule
of
expenditures
of
federal
awards,
and
that
is
the
information
on
expenses,
along
with
the
revenue,
the
drawdowns
that
we
provide
to
the
auditors
to
track
all
of
federal
grants
separately,
and
so
now
that
we
are
using
the
projects
and
grant
ledgers
to
track,
not
just
the
arpa
or
cares,
but
all
of
our
grants.
I
I
Madam
chair
counselor,
yvette,
andy
hopkins
is
on
the
line
and
he
can
go
into
some
more
detail
on
how
the
project
and
grant
ledgers
are
used,
but
I
can
give
you
a
short
quick
answer.
Is
yes,
the
expenses
as
well
as
well
as
the
revenue
will
be
tracked
separately
in
these
ledgers
again.
The
budget
and
the
ledgers
is
very
similar
in
the
project
and
grant
ledgers.
That
is,
is
very
similar
to
the
budget
that
we
set
up
in
the
beginning
of
the
fiscal
year.
I
That
is
a
point
in
time
and,
as
you
are
aware,
we
bring
forward
budget
adjustments
to
our
originally
approved
budget
in
the
spring
to
adjust
the
budget
up
or
down
or
transfer
funds
from
one
fund
to
another
one
department
to
another.
That
being
said,
you
know
we
will
have
an
initial
plan
that
we
will
be
presenting
to
council
in
the
coming
months
on
how
to
use
the
15
million
dollars
that
will
be
allocated
to
the
city
of
santa
fe.
I
But
if
the
plan
changes
in
the
future,
we
do
have
the
ability
to
within
that
project
or
grant
ledger
to
adjust
those
budgets
again.
That
would
those
actions
would
be
brought
in
front
of
the
council
to
vote
on,
just
as
we
do
with
our
recurring
capital,
our
recurring
operating
and
capital
budgets-
andy,
if
you're
still
in
the
meeting
tonight,
is
there
anything
you'd
like
to
add.
A
A
For
you
know,
this
portion
is
going
to
airport,
so
that's
airport
resources,
if
we,
if
we
put
them
all
in
one
place,
then
wherever
that
place
is,
would
show
a
huge
increase
and
would
include
things
for
like
airport
and
transit
that
that's
not
really,
you
know
a
good
match-up
between
where
the
funding
sits
and
where
the
the
funding
is
actually
going
to
be
spent
from
and
and
who
it's.
On.
A
Behalf
of
I
will
note
that
dfa
often
requires
us
to
put
these
things
all
into
one
basket,
which
makes
my
life
very
difficult
in
the
tfa
reporting
quarterly
process,
because
I
have
to
kind
of
like
show
it
there
and
then
show
ghost
transfers
into
where
it
actually
sits
to
meet
dfa's
onerous
requirements,
but
there's
no
reason
for
the
city
to
do
that,
and
in
fact
I
would
recommend
that
the
city
does
not,
because
you
know
we
want
to
give
you
a
good
picture
of
this.
Is
airports
re
resources?
A
I
I
Rivera
at
that
time,
the
the
period
of
that
we
have
to
expend
the
funding
goes
until
december
of
2024,
and
then
we
have
a
period
of
time
after
that
to
report
on
it
through
our
annual
budgeting
process
and
through
a
close-out
period
with
the
federal
cognizant
agency.
So
what
we
would
essentially
do
at
that
time
is
identify
the
funds
that
are
on
spent
and
that
money
would
actually
be
reverted
to
the
us
department
of
treasury.
So
I
hopefully
you
know
in
the
coming
years.
I
That
would
not
be
the
case.
We
do
have
a
significant
amount
of
time
more
time
than
we
did
with
the
cares
act
money
to
spend
this
money.
So
if
we
identify
a
project,
it's
not
going
according
to
plan,
we
would
have
the
opportunity
to
do
a
budget
adjustment
and
move
that
money
into
another
priority
that
we
would,
of
course
bring
to
the
council
for
their
approval.
B
All
right,
we
have
a
motion
and
a
second
and
let's
see
who
remind
me,
the
motion
was
councilwoman
cassette
right
and
the
second
from
councilwoman
via
rail.
Did
I
get
that
right.
J
B
Second,
my
opponents.
Okay,
thank
you.
I
just
want
to
make
sure
you
have
it
right,
so
all
right
if
we
could
get
a
roll
call,
that'd
be
great
and
councillor
rivera.
If
you
take
your
hand
down
that
would
help
me
again.
Thank
you.
J
J
E
E
B
B
B
Thank
you
all
right
with
that.
We
will
go
to
item
e,
which
is
consideration
of
an
ordinance
relating
to
the
city
of
santa
fe,
uniform
traffic
ordinance
amending
section
12-10-1.10
to
insert
a
clause
stating
that
a
person
who
violates
a
provision
of
section
12-10-1.10.
B
Of
the
uto
is
guilty
of
a
penalty
assessment
misdemeanor
and
to
add
and
increase
penalties
in
schedule,
a
the
traffic
violation
penalty
assessment
schedule
and
we
have
kyle
hibber
here
from
the
city
attorney's
office
and
I
believe,
councillor
cassette.
You
pulled
this
item
first
and
then
councilwoman
vial,
so
council
kassad.
J
Thank
you
so
much
madam
chair,
and
thank
you
kyle
for
being
here,
so
I
I
think
that
just
to
lay
some
groundwork,
one
of
the
things
that
I'm
I'm
struggling
with
here
is
is
why
people
would
be
receiving
citations
for
their
mufflers
and
that
in
some
instances
it
might
be
because
they've
modified
them,
and
we
know
we
know
that
we've
been
having
a
challenging
experience
there,
but
there
are
also
instances
where
people
may
have
an
older
car
would
not
be
able
to
afford
upkeep
on
their
car,
and
I
essentially
am
concerned
about.
J
We
don't
want
to
penalize
people
for
essentially
not
being
able
to
afford
this,
so
this
is
kind
of
what
I'm
struggling
with
here
and
and
what
I've
been
looking
at.
As
we
are
addressing
this
issue.
As
I
know,
it's
really
been
a
big
problem
within
the
city
and
kind
of
curious.
J
What
is
the
correct
solution
that
at
the
same
time
addresses
the
increase
that
seems
to
have
occurred
in
the
loud
cars,
the
modified
mufflers,
as
we
think
that
they
are
coming
as
well
as
balancing
out
that
there
might
be
a
a
challenge
to
individuals
who
simply
cannot
keep
their
cars
up
to
date.
So,
mr
hebner,
thank
you
for
answering
a
lot
of
these
questions
via
email.
J
I
am
going
to
go
ahead
and
and
ask
them
here,
because
I
think
it's
important
for
the
conversation
with
the
committee,
so
you
got
the
answers
ready,
so
that
should
make
it
easier.
J
So
one
of
the
first
things
I
did
want
to
know
is
how
many
tickets
have
been
given
out
for
modified
or
loud,
mufflers
and
and
really
in
the
last
few
years,
and
you
were
able
to
give
us
a
pretty
good
history
for
the
last
four
years
of
this.
