St,
Joseph's
Hospital
at
3001,
Dr,
King,
Boulevard
West,
as
a
community
member

a
member

the
tbcac,
would
like
to
see
her
be
to
review
the
lack
of
discipline
in
regards
to
the
use
of
excessive
force
as
a
violation
of
professional
codes
of
conduct
provided
in
11b-27.0011.

respectfully
request
my
complaint
to
be
reviewed
by
the
crb
for
public
importance
to
crb
members
and
for
me

request
such
relief

emailed
a
formal
complaint
this
morning
to
the
crb
and
sent
it
to
every
law
enforcement
agency
in
the
State
of
Florida
and
recently
met
with
the
intern
chief.
I
An
attorney
and
crb
member
in
a
different
County
informed
I
have
a
fundamental
right
to
have
my
complaint
reviewed
before
the
board.
The
Tampa
police's
failure
to
provide
my
complaint
to
the
board,
despite
numerous
requests,
is
a
violation
of
my
rights
before
I
dive
into
why
this
complaint
is
for
public
importance.
I'd
like
to
read
an
email
from
internals
affairs
from
July
19
2021
in
Florida
States.
We
are
aware
of
Florida
laws
and
tolling
cases
at
this
time.
There
is
no
evidence
of
a
crime
occurred.
I
I
Furthermore,
in
2020
I'm
throwing
I
informed
the
detective
about
adverse
and
incident
in
the
hospital
you
didn't
describe
what
occurred,
but
just
stated.
I
mentioned
a
negative
story
in
2020
the
hospital
allegedly
lost
a
dead
baby's
body,
the
child
passed
in
the
Intensive
Care
Unit
here.
In
this
case
doctors
attempted
to
take
my
child
into
the
Intensive
Care
Unit
and
I
have
reports
from
billing
experts
that
there's
falsified
records
that
he
went
into
the
Intensive
Care
Unit.
But
the
reports
don't
support
such
clause.

Over
the
weekend,
I
attended
I
attended
to
a
grieving
mother
whom
lost
her
25
year
old
due
to
domestic
violence.
Her
boyfriend
shot
her
in
the
heart.
He
was
also
associated
with
the
police
department.
In
that
Community
County
altered
the
evidence
and
somehow
was
able
to
get
the
death
ruled.

suicide
I
think
there
should
be
an
initiative
to
provide
further
education,
training
and
programs
to
prevent
PTSD,
as
it
is
more
likely
and
highly
stressed
jobs
such
as
police
forces,
military
and
circles.

case

reviewed

investigator,

investigative
supervisor,

consultation
with
the
state
attorney's
office
consultation
with
legal
counsel
determined
that
there
were
going
to
be
no
criminal
charges
filed.

complaint

allegations
were
improperly
investigated

they,
the
investigation,

have
resulted

criminal

coming
back
and

she

incident

St
Joseph's
Hospital.

she
contacts

she
goes
to
a
district
office
and
wants
to
make
a
complaint

same
thing

Joseph's
hospital
that
was
already
documented

addressed
in
2020.

incident
happens,
an
Institute
gets
pulled
over
tonight
and
the
officers
rude
to
her,
she
can
obviously
make
a
new
complaint
about
the
new
incident,
but
we
can't
just
keep
taking
the
same
complaint
over

over
again
about
the
same
incident.
So
the
complaint
was
made
in
2020.
It
was
not
a
formal
Internal
Affairs
case.
At
that
time
it
was
reviewed
by
Command,
Staff
and
legal
counsel.
It
was
determined
that
the
investigation
was
not
improper
just
because
somebody
wasn't
charged
with
a
crime,
and
it
was
closed
at
that
point.

that

Medicine.
There
is
the
Board
of
Medicine,
of
course,
if
her
ultimate
complaint

my
understanding
is
about
a
doctor
falsifying
an
affidavit
in
her
medical
records,
and
that
has
been
the
basis
of
her
complaints
since
2020
and
then
it
when
tpd
investigated,
along
with
the
state
attorney's
office
and
determined
that
there
was
nothing
that
could
be
done.

then
made
a
complaint
about
the
investigation
done
by
tpd
right.

that's
basically
what
we're
in
a
nutshell,
so
the
Department
of
Health
Board
of
Medicine,
certainly
reviews
doctors.
If
there's
been
misconduct
by
a
doctor,
I
think
she
could
make
a
referral
there.
If
that's
her
ultimate
allegation
is
against
a
doctor.
She
could
obviously
sue
a
doctor.
She
would
hire
a
private
counsel
and
seek
a
lawsuit
if
she
believes
a
doctor
falsified
documents.

