young

we

I've
been
through

as
I
guess,
my
ninth
or
tenth
budget,
that
I've
been
through
over
the
years,
not
as
many
as
charlie,
but

I'm
catching
up,

anyway,
and-

I
think
this
particular
budget
is-
is
one
of
the
best
that
I've
worked
with
in
regard
to
working
amicably
with
the
the
mayor
and
the
administration,
and-
and
I
appreciate
that
I
want
to
give
a
shout
out
to
the
mayor
and
and
and
to
mr
o'hara,
mr
bennett
and
all
their
staff.

You
know
it's
one
of
the
biggest
responsibilities
that
we
have
year
in
and
year
out
is.
Is
the
budget
that
and,
in
my
opinion,
protecting
neighborhoods
public
safety?
I'd
say
those
are
the
top
three
and
but
we
come
into
the
budget
and
a
lot
of
times
we
wrestle
and
we
bicker,
and
you
know
with
with
the
administration.
We
really
haven't
done
much
of
that
this
year,
and
I
I
think
it's
great.
I
want
to
give
a
special
recognition
in
regard
to
the
administration
hearing
council.

You
know
hearing
counsel,
speak
to
issues
like
police
and
fire.
My
particular
issue
last
year
about
mental
health
and
in
creating
a
new
mental
health
unit
for
a
million
dollars-
and
I
know
that's
in-
was
in
last
year's
budget
and
in
this
coming
year's
budget
contracts
administration.

When
we,
when
we
spend
all
this
money
on
pipes
and
stuff,
we've
got
to
have
people
to
to
work
those
positions,
and
that
includes
minority
inclusive
of
minority
vendors,
which
of
course
has
been
our
chairman's
big
issue
for
for
the
last
couple
of
years,
and
we
support
that
wholeheartedly.

In
regard
to
recently
councilman
maniscalco,
I
want
to
give
you
a
extra
praise,
because,
because
you
you
made
our
voice
heard
very
loud
and
clear,
and
you
weren't
alone
on
that.
Okay,
I
think
it
was
7-0,
as
I
recall
two
weeks
ago,
when
we
said
no,
no,
we
can't
keep
put
putting
that
off.
We
need
to
get
it
done
and
and
the
administration
says
they
were
going
to
get
it
done
anyway.
But
tonight
they've
definitively
said
how
1.7
million
dollars
to
the
villa
brothers
park,
using
a
bond
issue
that
they
were
gonna.

They
were
going
to
issue
anyway
for
various
other
parks
and
and
another
hundred
thousand
to
henry
and
ola,
and
I
appreciate
that
a
lot
of
new
positions
last
year
and
this
year,
and
that
just
says
that
our
city
is
growing
like
crazy
and
our
need
to
provide
public
service
across
all
departments
grows
larger
and
larger,
with
every
new
resident
and
we're
meeting
those
needs.
So
I
want
to
give
a
shout
out
again
to
the
mayor
and
the
administration
for
working
with
us
and
us
working
with
you
guys
and
coming
to
this
evening.

reiterate

colleagues
have
said
that
that
you
all

mayor

staff,
have
been
working
closely
with
us
on
this
process,
but
on
the
whole
thing
just
for
anybody.
Listening

any
part

the
city,
we
often
highlight
certain
projects
like
villa
brothers
park,
but
there's
money
for
parks
and
and
roads
and
sidewalks
and
everything
throughout
the
whole
city.
So
all
of
that
is
taken
into
account
here.
I
We
just
highlight
a
few
ones
in
particular,
and
I
thank
you
all
for
making
a
definitive
decision.
Ibula
brothers-
it's
not
in
my
district,
but
I
think
it's
important
to
keep
promises
of
the
city,
even
if
they
were
made
a
long
time
ago
to
the
point
of
priorities.
I
Mr
harrow,
you
you
emailed
me
earlier
and
said
that
I
had
asked
for
a
small
change
in
the
mayor's
cover
letter
understanding
that
city
council
has
no
power
over
her
letter
and
it
was
just
a
friendly
ask,
but
you
said
earlier
that
that
she
had
agreed
to
do
that.
It's
not
in
it
just
so.
Everybody
knows.
I
think
it's
not
in
the
update,
I'm
looking
at
right.
Now
it's
not
only
updated
one
on
sire,
but
it's
just
a
small
tweak
and
all
it
says
is
that
it.
I
It
had
said
earlier
that
that
there
are
four
things
listed
there
like
the
hannah
avenue
project
the
impound
center,
and
it
said
that,
based
on
community
and
city
council
feedback,
and
now
I
think
it
just
says,
important
projects
in
the
community
and
then
the
community
and
city
council
feedback
is
put
to
the
top,
because
really
the
whole
cover
letter
and
all
those
buckets
that
the
mayor
mentions
are
our
programs
that
we've
all
been
talking
about
interactively
and
and
her
whole
team
has
been
working
working
on
interactively.
I
It's
not
maybe
I
need
to
refresh.
Maybe
my
cache
is
messed
up,
but
I
don't
see
it
yet.
In
my
version
I
just
download
it
again,
but
but
just
so
everybody
knows
that
little
tweak
will
be
there,
and
I,
I
think
the
mayor
and
you
and
staff
for
doing
that.
It's
a
small
tweak,
but
I
think
it's
important
because
it
it
shows
reiterates
the
collaborative
nature
of
the
entire
process,
not
just
a
small
part
of
it.