K
Oh
yes,
chair,
remember
worth
kessler's
counselor
cassette,
so
in
2018
there
was
one
citation
issued
under
this
ordinance
2019.
There
was
also
one
issued
in
2020.
There
were
54
and
so
far
I
should
say.
As
of
the
writing
of
the
fiscal
impact
report,
there
were
23
so
far
in
2021.
K
Jeremy
worth
counselor
cassette,
it
looks
like
seven
of
those
citations
have
also
had
a
charge
for
I'm
going
to
be
a
little
broader
here
and
and
say
under
racing
on
streets.
That's
ordinance
section
that
that
includes
exhibition
driving
racing.
It
would
also
include
drag
racing.
Okay,.
J
And
then
I'm
sorry
I
did
not.
I
did
not
give
you
forewarning
on
this
question,
so
you
may
not
have
the
answer
but
of
the
other
citations.
Do
we
happen
to
know
how
many
of
them
seem
to
be
a
loud
muffler,
because
there
had
been
modification
that
occurred,
or
you
know
that
it
was
a
stylized
piece
or
that
it
was
simply
an
older
car
that
the
muffler
was
not
because
this
doesn't
just
address
loud
mufflers.
It
also
addresses
mufflers
that
aren't
meeting
other
certain
codes.
J
K
Cheryl
merworth
counselor
cassidy.
I
I
don't
have
that
information
in
front
of
me.
I
can
try
to
look
at
the
citations
and
see
if
there's
any
any
sort
of
pattern
with
regards
to
the
year
of
the
vehicle.
You
know,
in
my
experience
I
think
most
of
these
have
been
a
purposeful
modification
to
the
muffler
instead
of
just
an
older
vehicle
that
you
know,
needs
needs
upkeep
and
repair,
but
I
I
can
look
at
that
and
try
to
kind
of
see
if
there's
any
sort
of
a
pattern.
J
Okay,
that
would
be
wonderful,
thank
you
and
I
apologize
that
I
did
not
give
you
forewarning
on
that,
so
that
you
could
have
that
information
tonight
and
then
I'm
curious
about
the
process
of
giving
someone
a
citation
and
it
being
a
modified
muffler.
J
I
know
that
when
we've
had
this
discussion
in
the
past
and
I've
spoken
with
members
of
the
police
force,
they
they've
stated
that
one
of
the
problems
with
ticketing
a
modified
muffler
is
that
it's
not
safe
for
them
to
actually
check
the
muffler
at
that
moment,
and
so
there
is
a
process
for
providing
the
citation
and
whether
or
not
the
muffler
has
been
modified,
and
can
you
provide
some
more
information
on
what
that
citation
process
looks
like.
K
Chair
remember
what
counselor
cassette,
so,
I
think
the
site,
the
process
in
terms
of
what
the
officer
is
doing
is
going
to
be
similar
to
if
an
officer
is
enforcing,
for
example,
speeding
he's
going
to
stop
the
vehicle
approach,
the
vehicle
have
a
conversation
and
then
at
that
point
decide
if,
if
a
citation,
if
he's
going
to
issue
a
citation
now
in
this
ordinance,
the
the
kind
of
standard
that
we're
looking
at
is
you
know
is:
is
the
muffler
preventing
excessive
or
unusual
noise?
K
Is
it
preventing
excessive
fumes
or
smoke?
You
know
it
shouldn't,
be.
You
can't
be
using
the
muffler
cutout
bypass
or
similar
device,
so
you
know-
and
I
realized
with
the
excessive
renewable
noise-
that's
a
little
a
little
vague,
but
you
know,
I
think
I
think
many
many
things
in
the
law
are,
for
example,
dwi.
You
know
the
the
standard
is.
Is
it
is
a
person
impaired?
K
So
you
know
ultimately
the
end
of
the
day.
That's
the
standard
that
the
officer
should
be
using
is
that
is
this.
Is
this
vehicle
producing
excessive
or
unusual
noise?
That
could
also
be
the
standard
that
the
judge
is
using.
You
know,
ultimately,
if
it
goes
to
trial,
it's
going
to
be
up
to
determination
from
the
judge
whether
or
not
that
is
unusual
or
excessive
noise.
J
So
I
guess
that's
kind
of
hard,
because
if
it
goes
to
trial
the
judge
wasn't
there,
the
judge
couldn't
see
it
in
case
of
a
dwi.
We
usually
have
a
breathalyzer
test
for
well,
not
always
it
depends
on
what
the
substance
in
question
is.
But
if
we're
talking
alcohol
we
do
have
a
breathalyzer.
So
I
am
curious
about
the
ability
to
it's
just
a
fascinating
place
that
we
don't
really
have
a
measure
here.
So
there's
not
a
video
there's
not
like
a
decibel
reading
or
even
for
the
excessive
smoke.
K
K
I
will
say
that
you
know
the
officers
do
have
both
lapel
camera
and
dash
camera
so
that
that
certainly
could
be
used
as
evidence
in
in
a
trial.
You
know
trying
to
convince
the
judge
that
this
particular
situation
was
a
violation
of
this
ordinance
being
that
it
was
either
excessive
or
neutral
noise
or
excessive
fumes
or
smoke,
and
I
I
do
just
want
to
point
out
that
the
with
this
bill,
the
the
kind
of
the
standards
aren't
changing
it's
it's
just
the
penalties
that
would
be
changing.
J
Right
yeah,
thank
you.
I
I,
it
is
just
a
big
jump
and
again
kind
of
this
concern
about
this
equity
piece.
You
know,
and
and
when
is
this
occurring
and
when
are
we
giving
out
these
tickets
and
an
individual's
ability
to.
J
To
have
a
fair
trial
if
they
choose
to
if
they
choose
to
challenge
it.
So
thank
you,
though
it's
it
seems
a
bit
a
bit
challenging
when
the
with
the
dash
cameras
are
those
on
while
they're
well,
the
officers
are
driving
around
so
would
a
dash
camera
have
if
they're
seeing
a
car
are
those
on
typically
do
we
leave
those
on
all
the
time?
Do
you
know.
K
A
chair
room
or
worth
caster
cassette,
I
believe
they
come
on,
especially
with
the
new
system.
I
believe
they're
going
to
come
on
30
seconds,
so
they're
they're
kind
of
always
recording,
but
then
they
keep
the
information
once
the
the
lights
come
on
and
it
goes
30
seconds
back
towards
when
the
before.
When
the
lights
came
on.
J
Okay,
so
there's
a
potential
that
they
actually
would
catch
it
on
camera.
Thank
you
so
then
say
somebody
receives
a
ticket.
They
can't
afford
it.
They
would
have
the
option
to
do
community
service
correct.
K
J
K
Carol,
merworth,
council
casted.
Yes,
they
would
have
to
to
go
to
court
to
to
challenge
the
ticket.
It
is
a
penalty
assessment,
so
the
time
they're
given
the
citation
they
have
an
option
to
pay
the
ticket
or
to
be
tested
in
court.
J
K
The
judge
would
have
the
discretion
to,
for
example,
defer
the
the
fine
or
even
the
court
costs
the
the
municipal
court's,
usually
pretty
good
about
working
with
people
and
giving
them
a
payment
plan
if
necessary,
but
yeah.