addition

that,
the
Hillsborough
County
legislative
delegation
heard
probably
of
the
90-some
cases
that
they
heard
looked
like
the
first
20
of
them
was
all
health
or
native
cases
similar
to
that
I
would
even
say

elected
official

legislative
delegation
level,
which
also
deals
with
health-related
issues
and
I
understand
our
need
to
try
to
provide
you
some
opportunities.
But
it
seems
to
me
that
a
crb
case
is
not
what
this
is.

performance
of
law,
sustained

standard

conduct,
sustained

in
subordination,

an
officer
was
charged
with
battery
domestic
violence.
As
a
result
of
an
off-duty
incident,
a
warrant
was
issued
for
his
arrest.
The
officer's
major
ordered
him
to
turn
himself
in
which
he
refused
the
officer
resigned
during
the
investigation.

Captain

I
just
wanted
to
introduce
I'm

present
the
case,
but
I
wanted
to
introduce
Major

Felice.
He
is
mentioned
in
the
letter
here,
he's
actually
the
the
division
Commander
for
district
three,
which
incorporates
this
area
where
we
are
tonight
so
he's
in
charge
of
all
the
law
enforcement
operations
in
District
3..
So
in
this
case
this
involved
Corporal
John
Simpkins
on
December
23rd
of
2021.
There
was
a
domestic
dispute
at
a
restaurant
upon
Dale
Mabry,
the
Hillsborough
County
Sheriff's
Office
responded
up
there.

They
met
with
a
victim
who
did
not
recall
the
incident,
but
the
victim
had
some
injuries
and
that
incident
was
captured
on
video.
So
there
was
no
disputing
that
the
incident
actually
happened.
The
way
that
the
victim
said
it
happened
through
some
investigative
work.
The
Sheriff's
Office
was
able
to
identify
Corporal
symptoms
as
the
person
who
committed
that
offense
and
they
were
able
to
obtain
a
warrant
for
his
arrest.
Major
DeFelice
at
the
time
was
his
division
Commander.
He
ordered
Corporal
Simpkins
to
turn
himself
in
based
on
the
warrant.

He
refused
to
do
so.
He
was
subsequently
arrested
a
couple
days
later
in
charge
with
battery
domestic
violence.
He
was
relieved
from
Duty
and
then
he
elected
to
take
deferred
retirement
while
the
case
was
still
under
investigation.
So
he
declined
to
provide
a
statement
or
cooperate
with
internal
affairs
at
that
point.
So,
though,
those
violations
conformance
to
laws,
standard
of
conduct
and
insubordination
were
sustained.
That
was
reported
to
the
Florida
Department
of
Law
Enforcement
pursuant
to
moral
character
violation.

did
find
that
there
was
a
probable
cause
to
believe
that
the
moral
character
violation
occurred.
That
matter
has
been
set
for
hearing.
We
don't
have
a
hearing
date
scheduled
for
that,
yet
as
to
whether
or
not
he's
going
to
face
decertification
and
that's
basically
the
Crux
of
that
the
criminal
charges
against
him
were
subsequently
dismissed.

he's
been
here
longer
than
10
years
so
after
he
reaches
the
age
of
46,
he
would
be
eligible
for
a
pension.

that
point,

in
one

documents

it
noted
that
the
Corporal
retired

noted
that
the
Corporal
subsequently
resigned
is
there
are
those
synonymous
terms
or
is
there
a
difference
between
retirement
and
resignation?.

technically
a
deferred
retirement,
somebody
who
is
vested
in
the
pension
that
technically
would
be
considered
a
deferred
retirement.
Somebody
who
has
less
than
10
years
could
be
a
resignation,
but
as
far
as
the
Florida
Department
law
enforcement
and
the
cjstc
is
concerned,
it's
it's
inconsequential.
The
only
thing
that
matters
in
their
case
is
is
separation
or
resignation.
It
doesn't
mean
anything
one
way
or
the
other.

the
second
question
is
as
a
result
of
all
this
happening
and
then
he

retired
so
criminally
nothing
happened
to
him.

admit

the
investigation
that
they
committed
the
felony,
so

could
have
somebody
who,

example,
steals
evidence,
maybe
they're
not
convicted,
but
during

internal
affairs
investigation
they
admit
that
they
stole
the
evidence.
In
that
case,
it
very
likely
could
be
used
as
a
forfeiture
as
well.

when

statutory

occur

that