they
needed
for

improvements

big
investment
by
the
administration
city

council
and
trying
to
help
bring
more
resources
to
fire
rescue.

firefighters,
local
754,
who
is
talking
about
what
a
really
really
good
public
safety
budget?

I've
been
talking
about
for
a
while
a
public
safety
master
plan
here
for
the
city
of
tampa
to
take
a
look
at
all
of
our
public
safety
needs,
whether
it's
in
police
or
fire,
and
look
throughout
all
of
the
city
and
then
see
where
those
deficits
are
at
and
then
see
how
we
can
fill
those
deficits.

And
you
know
we
certainly
have
gotten
a
big
bailout
and
I'll
mention
that
in
a
bit
with
the
federal
arpa
money
that
really
helps
us
a
lot,
but
that's
a
conversation
that
we're
going
to
have
to
be
having
in
the
coming
years,
which
is
we
have
big
public
safety
deficits
here
in
the
city
of
tampa.
How
are
we
going
to
fund
them?
How
are
we
going
to
fund
them?
We
we
got
to
bail
out
so
to
speak
with
the
federal
government,
but
we
have
to
come
to
that
conclusion
through
that
public
safety
master
plan.

I
know
the
people
of
district
7
are
very,
very
thankful
to
the
mayor
and
the
council
for
collaborative
leadership
and
a
lot
of
different
things.

Millions
of
dollars
in
north
tampa
to
include
turning
old
fire
station
11,
which
is
the
the
police
training
station
into
a
brand
new
fire
station
number
25,
which
takes
the
busiest
fire
station
in
all
of
the
city
of
tampa,
which
I've
been
talking
about
for
so
darn
long
and
gives
it
a
new
fire
station
with
units
two
and
a
half
million
dollars
in
additional
of
personnel
there
and
and
units
and
and
vehicles
to
help
them
out.

That
is
a
major
thing
for
the
men
and
women
over
at
fire
station
13,
one
of
the
50
or
so
busiest
stations
in
the
united
states
of
america,
and
this
also
includes
millions
of
dollars
for
new
tampa
that
has
four
out
of
the
six
fire
stations
which
have
the
longest
response
times
here
in
the
city
of
tampa.
So
this
is
really
big.

You
know
you
look
at
other
different
things:
repaving
of
tampa
palms,
boulevard,
improvements
on
bush
and
fowler
copeland
park,
as
was
just
mentioned
by
mr
rogero,
a
million
and
a
half
dollars
to
for
complete
the
new
tampa,
inclusive
playground,
which,
which
is
obviously
a
cause
very,
very
close
to
my
heart
and
again
like
I
like,
I
said
before.
I
also
want
to
give
again
a
shout
out
to
congresswoman
kathy,
castor
80
million
dollars
that
we
were
able
to
get
in
the
federal
government
through
arpa
money
and
a
lot
of
our
representatives
nationally.

You
know
we're
blessed
with
congresswoman
castro
here
in
tampa
fought
to
make
sure
that,
unlike
the
cares,
act
that
there's
a
lot
more
liberality
and
the
cares
act
was
wonderful,
a
godsend,
but
a
lot
more
liberality
with
regards
to
our
use
of
those
funds
and
look
what
we're
doing
with
that
money.
I
know
councilman
dingfelder
and
councilman
goodes
work
so
hard
to
advocate
for
affordable
housing,
16
million
dollars
that
are
going
to
be
going
out
there
in
this
budget,
a
real
historic
investment.
So
I
just
think
that's
so
important.

again,
like
everyone
said
thanking
our
mayor,
jane
caster
for
her
collaborative
leadership,
it's
you
know
always
a
a
fair
assessment
to
say
that
you
sit
down.