The
the
judge
does
have
kind
of
a
wide
discretion
on
on
what
to
ultimately
impose.
J
And
then
I
am
I'm
curious
about
the
enforcement
piece,
I'm
not
sure
if
you're
an
individual,
that's
able
to
respond
to
this,
but
that's
something
that
we've
we've
been
hearing
about.
As
this
has
been
increases
that
our
police
force
has
said.
You
know
that
there's
just
not
the
ability
to
enforce,
and
so
I
think,
that's
kind
of
something
that
I'm
struggling
with.
If
the
challenge
is
enforcement,
if
the
challenge
is
catching
people,
then
increasing
the
fine,
how
beneficial
is
it?
J
And
so
I'm
just
I'm
not
sure
that
you're
the
individual
to
respond
to
this
of
looking
at
what
are
some
other
options
that
we
have
in
terms
of
prevention
strategies,
and
it
sounds
like
that
if
somebody
has
a
modified
muffler,
they
get
caught,
we
actually
we're.
Not
even
it's
not
a
fix-it
ticket
is
it
they
can
keep
going
and
just
hope
that
they
don't
get
caught
again.
K
Caramel
worth
counseling
cassette,
no
it
it's
it's
more
of
just
the
fine
and
the
fees.
Now
you
know
when
I've
had
these
cases
before
I've
often
offered
to
dismiss
the
case
if
they
can
show
that
they've
that
they've
fixed
the
fix
the
the
muffler
okay,
you
know
because
then
it's
not
a
problem
in
the
future.
K
Cass
said
yeah
that
would
be
kind
of
in
my
discretion.
A
lot
of
these
officers
are
gonna,
be
prosecuting
since
it's
a
penalty
assessment
by
themselves.
So
you
know
it
could
be
adoption
at
their
discretion
as
well.
Okay,.
J
We
are
having
maybe
excessive
noise,
and
you
know
again,
I
would
really
hate
for
these
individuals
to
be
hit
with
multiple
tickets
there,
instead
of
looking
at
some
opportunities
to
assist
them
with
repairs,
or
you
know,
ways
to
make
sure
that
they're
getting
their
mufflers
into
into
compliance.
J
K
Carol
meyer
worth
counselor
cassette,
I
I
have
not
heard
of
any
of
these
grant
programs
or
financial
incentives.
You
know
I
in
answering
your
questions
I
did
ask
around
some
and
the
people
that
I
talked
to
hadn't
have
not
heard
of
anything
like
that
either.
Okay,.
J
I'm
not
a
car
expert.
Does
anybody
does
anybody
know
you
know
the
cost
of?
How
much
does
it
cost
to
modify
a
muffler?
How
much
does
it
cost
to
unmodify
it?
How
much
was
it
cost
to
repair
a
muffler
that
has
been
that
is
just
old
and
not
functioning?
Does
anybody
on
this
call
have
a
broad
idea
of
muffler
costs.
J
Okay,
well
something
something
to
think
about
over
the
next
few
weeks
as
we
consider
this
okay.
Those
were
all
my
questions
that
I
had.
Thank
you
so
much
for
your
answers.
I
I
think
I'm
still
struggling
a
little
bit
with
one
is
this:
how
does
you
know
this
really
zone
in
on
the
problem
that
we're
having
without
some
negative
unattended
consequences
for
other
members
of
our
community?
Are
we
really
if
enforcement
in
catching
individuals
is
the
issue?
J
Then
it's
still
going
to
be
occurring
too
frequently
and
will
just
my
understanding
is
that
if
you're
modifying
a
muffler
for
kind
of
the
drag
racing
piece
of
this-
or
you
know
if
it's
a
aesthetic
that
somebody
prefers
that
I
my
understanding
is
that
it
is
pretty
expensive,
and
so
I'm
just
I'm
just
curious
if
this
is
really
going
to
be
helping
us
with
that
prevention
piece,
especially
since
we
don't
have
a
fix-it
ticket
here,
and
so
that's
that's
another
aspect
that
I
am
struggling
with
and
kind
of,
not
sure
if
this
is
really
getting
to
the
root
of
our
issue
and
then
could
potentially
hurt
other
members
of
our
community
so
I'll
yield
the
floor
for
now.
J
I'm
curious
to
hear
what
the
other
members
of
the
committee
are
thinking
about
this.
This
is
definitely
an
issue.
We
know
this
is
an
issue.
We
know
this
is
a
problem.
We
know
that
this
is
something
that
we
need
to
be
thinking
how
we
address
this
and
I'm
not
sure
that
this
is
the
solution
or
maybe
not
the
entire
solution,
or
it
might
be
on
the
way
to
the
solution.
But
I
I
think
that
we
need
to
work
on
this
a
little
bit
more.
B
Thank
you,
counselor
other
questions
from
the
committee.
E
Sorry,
thank
you.
You
have
the
floor.
Thank
you,
mr
mr
hibner.
I'm
not
sure.
If
you'll
be
able
to
answer
any
of
my
questions,
I
was
really
kind
of
focused
on
how
the
police
department
handles
this
situation
and
we
all
know
this
is
a
big
issue,
especially
since
covid
I
I
do
want
to
mention
that
I
don't
think
people
know
that
this
ordinance
penalizing
loud
mufflers,
has
been
in
place
since
20
2011..
Is
that
correct.
K
E
I
looked
at
the
I
went
through
the
ordinance
and
it
I
see
a
date
from
that.
It's
referencing
that
this
section,
I
don't
know
it
says,
being
ordinance,
number,
20,
11-4
and
so
we're
amending
that
section
of
that
ordinance.
E
I
just
want
to
make
sure
because,
from
my
understanding
this
was
in
place
a
long
time
ago,
and
I
don't
think
people
actually
knew
that.
So
when
I
think
about
this,
like
how
effective
has
this
ordinance
been,
it
would
be
great
to
see
over
a
period
of
time
since
it
was
implemented,
how
we've
been
how
it's
been
utilized
in
terms
of
citations
and
and
numbers
of
citations
given
based
on
this
ordinance.
E
So
there's
that
I
and
I
understand
the
intention
of
counselor
lindell-
it's
just
like
we're
all
feeling
exacerbated
of
not
really
finding
a
solution
to
this
problem,
and
so
it
makes
me
think
of
like
what
are
other
things.
Can
we
can
we
think
about
to
solve
the
problem?
That's
looking
at
root,
causes
or
ways
that
people
can
drag
race,
but
not
on
main
streets
and
have
other
places
to
do
their
recreation,
but
I
haven't
figured
that
out.
Yet
I've
been
thinking
about
that
quite
a
bit.
K
Karen
merworth
councillor
vero,
I
haven't
been
able
to
find
it.
I
could
certainly
find
it
and
then
get
back
to
you
on
that,
though,.
E
Okay,
I'm
pretty
sure
it's
been
around
for
a
while.
So
I
think
what
I'm
trying
to
figure
out
and
what's
hard
for
me
to
even
like
to
be
able
to
provide
support
for
pd
for
the
police
department
is
how
they
actually
gauge
muffler
decibels.
So
we
don't
have
any
mechanism
right
now
on
the
vehicles
that
that
track,
that
or
that
can
gauge.
That
is
that
correct.
K
E
So
I
guess
I'm
I
would
one
I
was
wanting
to
hear
from
them
and
disappointed
that
someone
is
not
here
from
pd,
but
I'm
I'm
even
just
trying
to
figure
out
like
how
are
cars
that
are
manufactured
with
louder
mufflers
anyway,
because
there's
cars
now
that
are
manufactured
that
way.
It's
not
like
they're
modified,
so
there's
that
issue,
and
then
how
do
they
distinguish
that
from
modified
mufflers,
and
then
I
started
thinking
like
bigger
picture.
What
about
low
riders
they're
actually
louder?
E
How
do
we
then
make
sure
that
we're
not
targeting
more
of
this
like
cultural
piece
of
our
community,
if
we
don't
have
any
way
to
to
actually
gauge
it
and
then
enforce
it?
So
the
enforcement
piece
has
been
big
on
my
mind
and
part
of
it's
more
like
the
not
so
much
the
muffler,
although
that's
a
component
of
it,
but
it's
like
the
drag
racing
and
the
loud
vehicles
and
actually
in
my
neighborhood,
it's
motorcycles
really
loud
motorcycles.
Just
drive
speeding
through
serious.
E
So
like
all
these
things,
I'm
just
bringing
this
up,
because
these
are
things
that
I'm
trying
to
figure
out.
How
do
we
figure?
How
do
we
tackle
these
issues
and
would
increasing
a
penalty
prevent
it?
When
I
talked
to
counselor
lindell
about
it,
it
was
really
these
intentional
people
that
aren't
necessarily
drag
racing,
but
just
like
revving
their
own
engines
loud
in
front
of
businesses.
Just
for
the
you
know,
maybe
for
the
enjoyment
of
it
in
their
minds.
So
but
then,
if
a
police
officer
not
around,
then
how
do
we
make
sure
that
I
mean?
E
E
So
yeah,
I
think
more
than
anything
it's
the
like
reading
engaging
how
we
how
we
decide
someone's
above
a
certain
threshold.
So
I
don't
think
anyone
can
answer
that
question.
For
me.
The
other
piece
is
have
we
ever
looked
at
or
can
we
do
this
locally
emissions
testing
requirements.
K
I
can't
remember
where
the
customer
viewer
I
can
get
with
my
boss
and
I'd
address
that
issue
too.
E
I
don't
know
if
any
of
my
colleagues
know,
I
think
we're
able
to
do
that
locally.
It
does
require
fun.
Like
you
know,
substantial
yeah.
B
Councilwoman,
I
I
don't
think
to
my
knowledge,
there's
nothing
that
prohibits
us,
but
I
do
think
it's
a
capacity
issue
and
because
I
have
been
also
thinking
and
looking
into
this
a
little
bit.
The
other
issue,
too,
is
that
if
you
are
requiring
that
cars
in
the
city
have
emissions
testing,
you
may
not
be
capturing
all
of
the
problem
because,
as
we
know,
we
have
cars
with
noisy
mufflers
that
come
from
outside
the
city,
and
so
if
we
had
an
emissions
program,
it
wouldn't
capture
those
cars.
So
that's
why
it
seems
like.
B
Maybe
it
would
be
better
if
the
state
did
it
and
they
did
it
statewide
or
if
they
did
or
if
we
did
it
in
a
regional
way,
maybe
with
the
county,
and
that
would
also
help
us
with
our
capacity
problem
that
maybe
two
governments
together
could
be,
could
have
the
resources
to
do
something
like
that.
So
that's
some
of
the
thinking
that
I've
been
doing
in
that
space,
but
I
don't
think
to
my
knowledge,
there's
anything
that
says
we
can't
do
it
like
gun
laws.
B
You
know
we
know
we've
been
preempted,
but
with
the
mission
stuff.
I
I
think
we
can
do
it,
so
I
don't
know
more
more
stuff,
councilwoman
cassid.
You
wanted
to
weigh
in
there
too
yeah.
E
They've
had
it
in
place
for
a
while,
actually
yeah
so
yeah.
I
think
about
that.
I
know
it
doesn't
solve
the
bigger
picture
here,
but
it
does
actually
in
a
way
solve
us
like
a
environmental
issue,
so
I
think
there's
ways
to
think
about
that.
I
really
do
like
councilwoman
cassette's
idea
about
the
fix-it.
I'm
surprised
we
don't
have
that
option.
I
think
that
that
could
be
something,
but
again
it
doesn't
doesn't
address
the
manufactured
loud
muffler
vehicles
that
are
made
that
way.
E
So
the
other
thing
I
was
going
to
ask
about,
let's
see.
E
Well,
when
I
looked
at
the
citation
or
the
fines
chart,
it
made
me
think
about
things
that
make
more
sense
to
me
about
increasing
the
muffler.
One
seems
harder
to
really
assess,
engage
versus
when
you
look
at
some
of
the
other
finds
red
light
running,
I
feel,
like
that's,
been
a
really
big
issue
more
than
I've
ever
seen.
E
E
So
I
don't
know
I'm
just
putting
that
in
the
back
of
my
mind
and
just
letting
you
all
know
that
there's
probably
other
things
that
we
need
to
think
about,
too
of
fines
to
prevent
people
from
actually
doing
things
that
actually
are
preventable,
which
is
running
red
lights.
So
that's
just
something
to
think
about
I'm
having
a
hard
time
with
this.
I
wish
there
was
another
way
to
tackle
this
situation.
E
And
the
fact
that
we
have
been
told
numerous
times
that
there's
no
ability
to
really
enforce
this,
and
it
I
mean,
although
it
may
be
a
priority
to
some,
I
think,
there's
some
bigger
issues
that
we're
dealing
with
that
take
our
pd
and
other
places
in
our
city.
So
I
think
I'll
stop.
Now,
I'm
just
trying
to
figure
out
how
this
can
work
for
us
and
and
how
we
enforce
it
so
I'll
yield
the
floor.
Thank
you.
B
Thank
you,
councilwoman
councillor,
rivera.
F
Thank
you,
madam
chair,
mr
hibner
of
those
citations
that
you
listed
before
specifically
20
20
54,
and
I
think
2021
21
citation
so
far.
How
many
were
for
noise?
How
many
were
for
racing
or
how
many
were
for
excessive
smoke.
K
Caramel
word
councillor
rivera
those
numbers
that
I
listed
all
of
those
are
going
to
be
under
the
this.
This
muffler
section,
which,
which
is
12-10-1.10.
K
Now
I,
the
the
another
part
of
your
question,
was
how
many
were
for
a
noise
and
how
many
were
for
excessive
smoke.
I
I
don't
think
I
have
an
answer
to
that
right
now.
I
would
have
to
look
at
the
individual
citations,
but
I
can
look
at
those
and
get
back
to
you
on
that
as
well.
F
Okay,
do
you
know
how
many
of
those
citations
were
either
paid
up
front
or
how
many
of
them
went
to
court
and
prosecuted.