I
always
hear
from
people
in
the
community.
Who've
been
around
a
long
time
and
they
talk
about
say.
The
the
mirror
is
soft.
The
council
runs
over
the
mirror.
Mirrors
saw,
and
I
look
at
people,
and
I
tell
people
no
it's
not
that
the
bear
is
soft.
This
is
a
different
type
of
council.
We
want
to
work
with
the
mayor
and
we
are
a
team
in
the
mayor's
office.

You
know
I
look
at
the
leadership
style.
You
know
the
mayor's
a
police
officer,
the
chief
of
staff's
police
officer,
that
was
a
police
officer
and
people
in
the
city
see
a
different
type
of
leadership
style,
a
different
type
of
how
we
run
things
because
see
the
police
department
is
a
paramilitary
organization.
It's
run
by
a
lot
of
rules,
a
lot
of
rules
and
solutions,
because
when
there's
a
problem
we
don't
have
time
to
argue
and
fight
with
people
with
the
final
solution
to
the
problem
right
away.
A
I
don't
have
time
to
go
and
call
50
million
people.
I've
got
to
find
a
solution
right
there
and
there,
because
people
are
counting
on
me
to
solve
their
problems
right
then,
and
right
there.
So
not
that
the
mayor
is
soft
and
I
hear
if
there
were
other
mayors,
I
said
well,
if
those
other
mayors
were
here.

Let
me
talk
to
council
before
we
get
to
the
budget,
so
I
can
know
what
each
council
member
needs
and
wants
and
try
to
work
these
issues
out
and
in
the
end
it
might
be
some
small
things
that
still
be
worked
out,
but
we
worked
them
out
beforehand.
So
there's
not
a
bunch
of
rigman
role.
She
knows
the
first
third
budget.
I
believe,
notice
that
a
system
has
been
put
in
place.
A
I
think
it's
a
good
system,
because
when
you're
in
an
organization
it
works
on
a
system
and
the
system
seems
to
be
working
because
everyone's
getting
their
needs,
we're
not
getting
the
big
hoop
law
but
we're
getting
those.
I
always
tell
people
it's
the
small
things
that
count
the
small
things
and
then
the
big
things
will
come.

These
tables
are
starting
to
get
those
small
things,
as
you
can
see,
now
we're
starting
to
get
some
of
those
big
projects
that
are
starting
to
come.
It's
going
to
happen,
but
it
takes
time,
but
I
think
we're
really
kicking
the
ball
down
the
field.
We
made
some
good
scores
for
the
east
side
of
town
people.
Talk
about
that

think
that
we've
been
moving,
that
needle
a
little
bit
recreation
new
recreational
center
we've
got.
Many
people
have
fought
for
housing.
We
got
an
ambulance
services.

lot
of
these
small
things
are
happening,
so
I'm
just
glad

we
were
able
to
communicate,
and
sometimes
we
don't
always
agree.

in

near
future,
there's
going
to
be
a
lot
of
different
things
that
are
going
to
be
happening
to
make
this
city
better,
but
I
would
say
thank

the
mayor's
administration.

have
to
give
john
bennett

again
he's

solutionary
person,
we're
not
gonna,
first
invite.
Let's
get
a
solution
to
the
problem,
he's
the
data
driven
guy,
I'm
not
a
big
data
driven
guy.

us
back
in
the
budget
as
of
last

now
receiving

000
from
the
city,

it's
been
very,

helpful
for
us

get
some
of
the
some

our
important
needs
met,

I
mentioned
before,
as
much
as
that
amount
has
helped
us
it's

there
are
a
couple
reasons
why
one
thing,

not
sure
if
you
all
know,
but
the
film
and
video
industry
is
starting
to
grow
exponentially
here
in
tampa
bay.

have
a
lot
of
big
players
that
are
coming
in
and
one
of
them
being
diamond
view
studio
studios.
They
now
deal
with
the
likes
of
hollywood:
mercedes-benz
tesla,
you
name
it
and
because
this
is
all
happening
and
because
all
the
changes
in
the
tampa
bay
area,
such
as
what
is
going
to
happen
in
north
tampa
with
rhythm
and
all
of
these
things,
the
tampa
area
is
going
to
need
video
production
people
they're
going
to
need
people
who
will
be
able
to
fulfill
the
growing
industry
and
as
of
right.

the
reason
why
we
are
requesting
a
little
bit
more
funding
is
because
we
are
going
to
be
a
big
part
of
this
video
and
film
boom.
That
is
going
to
be
happening
in
the
next
couple
of
years
and
we
are

to

big
part
of

workforce
as
well
as
assisting
small
businesses
and
the
like,
which
are
in
dire
need
of
videos
to
to
for
them
to
have
in
their
marketing
repertoires.

nonprofits
are
always

lifeline

far

workforce

need

getting
the

the
administration's
strategic
plan,

year

believe
it
was
very
successful.

part