K
I
remember
worth,
let
me
pull
it
up.
The
fiscal
impact
report.
K
I
I
guess
camera
worth
53
of
the
79
have
revolt,
have
resulted
in
a
conviction.
20
of
the
citations
have
been
dismissed
and
then
six
of
the
citations
are
still
pending.
K
Jeremiah
worth
council
river
conviction
is
going
to
include,
or
should
include,
the
ones
that.
K
He
either
yeah
pled
pled
guilty
to
the
conviction
or
or
sorry
pled
guilty
to
the
citation
or
after
trial.
The
judge
found
them
guilty.
F
Of
these
citations
or
what
happens
in
the
instances
of
diesel
vehicles,
where
you
have
these
diesel
pickup
trucks
that
just
emit
a
lot
of
exhaust
just
by
nature
of
being
a
diesel
vehicle.
K
Accurate
remember
rivera
the
ordinance
doesn't
differentiate
between
dc
vehicles
and
and
non-diesel
vehicles.
It
is
still
using
kind
of
the
same
standard
for
everyone
and
that's
the
excessive
noise
or.
F
So
back
to
counselor
cassette's
question
about
stock
vehicles.
I
assume
the
same
applies
there:
no
differentiation!
If
it's
a
stock
vehicle,
a
chrysler,
a
mustang
that
just
makes
a
loud
noise
by
just
by
the
way
they're
made
it
doesn't
differentiate
between
that
and
a
modified
vehicle.
Is
that
correct.
K
I
would
say
that's
correct,
except
there
is
an
additional
prohibition
against
using
a
muffler
cut
out,
bypasser
or
similar
device,
but
but
as
far
as
that,
it's
still
kind
of
the
same
standard
of
the
excessive
or
a
neutral
noise.
F
Do
we
know
the
area
of
town
that
these
citations
were
issued
or
the
demographics
around
them.
K
F
All
right,
so
I
guess
one
thing
that
concerns
me
about
this,
I
think,
is
you
know.
Typically
it's
it's
the
younger
generation
that
modifies
their
mufflers
and
and
I'm
as
frustrated
with
everybody
at
the
noise.
I
have
a
neighbor
that
probably
lives
a
block
and
a
half
away.
That
starts
his
vehicle
every
morning
at
six
o'clock
and
you
can
hear
it
from
many
blocks
away.
F
So
I'm
as
frustrated
as
everybody
else,
but
just
want
to
make
sure
that
we're
not
in
a
situation
where
we
can
be
thought
of
as
profiling,
profiling,
a
specific
group
of
people,
especially
the
young,
younger
generation,
because
they
may
do
a
lot
of
modifications
or
that
they
may
be.
F
You
know
one
want
a
vehicle,
that's
louder
and
and
not
necessarily
faster,
but
just
sounds
fast.
I've
been
driving
by
many
nissan
sentras
that
sound
very
loud
but
they're
as
slow
as
any
vehicle.
I've
ever
seen,
but
they're
they're
very
loud
and
want
to
make
sure
that
we're
not
in
a
situation
where
we're
going
to
be
thought
of
as
profiling,
younger
people
because
they
want
a
louder
vehicle.
So
that's
that's
just
a
statement.
I
don't
need
a
response
to
that.
F
Some
of
the
languages
that
has
changed
is
a
penalty
assessment
misdemeanor.
So
what
was
it
before
if
it
wasn't
a
misdemeanor
before
what
was
it
before.
K
Actual
rumor
with
councillor
rivera,
so
it
was
still
a
penalty
assessment
misdemeanor
before
it
is
just
adding
the
sentence.
That
kind
of
double
specifies
that
so
there
is
a
penalty
assessment
section
at
the
end
of
the
city's
uto.
You
know
from
traffic
origins
and
it
it
lists
the
the
various
violations
of
ordinances
and
what
the
penalty
assessment
is.
So
it's
it's
always
been
a
penalty
assessment.
It's
just
kind
of
making
sure
that
that's
clear,
because
if
it
doesn't
specify,
then
the
general.
K
General
traffic
penalty
applies,
which
would
be
up
to
90
days
and
up
to
300.,
but
it
it
it
was
on
the
penalty
assessment
schedule.
It's
still
on
the
penalty
assessment
schedule,
it's
just
just
kind
of
making
sure
that
it's
clear
that
it
is
a
penalty.
F
Assessment,
I
get
that
what
does
the
term
misdemeanor
mean,
especially
for
maybe
a
young
person
that
modified
their
muffler
and
now
gets
a
citation
carol?
Merworth
council,
river.
K
Not
assessment,
so
the
term
misdemeanor
is
I'm
trying
to
think
of
how
to
describe
this.
It's
I'm
gonna
call
it
a
term
of
art.
So
in
the
penalty
assessment
section
which
is
included
it,
it
says,
penalty
assessment,
misdemeanor
means
violation
of
the
following
listed
sections
of
the
city
of
santa
fe
uniform
traffic
code,
for
which
the
listed
penalty
assessment
is
established.
K
So
I
think
I
get
what
what
you're
saying
is
that
the
word
misdemeanor
kind
of
distracts
a
little
bit
and
makes
it
seem
like
it's
a
little
bit
more
than
in
the
the
fine,
but
it
is.
It
is
a
defined
word.
So
any
of
those
penalty
assessment
misdemeanors
are
going
to
be
punishable
by
by
you
know,
whatever
the
whatever
the
council
has
determined
to
be
the
define.
F
K
I
I
don't
think
it
would,
because
a
misdemeanor
by
itself
has
has
a
different
meaning
than
a
penalty
assessment
misdemeanor
now,
if
you're
asking,
if
they
would,
if
they
would
put
that
they
were
convicted
of
this
statute
on
the
job
application.
For
example,
you
know
I
don't
know-
perhaps.
B
We
do
have
bernadette
salazar
on
the
line
she
may
know.
Counselor.
F
That
you
know
that's
fine,
I
think
everyone
knows.
My
concern
is
a
you
know.
Somebody
with
a
modified
muffler
and
to
counsel
comes
with
vietnamese
point
is
that
this
has
been
on
the
books
for
a
while
and
really
nobody
knows
about
it
and
really
there
hasn't
been
much
enforcement
on
it
until
looks
like
last
year
in
this
year,
so
we're
sort
of
catching
people
off
guard
when
they
really
didn't
know
about
the
law
and
then
it
could
be
something
that
that
could
affect
them.
I
don't,
I
don't
think
a
job.
F
If
I
remember
correctly
with
the
city
application,
it
just
says:
have
you
ever
been
convicted,
it
doesn't
ask
for
what
it
was
or
or
why
or
or
what
so
I
don't
know
how
that
would
affect
a
job
application.
Maybe
I'll
email,
ms
salazar,
tomorrow
and
maybe
ask
her
the
question,
but
I
have
many
concerns
about
this
and
again
I'm
just
as
frustrated
as
everybody
else,
but
don't
want
to
get
into
a
situation
where
we
maybe
consider
profiling
or
maybe
having
something
on
somebody's
record.
F
When
you
know
they
really
weren't
aware
of
over
the
laws
that
we
had,
we've
had
out
there
and
I'm
not
sure
that
that's
really
fair.
So
that's
all
I
have
manager,
thank
you
and
mr
hibner.
If
you
can
get
some
information
regarding
my
my
questions,
maybe
for
the
I
don't
know
what
the
schedule
of
this
is.
Is
it
scheduled
a
good
public
works
or
it
looks
like
public
safety
and
10
19?
So
I'll
have
a
another
opportunity
to
ask
my
my
questions
there.
F
So,
if
we
can
look
at
that
and
I'll
follow
up
either
public
safety
or
governing
body
on
november
10th.
Thank
you,
madam
chair.
E
B
Okay,
I
have
a
couple
of
questions.
I
you
know,
like
my
colleagues,
I
think
we're
all
frustrated
with
this
problem.
We've
all
heard
about
it,
we're
hearing
these
cars
all
over
town.
I
have
one
in
my
neighborhood.
I
listen
to
that
car
come
and
go
regularly,
but
I
too
am
not
sure
that
this
solves
the
problem
or
even
moves
us
in
that
direction
or
that
we
are
understand
what
this
does
or
doesn't
do
and
that
we
understand
the
nature
of
the
problem.
B
B
We
haven't
actually
been
issuing
that
many
tickets
and
do
we
know
that
if
we
raise
the
cost,
we're
actually
going
to
deter
people
from
doing
this,
I
I'm
wondering
you
know:
would
it
be
better
and
is
there
a
model
where
we
could
require
that
if
you're
stopped
you're
required
to
fix
your
car
and
maybe
in
addition
the
25
fee,
but
I'm
also
kind
of
curious?
Where
did
we
get
this
level
this
hundred
two
hundred
three
hundred
dollars?
So
it's
a
hundred
dollars
for
first
offense?
I
think
200
per
second
300
for
the
next.
B
You
know
which
goes
to,
I
think,
our
level
of
frustration.
But
where
did
those
numbers
come
from?
Did
they
did
the
sponsors,
look
at
other
cities
and
that's
what
they
do
and
that's
determined
to
be
the
the
the
point
at
which
you'll
deter,
deter
the
behavior
or
did
they
just
out
of
their
frustration?
Say:
let's
make
it
a
hundred
dollars
because
that'll,
really,
you
know,
hurt
somebody's
pocketbook.
I
I
don't
know
if
you
have
an
answer
to
that.
I
imagine
you
don't,
but.
B
K
B
Did
you
want
to
add
to
that
jessie
with
the
legislative
drafting
office.
L
Thanks,
madam
chair
counselors,
can
you
all
hear
me?
Yes,
okay,
yeah
initially,
I
believe
the
draft,
as
proposed
by
that
that
was
sort
of
drafted
by
kyle,
had
a
lower
penalty
schedule
and
when
it
was
shown
to
the
sponsor
counselor
lindell,
she
wanted
to
raise
it
to
the
current
rate.
So
I
don't
know
that
she
didn't
tell
me
if
it
was
based
on
another
city,
but
that's
what's
in
there.
Now
is
what
she
wanted
it
to
be.
B
B
So
I
just
a
couple
of
questions.
I
guess
so
we
know
and
mr
hibner,
I
think
you
can
answer.
Maybe
you
can
answer
this.
So
you
said
there
were
53
convictions
and
you
said
that
that
included
people
who
pled
guilty
and
then
those
who
were
found
guilty,
though
those
who
pled
guilty,
do
you
mean
that
they
just
paid
the
fine
or
with
this
kind
of
a
ticket,
do
you
have
to
go
to
court.
K
Carol
remember
worth
this:
ticket
does
not
require
an
appearance
at
court
like
some,
some
tickets
would.
K
So
I
I
I
would
need
to
verify
on
the
numbers
just
to
be
sure
that
I'm
not
giving
bad
information.
But
I
I
would
suspect
that
the
number
would
include
people
that
just
elected
to
pay
the
penalty
assessment
and
also
the
people
that
went
to
an
arraignment
and
pled
guilty.
But
if
I
could
have
a
chance
to
just
verify
that
I
would
appreciate
it.
B
Okay,
yeah
I'd
just
be
curious,
like
how
many
people
just
paid
the
fine
right.
That
would
tell
us
that
you
know.
Maybe
it's
not
high
enough,
I
guess-
or
at
least
for
some
wasn't
high
enough
or
did
they
appear
and
I
don't
know
it
would
be
helpful
to
get
more
information.
B
I'm
also
concerned
about
the
fact
that
you
know
I
think
there
was
some
questioning
about
the
body
cams
and
the
dash
cams
and
my
concern
would
be
you
know:
do
they
capture
the
violation,
and
this
you
know
of
course
goes
to
how
do
we
know,
and
you
know
if,
if
the
dash
cam
goes
on,
I
think
you
said
what
30
seconds
after
the
lights
go
on
on
the
car.
What
how
does
that
work
again?.
K
B
Right,
so
we
don't
necessarily
so
we
don't
necessarily
know
that
it's
going
to
capture
the
violation,
and
then
I
and
then
I
wonder
how
do
we
know?
You
know
whether
I
think
this
was
councilwoman
via
rael's
point
about
how
do
we
measure?
How
do
we
know
that
the
muffler
was
excessive,
but
also
what's
excessive?
B
I
don't
think
we
know
that
either
yeah.
I
also
am
concerned,
like
councilwoman
cassit,
that
this
isn't
necessarily
fixing
the
problem.
You
know,
I
think
it's
you
know,
I
mean
you
as
the
prosecutor
could,
in
exchange
for
dropping
the
charges
could
say
you
know,
show
me
proof
that
you
fixed
it,
but
that
doesn't
we
don't
know
that
that
happens
systematically.
B
So
that's
challenging
to
me,
I
yeah
and
it's
interesting
too.
We
so
we
are
higher
than
the
state
for
this
same
offense.
What
is
the
state
charge
if,
if
you
are
stopped
by
a
state
police
officer,
is
it
25?
I
think
you
you
gave
me
this,
but.
B
50,
okay,
yeah,
and
why
did
they
pick
50.
B
We
also
you
know
back
to
this
manufactured
cars.
I
I
believe
porsche
suvs
are
manufactured
to
there's
like
a
button
in
the
car
to
you
know,
if
you
wanna,
I
don't
know,
show
how
cool
you
are.
You
can
push
the
button
and
it
revs
the
engine
at
a
higher
rate.
So
you
know
that's.
Okay,.
B
Fines
and
fees
and
and
the
unintended
consequences
of
who
we're
capturing
and
who
we're
not,
and
I
think
there
was
another
comment
too
about
motorcycles.
I
understand
jennifer
fabian
when
she
worked
for
us
told
me
once
that
motorcycles
are
noisy
and
there's
a
safety
reason
for
it,
because
sometimes
they're
not
seen
and
one
way
that
that
helps
you
know,
communicate
that
they're
in
the
vicinity
of
a
car
is
the
fact
that
they're
louder
than
the
car
and
that
that
that's
done
for
safety
reasons.
B
So
I'm
concerned
about
you
know:
do
we
do
we
capture
them
unnecessarily
and
is
that
you
know
what
we're
doing
and
and
is
this
a
pandemic
thing
right
I
mean,
will
we
go
back
to
to
some
sort
of
normalcy?
B
You
know,
I
think
it's
interesting
that
in
2021
there
are
only
23
tickets
and
we're
in
october.
Clearly,
in
2020
there
was
there
were
54
tickets
and
I
and
I
get
it
because
everybody
was
home
and
the
streets
were
empty
and
you
know
there
was
more
opportunity
and
people
were
were,
I
don't
know,
probably
blowing
steam
will.
Will
this
problem
sort
of
self-correct
with
some
time
and
if
we
educate
people
that
hey,
we
can
stop
you
and
and
find
you
and
you
really
don't
want
that
to
happen.
K
I
can't
remember
what
yeah
the
the
the
court
fees
you
know.
Ultimately,
it's
going
to
be
up
to
the
judge
whether
or
not
those
get
imposed.
I've
seen
that
the
judge
will
let
someone
do
community
service
for
fines
and
fees.
K
Of
anything
in
our
law
that
says
that
it,
the
judge,
must
give
community
service
and
didn't
do
a
fines
and
fees.
B
Okay,
yeah,
I
just
I
again,
I
I'm
worried
about
fines
and
fees
generally
and
and
I'm
you
know,
working
on
some
stuff
around
this,
because
I
want
to
make
sure
we're
also
not
unnecessarily
spiraling
people
into
debt,
and
particularly,
if
we
are,
you
know,
capturing
people
we're
not
intending
to
capture
here
and
if
we're
also
not
fixing
the
problem
we're
seeking
to
to
solve.
B
These
are
all
problems
for
me,
so
I
I
don't
know
what
the
wishes
the
committee
are,
but
I
would
prefer
that
we
not
approve
this
bill
and
you
know
it
can
be
heard
by
these
other
committees
and
we
can
get
more
information,
and
I
don't
know
if
there
may
be.
There
are
other
suggestions.
The
sponsors
have
that
help
alleviate
some
of
these
concerns
or
other
things
that
we
can
do
in
combination.
B
B
It's
also
been
suggested
to
me
that
you
could
also
have
your
some
sort
of
program,
and
maybe
this
is
more
palatable
at
the
state
level,
where
your
car
needed
to
be
checked
in
order
to
be
registered
so
that
you
know
you
might
look
for
the
the
kind
of
tint
with
the
darkness
of
the
tent.
You
might
look
for
a
broken
windshield.
You
might
look
for
your
muffler,
you
might
look
for.
B
I
don't
know
the
basically
the
things
that
that
suggests
that
your
car
is
safe
to
be
on
the
road,
and
maybe
that
is
a
way
of
capturing
this
and
also
getting
more
to
the
problem
that
we're
trying
to
solve.
So
with
that
there's
some
other
hands
up
which
which
of
you
was
first
councilwoman
via
real.
I
think
you
were
first.
E
E
E
Slow
and
roll
really
slow
and
quiet.
I
don't
know
something
quiet
I'll,
go
with
that,
but
I
just
feel
like
that's
where
the
numbers
actually
increased
from
last
year,
and
actually
I've
heard
that
this
is
a
national
problem.
E
J
Councilwoman
cassette,
I
looked
it
up,
it
is
slow
and
quiet,
operation,
slow
and
quiet.
According
to
my
emails,
I
guess
I'm
just
trying
to
decide
where
we
go
from
here
is:
is
this
something
that
we
would
want
to
actually
hold
and
bring
back
to
quality
of
life?
As
we
look
at
this,
I
guess
maybe
this
is
a
question
for
councillor
rivera
if
you're
there.
J
I
know
that
councilwoman
vader,
real
and
romero
worth-
and
I
will
all
see
in
finance,
so
we
would
have
an
opportunity
again
there,
but
I
think
those
are
either
moving
it
forward
without
recommendation,
knowing
that
some
of
us
will
have
a
chance
to
see
it
in
finance
and
so
have
a
couple
weeks
to
potentially
look
and
see
if
we
identify
some
solutions
or
bring
it
back
to
quality
of
life.
J
Considering
that
we
do
have
to,
we
have
a
request
to
publish
for
a
public
hearing
and
that
could
be
impacted
by
whether
or
not
we'd
want
to
see
it
back
here
again.
F
Yeah,
that's
really
interesting,
because
if
we,
if
we
deny
it
and
and
then
governing
body,
requests
to
publish
which
makes
sense.
F
It
would
have
to
be
finance
committee
that
approves
it
and
moves
it
forward
to
the
governing
body.
So,
if
that,
if
it
doesn't
get
through
finance
the
request
to
publish
which
is
done
on
10
13,
I
don't
know
how
that
whole
thing
would
work
out,
but
yeah.
I
would
love
to
hear
it
back
here.
F
Another
time
I
just
don't
you
know
if
it
passes
through
finance
in
it,
then
it
that's
the
only
committee
it
needs
to
move
on.
So
I
think
we
have
to
kind
of
wait
till
that
meeting
happens
to
kind
of
understand
how
it's
all
going
to
work
out,
but
I
would
love
to
hear
it
back
here.
One
more
time.
J
Well,
if
you
look
up
the
makeup
of
finance,
there's
there's
three
of
us
right
now
that
are
unwilling
to
pass
this.
So
that's
why
I
was
thinking
that
maybe
it
would
be
worthwhile
to
bring
it
back
here
for
further
discussion.
J
B
L
B
B
F
Jesse
in
between
quality
of
life
and
finance
is
the
governing
body's
request
to
publish
so
if
governing
body
approves
it
to
publish
and
finance
committee
still
rejects
that.
So
you
don't
you,
don't
really
have
two
committees
that
or
even
one
committee
that
approved
it
good
to
go
to
the
governing
body,
but
it
was
approved
to
publish
how
does
that
work.
L
The
I
have
to
double
check
with
aaron,
but
since
governing
body
is
not
in
itself
a
committee,
I
don't
think
that
that
would
let's
see
if
it's,
if
it's
not
approved
tonight,
I
think
it
would
have
to
double
check.
I
think
it
would
go.
L
I
think
it
would
go
on
discussion
next
week
for
a
request
to
publish
but
I'll
have
to
double
check
with
her,
although
maybe
it
wouldn't
even
go
on.
If
it's
not
approved
here
I'll
have
to
look
at
the.
F
L
L
B
So
it
would
be
on
discussion,
request
to
publish
would
be
on
discussion.
L
I
believe
so
and
again
it's
you
know
we
have
to
look
at
those
rules
because
they
can
be
confusing,
but
I
believe
that
is
what
we've
done
in
the
past
I'll
have
to
double
check.
So
I
can't
answer.
I
can't
give
you
a
definite
answer
right
now,.
E
On
that
point
yep,
I
hate
to
say
that
I
just
if
this
is
the
conversation
we're
having
now
and
that
there
seems
to
be
more
work
to
be
done.
E
It
would
probably
make
sense
to
decide
that
the
schedule
is
not
going
to
follow
this
and
that
we
need
more
time
and
that's
okay.
I
mean
I
just
don't
understand
like
we
got
to
put
the
request
to
publish
if
we
vote
against
it
tonight
still
has
other
chances
to
for
discussion.
We
still
have
an
ability
to
request
for
publish
later
on.
E
It's
not
like.
We
have
to
follow
this
and
so
jesse
I
I
guess
I
don't
agree
with
you
like
just
because
it's
on
the
schedule
doesn't
mean
it
can't
be
modified
so
that
we
have
time
and
the
sponsors
have
time
to
reassess
some
of
the
concerns
and
questions
or
think
about
other
things
that
might
work
better.
I
don't
know,
I
just
think
that
that's
kind
of
an
arbitrary
we
you
put
that
at
the
placeholder,
but
the
way
this
conversation
is
going
in
the
makeup
of
finance.
L
Madam
chair,
yes,
sorry
counselors,
I
didn't
mean
that
there
was
a
strict
schedule
that
we
had
to
stick
to
it
that
that's.
I
was
just
talking
about
what
the
current
schedule
is,
so
certainly
you
can
vote
to
postpone
it
next,
you
can
vote
to
postpone
it
next
week
at
governing
body.
If
you
want
to
wait
on
the
request
to
publish
that's,
certainly
always
an
option
or
you
know,
someone
can
propose
an
amendment
to
make
it
more
palatable
palatable
to
people.
J
You
know
again
how
much
work
they
feel
they
might
be
able
to
put
into
this
and
suggest,
or
that
some
of
us
might
be
able
to
look
at
between
now
and
finance,
because
if,
if
it's
altered
enough
by
finance,
then
it's
still
on
schedule
and
it
may
pass
finance.
If,
if
enough
amendments
have
been
proposed
that
it
becomes
something
that
the
three
of
us
who
are
sitting
there
who
are
currently
against
it
could
could
support.
J
So
now
what
happens
if
we
vote
to
publish
what,
if
we
vote
to
publish
it,
publish
notice
and
then
it
doesn't
pass
finance?
Does
it
just
not
show
up
on
the
agenda?
I
mean
again,
how
do
how
does
this
get
communicated
to
the
public
that
just
kidding
it's
not
happening
or
do
it
do
we
just
say:
there's
been
a
change,
and
this
isn't
on
the
agenda
tonight.
Well,.
B
J
To
approve
publish
notice,
the
publisher,
oh
my
god,
we
vote
to
approve,
to
publish
it,
and
then
it
doesn't
pass
finance,
so
it
just
doesn't
show
up
and
we
just
that's
just
what
we
communicate.
G
Council,
chair
counselors
as
a
quick
clarification,
because
we
do
post
our
agendas
on
friday
to
the
public.
It
would
actually
be
on
the
governing
body
agenda
and
then
we
would
have
to
there
would
have
to
be
a
motion
from
a
governing
body
member
to
have
it
taken
off.
If
you
were
to
vote
to
change
the
schedule
tonight
and
say,
have
it
go
to
finance
and
then
be
reviewed,
then
I
would
not
include
it
on
the
governing
body
agenda
for
next
wednesday.
So
I
hope
that
clarifies
sorry.
G
I
was
listening
and
then
thought
I'd
jump
on
for
clarification,
but
because
of
scheduling,
if
you,
if
it
is
still
on
the
finance
agenda,
the
governing
body
agenda
is
posted
friday
afternoon
and
then
we
cannot
amend
it
at
that
point.
So
we
would
have
to
amend
it.
The
night
of
the
governing
body
meeting.
G
If
you,
if
you
voted
tonight,
to
amend
the
hearing
schedule
for
it,
so
if
you
did
a
motion
to
have
it,
go
to
finance
and
then
go
to
public
safety.
G
Because
then,
we
would
use
the
direction
of
tonight's
meeting
for
the
agenda
on
friday
to
be
published
for
governing
body.
Madam
chair.
F
I
guess
two
weeks
enough
time
to
is
that
enough
time
to
give
you
to
answer
all
the
questions
that
we
brought
up
today.
K
I
I
think
I
could
go
through
the
citations
and
get
get
a
little
bit
more
information
within
that
time
frame
within
two
weeks.
Yeah
with
regards
to
who
were
how
many
were
repeat:
offenders,
how
many
were
for
noise
as
opposed
to
smoke,
how
old
the
vehicles
were?
I
think
I
could
go
back
because
they're
79,
so
I
think
I
should
be
able
to
do
that
within
the
two
weeks.
F
All
right,
so,
madam
chair
I'll,
make
a
motion
that
this
come
back
to
the
quality
of
life
committee
at
its
next
schedule
meeting
and
that
the
committee
review
schedule
be
adjusted
based
on
on
that
change.
B
B
So
wait,
I'm
sorry.
So
the
motion
is
to
bring
it
back
to
quality
life
on
on
october
20th.
F
Correct
that's
correct
and
that
the
schedule
be
adjusted
based
on
that
motion.
Okay,.
E
B
Yeah
but
I,
but
I
I
think
what
we're
doing
is
we're
we're,
saying
we're
not
ready
to
either
approve
or
deny.
I
think
I
and
council
rivera
being
that
he's
been
on
the
council
as
long
as
he's.
He
has
he's
seen
this
happen
a
bunch,
so
I
think
you
know
we're
just
saying
we
want
to
bring
it
back,
which
in
and
of
itself
means
we're
not
ready
to
to
say
we
like
it
or
we
don't
like
it.
F
B
B
F
I
do,
but
I
think
the
schedule
needs
to
reflect
that
as
well.
Okay,
that
it
doesn't
move
forward
until
we've
seen
it
again.
B
Right,
so
I
think
you
want
to
use
the
word
postponed.
You
want.
The
motion
should
be
postponed
to
a
date
certain
and
that
it
not
go
to
any
other
committees
until
it
comes
back
because
there's
so
many
outstanding
questions.
B
B
G
Council,
chair
councilwoman
burrell,
I
apologize.
He
did
not
hear.
E
G
It
either,
I
think
at
that
point
my
recommendation
would
be
that
it
would
come
back
as
a
discussion
item,
but
I
think
that's
just
because
it
probably
makes
the
most
sense.
I
agree
knowing
in
advance
that
you
wanted
to
discuss
that,
so
I
can
work
with
the
committee
chair
to
accommodate
that
as
well.
If
that's
the
desire
of
the
quality
of
life
committee,
that's
what
I'd
like
to
see.
Thank.
B
You
other
questions
other
comments,
other
discussion:
if
not,
can
we
get
a
roll
call,
please
councilman
via.
D
L
B
All
right,
so
I
believe
that
was
everything
that
was
pulled
from
the
consent
agenda.
Going
back
to
my
prime
gov.
We
have
no
action
items
tonight.
No
presentations,
no
executive
session
matters
from
staff.
Do
we
have
any
matters
from
staff
matters
from
the
committee?
B
Okay,
thank
you
matters
from
the
committee
matters
from
the
chair.
Our
next
meeting
wednesday
october
20th
have
a
good
night.
Everybody,
and
thanks
for
your
participation
tonight
appreciate
it.
